Pulses can be exported as STIX, JSON, OpenloC, MAEC and CSV, and can be used to update local security products automatically. Users can up-vote and comment on specific pulses to assist others in identifying the most important threats. OTX combines social contributions with automated machine-to-machine tools that integrate with major security products such as firewalls and perimeter security hardware. This approach allows them to track and anticipate outbreaks of epidemics (e.g., COVID-19, Ebola), pandemics, vector-borne diseases (e.g., malaria, dengue fever), and respiratory illnesses (e.g., influenza, SARS), improving response and intervention strategies for the spread of diseases. In 2008, Centers for Disease Control and Prevention collaborated with Google and launched Google Flu Trends, a website that tracked flu-related searches and user locations to track the spread of the flu. Users could visit Google Flu Trends to compare the amount of flu-related search activity versus the reported numbers of flu outbreaks on a graphical map. Combining all this information, the researchers could estimate the probability of an individual carrying malaria and map the movement of the disease. Big data can also provide information on looming disasters and can assist relief organizations in rapid-response and locating displaced individuals.     In computing, data transformation is the process of converting data from one format or structure into another format or structure. It is a fundamental aspect of most data integration and data management tasks such as data wrangling, data warehousing, data integration and application integration. Data transformation can be simple or complex based on the required changes to the data between the source (initial) data and the target (final) data. Data transformation is typically performed via a mixture of manual and automated steps. Tools and technologies used for data transformation can vary widely based on the format, structure, complexity, and volume of the data being transformed. A master data recast is another form of data transformation where the entire database of data values is transformed or recast without extracting the data from the database. All data in a well-designed database is directly or indirectly related to a limited set of master database tables by a network of foreign key constraints. Each foreign key constraint is dependent upon a unique database index from the parent database table. Therefore, when the proper master database table is recast with a different unique index, the directly and indirectly related data are also recast or restated. The directly and indirectly related data may also still be viewed in the original form since the original unique index still exists with the master data. Also, the database recast must be done in such a way as to not impact the applications architecture software. When the data mapping is indirect via a mediating data model, the process is also called data mediation. == Data transformation process == Data transformation can be divided into the following steps, each applicable as needed based on the complexity of the transformation required. Data discovery Data mapping Code generation Code execution Data review These steps are often the focus of developers or technical data analysts who may use multiple specialized tools to perform their tasks. The steps can be described as follows: Data discovery is the first step in the data transformation process. Typically the data is profiled using profiling tools or sometimes using manually written profiling scripts to better understand the structure and characteristics of the data and decide how it needs to be transformed. Data mapping is the process of defining how individual fields are mapped, modified, joined, filtered, aggregated etc. to produce the final desired output. Developers or technical data analysts traditionally perform data mapping since they work in the specific technologies to define the transformation rules (e.g. visual ETL tools, transformation languages). Code generation is the process of generating executable code (e.g. SQL, Python, R, or other executable instructions) that will transform the data based on the desired and defined data mapping rules. Typically, the data transformation technologies generate this code based on the definitions or metadata defined by the developers. Code execution is the step whereby the generated code is executed against the data to create the desired output. The executed code may be tightly integrated into the transformation tool, or it may require separate steps by the developer to manually execute the generated code. Data review is the final step in the process, which focuses on ensuring the output data meets the transformation requirements. It is typically the business user or final end-user of the data that performs this step. Any anomalies or errors in the data that are found and communicated back to the developer or data analyst as new requirements to be implemented in the transformation process. == Types of data transformation == === Batch data transformation === Traditionally, data transformation has been a bulk or batch process, whereby developers write code or implement transformation rules in a data integration tool, and then execute that code or those rules on large volumes of data. This process can follow the linear set of steps as described in the data transformation process above. Batch data transformation is the cornerstone of virtually all data integration technologies such as data warehousing, data migration and application integration. When data must be transformed and delivered with low latency, the term "microbatch" is often used. This refers to small batches of data (e.g. a small number of rows or a small set of data objects) that can be processed very quickly and delivered to the target system when needed. === Benefits of batch data transformation === Traditional data transformation processes have served companies well for decades. The various tools and technologies (data profiling, data visualization, data cleansing, data integration etc.) have matured and most (if not all) enterprises transform enormous volumes of data that feed internal and external applications, data warehouses and other data stores. === Limitations of traditional data transformation === This traditional process also has limitations that hamper its overall efficiency and effectiveness. The people who need to use the data (e.g. business users) do not play a direct role in the data transformation process. Typically, users hand over the data transformation task to developers who have the necessary coding or technical skills to define the transformations and execute them on the data. This process leaves the bulk of the work of defining the required transformations to the developer, which often in turn do not have the same domain knowledge as the business user. The developer interprets the business user requirements and implements the related code/logic. This has the potential of introducing errors into the process (through misinterpreted requirements), and also increases the time to arrive at a solution. This problem has given rise to the need for agility and self-service in data integration (i.e. empowering the user of the data and enabling them to transform the data themselves interactively). There are companies that provide self-service data transformation tools. They are aiming to efficiently analyze, map and transform large volumes of data without the technical knowledge and process complexity that currently exists. While these companies use traditional batch transformation, their tools enable more interactivity for users through visual platforms and easily repeated scripts. Still, there might be some compatibility issues (e.g. new data sources like IoT may not work correctly with older tools) and compliance limitations due to the difference in data governance, preparation and audit practices. === Interactive data transformation === Interactive data transformation (IDT) is an emerging capability that allows business analysts and business users the ability to directly interact with large datasets through a visual interface, understand the characteristics of the data (via automated data profiling or visualization), and change or correct the data through simple interactions such as clicking or selecting certain elements of the data. Although interactive data transformation follows the same data