    In computer science, Universal IR Evaluation (information retrieval evaluation) aims to develop measures of database retrieval performance that shall be comparable across all information retrieval tasks. == Measures of "relevance" == IR (information retrieval) evaluation begins whenever a user submits a query (search term) to a database. If the user is able to determine the relevance of each document in the database (relevant or not relevant), then for each query, the complete set of documents is naturally divided into four distinct (mutually exclusive) subsets: relevant documents that are retrieved, not relevant documents that are retrieved, relevant documents that are not retrieved, and not relevant documents that are not retrieved. These four subsets (of documents) are denoted by the letters a, b, c, d respectively and are called Swets variables, named after their inventor. In addition to the Swets definitions, four relevance metrics have also been defined: Recall refers to the fraction of relevant documents that are retrieved (a/(a+b)), and Precision refers to the fraction of retrieved documents that are relevant (a/(a+c)). These are the most commonly used and well-known relevance metrics found in the IR evaluation literature. Two less commonly used metrics include the Fallout, i.e., the fraction of not relevant documents that are retrieved (b/(b+d)), and the Miss, which refers to the fraction of relevant documents that are not retrieved (c/(c+d)) during any given search. == Universal IR evaluation techniques == Universal IR evaluation addresses the mathematical possibilities and relationships among the four relevance metrics Precision, Recall, Fallout and Miss, denoted by P, R, F and M, respectively. One aspect of the problem involves finding a mathematical derivation of a complete set of universal IR evaluation points. The complete set of 16 points, each one a quadruple of the form (P, R, F, M), describes all the possible universal IR outcomes. For example, many of us have had the experience of querying a database and not retrieving any documents at all. In this case, the Precision would take on the undetermined form 0/0, the Recall and Fallout would both be zero, and the Miss would be any value greater than zero and less than one (assuming a mix of relevant and not relevant documents were in the database, none of which were retrieved). This universal IR evaluation point would thus be denoted by (0/0, 0, 0, M), which represents only one of the 16 possible universal IR outcomes. The mathematics of universal IR evaluation is a fairly new subject since the relevance metrics P, R, F, M were not analyzed collectively until recently (within the past decade). Descriptions of formats can vary, but are typically compact set descriptors, such as a regular expression. Format-transforming encryption is closely related to, and a generalization of, format-preserving encryption. == Applications of FTE == === Restricted fields or formats === Similar to format-preserving encryption, FTE can be used to control the format of ciphertexts. The canonical example is a credit card number, such as 1234567812345670 (16 bytes long, digits only). However, FTE does not enforce that the input format must be the same as the output format. === Censorship circumvention === FTE is used by the Tor Project to circumvent deep packet inspection by pretending to be some other protocols. The implementation is fteproxy; it was written by the authors who came up with the FTE concept.

    Public Services Network

    The Public Services Network (PSN) is a UK government's high-performance network, which helps public sector organisations work together, reduce duplication and share resources. It unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks" to increase efficiency and reduce overall public expenditure. It is now a legacy network and public sector organisations are being migrated to using services on the public internet. == Origins == The Public Services Network (PSN) was launched officially as part of the Transformational Government Strategy commencing in 2005, under the original name of the Public Sector Network. Prior to this, some parts of local government had already successfully implemented the concept. The Hampshire Public Services Network (HPSN) was the first PSN, launched in 1999, followed closely by Kent County Councils partnerships with the KPSN. The HPSN, encompassing all of the borough, district and unitary councils, with the County Council, as well as the Fire Services, the Isle of Wight Council and 540 schools. National PSN technical and architecture compliance criteria were established from 2007, by GDS working with local government leaders from Socitm (the Society of Information Technology Management) on the National CIO Council and the Local CIO Council. The PSN's aim was to bring public services organisations with a common interest onto a single, coherent and standards-based ‘network of networks’. This would create influence, economies of scale and a commonality of standards for secure and easy inter-connection between public service organisations. The original concept of a network of networks strategy was based upon the work already undertaken in local government and recognition of Communities of Interest (COI) within the Criminal Justice Sector during work by the Office for Criminal Justice Reform (OCJR) between 2005 and 2007 to enable data sharing across business units. In this context a COI was defined as groups of Government departments and external partners who in combination provided services within a specific area of operation and used the same data, with a similar risk profile, shared risk appetite and common governance framework. Historically each group member had implemented their own networks and standards of operation in isolation with little or no consideration as to how services and data may be shared and resulting in increased costs of operation. The Network of Networks strategy proposed within OCJR recommended the creation of specific networks based upon these Communities of Interest which were joined together through data interchange gateways supporting common standards. Under this approach networks would be arranged by data type and business functions such as Criminal Justice, Health and Social Care, Defence and Intelligence or Public Finance rather than solely on established departmental boundaries. Within a COI, trust relationships and data interchange are readily supported, enabling data sharing without a need to cross network boundaries and providing benefits of scale without the challenges and compromises intrinsic to homogeneous cross sector networks. Data is made available without a need to transport it between organisations and control is retained by the data originator. In early 2007 a group of UK Government department CTOs in conjunction with the Office for Government Commerce Buying Solutions (OGC BS) established the vision for a single commonly provided, procured and managed public sector voice and data network infrastructure to replace the multitude of separately procured and managed networks serving various segments of the UK public sector; Education, Health, Central Government, Local Government etc. In 2008 an Industry Working Group was established to document the objectives and requirements more clearly. Their report set out the architectural and commercial principles as well as anticipated security, service management, governance and transition arrangements. == Architecture == The PSN comprises a core network, the Government Conveyancing Network or GCN provided by GCN Service Providers or GCNSPs. The GCN interconnects multiple operator networks, termed Direct Network Service Providers or DNSPs. Subscriber organisations contract to a connection from a local participating DNSP, connect via that to GCN and hence onwards to other interconnected networks and services. The GCN network is entirely based on IPv4 and MPLS and the GCNSPs are not currently mandated to provide IPv6, though they should have a roadmap to implementing it if and when required. == Commercial framework == In 2010 Virgin Media Business, BT, Cable & Wireless and Global Crossing signed Deeds of Undertaking (DoU) and subsequently achieved accreditation for providing GCN and IP VPN services. In March 2012, BT, Cable & Wireless, Capita Business Services, Eircom, Fujitsu, Kcom, Level 3, Logicalis, MDNX, Thales, Updata and Virgin Media Business were successful bidders for the initial two-year PSN Connectivity framework. In June 2012, 29 companies were confirmed as suppliers of ICT services to the UK public sector under the Government's PSN Services framework contract. Apart from most of the previous suppliers, additional companies also included 2e2, Airwave Solutions, Azzurri Communications, Cassidian, CSC Computer Sciences, Computacenter, Daisy Communications, Easynet Global Services, EE, Freedom Communications, Icom Holdings, NextiraOne, PageOne Communications, Phoenix IT Group, Siemens Communications, Specialist Computer Centres, Telefónica, telent Technology Services, Uniworld Communications and Vodafone. == Governance == The