Social media age verification laws in the United States

In the United States, age verification laws for social media are ostensibly designed to limit young people's access to content deemed problematic such as pornography and to reduce the negative impact of social media on the mental health and well-being of children and adolescents. The purpose and effects of such laws are highly contested. Critics say that these laws suppress free speech by removing online anonymity. They have also stated the laws undermine safety, even for children, by increasing the exposure of user data to breaches, many sites require government IDs and biometric data (such as photographs), often transmitted or secured insecurely and without encryption. They also note that the measures are easily circumvented with VPNs, prompting some states such as Michigan and Wisconsin to propose legislation banning VPNs. == Laws == Many state legislatures have considered or enacted legislation pertaining to young people and social media. In 2022, California passed the California Age-Appropriate Design Code Act (AB 2273) requiring websites that are likely to be used by minors to estimate visitors' ages. On March 23, 2023, Utah Governor Spencer Cox signed SB 152 and HB 311, collectively known as the Utah Social Media Regulation Act, which requires age verification; if a user is under 18, they have to get parental consent before making an account on any social media platform. Few laws have gone into effect partially due to court challenges. === Arkansas === On April 11, 2023, Arkansas enacted SB 396, the Social Media Safety Act. The law requires certain social media companies that make over $100 million per year to verify the age of new users using a third party, and to obtain parental consent for users under 18. It excludes social media companies that allow a user to generate short video clips as well as games. The law was set to go in effect in September 2023. On June 29, 2023, NetChoice sued the Attorney General of Arkansas Tim Griffin in The Western District Court of Arkansas to block enforcement of the law, supported by the American Civil Liberties Union and the Electronic Frontier Foundation (EFF). On July 7, 2023, NetChoice filed a motion for a preliminary injunction to block enforcement of the law. On July 27, Griffin and Tony Allen filed briefs in opposition to the preliminary injunction. The preliminary injunction was granted by Judge Timothy L. Brooks on August 31, reasoning that the law was too vague, that NetChoice's members will suffer irreparable harm if the act goes into effect, and that age restrictions were ineffective. === California === ==== Digital Age Assurance Act (AB 1043) ==== On October 13, 2025, Gavin Newsom signed the Digital Age Assurance Act into law, which requires operating system providers to estimate the age of a user and into 4 age categories: Under 13 13 - 15 16 - 17 18 and over It comes into force on January 1, 2027. ==== California Age-Appropriate Design Code (AB 2273) ==== On September 15, 2022, California enacted AB 2273, the California Age-Appropriate Design Code Act. Its most controversial provisions required online services that are likely to be used by those under 18 to estimate the age of child users with a "reasonable level of certainty". It also required these services to file Data Protection Impact Assessments (DPIAs) certifying whether an online product, service, or feature could harm children, including by exposing them to (potentially) harmful content. The law does not define harmful content. Before the law took effect, EFF sent a veto request to Newsom. On December 14, 2022, NetChoice sued. On September 18, 2023, Federal Judge Beth Labson Freeman granted a preliminary injunction. The 9th Circuit on August 16, 2024, affirmed the injunction against the DPIA section of the law and sent the rest back, because the argument in the 9th circuit was mainly focused on the DPIA. ==== Protecting Our Kids from Social Media Addiction Act (SB 976) ==== On September 20, 2024, California enacted SB 976, Protecting Our Kids from Social Media Addiction. The law requires online platforms to exclude those under 18 from "addictive" feeds unless parental consent is given. It requires online platforms to not send notifications to someone under 18 between 12:00 AM and 6:00 AM without parental consent or between 8:00 am – 3:00 pm without parental consent from September through May (the law does not define what a "notification" is). The law took effect on January 1, 2025, with age verification required as of December 31, 2026. On November 12, NetChoice sued in the Northern District and before Judge Edward John Davila. On December 31, the judge blocked the sections of SB 976 that required time-of-day restrictions. He also enjoined requirements to report on the number of minor users as well as the number of parental assents to access an addictive feed. He did not block the age assurance requirement or blocking minors from seeing addictive feeds without parental consent. His reasoning was that age assurance that runs in the background does not restrict adult access to speech and that regulating feeds does not violate the first amendment because it was content neutral and did not remove any content. On January 1, 2025, NetChoice filed a motion to fully block the law as part of its appeal to the Ninth Circuit. NetChoice claimed that the court erred in its reading of Supreme Court case Moody v. NetChoice by mainly focusing on the concurring opinions and not the deciding opinion. The same day Davila decreed that California's response to NetChoice was due by 11:59 pm. California responded the same day to NetChoice's motion, claiming that the court should not block the full law, claiming that NetChoice had misread Moody v. NetChoice and that NetChoice's members would not likely face any harm from the act because members such as X (formerly Twitter) already offer their members feeds that were not personalized. On January 2, Davila granted NetChoice's motion to block the full law during the appeals process by delaying the effective date of the law from January 1, 2025, to February 1, 2025. That day NetChoice appealed the case to the Ninth Circuit Court of Appeals. === Florida === On January 5, 2024, Tyler Sirois introduced HB 1, which would ban anyone under 16 from using any social media platform and would require platforms to verify the age of users. After the bill passed, the American Civil Liberties Union (ACLU) published a blog post opposing the bill for violating the rights of minors and adults. The bill was vetoed by Governor Ron DeSantis on March 1, 2024, claiming that the State Legislature was going to enact a better alternative. HB 3 then decreased the minimum age from 16 to 14, allowing minors aged 14 and 15 to make social media accounts with parental consent. Florida enacted it on March 25, 2024, and took effect on January 1, 2025. A surge of 1,150% in VPN demand in Florida was detected after the law took effect. VPN services provide the ability to circumvent the law. On October 28, 2024, NetChoice and Computer and Communications Industry Association sued. The Judge is Chief Judge Mark E. Walker. On February 28, 2025, arguments were heard on the motion for a preliminary injunction. Walker seemed skeptical of Florida's argument that the law did not violate the first amendment and said the State would have a hard time to justify a complete ban of youth under 14 from social media. On March 13, Walker denied the motion for a preliminary injunction because the plaintiffs had not proven that at least one of their members had at least 10 percent of their users under 16 use their platform for at least 2 hours per day. Plaintiffs filed an amended complaint and a renewed motion for a preliminary injunction which was granted on June 3, for failing First Amendment Intermediate scrutiny. The injunction left in force the provision that allowed parents to request termination of their child's social media account. === Georgia === On April 23, 2024, Georgia enacted SB 351, which became Act 463. Act 463 requires platforms to verify the age of users of social media platforms and require users under 16 years of age to have parental consent before creating an account. It also requires schools to ban all social media platforms, including YouTube. Before the law was signed NetChoice sent a veto request to Kemp claiming the law was unconstitutional and was bad policy. After the bill was enacted, ACLU and NetChoice criticized the bill. NetChoice sued two months before the law's effective date. The Judge is Amy Totenberg. the suit claims that the law violates the First Amendment and Fourteenth Amendments. === Louisiana === ==== Secure Online Child Interaction and Age Limitation Act (SB 162) ==== On June 28, 2023, Louisiana enacted SB 162, the Secure Online Child Interaction and Age Limitation Act. It requires social media platforms to verify user age and get parental consent for users under 16, prohibits account holders under 1

