Kialo

Kialo is an online structured debate platform with argument maps in the form of debate trees. It is a collaborative reasoning tool for thoughtful discussion, understanding different points of view, and collaborative decision-making, showing arguments for and against claims underneath user-submitted theses or questions. The deliberative discourse platform is designed to present hundreds of supporting or opposing arguments in a dynamic argument tree and is streamlined for rational civil debate on topics such as philosophical questions, policy deliberations, entertainment, ethics, science questions, and unsolved problems or subjects of disagreement in general. Argument-boxes are structured into hierarchical branches where the root is the main thesis (or theses) of the debate, enabling deliberation and navigable debates between opposing perspectives. A debate is divided into Pro (supporting) and Con (refuting or devaluing) columns where registered users can add arguments and rate the impact on the weight or validity of the parent claim. The arguments are sorted according to the rating average. Its argument tree structure enables detailed scrutiny of claims at all levels of the tree and allows users to for example quickly understand why a decision was made or which of the aggregated arguments swayed it this way. Newcomers can join a debate at any time and look back at the structured discussion history, and then weigh in at the right place with their new argument or their comment on a specific argument. The design presets a structure on debates "that allows participants to easily see, process, and ultimately assess the many facets of competing claims". The word Kialo is Esperanto for "reason". The platform is the world's largest argument mapping and structured debate site. == Overview == Users can comment on every Pro or Con, for example for requesting sources or expansions. Recent activities of a debate are shown in a panel on the right side of the respective debate. Debates can be found through the search or on the Explore page through their descriptions and topic-tags. Mere comments that do not make a constructive point (a self-contained argument backed by reasoning) are not allowed and are picked up by other users and moderators. "Civil language and sensible observations from opposing perspectives" can be seen also in debates about controversial topics. The site by-design incentivizes fair, rigorous, open-minded dialogue. Contributors making claims often also write counterpoints to their own contribution. Claims need to be shorter than 500 characters and can link to external sources. Debate trees can also start off with multiple theses – such as different policy options or hypotheses. Claims can link to related debates or include segments of them. In the discussion tab of each claim, users can make edit proposals (e.g. for accuracy, improving sources, or changing scope), decide if the argument should be moved or copied to another branch, call for archiving a claim, and ask for extra evidence or clarification. Debates can grow large and complex for which a sunburst diagram visualization of the topology of the debate and the search functionality can be useful. Each debate also has a chat-box. In cases where e.g. a "Con" is a point against multiple in the "Pros", users – through moderators – can link these arguments at the respective places to avoid duplication of content and allowing a clean chain for people to understand which points are arguments against each other. Contributions of users are tracked, enabling a board of thought-leaders for every debate. Other gamification elements include a feature to thank users for their contributions. The "Perspectives" feature allows users to see 'Impact' ratings of supporters and opposers of a thesis as well as of the debate's moderators and individual contributors. It thereby enables participants to see a debate from other participants' perspectives and to sort by them. In Kialo Edu, this feature lets teachers view votes for a whole class, individuals, or supporters/opponents of a specific thesis. Users in both versions of Kialo can vote on the overall debate topic as well as on individual claims to express their perspectives or conclusions, with the rationale (i.e. the main causal arguments) why they voted on the veracity of the thesis as they did not being captured. Voting can be done by any registered user while navigating through any debate that has voting enabled or via using the Guided Voting wizard user interface that automatically walks through branches. As of 2021, Kialo doesn't have a mobile app. == Contents == A 2018 report stated the collaborative argument platform hosts more than 10,000 debates in various languages. It also hosts private debates. The website claims that it has over 18,000 public debates as of July 2023, as well as over 1 million votes and over 720,000 claims. Debates can be found via the site's internal search and up to six