    In music recording, mix automation allows the mixing console to remember the mixing engineer's dynamic adjustment of faders during a musical piece in the post-production editing process. A timecode is necessary for the synchronization of automation. Modern mixing consoles and digital audio workstations use comprehensive mix automation. VCAs control the audio level and not the actual fader. Moving Fader Automation a motor is attached to the fader, which then can be controlled by the console, digital audio workstation (DAW), or user. Software Controlled Automation the software can be internal to the console, or external as part of a DAW. The virtual fader can be adjusted in the software by the user. MIDI Automation the communications protocol MIDI can be used to send messages to the console to control automation. == Modes == Auto Write used the first time automation is created or when writing over existing automation Auto Touch writes automation data only while a fader is touched/faders return to any previously automated position after release Auto Latch starts writing automation data when a fader is touched/stays in position after release Auto Read digital Audio Workstation performs the written automation Auto Off automation is temporarily disabled All of these include the mute button.     Neural style transfer (NST) software algorithms are able to manipulate digital images, or videos, in order to adopt the appearance or visual style of another image. NST algorithms are characterized by their use of deep neural networks for the sake of image transformation. Common uses for NST are the creation of artificial artwork from photographs, for example by transferring the appearance of famous paintings to user-supplied photographs. Several notable mobile apps use NST techniques for this purpose, including DeepArt and Prisma. This method has been used by artists and designers around the globe to develop new artwork based on existent style(s). == History == NST is an example of image stylization, a problem studied for over two decades within the field of non-photorealistic rendering. The first two example-based style transfer algorithms were image analogies and image quilting. Both of these methods were based on patch-based texture synthesis algorithms. Given a training pair of images–a photo and an artwork depicting that photo–a transformation could be learned and then applied to create new artwork from a new photo, by analogy. If no training photo was available, it would need to be produced by processing the input artwork; image quilting did not require this processing step, though it was demonstrated on only one style. NST was first published in the paper "A Neural Algorithm of Artistic Style" by Leon Gatys et al., originally released to ArXiv 2015, and subsequently accepted by the peer-reviewed CVPR conference in 2016. The original paper used a VGG-19 architecture that has been pre-trained to perform object recognition using the ImageNet dataset. In 2017, Google AI introduced a method that allows a single deep convolutional style transfer network to learn multiple styles at the same time.     Information audit

    The information audit (IA) extends the concept of auditing from a traditional scope of accounting and finance to the organisational information management system. Information is representative of a resource which requires effective management and this led to the development of interest in the use of an IA. Prior the 1990s and the methodologies of Orna, Henczel, Wood, Buchanan and Gibb, IA approaches and methodologies focused mainly upon an identification of formal information resources (IR). Later approaches included an organisational analysis and the mapping of the information flow. This gave context to analysis within an organisation's information systems and a holistic view of their IR and as such could contribute to the development of the information systems architecture (ISA). In recent years the IA has been overlooked in favour of the systems development process which can be less expensive than the IA, yet more heavily technically focused, project specific (not holistic) and does not favour the top-down analysis of the IA. == Definition == A definition for the Information Audit cannot be universally agreed-upon amongst scholars, however the definition offered by ASLIB received positive support from a few notable scholars including Henczel, Orna and Wood; “(the IA is a) systematic examination of information use, resources and flows, with a verification by reference to both people and existing documents, in order to establish the extent to which they are contributing to an organisation’s objectives” In summary, the term audit itself implies a counting, the IA being much the same yet it counts IR and analyses how they are used and how critical they are to the success of a given task. == Role and scope of an IA == In much the same way as the IA is difficult to define, it can be utilised in a range of contexts by the information professional, from complying with freedom of information legislation to identifying any existing gaps, duplications, bottlenecks or other inefficiencies in information flows and to understand how existing channels can be used for knowledge transfer In 2007 Buchanan and Gibb developed upon their 1998 examination of the IA process by outlining a summary of its main objectives: To identify an organisation’s information resource To identify an organisation’s information needs Furthermore, Buchanan and Gibb went on to state that the IA also had to meet the following additional objectives: To identify the cost/benefits of information resources To identify the opportunities to use the information resources for strategic competitive advantage To integrate IT investment with strategic business initiatives To identify information flow and processes To develop an integrated information strategy and/or policy To create an awareness of the importance of Information Resource Management (IRM) To monitor/evaluate conformance to information related standards, legislations, policy and guidelines. == Methodology evolution == === Overview === In 1976 Riley first published a definition of IA as a way of analysing IR based on a cost-benefit model. Since Riley, scholars have outlined further developed methodologies. Henderson took a cost-benefit approach hoping to draw focus from manpower-costing to information storage and acquisition which he felt was being overlooked. In 1985 Gillman focused upon identifying the relationships which existed between various components in order to map them to one another. Neither Henderson nor Gillman’s methods offered alternative approaches beyond the existing organisational frameworks. Quinn took a hybrid-approach combining Gillman and Henderson’s methods to identify the purpose of existing IR and to position them within the organisation, as did Worlock. The differentiator between Quinn and Worlock lay in Worlock’s consideration of solutions outside of the current organisational structure. These approaches had thus far had paid little attention to the needs of the user or in making structured recommendations for the development of a corporate information strategy. Therefore, here follows a brief outline and overall comparison of four published strategic approaches in order that one might understand the development of the IA methodology. === Burk and Horton === In 1988 Burk and Horton developed InfoMap, the first IA methodology developed for widespread use. It aimed to discover, map and evaluate the IR within an organisation using a 4-stage process: Survey staff using questionnaires/interviews Measure the IR against cost/value Analyse resources Synthesise the findings and map the strengths and weaknesses of the IR against the objectives of the organisation. Although the method inventoried all IR (and therefore met standard ISO 1779) this bottom-up approach revealed limited analysis of the organisation holistically and the steps were not explicit enough. === Orna === Orna produced a top-down methodology in contrast to Burk and Horton, placing emphasis upon the importance of organisational analysis and aimed to assist in the production of a corporate information policy. Initially the method had just 4-stages, this later revised to a 10-stage process which included pre and post-audit stages as below: Conduct a preliminary review to confirm operational/strategic direction Gain support/resource from management Gain commitment from the other stakeholders (staff) Planning including the project, team, tools and techniques Identify the IR, information flow and produce a cost/value assessment Interpret findings based upon current versus desired state Produce a report to present findings Implement recommendations Monitor effects of change Repeat the IA Orna’s method introduced the need for a cyclical IA to be put in place in order for the IR to be continually tracked and improvements made regularly. Again this method was criticised for lacking some practical application and in 2004 Orna revised the methodology once more to try to rectify this problem === Buchanan and Gibb === In 1998, similarly to Orna's earlier publication, Buchanan and Gibb took a top-down approach, drawing techniques from established management disciplines to provide a framework and a level of familiarity for information professionals. This set of techniques was a notable contribution to IA methodologies and understood the need to be flexible for each organisation. Theirs was a 5-stage process: Promote benefits of the IA through seminars/surveys/CEO letter for cooperation Identify the mission objectives of the organisation, define environment (PEST), map information flow and examine organisation culture. Analyse and formulate action plan for problem areas, flow diagrams and a report of findings and recommendations Account for cost of IR and related services using Activity Based Costing (ABC) and Output Based Specification (OBS). Synthesise the whole process in final audit report and provide an information strategy (strategic direction) in relation to the organisation’s mission statement. This was the introduction of a new approach to costing the IR and had an integrated strategic direction, yet the scholars admitted that this method may be impractical for smaller organisations. === Henczel === Henczel’s methodology drew upon the strengths of Orna and Buchanan and Gibb to produce a 7-stage process: Planning and submission of business case for approval to proceed Data collection and development of an IR database and population through survey techniques Structured data analysis Data evaluation, interpretation and formulation of recommendations Communication of recommendations through a report Implementing recommendations through a devised programme The IA as a continuum-establishment of a cyclical process Focus was made once more on the strategic direction of the organisation conducting the IA. Furthermore, Henczel made examination into the use of the IA as a first-step in the development of a knowledge audit or knowledge management strategy as discussed in the later section. == Case studies == Scholars and information professionals have since tested the above methodologies with varied results. An early case study produced by Soy and Bustelo in a Spanish financial institution in 1999 aimed to identify the use of information resources for qualitative and quantitative data analysis due to the rapid expansion of the organisation within a six-year period. Although the methodology was not explicitly credited to any of the above-mentioned scholars, it did follow a strategic (post 1990's) IA process including gaining support from management, the use of questionnaires for data collection, analysis and evaluation of the data, identification and mapping of the IR, cost-analysis and outlining recommendations to assist with the establishment of an Information policy. The probabilistic-serial procedure can compute