PSN is managed within the Cabinet Office where it is part of the Government Digital Service. == Early implementations == There were already notable initiatives in progress in county council areas, demonstrating public sector network integration in both the Hampshire HPSN2 network and in Kent's community network. Project Pathway was established as a pilot linking these two county-wide networks, with Virgin Media Business and Global Crossing the subscriber and GCN network elements. Staffordshire County Council was the first council in England to establish a PSN that included the county's NHS Health partners. Other county councils have since followed the leads of these councils. == Transition == Centrally procured public sector networks are expected to migrate across to the PSN framework as they reach the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF). The Managed Telephony Service (MTS) contract expired on 31 December 2011 and was replaced by the Managed Telephony Convergence Framework (MTCF). == Future plan == In a blog post published on 20 January 2017, Government Digital Service announced that the Technology Leaders Network (TLN) had agreed that government was starting a journey away from the PSN. This was because using the Internet was considered suitable for the vast majority of the work that the public sector does. The blog post confirmed that the 'move was not going to happen immediately' and stated that 'there's quite a bit of work to do across the public sector to prepare for the changes'. It also stated that it was too early for a full timeline to be provided, although all PSN-connected organisations would be updated as the process evolved. The blog post confirmed that organisations that need to access services that are only available on the PSN would still need to connect to it for the time being and continue to meet its assurance requirements. In a blog post published on 16 March 2017, Government Digital Service (GDS) set out its plans for PSN assurance. The blog post confirmed that the PSN compliance process wasn't 'going anywhere, certainly for a while yet'. It explained that the TLN agreed that – as one of the only recognised, externally accredited, cross-government common assurance standards – it 'needs to live on far beyond the end of the physical PSN network'. Government Digital Service, along with the National Cyber Security Centre (NCSC) and the Cyber and Government Security Directorate, are now looking at ways to expand and reframe PSN compliance in a new context that, while retaining the assurance principles that are the basis of the existing process, will aim to improve the process. A GDS blog post titled 'The road to closing down the PSN' published on 8 September 2020 describes how the public sector will migrate away from the PSN.     Critical data studies

    Critical data studies is the exploration of and engagement with social, cultural, and ethical challenges that arise when working with big data. It is through various unique perspectives and taking a critical approach that this form of study can be practiced. As its name implies, critical data studies draws heavily on the influence of critical theory, which has a strong focus on addressing the organization of power structures. This idea is then applied to the study of data. Interest in this unique field of critical data studies began in 2011 with scholars danah boyd and Kate Crawford posing various questions for the critical study of big data and recognizing its potential threatening impacts on society and culture. It was not until 2014, and more exploration and conversations, that critical data studies was officially coined by scholars Craig Dalton and Jim Thatcher. They put a large emphasis on understanding the context of big data in order to approach it more critically. Researchers such as David Ribes, Robert Soden, Seyram Avle, Sarah E. Fox, and Phoebe Sengers focus on understanding data as a historical artifact and taking an interdisciplinary approach towards critical data studies. Other key scholars in this discipline include Rob Kitchin and Tracey P. Lauriault who focus on reevaluating data through different spheres. Various critical frameworks that can be applied to analyze big data include Feminist, Anti-Racist, Queer, Indigenous, Decolonial, Anti-Ableist, as well as Symbolic and Synthetic data science. These frameworks help to make sense of the data by addressing power, biases, privacy, consent, and underrepresentation or misrepresentation concerns that exist in data as well as how to approach and analyze this data with a more equitable mindset. == Motivation == In their article in which they coin the term 'critical data studies,' Dalton and Thatcher also provide several justifications as to why data studies is a discipline worthy of a critical approach. First, 'big data' is an important aspect of twenty-first century society, and the analysis of 'big data' allows for a deeper understanding of what is happening and for what reasons. Big data is important to critical data studies because it is the type of data used within this field. Big data does not necessarily refer to a large data set, it can have a data set with millions of rows, but also a data set that just has a wide variety and expansive scope of data with a smaller type of dataset. As well as having whole populations in the data set and not just sample sizes. Furthermore, big data as a technological tool and the information that it yields are not neutral, according to Dalton and Thatcher, making it worthy of critical analysis in order to identify and address its biases. Building off this idea, another justification for a critical approach is that the relationship between big data and society is an important one, and therefore worthy of study. Ribes et. al. argue there is a need for an interdisciplinary understanding of data as a historical artifact as a motivating aspect of critical data studies.The overarching consensus in the Computer-Supported Cooperative Work (CSCW) field, is that people should speak for the data, and not let the data speak for itself. The sources of big data and it’s relationship to varied metadata can be a complicated one, which leads to data disorder and a need for an ethical analysis. Additionally, Iliadis and Russo (2016) have called for studying data assemblages. This is to say, data has innate technological, political, social, and economic histories that should be taken into consideration. Kitchin argues data is almost never raw, and it is almost always cooked, meaning that it is always spoken for by the data scientists utilizing it. Thus, Big Data should be open to a variety of perspectives, especially those of cultural and philosophical nature. Further, data contains hidden histories, ideologies, and philosophies. Big data technology can cause significant changes in society's structure and in the everyday lives of people, and, being a product of society, big data technology is worthy of sociological investigation. Moreover, data sets are almost never completely without any influence. Rather, data are shaped by the vision or goals of those gathering the data, and during the data collection process, certain things are quantified, stored, sorted and even discarded by the research team. A critical approach is thus necessary in order to understand and reveal the intent behind the information being presented.One of these critical approaches has been through feminist data studies. This method applies feminist principles to critical studies and data collecting and analysis. The goal of this is to address the power imbalance in data science and society. According to Catherine D’Ignazio and Lauren F. Klein, a power analysis can be performed by examining power, challenging power, evaluating emotion and embodiment, rethinking binaries and hierarchies, embracing pluralism, considering context, and making labor visible. Feminist data studies is part of the movement towards making data to benefit everyone and not to increase existing inequalities. Moreover, data alone cannot speak for themselves; in order to possess any concrete meaning, data must be accompanied by theoretical insight or alternative quantitative or qualitative research measures. Based on different social topics such as anti-racist data studies, critical data studies give a focus on those social issues concerning data. Specifically in anti-racist data studies they use a classification approach to get representation for those within that community. Desmond Upton Patton and others used their own classification system in the communities of Chicago to help target and reduce violence with young teens on twitter. They had students in those communities help them to decipher the terminology and emojis of these teens to target the language used in tweets that followed with violence outside of the computer screens. This is just one real world example of critical data studies and its application. Dalton and Thatcher argue that if one were to only think of data in terms of its exploitative power, there is no possibility of using data for revolutionary, liberatory purposes. Finally, Dalton and