An early investor in Attensity was In-Q-Tel, which funds technology to support the missions of the US Government and the broader DOD. InTTENSITY, an independent company that has combined Inxight with Attensity Software (the only joint development project that combines two InQTel funded software packages), was the exclusive distributor and outlet for Attensity in the Federal Market. In 2009, Attensity Corp., then based in Palo Alto, merged with Germany's Empolis and Living-e AG to form Attensity Group. In 2010, Attensity Group acquired Biz360, a provider of social media monitoring and market intelligence solutions. In early 2012, Attensity Group divested itself of the Empolis business unit via a management buyout; that unit currently conducts business under its pre-merger name. Attensity Group was a closely held private company. Its majority shareholder was Aeris Capital, a private Swiss investment office advising a high-net-worth individual and his charitable foundation. Foundation Capital, Granite Ventures, and Scale Venture Partners were among Biz360's investors and thus became shareholders in Attensity Group.     Knuth–Plass line-breaking algorithm

    The Knuth–Plass algorithm is a line-breaking algorithm designed for use in Donald Knuth's typesetting program TeX. It integrates the problems of text justification and hyphenation into a single algorithm by using a discrete dynamic programming method to minimize a loss function that attempts to quantify the aesthetic qualities desired in the finished output. The algorithm works by dividing the text into a stream of three kinds of objects: boxes, which are non-resizable chunks of content, glue, which are flexible, resizeable elements, and penalties, which represent places where breaking is undesirable (or, if negative, desirable). The loss function, known as "badness", is defined in terms of the deformation of the glue elements, and any extra penalties incurred through line breaking. Making hyphenation decisions follows naturally from the algorithm, but the choice of possible hyphenation points within words, and optionally their preference weighting, must be performed first, and that information inserted into the text stream in advance. Knuth and Plass' original algorithm does not include page breaking, but may be modified to interface with a pagination algorithm, such as the algorithm designed by Plass in his PhD thesis. Typically, the cost function for this technique should be modified so that it does not count the space left on the final line of a paragraph; this modification allows a paragraph to end in the middle of a line without penalty. The same technique can also be extended to take into account other factors such as the number of lines or costs for hyphenating long words. == Computational complexity == A naive brute-force exhaustive search for the minimum badness by trying every possible combination of breakpoints would take an impractical O ( 2 n ) {\displaystyle O(2^{n})} time. The classic Knuth-Plass dynamic programming approach to solving the minimization problem is a worst-case O ( n 2 ) {\displaystyle O(n^{2})} algorithm but usually runs much faster, in close to linear time. Solving for the Knuth-Plass optimum can be shown to be a special case of the convex least-weight subsequence problem, which can be solved in O ( n ) {\displaystyle O(n)} time. As a form of knowledge management and knowledge organization, documentation can be provided on paper, online, or on digital or analog media, such as audio tape or CDs. Examples of such resources include user guides, white papers, online help, and quick-reference guides. Paper or hard-copy documentation has become less common. Contemporary documentation is often distributed through websites, software products, and other online applications. Documentation, understood as a set of instructional materials, should not be confused with documentation science, which is the study of the recording and retrieval of information. == Principles for producing documentation == While associated International Organization for Standardization (ISO) standards are not easily available publicly, a guide from other sources for this topic may serve the purpose. Documentation development may involve document drafting, formatting, submitting, reviewing, approving, distributing, reposting and tracking, etc., and are convened by associated standard operating procedure in a regulatory industry. It could also involve creating content from scratch. Documentation should be easy to read and understand. If it is too long and too wordy, it may be misunderstood or ignored. Clear, concise words should be used, and sentences should be limited to a maximum of 15 words. Documentation intended for a general audience should avoid gender-specific terms and cultural biases.     Microsoft Sway is a presentation program and is part of the Microsoft 365 family of products. Sway was offered for general release by Microsoft in August 2015. It allows users who have a Microsoft account to combine text and media to create a presentable website. Users can pull content locally from the device in use, or from internet sources such as Bing, Facebook, OneDrive, and YouTube. Sway is distinguished from Microsoft FrontPage and Microsoft Expression Web – unrelated web design programs previously developed by Microsoft – in that Sway includes a method for hosting sites. Sway sites are stored on Microsoft's servers and are tied to the user's Microsoft account. They can be viewed and edited from any web browser through Office on the web. There is no offline editing or viewing function, but sites can be accessed using the app for Windows, and formerly iOS. == History == Sway was developed internally by Microsoft. In late 2014, the company announced an invite-only preview version of Sway and announced that Sway would not require an Office 365 subscription. An iOS app was released as a preview on 31 October 2014, but was discontinued on 17 December 2018 due to low usage. As of July 17, 2021, the Sway iOS app's discontinuance in 2018 was the last piece of news posted in the Sway tech blog. The Sway feature blog has not received an update since April 2017. The Microsoft Office Roadmap did not include any items related to Sway ever since. The iOS application is no longer under active development, and is not available for download. Since 2023, Microsoft has been consolidating the domains of its Microsoft 365 apps and services under cloud.microsoft.     