It collects and analyses comprehensive patterns procured from 21 different organizations that can be readily accessed by security agencies round the clock. As of September 2025 its CEO is Hirdesh Kumar. NATGRID came into existence after the 2008 Mumbai attacks. The Government of India in July 2016 appointed Ashok Patnaik as the Chief Executive Officer (CEO) of NATGRID. The appointment is being seen as the government's effort to revive the project. Patnaik's appointment was valid till 31 December 2018. As of 2019, NATGRID is headed by an Indian Police Service (IPS) officer Ashish Gupta. These platforms were required to implement age verification systems and to remove under-age users by 10 December 2025, when the law change came into effect. == Draft provisions == The draft Social Media (Age-Restricted Users) Bill defines social media platforms as electronic platforms that enable social media interactions between two or more end-users, facilitates communication between multiple end-users and allows users to post content on the platform. The proposed bill requires social media companies to take action to prevent users under the age of 16 from creating accounts on their platforms. It also creates a framework for courts to impose fines on platforms that fail to take reasonable steps to prevent underaged users from accessing the platform. == Legislative history == === Draft legislation === On 6 May 2025, Wedd announced a private member's bill called the "Social Media (Age-Restricted Users) Bill" that would bar access to social media platforms for people under the age of 16 years. She said that she was motivated as the mother of four children to support families, parents and teachers' efforts to manage their children's online exposure and the passage of the Australian Online Safety Amendment legislation in December 2024. Since National's coalition partner ACT New Zealand had refused to support the bill, the Sixth National Government announce it as a member's bill rather than a government bill. Prime Minister Christopher Luxon has confirmed that National would seek cross-party support for the legislation. ACT MP and the Minister of Internal Affairs Brooke van Velden said that the Government would watch the implementation of the Australian social media age restriction policy. In October 2025, Wedd's bill was drawn from the parliamentary ballot. In addition, Labour Reuben Davidson drafted a similar member's bill that would hold social media providers responsible for restricting "harmful content" and imposed NZ$50,000 fines for non-compliance. In November 2025, Luxon reiterated his support for social media age restriction legislation and said the New Zealand government would introduce a bill in 2026 before the 2026 New Zealand general election. He also confirmed that Education Minister Erica Stanford was leading an investigation into what lessons could be learnt from the Australian legislation. At the request of ACT MP Parmjeet Parmar, Parliament's Education and Workforce Committee held an inquiry into a proposed social media ban in early October 2025. The ACT party released a dissenting view disagreeing with the need for a law restricting social media access to under-16 year olds. In mid-May 2026, the Government confirmed that work on the proposed bill to ban under-16 year olds from social media had been paused. The New Zealand Parliament held a debate on the proposed bill on 13 May following a select committee inquiry into the harms caused by social media platforms. While the opposition Labour Party has agreed to support the member's bill, the ACT and Green parties opposed the proposed bill on the grounds that the rules were easy to circumvent, that at-risk groups could become more isolated, and that social media also harmed other age groups. == Responses == === Academia and civil society === In late July 2025, the New Zealand Council for Civil Liberties (NZCCL) expressed concern that the proposed social media age restriction could infringe upon the New Zealand Bill of Rights Act 1990, the Privacy Act 2020 and the United Nations' Convention on the Rights of the Child. The NZCCL also questioned the practicality of age verification software, a social media age limit and whether it would fulfil its stated goal of combating online harm. In August 2025, University of Auckland criminologist and senior lecturer Claire Meehan expressed concern that the social media age restriction legislation would cut children from their friendship and support networks. She also said that children and young people were digital natives who could use VPNs to circumvent the ban.     The National Intelligence Grid or NATGRID is an integrated intelligence master database structure for counter-terrorism purposes which connects databases of various core security agencies under the Government of India. It collects and analyses comprehensive patterns procured from 21 different organizations that can be readily accessed by security agencies round the clock. As of September 2025 its CEO is Hirdesh Kumar. NATGRID came into existence after the 2008 Mumbai attacks. The Government of India in July 2016 appointed Ashok Patnaik as the Chief Executive Officer (CEO) of NATGRID. The appointment is being seen as the government's effort to revive the project. Patnaik's appointment was valid till 31 December 2018. As of 2019, NATGRID is headed by an Indian Police Service (IPS) officer Ashish Gupta. The Ministry of Home Affairs on 5 February 2020 announced in Parliament that Project NATGRID with all its required physical infrastructures been completed as of 31 March 2020 and the NATGRID solution went live as of 31 December 2020. == Reason for establishment == The landscape of Terrorism in India and the subsequent response by Law enforcement in India have necessitated a sophisticated data-integration framework, positioning NATGRID as a vital tool for national security agencies. This shift towards Mass surveillance in India is rooted in a broader policy evolution of state monitoring, which is technologically enabled by the India Stack—the foundational digital infrastructure providing the API-based backbone for government service delivery and identity verification. This ecosystem is further bolstered by advanced Signal intelligence capabilities and the implementation of SIM binding, a