Thatcher propose that a critical approach in studying data allows for 'big data' to be combined with older, 'small data,' and thus create more thorough research, opening up more opportunities, questions and topics to be explored. == Issues and concerns for critical data scholars == Data plays a pivotal role in the emerging knowledge economy, driving productivity, competitiveness, efficiency, sustainability, and capital accumulation. The ethical, political, and economic dimensions of data dynamically evolve across space and time, influenced by changing regimes, technologies, and priorities. Technically, the focus lies on handling, storing, and analyzing vast data sets, utilizing machine learning-based data mining and analytics. This technological advancement raises concerns about data quality, encompassing validity, reliability, authenticity, usability, and lineage. The use of data in modern society brings about new ways of understanding and measuring the world, but also brings with it certain concerns or issues. Data scholars attempt to bring some of these issues to light in their quest to be critical of data. Technical and organizational issues could include the scope of the data set, meaning there is too little or too much data to work with, leading to inaccurate results. It becomes crucial for critical data scholars to carefully consider the adequacy of data volume for their analyses. The quality of the data itself is another facet of concern. The data itself could be of poor quality, such as an incomplete or messy data set with missing or inaccurate data values. This would lead researchers to have to make edits and assumptions about the data itself. Addressing these issues often requires scholars to make edits and assumptions about the data to ensure its reliability and relevance. Data scientists could have improper access to the actual data set, limiting their abilities to analyze it. Linnet Taylor explains how gaps in data can arise when people of varying levels of power have certain rights to their data sources. These people in power can control what data is collected, how it is displayed and how it is analyzed. The capabilities of the research team also play a crucial role in the quality of data analytics. The research team may have inadequate skills or organizational capabilities which leads to the actual analytics performed on the dataset to be biased. This can also lead to ecological fallacies, meaning an assumption is made about an individual based on data or results from a larger group of people.     Synthesia Limited is a British multinational artificial intelligence company based in London, United Kingdom. It is a synthetic media-generation software developer and creator of AI-generated video content, including audio-visual agents and cloned avatars. Britain's largest generative-AI firm, it is used by 70% of FTSE 100 and over 90% of Fortune 100 companies. == Overview == Synthesia is most often used by corporations for localized communication, orientation, employee training videos, advertising campaigns, reporting, product demonstrations, customer service, and to create chatbots. Its software algorithm mimics speech and facial movements based on video recordings of an individual’s speech and facial expressions. From this, a text-to-speech video is created to look and sound like the individual. Swiss bank UBS incorporated Synthesia AI-powered avatars of their human financial experts, for instance, in 2025. Users create content via the platform's pre-generated AI presenters or by creating digital representations of themselves, or personal avatars, using the platform's AI video editing tool. These avatars can be used to narrate videos generated from text. As of August 2021, Synthesia's voice database included multiple gender options in over 60 languages. Its free voice library doubled by 2025, to 140 languages and accents, and its Express-Voice technology can clone a user's own voice, or generate a synthetic one. === Deepfakes === The platform prohibits use of its software to create non-consensual clones, including of celebrities or political figures for satirical purposes. Explicit consent must be provided in addition to a strict pre-screening regimen for use of an individual's likeness to avoid “deepfaking”. While the company prohibits use of its technology for misinformation or "news-like content", an October 2023 Freedom House report stated that Synthesia tools had been used by governments in Venezuela, China, Burkina Faso, and Russia to create videos of fake TV news outlets with AI-generated avatars in order to spread propaganda. Actor Dan Dewhirst signed a contract with the company in 2021, becoming one of the first actors whose likeness would be made into an AI avatar, finding his likeness used in the Venezuelan generated-videos. The company stated, in February 2024, that it had improved its misuse detection systems, and, in April 2024, that new users of its technology are screened by the company, and content employing it is further vetted by Synthesia moderators. == History == Synthesia's software utilizes deep learning architecture developed by Lourdes Agapito and Matthias Niessner. The company was co-founded in 2017 by Agapito, Niessner, Victor Riparbelli, and Steffen Tjerrild. In 2018, the company first demonstrated the software's capabilities on the BBC programme Click when it presented a digitization of Matthew Amroliwala speaking Spanish, Mandarin, and Hindi. Through Synthesia's first two years of existence, it employed 10 people and struggled to make sales, leading to an expansion of the company's focus. It moved on from just targeting entertainment studios to a variety of businesses. In 2020, Synthesia users were reported to include Amazon, Tiffany & Co. and IHG Hotels & Resorts. In January 2024, the company introduced its AI video assistant, which turns text-to-video. That April, with a reported 55,000 customers, including half of the Fortune 100, Synthesia launched "expressive avatars". That September, an enhanced dubbing feature was launched, to translate video in 30 languages with naturalized lip-syncing. Peter Hill joined Synthesia as CTO in January 2025, following 25 years at Amazon, and two years as CEO and CPO of Wildfire Studios. That March, a million dollar base of shares was formed to furnish human actors, employed to generate digital avatars, with company stock, which all of its employees hold. By June of that year, 150,000 individuals from among Synthesia's 65,000 customers had created AI-generated avatars of themselves. In July 2025, the company's new global headquarters at Regent’s Place was opened by London mayor Sadiq Khan, who described Britain's largest generative-AI company, then valued at over $2 billion, as a "London success story". By that October, its technology was employed by 90% of the Fortune 100, and Synthesia 3.0 was launched, with hyper-realistic digital avatars equipped with AI-powered dubbing and translation, and a built-in video assistant. In January 2026, it reached a $4 billion valuation, with 70% of FTSE 100 companies noted among its customers. === Funding === The company raised $3.1 million in seed funding in 2019. In April 2021, the company raised $12.5 million in Series A funding. In December 2021, it raised $50 million in a Series B funding round led by Kleiner Perkins and GV (then Google Ventures). Synthesia gained a total valuation of $1 billion, and achieved unicorn status, when it raised $90 million from Accel and Nvidia partnership NVentures, in June 2023, during its Series C funding round. Counting 60,000 customers by January 2025, including over 60% of Fortune 100 companies; the company raised $180 million in a Series D round led by NEA, with new investors World Innovation Lab (WiL), Atlassian Ventures and PSP Growth, as well as existing investors GV, MMC Ventures and FirstMark, doubling Synthesia's valuation to $2.1 billion. Capital raised by 2025 had reached $330 million, with investments slated to further product innovation, talent growth, and company expansion in North America, Europe, Japan and Australia. In April 2025, Adobe Inc. invested £10 million in the company for a strategic partnership. Synthesia subsequently rejected a $3 billion acquisition offer from Adobe, choosing to remain independent. With a revenue stream then exceeding $100 million annually; GV led a Series E funding round in October 2025, resulting in Synthesia's $4 billion valuation, raising $200 million from GV, Nvidia and Accel to develop, in 2026, interactive audio-visual avatar "agents" that converse on topic, for automated sales training and corporate communications, such as recruiting. == Recognition == In 2021, Synthesia partnered with Lay's to create the Messi Messages campaign featuring Argentine footballer Lionel Messi. Users created personalized messages with Synthesia's software and sent custom artificial reality video messages from Messi based on their text input. The campaign received a Cannes Lion Award under the Bronze category. In February 2025, UK Science and Technology Minister Peter Kyle commended Synthesia's "pioneering generative AI innovations."