Enterprise information integration (EII) is the ability to support a unified view of data and information for an entire organization. The goal of EII is to get a large set of heterogeneous data sources to appear to a user or system as a single, homogeneous data source. In a data virtualization application of EII, there is a process of information integration, using data abstraction to provide a unified interface (known as uniform data access) for viewing all the data within an organization, and a single set of structures and naming conventions (known as uniform information representation) to represent this data. == Overview == Data within an enterprise can be stored in heterogeneous formats, including relational databases (which themselves come in a large number of varieties), text files, XML files, spreadsheets and a variety of proprietary storage methods, each with their own indexing and data access methods. Standardized data access APIs have emerged that offer a specific set of commands to retrieve and modify data from a generic data source. Many applications exist that implement these APIs' commands across various data sources, most notably relational databases. Such APIs include ODBC, JDBC, XQJ, OLE DB, and more recently ADO.NET. There are also standard formats for representing data within a file that are very important to information integration. The best-known of these is XML, which has emerged as a standard universal representation format. There are also more specific XML "grammars" defined for specific types of data such as Geography Markup Language for expressing geographical features and Directory Service Markup Language for holding directory-style information. In addition, non-XML standard formats exist such as iCalendar for representing calendar information and vCard for business card information. Enterprise Information Integration (EII) applies data integration commercially. Despite the theoretical problems described above, the private sector shows more concern with the problems of data integration as a viable product. EII emphasizes neither correctness nor tractability, but speed and simplicity. === Uniform data access === Uniform data access means connectivity and controllability across numerous target data sources. Necessary to fields such as EII and Electronic Data Interchange (EDI), it is most often used regarding analysis of disparate data types and data sources, which must be rendered into a uniform information representation, and generally must appear homogenous to the analysis tools—when the data being analyzed is typically heterogeneous and widely varying in size, type, and original representation. === Uniform information representation === Uniform information representation allows information from several realms or disciplines to be displayed and worked with as if it came from the same realm or discipline. It takes information from a number of sources, which may have used different methodologies and metrics in their data collection, and builds a single large collection of information, where some records may be more complete than others across all fields of data Uniform information representation is particularly important in EII and Electronic Data Interchange (EDI), where different departments of a large organization may have collected information for different purposes, with different labels and units, until one department realized that data already collected by those other departments could be re-purposed for their own needs—saving the enterprise the effort and cost of re-collecting the same information. === Combining disparate data sets === Each data source is disparate and as such is not designed to support EII. Therefore, data virtualization as well as data federation depends upon accidental data commonality to support combining data and information from disparate data sets. Because of this lack of data value commonality across data sources, the return set may be inaccurate, incomplete, and impossible to validate. One solution is to recast disparate databases to integrate these databases without the need for ETL. The recast databases support commonality constraints where referential integrity may be enforced between databases. The recast databases provide designed data access paths with data value commonality across databases. === Simplicity of deployment === Even if recognized as a solution to a problem, EII as of 2009 currently takes time to apply and offers complexities in deployment. Proposed schema-less solutions include "Lean Middleware". === Handling higher-order information === Analysts experience difficulty—even with a functioning information integration system—in determining whether the sources in the database will satisfy a given application. The implementation of recommender systems is pervasive, with commonly recognised examples including the generation of playlist for video and music services, the provision of product recommendations for e-commerce platforms, and the recommendation of content on social media platforms and the open web. These systems can operate using a single type of input, such as music, or multiple inputs from diverse platforms, including news, books and search queries. Additionally, popular recommender systems have been developed for specific topics, such as restaurants and online dating services. Recommender systems have also been developed to explore research articles and experts, collaborators, and financial services. A content discovery platform is a software recommendation platform that employs recommender system tools. It utilizes user metadata in order to identify and suggest relevant content, whilst reducing ongoing maintenance and development costs. A content discovery platform delivers personalized content to websites, mobile devices, and set-top boxes. A large range of content discovery platforms currently exist for various forms of content ranging from news articles and academic journal articles to television. As operators compete to serve as the gateway to home entertainment, personalized television emerges as a key service differentiator. Academic content discovery has recently become another area of interest, the emergence of numerous companies dedicated to assisting academic researchers in keeping up to date with relevant academic content and facilitating serendipitous discovery of new content. == Overview == Recommender systems usually make use of either or both collaborative filtering and content-based filtering, as well as other systems such as knowledge-based systems. Collaborative