the probabilities such that each agent, looking at the matrix of probabilities, prefers his row of probabilities over the rows of all other people (this property is called envy-freeness). This raises the question of how to implement this randomized allocation in practice? One cannot just randomize for each object separately, since this may result in allocations in which some people get many objects while other people get no objects. Here, Birkhoff's algorithm is useful. The matrix of probabilities, calculated by the probabilistic-serial algorithm, is bistochastic. Birkhoff's algorithm can decompose it into a convex combination of permutation matrices. Each permutation matrix represents a deterministic assignment, in which every agent receives exactly one object. The coefficient of each such matrix is interpreted as a probability; based on the calculated probabilities, it is possible to pick one assignment at random and implement it. == Extensions == The problem of computing the Birkhoff decomposition with the minimum number of terms has been shown to be NP-hard, but some heuristics for computing it are known. This theorem can be extended for the general stochastic matrix with deterministic transition matrices. Budish, Che, Kojima and Milgrom generalize Birkhoff's algorithm to non-square matrices, with some constraints on the feasible assignments.     Evidence-based library and information practice

    Evidence-based library and information practice (EBLIP) or evidence-based librarianship (EBL) is the use of evidence-based practices (EBP) in the field of library and information science (LIS). This means that all practical decisions made within LIS should 1) be based on research studies and 2) that these research studies are selected and interpreted according to some specific norms characteristic for EBP. Typically such norms disregard theoretical studies and qualitative studies and consider quantitative studies according to a narrow set of criteria of what counts as evidence. If such a narrow set of methodological criteria are not applied, it is better instead to speak of research based library and information practice. == Characteristics == Evidence-based practice in general has been characterised as a positivist approach; EBLIP is therefore also a positivist approach to LIS. As such, EBLIP is an approach in contrast to other approaches to LIS. The use of statistical approaches known as meta-analysis to conclude what evidence has been reported in the literature is one among other methods which is typical for the evidence-based approach. In 2002, Booth noted the three schools of EBILP had some commonalities, including the context of day-to-day decision-making, an emphasis on improving the quality of professional practice, a pragmatic focus on the 'best available evidence', incorporation of the user perspective, the acceptance of a broad range of quantitative and qualitative research designs, and access, either first-hand or second-hand, to the (process of) evidence-based practice and its products. He added one more, that EBILP is concerned with getting the best value for money. == The role of library and information science in EBP == Evidence-based practice in general is based on a very thorough search of the scientific literature and a very thorough selection and analysis of the retrieved literature. A close familiarity with database searching is needed, and library and information professionals have important roles to play in this respect. Therefore LIS professionals should be well suited to help professionals in other disciplines doing EBP. EBLIP is the application of this approach on LIS itself. It should be mentioned, however, that EBP started in medicine as evidence-based medicine (EBM) from which it spread to other fields. Only slowly and to a limited extent has EBP moved on to LIS. The EBLIP process can be applied to a variety of scenarios in LIS, including customer service, collection development, library management and information literacy instruction. In general, quantitative methods are used in LIS research.     Semantic heterogeneity

    Semantic heterogeneity is when database schema or datasets for the same domain are developed by independent parties, resulting in differences in meaning and interpretation of data values. Beyond structured data, the problem of semantic heterogeneity is compounded due to the flexibility of semi-structured data and various tagging methods applied to documents or unstructured data. Semantic heterogeneity is one of the more important sources of differences in heterogeneous datasets. Yet, for multiple data sources to interoperate with one another, it is essential to reconcile these semantic differences. Decomposing the various sources of semantic heterogeneities provides a basis for understanding how to map and transform data to overcome these differences. == Classification == One of the first known classification schemes applied to data semantics is from William Kent in the late 80s. Kent's approach dealt more with structural mapping issues than differences in meaning, which he pointed to data dictionaries as potentially solving. One of the most comprehensive classifications is from Pluempitiwiriyawej and Hammer, "Classification Scheme for Semantic and Schematic Heterogeneities in XML Data Sources". They classify heterogeneities into three broad classes: Structural conflicts arise when the schema of the sources representing related or overlapping data exhibit discrepancies. Structural conflicts can be detected when comparing the underlying schema. The class of structural conflicts includes generalization conflicts, aggregation conflicts, internal path discrepancy, missing items, element ordering, constraint and type mismatch, and naming conflicts between the element types and attribute names. Domain conflicts arise when the semantics of the data sources that will be integrated exhibit discrepancies. Domain conflicts can be detected by looking at the information