In computer science and operations research, randomized rounding is a widely used approach for designing and analyzing approximation algorithms. Many combinatorial optimization problems are computationally intractable to solve exactly (to optimality). For such problems, randomized rounding can be used to design fast (polynomial time) approximation algorithms—that is, algorithms that are guaranteed to return an approximately optimal solution given any input. The basic idea of randomized rounding is to convert an optimal solution of a relaxation of the problem into an approximately-optimal solution to the original problem. The resulting algorithm is usually analyzed using the probabilistic method. == Overview == The basic approach has three steps: Formulate the problem to be solved as an integer linear program (ILP). Compute an optimal fractional solution x {\displaystyle x} to the linear programming relaxation (LP) of the ILP. Round the fractional solution x {\displaystyle x} of the LP to an integer solution x ′ {\displaystyle x'} of the ILP. (Although the approach is most commonly applied with linear programs, other kinds of relaxations are sometimes used. For example, see Goemans' and Williamson's semidefinite programming-based Max-Cut approximation algorithm.) In the first step, the challenge is to choose a suitable integer linear program. Familiarity with linear programming, in particular modelling using linear programs and integer linear programs, is required. For many problems, there is a natural integer linear program that works well, such as in the Set Cover example below. (The integer linear program should have a small integrality gap; indeed randomized rounding is often used to prove bounds on integrality gaps.) In the second step, the optimal fractional solution can typically be computed in polynomial time using any standard linear programming algorithm. In the third step, the fractional solution must be converted into an integer solution (and thus a solution to the original problem). This is called rounding the fractional solution. The resulting integer solution should (provably) have cost not much larger than the cost of the fractional solution. This will ensure that the cost of the integer solution is not much larger than the cost of the optimal integer solution. The main technique used to do the third step (rounding) is to use randomization, and then to use probabilistic arguments to bound the increase in cost due to the rounding (following the probabilistic method from combinatorics). Therein, probabilistic arguments are used to show the existence of discrete structures with desired properties. In this context, one uses such arguments to show the following: Given any fractional solution x {\displaystyle x} of the LP, with positive probability the randomized rounding process produces an integer solution x ′ {\displaystyle x'} that approximates x {\displaystyle x} according to some desired criterion. Finally, to make the third step computationally efficient, one either shows that x ′ {\displaystyle x'} approximates x {\displaystyle x} with high probability (so that the step can remain randomized) or one derandomizes the rounding step, typically using the method of conditional probabilities. The latter method converts the randomized rounding process into an efficient deterministic process that is guaranteed to reach a good outcome. == Example: the set cover problem == The following example illustrates how randomized rounding can be used to design an approximation algorithm for the set cover problem. For step 2, let LP be the linear programming relaxation of IP, and compute an optimal solution x ∗ {\displaystyle x^{}} to LP using any standard linear programming algorithm. This takes time polynomial in the input size. The rounding step should produce an x ′ {\displaystyle x'} that, with positive probability, has cost within a small factor of the cost of x ∗ {\displaystyle x^{}} .Then (since the cost of x ∗ {\displaystyle x^{}} is a lower bound on the cost of the optimal set cover), the cost of x ′ {\displaystyle x'} will be within a small factor of the optimal cost. Unfortunately the coverage is not good. NCAA transfer portal
The NCAA transfer portal is a National Collegiate Athletic Association (NCAA) application, database, and compliance tool that facilitates student athletes' transfers between member institutions. It is intended to bring greater transparency to the transfer process and to enable student athletes to publicize their desire to transfer. The transfer portal is an NCAA-wide database covering all three NCAA divisions, although most media coverage of the transfer portal involves its use in the top-level Division I (D-I). The portal launched on October 15, 2018. Regulations adopted in 2021 allowed student-athletes in D-I football, men's and women's basketball, men's ice hockey, and baseball to transfer schools using the portal once without sitting out a year. In 2024, the NCAA authorized athletes unlimited transfers. == Process == For Divisions I and II, once an athlete desiring to transfer informs their school; the school must enter the athlete's name in the database within two business days. Then coaches and staff from other universities may contact the athlete about potentially transferring. Before