filtering approaches build a model from a user's past behavior (e.g., items previously purchased or selected and/or numerical ratings given to those items) as well as similar decisions made by other users. This model is then used to predict items (or ratings for items) that the user may have an interest in. Content-based filtering approaches utilize a series of discrete, pre-tagged characteristics of an item in order to recommend additional items with similar properties. === Example === The differences between collaborative and content-based filtering can be demonstrated by comparing two early music recommender systems, Last.fm and Pandora Radio. We can also look at how these methods are applied in e-commerce, for example, on platforms like Amazon. Last.fm creates a "station" of recommended songs by observing what bands and individual tracks the user has listened to on a regular basis and comparing those against the listening behavior of other users. Last.fm will play tracks that do not appear in the user's library, but are often played by other users with similar interests. As this approach leverages the behavior of users, it is an example of a collaborative filtering technique. Pandora uses the properties of a song or artist (a subset of the 450 attributes provided by the Music Genome Project) to seed a "station" that plays music with similar properties. User feedback is used to refine the station's results, deemphasizing certain attributes when a user "dislikes" a particular song and emphasizing other attributes when a user "likes" a song. This is an example of a content-based approach. In e-commerce, Amazon's well-known "customers who bought X also bought Y" feature is a prime example of collaborative filtering. It also uses content-based filtering when it recommends a book by the same author you've previously read or a pair of shoes in a similar style to ones you've viewed. Each type of system has its strengths and weaknesses. In the above example, Last.fm requires a large amount of information about a user to make accurate recommendations. This is an example of the cold start problem, and is common in collaborative filtering systems. Whereas Pandora needs very little information to start, it is far more limited in scope (for example, it can only make recommendations that are similar to the original seed). === Alternative implementations === Recommender systems are a useful alternative to search algorithms since they help users discover items they might not have found otherwise. Of note, recommender systems are often implemented using search engines indexing non-traditional data. In some cases, like in the Gonzalez v. Google Supreme Court case, may argue that search and recommendation algorithms are different technologies. Recommender systems have been the focus of several granted patents, and there are more than 50 software libraries that support the development of recommender systems including LensKit, RecBole, ReChorus and RecPack. == History == Elaine Rich created the first recommender system in 1979, called Grundy. She looked for a way to recommend users books they might like. Her idea was to create a system that asks users specific questions and classifies them into classes of preferences, or "stereotypes", depending on their answers. Depending on users' stereotype membership, they would then get recommendations for books they might like. Another early recommender system, called a "digital bookshelf", was described in a 1990 technical report by Jussi Karlgren at Columbia University, and implemented at scale and worked through in technical reports and publications from 1994 onwards by Jussi Karlgren, then at SICS, and research groups led by Pattie Maes at MIT, Will Hill at Bellcore, and Paul Resnick, also at MIT, whose work with GroupLens was awarded the 2010 ACM Software Systems Award. Montaner provided the first overview of recommender systems from an intelligent agent perspective. Adomavicius provided a new, alternate overview of recommender systems. Herlocker provides an additional overview of evaluation techniques for recommender systems, and Beel et al. discussed the problems of offline evaluations. Beel et al. have also provided literature surveys on available research paper recommender systems and existing challenges. == Approaches == === Collaborative filtering === One approach to the design of recommender systems that has wide use is collaborative filtering. Collaborative filtering is based on the assumption that people who agreed in the past will agree in the future, and that they will like similar kinds of items as they liked in the past. The system generates recommendations using only information about rating profiles for different users or items. By locating peer users/items with a rating history similar to the current user or item, they generate recommendations using this neighborhood. This approach is a cornerstone for e-commerce sites that analyze the purchasing patterns of thousands of users to suggest what you might like. Collaborative filtering methods are classified as memory-based and model-based. A well-known example of memory-based approaches is the user-based algorithm, while that of model-based approaches is matrix factorization (recommender systems). A key advantage of the collaborative filtering approach is that it does not rely on machine analyzable content and therefore it is capable of accurately recommending complex items such as movies without requiring an "understanding" of the item itself. Many algorithms have been used in measuring user similarity or item similarity in recommender systems. For example, the k-nearest neighbor (k-NN) approach and the Pearson Correlation as first implemented by Allen. When building a model from a user's behavior, a distinction is often made between explicit and implicit forms of data collection. Examples of explicit data collection include the following: Asking a user to rate an item on a sliding scale. Asking a user to search.     ISO 15926

