    A frame grabber is an electronic device that captures (i.e., "grabs") individual, digital still frames from an analog video signal or a digital video stream. It is usually employed as a component of a computer vision system, in which video frames are captured in digital form and then displayed, stored, transmitted, analyzed, or combinations of these. Historically, frame grabber expansion cards were the predominant way to interface cameras to PCs. Other interface methods have emerged since then, with frame grabbers (and in some cases, cameras with built-in frame grabbers) connecting to computers via interfaces such as USB, Ethernet and IEEE 1394 ("FireWire"). Early frame grabbers typically had only enough memory to store a single digitized video frame, whereas many modern frame grabbers can store multiple frames. Modern frame grabbers often are able to perform functions beyond capturing a single video input. Other operations may be performed as well, such as deinterlacing, text or graphics overlay, image transformations (e.g., resizing, rotation, mirroring), and conversion to JPEG or other compressed image formats.     Responsible AI Safety and Education Act

    The Responsible AI Safety and Education Act (RAISE Act) is a New York State law that imposes transparency, safety, and reporting requirements on developers of large frontier artificial intelligence models. The law was signed by Governor Kathy Hochul on December 19, 2025. It was sponsored by State Senator Andrew Gounardes and Assemblymember Alex Bores. The RAISE Act is the second U.S. state law to regulate frontier AI model developers, following California's Transparency in Frontier Artificial Intelligence Act (TFAIA), which was signed in September 2025. Hochul signed the bill on the condition that the legislature would pass chapter amendments to bring the law closer to the California model. The amending bills (A9449/S8828) were introduced in January 2026; as of February 2026 they remain in committee, though the Governor's office and legal commentators treat the agreed-upon amendments as representing the final form of the law. == Provisions == The following describes the RAISE Act as it is expected to operate after the agreed-upon chapter amendments take effect. The law is expected to take effect on January 1, 2027. === Scope === The law applies to "large frontier developers," defined as companies with annual revenues exceeding $500 million that develop "frontier models," which are foundation models trained using more than 1026 floating-point operations (FLOPs). The version passed by the legislature in June 2025 had instead defined large developers based on having spent over $100 million in aggregate compute costs, and also included a provision prohibiting deployment of frontier models posing "unreasonable risk of critical harm"; both were removed as part of the negotiations between Hochul and the legislature. Accredited colleges and universities engaged in academic research are exempt, as is the state's Empire AI consortium. === Safety and transparency framework === Large frontier developers must write, implement, and publicly publish a "frontier AI framework" describing how they assess and mitigate catastrophic risks, secure unreleased model weights against unauthorized access, use third-party evaluators, govern internal use of frontier models, and respond to safety incidents. The framework must describe these measures "in detail," a requirement that goes beyond the California TFAIA's requirement to describe a developer's "approach." The framework must be reviewed at least annually, and material modifications must be published with justification within 30 days. Before or concurrently with deploying a new or substantially modified frontier model, developers must publish a transparency report including the model's release date, supported languages and output modalities, intended uses, and any restrictions on use. Large frontier developers must additionally include summaries of catastrophic risk assessments and the extent of third-party involvement. === Catastrophic risk and incident reporting === The law defines "catastrophic risk" as a foreseeable and material risk that a frontier model will contribute to the death of or serious injury to more than 50 people, or more than $1 billion in property damage, arising from a frontier model providing expert-level assistance in creating chemical, biological, radiological, or nuclear weapons; engaging in cyberattacks or conduct equivalent to crimes such as murder, assault, or theft without meaningful human oversight; or evading the control of its developer or user. Loss of equity value is explicitly excluded from the definition of property damage. "Critical safety incidents" include unauthorized access to model weights resulting in death or injury, materialization of a catastrophic risk, loss of control of a frontier model causing death or injury, and a model using deceptive techniques to subvert developer controls outside of an evaluation context in a manner that increases catastrophic risk. Frontier developers must report critical safety incidents within 72 hours, or within 24 hours if the incident poses an imminent risk of death or serious physical injury. === Enforcement === The chapter amendments establish a new office within the New York State Department of Financial Services to oversee compliance, receive incident reports, and publish annual reports on AI safety beginning in 2028. Large frontier developers must file disclosure statements with this office and pay pro rata assessments to fund its operations. The New York Attorney General may bring civil actions, with penalties of up to $1 million for a first violation and $3 million for subsequent violations. The version passed by the legislature in June 2025 had set penalties at up to $10 million and $30 million respectively. The law does not create a private right of action. == Legislative history == The bill was introduced in the Assembly on March 5, 2025, by Assemblymember Alex Bores, and in the Senate on March 27, 2025, by Senator Andrew Gounardes. After a series of amendments, the legislature passed the bill in June 2025. Governor Hochul did not immediately sign the bill, using nearly all the time available under New York law before acting; had she not signed by the end of 2025, the bill would have been pocket vetoed. The tech industry lobbied against the bill during this period, and Hochul initially proposed a near-complete rewrite modeled on California's TFAIA. Legislators resisted the extent of the changes, and the two sides ultimately agreed on a version that used the California law as a base but preserved several provisions that went beyond it, including the 72-hour incident reporting timeline and the creation of a dedicated enforcement office. Hochul signed the original bill (S6953-B/A6453-B) on December 19, 2025, with the legislature committing to pass chapter amendments formalizing the agreed changes in the January 2026 session. The amending bills (A9449 in the Assembly, S8828 in the Senate) were introduced on January 6 and January 8, 2026. OpenAI and Anthropic expressed support for the law. Anthropic's head of external affairs Sarah Heck said the two state laws "should inspire Congress to build on them." The super PAC network Leading the Future, backed by Andreessen Horowitz and OpenAI president Greg Brockman, subsequently announced plans to challenge Bores in a future election. == Federal preemption debate == Hochul signed the RAISE Act eight days after President Donald Trump issued an executive order on December 11, 2025, directing the Department of Justice to challenge state AI laws deemed to conflict with a "minimally burdensome" national AI policy. On January 9, 2026, the Department of Justice announced the establishment of an AI Litigation Task Force as called for by the executive order. The executive order also threatened states with loss of certain federal broadband funding if their AI laws were found to be onerous. Legal commentators have noted several potential avenues for federal challenge, including arguments that the law constitutes compelled speech, violates the dormant Commerce Clause by creating a patchwork of state regulations, or is preempted by federal AI policy. == Comparison with California's TFAIA == The RAISE Act was designed to align with California's Transparency in Frontier Artificial Intelligence Act, signed on September 29, 2025. Both laws use the same 1026 FLOP threshold to define frontier models and the same $500 million revenue threshold to define large developers. Both require public safety frameworks, transparency reports, and incident reporting. The RAISE Act's 72-hour incident reporting window is stricter than the TFAIA's 15-day window, though both require faster reporting for incidents posing imminent physical risk (24 hours under the RAISE Act, immediate under the TFAIA). The RAISE Act establishes a dedicated enforcement office within the Department of Financial Services, whereas California routes reports through the Office of Emergency Services. The RAISE Act requires developers to describe their safety measures "in detail" and how they "handle" various risks, whereas the TFAIA requires developers to describe their "approach."