contained in the schema and using knowledge about the underlying data domains. The class of domain conflicts includes schematic discrepancy, scale or unit, precision, and data representation conflicts. Data conflicts refer to discrepancies among similar or related data values across multiple sources. Data conflicts can only be detected by comparing the underlying sources. The class of data conflicts includes ID-value, missing data, incorrect spelling, and naming conflicts between the element contents and the attribute values. Moreover, mismatches or conflicts can occur between set elements (a "population" mismatch) or attributes (a "description" mismatch). Michael Bergman expanded upon this schema by adding a fourth major explicit category of language, and also added some examples of each kind of semantic heterogeneity, resulting in about 40 distinct potential categories . This table shows the combined 40 possible sources of semantic heterogeneities across sources: A different approach toward classifying semantics and integration approaches is taken by Sheth et al. Under their concept, they split semantics into three forms: implicit, formal and powerful. Implicit semantics are what is either largely present or can easily be extracted; formal languages, though relatively scarce, occur in the form of ontologies or other description logics; and powerful (soft) semantics are fuzzy and not limited to rigid set-based assignments. Sheth et al.'s main point is that first-order logic (FOL) or description logic is inadequate alone to properly capture the needed semantics. == Relevant applications == Besides data interoperability, relevant areas in information technology that depend on reconciling semantic heterogeneities include data mapping, semantic integration, and enterprise information integration, among many others. From the conceptual to actual data, there are differences in perspective, vocabularies, measures and conventions once any two data sources are brought together. Explicit attention to these semantic heterogeneities is one means to get the information to integrate or interoperate. A mere twenty years ago, information technology systems expressed and stored data in a multitude of formats and systems. The Internet and Web protocols have done much to overcome these sources of differences. While there is a large number of categories of semantic heterogeneity, these categories are also patterned and can be anticipated and corrected. These patterned sources inform what kind of work must be done to overcome semantic differences where they still reside.

    Reference data is data used to classify or categorize other data. Typically, they are static or slowly changing over time. Examples of reference data include: Units of measurement Country codes Corporate codes Fixed conversion rates e.g., weight, temperature, and length Calendar structure and constraints Reference data sets are sometimes alternatively referred to as a "controlled vocabulary" or "lookup" data. Reference data differs from master data. While both provide context for business transactions, reference data is concerned with classification and categorisation, while master data is concerned with business entities. A further difference between reference data and master data is that a change to the reference data values may require an associated change in business process to support the change, while a change in master data will always be managed as part of existing business processes. For example, adding a new customer or sales product is part of the standard business process. However, adding a new product classification (e.g. "restricted sales item") or a new customer type (e.g. "gold level customer") will result in a modification to the business processes to manage those items. == Externally-defined reference data == For most organisations, most or all reference data is defined and managed within that organisation. Some reference data, however, may be externally defined and managed, for example by standards organizations. An example of externally defined reference data is the set of country codes as defined in ISO 3166-1. == Reference data management == Curating and managing reference data is key to ensuring its quality and thus fitness for purpose. All aspects of an organisation, operational and analytical, are greatly dependent on the quality of an organization's reference data.     Information pollution (also referred to as info pollution) is the contamination of an information supply with irrelevant, redundant, unsolicited, hampering, and low-value information. Examples include misinformation, disinformation, junk e-mail, and media violence. The spread of useless and undesirable information can have a detrimental effect on human activities. It is considered to be an adverse effect of the information revolution. == Overview == Information pollution generally applies to digital communication, such as e-mail, instant messaging (IM), and social media. The term acquired particular relevance in 2003 when web usability expert Jakob Nielsen published articles discussing the topic. As early as 1971 researchers were expressing doubts about the negative effects of having to recover "valuable nodules from a slurry of garbage in which it is a randomly dispersed minor component." People use information in order to make decisions and adapt to circumstances. Cognitive studies demonstrated human beings can process only limited information before the quality of their decisions begins to deteriorate. Information overload is a related concept that can also harm decision-making. It refers to an abundance of available information, without respect to its quality. Although technology is thought to have exacerbated the problem, it is not the only cause of information pollution. Anything that distracts attention from the essential facts required to perform a task or make a decision could be considered an information pollutant. Information pollution is seen as the