The FreePBX Distro was a freeware unified communications software system that consisted of FreePBX, a graphical user interface (GUI) for configuring, controlling and managing Asterisk PBX software. The FreePBX Distro included packages that offer VoIP, PBX, Fax, IVR, voice-mail and email functions. The FreePBX Distro Linux distribution was based on CentOS, which maintains binary compatibility with Red Hat Enterprise Linux. FreePBX has contributed to the popularity of Asterisk. As a result of CentOS Linux being discontinued and the last version of CentOS 7 going out of support on June 30, 2024, FreePBX 17 has moved over to and is supported on Debian Linux. FreePBX will no longer be providing a pre-configured FreePBX Distro, but will provide a script to install FreePBX on a fresh install of Debian Linux. In-place migration will not be possible, but will be possible by restoring a backup on the new version from the previous version. As FreePBX 16 will be supported until the release of FreePBX 18, FreePBX on this distribution will still work and be supported, however, there will be no further support for the underlying operating system. == Installation == The Official FreePBX Distro is installed from a ISO image available by web download, that includes the system CentOS, Asterisk, FreePBX GUI and assorted dependencies. This can then either be burned to DVD or written to a USB stick for installation == Support for telephony hardware == The FreePBX Distro has built-in support for cards from multiple vendors, including Digium, OpenVox, Alto, Rhino Equipment, Xorcom and Sangoma. The FreePBX Distro supports a large number of phone models via open-source modules. Supported VoIP phone manufacturers include Algo, AND, AudioCodes, Cisco, Cyberdata, Digium, Grandstream, Mitel/Aastra, Nortel/Avaya, Panasonic, Polycom, Sangoma, Snom, Xorcom and Yealink. == Development == FreePBX made its debut in 2004 as the AMP project (Asterisk Management Portal). The FreePBX Distro was released in 2011 as an turnkey solution for building a PBX using Asterisk, CentOS and FreePBX. FreePBX has over 1 million active production PBXs and over 20,000 new systems added each month. The core telephony engine is Asterisk, as configured by the Open Source FreePBX GUI. The last stable release is FreePBX Distro Stable SNG7-PBX16-64bit-2302-1 based on these main components: FreePBX 16 CentOS 7.8 Asterisk 16, 18, 19 (20 supported by upgrade once installed)
Virtual intelligence
Virtual intelligence (VI) is the term given to artificial intelligence that exists within a virtual world. Many virtual worlds have options for persistent avatars that provide information, training, role-playing, and social interactions. The immersion in virtual worlds provides a platform for VI beyond the traditional paradigm of past user interfaces (UIs). What Alan Turing established as a benchmark for telling the difference between human and computerized intelligence was devoid of visual influences. With today's VI bots, virtual intelligence has evolved past the constraints of past testing into a new level of the machine's ability to demonstrate intelligence. The immersive features of these environments provide nonverbal elements that affect the realism provided by virtually intelligent agents. Virtual intelligence is the intersection of these two technologies: Virtual environments: Immersive 3D spaces provide for collaboration, simulations, and role-playing interactions for training. Many of these virtual environments are currently being used for government and academic projects, including Second Life, VastPark, Olive, OpenSim, Outerra, Oracle's Open Wonderland, Duke University's Open Cobalt, and many others. Some of the commercial virtual worlds are also taking this technology into new directions, including the high-definition virtual world Blue Mars. Artificial intelligence (AI): AI is a branch of computer science that aims to create intelligent machines capable of performing tasks that typically require human intelligence. VI is a type of AI that operates within virtual environments to simulate human-like interactions and responses. == Applications == Cutlass Bomb Disposal Robot: Northrop Grumman developed a virtual training opportunity because of the prohibitive real-world cost and dangers associated with bomb disposal. By replicating a complicated system without having to learn advanced code, the virtual robot has no risk of damage, trainee safety hazards, or accessibility constraints. MyCyberTwin: NASA is among the companies that have used the MyCyberTwin AI technologies. They used it for the Phoenix rover in the virtual world Second Life. Their MyCyberTwin used a programmed profile to relay information about what the Phoenix rover was doing and its purpose. Second China: The University of Florida developed the "Second China" project as an immersive training experience for learning how to interact with the culture and language in a foreign country. Students are immersed in an environment that provides role-playing challenges coupled with language and cultural sensitivities magnified