tags per debate. Preprint studies have scraped public debates on over 1.4K issues with over 130K statements as of October 2019 and 1628 debates, related to over 1120 categories, with 124,312 unique claims as of June 26, 2020. == Kialo Inc. == The site is run by Kialo Inc. It was founded by German-born entrepreneur and London School of Economics and Political Science graduate Errikos Pitsos in August 2017 and is based in Brooklyn and Berlin. According to a 2018 report, the site does not show advertisements and does not sell user's data. The for-profit company was founded in 2011, Pitsos began to develop the concept in 2012 and described various specifics of the system in 2014. In 2018, he stated that they intend to make money by selling the platform to companies as a deliberation and decision-making tool. The site is free to use for the public and in education. According to the site, as of 2023 Kialo.com is a non-revenue generating site with no ads and no reselling of user data. == Applications and adoption == === Adopted applications === Applications of its content or the platform in society include: Teachers and professors, especially in high schools – including the universities Harvard and Princeton, are using Kialo for class discussions and exercises in critical thinking and reasoning, as consolidating understanding of materials covered in recent classes, more useful and engaging learning experiences, for remote/e-learning, for clearing up misconceptions, teaching logical fallacies and rational argumentation, for academic dialogue, teaching media literacy, and for teaching to sufficiently reflect or research before posting online. Like for debaters of the main site, access for schools and universities is free. Kialo Edu is the custom version of Kialo specifically designed for classroom use where debates are private and locked to invited students. Kialo allows teachers to provide feedback to students on their ideas, argument structure, and research quality while it is left to other students to rate the impacts of their peers' arguments. Students can be allowed to contribute anonymously which may be useful for controversial issues as well as for safeguarding privacy in education. Students are or can be encouraged to back up their claims with evidence which can foster digital literacy and research skills. Students and teachers can use it to arrange their thoughts when structuring an essay or project. The site's name was decided on internally using the software. === Prototypical and theoretical applications === Potential, theoretical, prototypical or little-used applications include: Education Improving critical thinking skills of society at large as well as facilitating deep or efficient thinking and deepening research and debates where e.g. discussions are less shallow and the well-known or many arguments have already been made and in many cases aren't unreasonably over- or underrated. Pitsos claimed that "we're training students to be very good test-takers instead of critical thinkers", suggesting teaching people to think things through may be more important or neglected compared to essay writing skills. Many young people and adults are "submerged into a sea of dispersed information", "[b]rowsing and engaging in superficial thinking activities". Kialo could counteract this issue and help people develop good sane reasoning. Academia, R&D and policy Three scholars from three prestigious U.S. universities outlined possible benefits in this domain, including applications beyond higher education such as for academic communication. They suggest the debate platform could be used for structuring the communication of open peer-review by helping those giving feedback to "hone in on[sic] core arguments and pieces of evidence in an even more direct way" than annotated commenting. Natural Language Toolkit

The Natural Language Toolkit, or more commonly NLTK, is a suite of libraries and programs for symbolic and statistical natural language processing (NLP) for English written in the Python programming language. It supports classification, tokenization, stemming, tagging, parsing, and semantic reasoning functionalities. It was developed by Steven Bird and Edward Loper in the Department of Computer and Information Science at the University of Pennsylvania. NLTK includes graphical demonstrations and sample data. It is accompanied by a book that explains the underlying concepts behind the language processing tasks supported by the toolkit, plus a cookbook. NLTK is intended to support research and teaching in NLP or closely related areas, including empirical linguistics, cognitive science, artificial intelligence, information retrieval, and machine learning. Social media as a public utility