digital equivalent of the environmental pollution generated by industrial processes. Some authors claim that information overload is a crisis of global proportions, on the same scale as threats faced by environmental destruction. Others have expressed the need for the development of an information management paradigm that parallels environmental management practices. == Manifestations == The manifestations of information pollution can be classified into two groups: those that provoke disruption, and those that damage information quality. Typical examples of disrupting information pollutants include unsolicited electronic messages (spam) and instant messages, particularly in the workplace. Mobile phones (ring tones and content) are disruptive in many contexts. Disrupting information pollution is not always technology based. A common example are newspapers, where subscribers read less than half or even none of the articles provided. Superfluous messages, such as unnecessary labels on a map, also distract. Alternatively, information may be polluted when its quality is reduced. This may be due to inaccurate or outdated information, but it also happens when information is badly presented. For example, when content is unfocused or unclear or when they appear in cluttered, wordy, or poorly organised documents it is difficult for the reader to understand. Laws and regulations undergo changes and revisions. Handbooks and other sources used for interpreting these laws can fall years behind the changes, which can cause the public to be misinformed. == Causes == === Cultural factors === Traditionally, information has been seen positively. People are accustomed to statements like "you cannot have too much information", "the more information the better", and "knowledge is power". The publishing and marketing industries have become used to printing many copies of books, magazines, and brochures regardless of customer demand, just in case they are needed. Democratised information sharing is an example of a new technology that has made it easier for information to reach everyone. Such technologies are perceived as a sign of progress and individual empowerment, as well as a positive step to bridge the digital divide. However, they also increase the volume of distracting information, making it more difficult to distinguish valuable information from noise. The continuous use of advertising in websites, technologies, newspapers, and everyday life is known as "cultural pollution". === Information technology === Technological advances of the 20th century and, in particular, the internet play a key role in the increase of information pollution. Blogs, social networks, personal websites, and mobile technology all contribute to increased "noise". The level of pollution may depend on the context. For example, e-mail is likely to cause more information pollution in a corporate setting, whereas mobile phones are likely to be particularly disruptive in a confined space shared by multiple people, such as a train carriage. == Effects == The effects of information pollution can be seen at multiple levels. === Individual === At a personal level, information pollution affects individuals' capacity to evaluate options and find adequate solutions. This can lead to information overload, anxiety, decision paralysis, and stress. It can disrupt the learning process. === Society === Some authors argue that information pollution and information overload can cause loss of perspective and moral values. This argument may explain the indifferent attitude that society shows toward topics such as scientific discoveries, health warnings, or politics. Pollution makes people less sensitive to headlines and more cynical toward new messages. === Business === Information pollution contributes to information overload and stress, which can disrupt the kinds information processing and decision-making needed to complete tasks at work. This leads to delayed or flawed decisions, which can translate into loss of productivity and revenue as well as an increased risk of critical errors. == Solutions == Proposed solutions include management techniques and refined technology. Technology-based alternatives include decision support systems and dashboards that enable prioritisation of information. Technologies that create frequent interruptions can be replaced with less-"polluting" options. Further, technology can improve the presentation quality, aiding understanding. E-mail usage policies and information integrity assurance strategies can help. Time management and stress management can be applied; these solutions would involve setting priorities and minimising interruptions.     COVID-19 apps include mobile-software applications for digital contact-tracing—i.e. the process of identifying persons ("contacts") who may have been in contact with an infected individual—deployed during the COVID-19 pandemic. Numerous tracing applications have been developed or proposed, with official government support in some territories and jurisdictions. Several frameworks for building contact-tracing apps have been developed. Privacy concerns have been raised, especially about systems that are based on tracking the geographical location of app users. Less overtly intrusive alternatives include the co-option of Bluetooth signals to log a user's proximity to other cellphones. (Bluetooth technology has form in tracking cell-phones' locations.)) On 10 April 2020, Google and Apple jointly announced that they would integrate functionality to support such Bluetooth-based apps directly into their Android and iOS operating systems. India's COVID-19 tracking app Aarogya Setu became the world's fastest growing application—beating Pokémon Go—with 50 million users in the first 13 days of its release. == Rationale == Contact tracing is an important tool in infectious disease control, but as the number of cases rises time constraints make it more challenging to effectively control transmission. Digital