during country-level diplomatic missions or during times of potential conflict or regional destabilization. The virtual training provides participants with opportunities to access information, take part in guided learning scenarios, communicate, collaborate, and role-play. While China was the country for the prototype, this model can be modified for use with any culture to help better understand social and cultural interactions and see how other people think and what their actions imply. Duke School of Nursing Training Simulation: Extreme Reality developed virtual training to test critical thinking with a nurse performing trained procedures to identify critical data to make decisions and performing the correct steps for intervention. Bots are programmed to respond to the nurse's actions as the patient with their conditions improving if the nurse performs the correct actions.
Regulation of artificial intelligence in the United States
The United States federal government and state governments have developed some regulation of artificial intelligence, including executive orders, federal laws, and state laws. Federal agencies have also developed some sector-specific regulations related to AI. At the federal level, the Biden administration released an October 2023 executive order about AI safety and security, Executive Order 14110, with directives related to AI development and deployment. President Trump revoked that executive order in January 2025 and issued Executive Order 14179. In December 2025, President Trump signed Executive Order 14365, an executive order directing federal agencies to develop a unified national approach to AI policy, evaluate state AI laws for potential conflicts, challenge them through legal action, and condition certain federal funding on state compliance, while exempting state laws related to child safety, data center infrastructure, and state government procurement. In 2025, Congress passed legislation targeting AI-generated deepfakes, the TAKE IT DOWN Act. Several U.S. states have enacted laws related to artificial intelligence. Some are already in effect, including in California. Other states have AI-related legislation coming into effect in 2026 and 2027. In 2025 and 2026, the Trump administration mentioned the patchwork nature of state legislation as a motivation for its push for unified national legislation regulating AI. The administration has criticized state lawmakers, threatened to sue states, and issued letters to discourage them from regulating AI companies and products; some states have continued to propose and enact related laws. Discussions about regulating AI have included topics such as the timeliness of regulating AI, the nature of the federal regulatory framework to govern and promote AI, including what agency should lead, the regulatory and governing powers of that agency, and how to update regulations in the face of rapidly changing technology, as well as the roles of state governments and courts. == Federal government == === Obama administration (2009–2017) === As early as 2016, the Obama administration had begun to focus on the risks and regulations for artificial intelligence. In an October 2016 report titled Preparing For the Future of Artificial Intelligence, the National Science and Technology Council set a precedent to allow researchers to continue to develop new AI technologies with few restrictions. The report stated that "the approach to regulation of AI-enabled products to protect public safety should be informed by assessment of the aspects of risk". The first National Artificial Intelligence Research And Development Strategic Plan was published in October 2016. === First Trump administration (2017–2021) === On August 13, 2018, Section 1051 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act (P.L. 115-232) established the National Security Commission on Artificial Intelligence "to consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States." Steering on regulating security-related AI is provided by the National Security Commission on Artificial Intelligence. The Artificial Intelligence Initiative Act (S.1558) is a proposed bill that would establish a federal initiative designed to accelerate research and development on AI for, inter alia, the economic and national security of the United States. On January 7, 2019, following an Executive Order on Maintaining American Leadership in Artificial Intelligence, the White House's Office of Science and Technology Policy released a draft Guidance for Regulation of Artificial Intelligence Applications, which includes ten principles for United States agencies when deciding whether and how to regulate AI. In response, the National Institute of Standards and Technology released a position paper, and the Defense Innovation Board issued recommendations on the ethical use of AI. A year later, the administration called for comments on regulation in another draft of its Guidance for Regulation of Artificial Intelligence Applications. Other specific agencies working on the regulation of AI included the Food and Drug