India AI Impact Summit 2026

The India AI Impact Summit 2026 (also abbreviated as the AI Impact Summit) was an international summit on artificial intelligence held at Bharat Mandapam, New Delhi, India, from 16 to 21 February 2026. It is the fourth in a series of global AI summits following the Bletchley Park AI Safety Summit in 2023, the AI Seoul Summit in 2024, and the AI Action Summit in Paris in 2025. Organised under the IndiaAI Mission by the Ministry of Electronics and Information Technology, it is the first summit in the series to be hosted by a Global South nation. This series of AI summits will continue with the AI Summit in Geneva to be hosted by Switzerland in 2027. The summit was inaugurated by Prime Minister Narendra Modi on 19 February 2026. The opening ceremony was also addressed by French President Emmanuel Macron and United Nations Secretary-General António Guterres. The summit was attended by over 20 heads of state and a delegation of global technology leaders including Sundar Pichai (Google), Sam Altman (OpenAI), and Demis Hassabis (DeepMind). The event faced criticism for organisational issues, misrepresentation of non-Indian products as Indian, and a perceived focus on trade fair activities over substantive governance. == Background == The AI Impact Summit was an international summit on artificial intelligence (AI) held in New Delhi from 16 to 20 February 2026. It followed the AI Action Summit in Paris in February 2025, the AI Seoul Summit in 2024 and the Bletchley Park AI Safety Summit in 2023. According to Crowell & Moring, the changing summit titles seemed to reflect a broader shift in focus away from AI safety and governance toward practical impact, implementation, and measurable outcomes. Ahead of the summit, an international panel of experts published the second International AI Safety Report. The summit was structured around three foundational pillars, termed "Sutras": People, Planet, and Progress. Seven thematic working groups were established to deliver outcomes across these pillars, covering AI for economic growth and social good; democratising AI resources; inclusion for social empowerment; safe and trusted AI; human capital; science; and resilience, innovation, and efficiency. == Programme == The summit ran over five days, later extended to six following overwhelming public response. Originally scheduled to conclude on 20 February, the event was extended to 21 February with expanded evening hours for the exhibition. === India AI Impact Expo === The India AI Impact Expo, inaugurated by Prime Minister Modi on 16 February, featured over 300 exhibitors from 30 countries across more than 10 thematic pavilions. Pavilions were organised across thematic zones aligned with the summit's three pillars, showcasing AI applications in healthcare, agriculture, education, and sustainable industry. === Leaders' Plenary and CEO Roundtable === The Leaders' Plenary on 19 February brought together heads of state, ministers, and representatives from multilateral institutions to outline national and global priorities on AI governance, infrastructure, and international cooperation. A CEO Roundtable, held the same evening, convened senior executives from global technology and industry firms with government leaders to discuss investment, research collaboration, and deployment of AI systems. === Research Symposium === A Research Symposium on AI and its Impact was held on 18 February, with the IIIT Hyderabad as knowledge partner. Discussions covered sovereign AI infrastructure, global adoption challenges, research breakthroughs, and policy priorities. == Participants == The summit drew delegations from over 100 countries, including more than 20 heads of state and 60 ministers. Notable attendees from the technology industry included Sundar Pichai (Google), Sam Altman (OpenAI), Dario Amodei (Anthropic), Demis Hassabis (Google DeepMind), and Mukesh Ambani (Reliance Industries). Representatives from multilateral institutions included Sangbu Kim of the World Bank. == Announcements and outcomes == === Indian AI models === Several Indian AI models and products were unveiled during the summit. Sarvam AI, an Indian AI laboratory, launched a new generation of large language models, including 30-billion and 105-billion parameter models using a mixture of experts architecture, as well as text-to-speech, speech-to-text, and vision models. Sarvam also introduced the Kaze smartglasses, described as the company's first hardware product, which Prime Minister Modi tested at the expo. The government-backed BharatGen Param2 model, a 17-billion parameter model supporting 22 Indian languages with multimodal capabilities, was also launched at the summit. === Infrastructure commitments === Union Minister Ashwini Vaishnaw outlined India's "whole-of-nation" AI strategy, describing plans to build a "frugal, sovereign and scalable" AI ecosystem. The government announced plans to add more than 20,000 GPUs to India's existing base of 38,000 under the IndiaAI Compute Portal. Microsoft announced at the summit that it was on track to invest US$50 billion by the end of the decade to bring AI to lower-income countries. Goa reaffirmed its commitment to artificial intelligence at the India AI Impact Summit 2026. === Guinness World Record === During the summit, India set a Guinness World Record for the most pledges received for an AI responsibility campaign in 24 hours, with 250,946 valid pledges collected between 16 and 17 February 2026. The campaign, conducted in partnership with Intel India as part of the IndiaAI Mission, exceeded its initial target of 5,000 pledges. == Controversies and criticisms == === Galgotias University incident === On 18 February, Galgotias University faced widespread criticism after a representative presented a robot dog at the university's exhibition pavilion as an indigenous development. Social media users identified the robot as the Unitree Go2, a commercially available product manufactured by Chinese company Unitree Robotics. IT Secretary S. Krishnan stated that the government did not want exhibitors to showcase items that were not their own, and the university was directed to vacate its stall. Galgotias University issued an apology, stating that the representative had been "ill-informed" and was not authorised to speak to the press. The incident drew political reactions, with the Indian National Congress using it to criticise the government. The controversy was amplified after Union IT Minister Ashwini Vaishnaw had earlier shared a video clip of the robot on social media, which was subsequently deleted. === Organisational issues === On day 1 of the Summit, Dhananjay Yadav, a Bengaluru-based entrepreneur had alleged that his product was stolen in the Summit. He called it as a pain for the people in an X post. He further wrote, "Think about this: We paid for flights, accommodation, logistics and even the booth. Only to see our wearables disappear inside a high-security zone". Later, the stolen devices were recovered by The Delhi Police. Bloomberg reported that delegates were left stranded without food or water during a security lockdown ahead of the Prime Minister's visit on 19 February. The summit venue was closed to the public on 19 February for the Prime Minister's visit, leading to criticism from attendees who had registered for that day. === Protests by the Indian Youth Congress (IYC) === On 20 February, some members of the Indian Youth Congress (IYC) carried out protests inside the venue with slogans such as "PM is compromised" and the criticism of the recent trade deal between India and the US. 4 of these members were sent to police custody by the court on 22 February. While Bharatiya Janta Party condemned these protests, with its spokesperson Shehzad Poonawalla saying, "From being anti-BJP, you have gone to being anti-national? If you have a problem with the BJP, then protest at the BJP office, Jantar Mantar, or outside the PM's office. But the people of the country and their alliance partners condemn them for their attempt to defame India in front of the entire world at the AI Summit." Congress leader Harish Rawat defended the protests, saying "it's also a fact that AI might become a tool in the hands of a few individuals… It's the opposition's job to warn against that… It's not the first time such international events have been opposed. I know how the BJP protested during the Commonwealth Games… To say that such opposition has happened for the first time is not correct. The BJP has been doing this while in the opposition." These protestors were granted bail by the Delhi high court on 2 March. == Reception and analysis == Bloomberg News reported that Prime Minister Modi used the summit to assert India's global AI ambitions following a challenging year in foreign policy. GeneRIF