integration process steps as batch data integration, the key difference is that the steps are not necessarily followed in a linear fashion and typically don't require significant technical skills for completion. There are a number of companies that provide interactive data transformation tools, including Trifacta, Alteryx and Paxata. They are aiming to efficiently analyze, map and transform large volumes of data while at the same time abstracting away some of the technical complexity and processes which take place under the hood. Interactive data transformation solutions provide an integrated visual interface that combines the previously disparate steps of data analysis, data mapping and code generation/execution and data inspection. That is, if changes are made at one step (like for example renaming), the software automatically updates the preceding or following steps accordingly. Interfaces for interactive data transformation incorporate visualizations to show the user patterns and anomalies in the data so they can identify erroneous or outlying values. Once they've finished transforming the data, the system can generate executable code/logic, which can be executed or applied to subsequent similar data sets. By removing the developer from the process, interactive data transformation systems shorten the time needed to prepare and transform the data, eliminate costly errors in the interpretation of user requirements and empower business users and analysts to control their data and interact with it as needed. == Transformational languages == There are numerous languages available for performing data transformation. Intelligent agents can range from simple to highly complex. A basic thermostat or control system is considered an intelligent agent, as is a human being, or any other system that meets the same criteria—such as a firm, a state, or a biome. Some also suggest that ideal agents should be "rational" in the economic sense (making optimal choices) and capable of complex reasoning, like having beliefs, desires, and intentions (BDI model). Kaplan and Haenlein offer a similar definition, focusing on a system's ability to understand external data, learn from that data, and use what is learned to achieve goals through flexible adaptation. The objective function may be: Simple: For example, in a game of Go, the objective function might assign a value of 1 for a win and 0 for a loss. Complex: It might require the agent to evaluate and learn from past actions, adapting its behavior based on patterns that have proven effective. The objective function encapsulates all of the goals the agent is designed to achieve. For rational agents, it also incorporates the trade-offs between potentially conflicting goals. These include: Utility function: Often used in economics and decision theory, representing the desirability of a state. Objective function: A general term used in optimization.     The Semi-Automated Ground Environment (SAGE) was a system of large computers and associated networking equipment that coordinated data from many radar sites and processed it to produce a single unified image of the airspace over a wide area. SAGE directed and controlled the NORAD response to a possible Soviet air attack, operating in this role from the late 1950s into the 1980s. The processing power behind SAGE was supplied by the largest discrete component-based computer ever built, the AN/FSQ-7, manufactured by IBM. Each SAGE Direction Center (DC) housed an FSQ-7 which occupied an entire floor, approximately 22,000 square feet (2,000 m2) not including supporting equipment. The FSQ-7 was actually two computers, "A" side and "B" side. Computer processing was switched from "A" side to "B" side on a regular basis, allowing maintenance on the unused side. Information was fed to the DCs from a network of radar stations as well as readiness information from various defense sites. The computers, based on the raw radar data, developed "tracks" for the reported targets, and automatically calculated which defenses were within range. Operators used light guns to select targets on-screen for further information, select one of the available defenses, and issue commands to attack. These commands would then be automatically sent to the defense site via teleprinter. Connecting the various sites was an enormous network of telephones, modems and teleprinters. Later additions to the system allowed SAGE's tracking data to be sent directly to CIM-10 Bomarc missiles and some of the US Air Force's interceptor aircraft in-flight, directly updating their autopilots to maintain an intercept course without operator intervention. Each DC also forwarded data to a Combat Center (CC) for "supervision of the several sectors within the division" ("each combat center [had] the capability to coordinate defense for the whole nation"). SAGE became operational in the late 1950s and early 1960s at an estimated total cost between 8 and 12 billion dollars, four times the cost of the Manhattan Project. Throughout its development, there were continual concerns about its real ability to deal with large attacks, and the Operation Sky Shield tests showed that only about one-fourth of enemy bombers would have been intercepted. Nevertheless, SAGE was the backbone of NORAD's air defense system into the 1980s, by which time the tube-based FSQ-7s were increasingly costly to maintain and completely outdated. Today the same command and control task is carried out by microcomputers, based on the same basic underlying data. == Background == === Earlier systems === Just prior to World War II, Royal Air Force (RAF) tests with the new Chain Home (CH) radars had demonstrated that relaying information to the fighter aircraft directly from the radar sites was not feasible. The radars determined the map coordinates of the enemy, but could generally not see the fighters at the same time. This meant the fighters had to be able to determine where to fly to perform an interception but were often unaware of their own exact location and unable to calculate an interception while also flying their aircraft. The solution was to send all of the radar information to a central control station where operators collated the reports into single tracks, and then reported these tracks to the airbases, or sectors. The sectors used additional systems to track their own aircraft, plotting both on a single large map. Operators viewing the map could then see what direction their fighters would have to fly to approach their targets and relay that simply by telling them to fly along a certain heading or vector. This Dowding system was the first ground-controlled interception (GCI) system of large scale, covering the entirety of the UK. It proved enormously successful during the Battle of Britain, and is credited as being a key part of the RAF's success. The system was slow, often providing information that was up to five minutes out of date. Against propeller driven bombers flying at perhaps 225 miles per hour (362 km/h) this was not a serious concern, but it was clear the system would be of little use against jet-powered bombers flying at perhaps 600 miles per hour (970 km/h). The system was extremely expensive in manpower terms, requiring hundreds of telephone operators, plotters and trackers in addition to the radar operators. This was a serious drain on manpower, making it difficult to expand the network. The idea of using a computer to handle the task of taking reports and developing tracks had been explored beginning late in the war. By 1944, analog computers had been installed at the CH stations to automatically convert radar readings into map locations, eliminating two people. Meanwhile, the Royal Navy began experimenting with the Comprehensive Display System (CDS), another analog computer that took X and Y locations from a map and automatically generated tracks from repeated inputs. Similar systems began development with the Royal Canadian Navy, DATAR, and the US Navy, the Naval Tactical Data System (NTDS). A similar system was also specified for the Nike SAM project, specifically referring to a US version of CDS, coordinating the defense over a battle area so that multiple batteries did not fire on a single target. All of these systems were relatively small in geographic scale, generally tracking within a city-sized area. === Valley Committee === When the Soviet Union tested its first atomic bomb in August 1949, the topic of air defense of the US became important