Social media as a public utility is a theory postulating that social networking sites (such as Meta - ie:Facebook & Instagram or Alphabet - ie: YouTube & Google, but also independent sites such as Twitter, Tumblr, Snapchat etc.) are essential public services that should be regulated by the government, in a manner similar to how electric and phone utilities are typically government regulated. It is based on the notion that social media platforms have monopoly power and broad social influence. == Background == === Definitions === Social media is defined as "a group of Internet-based applications that build on the ideological and technological foundations of Web 2.0, and that allow the creation and exchange of User Generated Content." Furthermore, the New Zealand Government of Internal Affairs describes it as "a set of online technologies, sites, and practices which are used to share opinions, experiences and perspectives. Fundamentally it is about the conversation. In contrast with traditional media, the nature of social media is to be highly interactive." Moreover, the term social media is described as online tools that let people interact and communicate with each other. This has become a standard word for online cultural exchange and a dominant way for individuals to engage on the internet. By using social media individuals become more closely and strongly connected than ever before. The traditional definition of the term public utility is "an infrastructural necessity for the general public where the supply conditions are such that the public may not be provided with a reasonable service at reasonable prices because of monopoly in the area." Conventional public utilities include water, natural gas, and electricity. In order to secure the interests of the public, utilities are regulated. Public utilities can also be seen as natural monopolies implying that the highest degree of efficiency is accomplished under one operator in the marketplace. Public utility regulation for social media has been largely criticized because people believe it would produce undesirable and indirect effects. However, others say that truly effective government regulation would produce valuable results. Social media as a public utility is a crucial debate because utilities get regulated, so marking social media websites as utilities would require government regulation of various social media websites and platforms such as Facebook, Google, and Twitter. Applying the term public utility to social media implies that social media websites are public necessities, and, consequently, should be regulated by the government. While social media are not as essential for survival as traditional public utilities such as electricity, water, and natural gas, many people believe it has become vital for living in an interconnected world and without it, living a successful life would be difficult. Therefore, many people believe that social media has reached utility status and should be treated as a public utility. However, others believe that this is not true because social media are constantly revolutionizing and giving such platforms "utility status" would result in government regulation, which would consequently hinder innovation. Over the past decade many have debated and questioned whether or not "Internet service providers should be considered essential facilities or natural monopolies and regulated as public utilities." === Monopoly === A monopoly is defined as "a firm that is the only seller of a product or service having no close substitutes." A natural monopoly is when the entire demand within a relevant market can be satisfied at lowest cost by one firm rather than by two or more, and if such a market contains more than one firm then the firms will "quickly shake down to one through mergers or failures, or production will continue to consume more resources than necessary." In a monopoly competition is said to be short-lived, and in a natural monopoly it is said to produce inefficient results." Public utility companies can be regulated to prevent them from gaining monopolistic control. In November 2011 AT&T's proposal for merging with T-Mobile was rejected because it would have "diminished competition," and have led to the company having monopolistic power within the telephone industry. Such regulation is permitted because the telephone industry is a public utility. Similarly, Microsoft has also been prevented from taking various business actions that could result in the company gaining monopolistic power. If social media were a public utility then regulation of Google and Facebook would similarly dictate what they could and could not do. The possibility was raised in 2018 by U.S. Representative Steve King during a House Judiciary hearing on social media filtering practices. == Arguments == Advocates of this theory believe that social media websites already act like public utilities, and therefore regulation is needed. Additionally, advocates say that in the 21st century, using such websites are as necessary for communication as using traditional public utilities such as telephone, water, electricity, and natural gas are for other everyday uses. Specifically, advocates