Administration, which created pathways to regulate the incorporation of AI in medical imaging. The National Science and Technology Council also published an updated National Artificial Intelligence Research and Development Strategic Plan in 2019, which received public scrutiny and recommendations to further improve it towards enabling Trustworthy AI. === Biden administration (2021–2025) === In March 2021, the National Security Commission on Artificial Intelligence released their final report. In the report, they stated, "Advances in AI, including the mastery of more general AI capabilities along one or more dimensions, will likely provide new capabilities and applications. Some of these advances could lead to inflection points or leaps in capabilities. Such advances may also introduce new concerns and risks and the need for new policies, recommendations, and technical advances to assure that systems are aligned with goals and values, including safety, robustness and trustworthiness." In June 2022, Senators Rob Portman and Gary Peters introduced the Global Catastrophic Risk Management Act. The bipartisan bill "would also help counter the risk of artificial intelligence... from being abused in ways that may pose a catastrophic risk". On October 4, 2022, President Joe Biden unveiled a new AI Bill of Rights, which outlines five protections Americans should have in the AI age: 1. Safe and Effective Systems, 2. Algorithmic Discrimination Protection, 3.Data Privacy, 4. Notice and Explanation, and 5. Human Alternatives, Consideration, and Fallback. The bill was formally published in October 2022 by the Office of Science and Technology Policy (OSTP), a U.S. government office that advises the President on science and technology policy matters. In July 2023, the Biden administration secured voluntary commitments from seven companies – Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI – to manage the risks associated with AI. The companies committed to ensure AI products undergo both internal and external security testing before public release; to share information on the management of AI risks with the industry, governments, civil society, and academia; to prioritize cybersecurity and protect proprietary AI system components; to develop mechanisms to inform users when content is AI-generated, such as watermarking; to publicly report on their AI systems' capabilities, limitations, and areas of use; to prioritize research on societal risks posed by AI, including bias, discrimination, and privacy concerns; and to develop AI systems to address societal challenges, ranging from cancer prevention to climate change mitigation. In September 2023, eight additional companies – Adobe, Cohere, IBM, Nvidia, Palantir, Salesforce, Scale AI, and Stability AI – subscribed to these voluntary commitments. In January 2023, the National Institute of Standards and Technology (NIST) released the Artificial Intelligence Risk Management Framework (AI RMF 1.0), providing voluntary guidance for organizations to identify, assess, and manage risks associated with AI systems. The Biden administration, in October 2023 signaled that they would release an executive order leveraging the federal government's purchasing power to shape AI regulations, hinting at a proactive governmental stance in regulating AI technologies. On October 30, 2023, President Biden released Executive Order 14110 on Safe, Secure, and Trustworthy Artificial Intelligence. The Executive Order includes directives on standards for critical infrastructure, AI-enhanced cybersecurity, and federally funded biological synthesis projects. The Executive Order provides the authority to various agencies and departments of the US government, including the Energy and Defense departments, to apply existing consumer protection laws to AI development. The Executive Order builds on the Administration's earlier agreements with AI companies to instate new initiatives to "red-team" or stress-test AI dual-use foundation models, especially those that have the potential to pose security risks, with data and results shared with the federal government. The Executive Order also recognizes AI's social challenges, and calls for companies building AI dual-use foundation models to be wary of these societal problems. For example, the Executive Order states that AI should not "worsen job quality", and should not "cause labor-force disruptions". Additionally, Biden's Executive Order mandates that AI must "advance equity and civil rights", and cannot disadvantage marginalized groups. He received a Bachelor of Science (BSc) with honors in Business Management from the University of Bath. == Career == McGarry began his career in technology and financial services, with positions at companies including Motorola, JPMorgan Chase, and BNP Paribas. He later joined the Royal Bank of Canada (RBC) as an analyst and later became a director, where he led transformation initiatives involving robotic process automation (RPA) in the bank's capital markets operations. McGarry subsequently moved into leadership roles focused on AI. At Citigroup, he served as Head of Artificial Intelligence and Machine Learning, where he launched an AI-driven robotics and automation initiative. At UnitedHealth Group (UHG), he held a senior role in the company's automation program, which utilized a large fleet of software robots in its healthcare operations. In December 2019, McGarry was appointed Global Head of AI & Automation at Alter Domus, a multinational financial services firm. In this role, he established a new AI and automation department. Computational theory of mind