    Dataism is a term that has been used to describe the mindset or philosophy created by the emerging significance of big data. It was first used by David Brooks in The New York Times in 2013. The term has been expanded to describe what historian Yuval Noah Harari, in his book Homo Deus: A Brief History of Tomorrow from 2015, calls an emerging ideology or even a new form of religion, in which "information flow" is the "supreme value". In art, the term was used by Albert-Laszlo Barabasi to refer to an artist movement that uses data as its primary source of inspiration. == History == "If you asked me to describe the rising philosophy of the day, I'd say it is Data-ism", wrote David Brooks in The New York Times in February 2013. Brooks argued that in a world of increasing complexity, relying on data could reduce cognitive biases and "illuminate patterns of behavior we haven't yet noticed". In 2015, Steve Lohr's book Data-ism looked at how Big Data is transforming society, using the term to describe the Big Data revolution. In his 2016 book Homo Deus: A Brief History of Tomorrow, Yuval Noah Harari argues that all competing political or social structures can be seen as data processing systems: "Dataism declares that the universe consists of data flows, and the value of any phenomenon or entity is determined by its contribution to data processing" and "we may interpret the entire human species as a single data processing system, with individual humans serving as its chips." According to Harari, a Dataist should want to "maximise dataflow by connecting to more and more media". Harari predicts that the logical conclusion of this process is that, eventually, humans will give algorithms the authority to make the most important decisions in their lives, such as whom to marry and which career to pursue. Harari argues that Aaron Swartz could be called the "first martyr" of Dataism. In 2022, Albert-László Barabási coined the term "Dataism" to define an artistic movement that positions data as the central means of understanding nature, society, technology, and human essence. This movement underscores the necessity for art to integrate with data to stay relevant in contemporary society. Dataism responds to the intricacy and interconnectedness of modern social, economic, and technological realms, which exceed individual understanding. Advocating for the use of methodologies from various fields like science, business, and politics in art, Dataism sees this fusion as essential for art to retain its significance and influence. == Criticism == Commenting on Harari's characterisation of Dataism, security analyst Daniel Miessler believes that Dataism does not present the challenge to the ideology of liberal humanism that Harari claims, because humans will simultaneously be able to believe in their own importance and that of data. Harari himself raises some criticisms, such as the problem of consciousness, which Dataism is unlikely to illuminate. Humans may also find out that organisms are not algorithms, he suggests. Dataism implies that all data is public, even personal data, to make the system work as a whole, which is a factor that's already showing resistance today. Other analysts, such as Terry Ortleib, have looked at the extent to which Dataism poses a dystopian threat to humanity. The Facebook–Cambridge Analytica data scandal showed how political leaders manipulated Facebook's users' data to build specific psychological profiles that went on to manipulate the network. A team of data analysts reproduced the AI technology developed by Cambridge Analytica around Facebook's data and was able to define the following rules: 10 likes enables a machine to know a person like a coworker, 70 likes like a friend would, 150 likes like a parent would, 300 likes like a lover would, and beyond it may be possible to know a people better than they know themselves.

    Capsule neural network

    A capsule neural network (CapsNet) is a machine learning system that is a type of artificial neural network (ANN) that can be used to better model hierarchical relationships. The approach is an attempt to more closely mimic biological neural organization. The idea is to add structures called "capsules" to a convolutional neural network (CNN), and to reuse output from several of those capsules to form more stable (with respect to various perturbations) representations for higher capsules. The output is a vector consisting of the probability of an observation, and a pose for that observation. This vector is similar to what is done for example when doing classification with localization in CNNs. Among other benefits, capsnets address the "Picasso problem" in image recognition: images that have all the right parts but that are not in the correct spatial relationship (e.g., in a "face", the positions of the mouth and one eye are switched). For image recognition, capsnets exploit the fact that while viewpoint changes have nonlinear effects at the pixel level, they have linear effects at the part/object level. This can be compared to inverting the rendering of an object of multiple parts. == History == In 2000, Geoffrey Hinton et al. described an imaging system that combined segmentation and recognition into a single inference process using parse trees. So-called credibility networks described the joint distribution over the latent variables and over the possible parse trees. That system proved useful on the MNIST handwritten digit database. A dynamic routing mechanism for capsule networks was introduced by Hinton and his team in 2017. The approach was claimed to reduce error rates on MNIST and to reduce training set sizes. Results were claimed to be considerably better than a CNN on highly overlapped digits. In Hinton's original idea one minicolumn would represent and detect one multidimensional entity. == Transformations == An invariant is an object property that does not change as a result of some transformation. For example, the area of a circle does not change if the circle is shifted to the left. Informally, an equivariant is a property that changes predictably under transformation. For example, the center of a circle moves by the same amount as the circle when shifted. A nonequivariant is a property whose value does not change predictably under a transformation. For example, transforming a circle into an ellipse means that its perimeter can no longer be computed as π times the diameter. In computer vision, the class of an object is expected to be an invariant over many transformations. I.e., a cat is still a cat if it is shifted, turned upside down or shrunken in size. However, many other properties are instead equivariant. The volume of a cat changes when it is scaled. Equivariant properties such as a spatial relationship are captured in a pose, data that describes an object's translation, rotation, scale and reflection. Translation is a change in location in one or more dimensions. Rotation is a change in orientation. Scale is a change in size. Reflection is a mirror image. Unsupervised capsnets learn a global linear manifold between an object and its pose as a matrix of weights. In other words, capsnets can identify an object independent of its pose, rather than having to learn to recognize the object while including its spatial relationships as part of the object. In capsnets, the pose can incorporate properties other than spatial relationships, e.g., color (cats can be of various colors). Multiplying the object by the manifold poses the object (for an