note that Google search should be treated as a public utility and needs to be regulated because it dominates the search engine market and no website can afford to ignore it. There is the position that a social media website such as Google "is a common carrier and should be regulated as such (Newman 2011)." These are reinforced by a perception that social media companies fail to properly maintain fair platforms for discourse. === Individual level === Advocates of regulating social media as a public utility believe that having an Internet presence using social media websites is imperative for individuals to adequately take part in the 21st century. Consequently, they argue that these sites are public utilities that need to be regulated to ensure that the constitutional rights of users are protected. For example, regulation may be needed to protect freedom of speech against risks such as Internet censorship and deplatforming. Social media affects people's behavior. For instance, it plays an important role in shaping its users' decisions and actions pertaining to health. This is demonstrated in a Pew Research Center research, which showed that 72 percent of American adults turned to social media for health information in 2011. Around 70 percent of people with chronic illnesses also use the platform to find cure, diagnoses, and other health answers. This development becomes a public issue as social media are likely to provide wrong medical information. Additionally, social media sites can also facilitate deleterious health behavior such as smoking, drug use, and harmful sexual behavior. === Business level === Advocates of social media as a public utility maintain that social media services dominate the Internet and are mainly owned by three or four companies that have unparalleled power to shape user interaction, and because of this power such businesses need to be regulated as public utilities. Zeynep Tufekci, University of North Carolina Chapel Hill, claims that services on the Internet such as Google, eBay, Facebook, Amazon.com, are all natural monopolies. She has stated that these services "benefit greatly from network externalities[,] which means that the more people on the service, the more useful it is for everyone," and thus it is difficult to replace the market leader. === Government level === Advocates of social media as a public utility believe that the government should impose restrictions on social media websites, such as Google, that are designed to benefit its rivals. Due to the recent substantial growth of social media websites such as Google, advocates claim that such a website "might need search neutrality regulation modeled after net neutrality regulation and that a Federal Search Commission might be needed to enforce such a regime." danah boyd expresses a future issue which the government may have to deal with in her research: Facebook is becoming an international social media website, specifically prevalent in Canada and Europe which are "two regions that love to regulate their utilities." Furthermore, recent books by New America Foundation Senior Fellow Rebecca MacKinnon and law professor Lori Andrews advise society to start considering Facebook and Google as nation-states or the "sovereigns of cyberspace." Trace zero cryptography

First proposed by Gerhard Frey in 1998, trace zero cryptography refers to the use of trace zero varieties (TZV) for cryptographic purpose. Trace zero varieties are subgroups of the divisor class group on a low genus hyperelliptic curve defined over a finite field. These groups can be used to establish asymmetric cryptography using the discrete logarithm problem as cryptographic primitive. Trace zero varieties feature a better scalar multiplication performance than elliptic curves. This allows fast arithmetic in these groups, which can speed up the calculations with a factor 3 compared with elliptic curves and hence speed up the cryptosystem. Another advantage is that for groups of cryptographically relevant size, the order of the group can simply be calculated using the characteristic polynomial of the Frobenius endomorphism. This is not the case, for example, in elliptic curve cryptography when the group of points of an elliptic curve over a prime field is used for cryptographic purpose. However, to represent an element of the trace zero variety more bits are needed compared with elements of elliptic or hyperelliptic curves. The security of curves of genus 4 for similar fields are far less secure. == Cover attack on a trace zero crypto-system == The attack published in shows, that the DLP in trace zero groups of genus 2 over finite fields of characteristic diverse than 2 or 3 and a field extension of degree 3 can be transformed into a DLP in a class group of degree 0 with genus of at most 6 over the base field. In this new class group the DLP can be attacked with the index calculus methods. This leads to a reduction of the bit length 1/6th.