the January 2026 NCAA convention, Division III schools were allowed, but not required, to enter such a student into the portal. A proposal to require use of the portal in that division was approved at the convention. The timeline for D-III members to enter athletes into the portal differs from that of the other divisions. Athletes wishing to enter the portal must first complete an educational module. Once completed, the school has seven calendar days to enter the athlete's transfer request into the portal. == Transfer windows == On August 31, 2022, the D-I board adopted a series of changes to transfer rules, introducing the concept of transfer windows, similar to those used in professional soccer worldwide. Student-athletes who wish to take advantage of the one-time transfer rule must, under normal circumstances, enter the portal within a designated window for their sport. These windows are slightly different for each NCAA sport, but are broadly grouped by the NCAA's three athletic "seasons". At that time, the windows were as follows: Fall sports – A 45-day winter window opening the day after championship selections are made in that sport, and a spring window from May 1–15. According to the NCAA, "reasonable accommodations" would be made for participants in football's FBS and FCS championship games (respectively the College Football Playoff National Championship and Division I Football Championship Game), both of which take place in early January. Participants in those games had a 14-day window opening on the day after the championship game, as well as the spring window. Winter sports – A 60-day window opening the day after championship selections are made in that sport. Spring sports – A winter window from December 1–15, and a 45-day spring window opening the day after championship selections are made in that sport. For sports included in the NCAA Emerging Sports for Women program, transfer windows are the same as those for fully recognized NCAA sports. As with fully recognized NCAA sports, transfer windows linked to championship events open on the day after selections are made for the generally recognized championship events in emerging sports. Student-athletes whose athletic aid is reduced, canceled, or not renewed by their school, as well as those affected by a university's elimination of a sports team, may enter the transfer portal at any time without penalty. A slightly different exception applies to those undergoing a head coaching change; student-athletes so affected in sports other than Division I football can enter the portal within 30 days of the change, starting on the day after the coach's departure is announced. The coaching change window also applied to Division I football before October 2025. Less than a month after transfer windows were adopted, the Division I Council adopted a change that affected only graduate transfers. Student-athletes who are set to graduate with remaining athletic eligibility, and plan to continue competition as postgraduate students, were exempt from transfer windows. They could enter the portal at any time during the academic year, and were not subject to the standard deadlines of May 1 for fall and winter sports and July 1 for spring sports. In April 2024, graduate transfers became subject to the same deadlines as all other transfer students. This change did not affect windows for student-athletes affected by a head coaching change, a loss of athletic aid, or the discontinuation of a team. Because the Ivy League allows neither redshirting nor athletic participation by graduate students, athletes at its member schools who are set to complete four years of attendance but still have remaining athletic eligibility may enter the portal at any time during their fourth academic year of attendance. In October 2024, the Division I Council reduced transfer windows in football and basketball to a total of 30 days. For FBS and FCS football, the fall window opened for 20 days, starting on the Monday after FBS conference championship games. Participants in postseason play had a 5-day window that opened on the day after each team's final game. A 10-day spring window opened in mid-April. In men's and women's basketball, a single 30-day window opens on the day after the second round of each Division I tournament concludes. The existing exceptions regarding head coaching changes, a loss of athletic aid, or the discontinuation of a team remained in place. Almost exactly a year later, Division I adopted more significant changes to the football transfer portal for both FBS and FCS. The previous two windows were abolished and replaced by a single window that opens from January 2–16. Participants in the College Football Playoff National Championship—the only game in FBS or FCS played after the closure of the new window—receive a 5-day window that opens on the day after that game. The window for players undergoing a head coaching change was also reduced. A new window of 15 days opens five calendar days after the hiring or public announcement of a new head coach. Should a school fail to hire or publicly announce a new head coach within 30 days after the previous coach's departure, the window will open on the 31st day after departure, provided that the 31st day is no earlier than January 3. This particular