Altibase is a hybrid database, relational database management system manufactured by the Altibase Corporation. The software's hybrid architecture allows it to access both memory-resident and disk-resident tables using single interface. It supports both synchronous and asynchronous replication and offers real-time ACID compliance. Support is also offered for a variety of SQL standards and programming languages. Other important capabilities include data import and export, data encryption for security, multiple data access command sets, materialized view and temporary tables, and others. == History == From 1991 through 1997 the Mr. RT project was an in-memory database research project, conducted by the Electronics and Telecommunications Research Institute a government-funded research organization in South Korea. Altibase was incorporated in 1999. Altibase acquired an in-memory database engine from the Electronics and Telecommunications Research Institute in February 2000, and commercialized the database in October of the same year. In 2001, Altibase changed the name of the in-memory database product from "Spiner" to "Altibase" in 2001. In 2004, Altibase integrated the in-memory database with a disk-resident database to create a hybrid DBMS, released version 4.0 and renamed it as ALTIBASE HDB. Altibase released version 5.5.1 and 6.1.1 in 2012, version 6.3.1 in November 2013, and 6.5.1 in May 2015. Altibase claims that this is the world's first hybrid DBMS. Altibase released its open source edition version 7.1, however, closed the source in 2023. It took half of the in-memory DBMS market share in South Korea. In 2002 the second version was released renamed to Altibase v2.0. By 2003, Altibase v3.0 was released and it entered the Chinese market. Released version 4.0 with hybrid architecture, combining RAM and disk databases, was released in 2004. In 2005 Altibase began working with Chinese telecommunications providers for billing systems, and some financial companies in Taiwan, China, for home trading systems. The software was certified by the Telecommunications Technology Association. The Ministry of Government Administration and Home Affairs gave it an award in 2006. Offices in China and United States opened in 2009. In 2011, version 5.5.1 was renamed it to HDB (for "hybrid database"). The Altibase Data Stream product for complex event processing was renamed DSM. The product received a Korean technology award. Altibase introduced certification services. In 2012, HDB Zeta and Extreme were announced, and DSM renamed to CEP. In 2013, yet another variant called XDB was announced, and the company received ISO/IEC 20000 certification. In 2018, Altibase went open source. Altibase went open source in February, 2018. Altibase Corp has made the decision to discontinue the Altibase 7.1 open source edition, effective March 17, 2023. As a result, the open-source edition of Altibase 7.1 will no longer be available for download or use. Altibase released version 7.3 in September, 2023, its notable feature is the world’s first hybrid partition, allowing data to be stored in both memory and on disk at the partition level. Version 7.3 also added parallel processing capabilities for high-speed performance in both partitioned and non-partitioned scenarios. Hekaton (database)
Hekaton (also known as SQL Server In-Memory OLTP) is an in-memory database for OLTP workloads built into Microsoft SQL Server. Hekaton was designed in collaboration with Microsoft Research and was released in SQL Server 2014. Traditional RDBMS systems were designed when memory resources were expensive, and were optimized for disk storage. Hekaton is instead optimized for a working set stored entirely in main memory, but is still accessible via T-SQL like normal tables. It is fundamentally different from the "DBCC PINTABLE" feature in earlier SQL Server versions. Hekaton was announced at the Professional Association for SQL Server (PASS) conference 2012.