contact tracing, especially if widely deployed, may be more effective than traditional methods of contact tracing. In a March 2020 model by the University of Oxford Big Data Institute's Christophe Fraser's team, a coronavirus outbreak in a city of one million people is halted if 80% of all smartphone users take part in a tracking system; in the model, the elderly are still expected to self-isolate en masse, but individuals who are neither symptomatic nor elderly are exempt from isolation unless they receive an alert that they are at risk of carrying the disease. Some proponents advocate for legislation exempting certain COVID-19 apps from general privacy restrictions. == Issues == === Uptake === Ross Anderson, professor of security engineering at Cambridge University, listed a number of potential practical problems with app-based systems, including false positives and the potential lack of effectiveness if takeup of the app is limited to only a small fraction of the population. In Singapore, only one person in three had downloaded the TraceTogether app by the end of June 2020, despite legal requirements for most workers; the app was also underused, as it required users to keep it open at all times on iOS. A team at the University of Oxford simulated the effect of a contact tracing app on a city of 1 million. They estimated that if the app was used in conjunction with the shielding of over-70s, then 56% of the population would have to be using the app for it to suppress the virus. This would be equivalent to 80% of smartphone users in the United Kingdom. They found that the app could still slow the spread of the virus if fewer people downloaded it, with one infection being prevented for every one or two users. In August 2020, the American Civil Liberties Union (ACLU) argued that there were disparities in smartphone use between demographics and minority groups, and that "even the most comprehensive, all-seeing contact tracing system is of little use without social and medical systems in place to help those who may have the virus — including access to medical care, testing, and support for those who are quarantined." === App store restrictions === Addressing concerns about the spread of misleading or harmful apps, Apple, Google and Amazon set limits on which types of organizations could add coronavirus-related apps to its App Store, limiting them to only "official" or otherwise reputable organizations. === Ethical principles of mass surveillance using COVID-19 contact tracing apps === The advent of COVID-19 contact tracing apps has led to concerns around privacy, the rights of app users, and governmental authority. The European Convention on Human Rights, the International Covenant on Civil and Political Rights (ICCPR) and the United Nations and the Siracusa Principles have outlined 4 principles to consider when looking at the ethical principles of mass surveillance with COVID-19 contact tracing apps. These are necessity, proportionality, scientific validity, and time boundedness. Necessity is defined as the idea that governments should only interfere with a person's rights when deemed essential for public health interests. The potential risks associated with infringements of personal privacy must be outweighed by the possibility of reducing significant harm to others. Potential benefits of contact-tracing apps that may be considered include allowing for blanket population-level quarantine measures to be lifted sooner and the minimization of people under quarantine. Hence, some contend that contact-tracing apps are justified as they may be less intrusive than blanket quarantine measures. Furthermore, the delay of an effective contact-tracing app with significant health and economic benefits may be considered unethical. Proportionality refers to the concept that a contact tracing app's potential negative impact on a person's rights should be justifiable by the severity of the health risks that are being addressed. Apps must use the most privacy-preserving options available to achieve their goals, and the selected option should not only be a logical option for achieving the goal but also an effective one. Scientific validity evaluates whether an app is effective, timely and accurate. Traditional manual contact-tracing procedures are not efficient enough for the COVID-19 pandemic, and do not consider asymptomatic transmission. Contact-tracing apps, on the other hand, can be effective COVID-19 contact-tracing tools that reduce R value to less than 1, leading to sustained epidemic suppression. However, for apps to be effective, there needs to be a minimum 56-60% uptake in the population. Apps should be continually modified to reflect current knowledge on the diseases being monitored. Some argue that contact-tracing apps should be considered societal experimental trials where results and adverse effects are evaluated according to the stringent guidelines of social experiments. Analyses should be conducted by independent research bodies and published for wide dissemination. Despite the current urgency of our pandemic situation, we should still adhere to the standard rigors of scientific evaluation. Time boundedness describe the need for establishing legal and technical sunset clauses so that they are only allowed to operate as long as necessary to address the pandemic situation. Apps should be withdrawn as soon as possible after the end of the pandemic. If the end of the pandemic cannot be predicted, the use of apps should be regularly reviewed and decisions about continued use should be made at each review. Collected data should only be retained by public health authorities for research purposes with clear stipulations on how long the data will be held for and who will be responsible for security, oversight, and ownership. === Privacy, discrimination and marginalisation concerns === The American Civil Liberties Union (ACLU) has published a set of principles for technology-assisted contact tracing and Amnesty