    ISO 15926 is a standard for data integration, sharing, exchange, and hand-over between computer systems. The title, "Industrial automation systems and integration—Integration of life-cycle data for process plants including oil and gas production facilities", is regarded too narrow by the present ISO 15926 developers. Having developed a generic data model and reference data library for process plants, it turned out that this subject is already so wide, that actually any state information may be modelled with it. == History == In 1991 a European Union ESPRIT-, named ProcessBase, started. The focus of this research project was to develop a data model for lifecycle information of a facility that would suit the requirements of the process industries. At the time that the project duration had elapsed, a consortium of companies involved in the process industries had been established: EPISTLE (European Process Industries STEP Technical Liaison Executive). Initially individual companies were members, but later this changed into a situation where three national consortia were the only members: PISTEP (UK), POSC/Caesar (Norway), and USPI-NL (Netherlands). (later PISTEP merged into POSC/Caesar, and USPI-NL was renamed to USPI). EPISTLE took over the work of the ProcessBase project. Initially this work involved a standard called ISO 10303-221 (referred to as "STEP AP221"). In that AP221 we saw, for the first time, an Annex M with a list of standard instances of the AP221 data model, including types of objects. These standard instances would be for reference and would act as a knowledge base with knowledge about the types of objects. In the early nineties EPISTLE started an activity to extend Annex M to become a library of such object classes and their relationships: STEPlib. In the STEPlib activities a group of approx. 100 domain experts from all three member consortia, spread over the various expertises (e.g. Electrical, Piping, Rotating equipment, etc.), worked together to define the "core classes". The development of STEPlib was extended with many additional classes and relationships between classes and published as Open source data. Furthermore, the concepts and relation types from the AP221 and ISO 15926-2 data models were also added to the STEPlib dictionary. This resulted in the development of Gellish English, whereas STEPlib became the Gellish English dictionary. Gellish English is a structured subset of natural English and is a modeling language suitable for knowledge modeling, product modeling and data exchange. It differs from conventional modeling languages (meta languages) as used in information technology as it not only defines generic concepts, but also includes an English dictionary. The semantic expression capability of Gellish English was significantly increased by extending the number of relation types that can be used to express knowledge and information. For modelling-technical reasons POSC/Caesar proposed another standard than ISO 10303, called ISO 15926. EPISTLE (and ISO) supported that proposal, and continued the modelling work, thereby writing Part 2 of ISO 15926. This Part 2 has official ISO IS (International Standard) status since 2003. POSC/Caesar started to put together their own RDL (Reference Data Library). They added many specialized classes, for example for ANSI (American National Standards Institute) pipe and pipe fittings. Meanwhile, STEPlib continued its existence, mainly driven by some members of USPI. Since it was clear that it was not in the interest of the industry to have two libraries for, in essence, the same set of classes, the Management Board of EPISTLE decided that the core classes of the two libraries shall be merged into Part 4 of ISO 15926. This merging process has been finished. Part 4 should act as reference data for part 2 of ISO 15926 as well as for ISO 10303-221 and replaced its Annex M. On June 5, 2007 ISO 15926-4 was signed off as a TS (Technical Specification). In 1999 the work on an earlier version of Part 7 started. Initially this was based on XML Schema (the only useful W3C Recommendation available then), but when Web Ontology Language (OWL) became available it was clear that provided a far more suitable environment for Part 7. Part 7 passed the first ISO ballot by the end of 2005, and an implementation project started. A formal ballot for TS (Technical Specification) was planned for December 2007. However, it was decided then to split Part 7 into more than one part, because the scope was too wide. == Need for ISO15926 == In 2004, the National Institute of Standards and Technology (NIST) released a report on the impact of the lack of digital interoperability in the capital projects industry. The report estimated the cost of inadequate interoperability in the U.S. capital facilities industry to be $15.8 billion per year. This was considered likely to be a conservative figure. == The standard == ISO 15926 has thirteen parts (as of February 2022): Part 1 - Overview and fundamental principles Part 2 - Data model Part 3 - Reference data for geometry and topology Part 4 - Reference Data, the terms used within facilities for the process industry Part 6 - Methodology for the development and validation of reference data (under development) Part 7 - Template methodology Part 8 - OWL/RDF implementation Part 9 - Implementation standards, with the focus on standard web servers, web services, and security (under development) Part 10 - Conformance testing Part 11 - Methodology for simplified industrial usage of reference data (under development) Part 12 - Life cycle integration ontology in Web Ontology Language (OWL2) Part 13 - Integrated lifecycle asset planning === Description === The model and the library are suitable for representing lifecycle information about technical installations and their components. They can also be used for defining the terms used in product catalogs in e-commerce. Another, more limited, use of the standard is as a reference classification for harmonization purposes between shared databases and product catalogues that are not based on ISO 15926. The purpose of ISO 15926 is to provide a Lingua Franca for computer systems, thereby integrating the information produced by them. Although set up for the process industries with large projects involving many parties, and involving plant operations and maintenance lasting decades, the technology can be used by anyone willing to set up a proper vocabulary of reference data in line with Part 4. In Part 7 the concept of Templates is introduced. These are semantic constructs, using Part 2 entities, that represent a small piece of information. These constructs then are mapped to more efficient classes of n-ary relations that interlink the Nodes that are involved in the represented information. In Part 8 the Part 7 Templates are defined in OWL and instantiated in RDF. For validation and reasoning purposes all are represented in First-Order Logic as well. In Part 9 these Node and Template instances are stored in an RDF triple store, set up