for the first time. A study group, the "Air Defense Systems Engineering Committee", was set up under the direction of Dr. George Valley to consider the problem and is known to history as the "Valley Committee". Their December report noted a key problem in air defense using ground-based radars. A bomber approaching a radar station would detect the signals from the radar long before the reflection off the bomber was strong enough to be detected by the station. The committee suggested that when this occurred, the bomber would descend to low altitude, thereby greatly limiting the radar horizon, allowing the bomber to fly past the station undetected. Although flying at low altitude greatly increased fuel consumption, the team calculated that the bomber would only need to do this for about 10% of its flight, making the fuel penalty acceptable. The only solution to this problem was to build a huge number of stations with overlapping coverage. At that point the problem became one of managing the information. Manual plotting was ruled out as too slow, and a computerized solution was the only possibility. To handle this task, the computer would need to be fed information directly, eliminating any manual translation by phone operators, and it would have to be able to analyze that information and automatically develop tracks. A system tasked with defending cities against the predicted future Soviet bomber fleet would have to be dramatically more powerful than the models used in the NTDS or DATAR. The Committee then had to consider whether or not such a computer was possible. The Valley Committee was introduced to Jerome Wiesner, associate director of the Research Laboratory of Electronics at MIT. Wiesner noted that the Servomechanisms Laboratory had already begun development of a machine that might be fast enough. This was the Whirlwind I, originally developed for the Office of Naval Research as a general purpose flight simulator that could simulate any current or future aircraft by changing its software. Wiesner introduced the Valley Committee to Whirlwind's project lead, Jay Forrester, who convinced him that Whirlwind was sufficiently capable. In September 1950, an early microwave early-warning radar system at Hanscom Field was connected to Whirlwind using a custom interface developed by Forrester's team. An aircraft was flown past the site, and the system digitized the radar information and successfully sent it to Whirlwind. With this demonstration, the technical concept was proven. Forrester was invited to join the committee. === Project Charles === With this successful demonstration, Louis Ridenour, chief scientist of the Air Force, wrote a memo stating "It is now apparent that the experimental work necessary to develop, test, and evaluate the systems proposals made by ADSEC will require a substantial amount of laboratory and field effort." Ridenour approached MIT President James Killian with the aim of beginning a development lab similar to the war-era Radiation Laboratory that made enormous progress in radar technology. Killian was initially uninterested, desiring to return the school to its peacetime civilian charter.     Rassd News Network, also known by its initials of RNN (Arabic:شبكة رصد الاخبارية), is an alternative media network based in Cairo, Egypt. RNN was launched as a Facebook-based news source launched on January 25, 2011. It quickly advanced to become a primary contributor of Egyptian revolution-related news that year. Applying the motto "From the people to the people," the citizen journalists who created RNN have since added a Twitter feed and launched an independent website dedicated to short news stories favored by an online audience. RNN is an organized citizen news network with four working committees; one for editing the news, another to support the correspondents covering Egypt, a third for managing the multimedia feeds and a fourth for staff functions such as development, training and public relations. RNN's Arabic name, Rassd, is an acronym that stands for Rakeb (observe), Sawwer (record) and Dawwen (blog). RNN created a Ustream channel on January 27, 2011, and a YouTube account a month later. The success of RNN and its new social media model is evidenced in its recent local network expansion into Libya, Morocco, Syria, Jerusalem and Turkey. Even so, one media scholar in the US (commenting in 2011) called the accuracy of RNN's reporting "fairly mediocre". RNN has endured closures of their Facebook profile and YouTube account as part of the attacks from private media, attempting to thwart their work and influence their content. == Use of RNN's news by international media == RNN has been a global source of Egyptian revolution-related news since its launch. During the early days of the citizen uprisings across the Middle East, major networks such as BBC, Reuters, Al Jazeera and Al Arabiya used some of Rassd's news and photos, and followed the network on Twitter. Three days after the online portal went live it was streaming video to MSNBC through its Facebook page. Then on February 5, 2011, Louisville's NBC-affiliate cited RNN, Cairo when it reported that President Hosni Mubarak had stepped down as head of Egypt's ruling party.

    Labeled data is a group of samples that have been tagged with one or more labels. Labeling typically takes a set of unlabeled data and augments each piece of it with informative tags called judgments. For example, a data label might indicate whether a photo contains a horse or a cow, which words were uttered in an audio recording, what type of action is being performed in a video, what the topic of a news article is, what the overall sentiment of a tweet is, or whether a dot in an X-ray is a tumor. Labels can be obtained by having humans make judgments about a given piece of unlabeled data. Labeled data is significantly more expensive to obtain than the raw unlabeled data. The quality of labeled data directly influences the performance of supervised machine learning models in operation, as these models learn from the provided labels. == Crowdsourced labeled data == In 2006, Fei-Fei Li, the co-director of the Stanford Human-Centered AI Institute, initiated research to improve the artificial intelligence models and algorithms for image recognition by significantly enlarging the training data. The researchers downloaded millions of images from the World Wide Web and a team of undergraduates started to apply labels for objects to each image. In 2007, Li outsourced the data labeling work on Amazon Mechanical Turk, an online marketplace for digital piece work. The 3.2 million images that were labeled by more than 49,000 workers formed the basis for ImageNet, one of the largest hand-labeled database for outline of object recognition. == Automated data labelling == After obtaining a labeled dataset, machine learning models can be applied to the data so that new unlabeled data can be presented to the model and a likely label can be guessed or predicted for that piece of unlabeled data. == Challenges == === Data-driven bias === Algorithmic decision-making is subject to programmer-driven bias as well as data-driven bias. Training data that relies on bias labeled data will result in prejudices and omissions in a predictive model, despite the machine learning algorithm being legitimate. The labeled data used to train a specific machine learning algorithm needs to be a statistically representative sample to not bias the results. For example, in facial recognition systems underrepresented groups are subsequently often misclassified if the labeled data available to train has not been representative of the population,. In 2018, a study by Joy Buolamwini and Timnit Gebru demonstrated that two facial analysis datasets that have been used to train facial recognition algorithms, IJB-A and Adience, are composed of 79.6% and 86.2% lighter skinned humans respectively. === Human error and inconsistency === Human annotators are prone to errors and biases when labeling data. This can lead to inconsistent labels and affect the quality of the data set. The inconsistency can affect the machine learning model's ability to generalize well. === Domain expertise === Certain fields, such as legal document analysis or medical imaging, require annotators with specialized domain knowledge. Without the expertise, the annotations or labeled data may be inaccurate, negatively impacting the machine learning model's performance in a real-world scenario.