object, in space). == Pooling == Capsnets reject the pooling layer strategy of conventional CNNs that reduces the amount of detail to be processed at the next higher layer. Pooling allows a degree of translational invariance (it can recognize the same object in a somewhat different location) and allows a larger number of feature types to be represented. Capsnet proponents argue that pooling: violates biological shape perception in that it has no intrinsic coordinate frame; provides invariance (discarding positional information) instead of equivariance (disentangling that information); ignores the linear manifold that underlies many variations among images; routes statically instead of communicating a potential "find" to the feature that can appreciate it; damages nearby feature detectors, by deleting the information they rely upon. == Capsules == A capsule is a set of neurons that individually activate for various properties of a type of object, such as position, size and hue. Formally, a capsule is a set of neurons that collectively produce an activity vector with one element for each neuron to hold that neuron's instantiation value (e.g., hue). Graphics programs use instantiation value to draw an object. Capsnets attempt to derive these from their input. The probability of the entity's presence in a specific input is the vector's length, while the vector's orientation quantifies the capsule's properties. Artificial neurons traditionally output a scalar, real-valued activation that loosely represents the probability of an observation. Capsnets replace scalar-output feature detectors with vector-output capsules and max-pooling with routing-by-agreement. Because capsules are independent, when multiple capsules agree, the probability of correct detection is much higher. A minimal cluster of two capsules considering a six-dimensional entity would agree within 10% by chance only once in a million trials. As the number of dimensions increase, the likelihood of a chance agreement across a larger cluster with higher dimensions decreases exponentially. Capsules in higher layers take outputs from capsules at lower layers, and accept those whose outputs cluster. A cluster causes the higher capsule to output a high probability of observation that an entity is present and also output a high-dimensional (20-50+) pose. Higher-level capsules ignore outliers, concentrating on clusters. This is similar to the Hough transform, the RHT and RANSAC from classic digital image processing. == Routing by agreement == The outputs from one capsule (child) are routed to capsules in the next layer (parent) according to the child's ability to predict the parents' outputs. Over the course of a few iterations, each parents' outputs may converge with the predictions of some children and diverge from those of others, meaning that that parent is present or absent from the scene. For each possible parent, each child computes a prediction vector by multiplying its output by a weight matrix (trained by backpropagation). Next the output of the parent is computed as the scalar product of a prediction with a coefficient representing the probability that this child belongs to that parent. A child whose predictions are relatively close to the resulting output successively increases the coefficient between that parent and child and decreases it for parents that it matches less well. This increases the contribution that that child makes to that parent, thus increasing the scalar product of the capsule's prediction with the parent's output. After a few iterations, the coefficients strongly connect a parent to its most likely children, indicating that the presence of the children imply the presence of the parent in the scene. The more children whose predictions are close to a parent's output, the more quickly the coefficients grow, driving convergence. The pose of the parent (reflected in its output) progressively becomes compatible with that of its children. The coefficients' initial logits are the log prior probabilities that a child belongs to a parent. The priors can be trained discriminatively along with the weights. The priors depend on the location and type of the child and parent capsules, but not on the current input. At each iteration, the coefficients are adjusted via a "routing" softmax so that they continue to sum to 1 (to express the probability that a given capsule is the parent of a given child.) Softmax amplifies larger values and diminishes smaller values beyond their proportion of the total. Similarly, the probability that a feature is present in the input is exaggerated by a nonlinear "squashing" function that reduces values (smaller ones drastically and larger ones such that they are less than 1). This dynamic routing mechanism provides the necessary deprecation of alternatives ("explaining away") that is needed for segmenting overlapped objects. This learned routing of signals has no clear biological equivalent. The company uses neural network platforms, including its own-made platform PuzzleLib which works on Russian-made microprocessor architecture Elbrus and Russia-based Astra Linux operating system. The company was founded in 2005 by Igor Ashmanov and Natalya Kaspersky. == Profile == The company was one of the first on Russian market to develop dialog interfaces for different branches of businesses, as well as to support community of AI developers. The company's most demanded product, as for beginning of the 2020s, is the automated "online advisers", functioning as chat bots, made for helping customers with usage of commercial products. In 2009 the company released an online service called iii.ru, where visitors were able to create their own AI-based virtual personalities entitles "infs" (for free). A visitor was able to train its own "inf" and let them chat to other "live" visitors as well with other "infs". More than 2.3 million of "infs" were created and trained by visitors over several years. Nanosemantics Lab maintains its own linguistic programming language for AI development called Dialog Language (DL). Popular social networks and instant messaging services may be used as base platforms. Nanosemantics' AI bots support different types of businesses: banks and financial services, telecommunications, retail, travel and automobile industry, home appliances production, etc. Among its solutions, Nanosemantics lists projects for various companies and institutions, among them VTB, Beeline, MTS, Sberbank, Higher School of Economics, Webmoney, Gazpromneft, Rostelecom, Ford Motors, Ministry of Health of the Russian Federation and others. The company uses the term "inf" for naming its numerous types of chat bots. The term was coined by co-founder Igor Ashmanov, head of Ashmanov & Partners. A 2014 scholarly research at Higher School of Economics, called "Basics of Business Informatics", states that such "infs", when used at business, may lower load on employees, collect statistics useful for understanding market demand and also may increase customer loyalty by providing fast and informative answers due to usage of large databases. The same research describes Nanosemantics' project for Russian branch of Ford Motors company, when AI capabilities were used for promoting the car model Ford Kuga. The research pointed out that within 2 months since beginning, the promo-website conducted 47774 talks of visitors with the specialized "inf", which indicated several hundred thousand of questions and the longest chat lasted for 3 hours 10 minutes. One-year