In philosophy of mind, the computational theory of mind (CTM), also known as computationalism, is a family of views that hold that the human mind is an information processing system and that cognition and consciousness together are a form of computation. It is closely related to functionalism, a broader theory that defines mental states by what they do rather than what they are made of. == History == Warren McCulloch and Walter Pitts (1943) were the first to suggest that neural activity is computational. They argued that neural computations explain cognition. A version of the theory was put forward by Peter Putnam and Robert W. Fuller in 1964. The theory was proposed in its modern form by Hilary Putnam in 1960 and 1961, aided by his then PhD student, philosopher and cognitive scientist Jerry Fodor, who continued the research as a post-doc in the 1960s, 1970s, and 1980s. It was later criticized by Putnam himself, John Searle, and others. == Classical computational theory of mind == The CTM holds that the human mind is a computational system that is realized (i.e., physically implemented) by neural activity in the brain. The theory can be elaborated in many ways and varies largely based on how the term computation is understood. In classical computational theory of mind (CCTM), computation is modeled in terms of Turing machines which manipulate symbols according to a rule, in combination with the internal state of the machine. A Turing machine is an abstract machine with unlimited time and storage. CCTM does not pretend that the mind looks like a Turing machine, but instead uses Turing machines as a formalism. Alan Turing argued that any symbolic algorithm executed by a human brain can in theory be replicated on a Turing machine. The critical aspect of such a computational model is that it allows to abstract away from particular physical details of the machine that is implementing the computation. For example, the appropriate computation could be implemented either by silicon chips or biological neural networks, so long as there is a series of outputs based on manipulations of inputs and internal states, performed according to a rule. Computational theories of mind are often said to require mental representation because 'input' into a computation comes in the form of symbols or representations of other objects. A computer cannot compute an actual object but must interpret and represent the object in some form and then compute the representation. Unlike CTM, the representational theory of mind shifts the focus to the symbols being manipulated. This approach better accounts for systematicity and productivity. In Fodor's view, the mind is a computational system that processes the language of thought. == Variants == Connectionist computationalism models the mind as a neural network. Steven Pinker and Alan Prince distinguish two types of connectionists: eliminative and implementationist. Eliminative connectionists generally reject classical CTMs and the idea of a structured, symbolic mind, whereas implementationists view neural networks and Turing machines as two potentially complementary levels of analysis. It is indeed possible in theory to implement a neural network in a Turing machine, or a Turing machine in a neural network. Building from the tradition of McCulloch and Pitts, the computational theory of cognition (CTC) states that neural computations explain cognition. The computational theory of mind asserts that not only cognition, but also phenomenal consciousness or qualia, are computational. That is to say, CTM entails CTC. While phenomenal consciousness could fulfill some other functional role, computational theory of cognition leaves open the possibility that some aspects of the mind could be non-computational. CTC, therefore, provides an important explanatory framework for understanding neural networks, while avoiding counter-arguments that center around phenomenal consciousness. == "Computer metaphor" == Computational theory of mind is not the same as the computer metaphor, comparing the mind to a modern-day digital computer. While the computer metaphor draws an analogy between the mind as software and the brain as hardware, CTM is the claim that the mind is literally a computational system. "Computational system" is not intended to mean a modern-day electronic computer. == Pancomputationalism == CTM raises a question that remains a subject of debate: what does it take for a physical system (such as a mind, or an artificial computer) to perform computations? A very straightforward account is based on