Celia (virtual assistant)

Celia is an artificially intelligent virtual assistant developed by Huawei for their latest HarmonyOS and Android-based EMUI smartphones that lack Google Services and a Google Assistant. The assistant can perform day-to-day tasks, which include making a phone call, setting a reminder and checking the weather. It was unveiled on 7 April 2020 and got publicly released on 27 April 2020 via an OTA update solely to selected devices that can update their software to EMUI 10.1. Huawei had initially referred to the new assistant in late 2019 by having announced that there would be an English version of their already 2018 Chinese speaker assistant—Xiaoyi—to be released into the European markets. Due to the on-going China–United States trade war, the company's newly released smartphones were left without any Google services, including the loss of Google Assistant. This subsequently led to the development and release of Celia. AI technology is integrated into the software of Celia, which allows it to translate text using a phones camera and to identify everyday objects — similar to that of Google Lens. == Features == Celia has many features that are similar to that of its rivals: the Google Assistant and Siri. It can be triggered by the words, 'Hey Celia' or be summoned by pressing and holding down on the power button. The default search engine for Celia is Bing, but this can be changed in settings. Celia can make calls, check the agenda, send a message, show the weather, set alarms and control home appliances. The assistant also has the ability to integrate itself with the stock apps of the EMUI software and toggle with the device's settings, such as by turning on the flashlight and playing multimedia content, but with the users command. With the AI that is installed in Celia, it can identify food, everyday objects and translate text using the phones camera. In China, Chinese Xiaoyi packs with an LLM model called PanGu-Σ 3.0 AI on HarmonyOS 4.0 major upgrade improvements from Celia, making the assistant smarter and more advanced compared to when it was launched in 2020 on EMUI handsets in China and internationally, surpassing Apple and Google by the being the first in the AI industry, with a dedicated AI system framework of APIs on the latest operating system that evolves to a complete large dedicated AI software stack called Harmony Intelligence of Pangu Embedded variant model and MindSpore AI framework with Neural Network Runtime on OpenHarmony-based HarmonyOS NEXT base system to replace the dual framework system with a single frame HarmonyOS 5.0 version by Q4 2024, first introduced on June 21, 2024, in Developer Beta 1 preview release at HDC 2024. == Availability by country and language == Currently, Celia is available only in German, English, French and Spanish, and has been released in Germany, the UK, France, Spain, Chile, Mexico and Colombia. Huawei has said, that there will be more regions and languages to come. == Compatible devices == Celia only became available with the EMUI 10.1 update that was released in April, which means that a limited number of devices are compatible with it. Research software engineering

Research software engineering is the application of software engineering practices, methods and techniques for research software, i.e. software that was made for and is mainly used within research projects. As usual for software engineering, this also includes knowledge of other (and in this case varying) research fields as well as open science that need to be incorporated into a software development process. The term was proposed in a research paper in 2010 in response to an empirical survey on tools used for software development in research projects. It started to be used in United Kingdom in 2012, when it was needed to define the type of software development needed in research. This focuses on reproducibility, reusability, and accuracy of data analysis and applications created for research. == Support == Various type of associations and organisations have been created around this role to support the creation of posts in universities and research institutes. In 2014 a Research Software Engineer Association was created in UK, which attracted 160 members in the first three months and which lead to the creation of the Society of Research Software Engineering in 2019. Other countries like the Netherlands, Germany, and the USA followed creating similar communities and there are similar efforts being pursued in Asia, Australia, Canada, New Zealand, the Nordic countries, and Belgium. In January 2021 the International Council of RSE Associations was introduced. UK counts over 40 universities and institutes with groups that provide access to software expertise to different areas of research. Additionally, the Engineering and Physical Sciences Research Council created a Research Software Engineer fellowship to promote this role and help the creation of RSE groups across UK, with calls in 2015, 2017, and 2020. The world first RSE conference took place in UK in September 2016 and it has been repeated annually (except for a gap in 2020) since. In 2019 the first national RSE conferences in Germany and the Netherlands were held, next editions were planned for 2020 and then cancelled. US-RSE held its first national conference in 2023. The Research Software Alliance was formed in 2019 to advance the global research software ecosystem by collaborating with decision makers and key influencers. The SORSE (A Series of Online Research Software Events) community was established in late‑2020 in response to the COVID-19 pandemic and ran its first online event in September 2020.