National Security Commission on Artificial Intelligence
The National Security Commission on Artificial Intelligence (NSCAI) was an independent commission of the United States of America from 2018 to 2021. Its mission was to make recommendations to the President and Congress to "advance the development of artificial intelligence, machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States". The commission's 15 members were nominated by the United States Congress. The NSCAI was dissolved on 1 October 2021. == History and reporting == The NSCAI began working in March 2019 and by November 2019 it had received more than 200 classified and unclassified briefings to help with the creation of its final report due in 2021.On 4 November 2019, the NSCAI shared its interim report with Congress, where it explained the 27 initial judgements to base its ongoing work. In the interim report the commission also agreed on seven principles: Global leadership in AI technology is a national security priority AI adoption is an urgent imperative for national security A shared sense of responsibility for the American peoples security must be created from government officials and private sector leaders. It needs to find local AI talent and use it to attract the world’s best minds Actions used for the protection of America’s AI leadership against foreign threats needs to follow the principles of free enterprise, free inquiry and free flow of ideas. The technical limitations of AI are universally known, however, a strong desire remains for powerful, dependable, and secure AI systems. United States used AI must follow American values including the rule of law Fundamental areas of effort for the preservation of U.S. advantages were also agreed upon in the interim report of 2019. The NSCAI released its first report of recommendations in March 2020, most of which were included in the 2021 National Defense Authorization Act. In July 2020, the commission published the second report to Congress. It identified 35 actions for both Executive and Legislative branches, which were focused on six fundamental areas. This report was available to the public. In January 2021, a draft of the final report was presented at a panel led by Schmidt. The report recommended the US to use AI technology for military use and development. It issued its final report in March 2021, saying that the U.S. is not sufficiently prepared to defend or compete against China in the AI era. It was broken up into two parts, the first titled “Defending America in the AI Era”, and the second “Winning the Technology Competition”. The report spoke about China’s efforts and investments into integration and that it could very well take the lead in AI in the next few years. Additional suggestions were made to concentrate on AI in everything we do and to implement it into US national security on multiple levels, as well as focus on bringing in new talent to develop AI and to introduce it to the working force on both civilian and military levels. Another recommendation of the NSCAI report was to develop and provide China and Russia with alternative models that are based on norms and democratic values. The final report also included a proposed $40 billion budget for government spending. On 14 April 2021, NSCAI executive director Ylli Bajraktari and director of Research and Analysis Justin Lynch participated in an event held by the Center for Security and Emerging Technology (CSET) to discuss the final report findings. In October 2021, NSCAI chair Eric Schmidt founded the bipartisan, non-profit Special Competitive Studies Project (SCSP) through his family led non-profit Eric & Wendy Schmidt Fund for Strategic Innovation in order to carry on the NSCAI’s efforts and expand beyond national security. The Electronic Privacy Information Center (EPIC) filed the lawsuit against the NSCAI in September 2019 after being refused information about the upcoming meetings and prepared records of the commission under FOIA and the Federal Advisory Committee Act (FACA). The U.S. District Court for the District of Columbia ruled in June 2020 that the NSCAI must comply with FACA and therefore hold open meetings and provide records to the public. The lawsuit was also filed by EPIC.
Mycin
MYCIN was an early backward chaining expert system that used black box to identify bacteria causing severe infections, such as bacteremia and meningitis, and to recommend antibiotics, with the dosage adjusted for patient's body weight — the name derived from the antibiotics themselves, as many antibiotics have the suffix "-mycin". The Mycin system was also used for the diagnosis of blood clotting diseases. MYCIN was developed over five or six years in the early 1970s at Stanford University. It was written in Lisp as the doctoral dissertation of Edward Shortliffe under the direction of Bruce G. Buchanan, Stanley N. Cohen and others. MYCIN emerged from the Stanford Heuristic Programming Project. MYCIN demonstrated the potential for expert systems in building high-performance medical reasoning programs. MYCIN is often viewed as a pioneer in the field of expert systems, even being referred to as the "grandaddy of them all-the one that launched the field" by Dr. Allen Newell. MYCIN led to the EMYCIN expert system shell ("essential MYCIN") for acquiring knowledge, reasoning with it, and explaining the results, without the specific medical knowledge. It can be described as "EMYCIN = Prolog + uncertainty + caching + questions + explanations + contexts - variables". An introduction is in Chapter 16 of Paradigms of Artificial Intelligence Programming (PAIP). == Method == MYCIN operated using a fairly simple inference engine and a knowledge base of ~600 rules by obtaining individual inferential facts identified by experts and encoding such facts as individual production rules. No other AI program at the time contained as much domain-specific