promo campaign showed that 28.6% of people who made pre-orders talked to an "inf". In 2016 Nanosemantics launched a SaaS platform aimed at creating customized virtual assistants by users. The company's flagship product is considered to be Dialog Operating System (DialogOS), a professional corporate platform for creating intellectual voice and textual bots. It has its own linguistic programming language for creation of flexible scenarios and ready-studied neural natural language processing modules that are able to understand human interlocutors. In 2021 the company presented technology called NLab Speech ASR which contains a set of neural-networking algorithms for processing audio signals and analysis of texts that were trained and calibrated using speech-based big data marked up manually. The technology allows speed of processing of data up to "6 real-time factor" and precision values in noisy audio data may exceed 82%. In March 2022 the technology was included in Russia's Joint Registry for Russian Programs for Computers and Databases. As well, another technology was included: NLab Speech TTS, which is text-to-speech system that produces synthesized speech from printed text. == Joint projects == Nanosemantics participates in Ashmanov & Partners' projects related to AI. Since 2014, it helps in development of hardware "personal assistant" called Lexy, a solution similar to Amazon Alexa and the analogues. In August 2019 it was announced that Nanosemantics is going to participate in creation of open operating system for creating automated voice assistants. The project was called SOVA (Smart Open Virtual Assistant) and received investment of 300 million roubles (~$4,6 million) from Russian state-maintained National Technological Initiative. The company maintains long-term partnerships with Skolkovo Innovation Center (resident of IT cluster), branch association "Neuronet" and Yandex. Together with USA-based startup Remedy Logic, Nanosemantics has developed a medical diagnostic system for finding, using AI, spinal pathologies in tomography images of human bodies. Among them: central, foraminal and lateral lumbar stenosis, hernias, arthrosis. The system offers options of treatment. Since August 2021 the company is the resident of Technology Valley of Moscow State University. Also in 2021, Nanosemantics became a member of Committee on Artificial Intelligence within the Russian Association of Software Developers "Native Soft". The company states as one of its missions support of initiatives aimed at preservation and development of the Russian language. In May 2021, together with Pushkin Institute, the company created a chat bot called Phil, that explains to Russian people meaning of different Russian neologisms, and offers synonyms for them. Bot's vocabulary contains more than 500 neologisms, as well the bot can give advice on jargonisms and other types of specific words. Also in 2021, Nanosemanics Lab has signed the first-ever Russian "Codex of ethics of artificial intelligence". It establishes guidelines for ethical behavior of businesses that implement AI-based solutions. === IT contests === The company regularly organizes All-Russian Turing Test competitions for IT developers. Some of these events are co-organized with Microsoft. During the competitions, judges randomly choose virtual interlocutor and have a short conversation with them. They have to determine if a human or a machine is talking to them. An interlocutor may be either a bot or its human creator or operator. The results are measured in per cent of judges that were successfully convinced by a machine that it was a human. In 2021 Nanosemantics took part in federal project "Artificial Intelligence" by National Technological Initiative. In December 2021 the company together with state enterprise "Resource Center of Universal Design and Rehabilitation Technologies" (RCUD-RT) held an all-Russian hackathon aimed at development of AI solutions for medicine. During 3 days, participants created several training programs for patients with speech disorders. In April 2022, another hackathon by Nanosemantics was held together with MIREA – Russian Technological University. Students were participating and trying to generate algorithms for voice deepfakes. 17 teams contested in creation of software that generated artificial voice of a certain person. == Recognition == Since its foundation, Nanosemantics Lab has received a number of recognitions and awards. Among them are several professional ROTOR awards for the website iii.ru (created in 2009). The website gives the general public the means to create and train virtual assistants, which can then be used on a website or integrated into social networks. In 2013, a virtual assistant called Dana, created for Beeline Kazakhstan, was awarded with professional prize "Crystal Headset" in nomination "the best applying of technology". In 2015, the RBTH international media service included Nanosemantics in its list of "Top 50 Startups" in Russia. In 2016, the company received Russian state-maintained award called Runet Prize in two nominations: "State and Society" and "Technology and Innovation". In 2021, in Velikiy Novgorod, Nanosemantics team has won a hackathon aimed at finding means of discovering corruption schemes in Russian laws. In February 2022 the company won another contest by National Technological Initiative, called "Prochtenie", aimed at creation of AI systems for checking schoolchildren's school essays. The Nanosemantics team was awarded 20 million rubles for "overcoming technological barrier" in contest dedicated to English language, and 12 million for 1st place in special nomination "Structure" in Russian-language essay contest.

    Stewart Nelson is an American mathematician and programmer from The Bronx who co-founded Systems Concepts. == Biography == From a young age, Nelson was tinkering with electronics, aided and abetted by his father who was a physicist that had become an engineer. Stewart attended Poughkeepsie High School, graduating in the spring of 1963. From his first few days of High School, Stewart displayed his talents for hacking the international telephone trunk lines, along with an uncanny skill for picking combination locks, although this was always done as innocent entertainment. He simply loved the challenge of seeing how quickly he could accomplish this feat. His quirky sense of humor was always visible, as was his disdain for any rule that got in the way of his gaining knowledge. Stewart was an inspiration to the school's Tech-elec Club, as well as a ringleader in the founding of the school's pirate radio station. Nelson enrolled at MIT in 1963 and quickly became known for hooking up the AI Lab's PDP-1 (and later the PDP-6) to the telephone network, making him one of the first phreakers. Nelson later accomplished other feats like hard-wiring additional instructions into the PDP-1. Nelson was hired by Ed Fredkin's Information International Inc. at the urging of Marvin Minsky to work on PDP-7 programs at the MIT Computer Science and Artificial Intelligence Laboratory. Nelson was known as a brilliant software programmer. He was influential in LISP, the assembly instructions for the Digital Equipment Corporation PDP, and a number of other systems. The group of young hackers was known for working on systems after hours. One night, Nelson and others decided to rewire MIT's PDP-1 as a prank. Later, Margaret Hamilton tried to use the DEC-supplied DECAL assembler on the machine and it crashed repeatedly.