to a standard schema and an API. Each participating computer system maps its data from its internal format to such ISO-standard Node and Template instances. Data can be "handed over" from one triple store to another in cases where data custodianship is handed over (e.g. from a contractor to a plant owner, or from a manufacturer to the owners of the manufactured goods). Hand-over can be for a part of all data, whilst maintaining full referential integrity. Documents are user-definable. They are defined in XML Schema and they are, in essence, only a structure containing cells that make reference to instances of Templates. This represents a view on all lifecycle data: since the data model is a 4D (space-time) model, it is possible to present the data that was valid at any given point in time, thus providing a true historical record. It is expected that this will be used for Knowledge Mining. Data can be queried by means of SPARQL. In any implementation a restricted number of triple stores can be involved, with different access rights. This is done by means of creating a CPF Server (= Confederation of Participating Façades). Initially supporting 13 languages, the company plans to expand its capabilities to 22 Indian languages. == Background == Kruti is an improved version of Ola's Krutrim chatbot, which was first launched in 2023 and was intended to be replaced by Kruti. It was officially released on 12 June 2025 as an upgrade to passive chatbots, with support for text and voice in 13 Indian languages. As an agentic AI, it can execute tasks with customization and reasoning, providing adaptive answers based on user preferences and past interactions. Kruti is optimized for smartphone usage and designed to accommodate bandwidth constraints and usage patterns in India. To ensure scalability and cost-effective performance, it combines various open-source large language models with Ola's own Krutrim V2, which has 12 billion parameters. Its speech recognition is built to identify regional Indian languages, dialects, and accents. Due to its integration with numerous apps and services, Kruti is context-aware and can proactively complete tasks. Initially connected only with Ola ecosystem services, Krutrim intends to expand and incorporate various Indian services into Kruti, with the goal of adding services from Blinkit, Swiggy, and Uber with respective voice command support. On 20 June 2025, Krutrim acquired the AI platform BharatSah‘AI’yak to increase its involvement in government, education, and agriculture projects. This acquisition will allow Kruti to assist in broadening the scope of BharatSah'AI'yak's work on India-centric, vernacular retrieval-augmented generation AI bots. == Development == Kruti is designed to perform tasks with minimal user input, accepting documents, images, and text, without requiring users to switch between applications. Its agentic framework breaks queries into sub-tasks executed by multiple agents working sequentially or concurrently, with reported accuracy exceeding 90%. Kruti connects to company databases and APIs via the Model Context Protocol and presents responses as summaries, tables, or narratives adapted to user behaviour. The system supports payments via credit/debit cards and UPI. The underlying stack, which includes foundation models and AI training and inference systems, is intended to support adaptation across sectors such as healthcare, education, and finance.     The Ontology for Biomedical Investigations (OBI) is an open-access, integrated ontology for the description of biological and clinical investigations. OBI provides a model for the design of an investigation, the protocols and instrumentation used, the materials used, the data generated and the type of analysis performed on it. The project is being developed as part of the OBO Foundry and as such adheres to all the principles therein such as orthogonal coverage (i.e. clear delineation from other foundry member ontologies) and the use of a common formal language. In OBI the common formal language used is the Web Ontology Language (OWL). As of March 2008, a pre-release version of the ontology was made available at the project's SVN repository. == Scope == The Ontology for Biomedical Investigations (OBI) addresses the need for controlled vocabularies to support integration and joint ("cross-omics") analysis of experimental data, a need originally identified in the transcriptomics domain by the FGED Society, which developed the MGED Ontology as an annotation resource for microarray data.Smith B, Ashburner M, Rosse C, Bard J, Bug W, Ceusters W, et al. Following a mutual decision to collaborate, this effort later became a wider collaboration between groups such as FGED, PSI and MSI in response to the needs of areas such as transcriptomics, proteomics and metabolomics and the FuGO (Functional Genomics Investigation Ontology) was created. This later became the OBI covering the wider scope of all biomedical investigations.     Principles for a Data Economy

    The Principles for a Data Economy – Data Rights and Transactions is a transatlantic legal project carried out jointly by the American Law Institute (ALI) and the European Law Institute (ELI). The Principles for a Data Economy deals with a range of different legal questions that arise in the data economy. Since data is different from other tradeable items, the Principles draw up legal rules for data transactions and data rights that take into account the interests of different stakeholders involved in the data economy. The Principles are designed to facilitate contractual relations as well as the drafting of model agreements and can guide courts and legislators worldwide. The project proposes a set of principles that can be implemented in any legal system and is designed to work in conjunction with any kind of data privacy/data protection law, intellectual property law or trade secret law. The Principles do not address or seek to change any of the substantive rules of these bodies of law. The Project Team consists of Neil B Cohen and Christiane Wendehorst (as Project Reporters) and Lord John Thomas as well as Steven O. Weise (as Project Chairs). == Characteristics of data == The law governing trades in commerce has historically focused on trade in items that are tangible like goods or on intangible assets, such as shares or licenses. However, data does not fit into any of these traditional categories, nor does it qualify as a service. It is often unclear how traditional legal rules and doctrines