The file format and rendering are as close to Xfig as possible, but the program takes advantage of Windows features like clipboard, printer preview, multiple documents etc. As of 2011, WinFIG is under active development, with new features being added regularly. == History == The first release was in March 2003 and based on the Amiga program AmiFIG by the same author, which is also an Xfig compatible vector drawing application. A smart link is a moving connection from a source to a target object. It is established by connecting the end point of a line or spline to another object. The connecting line or spline segment follows the movements of the target object. Smart links are useful for diagrams, graphs etc. WinFIG can show a grid and provides several magnet modes for constraining editing operations to discrete coordinates. Objects can be organized in layers to control their Z-order. This is important to control overlapping of filled shapes. Object library: drawings can be stored in a special sub-folder in the program installation directory, which makes them available in the library dialog for easy reuse.

Node2vec

node2vec is an algorithm to generate vector representations of nodes on a graph. The node2vec framework learns low-dimensional representations for nodes in a graph through the use of random walks through a graph starting at a target node. It is useful for a variety of machine learning applications. node2vec follows the intuition that random walks through a graph can be treated like sentences in a corpus. Each node in a graph is treated like an individual word, and a random walk is treated as a sentence. By feeding these "sentences" into a skip-gram, or by using the continuous bag of words model, paths found by random walks can be treated as sentences, and traditional data-mining techniques for documents can be used. The algorithm generalizes prior work which is based on rigid notions of network neighborhoods, and argues that the added flexibility in exploring neighborhoods is the key to learning richer representations of nodes in graphs. The algorithm is considered one of the best graph classifiers.