    Harvest now, decrypt later

    Harvest now, decrypt later (HNDL) is a surveillance strategy that relies on the acquisition and long-term storage of currently unreadable encrypted data awaiting possible breakthroughs in decryption technology that would render it readable in the future—a hypothetical date referred to as Y2Q (a reference to Y2K), or Q-Day. The most common concern is the prospect of developments in quantum computing which would allow current strong encryption algorithms to be broken at some time in the future, making it possible to decrypt any stored material that had been encrypted using those algorithms. However, the improvement in decryption technology need not be due to a quantum-cryptographic advance; any other form of attack capable of enabling decryption would be sufficient. The existence of this strategy has led to concerns about the need to urgently deploy post-quantum cryptography; even though no practical quantum attacks yet exist, some data stored now may still remain sensitive even decades into the future. As of 2022, the U.S. federal government has proposed a roadmap for organizations to start migrating toward quantum-cryptography-resistant algorithms to mitigate these threats. This new version of Commercial National Security Algorithm Suite uses publicly-available algorithms and is allowed for government use up to the TOP SECRET level. == Terminology and scope == The term “harvest now, decrypt later” encompasses various surveillance or espionage operations in which ciphertext or encrypted communications are collected today with the view that they may one day be decrypted, given sufficient advances in computing power or cryptanalysis. The abbreviation HNDL is sometimes used in technical and policy documents. The “Y2Q” (or “Q-Day”) label draws an analogy to the Y2K date-change issue, emphasising a potential future point at which current cryptography may collapse. The strategy is particularly relevant for data with long confidentiality lifetimes, such as diplomatic communications, personal health records, critical infrastructure logs, or intellectual property. == Mitigation strategies == The primary defense against HNDL attacks is the transition to post-quantum cryptography (PQC), which utilizes algorithms believed to be secure against quantum computer attacks. However, because PQC protects the data payload digitally, rather than the transmission itself, the encrypted data can still be harvested and stored. A complementary approach involves physical layer security (also known as optical layer encryption or photonic shielding). Unlike algorithmic encryption, this method modifies the optical waveform itself—often by burying the signal within optical noise or using spectral phase encoding—to render the transmission unrecordable by standard receivers. By preventing the attacker from capturing a valid signal in the first place, this approach aims to eliminate the "harvest" phase of the threat. Commercial implementations of harvest-proof optical encryption have been developed by firms such as CyberRidge to secure long-haul fiber networks. Field trials have demonstrated 100 Gbps throughput over legacy DWDM networks using this method.

    Tokenization (data security)

    Tokenization, when applied to data security, is the process of substituting a sensitive data element with a non-sensitive equivalent, referred to as a token, that has no intrinsic or exploitable meaning or value. The token is a reference (i.e. identifier) that maps back to the sensitive data through a tokenization system. The mapping from original data to a token uses methods that render tokens infeasible to reverse in the absence of the tokenization system, for example using tokens created from random numbers. A one-way cryptographic function is used to convert the original data into tokens, making it difficult to recreate the original data without obtaining entry to the tokenization system's resources. To deliver such services, the system maintains a vault database of tokens that are connected to the corresponding sensitive data. Protecting the system vault is vital to the system, and improved processes must be put in place to offer database integrity and physical security. The tokenization system must be secured and validated using security best practices applicable to sensitive data protection, secure storage, audit, authentication and authorization. The tokenization system provides data processing applications with the authority and interfaces to request tokens, or detokenize back to sensitive data. The security and risk reduction benefits of tokenization require that the tokenization system is logically isolated and segmented from data processing systems and applications that previously processed or stored sensitive data replaced by tokens. Only the tokenization system can tokenize data to create tokens, or detokenize back to redeem sensitive data under strict security controls. The token generation method must be proven to have the property that there is no feasible means through direct attack, cryptanalysis, side channel analysis, token mapping table exposure or brute force techniques to reverse tokens back to live data. Replacing live data with tokens in systems is intended to minimize exposure of sensitive data to those applications, stores, people and processes, reducing risk of compromise or accidental exposure and unauthorized access to sensitive data. Applications can operate using tokens instead of live data, with the exception of a small number of trusted applications explicitly permitted to detokenize when strictly necessary for an approved business purpose. Tokenization systems may be operated in-house within a secure isolated segment of the data center, or as a service from a secure service provider. Tokenization may be used to safeguard sensitive data involving, for example, bank accounts, financial statements, medical records, criminal records, driver's licenses, loan applications, stock trades, voter registrations, and other types of personally identifiable information (PII). Tokenization is often used in credit card processing. The PCI Council defines tokenization as "a process by which the primary account number (PAN) is replaced with a surrogate value called a token. A PAN may be linked to a reference number through the tokenization process. In this case, the merchant simply has to retain the token and a reliable third party controls the relationship and holds the PAN. The token may be created independently of the PAN, or the PAN can be used as part of the data input to the tokenization technique. The communication between the merchant and the third-party supplier must be secure to prevent an attacker from intercepting to gain the PAN and the token. De-tokenization is the reverse process of redeeming a token for its associated PAN value. The security of an individual token relies predominantly on the infeasibility of determining the original PAN knowing only the surrogate value". The choice of tokenization as an alternative to other techniques such as encryption will depend on varying regulatory requirements, interpretation, and acceptance by respective auditing or assessment entities. This is in addition to any technical, architectural or operational constraint that tokenization imposes in practical use. == Concepts and origins == The concept of tokenization, as adopted by the industry today, has existed since the first currency systems emerged centuries ago as a means to reduce risk in handling high value financial instruments by replacing them with surrogate equivalents. In the physical world, coin tokens have a long history of use replacing the financial instrument of minted coins and banknotes. In more recent history, subway tokens and casino chips found adoption for their respective systems to replace physical currency and cash handling risks such as theft. Exonumia and scrip are terms synonymous with such tokens. In the digital world, similar substitution techniques have been used since the 1970s as a means to isolate real data elements from exposure to other data systems. In databases for example, surrogate key values have been used since 1976 to isolate data associated with the internal mechanisms of databases and their external equivalents for a variety of uses in data processing. More recently, these concepts have been extended to consider this isolation tactic to provide a security mechanism for the purposes of data protection. In the payment card industry, tokenization is one means of protecting sensitive cardholder data in order to comply with industry standards and government regulations. Tokenization was applied to payment card data by Shift4 Corporation and released to the public during an industry Security Summit in Las Vegas, Nevada in 2005. The technology is meant to prevent the theft of the credit card information in storage. Shift4 defines tokenization as: "The concept of using a non-decryptable piece of data to represent, by reference, sensitive or secret data. In payment card industry (PCI) context, tokens are used to reference cardholder data that is managed in a tokenization system, application or off-site secure facility." To protect data over its full lifecycle, tokenization is often combined with end-to-end encryption to secure data in transit to the tokenization system or service, with a token replacing the original data on return. For example, to avoid the risks of malware stealing data from low-trust