    Ultra was the designation adopted by British military intelligence in June 1941 for wartime signals intelligence obtained by breaking high-level encrypted enemy radio and teleprinter communications at the Government Code and Cypher School (GC&CS) at Bletchley Park. Ultra eventually became the standard designation among the western Allies for all such intelligence. The name arose because the intelligence obtained was considered more important than that designated by the highest British security classification then used (Most Secret) and so was regarded as being Ultra Secret. Several other cryptonyms had been used for such intelligence. The code name "Boniface" was used as a cover name for Ultra. In order to ensure that the successful code-breaking did not become apparent to the Germans, British intelligence created a fictional MI6 master spy, Boniface, who controlled a fictional series of agents throughout Germany. Information obtained through code-breaking was often attributed to the human intelligence from the Boniface network. The U.S. used the codename Magic for its decrypts from Japanese sources, including the "Purple" cipher. Much of the German cipher traffic was encrypted on the Enigma machine. Used properly, the German military Enigma would have been virtually unbreakable; in practice, shortcomings in operation allowed it to be broken. The term "Ultra" has often been used almost synonymously with "Enigma decrypts". However, Ultra also encompassed decrypts of the German Lorenz SZ 40/42 machines that were used by the German High Command, and the Hagelin machine. Many observers, at the time and later, regarded Ultra as immensely valuable to the Allies. Winston Churchill was reported to have told King George VI, when presenting to him Stewart Menzies (head of the Secret Intelligence Service and the person who controlled distribution of Ultra decrypts to the government): "It is thanks to the secret weapon of General Menzies, put into use on all the fronts, that we won the war!" F. W. Winterbotham quoted the western Supreme Allied Commander, Dwight D. Eisenhower, at war's end describing Ultra as having been "decisive" to Allied victory. Sir Harry Hinsley, Bletchley Park veteran and official historian of British Intelligence in World War II, made a similar assessment of Ultra, saying that while the Allies would have won the war without it, "the war would have been something like two years longer, perhaps three years longer, possibly four years longer than it was." However, Hinsley and others have emphasized the difficulties of counterfactual history in attempting such conclusions, and some historians, such as John Keegan, have said the shortening might have been as little as the three months it took the United States to deploy the atomic bomb. == Sources of intelligence == Most Ultra intelligence was derived from reading radio messages that had been encrypted with cipher machines, complemented by material from radio communications using traffic analysis and direction finding. In the early phases of the war, particularly during the eight-month Phoney War, the Germans could transmit most of their messages using land lines and so had no need to use radio. This meant that those at Bletchley Park had some time to build up experience of collecting and starting to decrypt messages on the various radio networks. German Enigma messages were the main source, with those of the German air force (the Luftwaffe) predominating, as they used radio more and their operators were particularly ill-disciplined. === German === ==== Enigma ==== "Enigma" refers to a family of electro-mechanical rotor cipher machines. These produced a polyalphabetic substitution cipher and were widely thought to be unbreakable in the 1920s, when a variant of the commercial Model D was first used by the Reichswehr. The German Army (Heer), Navy, Air Force, Nazi party, Gestapo and German diplomats used Enigma machines in several variants. Abwehr (German military intelligence) used a four-rotor machine without a plugboard and Naval Enigma used different key management from that of the army or air force, making its traffic far more difficult to cryptanalyse; each variant required different cryptanalytic treatment. The commercial versions were not as secure and Dilly Knox of GC&CS is said to have broken one before the war. German military Enigma was first broken in December 1932 by Marian Rejewski and the Polish Cipher Bureau, using a combination of brilliant mathematics, the services of a spy in the German office responsible for administering encrypted communications, and good luck. The Poles read Enigma to the outbreak of World War II and beyond, in France. At the turn of 1939, the Germans made the systems ten times more complex, which required a tenfold increase in Polish decryption equipment, which they could not meet. On 25 July 1939, the Polish Cipher Bureau handed reconstructed Enigma machines and their techniques for decrypting ciphers to the French and British. Gordon Welchman wrote, Ultra would never have got off the ground if we had not learned from the Poles, in the nick of time, the details both of the German military Enigma machine, and of the operating procedures that were in use. At Bletchley Park, some of the key people responsible for success against Enigma included mathematicians Alan Turing and Hugh Alexander and, at the British Tabulating Machine Company, chief engineer Harold Keen. After the war, interrogation of German cryptographic personnel led to the conclusion that German cryptanalysts understood that cryptanalytic attacks against Enigma were possible but were thought to require impracticable amounts of effort and investment. The Poles' early start at breaking Enigma and the continuity of their success gave the Allies an advantage when World War II began. ==== Lorenz cipher ==== In June 1941, the Germans started to introduce on-line stream cipher teleprinter systems for strategic point-to-point radio links, to which the British gave the code-name Fish. Several systems were used, principally the Lorenz SZ 40/42 (codenamed "Tunny" by the British) and Geheimfernschreiber ("Sturgeon"). These cipher systems were cryptanalysed, particularly Tunny, which the British thoroughly penetrated. It was eventually attacked using Colossus machines, which were the first digital programme-controlled