a simple mapping between abstract mathematical computations and physical systems: a system performs computation C if and only if there is a mapping between a sequence of states individuated by C and a sequence of states individuated by a physical description of the system. Putnam (1988) and Searle (1992) argue that this simple mapping account (SMA) trivializes the empirical import of computational descriptions. As Putnam put it, "everything is a Probabilistic Automaton under some Description". Even rocks, walls, and buckets of water—contrary to appearances—are computing systems. Gualtiero Piccinini identifies different versions of pancomputationalism. Searle wrote:the wall behind my back is right now implementing the WordStar program, because there is some pattern of molecule movements that is isomorphic with the formal structure of WordStar. But if the wall is implementing WordStar, if it is a big enough wall it is implementing any program, including any program implemented in the brain.In response to the trivialization criticism, and to restrict SMA, philosophers of mind have offered different accounts of computational systems. These typically include causal account, semantic account, syntactic account, and mechanistic account. Instead of a semantic restriction, the syntactic account imposes a syntactic restriction. The mechanistic account was first introduced by Gualtiero Piccinini in 2007. == Criticism == A range of arguments have been proposed against physicalist conceptions used in computational theories of mind. An early, though indirect, criticism of the computational theory of mind comes from philosopher John Searle. In his thought experiment known as the Chinese room, Searle attempts to refute the claims that artificially intelligent agents can be said to have intentionality and understanding and that these systems, because they can be said to be minds themselves, are sufficient for the study of the human mind. Searle asks us to imagine that there is a man in a room with no way of communicating with anyone or anything outside of the room except for a piece of paper with symbols written on it that is passed under the door. With the paper, the man is to use a series of provided rule books to return paper containing different symbols. Unknown to the man in the room, these symbols are of a Chinese language, and this process generates a conversation that a Chinese speaker outside of the room can actually understand. Searle contends that the man in the room does not understand the Chinese conversation. This was originally written as a repudiation of the idea that computers work like minds. Objections like Searle's might be called insufficiency objections. They claim that computational theories of mind fail because computation is insufficient to account for some capacity of the mind. Arguments from qualia, such as Frank Jackson's knowledge argument, can be understood as objections to computational theories of mind in this way—though they take aim at physicalist conceptions of the mind in general, and not computational theories specifically. Objections have also been put forth that are directly tailored for computational theories of mind. Jerry Fodor himself argues that the mind is still a very long way from having been explained by the computational theory of mind. The main reason for this shortcoming is that most cognition is abductive and global, hence sensitive to all possibly relevant background beliefs to (dis)confirm a belief. This creates, among other problems, the frame problem for the computational theory, because the relevance of a belief is not one of its local, syntactic properties but context-dependent. Putnam himself (see in particular Representation and Reality and the first part of Renewing Philosophy) became a prominent critic of computationalism for a variety of reasons, including ones related to Searle's Chinese room arguments, questions of world-word reference relations, and thoughts about the mind-body problem. Regarding functionalism in particular, Putnam has claimed along lines similar to, but more general than Searle's arguments, that the question of whether the human mind can implement computational states is not relevant to the question of the nature of mind, because "every ordinary open system realizes every abstract finite automaton." STIT logic (from seeing to it that) is a family of modal and branching-time logics for reasoning about agency and choice. A typical STIT operator has the form [ i s t i t : φ ] {\displaystyle [i\ {\mathsf {stit}}:\varphi ]} , usually read as "agent i {\displaystyle i} sees to it that φ {\displaystyle \varphi } ", and is interpreted in models where agents choose between alternative possible futures. STIT logics are used in action theory, deontic logic, epistemic logic, and the theory of intelligent agents to formalise notions such as "could have done otherwise", responsibility, joint action, and strategic ability in an indeterministic world. == Etymology == The acronym STIT comes from the English phrase "seeing to it that", introduced in influential work by