Brian D. Ripley

Brian David Ripley FRSE (born 29 April 1952) is a British statistician. From 1990, he was professor of applied statistics at the University of Oxford and also a professorial fellow at St Peter's College. He retired August 2014 due to ill health. == Biography == Ripley has made contributions to the fields of spatial statistics and pattern recognition. His work on artificial neural networks in the 1990s helped to bring aspects of machine learning and data mining to the attention of statistical audiences. He emphasised the value of robust statistics in his books Pattern Recognition and Neural Networks and Modern Applied Statistics with S. Ripley helped develop the S-PLUS programming language and its open source derivative R. He co-authored two books based on S, S Programming and Modern Applied Statistics with S. Since mid-1997 he is a member of the "R Core Team" and from 2000 to 2021 he was one of the most active committers to the R core. The package MASS is one of only fifteen "recommended packages" for R (with June 2024 more than 20,900). He was educated at the University of Cambridge, where he was awarded both the Smith's Prize (at the time awarded to the best graduate essay writer who had been undergraduate at Cambridge in that cohort) and the Rollo Davidson Prize. The university also awarded him the Adams Prize in 1987 for an essay entitled Statistical Inference for Spatial Processes, later published as a book. FIRST Global Challenge

The FIRST Global Challenge is a yearly robotics competition organized by the International First Committee Association. It promotes STEM education and careers for youth and was created by Dean Kamen in 2016 as an expansion of FIRST, an organization with similar objectives. == History == FIRST Global is a trade name for the International First Committee Association, a nonprofit corporation based in Manchester, New Hampshire, with a 501(c)(3) designation from the IRS. The nonprofit was founded by the co-founder of FIRST, Dean Kamen, with the objective of promoting STEM education and careers in the developing world through Olympics-style robotics competitions. Former US Congressman, Joe Sestak was the organization's president in 2017, but left after the 2017 Challenge. Each year, the FIRST Global Challenge is held in a different city. For example, Mexico City was selected to host the 2018 Challenge after the United States hosted the 2017 edition in Washington, DC. This is a change from FIRST's system of championships, where one city hosts for several years at a time. In May 2020, it was announced that FIRST Global would not host a traditional challenge in 2020 due to the COVID-19 pandemic and shifted to a remote model. One of the three champions were Team Bangladesh. In 2022, FIRST Global returned to in-person events with the 2022 Challenge in Geneva, Switzerland. == Editions == === Washington, D.C. 2017 === The 2017 FIRST Global Challenge was held in Washington, D.C., from July 16–18, and the challenge was the use of robots to separate different colored balls, representing clean water and impurities in water, symbolizing the Engineering Grand Challenge (based on the Millennium Development Goal) of improving access to clean water in the developing world. Around 160 teams composed of 15- to 18-year-olds from 157 countries participated, and around 60% of teams were created or led by young women. Six continental teams also participated. === Mexico City 2018 === The 2018 FIRST Global Challenge was held in Mexico City from August 15–18. The 2018 Challenge was called Energy Impact and explored the impact of various types of energy on the world and how they can be made more sustainable. In the challenge, robots worked together in teams of three to give cubes to human players, turn a crank, and score cubes in goals in order to generate electrical power. The challenge was based on three Engineering Grand Challenges; making solar energy affordable, making fusion energy a reality, and creating carbon sequestration methods. === Dubai 2019 === The 2019 challenge, called Ocean Opportunities, was held in Dubai from October 24–27 and was the first challenge hosted outside of North America. The challenge was themed around clearing the ocean of pollutants, and had two alliances of three teams each attempting to score large and small balls representing pollutants into processing areas and a processing barge. The processing barge had multiple levels, with higher levels worth more points. At the end of the match, robots "docked" with the barge by driving onto or climbing up it, with climbing worth more points. The event was opened by Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai. === Geneva 2022 === The 2022 challenge called Carbon Capture, was held in Geneva from October 13–16. The challenge was themed around removing carbon dioxide (CO2) emissions from the atmosphere. In the Carbon Capture game, six different countries worked together to capture and store black balls representing carbon particles. The storage tower had multiple cantilevered bars that the robots mounted to, with the higher bars worth a greater multiplier. At the end of a match, robots "docked" on the storage tower's base or climbed the bars with their alliance indicator ball. Each match started with a "global alliance" of six countries, then divided into two "regional alliances" each consisting of three countries. The event was opened by Dr. Martina Hirayama, Switzerland State Secretary for Education, Research and Innovation (SERI). === Singapore 2023 === The 2023 challenge, called Hydrogen Horizons, was held in Singapore from October 7–10. The challenge is themed around renewable energy with a focus on hydrogen technologies. === Athens 2024 === The 2024 challenge was hosted in the Peace and Friendship Stadium in Attica, Greece. === Panama 2025 === The 2025 challenge, Eco Equilibrium, was hosted in the Panama Convention Centre in Panama City, Panama. == Subordinate programs == === Global STEM Corps === The Global STEM Corps is a FIRST Global initiative that connects qualified volunteer mentors with students in developing countries to prepare them for competitions. === New Technology Experience === The New Technology Experience (NTE) is an annual component of the FIRST Global Challenge that was added to the organization's offerings in 2021. It was established as a means for the student community to stay current with cutting-edge technology and is integrated with each year's theme. The 2021 NTE was the CubeSat Prototype Challenge. The 2022 NTE, Carbon Countermeasures, was presented in partnership with XPRIZE.