systems such as point of sale (POS) systems, as in the Target breach of 2013, cardholder data encryption must take place prior to card data entering the POS and not after. Encryption takes place within the confines of a security hardened and validated card reading device and data remains encrypted until received by the processing host, an approach pioneered by Heartland Payment Systems as a means to secure payment data from advanced threats, now widely adopted by industry payment processing companies and technology companies. The PCI Council has also specified end-to-end encryption (certified point-to-point encryption—P2PE) for various service implementations in various PCI Council Point-to-point Encryption documents. == The tokenization process == The process of tokenization consists of the following steps: The application sends the tokenization data and authentication information to the tokenization system. It is stopped if authentication fails and the data is delivered to an event management system. As a result, administrators can discover problems and effectively manage the system. The system moves on to the next phase if authentication is successful. Using one-way cryptographic or random generation techniques, a token is generated and kept in a highly secure data vault. The new token is provided to the application for further use, replacing the sensitive data for processing and storage. Tokenization systems share several components according to established standards. Token generation is the process of producing a token using any means, such as one-way nonreversible cryptographic functions (e.g., a hash function with a strong, secret salt) or assignment via a randomly generated number. Random number generator (RNG) techniques are often the best choice for generating token values. Token mapping – this is the process of assigning the created token value to its original value. To enable permitted look-ups of the original value using the token as the index, a secure cross-reference database must be constructed. Token data store – this is a central repository for the token mapping process that holds the original sensitive values and their related token values. Sensitive data and token values must be securely kept in an encrypted format. Management of cryptographic keys. Strong key management procedures are required for sensitive data encryption on token data stores. == Difference from encryption == Tokenization and "classic" encryption effectively protect data if implemented properly, and a computer security system may use both.     In cryptography, a key-agreement protocol is a protocol whereby two (or more) parties generate a cryptographic key as a function of information provided by each honest party so that no party can predetermine the resulting value. In particular, all honest participants influence the outcome. A key-agreement protocol is a specialisation of a key-exchange protocol. At the completion of the protocol, all parties share the same key. A key-agreement protocol precludes undesired third parties from forcing a key choice on the agreeing parties. A secure key agreement can ensure confidentiality and data integrity in communications systems, ranging from simple messaging applications to complex banking transactions. Secure agreement is defined relative to a security model, for example the Universal Model. More generally, when evaluating protocols, it is important to state security goals and the security model. For example, it may be required for the session key to be authenticated. A protocol can be evaluated for success only in the context of its goals and attack model. An example of an adversarial model is the Dolev–Yao model. In many key exchange systems, one party generates the key, and sends that key to the other party; the other party has no influence on the key. == Exponential key exchange == The first publicly known public-key agreement protocol that meets the above criteria was the Diffie–Hellman key exchange, in which two parties jointly exponentiate a generator with random numbers, in such a way that an eavesdropper cannot feasibly determine what the resultant shared key is. Exponential key agreement in and of itself does not specify any prior agreement or subsequent authentication between the participants. It has thus been described as an anonymous key agreement protocol. == Symmetric key agreement == Symmetric key agreement (SKA) is a method of key agreement that uses solely symmetric cryptography and cryptographic hash functions as cryptographic primitives. It is related to symmetric authenticated key exchange. SKA may assume the use of initial shared secrets or a trusted third party with whom the agreeing parties share a secret is assumed. If no third party is present, then achieving SKA can be trivial: we tautologically assume that two parties that share an initial secret and have achieved SKA. SKA contrasts with key-agreement protocols that include techniques from asymmetric cryptography, such as key encapsulation mechanisms. The initial exchange of a shared key must be done in a manner that is private and integrity-assured. Historically, this was achieved by physical means, such as by using a trusted courier. An example of a SKA protocol is the Needham–Schroeder protocol. It establishes a session key between two parties on the same network, using a server as a trusted third party. The original Needham–Schroeder protocol is vulnerable to a replay attack. Timestamps and nonces are included to fix this attack. It forms the basis for the Kerberos protocol. === Types of key agreement === Boyd et al. classify two-party key agreement protocols according to two criteria as follows: whether a pre-shared key already exists or not the method of generating the session key. The pre-shared key may be shared between the two parties, or each party may share a key with a trusted third party. If there is no secure channel (as may be established via a pre-shared key), it is impossible to create an authenticated session key. The session key may be generated via: key transport, key agreement and hybrid. If there is no trusted third party, then the cases of key transport and hybrid session key generation are indistinguishable. SKA is concerned with protocols in which the session key is established using only symmetric primitives. == Authentication == Anonymous key exchange, like Diffie–Hellman, does not provide authentication of the parties, and is thus vulnerable to man-in-the-middle attacks. A wide variety of cryptographic authentication schemes and protocols have been developed to provide authenticated key agreement to prevent man-in-the-middle and related attacks. These methods generally mathematically bind the agreed key to other agreed-upon data, such as the following: public–private key pairs shared secret keys passwords === Public keys === A widely used mechanism for defeating such attacks is the use of digitally signed keys that must be integrity-assured: if Bob's key is signed by a trusted third party vouching for his identity, Alice can have considerable confidence that a signed key she receives is not an attempt to intercept by Eve. When Alice and Bob have a public-key infrastructure, they may digitally sign an agreed Diffie–Hellman key, or exchanged Diffie–Hellman public keys. Such signed keys, sometimes signed by a certificate authority, are one of the primary mechanisms used for secure web traffic (including HTTPS, SSL or TLS protocols). Other specific examples are MQV, YAK and the ISAKMP component of the IPsec protocol suite for securing Internet Protocol communications. However, these systems require care in endorsing the match between identity information and public keys by certificate authorities in order to work properly. === Hybrid systems === Hybrid systems use public-key cryptography to exchange secret keys, which are then used in a symmetric-key cryptography systems. Most practical applications of cryptography use a combination of cryptographic functions to implement an overall system that provides all of the four desirable features of secure communications (confidentiality, integrity, authentication, and non-repudiation). === Passwords === Password-authenticated key agreement protocols require the separate establishment of a password (which may be smaller than a key) in a manner that is both private and integrity-assured. These are designed to resist man-in-the-middle and other active attacks on the password and the established keys. For example, DH-EKE, SPEKE, and SRP are password-authenticated variations of Diffie–Hellman. === Other tricks === If one has an integrity-assured way to verify a shared key over a public channel, one may engage in a Diffie–Hellman key exchange to derive a short-term shared key, and then subsequently authenticate that the keys match. One way is to use a voice-authenticated read-out of the key, as in PGPfone. Voice authentication, however, presumes that it is infeasible for a man-in-the-middle to spoof one participant's voice to the other in real-time, which may be an undesirable assumption. Such protocols may be designed to work with even a small public value, such as a password. Variations on this theme have been proposed for Bluetooth pairing protocols. In an attempt to avoid using any additional out-of-band authentication factors, Davies and Price proposed the use of the interlock protocol of Ron Rivest and Adi Shamir, which has been subject to both attack and subsequent refinement.