Transparency in Frontier Artificial Intelligence Act

The Transparency in Frontier Artificial Intelligence Act, also referred to as SB-53, is a 2025 California law which mandates increased transparency for companies building artificial intelligence. SB-53 is primarily focused on assessing and reducing potential catastrophic risks from AI, and is the first bill addressing such risks to be passed into law in America. The bill requires companies to create publicly accessible documents assessing potential "catastrophic risk[s]" from their AI models, as well as publishing documentation on how the model incorporates national and international safety standards. SB-53 also sets up whistleblower protections and procedures for alerting the government to a "critical safety incident". == History == SB-53 was preceded in 2024 by the unsuccessful Safe and Secure Innovation for Frontier Artificial Intelligence Models Act ("SB-1047"), a proposed bill authored by Senator Scott Wiener which was vetoed by Governor Gavin Newsom. Afterwords, Newsom created a "Joint California AI Policy Working Group" to provide recommendations for AI regulation, which guided the drafting of SB-53. Senator Scott Wiener introduced the bill on January 7, 2025, and after a series of amendments, SB-53 passed the Senate 29-8 on September 13. Governor Gavin Newsom approved the bill on September 25, passing it into law. == Provisions == SB-53 applies primarily to companies making at least $500 million in yearly gross revenue. It defines a “frontier model” as any AI trained with over 1026 FLOPS (including fine-tuning), including unreleased internal models. Both the financial and computational thresholds must be met before most of the law is applied, although the threshold can be lowered or otherwise updated by the California Department of Technology in an annual review starting in 2027. Most of the bill's provisions are focused on "catastrophic risks" from AI, which are defined as incidents in which a model contributes to more than 50 deaths or serious injuries, or causes more than one billion dollars ($1,000,000,000) in economic damage from AI-assisted acts (such as cyberattacks or the creation of biological weapons). The bill requires companies to provide publicly accessible safety frameworks for frontier AI models, describing how the company tests for catastrophic risk from its AI, and how it implements protections against such risks. This includes addressing the possibility that the AI may attempt to circumvent internal guardrails or oversight mechanisms. (Certain safety incidents, such as dangerously deceptive model behavior, physical injury, or death, must be reported to California Office of Emergency Services (OES) within 15 days, unless the incident poses imminent physical risk, in which case it must be reported immediately.) The company must follow its published framework, and if any changes are made, the framework should be updated within 30 days, and justification for said changes must also be made public. Additionally, all frontier companies are required to publish basic information about newly released frontier models (such as terms of service, supported languages, and intended use), although only large companies (making over $500 million annually) need to publish full safety frameworks. SB-53 also establishes various whistleblower protections for covered employees. Large companies must have anonymous whistleblowing channels in place which protect employees from retaliation from reporting risks to state or federal authorities if they have reasonable cause to believe that their employer is substantially risking public health and safety.