Cambridge Analytica

Cambridge Analytica Ltd. (CA), previously known as SCL USA, was a British political consulting firm that came to prominence through the Facebook–Cambridge Analytica data scandal. It was founded in 2013, as a subsidiary of the private intelligence company and self-described "global election management agency" SCL Group by long-time SCL executives Nigel Oakes, Alexander Nix and Alexander Oakes, with Nix as CEO. Cambridge Analytica was hired by a variety of political actors, including the Trinidadian government in 2010 and the 2016 presidential campaigns of Ted Cruz and Donald Trump. The firm maintained offices in London, New York City, and Washington, D.C. The company closed operations in 2018 due to backlash from the scandal, although firms related to both Cambridge Analytica and its parent firm SCL still exist. == History == Cambridge Analytica was founded in 2013 as a subsidiary of the private intelligence company SCL Group, which describes itself as providing "data, analytics and strategy to governments and military organisations worldwide". The company was part of "an international web of companies" headed by the London-based SCL Group. Cambridge Analytica (SCL USA) was incorporated in January 2013 with its registered office being in Westferry Circus, London and consisting of just one staff member, director and CEO Alexander Nix (also appointed in January 2015). Nix was also the director of nine similar companies sharing the same registered offices in London, including Firecrest technologies, Emerdata and six SCL Group companies including "SCL elections limited". Nigel Oakes, known as the former boyfriend of Lady Helen Windsor, had founded the predecessor SCL Group in the 1990s, and in 2005 Oakes established SCL Group together with his brother Alexander Oakes and Alexander Nix; SCL Group was the parent company of Cambridge Analytica. Former Conservative minister and MP Sir Geoffrey Pattie was the founding chairman of SCL; Lord Ivar Mountbatten also joined Oakes as a director of the company. As a result of the Facebook–Cambridge Analytica data scandal, Nix was removed as CEO and replaced by Julian Wheatland before the company closed. Several of the company's executives were Old Etonians. The company's owners included several of the Conservative Party's largest donors such as billionaire Vincent Tchenguiz, former British Conservative minister Jonathan Marland, Baron Marland and the family of American hedge fund manager Robert Mercer. The company combined misappropriation of digital assets, data mining, data brokerage, and data analysis with strategic communication during electoral processes. While its parent SCL had focused on influencing elections in developing countries since the 1990s, Cambridge Analytica focused more on the western world, including the United Kingdom and the United States; CEO Alexander Nix has said CA was involved in 44 U.S. political races in 2014. In 2015, CA performed data analysis services for Ted Cruz's presidential campaign. In 2016, CA worked for Donald Trump's presidential campaign as well as for Leave.EU (one of the organisations campaigning in the United Kingdom's referendum on European Union membership). CA's role in those campaigns has been controversial and is the subject of ongoing inquiries in both countries. Political scientists question CA's claims about the effectiveness of its methods of targeting voters. == Data scandal == In March 2018, media outlets broke news of Cambridge Analytica's business practices. The New York Times and The Observer reported that the company had acquired and used personal data about Facebook users from an external researcher who had told Facebook he was collecting it for academic purposes. Shortly afterwards, Channel 4 News aired undercover investigative videos showing Nix boasting about using prostitutes, bribery sting operations, and honey traps to discredit politicians on whom it had conducted opposition research, and saying that the company "ran all of (Donald Trump's) digital campaign". In response to the media reports, the Information Commissioner's Office (ICO) of the UK pursued a warrant to search the company's servers. Facebook banned Cambridge Analytica from advertising on its platform, saying that it had been deceived. On 23 March 2018, the British High Court granted the ICO a warrant to search Cambridge Analytica's London offices. As a result, Nix was suspended as CEO, and replaced by Julian Wheatland. The personal data of up to 87 million Facebook users were acquired via the 270,000 Facebook users who used a Facebook app created by Aleksandr Kogan called "This Is Your Digital Life". This was a personality profiling app and asked simple personality questions similar to other Facebook quizzes. Kogan was a scientist and psychologist, also being an employed lecturer for the University of Cambridge from 2012 to 2018. Alexander Nix claimed they had close to five thousand data points on each person who participated. They also gathered information through other data brokers ending with them acquiring millions of data points from American citizens. Kogan's app exploited a feature of Facebook's Graph API (version 1.0), which permitted any third-party app to access not only the app user's data, but also the full profile data of all of that user's