knowledge clearly separated from its inference procedures as MYCIN. It would query the physician running the program via a long series of simple yes/no or textual questions. At the end, it provided a list of possible culprit bacteria ranked from high to low based on the probability of each diagnosis, its confidence in each diagnosis' probability, the reasoning behind each diagnosis (that is, MYCIN would also list the questions and rules which led it to rank a diagnosis a particular way), and its recommended course of drug treatment. MYCIN could additionally respond to queries by physicians related to why it asked the user a certain question, how it arrived at a conclusion, and why it did not consider certain factors. The developers performed studies showing that MYCIN's performance was minimally affected by perturbations in the uncertainty metrics associated with individual rules, suggesting that the power in the system was related more to its knowledge representation and reasoning scheme than to the details of its numerical uncertainty model. Some observers felt that it should have been possible to use classical Bayesian statistics. MYCIN's developers argued that this would require either unrealistic assumptions of probabilistic independence, or require the experts to provide estimates for an unfeasibly large number of conditional probabilities. Subsequent studies later showed that the certainty factor model could indeed be interpreted in a probabilistic sense, and highlighted problems with the implied assumptions of such a model. However the modular structure of the system would prove very successful, leading to the development of graphical models such as Bayesian networks. === Context === A context in MYCIN determines what types of objects can be reasoned about. They are similar to variables in Prolog, or environment variables in operating systems. === Evidence combination === In MYCIN it was possible that two or more rules might draw conclusions about a parameter with different weights of evidence. For example, one rule may conclude that the organism in question is E. Coli with a certainty of 0.8 whilst another concludes that it is E. Coli with a certainty of 0.5 or even −0.8. In the event the certainty is less than zero the evidence is actually against the hypothesis. This formula can be applied more than once if more than two rules draw conclusions about the same parameter. It is commutative, so it does not matter in which order the weights were combined. The combination formula was designed to have the following desirable properties: −1 can be interpreted as "false", +1 as "true", and 0 as "uncertain". Combining unknown with anything leaves it unchanged. Combining true with anything (except false) gives true. Similarly for false. Combining true and false is a division-by-zero error. Combining +x and -x gives unknown. Combining two positives (except true) gives a larger positive. Similarly for negatives. Combining a positive and a negative gives something in between. === Examples === The following examples come from Chapter 16 of PAIP, which contains an implementation in Common Lisp of a modified and simplified version of MYCIN for pedagogical purposes. A rule, and an English paraphrase generated by the system: == Results == An evaluation of MYCIN was conducted at the Stanford Medical School. The first phase of the evaluation consisted of 10 test cases of diverse origin, chosen by a physician who was not acquainted with MYCIN's methods or knowledge base. These cases were presented to 7 physicians and 1 senior medical student. 10 prescriptions were compiled for each of the cases, 1 recommended by MYCIN, 1 prescribed by the treating physician at the county hospital, and 8 by the aforementioned individuals. The second phase of the evaluation consisted of eight infectious disease specialists being provided the clinical summary and set of 10 prescriptions for each of the 10 cases and tasked to provide their own recommendations for each case and assess the 10 prescriptions. MYCIN received an acceptability rating of 65%, which was comparable to the 42.5% to 62.5% rating of five faculty members. This study is often cited as showing the potential for disagreement about therapeutic decisions, even among experts, when there is no "gold standard" for correct treatment. == Practical use == MYCIN was never actually used in practice. This wasn't because of any weakness in its performance. Some observers raised ethical and legal issues related to the use of computers in medicine, regarding the responsibility of the physicians in case the system gave wrong diagnosis. However, the greatest problem, and the reason that MYCIN was not used in routine practice, was the state of technologies for system integration, especially at the time it was developed. MYCIN was a stand-alone system that required a user to enter all relevant information about a patient by typing in responses to questions MYCIN posed. MYCIN ran on the DEC KI10 PDP-10, supporting a large time-shared system available over the early Internet (ARPANet), before personal computers were developed. MYCIN's greatest influence was accordingly its demonstration of the power of its representation and reasoning approach. Rule-based systems in many non-medical domains were developed in the years that followed MYCIN's introduction of the approach. In the 1980s, expert system "shells" were introduced (including one based on MYCIN, known as E-MYCIN (followed by Knowledge Engineering Environment - KEE)) and supported the development of expert systems in a wide variety of application areas. A difficulty that rose to prominence during the development of MYCIN and subsequent complex expert systems has been the extraction of the necessary knowledge for the inference engine to use from the human expert in the relevant fields into the rule base (the so-called "knowledge acquisition bottleneck").