security protocol that anchors a user’s digital identity to a specific mobile device and verified SIM card to prevent identity fraud and unauthorized access. Collectively, these elements form a 360-degree surveillance and authentication grid designed to preemptively identify threats by synthesizing historical, financial, and real-time communication data across disparate platforms. === Terror attacks in India === The 2008 Mumbai attacks led to the exposure of several weaknesses in India's intelligence gathering and action networks. NATGRID is part of the radical overhaul of the security and intelligence apparatuses of India that was mooted by the then Home Minister P. Chidambaram in 2009. The National Investigation Agency (NIA) and the National Counter Terrorism Centre (NCTC) are two organisations established in the aftermath of the Mumbai attacks of 2008. Before the Mumbai attacks, a Pakistani origin American Lashkar-e-Taiba (LeT) operative David Coleman Headley had visited India several times and done a recce of the places that came under attack on 26/11. Despite having travelled to India several times and having returned to the US through Pakistan or West Asia, his trips failed to raise the suspicion of Indian agencies as they lacked a system that could reveal a pattern in his unusual travel itineraries and trips to the country. It was argued that if they had a system like the NATGRID in place, Headley would have been apprehended well before the attacks. === Need for the integrated intelligence system === During the inauguration of NATGRID campus in Bengaluru, the Minister of Home Affairs, Amit Shah stated that a new national database is in the process of being made which will bring a change in the current ways of functioning of agencies once it's ready also adding that the government has entrusted the task of developing and operating a state-of-the-art and innovative technology system. It is accessible to 11 central agencies in the first phase and in later phases will be made accessible to police of all States and Union Territories and only authorized personnel are allowed access to the platform on a case-to-case basis for investigations into suspected cases of terrorism.     An identity column is a column (also known as a field) in a database table that is made up of values generated by the database. This is much like an AutoNumber field in Microsoft Access or a sequence in Oracle. Because the concept is so important in database science, many RDBMS systems implement some type of generated key, although each has its own terminology. Today a popular technique for generating identity is to generate a random UUID. An identity column differs from a primary key in that its values are managed by the server and usually cannot be modified. In many cases an identity column is used as a primary key; however, this is not always the case.     A cryptographic service provider (CSP) is a package that "provides a concrete implementation of certain cryptographic services." A CSP offers operations and protocols to support a variety of use cases. The cryptographic application programming interface (API) provided by the CSP provides common solutions for different platforms, for example hardware and cloud services. == Microsoft Windows == In Microsoft Windows, a Cryptographic Service Provider is a software library that implements the Microsoft CryptoAPI (CAPI). CSPs implement encoding and decoding functions, which computer application programs may use, for example, to implement strong user authentication or for secure email. CSPs are independent modules that can be used by different applications. A user program calls CryptoAPI functions and these are redirected to CSPs functions. Since CSPs are responsible for implementing cryptographic algorithms and standards, applications do not need to be concerned about security details. Furthermore, each application can define which CSP it is going to use on its calls to CryptoAPI. In fact, all cryptographic activity is implemented in CSPs. CryptoAPI only works as a bridge between the application and the CSP. CSPs are implemented basically as a special type of DLL with special restrictions on loading and use. Every CSP must be digitally signed by Microsoft and the signature is verified when Windows loads the CSP. In addition, after being loaded, Windows periodically re-scans the CSP to detect tampering, either by malicious software such as computer viruses or by the user him/herself trying to circumvent restrictions (for example on cryptographic key length) that might be built into the CSP's code. To obtain a signature, non-Microsoft CSP developers must supply paperwork to Microsoft promising to obey various legal restrictions and giving valid contact information. As of circa 2000, Microsoft did not charge any fees to supply these signatures. For development and testing purposes, a CSP developer can configure Windows to recognize the developer's own signatures instead of Microsoft's, but this is a somewhat complex and obscure operation unsuitable for nontechnical end users. The CAPI/CSP architecture had its origins in the era of restrictive US government controls on the export of cryptography. Microsoft's default or "base" CSP then included with Windows was limited to 512-bit RSA public-key cryptography and 40-bit symmetric cryptography, the maximum key lengths permitted in exportable mass market software at the time. CSPs implementing stronger cryptography were available only to U.S. residents, unless the CSPs themselves had received U.S. government export approval. The system of requiring CSPs to be signed only on presentation of completed paperwork was intended to prevent the easy spread of unauthorized CSPs implemented by anonymous or foreign developers. As such, it was presented as a concession made by Microsoft to the government, in order to get export approval for the CAPI itself. After the Bernstein v. United States court decision establishing computer source code as protected free speech and the transfer of cryptographic regulatory authority from the U.S. State Department to the more pro-export Commerce Department, the restrictions on key lengths were dropped, and the CSPs shipped with Windows now include full-strength cryptography. The main use of third-party CSPs is to interface with external cryptography hardware such as hardware security modules (HSM) or smart cards. === Smart Card CSP === These cryptographic functions can be realized by a smart card, thus the Smart Card CSP is the Microsoft way of a PKCS#11.     