Ave!Comics Production is a privately owned French company editing comics on smartphones, tablets and computers. It was founded in 2008 and it is a subsidiary of Aquafadas, a software development company in digital publishing owned by Kobo Inc. The AveComics application was also a finalist in the BlackBerry Innovation Awards 2009, in the "Entertainment" category. == Company history == Aquafadas, a company working on creative software for Flash, HTML5, photo, and video editing, created the application MyComics to allow the reading of comics on mobile in 2006. This application was made available in 2008, to enable the reading and storing of comics on iPhone and iPod Touch. A reading system adapted to low resolution screens was also available. In October of the same year, the company launched a comics library on both devices, in partnership with the Angoulême International Comics Festival, Fnac and SNCF. This library included the official selection of the festival, and was downloaded over 150 000 times. In December 2008 "The Adventures of Lucky Luke n°3", at Lucky Comics was published on both devices. The comic made a 50 000 € turnover. In April 2009, "Les Blondes" 10th volume was the top-selling comic for 10 months on the AppStore. After, in August 2009, the AveComics application was launched on iPhone, iPod Touch and BlackBerry. Although the terminology is different, function is the same: characterization of the topic discussed in a document. The task of keyword extraction is an important problem in text mining, information extraction, information retrieval and natural language processing (NLP). == Keyword assignment vs. extraction == Keyword assignment methods can be roughly divided into: keyword assignment (keywords are chosen from controlled vocabulary or taxonomy) and keyword extraction (keywords are chosen from words that are explicitly mentioned in original text). Methods for automatic keyword extraction can be supervised, semi-supervised, or unsupervised. Alex Krizhevsky
Alex Krizhevsky is a Canadian computer scientist most noted for his work on artificial neural networks and deep learning. In 2012, Krizhevsky, Ilya Sutskever and their PhD advisor Geoffrey Hinton, at the University of Toronto, developed a powerful visual-recognition network AlexNet using only two GeForce-branded GPU cards. This revolutionized research in neural networks. Previously neural networks were trained on CPUs. The transition to GPUs opened the way to the development of advanced AI models. == AlexNet == Motivated by Sutskever and inspired by Hinton, Krizhevsky developed AlexNet to expand the limits in image recognition and classification. Building on Convolutional Neural Networks and Sutskever’s Deep Neural Network approach of deepening the neural layers far beyond the convention of the time—as well as adding Dropout for training resilience—AlexNet won the ImageNet challenge in 2012. The team presented their paper for AlexNet at NeurIPS (NIPS) 2012. Shortly after AlexNet’s debut, Krizhevsky and Sutskever sold their startup, DNN Research Inc., to Google. Krizhevsky left Google in September 2017 after losing interest in the work, to work at the company Dessa in support of new deep-learning techniques. Many of his numerous papers on machine learning and computer vision are frequently cited by other researchers. He is also the main author of the CIFAR-10 and CIFAR-100 datasets. == Legacy == AlexNet is widely credited with igniting the deep learning revolution. Anthropic–United States Department of Defense dispute
Since January 2026, the United States Department of Defense has conflicted with the artificial intelligence company Anthropic over the use of its products for military purposes and mass domestic surveillance. == Background == === Artificial intelligence in the U.S. military === The United States Department of Defense began developing lethal autonomous weapons as early as the Reagan administration. The Department of Defense established a policy on the use of artificial intelligence in 2012, Directive 3000.09. Efforts to utilize artificial intelligence intensified under the term of secretary Ash Carter. The Department of Defense's use of artificial intelligence for Project Maven prompted concerns within Google in 2018, leading to protests and mass resignations. === Anthropic in the second Trump administration === In Donald Trump's second presidency, Anthropic publicly disagreed with the administration's policies and initiatives. In January 2025, Anthropic chief executive Dario Amodei criticized the artificial intelligence investment project Stargate as "chaotic" and opposed Trump's rescission of president Joe Biden's Executive Order on Artificial Intelligence, but noted that Anthropic had held discussions with Trump officials about artificial intelligence policy. Amid discussions over the One Big Beautiful Bill Act, Anthropic privately lobbied for Congress to vote against a bill preventing states from regulating artificial intelligence and expressed opposition to an artificial intelligence agreement signed among Gulf states in Trump's visit to the Middle East in May. According to