window, also open for 15 days, may open at any time before June 30. No change was announced to the exceptions for those affected by a loss of athletic aid or the discontinuation of a team. == Impact on high school recruiting == Effective July 1, 2025, the NCAA Division I Board of Directors implemented new DI roster limits following the court-approved House settlement. Additionally, according to the NCAA, "NCAA rules for Division I programs will no longer include sport-specific scholarship limits." As a result, many top Division I programs, especially those in power conferences, are relying heavily on the transfer portal to bring in conference- and national-level student-athletes. This shift in recruiting focus has already been exemplified across Division I men's and women's track and field especially, beginning in the recruitment cycle for 2025 college entries. Track and field coaches formerly managing rosters of 120-plus (60-plus men and 60-plus women) are now limited to 45 per side for a total of 90 roster spots across men's and women's track and field, meaning they are recruiting fewer student-athletes out of high school and more immediately impactful scholarship-worthy student-athletes via the transfer portal. Roster limits for track and field teams are even more stringent in the Southeastern Conference (SEC): 35 men and 35 women. For high school track and field athletes seeking opportunities with top DI programs, they no longer need to display potential to be point-scorers, but demonstrate the ability to contribute immediately, often by competing at a level aligned with conference scoring standards.
Jordan Antiquities Database and Information System
The Jordan Antiquities Database and Information System (JADIS) was a computer database of antiquities in Jordan, the first of its kind in the Arab world. It was established by the Department of Antiquities in 1990, in cooperation with the American Center for Oriental Research in Amman and sponsored by the United States Agency for International Development. JADIS was in use until 2002, when it was superseded by a new system, MEGA-J. Over 10,841 antiquities were registered in the database. An introduction and printed summary of the database was published by the Department of Antiquities in 1994, edited by Gaetano Palumbo.
Tuber (app)
Tuber (Chinese: Tuber浏览器) was a web browser mobile app developed by Shanghai Fengxuan Information Technology that allowed users within mainland China to view filtered versions of certain websites normally blocked by the Great Firewall. Filtered versions of websites such as Google, Facebook, Instagram, YouTube, Twitter, Netflix, IMDb, and Wikipedia could be viewed. The app was backed by cybersecurity company Qihoo 360 which served as the parent company. The app required phone number registration. Sensitive keywords were blocked by the app. On October 9, 2020, Global Times editor Rita Bai Yunyi tweeted that the move represented "a great step for China's opening up". The app was removed from China domestic app stores and operations ceased as of October 10, 2020. On October 12, when questioned by a Bloomberg News reporter on the topic, Foreign Ministry spokesperson Zhao Lijian replied, "This is not a diplomatic issue, and I do not have the relevant information you mentioned. China has always managed the Internet in accordance with the law. I suggest you ask the competent department for the specific situation."
2024 National Public Data breach
In August 2024, three class-action lawsuits were filed against National Public Data along with over 14 complaints filed in federal court, claiming that the company permitted hackers to steal sensitive private information covering millions of individuals. The theft was alleged to have occurred in April 2024. One of the lawsuits specifically claims that in April, a hacker going by the moniker "USDoD" posted a notice on the dark web, offering the data for sale at the price of US$3.5 million. The information stolen is alleged to include 2.9 billion records containing full names, current and past addresses, Social Security numbers, dates of birth, and telephone numbers. The stolen data contains records for people in the US, UK, and Canada. National Public Data confirmed on August 16, 2024, there was a breach originating from someone trying to breach their systems since December 2023, with the breach occurring from April 2024 and over the next few months. The company also confirmed that 2.9 billion records were obtained, though they were still working to determine how many people were affected by the breach, and were working with law enforcement to identify the hacker. == Jerico Pictures == Jerico Pictures, Inc., doing business as National Public Data, was a data broker company that performed employee background checks. Their primary service was collecting information from public data sources, including criminal records, addresses, and employment history, and offering that information for sale. On October 2, 2024, Jerico Pictures filed for Chapter 11 bankruptcy as it currently faces over a dozen lawsuits over the breach, and is potentially liable "for credit monitoring for hundreds of millions of potentially impacted individuals." In December 2024, National Public Data shut down, showing a closure notice on its website.