Andrew Adamatzky, a computer scientist at the University of the West of England, Bristol used the term in an article in New Scientist March 28, 2005 [1]. The aim is to create 'liquid logic gates' which would be 'infinitely reconfigurable and self-healing'. The process relies on the Belousov–Zhabotinsky reaction, a repeating cycle of three separate sets of reactions. Such a processor could form the basis of a robot which, using artificial sensors, interact with its surroundings in a way which mimics living creatures. The coining of the term was featured by ABC radio in Australia [2].

    The Short Signal Code, also known as the Short Signal Book (German: Kurzsignalbuch), was a short code system used by the Kriegsmarine (German Navy) during World War II to minimize the transmission duration of messages. == Description == The transmission of radio messages had the potential risks of revealing the submarine's presence and direction; if decoded the content was also revealed. Submarines need to provide information, mostly in standard form (position of convoy to attack and of submarine, weather information), to their bases. Initially Morse code transmissions could be used. To inhibit detection, the duration of messages needed to be minimised; for this, Kurzsignale short-coding was used. To prevent interception, messages needed to be encrypted by the Enigma machine. To shorten transmission even further, the message could be sent by a fast machine instead of a human radio operator. For example, the Kurier system – not implemented in time – decreased the time to send a Morse dot from around 50 milliseconds for a human to 1 millisecond. == Short Signal book == The Kurzsignale code was intended to shorten transmission time to below the time required to get a directional fix. It was not primarily intended to hide signal contents; protection was intended to be achieved by encoding with the Enigma machine. A copy of the Kurzsignale code book was captured from German submarine U-110 on 9 May 1941. In August 1941, Dönitz began addressing U-boats by the names of their commanders, instead of boat numbers. The method of defining U-boat meeting points in the Short Signal Book was regarded as compromised, so a method was defined by B-Dienst cryptanalysts to disguise their positions on the Kriegsmarine German Naval Grid System (German:Gradnetzmeldeverfahren) was introduced and used until the end of the war == Radio direction finding == Aware of the danger presented by radio direction finding (RDF), the Kriegsmarine developed various systems to speed up broadcast. The Kurzsignale code system condensed messages into short codes consisting of short sequences for common terms such as "convoy location" so that additional descriptions would not be needed in the message. The resulting Kurzsignal was then encoded with the Enigma machine and subsequently transmitted as rapidly as possible, typically taking about 20 seconds. Typical length of an information or weather signal was about 25 characters. Conventional RDF needed about a minute to fix the bearing of a radio signal, and the Kurzsignale protected against this. However, the huff-duff system which was in use by the Allies could cope with these short transmissions. The fully automated burst transmission Kurier system, in testing from August 1944, could send a Kurzsignal in not more than 460 milliseconds; this was short enough to prevent location even by huff-duff and, if deployed, would have been a serious setback for Allied anti-submarine and code-breaking activities. By late 1944 the Kurier program was a top priority, but the war ended before the system was operational. == Short Weather cipher == A similar coding system was used for weather reports from U-boats, the Wetterkurzschlüssel (Short Weather Cipher). Code books were captured from U-559 on 30 October 1942.

    A key in cryptography is a piece of information, usually a string of numbers or letters that are stored in a file, which, when processed through a cryptographic algorithm, can encode or decode cryptographic data. Based on the used method, the key can be different sizes and varieties, but in all cases, the strength of the encryption relies on the security of the key being maintained. A key's security strength is dependent on its algorithm, the size of the key, the generation of the key, and the process of key exchange. == Scope == The key is what is used to encrypt data from plaintext to ciphertext. There are different methods for utilizing keys and encryption. === Symmetric cryptography === Symmetric cryptography refers to the practice of the same key being used for both encryption and decryption. === Asymmetric cryptography === Asymmetric cryptography has separate keys for encrypting and decrypting. These keys are known as the public and private keys, respectively. == Purpose == Since the key protects the confidentiality and integrity of the system, it is important to be kept secret from unauthorized parties. With public key cryptography, only the private key must be kept secret, but with symmetric cryptography, it is important to maintain the confidentiality of the key. Kerckhoff's principle states that the entire security of the cryptographic system relies on the secrecy of the key. == Key sizes == Key size is the number of bits in the key defined by the algorithm. This size defines the upper bound of the cryptographic algorithm's security. The larger the key size, the longer it will take before the key is compromised by a brute force attack. Since perfect secrecy is not feasible for key algorithms, researches are now more focused on computational security. In the past, keys were required to be a minimum of 40 bits in length, however, as technology advanced, these keys were being broken quicker and quicker. As a response, restrictions on symmetric keys were enhanced to be greater in size. Currently, 2048 bit RSA is commonly used, which is sufficient for current systems. However, current RSA key sizes would all be cracked quickly with a powerful quantum computer. "The keys used in public key cryptography have some mathematical structure. For example, public keys used in the RSA system are the product of two prime numbers. Thus public key systems require longer key lengths than symmetric systems for an equivalent level of security. 3072 bits is the suggested key length for systems based on factoring and integer discrete logarithms which aim to have security equivalent to a 128 bit symmetric cipher." == Key generation == To prevent a key from being guessed, keys need to be generated randomly and contain sufficient entropy. The problem of how to safely generate random keys is difficult and has been addressed in many ways by various cryptographic systems. A key can directly be generated by using the output of a Random Bit Generator (RBG), a system that generates a sequence of unpredictable and unbiased bits. A RBG can be used to directly produce either a symmetric key or the random output for an asymmetric key pair generation. Alternatively, a key can also be indirectly created during a key-agreement transaction, from another key or from a password. Some operating systems include tools for "collecting" entropy from the timing of unpredictable operations such as disk drive head movements. For the production of small amounts of keying material, ordinary dice provide a good source of high-quality randomness. == Establishment scheme == The security of a key is dependent on how a key is exchanged between parties. Establishing a secured communication channel is necessary so that outsiders cannot obtain the key. A key establishment scheme (or key exchange) is used to transfer an encryption key among entities. Key agreement and key transport are the two types of a key exchange scheme that are used to be remotely exchanged between entities . In a key agreement scheme, a secret key, which is used between the sender and the receiver to encrypt and decrypt information, is set up to be sent indirectly. All parties exchange information (the shared secret) that permits each party to derive the secret key material. In a key transport scheme, encrypted keying material that is chosen by the sender is transported to the receiver. Either symmetric key or asymmetric key techniques can be used in both schemes. The Diffie–Hellman key exchange and Rivest-Shamir-Adleman (RSA) are the most two widely used key exchange algorithms. In 1976, Whitfield Diffie and Martin Hellman constructed the Diffie–Hellman algorithm, which was the first public key algorithm. The Diffie–Hellman key exchange protocol allows key exchange over an insecure channel by electronically generating a shared key between two parties. On the other hand, RSA is a form of the asymmetric key system which consists of three steps: key generation, encryption, and decryption. Key confirmation delivers an assurance between the key confirmation recipient and provider that the shared keying materials are correct and established. The National Institute of Standards and Technology recommends key confirmation to be integrated into a key establishment scheme to validate its implementations. == Management == Key management concerns the generation, establishment, storage, usage and replacement of cryptographic keys. A key management system (KMS) typically includes three steps of establishing, storing and using keys. The base of security for the generation, storage, distribution, use and destruction of keys depends on successful key management protocols. == Key vs password == A password is a memorized series of characters including letters, digits, and other special symbols that are used to verify identity. It is often produced by a human user or a password management software to protect personal and sensitive information or generate cryptographic keys. Passwords are often created to be memorized by users and may contain non-random information such as dictionary words. On the other hand, a key can help strengthen password protection by implementing a cryptographic algorithm which is difficult to guess or replace the password altogether. A key is generated based on random or pseudo-random data and can often be unreadable to humans. A password is less safe than a cryptographic key due to its low entropy, randomness, and human-readable properties. However, the password may be the only secret data that is accessible to the cryptographic algorithm for information security in some applications such as securing information in storage devices. Thus, a deterministic algorithm called a key derivation function (KDF) uses a password to generate the secure cryptographic keying material to compensate for the password's weakness. Various methods such as adding a salt or key stretching may be used in the generation.