Semafor, Trump officials chastised Anthropic's hiring of several officials involved in the Biden administration, including Elizabeth Kelly, the former director of the Artificial Intelligence Safety Institute; Tarun Chhabra, the coordinator for technology and national security in the National Security Council; and Ben Buchanan, Biden's advisor for artificial intelligence. The following month, Amodei wrote an op-ed in The New York Times describing the artificial intelligence regulation bill, then tied to the One Big Beautiful Bill Act, as "far too blunt an instrument". Prior to the dispute, the Trump administration had integrated Anthropic's services. By November 2024, Anthropic had already partnered with Palantir and Amazon Web Services, companies that offered services with FedRAMP authorization. In the Biden administration, Anthropic had reached an agreement with the AI Safety Institute and had participated in a nuclear information safety evaluation. The Department of Homeland Security authorized its workers to use commercial artificial intelligence systems, including Anthropic's Claude, until May 2025. Through its interoperability with Palantir, a company heavily involved in data analysis and analytics at the Department of Defense, Anthropic's technology achieved relatively widespread usage in the U.S. military. The following month, Anthropic announced that it would allow national security customers to use Claude Gov. Anthropic's orthogonal usage policy to the surveillance systems implemented at the Federal Bureau of Investigation, the Secret Service, and Immigration and Customs Enforcement led to a conflict between Anthropic and the Trump administration by September. That month, Amodei criticized Trump's approach to export restrictions on semiconductors. Anthropic's strategy has mirrored Amodei's views towards Trump; in a Facebook post ahead of the 2024 presidential election, Amodei urged his associates to vote for vice president Kamala Harris over Trump, describing him as a "feudal warlord". As the Trump administration targeted law firms, Amodei cut ties with the firms Skadden, Arps, Slate, Meagher & Flom and Latham & Watkins, which reached agreements with the Trump administration to avoid punishment. David Sacks, Trump's advisor for artificial intelligence and cryptocurrency, said on All-In (2020–present) that Anthropic was among several "AI doomers" that support regulation he saw as overly restrictive. According to The Wall Street Journal, officials close to Sacks examined whether Anthropic's Claude was a "woke AI"; in July, Trump signed an executive order "Preventing Woke AI in the Federal Government ". Sacks viewed Amodei's decision to attend the World Economic Forum over Trump's second inauguration; his hiring of Biden officials; and Anthropic's association with the philanthropic initiative Open Philanthropy as evidence that Anthropic would not support Trump's agenda. In October 2025, Sacks stated that Anthropic was "running a sophisticated regulatory capture strategy based on fear-mongering." That month, Amodei published a blog post rebuffing "inaccurate claims" from the Trump administration on Anthropic's policies, intensifying the dispute. Amodei's statement included views explicitly espoused by vice president JD Vance. In December, Amodei met with Trump officials and several senators in an effort to improve Anthropic's relationship with the Trump administration. == Dispute == In December 2025, secretary of defense Pete Hegseth announced GenAI.mil, an artificial intelligence platform for the Department of Defense. The department initially contracted Google Gemini for the platform, then OpenAI's ChatGPT. The following month, Hegseth announced that the Department of Defense would additionally contract xAI's Grok for use in the military, decrying "woke AI." In January 2026, Semafor reported that the Department of Defense had conflicted with Anthropic over its policies on lethal military force and that Hegseth's comment on woke AI was a reference to Anthropic. According to Reuters, Anthropic representatives opposed the use of the company's products for surveillance or to develop lethal autonomous weapons. The dispute between Anthropic and the Department of Defense resulted in the termination of a contract worth an estimated US$200 million. In February 2026, Emil Michael, the under secretary of defense for research and engineering, stated that the Department of Defense would expand access to commercial artificial intelligence systems, including Anthropic's Claude, to unclassified and classified domains. That month, Axios reported that the Department of Defense had used Claude in the United States intervention in Venezuela. Anthropic told Axios that it would reassess its partnership with the Department of Defense after the revelations. After Anthropic refused to agree to allow the Department of Defense to use Claude for "all lawful purposes," the department threatened to cancel its contracts with the company. Hegseth additionally moved to label Anthropic a "supply chain risk," which would have forced military contractors to cut ties with Anthropic. A federal judge