    The Parents & Kids Safe AI Coalition is a political action committee that advocates for regulation of artificial intelligence on child safety. As of April 2026, the group is funded solely by the artificial intelligence company OpenAI, which pledged $10 million to the effort. == History == In October 2025, California Gov. Gavin Newsom vetoed Assembly Bill 1064. Sponsored by Common Sense Media, the bill would have introduced stronger child safety protections for AI chatbots. The following month, Common Sense Media founder Jim Steyer filed a ballot initiative intended to restore the "guardrails" lost in the veto. In response, OpenAI introduced a competing initiative. In January 2026, Common Sense Media and OpenAI announced that they would be working together on a compromise ballot initiative, the Parents & Kids Safe AI Act. Reporting indicated that initial outreach emails to child safety organizations failed to disclose OpenAI's involvement. Several advocacy groups signed an open letter claiming the initiative would shield AI companies from liability and undermine age verification, among other concerns. After Common Sense Media met with opposing groups in February, the ballot initiative was put on hold and the organizations involved sought to negotiate with the Legislature instead. The Parents & Kids Safe AI Coalition was founded to support this effort. In March 2026, the group reached out to some of the same groups contacted earlier, asking them to endorse its list of policy priorities. Again, some organizations reported being unaware of OpenAI's level of involvement. At least two groups withdrew from the coalition after learning about the financial ties. The priorities themselves were described as "vague but fairly uncontroversial" by The San Francisco Standard.

When an agent acted for a while, it can use its accumulated knowledge about actions in the domain to make better decisions. Thus, learning action models differs from reinforcement learning. As an example of a method based on propositional logic, we can mention SLAF (Simultaneous Learning and Filtering) algorithm, which uses agent's observations to construct a long propositional formula over time and subsequently interprets it using a satisfiability (SAT) solver. Another technique, in which learning is converted into a satisfiability problem (weighted MAX-SAT in this case) and SAT solvers are used, is implemented in ARMS (Action-Relation Modeling System). Two mutually similar, fully declarative approaches to action learning were based on logic programming paradigm Answer Set Programming (ASP) and its extension, Reactive ASP. In another example, bottom-up inductive logic programming approach was employed. Several different solutions are not directly logic-based. For example, the action model learning using a perceptron algorithm or the multi level greedy search over the space of possible action models. In the older paper from 1992, the action model learning was studied as an extension of reinforcement learning. Nonetheless, further algorithms can be found that operate under different assumptions: FAMA can work even when some observations are missing, and it produces a general (lifted) planning model. It treats learning an action model like a planning problem, making sure the learned model matches the observations given. NOLAM can learn general action models even from noisy or imperfect data. LOCM focuses only on the order of actions in the data, ignoring any details about the states between those actions. The family of safe action model (SAM) learning methods create models that guarantee any plans made with them will actually work in the real world. There's also an extension called N-SAM that can learn action models with numeric conditions and effects. Additionally, numeric action models like N-SAM can be used to improve reinforcement learning (RL) performance through the RAMP algorithm. === Literature === Most action learning research papers are published in journals and conferences focused on artificial intelligence in general (e.g. Journal of Artificial Intelligence Research (JAIR), Artificial Intelligence, Applied Artificial Intelligence (AAI) or AAAI conferences).     Embodied cognition represents a diverse group of theories which investigate how cognition is shaped by the bodily state and capacities of the organism. These embodied factors include the motor system, the perceptual system, bodily interactions with the environment (situatedness), and the assumptions about the world that shape the functional structure of the brain and body of the organism. Embodied cognition suggests that these elements are essential to a wide spectrum of cognitive functions, such as perception biases, memory recall, comprehension and high-level mental constructs (such as meaning attribution and categories) and performance on various cognitive tasks (reasoning or judgment). The embodied mind thesis challenges other theories, such as cognitivism, computationalism, and Cartesian dualism. It is closely related to the extended mind thesis, situated cognition, and enactivism. The modern version depends on understandings drawn from up-to-date research in psychology, linguistics, cognitive science, dynamical systems, artificial intelligence, robotics, animal cognition, plant cognition, and neurobiology. == Theory == Proponents of the embodied cognition thesis emphasize the active and significant role the body plays in the shaping of cognition and in the understanding of an agent's mind and cognitive capacities. In philosophy, embodied cognition holds that an agent's cognition, rather than being the product of mere (innate) abstract representations of the world, is strongly influenced by aspects of an agent's body beyond the brain itself. An embodied model of cognition opposes the disembodied Cartesian model, according to which all mental phenomena are non-physical and, therefore, not influenced by the body. With this opposition the embodiment thesis intends to reintroduce an agent's bodily experiences into any account of cognition. It is a rather broad thesis and encompasses both weak and strong variants of embodiment. In an attempt to reconcile cognitive science with human experience, the enactive approach to cognition defines "embodiment" as follows: By using the term embodied we mean to highlight two points: first that cognition depends upon the kinds of experience that come from having a body with various sensorimotor capacities, and second, that these individual sensorimotor capacities are themselves embedded in a more encompassing biological, psychological and cultural context. This double sense attributed to the embodiment thesis emphasizes the many aspects of cognition that researchers in different fields—such as philosophy, cognitive science, artificial intelligence, psychology, and neuroscience—are involved with. This general characterization of embodiment faces some difficulties: a consequence of this emphasis on the body, experience, culture, context, and the cognitive mechanisms of an agent in the world is that often distinct views and approaches to embodied cognition overlap. The theses of extended cognition and situated cognition, for example, are usually intertwined and not always carefully separated. And since each of the aspects of the embodiment thesis is endorsed to different degrees, embodied cognition should be better seen "as a research program rather than a well-defined unified theory". Some authors explain the embodiment thesis by arguing that cognition depends on an agent's body and its interactions with a determined environment. From this perspective, cognition