Vasant G. Honavar is an Indian-American computer scientist, and artificial intelligence, machine learning, big data, data science, causal inference, knowledge representation, bioinformatics and health informatics researcher and professor. == Early life and education == Vasant Honavar was born at Pune, India to Bhavani G. and Gajanan N. Honavar. He received his early education at the Vidya Vardhaka Sangha High School and M.E.S. College in Bangalore, India. He received a B.E. in Electronics & Communications Engineering from the B.M.S. College of Engineering in Bangalore, India in 1982, when it was affiliated with Bangalore University, an M.S. in electrical and computer engineering in 1984 from Drexel University, and an M.S. in computer science in 1989, and a Ph.D. in 1990, respectively, from the University of Wisconsin–Madison, where he studied Artificial Intelligence and worked with Leonard Uhr. == Career == Honavar is on the faculty of Informatics and Intelligent Systems Department in the Penn State College of Information Sciences and Technology at Pennsylvania State University where he currently holds the Dorothy Foehr Huck and J. Lloyd Huck Chair in Biomedical Data Sciences and Artificial Intelligence and previously held the Edward Frymoyer Endowed Chair in Information Sciences and Technology. He serves on the faculties of the graduate programs in Computer Science, Informatics, Bioinformatics and Genomics, Neuroscience, Operations Research, Public Health Sciences, and of undergraduate programs in Data Science and Artificial Intelligence methods and applications. Honavar serves as the director of the Artificial Intelligence Research Laboratory, Director of Strategic Initiatives for the Institute for Computational and Data Sciences and the director of the Center for Artificial Intelligence Foundations and Scientific Applications at Pennsylvania State University. Honavar served on the Leadership Team of the Northeast Big Data Innovation Hub. Honavar served on the Computing Research Association's Computing Community Consortium Council during 2014-2017, where he chaired the task force on Convergence of Data and Computing, and was a member of the task force on Artificial Intelligence. Honavar was the first Sudha Murty Distinguished Visiting Chair of Neurocomputing and Data Science by the Indian Institute of Science, Bangalore, India. Honavar was named a Distinguished Member of the Association for Computing Machinery for "outstanding scientific contributions to computing"; and elected a Fellow of the American Association for the Advancement of Science for his "distinguished research contributions and leadership in data science". As a Program Director in the Information Integration and Informatics program in the Information and Intelligent Systems Division of the Computer and Information Science and Engineering Directorate of the US National Science Foundation during 2010-13, Honavar led the Big Data Program. Honavar was a professor of computer science at Iowa State University where he led the Artificial Intelligence Research Laboratory which he founded in 1990 and was instrumental in establishing an interdepartmental graduate program in Bioinformatics and Computational Biology (and served as its Chair during 2003–2005). Honavar has held visiting professorships at Carnegie Mellon University, the University of Wisconsin–Madison, and at the Indian Institute of Science. == Research == Honavar's research has contributed to advances in artificial intelligence, machine learning, causal inference, knowledge representation, neural networks, semantic web, big data analytics, and bioinformatics and computational biology. He was a program chair of the Association for the Advancement of Artificial Intelligence(AAAI)'s 36th Conference on Artificial Intelligence. He has published over 300 research articles, including many highly cited ones, as well as several books on these topics. His recent work has focused on federated machine learning algorithms for constructing predictive models from distributed data and linked open data, learning predictive models from high dimensional longitudinal data, reasoning with federated knowledge bases, detecting algorithmic bias, big data analytics, analysis and prediction of protein-protein, protein-RNA, and protein-DNA interfaces and interactions, social network analytics, health informatics, secrecy-preserving query answering, representing and reasoning about preferences, and causal inference from complex, e.g., relational, data, large language models, diffusion models, and meta analysis. Honavar has been active in fostering national and international scientific collaborations in Artificial Intelligence, Data Sciences, and their applications in addressing national, international, and societal priorities in accelerating science, improving health, transforming agriculture through partnerships that bring together academia, non-profits, and industry.