Nuel Belnap and Michael Perloff on the logical analysis of agentive expressions. In this tradition, "to see to it that φ {\displaystyle \varphi } " is treated as a primitive agency operator, rather than being reduced to ordinary modal necessity. == History == Modern STIT logic arose in the 1980s in the context of branching-time semantics and formal theories of agency. Belnap and Perloff's article "Seeing to it that: A canonical form for agentives" introduced the idea of treating expressions of the form "agent i sees to it that φ" as a primitive modal operator, and analysed such sentences using a branching tree of moments and histories. This approach was further developed in a series of papers on indeterminism and agency and provided the conceptual core for later STIT formalisms. In the 1990s the basic formal systems of STIT logic were worked out. Horty and Belnap's influential paper on the deliberative STIT operator distinguished between a "Chellas" STIT that merely records the result of an agent's present choice and a "deliberative" STIT that requires the agent's choice to make a difference, and connected STIT with issues of action, omission, ability and obligation. Around the same time, Ming Xu proved completeness and decidability results for basic STIT systems, including a single-agent logic with Kripke-style semantics and axiomatizations for multi-agent deliberative STIT, thereby establishing STIT as a well-behaved normal modal framework. This early work was systematised in Belnap, Perloff and Xu's monograph Facing the Future: Agents and Choices in Our Indeterminist World, which presents a general branching-time semantics for individual and group STIT operators, discusses independence-of-agents conditions and articulates the metaphysical picture of an indeterministic "tree" of moments. At roughly the same time, Horty's book Agency and Deontic Logic developed deontic STIT logics in which obligations are tied to agents' available choices rather than to static states of affairs, and used the resulting systems to analyse "ought implies can", contrary-to-duty obligations and deontic paradoxes. These works helped to position STIT at the intersection of action theory, temporal logic and deontic logic. From the late 1990s and 2000s onward, STIT logics were combined with epistemic, temporal and strategic modalities. Broersen introduced complete STIT logics for knowledge and action and deontic-epistemic STIT systems that distinguish different modes of mens rea, with applications to responsibility and the specification of multi-agent systems. Work on group and coalitional agency investigated axiomatisations and complexity results for group STIT logics, and related STIT-based analyses of agency to coalition logic and alternating-time temporal logic (ATL) by exhibiting formal embeddings between the frameworks. Explicit temporal operators were added to STIT in so-called temporal STIT logics. Lorini proposed a temporal STIT with "next" and "until" operators along histories and showed how it can be applied to normative reasoning about ongoing behaviour and commitments. Ciuni and Lorini compared different semantics for temporal STIT, clarifying the relationships between branching-time, game-based and epistemic approaches, while Boudou and Lorini gave a semantics for temporal STIT based on concurrent game structures, thus strengthening links with standard models of multi-agent interaction used for ATL and strategy logic. In parallel, complexity-theoretic work by Balbiani, Herzig and Troquard and by Schwarzentruber and co-authors investigated the satisfiability and model-checking problems for various STIT fragments, showing for instance that many expressive group STIT logics are undecidable or of high computational complexity. In the 2010s, STIT ideas were combined with justification logic, imagination operators and refined deontic notions. Justification STIT logics, developed by Olkhovikov and others, merge explicit justifications with STIT-style agency so that producing a proof can itself be treated as an action that brings about knowledge, and they come with completeness and decidability results. Olkhovikov and Wansing introduced STIT imagination logics, together with axiomatic systems and tableau calculi, to model acts of voluntary imagining and their role in doxastic control. Other authors have proposed STIT-based logics of responsibility, blameworthiness and intentionality for use in philosophical and AI settings. Xu's survey article "Combinations of STIT with Ought and Know" (2015) reviews many of these developments and emphasises the interplay between deontic and epistemic STIT logics. Current research on STIT focuses on proof theory, automated reasoning and richer expressive resources. Lyon and van Berkel, building on earlier work on labelled calculi for STIT, have developed cut-free sequent systems and proof-search algorithms that yield syntactic decision procedures for a range of deontic and non-deontic multi-agent STIT logics and support applications such as duty checking and compliance checking in autonomous systems. Sawasaki