blocked this designation, describing it as punitive. Michael told reporters that Anthropic should "cross the Rubicon" and allow the Department of Defense to dictate the terms of how its technology is used. The position of the Department of Defense, and its tactics during the dispute, were widely criticized on grounds including violating the principles of rule-of-law, market independence and national security. == Impact == The dispute caused 1789 Capital, a venture capital firm associated with Donald Trump Jr., to abandon an investment in Anthropic worth hundreds of millions of dollars. Following the government's actions against Anthropic, OpenAI "rushed", hours before the US started the 2026 Iran war, to get a deal without the constraints that Anthropic had sought. == Lawsuits == In March 2026, Judge Rita F. Lin granted a preliminary injunction against the government. Lin wrote: The Department of War’s records show that it designated Anthropic as a supply chain risk because of its “hostile manner through the press.” Punishing Anthropic for bringing public scrutiny to the government’s contracting position is classic illegal First Amendment retaliation. (...) At bottom, Anthropic has shown that these broad punitive measures were likely unlawful and that it is suffering irreparable harm from them. Numerous amici have also described wide-ranging harm to the public interest, including the chilling of open discussion about important topics in AI safety. In April 2026, the Court of Appeals for the D.C. Circuit in a per curiam order denied Anthropic's motion to lift the designation. The April order is not final. The court's order said lifting the designation "would force the United States military to prolong its dealings with an unwanted vendor of critical AI services in the middle of a significant ongoing military conflict". According to Wired, "Several experts in government contracting and corporate rights" said "Anthropic has a strong case against the government, but the courts sometimes refuse to overrule the White House on matters related to national security."
Safe and Secure Innovation for Frontier Artificial Intelligence Models Act
The Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, or SB 1047, was a failed 2024 California bill intended to "mitigate the risk of catastrophic harms from AI models so advanced that they are not yet known to exist". Specifically, the bill would have applied to models which cost more than $100 million to train and were trained using a quantity of computing power greater than 1026 integer or floating-point operations. SB 1047 would have applied to all AI companies doing business in California—the location of the company would not matter. The bill would have created protections for whistleblowers and required developers to perform risk assessments of their models prior to release, with guidance from the Government Operations Agency. It would also have established CalCompute, a University of California public cloud computing cluster for startups, researchers and community groups. == Background == The rapid increase in capabilities of AI systems in the 2020s, including the release of ChatGPT in November 2022, caused some researchers and members of the public to become concerned about the existential risks associated with increasingly powerful AI systems. Hundreds of tech executives and AI researchers, including two of the so-called "Godfathers of AI", Geoffrey Hinton and Yoshua Bengio, signed a statement in May 2023 calling for the mitigation of the "risk of extinction from AI" to be a global priority alongside "pandemics and nuclear war". However, the plausibility of these risks is still widely debated. Strong regulation of AI has been criticized for purportedly causing regulatory capture by large AI companies like OpenAI, a phenomenon in which regulation advances the interest of larger companies at the expense of smaller competition and the public in general, although OpenAI ended up opposing the bill. Other advocates of AI regulation aim to prevent bias and privacy violations, rather than existential risks. For example, some experts who view existential concerns as overblown and unrealistic view them as a distraction from near-term harms of AI like discriminatory automated decision making. In the face of existential concerns, technology companies have made voluntary commitments to conduct safety testing, for example at the AI Safety Summit and AI Seoul Summit. In 2023, not long before the bill was proposed, Governor Newsom of California and President Biden issued executive orders on artificial intelligence. State Senator Wiener said SB 1047 draws heavily on the Biden executive order, and is motivated by the absence of unified federal legislation on AI safety. Historically, California has passed regulation on several tech issues itself, including consumer privacy and net neutrality, in the absence of action by Congress. == History == === Proposal and voting === The bill was authored by State Senator Scott Wiener. Wiener first proposed AI legislation for California through an intent bill called SB 294, the Safety in Artificial Intelligence