International and over 100 other organizations issued a statement calling for limits on this kind of surveillance. The organisations declared eight conditions on governmental projects: surveillance would have to be "lawful, necessary and proportionate"; extensions of monitoring and surveillance would have to have sunset clauses; the use of data would have to be limited to COVID-19 purposes; data security and anonymity would have to be protected and shown to be protected based on evidence; digital surveillance would have to address the risk of exacerbating discrimination and marginalisation; any sharing of data with third parties would have to be defined in law; there would have to be safeguards against abuse and the rights of citizens to respond to abuses; "meaningful participation" by all "relevant stakeholders" would be required, including that of public health experts and marginalised groups. The German Chaos Computer Club (CCC) and Reporters Without Borders also issued checklists. The Exposure Notification service intends to address the problem of persistent surveillance by removing the tracing mechanism from their device operating systems once it is no longer needed. On 20 April 2020, it was reported that over 300 academics had signed a statement favouring decentralised proximity tracing applications over centralised models, given the difficulty in precluding centralised options being used "to enable unwarranted discrimination and surveillance."     Magic state distillation is a method for creating more accurate quantum states from multiple noisy ones, which is important for building fault tolerant quantum computers. It has also been linked to quantum contextuality, a concept thought to contribute to quantum computers' power. The technique was first proposed by Emanuel Knill in 2004, and further analyzed by Sergey Bravyi and Alexei Kitaev the same year. Thanks to the Gottesman–Knill theorem, it is known that some quantum operations (operations in the Clifford group) can be perfectly simulated in polynomial time on a classical computer. In order to achieve universal quantum computation, a quantum computer must be able to perform operations outside this set. Magic state distillation achieves this, in principle, by concentrating the usefulness of imperfect resources, represented by mixed states, into states that are conducive for performing operations that are difficult to simulate classically.     In computer science and operations research, randomized rounding is a widely used approach for designing and analyzing approximation algorithms. Many combinatorial optimization problems are computationally intractable to solve exactly (to optimality). For such problems, randomized rounding can be used to design fast (polynomial time) approximation algorithms—that is, algorithms that are guaranteed to return an approximately optimal solution given any input. The basic idea of randomized rounding is to convert an optimal solution of a relaxation of the problem into an approximately-optimal solution to the original problem. The resulting algorithm is usually analyzed using the probabilistic method. == Overview == The basic approach has three steps: Formulate the problem to be solved as an integer linear program (ILP). Compute an optimal fractional solution x {\displaystyle x} to the linear programming relaxation (LP) of the ILP. Round the fractional solution x {\displaystyle x} of the LP to an integer solution x ′ {\displaystyle x'} of the ILP. (Although the approach is most commonly applied with linear programs, other kinds of relaxations are sometimes used. For example, see Goemans' and Williamson's semidefinite programming-based Max-Cut approximation algorithm.) In the first step, the challenge is to choose a suitable integer linear program. Familiarity with linear programming, in particular modelling using linear programs and integer linear programs, is required. For many problems, there is a natural integer linear program that works well, such as in the Set Cover example below. (The integer linear program should have a small integrality gap; indeed randomized rounding is often used to prove bounds on integrality gaps.) In the second step, the optimal fractional solution can typically be computed in polynomial time using any standard linear programming algorithm. In the third step, the fractional solution must be converted into an integer solution (and thus a solution to the original problem). This is called rounding the fractional solution. The resulting integer solution should (provably) have cost not much larger than the cost of the fractional solution. This will ensure that the cost of the integer solution is not much larger than the cost of the optimal integer solution. The main technique used to do the third step (rounding) is to use randomization, and then to use probabilistic arguments to bound the increase in cost due to the rounding (following the probabilistic method from combinatorics). Therein, probabilistic arguments are used to show the existence of discrete structures with desired properties. In this context, one uses such arguments to show the following: Given any fractional solution x {\displaystyle x} of the LP, with positive probability the randomized rounding process produces an integer solution x ′ {\displaystyle x'} that approximates x {\displaystyle x} according to some desired criterion. Finally, to make the third step computationally efficient, one either shows that x ′ {\displaystyle x'} approximates x {\displaystyle x} with high probability (so that the step can remain randomized) or one derandomizes the rounding step, typically using the method of conditional probabilities. The latter method converts the randomized rounding process into an efficient deterministic process that is guaranteed to reach a good outcome. == Example: the set cover problem == The following example illustrates how randomized rounding can be used to design an approximation algorithm for the set cover problem.