can apply to data, as data is different from other assets in many ways. For example, data can be multiplied at basically no cost and can be used in parallel for a variety of different purposes by many different people at the same time (data is a “non-rivalrous” resource). Uncertainty regarding the applicable rules to govern the data economy may inhibit innovation and growth and trouble stakeholders like data-driven industries, start-ups, and consumers. == Stakeholders in the data economy == The Principles have taken the basic types of players and relations which can be found in data ecosystems as a starting point to provide guidance in different situations. The central actors in the data economy are data controllers (also called “data holders”). They are in a position to access the data and decide for which purposes and means this data should be processed. A controller may exercise control all by itself or share it with co-controllers, such as under a data pooling arrangement. Data processors provide the processing of data on a controller’s behalf as a service. Another important group of stakeholders includes those that contribute to the generation of data (e.g. data subjects). Other players in the data economy include data assemblers or data intermediaries (e.g. data trusts). == History of the project and timeline == Before the official adoption of the project by ALI and ELI bodies in 2018, the project team carried out a Feasibility Study from October 2016 to February 2018. In the following years, the project team produced a number of drafts (e.g. “Preliminary Drafts” No. 1 to 4, “Tentative Draft No. 1”) and project progress were regularly discussed with advisory bodies and members of both the ALI and the ELI. The project reporters also included feedback and insights from industry stakeholders and experts that was gained after several meetings and workshops, hosted, inter alia by UNCITRAL, UNIDROIT and several national governmental institutions. Tentative Draft No. 2 was presented at the ALI Annual Meeting in May 2021 and approved by ALI membership. The latest draft ("Final Council Draft") was also approved by the ELI Council and ELI Membership. The Principles for a Data Economy were presented at an international conference with representatives from institutions such as the Uniform Law Commission (ULC), the European Commission, UNIDROIT, the OECD, the International Chamber of Commerce (ICC) and the World Economic Forum (WEF) in October 2021. == Project structure == The current draft (“Tentative Draft No. 2”) of the Principles consists of five Parts that each governs different aspects of the data economy: General Provisions, Data Contracts, Data Rights, Third Party Aspects of Data Activities, and Multi-State Issues. === General Provisions === Part I includes general provisions that apply to all other Parts of the Principles for a Data Economy. This Part sets out the purpose of the Principles: they aim to make existing law in the field of the data economy more coherent and support the development of the law in this field by courts and legislators worldwide. It is also clarified that the Principles have a wide scope of application and can be used in a variety of ways by stakeholders in the data economy. The Principles may, for example, serve private parties as a basis for contract formation, guide the deliberations of arbitral tribunals or inspire national legislation. Part I then defines several key terms, such as ‘digital data’ and ‘data right’. The scope of the Principles is limited to matters where information is recorded as an asset, resource or tradeable commodity and where large amounts of data, rather than single pieces of information, are concerned. This Part also clarifies that remedies with respect to data contracts and data rights are left to the applicable national law. === Data Contracts === Part II lists different types of contracts that often occur in the data economy and establishes two broad categories, namely contracts for the supply and sharing of data and contracts for services with regard to data. Contracts for the supply and sharing of data include, e.g. data transfer contracts or data pooling arrangements, while contracts for services with regard to data cover contracts for the processing of data or data intermediary contracts. The Principles provide default terms for each contract type, on issues such as the manner in which data should supply or which characteristics the data supplied should meet. These default terms 'automatically' become part of the contract unless the parties agree otherwise. === Data Rights === Part III governs legally protected interests of players in the data economy that stem from the characteristics of data as a resource (e.g. its non-rivalrous nature) or from public interest considerations. Such data rights may include the right to data access, the right to require the controller to desist from data activities or to correct incorrect/incomplete data, or even to receive an economic share in profits derived from the use of data. For example, the Principles deal with data rights of stakeholders that had a share in the co-generation of data and identify different factors to be considered in determining whether to afford a party a data right. The underlying idea that parties who have contributed to the generation of data should have some rights in the utilization of the data is also recognized by governmental institutions, such as by the Japanese Ministry of Economy, Trade and Industry (METI), and the term co-generated data, which was coined by the Principles for a Data Economy, has been adopted, inter alia by the European Commission, the German Data Ethics Commission and the Global Partnership on Artificial Intelligence (GPAI). This Part also deals with data rights for the public interest, such as data sharing rights in the field of innovation. === Third Party Aspects === Part IV governs different situations in which data transactions interfere with the rights of third parties. Such rights include intellectual property rights or rights derived from data privacy or data protection law. This Part sets out under which circumstances data activities should be considered wrongful vis à vis another party. For example, a data activity (like data processing or the onward supply of data) could be considered wrongful, if a controller interferes with the rights of data subjects that are protected by data-protection law. A data activity could also be wrongful if the controller is non-compliant with contractual limitations on data activities, enforceable by the protected party (e.g. a controller may only process data for a certain purpose). If someone obtained access to data by unauthorized means (i.e. data “theft”) this could also be considered wrongful.     