Pax Silica
Pax Silica is a United States-led international initiative focused on strengthening and coordinating "trusted" supply chains for advanced technologies—especially semiconductors, artificial intelligence (AI) infrastructure, critical minerals, advanced manufacturing, logistics, and associated energy and data infrastructure. The initiative is coordinated by the US Department of State and was launched in December 2025 alongside the signing of the non-binding Pax Silica Declaration by an initial group of partner countries. The initiative describes itself as a "positive-sum" partnership intended to reduce "coercive dependencies" and improve resilience across the full technology stack, from mineral extraction and processing through chip manufacturing and computing infrastructure. US officials described Pax Silica as a framework for coordinating flagship projects and policy alignment across partner countries, including supply-chain mapping, investment and co-investment initiatives, and protection of critical infrastructure and sensitive technologies. Reuters reported discussions of projects linked to trade and logistics routes and an industrial park initiative in Israel. Gulf countries, such as the UAE and Qatar, are betting on attracting AI companies with cheap energy. Moreover, the UAE's potential to invest in Pax Silica's activities has been noted as a fundamental asset for the initiative. In early 2026, the U.S. announced plans to contribute $250M toward an investmest consortium that's intended to strengthen energy and critical mineral supply chains. == Launch and background == During the 2020s, governments increasingly treated supply-chain resilience in semiconductors, critical minerals, and AI-related computing infrastructure as a national-security priority, amid export controls, industrial policy measures, and geopolitical competition over the technologies underpinning advanced manufacturing and AI. Pax Silica was presented by US officials as an economic-security framework aimed at aligning policies and investment among "trusted partners" that host major technology firms and key industrial capacity. Pacific Forum's analyst Akhil Ramesh, writing for the National Interest magazine, described the initiative as understanding that: "economic security today is inseparable from control over energy, critical minerals, high-end manufacturing, and advanced models." On December 11, 2025, the US Department of State announced the inaugural Pax Silica Summit and a planned signing of the Pax Silica Declaration, describing Pax Silica as the Department's flagship effort on AI and supply-chain security. The initial summit was held in Washington, D.C. on December 12, 2025. Online service provider
An online service provider (OSP) can, for example, be an Internet service provider, an email provider, a news provider (press), an entertainment provider (music, movies), a search engine, an e-commerce site, an online banking site, a health site, an official government site, social media, a wiki, or a Usenet newsgroup. In its original more limited definition, it referred only to a commercial computer communication service in which paid members could dial via a computer modem the service's private computer network and access various services and information resources such as bulletin board systems, downloadable files and programs, news articles, chat rooms, and electronic mail services. The term "online service" was also used in references to these dial-up services. The traditional dial-up online service differed from the modern Internet service provider in that they provided a large degree of content that was only accessible by those who subscribed to the online service, while ISP mostly serves to provide access to the Internet and generally provides little if any exclusive content of its own. In the U.S., the Online Copyright Infringement Liability Limitation Act (OCILLA) portion of the U.S. Digital Millennium Copyright Act has expanded the legal definition of online service in two different ways for different portions of the law. It states in section 512(k)(1): (A) As used in subsection (a), the term "service provider" means an entity offering the transmission, routing, or providing of connections for digital online communications, between or among points specified by a user, of material of the user's choosing, without modification to the content of the material as sent or received. (B) As used in this section, other than subsection (a), the term "service provider" means a provider of online services or network access, or the operator of facilities therefore, and includes an entity described in subparagraph (A). These broad definitions make it possible for numerous web businesses to benefit from the OCILLA. == History == The first commercial online services went live in 1969. CompuServe (owned in the 1980s and 1990s by H&R Block) and The Source (for a time owned by The Reader's Digest) are considered the first major online services created to serve the market of personal computer users. Utilizing text-based interfaces and menus, these services allowed anyone with a modem and communications software to use email, chat, news, financial and stock information, bulletin boards, special interest groups (SIGs), forums and general information. Subscribers could exchange email only with other subscribers of the same service. (For a time a service called DASnet carried mail among several online services, and CompuServe, MCI Mail, and other services experimented with X.400 protocols to exchange email until the Internet rendered these outmoded.) Other text-based online services followed such as Delphi, GEnie and MCI Mail. The 1980s also saw the rise of independent Computer Bulletin Boards, or BBSes. (Online services are not BBSes. An online service may contain an electronic bulletin board, but the term "BBS" is reserved for independent dialup, microcomputer-based services that are usually single-user systems.) The commercial services used pre-existing packet-switched (X.25) data communications networks, or the services' own networks (as with CompuServe). In either case, users dialed into local access points and were connected to remote computer centers where information and services were located. As with telephone service, subscribers paid by the minute, with separate day-time and evening/weekend rates. As the use of computers that supported color and graphics, such the Atari 8-bit computers, Commodore 64, TI-99/4A, Apple II, and early IBM PC compatibles, increased, online