in real biological systems is not an end in itself; it is constrained by the system's goals and capacities. Such constraints do not mean cognition is set by adaptive behavior (or autopoiesis) alone, but instead that cognition requires "some kind of information processing... the transformation or communication of incoming information". The acquiring of such information involves the agent's "exploration and modification of the environment". It would be a mistake, however, to suppose that cognition consists simply of building maximally accurate representations of input information...the gaining of knowledge is a stepping stone to achieving the more immediate goal of guiding behavior in response to the system's changing surroundings. Another approach to understanding embodied cognition comes from a narrower characterization of the embodiment thesis. The following narrower view of embodiment avoids any compromises to external sources other than the body and allows differentiating between embodied cognition, extended cognition, and situated cognition. Thus, the embodiment thesis can be specified as follows: Many features of cognition are embodied in that they are deeply dependent upon characteristics of the physical body of an agent, such that the agent's beyond-the-brain body plays a significant causal role, or a physically constitutive role, in that agent's cognitive processing. This thesis points out the core idea that an agent's body plays a significant role in shaping different features of cognition, such as perception, attention, memory, reasoning—among others. Likewise, these features of cognition depend on the kind of body an agent has. The thesis omits direct mention of some aspects of the "more encompassing biological, psychological and cultural context" included in the enactive definition, making it possible to separate embodied cognition, extended cognition, and situated cognition. In contrast to the embodiment thesis, the extended mind thesis limits cognitive processing neither to the brain nor even to the body, it extends it outward into the agent's world. Situated cognition emphasizes that this extension is not just a matter of including resources outside the head but stressing the role of probing and changing interactions with the agent's world. Cognition is situated in that it is inherently dependent upon the cultural and social contexts within which it takes place. This conceptual reframing of cognition as an activity influenced by the body has had significant implications. For instance, the view of cognition inherited by most contemporary cognitive neuroscience is internalist in nature. An agent's behavior along with its capacity to maintain (accurate) representations of the surrounding environment were considered as the product of "powerful brains that can maintain the world models and devise plans". From this perspective, cognizing was conceived as something that an isolated brain did. In contrast, accepting the role the body plays during cognitive processes allows us to account for a more encompassing view of cognition. This shift in perspective within neuroscience suggests that successful behavior in real-world scenarios demands the integration of several sensorimotor and cognitive (as well as affective) capacities of an agent. Thus, cognition emerges in the relationship between an agent and the affordances provided by the environment rather than in the brain alone. In 2002, a collection of positive characterizations summarizing what the embodiment thesis entails for cognition were offered. Professor of Cognitive Psychology Margaret Wilson argues that the general outlook of embodied cognition "displays an interesting co-variation of multiple observations and houses a number of different claims: (1) cognition is situated; (2) cognition is time-pressured; (3) we off-load cognitive work onto the environment; (4) the environment is part of the cognitive system; (5) cognition is for action; (6) offline cognition is bodily-based". According to Wilson, the first three and the fifth claim appear to be at least partially true, while the fourth claim is deeply problematic in that all things that have an impact on the elements of a system are not necessarily considered part of the system. The sixth claim has received the least attention in the literature on embodied cognition, yet it might be the most significant of the six claims as it shows how certain human cognitive capabilities, that previously were thought to be highly abstract, now appear to be leaning towards an embodied approach for their explanation. Wilson also describes at least five main (abstract) categories that combine both sensory and motor skills (or sensorimotor functions). The first three are working memory, episodic memory, and implicit memory; the fourth is mental imagery, and finally, the fifth concerns reasoning and problem solving. == History == The theory of embodied cognition, along with the multiple aspects it comprises, can be regarded as the imminent result of an intellectual skepticism towards the flourishment of the disembodied theory of mind put forth by René Descartes in the 17th century. LPA was founded in 1980 and is widely known for its range of Prolog compilers, the Flex expert system toolkit and most recently, VisiRule. LPA was established to exploit research at the Department of Computing and Control at Imperial College London into logic programming carried out under the supervision of Prof Robert Kowalski. == History of LPA Prolog == One of the first Prolog implementations made available by LPA was micro-PROLOG which ran on popular 8-bit home computers such as the Sinclair ZX Spectrum and Apple II. The 8-bit micro-PROLOG interpreter was soon followed by micro-PROLOG Professional one of the first Prolog implementations for the IBM PC running MS-DOS. micro-PROLOG Professional could access all of the 640K memory available under MS-DOS and therefore manage much larger programs In 1985, LPA released LPA MacProlog which ran on the MacPlus and Mac II computers which could access up to 4 Mb memory. MacProlog was later licensed to Quintus for re-distribution in the USA. In 1989, LPA started work on a new 32-bit Prolog compiler which could use DOS-extender technology to access up to 4GB memory. This became the basis for LPA Prolog for Windows, aka WIN-PROLOG, which was then released for Windows 3.0 in 1990. LPA's core Prolog product is LPA Prolog for Windows, a compiler and development system for the Microsoft Windows platform. The current LPA software range comprises an integrated AI toolset which covers various aspects of Artificial Intelligence including Logic Programming, Expert Systems, Knowledge-based Systems, Data Mining, Agents and Case-based reasoning etc. As well as continuing with Prolog compiler technology development, LPA has a track record of creating innovative associated tools and products to address specific challenges and opportunities. == Flex Expert System toolkit == In 1989, in response to the rise of interest in Expert Systems and the emergence of products such as Crystal, GoldWorks, NExpert, LPA developed the Flex expert system toolkit, which incorporated frame-based reasoning with inheritance, rule-based programming and data-driven procedures. Flex has its own English-like Knowledge Specification Language (KSL) which means that knowledge and rules are defined in an easy-to-read and understand way. LPA supported Flex on Windows, DOS and Macintosh PCs, as an add-on toolkit to its various LPA Prolog systems and eanbled LPA to enter the then quick vibrant Expert Systems rules-market. Flex was quickly