A GeneRIF or Gene Reference Into Function is a short (255 characters or fewer) statement about the function of a gene. GeneRIFs provide a simple mechanism for allowing scientists to add to the functional annotation of genes described in the Entrez Gene database. In practice, function is constructed quite broadly. For example, there are GeneRIFs that discuss the role of a gene in a disease, GeneRIFs that point the viewer towards a review article about the gene, and GeneRIFs that discuss the structure of a gene. However, the stated intent is for GeneRIFs to be about gene function. Currently over half a million geneRIFs have been created for genes from almost 1000 different species. GeneRIFs are always associated with specific entries in the Entrez Gene database. Each GeneRIF has a pointer to the PubMed ID (a type of document identifier) of a scientific publication that provides evidence for the statement made by the GeneRIF. GeneRIFs are often extracted directly from the document that is identified by the PubMed ID, very frequently from its title or from its final sentence. GeneRIFs are usually produced by NCBI indexers, but anyone may submit a GeneRIF. To be processed, a valid Gene ID must exist for the specific gene, or the Gene staff must have assigned an overall Gene ID to the species. The latter case is implemented via records in Gene with the symbol NEWENTRY. Once the Gene ID is identified, only three types of information are required to complete a submission: a concise phrase describing a function or functions (less than 255 characters in length, preferably more than a restatement of the title of the paper); a published paper describing that function, implemented by supplying the PubMed ID of a citation in PubMed; a valid e-mail address (which will remain confidential). == Example == Here are some GeneRIFs taken from Entrez Gene for GeneID 7157, the human gene TP53. The PubMed document identifiers have been omitted from the examples. Raseef22