has proposed first-order cstit-based STIT logics that can distinguish de re and de dicto readings of agency statements and has proved strong completeness results for Hilbert systems over finite models, moving the STIT programme beyond the purely propositional level. Further work investigates interpreted-system and computationally grounded semantics for STIT and its extensions in order to model the behaviour of autonomous agents in multi-agent settings, and proposes STIT-based semantics for epistemic notions based on patterns of information disclosure in interactive systems. == Branching-time semantics == STIT logics are usually interpreted over branching-time models. A standard STIT frame consists of: a non-empty set of moments T {\displaystyle T} , partially ordered by < {\displaystyle <} so that ( T , < ) {\displaystyle (T,<)} forms a tree (every pair of moments with a common predecessor has a greatest lower bound); a set of histories, each history being a maximal linearly ordered subset of T {\displaystyle T} ; a non-empty set of agents A g {\displaystyle Ag} ; for each agent i ∈ A g {\displaystyle i\in Ag} and moment m {\displaystyle m} , a choice function c h o i c e i m {\displaystyle {\mathsf {choice}}_{i}^{m}} that partitions the set of histories passing through m {\displaystyle m} into choice cells. The idea is that a moment represents a time at which choices are made, and histories represent complete possible future courses of events. Project Maven (officially Algorithmic Warfare Cross Functional Team) is a United States Department of Defense initiative launched in 2017 to accelerate the adoption of machine learning and data integration across U.S. military intelligence workflows, specifically in intelligence, surveillance, target acquisition, and reconnaissance as well as in geospatial intelligence. It initially focused on applying computer vision for processing images and videos for intelligence purposes. Currently, the program operates under the National Geospatial-Intelligence Agency (NGA) and encompasses multiple applications across the Department of Defense spanning military operation targeting support, data integration and visualization for analysts, and training machine learning models on labeled datasets of military assets and infrastructure. It integrates data from drones, satellites, and other sensors to flag potential targets, present findings to human analysts, and relay their decisions to operational systems. The program originated under Deputy Secretary Robert O. Work after he raised concerns about China's advances in defense applications of artificial intelligence. Project leaders, Colonel Drew Cukor, USMC, and Lt. Gen. Jack Shanahan, framed the program as human-in-the-loop decision support inside the Department of Defense rather than as an autonomous weapons platform. Contractors supporting Maven have included Google, which withdrew in 2018 after internal protests, and follow-on integrators such as Palantir, Anduril, Amazon Web Services, and Anthropic (withdrew in 2026). The Pentagon credits Maven with providing 2024 targeting support for U.S. airstrikes in Iraq, Syria, and Yemen, along with locating hostile maritime assets in the Red Sea. == Administrative history == Initially, the effort was led by Robert O. Work who was concerned about China's military use of the emerging technology. Reportedly, Pentagon development stops short of acting as an AI weapons system capable of firing on self-designated targets. The project was established in a memo by the U.S. Deputy Secretary of Defense on 26 April 2017 proposing an "Algorithmic Warfare Cross-Functional Team". With the help of Defense Innovation Unit, the project obtained the support of top talents in AI outside of the traditional defense contracting base. It was initially funded for $70 million. Jack Shanahan was the director of the project during April 2017 to December 2018. At the second Defense One Tech Summit in July 2017, Cukor said that the investment in a "deliberate workflow process" was funded by the Department [of Defense] through its "rapid acquisition authorities" for about "the next 36 months". In the defense industry, the standard procedure for the military to acquire hardware is by way of research, development, test, and evaluation (RDT&E), followed by production and sustainment. In 2017, acquiring software was done in the same way as hardware. This created a problem, since software is constantly updated. Project Maven procured software using Broad Agency Announcements, a flexible contracting vehicle that categorized software as consistently RDT&E, allowing constant updating. Another issue was that the government usually acquired the intellectual property (IP) for procured software, and with the project, only parts of the IP of the software was acquired. Cukor used the principle of "platform IP belongs to the vendor, configurations on top are the customer's". For example, Palantir retained IP to their core platform, while the government obtained the IP to Maven-specific logic configured on top of it. According to US Air