electronic computers. In many respects the Tunny work was more difficult than for the Enigma, since the British codebreakers had no knowledge of the machine producing it and no head-start such as that the Poles had given them against Enigma. Although the volume of intelligence derived from this system was much smaller than that from Enigma, its importance was often far higher because it produced primarily high-level, strategic intelligence that was sent between Wehrmacht high command (Oberkommando der Wehrmacht, OKW). The eventual bulk decryption of Lorenz-enciphered messages contributed significantly, and perhaps decisively, to the defeat of Nazi Germany. Nevertheless, the Tunny story has become much less well known among the public than the Enigma one. At Bletchley Park, some of the key people responsible for success in the Tunny effort included mathematicians W. T. "Bill" Tutte and Max Newman and electrical engineer Tommy Flowers. === Italian === In June 1940, the Italians were using book codes for most of their military messages, except for the Italian Navy, which in early 1941 had started using a version of the Hagelin rotor-based cipher machine C-38. This was broken from June 1941 onwards by the Italian subsection of GC&CS at Bletchley Park. === Japanese === In the Pacific theatre, a Japanese cipher machine, called "Purple" by the Americans, was used for highest-level Japanese diplomatic traffic. It produced a polyalphabetic substitution cipher, but unlike Enigma, was not a rotor machine, being built around electrical stepping switches. It was broken by the US Army Signal Intelligence Service and disseminated as Magic. Detailed reports by the Japanese ambassador to Germany were encrypted on the Purple machine. His reports included reviews of German assessments of the military situation, reviews of strategy and intentions, reports on direct inspections by the ambassador (in one case, of Normandy beach defences), and reports of long interviews with Hitler. The Japanese are said to have obtained an Enigma machine in 1937, although it is debated whether they were given it by the Germans or bought a commercial version, which, apart from the plugboard and internal wiring, was the German Heer/Luftwaffe machine. Having developed a similar machine, the Japanese did not use the Enigma machine for their most secret communications.     Caste census is a proposed census to be conducted in India by the Central Government of India. The proposed census was decided under the leadership of Prime Minister Narendra Modi by the cabinet committee of political affairs (CCPA) on 30 April 2025. It has been decided that a caste enumeration should be included with the forthcoming census. The exact time has not been declared yet. It is unclear that when the next census will be held. The decision of the cabinet was announced by the Central Railway Minister Ashwini Vaishnaw. It has been seen as a step that would help in drafting "equitable and targeted" policies by the present Central Government of India led by the Bhartiya Janta Party in India. The Central Home Minister Amit Shah has described the decision as a "historic decision". He has also described that the historic decision as “committed to social justice”. The leader of opposition Rahul Gandhi has welcomed the decision. He said "We have shown we can pressure govt" He has demanded a clear timeline for its completion. He has called it "The first step towards deep social reform". == Description == The caste census is a systematic recording of individuals’ caste identities during the nationwide census in the country. The Central minister Ashwini Vaishnaw expressed his view on the proposed census and said that it would "strengthen the social and economic structure of our society while the nation continues to progress”. The Caste census will happen for the first time in 100 years by the Central Government of India. It will be the part of the upcoming census in India. == History == According to Peabody, the first systematic caste-wise enumeration of households in the Indian subcontinent was conducted between 1658 and 1664 across seven districts of the then Marwar Kingdom, including Jodhpur city which was its capital. It was conducted by the then home minister Munhata Nainsi of the kingdom for the purpose of tax documentation. It was not to for classification of society or creation of social hierarchies but solving a tax related problem. During the period of the British rule in India, caste census was included in the decadal censuses to categorise the population by caste, religion and occupation. In 1871–72, the first detailed caste census was conducted by the government of British Raj in India. It was practiced between the period 1881 to 1931. The last caste census was conducted in the year 1931 in which 4,147 castes were recorded. The largest population in the whole of British India (including Pakistan and Bangladesh) was of Brahmins. The population of Brahmins was recorded more than 1.5 crores. After Brahmin community, the second place was of Jatav (Chamar)community. The population of Jatav was a little more than 1.23 crores. On the third place were Rajputs. The population of Rajputs was 81 lakhs. The Rajput caste was followed by the Kunbi caste of Maharashtra. The population of Kunbi caste was 64 lakhs and 34 thousands. The Kunbi caste was followed by Yadav (Ahir) caste. The population of Yadav (Ahir) community was 56 lakhs and 82 thousands. The Yadav (Ahir) caste was followed by Teli community. The population of Teli community was 42 lakhs and 58 thousands. The Teli community was followed by Gwala community. The population of the Gwala community was 40 lakhs. After the independence of India, the caste enumeration was stopped by the newly independent Government of India led by the prime minister Pandit Jawahar Lal Nehru in 1951. The caste enumeration was stopped to avoid reinforcing social divisions in the Indian society. But, there was an exception made for the enumeration of the Scheduled Castes (SCs) and Scheduled Tribes (STs) in the decadal censuses. Therefore, the enumeration of the Scheduled Castes and the Scheduled Tribes is being conducted in every census since 1951. In 1961, the Government of India permitted states for conducting their own surveys to compile OBC lists, but national caste census was not conducted.