Organizational Information Theory (OIT) is a communication theory, developed by Karl Weick, offering systemic insight into the processing and exchange of information within organizations and among its members. Unlike the past structure-centered theory, OIT focuses on the process of organizing in dynamic, information-rich environments. Given that, it contends that the main activity of organizations is the process of making sense of equivocal information. Organizational members are instrumental to reduce equivocality and achieve sensemaking through some strategies — enactment, selection, and retention of information. With a framework that is interdisciplinary in nature, organizational information theory's desire to eliminate both ambiguity and complexity from workplace messaging builds upon earlier findings from general systems theory and phenomenology. == Inspiration and influence of pre-existing theories == 1. General Systems Theory The General Systems Theory, on its most basic premise, describes the phenomenon of a cohesive group of interrelated parts. When one part of the system is changed or affected, it will affect the system as a whole. Weick uses this theoretical framework from 1950 to influence his organizational information theory. Likewise, organizations can be viewed as a system of related parts that work together towards a common goal or vision. Applying this to Weick's organizational information theory, organizations must work to reduce ambiguity and complexity in the workplace to maximize cohesiveness and efficiency. Weick uses the term, coupling, to describe how organizations, like a system, can be composed of interrelated and dependent parts. Coupling looks at the relationship between people and work. There are two types of coupling: 1. Loose coupling Loose coupling describes that while people within the organization or system are connected and often work together, they do not depend on one another to continue or fully complete individual work. The dependencies are weak and workflow is flexible. For example, "if the whole Science department completely shuts down because all of teachers are sick or for whatsoever reason, the school can still continue to operate because other departments are still present." 2. Tight coupling Tight coupling describes when connections within an organization are strong and dependent. If one part of the organization is not operating correctly, the organization as a whole cannot continue to their fullest potential. " For instance, the format and ink section completely shuts down hence the succeeding steps cannot be continued, so the whole process of the organization will be dropped. Thus, components of a system are directly dependent on one another." 2. Theory of evolution The theory of evolution, by Charles Darwin, is a framework for survival of the fittest. According to Darwin, organisms attempt to adapt and live in an unforgiving environment. Those that are unsuccessful in adaptation do not survive, while the strong organisms continue to thrive and reproduce. Weick invokes inspiration from Darwin, to incorporate a biological perspective to his theory. It is natural for organizations to have to adapt to incoming information that often interfere with the preexisting environment. Organizations that are able to plan and alter strategies in accordance with their constant need of organizing and sense making, will survive and be the most successful. However, there is a notable difference between animal evolution and survival of the fittest in organizations, "A given animal is what it is; variation comes through mutation. But the nature of an organization can change when its members alter their behavior." == Assumptions == 1. Human organizations exist in an information environment Unlike senders and receivers models, OIT stands on the situational perspective. Karl Weick views a human organization as an open social system. People in that system develop a mechanism to establish goals, obtain and process information, or perceive the environment. In this process, people and the environment come to conclusions on "what's going on here?". Colville believes that this attributional process is retrospective. Take an education institution as an example. A university can obtain information regarding students' needs in numerous ways. It might create feedback section in its website. It could organize alumni panels or academic affairs to attract prospective students and collect concrete questions they are interested in. It may also conduct the survey or host focus group to get the information. After that, the staff of the university have to decide how to deal with these information, based on which, it has to set and accomplish its goals for current and prospective students. 2. The information an organization receives differs in terms of equivocality Weick posits that numerous feasible interpretations of reality exist when organizations process information. Their varying levels of understandability lead to different outcomes of information inputs. In other academic works, scholars tend to say that messages are uncertain or ambiguous. While according to OIT, messages are described to be equivocal. believes that people proactively exclude a number of possibilities to perceive what is going on in the environment. Due to OIT's situational perspective, the meanings of messages consist of the messages, the interpretations of receivers, and the interactional context. However, ambiguity and uncertainty can mean that a standard answer - the only one true objective interpretation - exists. Also, Weick emphasizes that "the equivocality is the engine that motivates people to organize". Maitlis and Christianson states that the equivocality trigger sensemaking for three reasons: environment jolts and organizational crises, threats to identity, and planned change interventions. 