Raseef22 (Arabic: رصيف22) is a liberal Arabic media network founded in 2013 based in Beirut, Lebanon. It publishes content in Arabic and English from different Arab states and describes itself as an independent media platform. International Media Support mentions Raseef22 along with HuffPost Arabic and Al Jazeera as one of the biggest Pan-Arab online platforms. == Name == The Arabic word raseef (رَصِيف) means platform or pavement, and the number 22 refers to the number of states in the Arab League. == History == Kareem Sakka co-founded Raseef22 in the aftermath of the Arab Spring, which he cites as a source of inspiration. In an article in The Washington Post, he wrote that Raseef22 was created as a "digital space for those eager to know what was going on around them." Raseef22 was one of the 500 websites censored in Egypt in late 2017 after it published an article on Egyptian security agencies' vies to influence the media. After the site was blocked in Egypt, it was targeted in a cyber attack that took it offline in locations around the world. Jamal Khashoggi wrote for Raseef22 regularly. One of his notable articles was "Notes on the Freedom of the Arabs from Oslo, Norway," published June 5, 2018. The site was blocked in Saudi Arabia December 2018 when the Saudi Ministry of Communications and Information Technology ordered its censorship due to its "unprecedented response to the assassination of Jamal Khashoggi in Istanbul." This decision might have also been related to Raseef22's coverage of Saudi-Israeli relations and interviews with activists later imprisoned or placed under house arrest coverage In 2019 the Association of LGBT Journalists (AJL) in Paris gave Raseef22 a golden foreign press award for its six-month series of articles on gender and sexuality issues. == Readership == According to its publisher in 2019, the news agency counted 12 million readers annually from 22 Arab nations. Of the readership, he wrote that it "believes in the talent and promise of the Arab mind and sees the ugliness of tyranny, patriarchy, misogyny and the futility of proxy rulers and wars." Al-Quds Al-Arabi described Raseef22 as "oriented to the youth."

Mixvoip S.A. is a Luxembourg-based telecommunications service provider founded in 2008. The company offers IP telephony, high-speed Internet connectivity, and IT solutions to businesses and individuals. == Company history == In November 2017, Mixvoip expanded its operations to Belgium and Germany. At the beginning of 2019, the company acquired the telecommunications provider Voipgate. In December 2019, Mixvoip was named Telecom Company of the Year at the Luxembourg ICT Awards 2019 organized by Farvest and IT One. A 2024 article in Duke described the company's transition during the 2010s from traditional telephony services to cloud-based communication platforms. In the end of 2024, the ILR published the statistics about electronic communications in Luxembourg, including Mixvoip in the fix telephony section. In July 2025, Mixvoip acquired Crossing Telecom. In 2026, Mixvoip acquired Nomado's portfolio.

1tik, pronounced Antik (Arabic: أنتيك; lit. "Everything is going well") is a fully Algerian instant messaging, social media and mobile payment app. designed, developed and built locally by the Algerian start-up, INTAJ Digital, with backing from the state-owned company ATM Mobilis (who's the company's main sponsor). It is described as Algeria's first super-app that is entirely designed and built by local developers. == Etymology == The name "1tik" (Arabic: أنتيك) is drawn from the popular Algerian vernacular (Antik), the neologism, which appeared several years ago, means "everything is going well" or "it's all good". == History == 1tik was officially launched and announced the 20th December 2025 by INTAJ Digital's founder Youcef Toulaib and a team of 50 employees, making it the first ever Algerian instant messaging, social media and mobile payment app, rivaling with the growing influence of Yassir in Algeria. it grew in popularity after the presidency of Algeria and several other state-owned companies, medias, and ministries opened official accounts on the app.