    Chaffing and winnowing

    Chaffing and winnowing is a cryptographic technique to achieve confidentiality without using encryption when sending data over an insecure channel. The name is derived from agriculture: after grain has been harvested and threshed, it remains mixed together with inedible fibrous chaff. The chaff and grain are then separated by winnowing, and the chaff is discarded. The cryptographic technique was conceived by Ron Rivest and published in an on-line article on 18 March 1998. Although it bears similarities to both traditional encryption and steganography, it cannot be classified under either category. This technique allows the sender to deny responsibility for encrypting their message. When using chaffing and winnowing, the sender transmits the message unencrypted, in clear text. Although the sender and the receiver share a secret key, they use it only for authentication. However, a third party can make their communication confidential by simultaneously sending specially crafted messages through the same channel. == How it works == The sender (Alice) wants to send a message to the receiver (Bob). In the simplest setup, Alice enumerates the symbols in her message and sends out each in a separate packet. If the symbols are complex enough, such as natural-language text, an attacker may be able to distinguish the real symbols from poorly faked chaff symbols, posing a similar problem as steganography in needing to generate highly realistic fakes; to avoid this, the symbols can be reduced to just single 0/1 bits, and realistic fakes can then be simply randomly generated 50:50 and are indistinguishable from real symbols. In general, the method requires each symbol to arrive in-order and to be authenticated by the receiver. When implemented over networks that may change the order of packets, the sender places the symbol's serial number in the packet, the symbol itself (both unencrypted), and a message authentication code (MAC). Many MACs use a secret key Alice shares with Bob, but it is sufficient that the receiver has a method to authenticate the packets. Rivest notes an interesting property of chaffing-and-winnowing is that third parties (such as an ISP) can opportunistically add it to communications without needing permission or coordination with the sender/recipient. A third-party (Charles) who transmits Alice's packets to Bob, interleaves the packets with corresponding bogus packets (called "chaff") with corresponding serial numbers, arbitrary symbols, and a random number in place of the MAC. Charles does not need to know the key to do that (real MACs are large enough that it is extremely unlikely to generate a valid one by chance, unlike in the example). Bob uses the MAC to find the authentic messages and drops the "chaff" messages. This process is called "winnowing". An eavesdropper located between Alice and Charles can easily read Alice's message. But an eavesdropper between Charles and Bob would have to tell which packets are bogus and which are real (i.e. to winnow, or "separate the wheat from the chaff"). That is infeasible if the MAC used is secure and Charles does not leak any information on packet authenticity (e.g. via timing). If a fourth party joins the example (named Darth) who wants to send counterfeit messages to impersonate Alice, it would require Alice to disclose her secret key. If Darth cannot force Alice to disclose an authentication key (the knowledge of which would enable him to forge messages from Alice), then her messages will remain confidential. Charles, on the other hand, is no target of Darth's at all, since Charles does not even possess any secret keys that could be disclosed. == Variations == The simple variant of the chaffing and winnowing technique described above adds many bits of overhead per bit of original message. To make the transmission more efficient, Alice can process her message with an all-or-nothing transform and then send it out in much larger chunks. The chaff packets will have to be modified accordingly. Because the original message can be reconstructed only by knowing all of its chunks, Charles needs to send only enough chaff packets to make finding the correct combination of packets computationally infeasible. Chaffing and winnowing lends itself especially well to use in packet-switched network environments such as the Internet, where each message (whose payload is typically small) is sent in a separate network packet. In another variant of the technique, Charles carefully interleaves packets coming from multiple senders. That eliminates the need for Charles to generate and inject bogus packets in the communication. However, the text of Alice's message cannot be well protected from other parties who are communicating via Charles at the same time. This variant also helps protect against information leakage and traffic analysis. == Implications for law enforcement == Ron Rivest suggests that laws related to cryptography, including export controls, would not apply to chaffing and winnowing because it does not employ any encryption at all. The power to authenticate is in many cases the power to control, and handing all authentication power to the government is beyond all reason The author of the paper proposes that the security implications of handing everyone's authentication keys to the government for law-enforcement purposes would be far too risky, since possession of the key would enable someone to masquerade and communicate as another entity, such as an airline controller. Furthermore, Ron Rivest contemplates the possibility of rogue law enforcement officials framing up innocent parties by introducing the chaff into their communications, concluding that drafting a law restricting chaffing and winnowing would be far too difficult. == Trivia == The term winnowing was suggested by Ronald Rivest's father. Before the publication of Rivest's paper in 1998 other people brought to his attention a 1965 novel, Rex Stout's The Doorbell Rang, which describes the same concept and was thus included in the paper's references.

    In computer science, computational intelligence (CI) refers to concepts, paradigms, algorithms and implementations of systems that are designed to show "intelligent" behavior in complex and changing environments. These systems are aimed at mastering complex tasks in a wide variety of technical or commercial areas and offer solutions that recognize and interpret patterns, control processes, support decision-making or autonomously manoeuvre vehicles or robots in unknown environments, among other things. These concepts and paradigms are characterized by the ability to learn or adapt to new situations, to generalize, to abstract, to discover and associate. Nature-analog or nature-inspired methods play a key role in this. CI approaches primarily address those complex real-world problems for which traditional or mathematical modeling is not appropriate for various reasons: the processes cannot be described exactly with complete knowledge, the processes are too complex for mathematical reasoning, they contain some uncertainties during the process, such as unforeseen changes in the environment or in the process itself, or the processes are simply stochastic in nature. Thus, CI techniques are properly aimed at processes that are ill-defined, complex, nonlinear, time-varying and/or stochastic. A recent definition of the IEEE Computational Intelligence Societey describes CI as the theory, design, application and development of biologically and linguistically motivated computational paradigms. Traditionally the three main pillars of CI have been Neural Networks, Fuzzy Systems and Evolutionary Computation. ... CI is an evolving field and at present in addition to the three main constituents, it encompasses computing paradigms like ambient intelligence, artificial life, cultural learning, artificial endocrine networks, social reasoning, and artificial hormone networks. ... Over the last few years there has been an explosion of research on Deep Learning, in particular deep convolutional neural networks. Nowadays, deep learning has become the core method for artificial intelligence. In fact, some of the most successful AI systems are based on CI. However, as CI is an emerging and developing field there is no final definition of CI, especially in terms of the list of concepts and paradigms that belong to it. The general requirements for the development of an “intelligent system” are ultimately always the same, namely the simulation of intelligent thinking and action in a specific area of application. To do this, the knowledge about this area must be represented in a model so that it can be processed. The quality of the resulting system depends largely on how well the model was chosen in the