NOMINATE (an acronym for nominal three-step estimation) is a multidimensional scaling application developed by US political scientists Keith T. Poole and Howard Rosenthal in the early 1980s to analyze preferential and choice data, such as legislative roll-call voting behavior. In its most well-known application, members of the US Congress are placed on a two-dimensional map, with politicians who are ideologically similar (i.e. who often vote the same) being close together. One of these two dimensions corresponds to the familiar left–right political spectrum (liberal–conservative in the United States). As computing capabilities grew, Poole and Rosenthal developed multiple iterations of their NOMINATE procedure: the original D-NOMINATE method, W-NOMINATE, and most recently DW-NOMINATE (for dynamic, weighted NOMINATE). In 2009, Poole and Rosenthal were the first recipients of the Society for Political Methodology's Best Statistical Software Award for their development of NOMINATE. In 2016, the society awarded Poole its Career Achievement Award, stating that "the modern study of the U.S. Congress would be simply unthinkable without NOMINATE legislative roll call voting scores." == Procedure == The main procedure is an application of multidimensional scaling techniques to political choice data. Though there are important technical differences between these types of NOMINATE scaling procedures, all operate under the same fundamental assumptions. First, that alternative choices can be projected on a basic, low-dimensional (often two-dimensional) Euclidean space. Second, within that space, individuals have utility functions which are bell-shaped (normally distributed), and maximized at their ideal point. Because individuals also have symmetric, single-peaked utility functions which center on their ideal point, ideal points represent individuals' most preferred outcomes. That is, individuals most desire outcomes closest their ideal point, and will choose/vote probabilistically for the closest outcome. Ideal points can be recovered from observing choices, with individuals exhibiting similar preferences placed more closely than those behaving dissimilarly. It is helpful to compare this procedure to producing maps based on driving distances between cities. For example, Los Angeles is about 1,800 miles from St. Louis; St. Louis is about 1,200 miles from Miami; and Miami is about 2,700 miles from Los Angeles. From this (dis)similarities data, any map of these three cities should place Miami far from Los Angeles, with St. Louis somewhere in between (though a bit closer to Miami than Los Angeles). Just as cities like Los Angeles and San Francisco would be clustered on a map, NOMINATE places ideologically similar legislators (e.g., liberal Senators Barbara Boxer (D-Calif.) and Al Franken (D-Minn.)) closer to each other, and farther from dissimilar legislators (e.g., conservative Senator Tom Coburn (R-Okla.)) based on the degree of agreement between their roll call voting records. At the heart of the NOMINATE procedures (and other multidimensional scaling methods, such as Poole's Optimal Classification method) are algorithms they utilize to arrange individuals and choices in low dimensional (usually two-dimensional) space. Thus, NOMINATE scores provide "maps" of legislatures. Using NOMINATE procedures to study congressional roll call voting behavior from the First Congress to the present-day, Poole and Rosenthal published Congress: A Political-Economic History of Roll Call Voting in 1997 and the revised edition Ideology and Congress in 2007. In 2009, Poole and Rosenthal were named the first recipients of the Society for Political Methodology's Best Statistical Software Award for their development of NOMINATE, a recognition conferred to "individual(s) for developing statistical software that makes a significant research contribution". In 2016, Keith T. Poole was awarded the Society for Political Methodology's Career Achievement Award. The citation for this award reads, in part, "One can say perfectly correctly, and without any hyperbole: the modern study of the U.S. Congress would be simply unthinkable without NOMINATE legislative roll call voting scores. NOMINATE has produced data that entire bodies of our discipline—and many in the press—have relied on to understand the U.S. Congress." == Dimensions == Poole and Rosenthal demonstrate that—despite the many complexities of congressional representation and politics—roll call voting in both the House and the Senate can be organized and explained by no more than two dimensions throughout the sweep of American history. The first dimension (horizontal or x-axis) is the familiar left-right (or liberal-conservative) spectrum on economic matters. The second dimension (vertical or y-axis) picks up attitudes on cross-cutting, salient issues of the day (which include or have included slavery, bimetallism, civil rights, regional, and social/lifestyle issues). Rosenthal and Poole have initially argued that the first dimension refers to socio-economic matters and the second dimension to race-relations. However, the often confusing and residual nature of the second dimension has led to the second dimension being largely ignored by other researchers. For the most part, congressional voting is uni-dimensional, with most of the variation in voting patterns explained by placement along the liberal-conservative first dimension. While the first dimension of the DW-NOMINATE score is able to predict results at 83% accuracy, the addition of the second dimension only increases accuracy to 85%. Furthermore, the second dimension only provided a significant increase in accuracy for Congresses 1-99. As late as the 1990s, the second dimension was able to measure partisan splits in abortion and gun rights issues. However, a 2017 analysis found that