Business rules engine

A business rules engine is a software system that executes one or more business rules in a runtime production environment. The rules might come from legal regulation ("An employee can be fired for any reason or no reason but not for an illegal reason"), company policy ("All customers that spend more than $100 at one time will receive a 10% discount"), or other sources. A business rule system enables these company policies and other operational decisions to be defined, tested, executed and maintained separately from application code. Rule engines typically support rules, facts, priority (score), mutual exclusion, preconditions, and other functions. Rule engine software is commonly provided as a component of a business rule management system which, among other functions, provides the ability to: register, define, classify, and manage all the rules, verify consistency of rules definitions (”Gold-level customers are eligible for free shipping when order quantity > 10” and “maximum order quantity for Silver-level customers = 15” ), define the relationships between different rules, and relate some of these rules to IT applications that are affected or need to enforce one or more of the rules. == IT use case == In any IT application, business rules can change more frequently than other parts of the application code. Rules engines or inference engines serve as pluggable software components which execute business rules that a business rules approach has externalized or separated from application code. This externalization or separation allows business users to modify the rules without the need for IT intervention. The system as a whole becomes more easily adaptable with such external business rules, but this does not preclude the usual requirements of QA and other testing. == History == An article in Computerworld traces rules engines to the early 1990s and to products from the likes of Pegasystems, Fair Isaac Corp, ILOG and eMerge from Sapiens. == Design strategies == Many organizations' rules efforts combine aspects of what is generally considered workflow design with traditional rule design. This failure to separate the two approaches can lead to problems with the ability to re-use and control both business rules and workflows. Design approaches that avoid this quandary separate the role of business rules and workflows as follows: Business rules produce knowledge; Workflows perform business work. Concretely, that means that a business rule may do things like detect that a business situation has occurred and raise a business event (typically carried via a messaging infrastructure) or create higher level business knowledge (e.g., evaluating the series of organizational, product, and regulatory-based rules concerning whether or not a loan meets underwriting criteria). On the other hand, a workflow would respond to an event that indicated something such as the overloading of a routing point by initiating a series of activities. This separation is important because the same business judgment (mortgage meets underwriting criteria) or business event (router is overloaded) can be reacted to by many different workflows. Embedding the work done in response to rule-driven knowledge creation into the rule itself greatly reduces the ability of business rules to be reused across an organization because it makes them work-flow specific. To create an architecture that employs a business rules engine it is essential to establish the integration between a BPM (Business Process Management) and a BRM (Business Rules Management) platform that is based upon processes responding to events or examining business judgments that are defined by business rules. There are some products in the marketplace that provide this integration natively. In other situations this type of abstraction and integration will have to be developed within a particular project or organization. Most Java-based rules engines provide a technical call-level interface, based on the JSR-94 application programming interface (API) standard, in order to allow for integration with different applications, and many rule engines allow for service-oriented integrations through Web-based standards such as WSDL and SOAP. Most rule engines provide the ability to develop a data abstraction that represents the business entities and relationships that rules should be written against. This business entity model can typically be populated from a variety of sources including XML, POJOs, flat files, etc. There is no standard language for writing the rules themselves. Many engines use a Java-like syntax, while some allow the definition of custom business-friendly languages. Most rules engines function as a callable library. However, it is becoming more popular for them to run as a generic process akin to the way that RDBMSs behave. Most engines treat rules as a configuration to be loaded into their process instance, although some are actually code generators for the whole rule execution instance and others allow the user to choose. == Types of rule engines == There are a number of different types of rule engines. These types (generally) differ in how Rules are scheduled for execution. Most rules engines used by businesses are forward chaining, which can be further divided into two classes: The first class processes so-called production/inference rules. These types of rules are used to represent behaviors of the type IF condition THEN action. For example, such a rule could answer the question: "Should this customer be allowed a mortgage?" by executing rules of the form "IF some-condition THEN allow-customer-a-mortgage". The other type of rule engine processes so-called reaction/Event condition action rules. The reactive rule engines detect and react to incoming events and process event patterns. For example, a reactive rule engine could be used to alert a manager when certain items are out of stock. The biggest difference between these types is that production rule engines execute when a user or application invokes them, usually in a stateless manner. A reactive rule engine reacts automatically when events occur, usually in a stateful manner. Many (and indeed most) popular commercial rule engines have both production and reaction rule capabilities, although they might emphasize one class over another. For example, most business rules engines are primarily production rules engines, whereas complex event processing rules engines emphasize reaction rules. In addition, some rules engines support backward chaining. In this case a rules engine seeks to resolve the facts to fit a particular goal. It is often referred to as being goal driven because it tries to determine if something exists based on existing information. Another kind of rule engine automatically switches between back- and forward-chaining several times during a reasoning run, e.g. the Internet Business Logic system, which can be found by searching the web. A fourth class of rules engine might be called a deterministic engine. These rules engines may forgo both forward chaining and backward chaining, and instead utilize domain-specific language approaches to better describe policy. This approach is often easier to implement and maintain, and provides performance advantages over forward or backward chaining systems. There are some circumstance where fuzzy logic based inference may be more appropriate, where heuristics are used in rule processing, rather than Boolean rules. Examples might include customer classification, missing data inference, customer value calculations, etc. The DARL language and the associated inference engine and editors is an example of this approach. == Rules engines for access control / authorization == One common use case for rules engines is standardized access control to applications. OASIS defines a rules engine architecture and standard dedicated to access control called XACML (eXtensible Access Control Markup Language). One key difference between a XACML rule engine and a business rule engine is the fact that a XACML rule engine is stateless and cannot change the state of any data. The XACML rule engine, called a Policy Decision Point (PDP), expects a binary Yes/No question e.g. "Can Alice view document D?" and returns a decision e.g. Permit / deny.