development process. Sometimes data-driven methods are suitable for finding a good model and sometimes logic-based knowledge representations deliver better results. Hybrid models are usually used in real applications. According to actual textbooks, the following methods and paradigms, which largely complement each other, can be regarded as parts of CI: Fuzzy systems Neural networks and, in particular, convolutional neural networks Evolutionary computation and, in particular, multi-objective evolutionary optimization Swarm intelligence Bayesian networks Artificial immune systems Learning theory Probabilistic methods == Relationship between hard and soft computing and artificial and computational intelligence == Artificial intelligence (AI) is used in the media, but also by some of the scientists involved, as a kind of umbrella term for the various techniques associated with it or with CI. Craenen and Eiben state that attempts to define or at least describe CI can usually be assigned to one or more of the following groups: "Relative definition” comparing CI to AI Conceptual treatment of key notions and their roles in CI Listing of the (established) areas that belong to it The relationship between CI and AI has been a frequently discussed topic during the development of CI. While the above list implies that they are synonyms, the vast majority of AI/CI researchers working on the subject consider them to be distinct fields, where either CI is an alternative to AI AI includes CI CI includes AI The view of the first of the above three points goes back to Zadeh, the founder of the fuzzy set theory, who differentiated machine intelligence into hard and soft computing techniques, which are used in artificial intelligence on the one hand and computational intelligence on the other. In hard computing (HC) and traditional AI (e.g. expert systems), inaccuracy and uncertainty are undesirable characteristics of a system, while soft computing (SC) and thus CI focus on dealing with these characteristics. The adjacent figure illustrates this view and lists the most important CI techniques. Another frequently mentioned distinguishing feature is the representation of information in symbolic form in AI and in sub-symbolic form in CI techniques. Hard computing is a conventional computing method based on the principles of certainty and accuracy and it is deterministic. It requires a precisely stated analytical model of the task to be processed and a prewritten program, i.e. a fixed set of instructions. The models used are based on Boolean logic (also called crisp logic), where e.g. an element can be either a member of a set or not and there is nothing in between. When applied to real-world tasks, systems based on HC result in specific control actions defined by a mathematical model or algorithm. If an unforeseen situation occurs that is not included in the model or algorithm used, the action will most likely fail. Soft computing, on the other hand, is based on the fact that the human mind is capable of storing information and processing it in a goal-oriented way, even if it is imprecise and lacks certainty. SC is based on the model of the human brain with probabilistic thinking, fuzzy logic and multi-valued logic. Soft computing can process a wealth of data and perform a large number of computations, which may not be exact, in parallel. For hard problems for which no satisfying exact solutions based on HC are available, SC methods can be applied successfully. SC methods are usually stochastic in nature i.e., they are a randomly defined processes that can be analyzed statistically but not with precision. Up to now, the results of some CI methods, such as deep learning, cannot be verified and it is also not clear what they are based on. This problem represents an important scientific issue for the future. AI and CI are catchy terms, but they are also so similar that they can be confused. The meaning of both terms has developed and changed over a long period of time, with AI being used first. Bezdek describes this impressively and concludes that such buzzwords are frequently used and hyped by the scientific community, science management and (science) journalism. Not least because AI and biological intelligence are emotionally charged terms and it is still difficult to find a generally accepted definition for the basic term intelligence. == History == In 1950, Alan Turing, one of the founding fathers of computer science, developed a test for computer intelligence known as the Turing test. In this test, a person can ask questions via a keyboard and a monitor without knowing whether his counterpart is a human or a computer. A computer is considered intelligent if the interrogator cannot distinguish the computer from a human. This illustrates the discussion about intelligent computers at the beginning of the computer age. The term Computational Intelligence was first used as the title of the journal of the same name in 1985 and later by the IEEE Neural Networks Council (NNC), which was founded 1989 by a group of researchers interested in the development of biological and artificial neural networks. On November 21, 2001, the NNC became the IEEE Neural Networks Society, to become the IEEE Computational Intelligence Society two years later by including new areas of interest such as fuzzy systems and evolutionary computation. The NNC helped organize the first IEEE World Congress on Computational Intelligence in Orlando, Florida in 1994. On this conference the first clear definition of Computational Intelligence was introduced by Bezdek: A system is computationally intelligent when it: deals with only numerical (low-level) data, has pattern-recognition components, does not use knowledge in the AI sense; and additionally when it (begins to) exhibit (1) computational adaptivity; (2) computational fault tolerance; (3) speed approaching human-like turnaround and (4) error rates that approximate human performance.     A web presence is a location on the World Wide Web where a person, business, or some other entity is represented (see also web property and point of presence). Examples of a web presence for a person could be a personal website, a blog, a profile page, a wiki page, or a social media point of presence (e.g. a LinkedIn profile, a Facebook account, or a Twitter account). Examples of a web presence for a business or some other entity could be a corporate website, a microsite, a page on a review site, a wiki page, or a social media point of presence (e.g., a LinkedIn company page and/or group, a Facebook business/brand/product page, or a Twitter account). Every web presence is associated with a unique web address to distinguish one point of presence from another. == Owned vs. unowned == Web presence can either be owned or unowned. Owned media exists when a single person or group can control the content that is published on its web presence (e.g. a corporate website or a personal Twitter account). However, when a single person or group cannot solely control the content, the creator is different from the owner. This is considered unowned media (see earned media). It is common for a larger business to have domain names registered by multiple employees at multiple domain name registrars, possibly a result of organizational or geographical requirements. Consequently, a web presence management system can be used to monitor all domain names registered by the business, regardless of the registrars used. == Discovery == Web presence discovery is the process of monitoring the web for a new point of presence about a person or business. Web presence discovery is often included in a web presence management system. Whether a new domain is registered, a new website is published, or a new social media account is established, it occurs outside of the person's or business’ control. As a result, its purpose is to assess a new point of presence and appropriately handle any violations. Web presence discovery differs from content listening. The former involves looking for new properties on the web, whereas the latter refers to analyzing content that already exists to hear how a person or business is seen often in near real time. Examples of content listening systems include Sysomos and Radian6, which is now a subsidiary of Salesforce.com. === Brand protection === A person or business may choose to watch for a new web presence that might appear to misrepresent or mislead an audience, such as counterfeiters, spoofers, or malicious hackers. One of the early software in the online brand protection marketplace was MarkMonitor, now part of Thomson Reuters. This software helped detect rogue domain names and websites. However, the modern day growth of social media has seen a rise in the number of fraudulent brand