Facebook friends, without those friends' knowledge or consent. This platform-wide design was available to all developers and was used by tens of thousands of apps; Facebook CEO Mark Zuckerberg later told the House Energy and Commerce Committee that the company was auditing "tens of thousands" of apps that had had access to large amounts of user data. Because the average Facebook user at the time had approximately 300 friends, the 270,000 users who installed Kogan's app yielded data on up to 87 million people. Facebook deprecated the friends-data API in April 2014 and shut it down entirely in April 2015, but data already collected by apps remained in developers' possession. Kogan passed this data to Cambridge Analytica, breaching Facebook's terms of service. On 1 May 2018, Cambridge Analytica and its parent company SCL filed for insolvency proceedings and closed operations. Alexander Tayler, a former director for Cambridge Analytica, was appointed director of Emerdata on 28 March 2018. Rebekah Mercer, Jennifer Mercer, Alexander Nix and Johnson Chun Shun Ko, who has links to American businessman Erik Prince, are in leadership positions at Emerdata. The Russo brothers are producing an upcoming film on Cambridge Analytica. In 2019 the Federal Trade Commission filed an administrative complaint against Cambridge Analytica for misuse of data. In 2020, the British Information Commissioner's Office closed a three-year inquiry into the company, concluded that Cambridge Analytica was "not involved" in the 2016 Brexit referendum and found no additional evidence for Russia's alleged interference during the campaign. US sensitive polling and election data, however, were passed to Russian Intelligence via a Cambridge Analytica contractor Sam Patten, Trump campaign manager Paul Manafort, and Russian agent Konstantin Kilimnik, who was indicted during the affair. Publicly, parent company SCL Group called itself a "global election management agency", Politico reported it was known for involvement "in military disinformation campaigns to social media branding and voter targeting". SCL gained work on a large number of campaigns for the US and UK governments' war on terror advancing their model of behavioral conflict during the 2000s. SCL's involvement in the political world has been primarily in the developing world where it has been used by the military and politicians to study and manipulate public opinion and political will. Slate writer Sharon Weinberger compared one of SCL's hypothetical test scenarios to fomenting a coup. Among the investors in Cambridge Analytica were some of the Conservative Party's largest donors such as billionaire Vincent Tchenguiz, former Conservative minister Jonathan Marland, Baron Marland, Roger Gabb, the family of American hedge fund manager Robert Mercer, and Steve Bannon. A minimum of 15 million dollars has been invested into the company by Mercer, according to The New York Times. Bannon's stake in the company was estimated at 1 to 5 million dollars, but he divested his holdings in April 2017 as required by his role as White House Chief Strategist. In March 2018, Jennifer Mercer and Rebekah Mercer became directors of Emerdata limited. In March 2018 it became public by Christopher Wylie, that Cambridge Analytica's first activities were founded on a data set, which its parent company SCL bought 2014 from a company named Global Science Research founded by Aleksandr Kogan and his team present across the world who worked as a psychologist at Cambridge. Business continuity and disaster recovery auditing

Given organizations' increasing dependency on information technology (IT) to run their operations, business continuity planning (and its subset IT service continuity planning) covers the entire organization, while disaster recovery focuses on IT. Auditing documents covering an organization's business continuity and disaster recovery (BCDR) plans provides a third-party validation to stakeholders that the documentation is complete and does not contain material misrepresentations. == Overview == Often used together, the terms business continuity (BC) and disaster recovery (DR) are very different. BC refers to the ability of a business to continue critical functions and business processes after the occurrence of a disaster, whereas DR refers specifically to the IT functions of the business, albeit a subset of BC. == Metrics == The primary objective is to protect the organization in the event that all or part of its operations and/or computer services are rendered partially or completely unusable. === DR metrics === Minimizing downtime and data loss during disaster recovery is typically measured in terms of two key concepts: Recovery time objective (RTO), time until a system is completely up and running Recovery point objective (RPO), a measure of the ability to recover files by specifying a point in time the backup copy will restore to. == The auditor's role == Role of the Internal Auditor in Auditing a Disaster Recovery Plan (DRP): 1. Maintenance & Improvement - Ensure the DRP is regularly updated and lessons learned are integrated. == Documentation == === Disaster recovery plan === A disaster recovery plan (DRP) is a documented process or set of procedures to execute an organization's disaster recovery processes and recover and