since 1987, the votes of the US Congress had best fit a one-dimensional model, suggesting increasing party polarization after 1987. == Interpretation of nominate scores == For illustrative purposes, consider the following plots which use W-NOMINATE scores to scale members of Congress and uses the probabilistic voting model (in which legislators farther from the "cutting line" between "yea" and "nay" outcomes become more likely to vote in the predicted manner) to illustrate some major Congressional votes in the 1990s. Some of these votes, like the House's vote on President Clinton's welfare reform package (the Personal Responsibility and Work Opportunity Act of 1996) are best modeled through the use of the first (economic liberal-conservative) dimension. On the welfare reform vote, nearly all Republicans joined the moderate-conservative bloc of House Democrats in voting for the bill, while opposition was virtually confined to the most liberal Democrats in the House. The errors (those representatives on the "wrong" side of the cutting line which separates predicted "yeas" and predicted "nays") are generally close to the cutting line, which is what we would expect. A legislator directly on the cutting line is indifferent between voting "yea" and "nay" on the measure. All members are shown on the left panel of the plot, while only errors are shown on the right panel: Economic ideology also dominates the Senate vote on the Balanced Budget Amendment of 1995: On other votes, however, a second dimension (which has recently come to represent attitudes on cultural and lifestyle issues) is important. For example, roll call votes on gun control routinely split party coalitions, with socially conservative "blue dog" Democrats joining most Republicans in opposing additional regulation and socially liberal Republicans joining most Democrats in supporting gun control. The addition of the second dimension accounts for these inter-party differences, and the cutting line is more horizontal than vertical (meaning the cleavage is found on the second dimension rather than the first dimension on these votes) This pattern was evident in the 1991 House vote to require waiting periods on handguns: == Political ideology == DW-NOMINATE scores have been used widely to describe the political ideology of political actors, political parties and political institutions. For instance, a score in the first dimension that is close to either pole means that such score is located at one of the extremes in the liberal-conservative scale. So, a score closer to 1 is described as conservative whereas a score closer to −1 can be described as liberal. Finally, a score at zero or close to zero is described as moderate. == Political polarization == Poole and Rosenthal (beginning with their 1984 article "The Polarization of American Politics") have also used NOMINATE data to show that, since the 1970s, party delegations in Congress have become ideologically homogeneous and distant from one another (a phenomenon known as "polarization"). Comet (browser)
Comet is an AI-powered web browser based on Chromium. It was released by Perplexity AI for Microsoft Windows and macOS on July 9, 2025, for Android on November 20, 2025, and for iOS on March 18, 2026. Initial access to the browser was limited to users subscribed to Perplexity's most expensive tier, with broader availability expected over time. The browser was released for free download in October 2025. == Features == Comet is integrated with Perplexity's AI-assisted search engine. The browser features an assistant which enables users to perform a variety of tasks such as generating article summaries, sending emails, or buying products. == Security concerns == Researchers at LayerX Security identified a malicious attack vector which they call CometJacking. The exploit could possibly exfiltrate a user's personal sensitive data to a remote server controlled by the attacker. LayerX attempted to responsibly disclose their findings to Comet's developer Perplexity AI in August 2025. Perplexity responded that they saw no security impact and marked the disclosure as not applicable.
Mustafa Suleyman
Mustafa Suleyman (born in August 1984) is a British artificial intelligence (AI) entrepreneur. He is the CEO of Microsoft AI, and the co-founder and former head of applied AI at DeepMind, an AI company which was acquired by Google. After leaving DeepMind, he co-founded Inflection AI, a machine learning and generative AI company, in 2022. == Early life and education == Suleyman's Syrian father worked as a taxi driver and his English mother was a nurse. He grew up off Caledonian Road, London, where he lived with his parents and his two younger brothers. Suleyman went to Thornhill Primary School, a state school in Islington, followed by Queen Elizabeth's School, Barnet, a boys' grammar school. Around that time, he met his DeepMind co-founder, Demis Hassabis, through his best friend, who was Demis's younger brother. Suleyman shared that he and Hassabis often discussed how they could make a positive impact on the world. Suleyman enrolled to study philosophy and theology at the University of Oxford where he was an undergraduate student at Mansfield College, Oxford, before dropping out at 19. == Career == In August 2001, while still a teenager and a "strong atheist", Suleyman helped Mohammed Mamdani establish a telephone counselling service called the Muslim Youth Helpline. The organization would later become one of the largest mental health support services. Suleyman subsequently worked as a policy officer on human rights for Ken Livingstone, the Mayor of London, before going on to start Reos Partners, a "systemic change" consultancy that uses methods from conflict resolution to navigate social problems. As a negotiator and facilitator, Mustafa worked for a wide range of