DataViva
DataViva is an information visualization engine created by the Strategic Priorities Office of the government of Minas Gerais. DataViva makes official data about exports, industries, locations and occupations available for the entirety of Brazil through eight apps and more than 100 million possible visualizations. The first set of datum – also available at ALICEWEB – is provided by MDIC (Ministry of Development, Industry and Foreign Trade) / SECEX (Secretariat of Foreign Trade), an official institution of the Government of Brazil and shows foreign trade statistics for all exporting municipalities in the country. The other database, provided by Ministério do Trabalho e Emprego (MTE – Ministry of Labor and Employment), shows information about all the industries and occupations in Brazil (RAIS – Annual Social Information Report). The platform consists of eight core applications, each of which allows different ways of visualizing the data available. Some applications are descriptive, that is, showing data aggregated at various levels in a simple and comparative way, such as Treemapping. Others are prescriptive, using calculations that allow an analytic visualization of the data, based on theories such as the Product Space. All the applications are generated using D3plus, an open source JavaScript library built on top of D3.js by Alexander Simoes and Dave Landry. Inspired by The Observatory of Economic Complexity, DataViva is an open data, open-source, and free to use tool. It was developed in a partnership with Datawheel, co-founded by MIT Media Lab Professor César Hidalgo, and is maintained by the Government of Minas Gerais.
Immediate mode (computer graphics)
Immediate mode is an API design pattern in computer graphics libraries, in which the client calls directly cause rendering of graphics objects to the display, or in which the data to describe rendering primitives is inserted frame by frame directly from the client into a command list (in the case of immediate mode primitive rendering), without the use of extensive indirection – thus immediate – to retained resources. It does not preclude the use of double-buffering. Retained mode is an alternative approach. Historically, retained mode has been the dominant style in GUI libraries; however, both can coexist in the same library and are not necessarily exclusive in practice. == Overview == In immediate mode, the scene (complete object model of the rendering primitives) is retained in the memory space of the client, instead of the graphics library. This implies that in an immediate mode application, the lists of graphical objects to be rendered are kept by the client and are not saved by the graphics library API. The application must re-issue all drawing commands required to describe the entire scene each time a new frame is required, regardless of actual changes. This method provides on the one hand a maximum of control and flexibility to the application program, but on the other hand it also generates continuous work load on the CPU. Examples of immediate mode rendering systems include Direct2D, OpenGL and Quartz. There are some immediate mode GUIs that are particularly suitable when used in conjunction with immediate mode rendering systems. == Immediate mode primitive rendering == Primitive vertex attribute data may be inserted frame by frame into a command buffer by a rendering API. This involves significant bandwidth and processor time (especially if the graphics processing unit is on a separate bus), but may be advantageous for data generated dynamically by the CPU. It is less common since the advent of increasingly versatile shaders, with which a graphics processing unit may generate increasingly complex effects without the need for CPU intervention. == Immediate mode rendering with vertex buffers == Although drawing commands have to be re-issued for each new frame, modern systems using this method are generally able to avoid the unnecessary duplication of more memory-intensive display data by referring to that unchanging data (via indirection) (e.g. textures and vertex buffers) in the drawing commands. == Immediate mode GUI == Graphical user interfaces traditionally use retained mode-style API design, but immediate mode GUIs instead use an immediate mode-style API design, in which user code directly specifies the GUI elements to draw in the user input loop. For example, rather than having a CreateButton() function that a user would call once to instantiate a button, an immediate-mode GUI API may have a DoButton() function which should be called whenever the button should be on screen. The technique was developed by Casey Muratori in 2002. Prominent implementations include Omar Cornut's Dear ImGui in C++, Nic Barker's Clay in C and Micha Mettke's Nuklear in C.