Collabora Online (often abbreviated as COOL) is an open-source online office suite developed by Collabora, based on LibreOffice Online, the web-based edition of the LibreOffice office suite. It enables real-time collaborative editing of documents, spreadsheets, presentations, and vector graphics in a web browser. Optional applications are available for offline use on Android, ChromeOS, iOS, iPadOS, Linux distributions, macOS, and Windows. It supports the OpenDocument format and is compatible with other major formats, including those used by Microsoft Office. The Document Foundation (TDF), the nonprofit organization behind LibreOffice, states that a majority of the LibreOffice software development is done by its partners like Collabora. Collabora Online is an open-source alternative to proprietary cloud office platforms such as Google Workspace and Microsoft 365. Unlike these services, it can be self-hosted or hosted by third-party providers. The platform is marketed particularly toward enterprises and public institutions seeking greater digital sovereignty and independence from U.S.-based "big tech" companies. Collabora also develops Collabora Office, a standalone desktop and mobile app suite based on LibreOffice. Collabora Calc – A spreadsheet editor based on LibreOffice Calc, similar to Microsoft Excel and Google Sheets. Features include pivot tables, formulas, data validation, conditional formatting, advanced sorting and filtering, charts, and support for up to 16,000 columns. Compatible with some macros written in VBA. Collabora Impress – A presentation program based on LibreOffice Impress, comparable to Microsoft PowerPoint and Google Slides. Collaboration features include commenting, version tracking with document comparison and restoration, and integration with communication tools such as chat or video calls. These functions are often enabled through integration with enterprise open-source cloud platforms like Nextcloud, ownCloud, Seafile, EGroupware, GroupOffice and others. Collabora Online can also be embedded or integrated into a variety of third-party applications. Although client apps are not required to use the web-based suite, optional applications are available for offline use on Android, ChromeOS, iOS, iPadOS, Linux distributions, macOS, and Windows. These apps share the same LibreOffice-based core as the server version, ensuring document compatibility across platforms. Development of the LibreOffice core benefits both the online server and the client applications simultaneously. In June 2020, ZDNET reported that Collabora Online would be included as the standard office suite in Nextcloud version 19, noting that direct document editing was added to the native video conferencing software Talk. In September 2020, Linux Magazine compared Collabora Online with OnlyOffice, noting the flexibility and platform independence of both tools and highlighting Collabora's extensive feature set derived from LibreOffice. === Digital sovereignty === Collabora Online's open-source design and support for self-hosting have made it notable in discussions about digital sovereignty—the ability of users and organizations to control their own data. This is particularly relevant in Europe, where concerns about dependence on U.S.-based "big tech" companies and data privacy have grown in recent years. On 10th June 2025, Microsoft executives under oath in the French Senate admitted that they cannot guarantee data sovereignty and would be compelled to pass French (and by implication the wider European Union) information to the US administration if requested via a warrant or subpoena. The Cloud Act is a law that gives the US government authority to obtain digital data held by US-based tech corporations, irrespective of whether that data is stored on servers at home or on foreign soil. A 2020 briefing by the European Parliament highlighted risks associated with reliance on major technology companies that collect and exploit user data. Social media therapy combines different expressive therapy aspects of talk therapy, art therapy, writing therapy, and drama therapy and applies them to the web domain. Within social media therapy, synchronous or asynchronous dialogue occurs through exchanges of audio, text or visual information. The digital content is published online to serve as a form of therapy. == Background == Time spent online via email, websites, instant messaging and social media has increased: since 1999, more than 2,554 million people have become internet users. This alters the way people communicate with each other, and alters the connotation of certain words. The concepts of "identity", "friend", "like" and "connected" have adapted alongside technology. People are influenced by data sharing, social marketing, and technological tools. There are multiple therapeutic services offered through the internet. E-therapy, online counseling, cyber therapy, and social media therapy are similar in that each utilizes the internet in order to provide therapy for patients. == Controversy == There are pros and cons when it comes to the subject of online therapy. Criticism of providing therapy through online methods comes from concerns over the lack of physical contact. There are important features of therapy created through face-to-face therapy such as transference and countertransference that can not be created through online therapy. Patricia R. Recupero and Samara E. Rainey stated in their article "Informed Consent to E-Therapy" of American Journal of Psychotherapy that the lack of face-to-face interaction increased the risk of misdiagnosis and misunderstanding between the E-therapist and patient, thereby increasing the risk of uncertainty for the clinician. There are also concerns over the internet creating a distraction from the therapy itself. Confidentiality and privacy concerns have been raised as well. However, several systematic reviews have found that online psychotherapy can produce clinical outcomes comparable to face-to-face treatment, suggesting that physical distance does not inherently reduce therapeutic effectiveness.