Act, in September 2023. On February 7, 2024, Wiener introduced SB 1047. On May 21, SB 1047 passed the Senate 32–1. The bill was significantly amended by Wiener on August 15, 2024, in response to industry advice. Amendments included adding clarifications, and removing the creation of a "Frontier Model Division" and the penalty of perjury. On August 28, the bill passed the State Assembly 48–16. Then, due to the amendments, the bill was once again voted on by the Senate, passing 30–9. === Veto by governor === On September 29, Governor Gavin Newsom vetoed the bill. The deadline for California lawmakers to overrule Newsom's veto was November 30, 2024. Newsom cited concerns over the bill's regulatory framework targeting only large AI models based on their computational size, while not taking into account whether the models are deployed in high-risk environments. Newsom emphasized that this approach could create a false sense of security, overlooking smaller models that might present equally significant risks. He acknowledged the need for AI safety protocols but stressed the importance of adaptability in regulation as AI technology continues to evolve rapidly. Governor Newsom also committed to working with technology experts, federal partners, and research institutions, including the Carnegie Endowment for International Peace, led by former California Supreme Court Justice Mariano-Florentino Cuéllar; and Stanford University's Human-Centered AI (HAI) Institute, led by Dr. Fei-Fei Li. He announced plans to collaborate with these entities to advance responsible AI development, aiming to protect the public while fostering innovation. == Provisions == SB 1047 would have covered AI models with training compute over 1026 integer or floating-point operations and a cost of over $100 million. If a covered model is fine-tuned using more than $10 million, the resulting model would also have been covered. The bill would have defined critical harms with respect to four categories: Creation or use of a chemical, biological, radiological, or nuclear weapon Cyberattacks on critical infrastructure causing mass casualties or at least $500 million of damage Autonomous crimes causing mass casualties or at least $500 million of damage Other harms of comparable severity Developers would have needed to create a "safety and security protocol" before training covered models. Before deployment, they would have submitted a statement of compliance, confirming they took reasonable care to take measures to prevent covered models that pose an unreasonable risk of critical harms. The statement would have included risk assessments and descriptions of their compliance process. These rules would have applied to both covered models and their derivatives, including post-training modifications, with annual third-party audits required starting in 2026. Safeguards to reduce risk included the ability to shut down the model, which has been variously described as a "kill switch" and "circuit breaker". Whistleblowing provisions would have protected employees who report safety problems and incidents. Additionally, SB 1047 would have created a public cloud computing cluster called CalCompute, associated with the University of California, to support startups, researchers, and community groups that lack large-scale computing resources. === Compliance and supervision === SB 1047 would have required developers, beginning January 1, 2026, to annually retain a third-party auditor to perform an independent audit of compliance with the requirements of the bill, as provided. The Government Operations Agency would have reviewed the results of safety tests and incidents, and issue guidance, standards, and best practices. Scott Weiner describing it as a "light-touch, basic safety bill". This was disputed by critics of the bill, who described the bill's language as vague and criticized it as consolidating power in the largest AI companies at the expense of smaller ones. Proponents, in turn, argued that the bill only applies to models trained using more than 1026 FLOPS and with over $100 million, or fine-tuned with more than $10 million, and that the threshold could be increased if needed. The penalty of perjury was also a subject of debate, and was eventually removed through an amendment. The scope of the "kill switch" requirement was also reduced, following concerns from open-source developers. The use of the term "reasonable assurance" in the bill was also controversial, and it was eventually amended to "reasonable care". GPT-5.3-Codex (Generative Pre-trained Transformer 5.3 Codex) is a large language model (LLM) announced and released by OpenAI on February 5, 2026. It is made as a competitor to Claude's Opus 4.6, focusing on code generation, speed and the ability to search repositories, run terminal commands and at the same time, debug code. In technical benchmarks, it is reported that GPT-5.3 Codex is 25% faster than Opus 4.6. GPT-5.3 Codex is available in the Codex app and on the web; access via API is also planned. According to OpenAI, GPT-5.3-Codex is the company's "first model that was instrumental in creating itself."