clients such as the United Nations, the Dutch government, and the World Wide Fund for Nature. === DeepMind and Google === In 2010 Suleyman co-founded DeepMind Technologies, an artificial intelligence (AI) and machine learning company, and became its chief product officer. The company quickly established itself as one of the leaders in the AI sector. In 2014 DeepMind was acquired by Google for a reported £400 million, the company's largest acquisition in Europe at that time. Following the acquisition, Suleyman became head of applied AI at DeepMind, taking on responsibility for integrating the company's technology across a wide range of Google products. In February 2016 Suleyman launched DeepMind Health at the Royal Society of Medicine. DeepMind Health builds clinician-led technology for the National Health Service (NHS) and other partners to improve frontline healthcare services. Under Suleyman, DeepMind also developed research collaborations with healthcare organizations in the United Kingdom, including Moorfields Eye Hospital NHS foundation trust. In 2016, Suleyman led an effort to apply DeepMind's machine learning algorithms to help reduce the energy required to cool Google's data centres. The system evaluated the billions of possible combinations of actions that the data centre operators could take, and came up with recommendations based on the predicted power usage. The system discovered novel methods of cooling, leading to a reduction of up to 40% of the amount of energy used for cooling, and a 15% improvement in the buildings' overall energy efficiency. Since June 2019, Suleyman has served on the board of The Economist Group, which publishes The Economist newspaper. In August 2019, Suleyman was placed on administrative leave following allegations of bullying employees. The company hired an external lawyer to investigate, and shortly thereafter Suleyman left to take a VP role at parent company Google. An email circulated by DeepMind's leadership to staff after the story broke, as well as additional details published by Business Insider, said Suleyman's "management style fell short" of expected standards. In December 2019, Suleyman announced he would be leaving DeepMind to join Google, working in a policy role. === Inflection AI === Suleyman left Google in January 2022 and joined Greylock Partners as a venture partner and in March 2022, Suleyman co-founded Inflection AI, a new AI lab venture with Greylock's Reid Hoffman. The company was founded with the goal of leveraging "AI to help humans 'talk' to computers," recruited former staff from companies such as Google and Meta and raised $225 million in its first funding round. In 2023, Inflection AI launched a chatbot named “Pi” for Personal Intelligence. The bot “remembers” past conversations and seems to get to know its users over time. According to Suleyman, the long-term goal for Pi is to be a digital “Chief of Staff”, with the initial design focused on maintaining conversational dialogue with users, asking questions, and offering emotional support. === Microsoft AI === In March 2024, Microsoft appointed Suleyman as Executive Vice President (EVP) and CEO of its newly created consumer AI unit, Microsoft AI. Several members of Inflection AI's team were also appointed to the division, including co-founder Karen Simonyan. === Awards and honours === Suleyman was appointed a Commander of the British Empire (CBE) in the 2019 New Year Honours. Suleyman was named by Time as one of the 100 most influential people in artificial intelligence in 2023 and in 2024. === Views on AI ethics === Suleyman is prominent in the debate over the ethics of AI and has spoken widely about the need for companies, governments and civil society to join in holding technologists accountable for the impacts of their work. He has advocated redesigning incentives in the technology industry to steer business leaders toward prioritising social responsibility alongside their fiduciary duties. Within DeepMind he set up a research unit called DeepMind Ethics & Society to study the real-world impacts of AI and help technologists put ethics into practice. Suleyman is also a founding co-chair of the Partnership on AI – an organisation that includes representatives from companies such as Amazon, Apple, DeepMind, Meta, Google, IBM, and Microsoft. The organisation studies and formulates best practices for AI technologies, advances the public's understanding of AI, and serves as an open platform for discussion and engagement about AI and how it affects people and society. Its board of directors has equal representation from non-profit and for profit entities. In September 2023, Suleyman, in collaboration with researcher Michael Bhaskar, published The Coming Wave, Technology, Power and the 21st Century's Greatest Dilemma, a book that examines the transformative and potentially perilous impact of advanced technologies, particularly AI and synthetic biology. According to Suleyman, AI notably has the potential to bring "radical abundance", address climate change and empower people with its cheap problem-solving capabilities. But it may also improve its own design and manufacturing processes, leading to a period of dangerously rapid AI progress. And it could enable catastrophic misuse, from bioengineered pathogens to autonomous weapons, making global oversight and containment essential to avoid unintended consequences. It was shortlisted for the 2023 Financial Times Business Book of the Year Award. In June 2024, in an interview with Andrew Ross Sorkin at the Aspen Ideas Festival, Suleyman expressed the view that unless a website explicitly specifies otherwise, for "content that is already on the open web, the social contract of that content since the 90s has been that it is fair use. Anyone can copy it, recreate with it, reproduce with it. That has been freeware, if you like. That's been the understanding." Global Partnership on Artificial Intelligence