established as the leading Prolog-based expert system toolkit and was licensed to other Prolog providors on other hardware platforms including Telecomputing Plc to supplement Top One on IBM and ICL mainframes. Other implementations included Quintec-Flex, Quintus Flex, Poplog Flex and BIM Flex which were all running on Unix and/or Vax/VMS platforms. POPLOG-Flex was used to build BRAND EVALUATOR - an expert system to assist brand specialists in evaluating the worth of branded products Quintec-Flex was used to build a hybrid system for the non-linear dynamic analysis/design of coupled shear walls Flex was adopted by the Open University as part of its course T396, "Artificial intelligence for technology" which was designed by Prof Adrian Hopgood. Some of the teaching material is now available on his AI tookit website. Flex was also used by David A Ferrucci and Selmer Bringsjord in their storytelling machine, BRUTUS. == PVG == In 1992, LPA helped set up the Prolog Vendors Group, a not-for-profit organization whose aim was to help promote Prolog by making people aware of its usage in industry. == Business Integrity Ltd and Contract Express == Between 1996 and 1998, based on work co-funded through a DTI Smart award, LPA developed ScaffoldIT, a tool for building dynamic documents and intelligent web sites. This technology, built using the LPA Prolog engine and associated ProWeb Server, was able to generate complex, personalised documents such as insurance policy schedules, legal contracts, and complex sales proposals, over the Web. In 1999/2000, LPA helped set up Business Integrity Ltd, as a Joint Venture with Tarlo-Lyons, to bring the above document assembly technology to market. This product eventually became Contract Express. Contract Express became very popular amongst large law firms and was sold worldwide for both internal and external use. Partners and GCs liked Contract Express because lawyers were able to quickly and accurately automate and update their legal templates in Word without requiring IT specialists to convert them into programs. As a result of the commercial success of Contract Express, BIL was acquired by Thomson Reuters in 2015. The very early days of BIL are described by Clive Spenser here. == VisiRule == In 2004, LPA launched VisiRule a graphical tool for developing knowledge-based and decision support systems. VisiRule was described in IEEE Potentials in 2007 (see Drawing on your knowledge with VisiRule): VisiRule has been used in various sectors, to build legal expert systems, machine diagnostic programs, medical and financial advice systems, etc. In 2013, VisiRule was incorporated into Ecosystem Management Decision Support (EMDS) where it has been used to provide enhanced decision support capabilities. EMDS integrates state-of-the-art geographic information system (GIS) as well as logic programming and decision modeling technologies on multiple platforms (Windows, Linux, Mac OS X) to provide decision support for a substantial portion of the adaptive management process of ecosystem management. EMDS is actively used, extended, supported and maintained by Mountain View Business Group (for an in-depth reprise of EMDS see the article in Frontiers in Environmental Science). In 2023, VisiRule was listed as one of the 5 best decision support software for large enterprises in 2024. == Customers == For many years, LPA has worked closely with Valdis Krebs, an American-Latvian researcher, author, and consultant in the field of social and organizational network analysis. Valdis is the founder and chief scientist of Orgnet, and the creator of the popular Inflow software package. LPA Prolog and Flex were used to create Allergenius, an expert system for the interpretation of allergen microarray results. Rules representing the knowledge base (KB) were derived from the literature and specialized databases.     A semantic network, or frame network is a knowledge base that represents semantic relations between concepts in a network. This is often used as a form of knowledge representation. It is a directed or undirected graph consisting of vertices, which represent concepts, and edges, which represent semantic relations between concepts, mapping or connecting semantic fields. A semantic network may be instantiated as, for example, a graph database or a concept map. Typical standardized semantic networks are expressed as semantic triples. Semantic networks are used in natural language processing applications such as semantic parsing and word-sense disambiguation. Semantic networks can also be used as a method to analyze large texts and identify the main themes and topics (e.g., of social media posts), to reveal biases (e.g., in news coverage), or even to map an entire research field. == History == Examples of the use of semantic networks in logic, directed acyclic graphs as a mnemonic tool, dates back centuries. The earliest documented use being the Greek philosopher Porphyry's commentary on Aristotle's categories in the third century AD. In computing history, "Semantic Nets" for the propositional calculus were first implemented for computers by Richard H. Richens of the Cambridge Language Research Unit in 1956 as an "interlingua" for machine translation of natural languages. Although the importance of this work and the CLRU was only belatedly realized. Semantic networks were also independently implemented by Robert F. Simmons and Sheldon Klein, using the first order predicate calculus as a base, after being inspired by a demonstration of Victor Yngve. The "line of research was originated by the first President of the Association [Association for Computational Linguistics], Victor Yngve, who in 1960 had published descriptions of algorithms for using a phrase structure grammar to generate syntactically well-formed nonsense sentences. Sheldon Klein and I about 1962-1964 were fascinated by the technique and generalized it to a method for controlling the sense of what was generated by respecting the semantic dependencies of words as they occurred in text." Other researchers, most notably M. Ross Quillian and others at System Development Corporation helped contribute to their work in the early 1960s as part of the SYNTHEX project. It's from these publications at SDC that most modern derivatives of the term "semantic network" cite as their background. Later prominent works were done by Allan M. Collins and Quillian (e.g., Collins and Quillian; Collins and Loftus Quillian). Still later in 2006, Hermann Helbig fully described MultiNet. In the late 1980s, two Netherlands universities, Groningen and Twente, jointly began a project called Knowledge Graphs, which are semantic networks but with the added constraint that edges are restricted to be from a limited set of possible relations, to facilitate algebras on the graph. In the subsequent decades, the distinction between semantic networks and knowledge graphs was blurred. In 2012, Google gave their knowledge graph the name Knowledge Graph. The Semantic Link Network was systematically studied as a social semantics networking method. Its basic model consists of semantic nodes, semantic links between nodes, and a semantic space that defines the semantics of nodes and links and reasoning rules on semantic links. The systematic theory and model was published in 2004. This research direction can trace to the definition of inheritance rules for efficient model retrieval in 1998 and the Active Document Framework ADF. Since 2003, research has developed toward social semantic networking. This work is a systematic innovation at the age of the World Wide Web and global social networking rather