Force Lt. Gen. Jack Shanahan in November 2017, it is "designed to be that pilot project, that pathfinder, that spark that kindles the flame front of artificial intelligence across the rest of the [Defense] Department". Its chief, U.S. Marine Corps Col. Drew Cukor, said: "People and computers will work symbiotically to increase the ability of weapon systems to detect objects." Project Maven has been noted by allies, such as Australia's Ian Langford, for the ability to identify adversaries by harvesting data from sensors on UAVs and satellites. As of 2017 December, 150,000 images had been manually labelled to establish the first training data sets, and it was projected to reach one million by January 2018. Project Maven was funded for $221 million in fiscal 2020. In 2020, the House and Senate conferees on the National Defense Authorization Act for Fiscal Year 2021, agreed to the Senate's recommendation to fund the Pentagon's $250 million request for Project Maven. At the GEOINT Symposium of 2022, it was announced that Project Maven was transferred from the Office of the Under Secretary of Defense for Intelligence and Security to the NGA, under President Biden’s proposed budget for Fiscal Year 2023. It became a Program of Record on 2023 November 7. Frank "Trey" Whitworth, vice admiral, was the director of NGA from June 2022 to November 2025. Whitworth was initially skeptical of the program, suspecting it was incautious about the targeting principles, but later regarded it as "important work". As of 2024, the project is jointly administered by the NGA and the CDAO, and its director is Rachel Martin. Before 2025, Biden appointees within CDAO had held back AI development for safety and reliability concerns, though as of 2025, this has stopped. As of 2024, Maven provided the cloud infrastructure, software capabilities, and AI for CDAO's Combined Joint All-Domain Command and Control initiatives. As of summer 2025, there were eight Maven initiatives. Of these, five were in the NGA, including analyzing drone feeds and satellite imagery. On 18 September 2025, the UK government announced a new partnership with Palantir to develop AI-powered military capabilities for decision-making and targeting, identifying opportunities worth up to £750 million over five years. On 25 March 2025, the NATO Communications and Information Agency and Palantir finalized the acquisition of the Palantir Maven Smart System NATO (MSS NATO) for employment within NATO's Allied Command Operations. It was planned to be used within 30 days of acquisition. In a letter to Pentagon on 9 March 2026, Steve Feinberg stated that Project Maven will become an official program of record by September 2026, the close of the current fiscal year. The project would transfer from the NGA to the CDAO within 30 days. Future contracting with Palantir would be handled by the US Army. In 2026-03, it was announced that the US Army Combined Arms Command would integrate Maven into its training. == Technology == Project Maven uses machine learning algorithms to analyze and fuse vast amounts of surveillance data from multiple sources made possible through data integration using Palantir Technologies. The data sources include photographs, satellite imagery, geolocation data (IP address, geotag, metadata, etc) from communications intercepts, infrared sensors, synthetic-aperture radar, and more. The system is mainly used for assisting analysts in intelligence, surveillance, target acquisition, and reconnaissance. Machine learning systems, including object recognition systems, process the data and identify potential targets, such as enemy tanks or location of new military facility. The training dataset included at least 4 million images of military objects such as warships, labelled by humans. The user interface is called Maven Smart System. It could display information such as aircraft movements, logistics, locations of key personnel, locations on the no-strike list, ships, etc. Yellow-outlined boxes show potential targets. Blue-outlined boxes show friendly forces or no-strike zones. It could also transmit, directly to weapons, a human decision to fire weapons. Internal documentation referred to "Maven ATR: automatic target recognition". Initially the project focused on applications of computer vision. The project's leaders were particularly impressed by model performance on ImageNet. As of 2018, the purpose of the system was AI-enabled analysis of full-motion video. In 2022 it expanded to combatant commands under the AI and Data Acceleration Initiative. In 2022, it was reported that the project expanded to non-image data, including captured enemy material, maritime intelligence, and publicly available information. In 2024, it was stated that Maven's key technical contribution was data management: Maven standardizes heterogeneous data through an ontology layer so data can be fused, exchanged across cloud and edge systems, and used by multiple applications. The system was presented as a broader data-centric warfighting system that feeds apps for planning, preparing, and executing operations.