It focuses on how analytical reasoning can be facilitated by interactive visual interfaces. == Overview == Visual analytics is "the science of analytical reasoning facilitated by interactive visual interfaces." It can address problems whose size, complexity, and need for closely coupled human and machine analysis may make them otherwise intractable. Visual analytics advances scientific and technological development across multiple domains, including analytical reasoning, human–computer interaction, data transformations, visual representation for computation and analysis, analytic reporting, and the transition of new technologies into practice. As a research agenda, visual analytics brings together several scientific and technical communities from computer science, information visualization, cognitive and perceptual sciences, interactive design, graphic design, and social sciences. Visual analytics integrates new computational and theory-based tools with innovative interactive techniques and visual representations to enable human-information discourse. The design of the tools and techniques is based on cognitive, design, and perceptual principles. This science of analytical reasoning provides the reasoning framework upon which one can build both strategic and tactical visual analytics technologies for threat analysis, prevention, and response. Analytical reasoning is central to the analyst's task of applying human judgments to reach conclusions from a combination of evidence and assumptions. Visual analytics has some overlapping goals and techniques with information visualization and scientific visualization. There is currently no clear consensus on the boundaries between these fields, but broadly speaking the three areas can be distinguished as follows: Scientific visualization deals with data that has a natural geometric structure (e.g., MRI data, wind flows). Information visualization handles abstract data structures such as trees or graphs. Visual analytics seeks to marry techniques from information visualization with techniques from computational transformation and analysis of data. The term and scope of the field was defined in the early 2000s through researchers such as Jim Thomas, Kristin A. Cook, John Stasko, Pak Chung Wong, Daniel A. Keim and David S. Ebert. As a reaction to the September 11, 2001 attacks the United States Department of Homeland Security was established in late 2002, combining dozens of previously separated government agencies. Building upon earlier work on visual data mining by Daniel A. Keim starting in the late 1990s, this simultaneously lead to the development of a research agenda for visual analytics. As part of these efforts the National Visualization and Analytics Center (NVAC) at Pacific Northwest National Laboratory was established in 2004, whose charter was to develop system to mitigate information overload after the September 11, 2001 attacks in the intelligence community. Their research work determined core challenges, posed open research questions, and positioned visual analytics as a new research domain, in particular through the 2005 research agenda Illuminating the Path. In 2006, the IEEE VIS community led by Pak Chung Wong and Daniel A. Keim launched the annual IEEE Conference on Visual Analytics Science and Technology (VAST), providing a dedicated venue for research into visual analytics, which in 2020 merged to form the IEEE Visualization conference. Recently, there have been increasing calls for health organizations to involve the public and consumer groups in their social media health campaigns to ensure their acceptability with the target audience, encouraging use of collaborations and co-design of messages. == Research == When incorporating social media into health research recruitment, there is potential for a greater number of individuals to participate. Social media allows researchers to reach a wide range of participants while also allowing for recruitment 24 hours a day. There are many health organizations with large social media followings to allow them to reach a large amount of individuals. If these organizations pair with researchers and post flyers or make posts about a study they may be able to find the population that they are looking for. Although there are positives to using social media for health research recruitment, looking at the issues is important. Using this method in recruitment may cause competition between companies for the attention of the users. Another important point is that this is dependent on the type of health condition that is being researched. For chronic conditions, there are many organizations and platforms for support while for acute illnesses, there are not as many organizations that would be able to promote these studies and post for outreach. == Patient education == Patients increasingly turn to social media for health communication and health-related information. Online health communities, forums and blogs enable individuals to share their experiences, offer support, and seek advice from peers. Healthcare professionals also use social media to provide valuable insights and address common health concerns. The use of social media for patient education allows individuals to gain more information for their illness or disease along with gaining support from individuals who may be experiencing the same. Many health organizations such as cancer organizations or organizations for chronic health conditions often have social media platforms that allow individuals to connect and even share their own stories. Peer support is beneficial to patients emotionally and even for them to understand their condition and how to cope. Another way that social media allows individuals to gain more information is the improvement of health literacy. Medical jargon can be confusing for individuals especially when they are newly diagnosed with an illness or disease. Social media has been able to create platforms that explain the information that individuals may need when they are newly diagnosed or if they just want to learn more about their illness. Medical conditions can be confusing but using social media may allow for individuals to develop a better understanding in a manner that they understand. When patients have a better understanding of their health there will be a result of better health outcomes. == Misinformation == While social media is a powerful tool for health awareness, it comes with challenges. Misinformation can spread rapidly, potentially leading to incorrect or harmful health practices. Ensuring the accuracy of health-related information on social media is an ongoing concern. Health misinformation can be easily spread through social media to large amounts of individuals which can make this dangerous. Often, critics will question whether health-related information that is shared online is credible. Social media does not require the amount of regulation that could prevent false medical information from being disseminated online. According to The Influencer Effect: Exploring the persuasive communication tactics of social media influencers in the health and wellness industry by Deborah Deutsch, "the information shared is often lacking accepted scientific evidence or is contrary to industry standards, and, at times, deceptive, unethical, and misleading." One example of this was in 2020, when President Donald Trump said in speeches and on Twitter that hydroxychloroquine and chloroquine could be used to treat COVID-19. While these drugs are antimalaria, it was being spread that they could be used for COVID-19. This resulted in increased deaths and individuals falling ill from taking this drug and the misinformation that was spread about this drug. Spreading misinformation regarding health is one of the biggest concerns when using social media for health awareness. When spreading misinformation about health there is an increase in confusion about what is true and what is false regardless of who is saying this information. Along with the confusion of the public, there is a sense of mistrust that is a consequence of misinformation. Individuals are seeing different opinions which leads people to a situation where they do not know who to trust. While health misinformation is one of the largest issues, there are ways to help prevent it. As individuals, it is important to know where you are getting your information from and learn how to identify what is misinformation and avoid the spread of it. == Privacy and ethical issues == The sharing of personal health information on social media raises privacy and ethical concerns. Striking a balance between raising awareness and respecting individuals' privacy remains a delicate issue.