The Global Partnership on Artificial Intelligence (GPAI, pronounced "gee-pay") is an international initiative established to guide the responsible development and use of artificial intelligence (AI) in a manner that respects human rights and the shared democratic values of its members. The partnership was first proposed by Canada and France at the 2018 44th G7 summit, and officially launched in June 2020. GPAI is hosted by the Organisation for Economic Co-operation and Development (OECD). GPAI seeks to bridge the gap between theory and practice by supporting research and applied activities in areas that are directly relevant to policymakers in the realm of AI. It brings together experts from industry, civil society, governments, and academia to collaborate on the challenges and opportunities presented by artificial intelligence. == History == The Global Partnership on Artificial Intelligence was announced on the margins of the 2018 G7 Summit by Canadian Prime Minister Justin Trudeau and French President Emmanuel Macron. It officially launched on June 15, 2020 with fifteen founding members: Australia, Canada, France, Germany, India, Italy, Japan, Mexico, New Zealand, the Republic of Korea, Singapore, Slovenia, the United Kingdom, the United States, and the European Union. The Organisation for Economic Co-operation and Development (OECD) hosts a dedicated secretariat to support GPAI's governing bodies and activities. UNESCO joined the partnership in December 2020 as an observer. On November 11, 2021, Czechia, Israel and few more EU countries also joined the GPAI, bringing the total membership to 25 countries. Since the November 2022 summit, the list of members stands at 29. Austria, Chile, Finland, Malaysia, Norway, Slovakia and Switzerland were invited. Roposo
Roposo is an Indian video-sharing social media service, owned by Glance, a subsidiary of InMobi. Roposo provides a space where users can share posts related to different topics like food, comedy, music, poetry, fashion and travel. It is a platform where people express visually with homemade videos and photos. The app offers a TV-like browsing experience with user-generated content on its channels. Users can also use editing tools on the platform and upload their content. == History == Established in July 2014 under Relevant E-solutions Pvt. Ltd., Roposo is the brainchild of three IIT Delhi alumni – Mayank Bhangadia, Avinash Saxena, and Kaushal Shubhank. Under Bhangadia's leadership, the company pivoted from a fashion-based network into a short-form video platform with AI-powered moderation, and its journey was featured as a Harvard Business Publishing case study. In November 2019, Roposo was acquired by InMobi's Glance Digital Experience Pvt. Ltd.(the mobile content platform and part of the InMobi Group). When the Chinese-owned video-sharing app TikTok was banned on 30 June 2020, the app saw a huge spike in users with several TikTok users registering on Roposo. == Technology == The open platform has some features such as a TV-like browsing, different channels, a chat feature that lets buyers and sellers converse directly through the platform, and creation tools such as an option to add voice-over, music and GIF stickers for videos and photos.
Aurora (supercomputer)
Aurora is an exascale supercomputer that was sponsored by the United States Department of Energy (DOE) and designed by Intel and Cray for Argonne National Laboratory. It was briefly the second fastest supercomputer in the world from November 2023 to June 2024. The cost was estimated in 2019 to be US$500 million. Olivier Franza is the chief architect and principal investigator of this design. == History == In 2013 DOE presented a proposal for an "exascale" supercomputer, capable of speeds in the neighborhood of 1 exaFLOP (1018 floating point mathematical operations per second) with a maximum power consumption of 20 megawatts (MW) by 2020. Aurora was first announced in 2015 and to be finished in 2018. It was expected to have a speed of 180 petaFLOPS which would be around the speed of Summit. Aurora was meant to be the most powerful supercomputer at the time of its launch and to be built by Cray with Intel processors. Later, in 2017, Intel announced that Aurora would be delayed to 2021 but scaled up to 1 exaFLOP. In March 2019, DOE said that it would build the first supercomputer with a performance of one exaFLOP in the United States in 2021. In October 2020, DOE said that Aurora would be delayed again for a further six months, and would no longer be the first exascale computer in the US. In late October 2021 Intel announced that Aurora would now exceed 2 exaFLOPS in peak double-precision compute – That claim however never was realized. The system was fully installed on June 22, 2023. In May 2024, Aurora appeared at number two on the Top500 supercomputer list, with a performance of 1.012 exaFLOPS, marking the second entry of an exascale capable system on the Top500. == Usage == Functions include research on brain structure, nuclear fusion, low carbon technologies, subatomic particles, cancer and cosmology. It will also develop new materials that will be useful for batteries and more efficient solar cells. It is to be available to the general scientific community. == Architecture == Aurora has 10,624 nodes, with each node being composed of two Intel Xeon Max processors, six Intel Max series GPUs and a unified memory architecture, providing a maximum computing power of 130 teraFLOPS per node. It has around 10 petabytes of memory and 230 petabytes of storage. The machine is stated to consume around 39 MW of power. For comparison, the fastest computer in the world today, El Capitan uses 30 MW, while another Top 500 System, Frontier uses 24 MW.