services gradually developed framed or partially graphical information displays. Early services such as CompuServe added increasingly sophisticated graphics-based front end software to present their information, though they continued to offer text-based access for those who needed or preferred it. In 1985 Viewtron, which began as a Videotex service requiring a dedicated terminal, introduced software allowing home computer owners access. Beginning in the mid-1980s graphics based online services such as PlayNET, Prodigy, and Quantum Link (aka Q-Link) were developed. Quantum Link, which was based on Commodore-only Playnet software, later developed AppleLink Personal Edition, PC-Link (based on Tandy's DeskMate), and Promenade (for IBM), all of which (including Q-Link) were later combined as America Online. These online services presaged the web browser that would change global online life 10 years later. Before Quantum Link, Apple computer had developed its own service, called AppleLink, which was mostly a support network targeted at Apple dealers and developers. Later, Apple offered the short-lived eWorld, targeted at Mac consumers and based on the Mac version of the America Online software. Beginning in 1992, the Internet, which had previously been limited to government, academic, and corporate research settings, was opened to commercial entities. The first online service to offer Internet access was DELPHI, which had developed TCP/IP access much earlier, in connection with an environmental group that rated Internet access. The explosion of popularity of the World Wide Web in 1994 accelerated the development of the Internet as an information and communication resource for consumers and businesses. The sudden availability of low- to no-cost email and appearance of free independent web sites broke the business model that had supported the rise of the early online service industry. CompuServe, BIX, AOL, DELPHI, and Prodigy gradually added access to Internet e-mail, Usenet newsgroups, ftp, and to web sites. At the same time, they moved from usage-based billing to monthly subscriptions. Similarly, companies that paid to have AOL host their information or early online stores began to develop their own web sites, putting further stress on the economics of the online industry. Only the largest services like AOL (which later acquired CompuServe, just as CompuServe acquired The Source) were able to make the transition to the Internet-centric world. A new class of online service provider arose to provide access to the Internet, the internet service provider or ISP. Internet-only service providers like UUNET, The Pipeline, Panix, Netcom, the World, EarthLink, and MindSpring provided no content of their own, concentrating their efforts on making it easy for nontechnical users to install the various software required to "get online" before consumer operating systems came internet-enabled out of the box. In contrast to the online services' multitiered per-minute or per-hour rates, many ISPs offered flat-fee, unlimited access plans. Independent companies sprang up to offer access and packages to compete with the big networks (eg, the-wire.com, 1994 in Toronto and bway.net 1995 in New York). These providers first offered access through telephone and modem, just as did the early online services providers. By the early 2000s, these independent ISPs had largely been supplanted by high speed and broadband access through cable and phone companies, as well as wireless access. The importance of the online services industry was vital in "paving the road" for the information superhighway. When Mosaic and Netscape were released in 1994, they had a ready audience of more than 10 million people who were able to download their first web browser through an online service. Though ISPs quickly began offering software packages with setup to their customers, this brief period gave many users their first online experience. Two online services in particular, Prodigy and AOL, are often confused with the Internet, or the origins of the Internet. Prodigy's Chief Technical Officer said in 1999: "Eleven years ago, the Internet was just an intangible dream that Prodigy brought to life. Now it is a force to be reckoned with." Despite that statement, neither service provided the back bone for the Internet, nor did either start the Internet. == Online service interfaces == The first online service used a simple text-based interface in which content was largely text only and users made choices via a command prompt. This allowed just about any computer with a modem and terminal communications program the ability to access these text-based online services. CompuServe would later offer, with the advent of the Apple Macintosh and Microsoft Windows-based PCs, a GUI interface program for their service. This provided a very rudimentary GUI interface. CompuServe continued to offer text-only access for those needing it. Online services like Prodigy and AOL developed their online service around a GUI and thus unlike CompuServe's early GUI-based software, these online services provided a more robust GUI interface. Generative AI Copyright Disclosure Act
The Generative AI Copyright Disclosure Act is a piece of legislation introduced by California Representative Adam Schiff in the United States Congress on April 9, 2024. It concerns the transparency of companies regarding their use of copyrighted work to train their generative artificial intelligence (AI) models. The legislation requires the submission of a notice regarding the identity and the uniform resource locator (URL) address of the copyrighted works used in the training data to the Register of Copyrights at least 30 days before the public release of the new or updated version of the AI model; it does not ban the use of copyrighted works for AI training. The bill's requirements would apply retroactively to prior AI models. Violation penalties would start at US$5,000. The legislation does not have a maximum penalty assessment that can be charged. The bill by Schiff was introduced a few days after The New York Times published an article regarding the business activities of major tech firms, including Google and Meta, in the training of their generative AI platforms on April 6, 2024. The legislation is supported by the Professional Photographers of America (PPA), SAG-AFTRA, the Writers Guild of America, the International Alliance of Theatrical Stage Employees (IATSE), the Recording Industry Association of America (RIAA), and others.