Thinking Machines Lab Inc. is an American artificial intelligence (AI) startup founded by Mira Murati, the former chief technology officer of OpenAI. The company was founded in February 2025, and by July had completed an early-stage funding round led by Andreessen Horowitz, raising $2 billion at a valuation of $12 billion overall from investors such as Nvidia, AMD, Cisco, and Jane Street. The company is based in San Francisco and structured as a public benefit corporation. == History == By its launch in February 2025, Thinking Machines Lab was reported to have hired about 30 researchers and engineers from competitors including OpenAI, Meta AI, and Mistral AI. Its founding team members include Barret Zoph, former OpenAI VP of Research (Post-Training), Lilian Weng, former OpenAI VP, and OpenAI cofounder John Schulman, who joined after a brief stint at the lab's competitor Anthropic. In January 2026, it was reported that Barret Zoph and Luke Metz, departed the startup to return to OpenAI. Other former OpenAI employees who have been hired include Jonathan Lachman and Andrew Tulloch (although Tulloch departed after getting recruited for Meta Superintelligence Labs). Thinking Machines Lab's advisers include Bob McGrew, previously OpenAI's chief research officer, and Alec Radford, who was a lead researcher for OpenAI. On October 1, 2025, it announced Tinker, an API for fine-tuning language models. Users would submit jobs through the API for fine-tuning one of the various open-weight models supported. The Lab would run the jobs on its internal clusters and training infrastructure. == Business structure == Thinking Machines Lab grants Mira Murati a deciding vote on board matters, weighted to provide her with a majority decision-making capability. Additionally, founding shareholders possess votes weighted 100 times greater than those of regular shareholders. In July 2025, Andreessen Horowitz was reported to have led the company's initial funding round, raising "about $2 billion at a valuation of $12 billion". The government of Albania (Murati's country of origin) was also included in this round, making a $10 million investment which required an amendment to the country's 2025 budget. == Partnership == In March 2026, Thinking Machines Lab announced a strategic partnership with NVIDIA involving an undisclosed investment and a multi-year agreement to deploy one gigawatt of Vera Rubin computing capacity.