protect a business IT infrastructure in the event of a disaster. It is "a comprehensive statement of consistent actions to be taken before, during and after a disaster". The disaster could be natural, environmental or man-made. Man-made disasters could be intentional (for example, an act of a terrorist) or unintentional (that is, accidental, such as the breakage of a man-made dam or even "fat fingers" - or errant commands entered - on a computer system). ==== Types of plans ==== Although there is no one-size-fits-all plan, there are three basic strategies: prevention, including proper backups, having surge protectors and generators detection, a byproduct of routine inspections, which may discover new (potential) threats correction The latter may include securing proper insurance policies, and holding a "lessons learned" brainstorming session. ==== Best practices ==== To maximize their effectiveness, DRPs are most effective when updated frequently, and should: be an integral part of all business analysis processes, be revisited at every major corporate acquisition, at every new product launch and at every new system development milestone. be thoroughly tested, not just unpracticed bureaucratic documentation Adequate records need to be retained by the organization. An auditor tests the procedures used to meet this objective and determine their effectiveness. === Relationship to BCPs === Disaster recovery is a subset of business continuity. Where DRP encompasses the policies, tools and procedures to enable recovery of data following a catastrophic event, BCP involves keeping all aspects of a business functioning regardless of potential disruptive events. As such, a business continuity plan is a comprehensive organizational strategy that includes the DRP as well as threat prevention, detection, recovery, and resumption of operations should a data breach or other disaster event occur. Therefore, BCP consists of five component plans: Business resumption plan Occupant emergency plan Continuity of operations plan Incident management plan Disaster recovery plan The first three components (business resumption, occupant emergency, and continuity of operations plans) do not deal with the IT infrastructure. The incident management plan (IMP) does deal with the IT infrastructure, but since it establishes structure and procedures to address cyber attacks against an organization's IT systems, it generally does not represent an agent for activating the DRP; thus DRP is the only BCP component of active interest to IT. == Testing == The overall categorization of tests are functional- and discussion-based. Types of tests include: tabletop exercises, checklists, simulations, parallel processing (testing recovery site while primary site is in operation), and full interruption (fail over) tests. These apply to both BC and DR. == Benefits == Like every insurance plan, there are benefits that can be obtained from proper business continuity planning, including: Studies have shown a correlation between higher spending on auditing fees and lower rates of Incidents. Wold of the Disaster Recovery Journal, the entire process involved in developing a Disaster Recovery Plan consists of 10 steps: Performing a risk assessment: The planning committee prepares a risk analysis and a business impact analysis (BIA) that includes a range of possible disasters. Each functional area of the organization is analyzed to determine potential consequences. Traditionally, fire has posed the greatest threat. A thorough plan provides for "worst case" situations, such as destruction of the main building. Establishing priorities for processing and operations: Critical needs of each department are evaluated and prioritized. Written agreements for alternatives selected are prepared, with details specifying duration, termination conditions, system testing, cost, any special security procedures, procedure for the notification of system changes, hours of operation, the specific hardware and other equipment required for processing, personnel requirements, definition of the circumstances constituting an emergency, process to negotiate service extensions, guarantee of compatibility, availability, non-mainframe resource requirements, priorities, and other contractual issues. Collecting data: This includes various lists (employee backup position listing, critical telephone numbers list, master call list, master vendor list, notification checklist), inventories (communications equipment, documentation, office equipment, forms, insurance policies, workgroup and data center computer hardware, microcomputer hardware and software, office supply, off-site storage location equipment, telephones, etc.), distribution register, software and data files backup/retention schedules, temporary location specifications, any other such lists, materials, inventories, and documentation. Pre-formatted forms are often used to facilitate the data gathering process. Organizing and documenting a written plan Developing testing criteria and procedures: reasons for testing include Determining the feasibility and compatibility of backup facilities and procedures. Identifying areas in the plan that need modification. Providing training to the team managers and team members. Demonstrating the ability of the organization to recover.