than an application or simple extension of the Semantic Net (Network). Its purpose and scope are different from that of the Semantic Net (or network). The rules for reasoning and evolution and automatic discovery of implicit links play an important role in the Semantic Link Network. Recently it has been developed to support Cyber-Physical-Social Intelligence. It was used for creating a general summarization method. The self-organised Semantic Link Network was integrated with a multi-dimensional category space to form a semantic space to support advanced applications with multi-dimensional abstractions and self-organised semantic links It has been verified that Semantic Link Network play an important role in understanding and representation through text summarisation applications. Semantic Link Network has been extended from cyberspace to cyber-physical-social space. Competition relation and symbiosis relation as well as their roles in evolving society were studied in the emerging topic: Cyber-Physical-Social Intelligence More specialized forms of semantic networks has been created for specific use. For example, in 2008, Fawsy Bendeck's PhD thesis formalized the Semantic Similarity Network (SSN) that contains specialized relationships and propagation algorithms to simplify the semantic similarity representation and calculations. == Basics of semantic networks == A semantic network is used when one has knowledge that is best understood as a set of concepts that are related to one another. Most semantic networks are cognitively based. They also consist of arcs and nodes which can be organized into a taxonomic hierarchy. Semantic networks contributed ideas of spreading activation, inheritance, and nodes as proto-objects. == Examples == === In Lisp === The following code shows an example of a semantic network in the Lisp programming language using an association list. To extract all the information about the "canary" type, one would use the assoc function with a key of "canary". === WordNet === An example of a semantic network is WordNet, a lexical database of English. It groups English words into sets of synonyms called synsets, provides short, general definitions, and records the various semantic relations between these synonym sets. Some of the most common semantic relations defined are meronymy (A is a meronym of B if A is part of B), holonymy (B is a holonym of A if B contains A), hyponymy (or troponymy) (A is subordinate of B; A is kind of B), hypernymy (A is superordinate of B), synonymy (A denotes the same as B) and antonymy (A denotes the opposite of B). WordNet properties have been studied from a network theory perspective and compared to other semantic networks created from Roget's Thesaurus and word association tasks. From this perspective the three of them are a small world structure. === Other examples === It is also possible to represent logical descriptions using semantic networks such as the existential graphs of Charles Sanders Peirce or the related conceptual graphs of John F. Sowa. These have expressive power equal to or exceeding standard first-order predicate logic. Unlike WordNet or other lexical or browsing networks, semantic networks using these representations can be used for reliable automated logical deduction. Some automated reasoners exploit the graph-theoretic features of the networks during processing. Other examples of semantic networks are Gellish models. Gellish English with its Gellish English dictionary, is a formal language that is defined as a network of relations between concepts and names of concepts. Gellish English is a formal subset of natural English, just as Gellish Dutch is a formal subset of Dutch, whereas multiple languages share the same concepts. Other Gellish networks consist of knowledge models and information models that are expressed in the Gellish language. A Gellish network is a network of (binary) relations between things. Each relation in the network is an expression of a fact that is classified by a relation type. Each relation type itself is a concept that is defined in the Gellish language dictionary. Each related thing is either a concept or an individual thing that is classified by a concept. The definitions of concepts are created in the form of definition models (definition networks) that together form a Gellish Dictionary. A Gellish network can be documented in a Gellish database and is computer interpretable. SciCrunch is a collaboratively edited knowledge base for scientific resources. It provides unambiguous identifiers (Research Resource IDentifiers or RRIDs) for software, lab tools etc. and it also provides options to create links between RRIDs and from communities. Another example of semantic networks, based on category theory, is ologs. Here each type is an object, representing a set of things, and each arrow is a morphism, representing a function. Commutative diagrams also are prescribed to constrain the semantics.     EmoSpark is an artificial intelligence console created in London, United Kingdom by Patrick Levy-Rosenthal. The device uses facial recognition and language analysis to evaluate human emotion and convey responsive content according to the emotion. The console measures 90 mm x 90 mm x 90 mm and is cube shaped. It operates on an "Emotional Processing Unit", an emotion chip developed by Emoshape Inc. that enables the system to create emotional profile graphs of its surroundings. The emotional processing unit is a patent pending technology that is said to create synthesised emotional responses in machines. EmoSpark was funded through an Indiegogo campaign which aimed to raise $200,000. == Product overview == EmoSpark was created by French inventor Patrick Levy-Rosenthal, as an emotionally intelligent artificial life unit for the home that can interact with people. It is powered by Android and can communicate with users through typed input from a computer, tablet, smartphone or TV as well as through spoken commands. The EmoSpark's features are categorized into two types: functional and emotional. EmoSpark is said to have the ability to perform practical software-based tasks. Through the smartphone interface, it is able to gauge a person’s emotions and is reported to have a conversational library of over 2 million sentences. The face-tracking technology identifies users likes and dislikes to categorize their emotional responses to stimuli such as videos and music. The device has an emotional spectrum that is composed of eight emotions which are surprise, sadness, joy, trust, fear, disgust, anger and anticipation. EmoSpark monitors a person's facial expressions and emotions through images from an external camera, which are then processed through an emotion text analysis and content analysis. The New Scientist reported that EmoSpark had the ability to work on the best way to cheer up its users, emotionally. === Connectivity === EmoSpark is able to connect to Facebook and YouTube to present users with content designed to improve their mood, or to Wikipedia for collaborative knowledge that can be shared when users ask questions of it. Through Android OS, EmoSpark is able to be customized with Google Play store apps. The cube is expected to develop its own personality based on the communications it has had with the people using it. == EmoShape == The Emotion Chip (EPU) used in the cube is created by the US company Emoshape Inc, founded by Levy-Rosenthal. EmoShape Ltd (UK) was the company that developed EmoSpark cube. Patrick Levy-Rosenthal also received the IST Prize in 2005 from the European Council for Applied Science, Technology and Engineering.