    Public Services Network

    The Public Services Network (PSN) is a UK government's high-performance network, which helps public sector organisations work together, reduce duplication and share resources. It unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks" to increase efficiency and reduce overall public expenditure. It is now a legacy network and public sector organisations are being migrated to using services on the public internet. == Origins == The Public Services Network (PSN) was launched officially as part of the Transformational Government Strategy commencing in 2005, under the original name of the Public Sector Network. Prior to this, some parts of local government had already successfully implemented the concept. The Hampshire Public Services Network (HPSN) was the first PSN, launched in 1999, followed closely by Kent County Councils partnerships with the KPSN. The HPSN, encompassing all of the borough, district and unitary councils, with the County Council, as well as the Fire Services, the Isle of Wight Council and 540 schools. National PSN technical and architecture compliance criteria were established from 2007, by GDS working with local government leaders from Socitm (the Society of Information Technology Management) on the National CIO Council and the Local CIO Council. The PSN's aim was to bring public services organisations with a common interest onto a single, coherent and standards-based ‘network of networks’. This would create influence, economies of scale and a commonality of standards for secure and easy inter-connection between public service organisations. The original concept of a network of networks strategy was based upon the work already undertaken in local government and recognition of Communities of Interest (COI) within the Criminal Justice Sector during work by the Office for Criminal Justice Reform (OCJR) between 2005 and 2007 to enable data sharing across business units. In this context a COI was defined as groups of Government departments and external partners who in combination provided services within a specific area of operation and used the same data, with a similar risk profile, shared risk appetite and common governance framework. Historically each group member had implemented their own networks and standards of operation in isolation with little or no consideration as to how services and data may be shared and resulting in increased costs of operation. The Network of Networks strategy proposed within OCJR recommended the creation of specific networks based upon these Communities of Interest which were joined together through data interchange gateways supporting common standards. Under this approach networks would be arranged by data type and business functions such as Criminal Justice, Health and Social Care, Defence and Intelligence or Public Finance rather than solely on established departmental boundaries. Within a COI, trust relationships and data interchange are readily supported, enabling data sharing without a need to cross network boundaries and providing benefits of scale without the challenges and compromises intrinsic to homogeneous cross sector networks. Data is made available without a need to transport it between organisations and control is retained by the data originator. In early 2007 a group of UK Government department CTOs in conjunction with the Office for Government Commerce Buying Solutions (OGC BS) established the vision for a single commonly provided, procured and managed public sector voice and data network infrastructure to replace the multitude of separately procured and managed networks serving various segments of the UK public sector; Education, Health, Central Government, Local Government etc. In 2008 an Industry Working Group was established to document the objectives and requirements more clearly. Their report set out the architectural and commercial principles as well as anticipated security, service management, governance and transition arrangements. == Architecture == The PSN comprises a core network, the Government Conveyancing Network or GCN provided by GCN Service Providers or GCNSPs. The GCN interconnects multiple operator networks, termed Direct Network Service Providers or DNSPs. Subscriber organisations contract to a connection from a local participating DNSP, connect via that to GCN and hence onwards to other interconnected networks and services. The GCN network is entirely based on IPv4 and MPLS and the GCNSPs are not currently mandated to provide IPv6, though they should have a roadmap to implementing it if and when required. == Commercial framework == In 2010 Virgin Media Business, BT, Cable & Wireless and Global Crossing signed Deeds of Undertaking (DoU) and subsequently achieved accreditation for providing GCN and IP VPN services. In March 2012, BT, Cable & Wireless, Capita Business Services, Eircom, Fujitsu, Kcom, Level 3, Logicalis, MDNX, Thales, Updata and Virgin Media Business were successful bidders for the initial two-year PSN Connectivity framework. In June 2012, 29 companies were confirmed as suppliers of ICT services to the UK public sector under the Government's PSN Services framework contract. Apart from most of the previous suppliers, additional companies also included 2e2, Airwave Solutions, Azzurri Communications, Cassidian, CSC Computer Sciences, Computacenter, Daisy Communications, Easynet Global Services, EE, Freedom Communications, Icom Holdings, NextiraOne, PageOne Communications, Phoenix IT Group, Siemens Communications, Specialist Computer Centres, Telefónica, telent Technology Services, Uniworld Communications and Vodafone. == Governance == The PSN is managed within the Cabinet Office where it is part of the Government Digital Service. == Early implementations == There were already notable initiatives in progress in county council areas, demonstrating public sector network integration in both the Hampshire HPSN2 network and in Kent's community network. Project Pathway was established as a pilot linking these two county-wide networks, with Virgin Media Business and Global Crossing the subscriber and GCN network elements. Staffordshire County Council was the first council in England to establish a PSN that included the county's NHS Health partners. Other county councils have since followed the leads of these councils. == Transition == Centrally procured public sector networks are expected to migrate across to the PSN framework as they reach the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF). The Managed Telephony Service (MTS) contract expired on 31 December 2011 and was replaced by the Managed Telephony Convergence Framework (MTCF). == Future plan == In a blog post published on 20 January 2017, Government Digital Service announced that the Technology Leaders Network (TLN) had agreed that government was starting a journey away from the PSN. This was because using the Internet was considered suitable for the vast majority of the work that the public sector does. The blog post confirmed that the 'move was not going to happen immediately' and stated that 'there's quite a bit of work to do across the public sector to prepare for the changes'. It also stated that it was too early for a full timeline to be provided, although all PSN-connected organisations would be updated as the process evolved. The blog post confirmed that organisations that need to access services that are only available on the PSN would still need to connect to it for the time being and continue to meet its assurance requirements. In a blog post published on 16 March 2017, Government Digital Service (GDS) set out its plans for PSN assurance. The blog post confirmed that the PSN compliance process wasn't 'going anywhere, certainly for a while yet'. It explained that the TLN agreed that – as one of the only recognised, externally accredited, cross-government common assurance standards – it 'needs to live on far beyond the end of the physical PSN network'. Government Digital Service, along with the National Cyber Security Centre (NCSC) and the Cyber and Government Security Directorate, are now looking at ways to expand and reframe PSN compliance in a new context that, while retaining the assurance principles that are the basis of the existing process, will aim to improve the process. A GDS blog post titled 'The road to closing down the PSN' published on 8 September 2020 describes how the public sector will migrate away from the PSN. The Cabinet Office has set up a programme called Future Networks for Government (FN4G) to help organisations move away from the PSN.