Cloud computing

Cloud computing is defined by the International Organization for Standardization (ISO) as "a paradigm for enabling network access to a scalable and elastic pool of shareable physical or virtual resources with self-service provisioning and administration on demand". It is commonly referred to as "the cloud". == Characteristics == In 2011, the National Institute of Standards and Technology (NIST) identified five "essential characteristics" for cloud systems. Below are the exact definitions according to NIST: On-demand self-service: "A consumer can unilaterally provision computing capabilities, such as server time and network storage, as needed automatically without requiring human interaction with each service provider." Broad network access: "Capabilities are available over the network and accessed through standard mechanisms that promote use by heterogeneous thin or thick client platforms (e.g., mobile phones, tablets, laptops, and workstations)." Resource pooling: " The provider's computing resources are pooled to serve multiple consumers using a multi-tenant model, with different physical and virtual resources dynamically assigned and reassigned according to consumer demand." Rapid elasticity: "Capabilities can be elastically provisioned and released, in some cases automatically, to scale rapidly outward and inward commensurate with demand. To the consumer, the capabilities available for provisioning often appear unlimited and can be appropriated in any quantity at any time." Measured service: "Cloud systems automatically control and optimize resource use by leveraging a metering capability at some level of abstraction appropriate to the type of service (e.g., storage, processing, bandwidth, and active user accounts). Resource usage can be monitored, controlled, and reported, providing transparency for both the provider and consumer of the utilized service. By 2023, the International Organization for Standardization (ISO) had expanded and refined the list. == History == The history of cloud computing extends to the 1960s, with the initial concepts of time-sharing becoming popularized via remote job entry (RJE). The "data center" model, where users submitted jobs to operators to run on mainframes, was predominantly used during this era. This period saw broad experimentation with making large-scale computing power more accessible through time-sharing, while optimizing infrastructure, platforms, and applications to improve efficiency for end users. The "cloud" metaphor for virtualized services dates to 1994, when it was used by General Magic for the universe of "places" that mobile agents in the Telescript environment could "go". The metaphor is credited to David Hoffman, a General Magic communications specialist, based on its long-standing use in networking and telecom. The expression cloud computing became more widely known in 1996 when Compaq Computer Corporation drew up a business plan for future computing and the Internet. The company's ambition was to supercharge sales with "cloud computing-enabled applications". The business plan foresaw that online consumer file storage would likely be commercially successful. As a result, Compaq decided to sell server hardware to internet service providers. In the 2000s, the application of cloud computing began to take shape with the establishment of Amazon Web Services (AWS) in 2002, which allowed developers to build applications independently. In 2006 Amazon Simple Storage Service, known as Amazon S3, and the Amazon Elastic Compute Cloud (EC2) were released. In 2008 NASA's development of the first open-source software for deploying private and hybrid clouds. The following decade saw the launch of various cloud services. In 2010, Microsoft launched Microsoft Azure, and Rackspace Hosting and NASA initiated an open-source cloud-software project, OpenStack. IBM introduced the IBM SmartCloud framework in 2011, and Oracle announced the Oracle Cloud in 2012. In December 2019, Amazon launched AWS Outposts, a service that extends AWS infrastructure, services, APIs, and tools to customer data centers, co-location spaces, or on-premises facilities. == Value proposition == Cloud computing can shorten time to market by offering pre-configured tools, scalable resources, and managed services, allowing users to focus on core business value rather than maintaining infrastructure. These responsibilities vary depending on the cloud service model—Infrastructure as a Service (IaaS), Platform as a Service (PaaS), or Software as a Service (SaaS)—with customers typically having more control and responsibility in IaaS environments and progressively less in PaaS and SaaS models, often trading control for convenience and managed services. == Adoption and suitability == The decision to adopt cloud computing or maintain on-premises infrastructure depends on factors such as scalability, cost structure, latency requirements, regulatory constraints, and infrastructure customization. Organizations with variable or unpredictable workloads, limited capital for upfront investments, or a focus on rapid scalability benefit from cloud adoption. Stewart Nelson is an American mathematician and programmer from The Bronx who co-founded Systems Concepts. == Biography == From a young age, Nelson was tinkering with electronics, aided and abetted by his father who was a physicist that had become an engineer. Stewart attended Poughkeepsie High School, graduating in the spring of 1963. From his first few days of High School, Stewart displayed his talents for hacking the international telephone trunk lines, along with an uncanny skill for picking combination locks, although this was always done as innocent entertainment. He simply loved the challenge of seeing how quickly he could accomplish this feat. His quirky sense of humor was always visible, as was his disdain for any rule that got in the way of his gaining knowledge. Stewart was an inspiration to the school's Tech-elec Club, as well as a ringleader in the founding of the school's pirate radio station. Nelson enrolled at MIT in 1963 and quickly became known for hooking up the AI Lab's PDP-1 (and later the PDP-6) to the telephone network, making him one of the first phreakers. Nelson later accomplished other feats like hard-wiring additional instructions into the PDP-1. Nelson was hired by Ed Fredkin's Information International Inc. at the urging of Marvin Minsky to work on PDP-7 programs at the MIT Computer Science and Artificial Intelligence Laboratory. Nelson was known as a brilliant software programmer. He was influential in LISP, the assembly instructions for the Digital Equipment Corporation PDP, and a number of other systems. The group of young hackers was known for working on systems after hours. One night, Nelson and others decided to rewire MIT's PDP-1 as a prank. Later, Margaret Hamilton tried to use the DEC-supplied DECAL assembler on the machine and it crashed repeatedly.