impersonations. It has become much easier for a new web presence to be created on those platforms, which results in a greater frequency of them today. As a preventive measure, online brand protection providers are now adding social media to their domain and website discovery options. === Security === The widespread growth of social media has also made it easier for unauthorized individuals to impersonate an employee. Consequently, social media has now become a recognized threat vector in that it can be used to socially engineer an attack on a business. To counter this, companies are able to use web presence monitoring tools to detect new points of presence on the web and thereby defend against socially engineered attacks. === Distributed inventory management === A web presence monitoring system can be used by a business to associate a new web property with its corporate inventory. It is designed to address autonomous, distributed behaviors. This usually applies to larger businesses whose geographically diverse employees are more prone to creating new points of presence on the web. For example, a retail chain may allow each local store to create and manage their web presence to market to and communicate with their local customer base. Fundamentally it is about the conversation. In contrast with traditional media, the nature of social media is to be highly interactive." Moreover, the term social media is described as online tools that let people interact and communicate with each other. This has become a standard word for online cultural exchange and a dominant way for individuals to engage on the internet. By using social media individuals become more closely and strongly connected than ever before. The traditional definition of the term public utility is "an infrastructural necessity for the general public where the supply conditions are such that the public may not be provided with a reasonable service at reasonable prices because of monopoly in the area." Conventional public utilities include water, natural gas, and electricity. In order to secure the interests of the public, utilities are regulated. Public utilities can also be seen as natural monopolies implying that the highest degree of efficiency is accomplished under one operator in the marketplace. Public utility regulation for social media has been largely criticized because people believe it would produce undesirable and indirect effects. However, others say that truly effective government regulation would produce valuable results. Social media as a public utility is a crucial debate because utilities get regulated, so marking social media websites as utilities would require government regulation of various social media websites and platforms such as Facebook, Google, and Twitter. Applying the term public utility to social media implies that social media websites are public necessities, and, consequently, should be regulated by the government. While social media are not as essential for survival as traditional public utilities such as electricity, water, and natural gas, many people believe it has become vital for living in an interconnected world and without it, living a successful life would be difficult. Therefore, many people believe that social media has reached utility status and should be treated as a public utility. However, others believe that this is not true because social media are constantly revolutionizing and giving such platforms "utility status" would result in government regulation, which would consequently hinder innovation. Over the past decade many have debated and questioned whether or not "Internet service providers should be considered essential facilities or natural monopolies and regulated as public utilities." === Monopoly === A monopoly is defined as "a firm that is the only seller of a product or service having no close substitutes." A natural monopoly is when the entire demand within a relevant market can be satisfied at lowest cost by one firm rather than by two or more, and if such a market contains more than one firm then the firms will "quickly shake down to one through mergers or failures, or production will continue to consume more resources than necessary." In a monopoly competition is said to be short-lived, and in a natural monopoly it is said to produce inefficient results." Public utility companies can be regulated to prevent them from gaining monopolistic control. In November 2011 AT&T's proposal for merging with T-Mobile was rejected because it would have "diminished competition," and have led to the company having monopolistic power within the telephone industry. Such regulation is permitted because the telephone industry is a public utility. Similarly, Microsoft has also been prevented from taking various business actions that could result in the company gaining monopolistic power. If social media were a public utility then regulation of Google and Facebook would similarly dictate what they could and could not do. The possibility was raised in 2018 by U.S. Representative Steve King during a House Judiciary hearing on social media filtering practices. == Arguments == Advocates of this theory believe that social media websites already act like public utilities, and therefore regulation is needed. Additionally, advocates say that in the 21st century, using such websites are as necessary for communication as using traditional public utilities such as telephone, water, electricity, and natural gas are for other everyday uses. Specifically, advocates note that Google search should be treated as a public utility and needs to be regulated because it dominates the search engine market and no website can afford to ignore it. There is the position that a social media website such as Google "is a common carrier and should be regulated as such (Newman 2011)." These are reinforced by a perception that social media companies fail to properly maintain fair platforms for discourse. === Individual level === Advocates of regulating social media as a public utility believe that having an Internet presence using social media websites is imperative for individuals to adequately take part in the 21st century. Consequently, they argue that these sites are public utilities that need to be regulated to ensure that the constitutional rights of users are protected. For example, regulation may be needed to protect freedom of speech against risks such as Internet censorship and deplatforming. Social media affects people's behavior. For instance, it plays an important role in shaping its users' decisions and actions pertaining to health. This is demonstrated in a Pew Research Center research, which showed that 72 percent of American adults turned to social media for health information in 2011. Around 70 percent of people with chronic illnesses also use the platform to find cure, diagnoses, and other health answers. This development becomes a public issue as social media are likely to provide wrong medical information. Additionally, social media sites can also facilitate deleterious health behavior such as smoking, drug use, and harmful sexual behavior. === Business level === Advocates of social media as a public utility maintain that social media services dominate the Internet and are mainly owned by three or four companies that have unparalleled power to shape user interaction, and because of this power such businesses need to be regulated as public utilities. Zeynep Tufekci, University of North Carolina Chapel Hill, claims that services on the Internet such as Google, eBay, Facebook, Amazon.com, are all natural monopolies. She has stated that these services "benefit greatly from network externalities[,] which means that the more people on the service, the more useful it is for everyone," and thus it is difficult to replace the market leader. === Government level === Advocates of social media as a public utility believe that the government should impose restrictions on social media websites, such as Google, that are designed to benefit its rivals. Due to the recent substantial growth of social media websites such as Google, advocates claim that such a website "might need search neutrality regulation modeled after net neutrality regulation and that a Federal Search Commission might be needed to enforce such a regime." danah boyd expresses a future issue which the government may have to deal with in her research: Facebook is becoming an international social media website, specifically prevalent in Canada and Europe which are "two regions that love to regulate their utilities." Furthermore, recent books by New America Foundation Senior Fellow Rebecca MacKinnon and law professor Lori Andrews advise society to start considering Facebook and Google as nation-states or the "sovereigns of cyberspace."