Mark V. Shaney

Mark V. Shaney is a synthetic Usenet user whose postings in the net.singles newsgroups were generated by Markov chain techniques, based on text from other postings. The username is a play on the words "Markov chain". Many readers were fooled into thinking that the quirky, sometimes uncannily topical posts were written by a real person. The system was designed by Rob Pike with coding by Bruce Ellis. Don P. Mitchell wrote the Markov chain code, initially demonstrating it to Pike and Ellis using the Tao Te Ching as a basis. They chose to apply it to the net.singles netnews group. The program is fairly simple. It ingests the sample text (the Tao Te Ching, or the posts of a Usenet group) and creates a massive list of every sequence of three successive words (triplet) which occurs in the text. It then chooses two words at random, and looks for a word which follows those two in one of the triplets in its massive list. If there is more than one, it picks at random (identical triplets count separately, so a sequence which occurs twice is twice as likely to be picked as one which only occurs once). It then adds that word to the generated text. Then, in the same way, it picks a triplet that starts with the second and third words in the generated text, and that gives a fourth word. It adds the fourth word, then repeats with the third and fourth words, and so on. In December, Rob Pike created the netnews group net.suicide as prank, "a forum for bad jokes". Some users thought it was a legitimate forum, some discussed "riding motorcycles without helmets". At first, most posters were "real people", but soon "characters" began posting. Pike created a "vicious" character named Bimmler. At its peak, net.suicide had ten frequent posters; nine were "known to be characters." But ultimately, Pike deleted the newsgroup because it was too much work to maintain; Bimmler messages were created "by hand". The "obvious alternative" was software, running on a Bell Labs computer created by Bruce Ellis, based on the Markov code by Don Mitchell, which became the online character Mark V. Shaney. Kernighan and Pike listed Mark V. Shaney in the acknowledgements in The Practice of Programming, noting its roots in Mitchell's markov, which, adapted as shaney, was used for "humorous deconstructionist activities" in the 1980s. Dewdney pointed out "perhaps Mark V. Shaney's magnum opus: a 20-page commentary on the deconstructionist philosophy of Jean Baudrillard" directed by Pike, with assistance from Henry S. Baird and Catherine Richards, to be distributed by email. The piece was based on Jean Baudrillard's "The Precession of Simulacra", published in Simulacra and Simulation (1981). == Reception == The program was discussed by A. K. Dewdney in the Scientific American "Computer Recreations" column in 1989, by Penn Jillette in his PC Computing column in 1991, and in several books, including the Usenet Handbook, Bots: the Origin of New Species, Hippo Eats Dwarf: A Field Guide to Hoaxes and Other B.S., and non-computer-related journals such as Texas Studies in Literature and Language. Dewdney wrote about the program's output, "The overall impression is not unlike what remains in the brain of an inattentive student after a late-night study session. Indeed, after reading the output of Mark V. Shaney, I find ordinary writing almost equally strange and incomprehensible!" He noted the reactions of newsgroup users, who have "shuddered at Mark V. Shaney's reflections, some with rage and others with laughter:" The opinions of the new net.singles correspondent drew mixed reviews. Serious users of the bulletin board's services sensed satire. Outraged, they urged that someone "pull the plug" on Mark V. Shaney's monstrous rantings. Others inquired almost admiringly whether the program was a secret artificial intelligence project that was being tested in a human conversational environment. A few may even have thought that Mark V. Shaney was a real person, a tortured schizophrenic desperately seeking a like-minded companion. Concluding, Dewdney wrote, "If the purpose of computer prose is to fool people into thinking that it was written by a sane person, Mark V. Shaney probably falls short." A 2012 article in Observer compared Mark V. Shaney's "strangely beautiful" postings to the Horse_ebooks account on Twitter and music reviews at Pitchfork, saying that "this mash-up of gibberish and human sentiment" is what "made Mark V. Shaney so endlessly fascinating".

W3C Device Description Working Group

The W3C Device Description Working Group (DDWG), operating as part of the World Wide Web Consortium (W3C) Mobile Web Initiative (MWI), was chartered to "foster the provision and access to device descriptions that can be used in support of Web-enabled applications that provide an appropriate user experience on mobile devices." Mobile devices exhibit the greatest diversity of capabilities, and therefore present the greatest challenge to content adaptation technologies. The group published several documents, including a list of requirements for an interface to a Device Description Repository (DDR) and a standard interface meeting those requirements. The group was rechartered in 2006 to work in public towards the development of the Application Programming Interface (API) for a DDR. Early in 2007, the group launched a wiki and a blog to add to the public mailing list. The group subsequently published a formal vocabulary of core device properties, and an API called the DDR Simple API, which became a W3C Recommendation in December 2008. The group closed at the end of 2008, but with the intention of maintaining the Web pages, blog and wiki through W3C volunteer effort. == Publications == The DDWG published several W3C Working Group Notes and one W3C Recommendation. A W3C WG Note that articulates what the W3C and other organizations are doing or have already done with regard to device information. This document suggests an environment in which these technologies work together to meet the goals of content adaptation. The completed document was published on 31 October 2007. There is the possibility of future publications on the DDWG wiki describing implementations of the API in various languages, including Java, IDL, WSDL, C# etc. Much of the DDWG's material was developed in public via the DDWG Wiki and through their public mailing lists.