3. Human organizations engage in information processing to reduce equivocality of information Based upon the first two assumption, OIT proposes that information processing within organizations is a social activity. Sharing is the key feature of organizational information processing. In that particular context, members jointly make sense the reality by reducing equivocality. It other words, the sensemaking is a joint responsibility which includes numerous interdependent people to accomplish. In this process, organizations and its members combine actions and attributions together in order to find the balance between the complexity of thoughts and the simplicity of actions. Weick also proposes that people create their own environment though enactment, which is the action of making sense. This is because people have different perceptual schemas and selective perception, so people create different information environments. In creating different information environments, people can arrive at the same or close to the same understanding or solution through different thought processes and overall understanding. == Key concepts == === The organization === In order to place Weick's vision regarding Organizational Information Theory into proper working context, exploring his view regarding what constitutes the organization and how its individuals embody that construct might yield significant insights. From a fundamental standpoint, he shared a belief that organizational validation is derived---not through bricks and mortar, or locale—but from a series of events which enable entities to "collect, manage and use the information they receive." In elaborating further on what constitutes an organization during early writings outlining OIT, Weick said, "The word organization is a noun and it is also a myth. if one looks for an organization, one will not find it. What will be found is that there are events linked together, that transpire within concrete walls and these sequences, their pathways, their timing, are the forms we erroneously make into substances when we talk about an organization". When viewed in this modular fashion, the organization meets Weick's theoretical vision by encompassing parameters that are less bound by concrete, wood, and structural restraints and more by an ability to serve as a repository where information can be consistently and effectively channeled. Taking these defining characteristics into account, proper channel execution relies on maximization of messaging clarity, context, delivery and evolution through any system. One example as to how these interactions might unfold on a more granular level within these confines can be gleaned through Weick's double interact loop, which he considers the "building blocks of every organization".     A controlled vocabulary provides a way to organize knowledge for subsequent retrieval. Controlled vocabularies are used in subject indexing schemes, subject headings, thesauri, taxonomies and other knowledge organization systems. Controlled vocabulary schemes mandate the use of predefined, preferred terms that have been preselected by the designers of the schemes, in contrast to natural language vocabularies, which have no such restriction. == In library and information science == In library and information science, controlled vocabulary is a carefully selected list of words and phrases, which are used to tag units of information (document or work) so that they may be more easily retrieved by a search. Controlled vocabularies solve the problems of homographs, synonyms and polysemes by a bijection between concepts and preferred terms. In short, controlled vocabularies reduce unwanted ambiguity inherent in normal human languages where the same concept can be given different names and ensure consistency. For example, in the Library of Congress Subject Headings (a subject heading system that uses a controlled vocabulary), preferred terms—subject headings in this case—have to be chosen to handle choices between variant spellings of the same word (American versus British), choice among scientific and popular terms (cockroach versus Periplaneta americana), and choices between synonyms (automobile versus car), among other difficult issues. Choices of preferred terms are based on the principles of user warrant (what terms users are likely to use), literary warrant (what terms are generally used in the literature and documents), and structural warrant (terms chosen by considering the structure, scope of the controlled vocabulary). Controlled vocabularies also typically handle the problem of homographs with qualifiers. For example, the term pool has to be qualified to refer to either swimming pool or the game pool to ensure that each preferred term or heading refers to only one concept. === Types used in libraries === There are two main kinds of controlled vocabulary tools used in libraries: subject headings and thesauri. While the differences between the two are diminishing, there are still some minor differences: Historically, subject headings were designed to describe books in library catalogs by catalogers while thesauri were used by indexers to apply index terms to documents and articles. Subject headings tend to be broader in scope describing whole books, while thesauri tend to be more specialized covering very specific disciplines. Because of the card catalog system, subject headings tend to have terms that are in indirect order (though with the rise of automated systems this is being removed), while thesaurus terms are always in direct order. Subject headings tend to use more pre-coordination of terms such that the designer of the controlled vocabulary will combine various concepts together to form one preferred subject heading. (e.g., children and terrorism) while thesauri tend to use singular direct terms. Thesauri list not only equivalent terms but also narrower, broader terms and related terms among various preferred and non-preferred (but potentially synonymous) terms, while historically most subject headings did not. For example, the Library of Congress Subject Heading itself did not have much syndetic structure until 1943, and it was not until 1985 when it began to adopt the thesauri type term "Broader term" and "Narrow term". The terms are chosen and organized by trained professionals (including librarians and information scientists) who possess expertise in the subject area. Controlled vocabulary terms can accurately describe what a given document is actually about, even if the terms themselves do not occur within the document's text. Well known subject heading systems include the Library of Congress system, Medical Subject Headings (MeSH) created by the United States National Library of Medicine, and Sears. Well known thesauri include the Art and Architecture Thesaurus and the ERIC Thesaurus. When selecting terms for a controlled vocabulary, the designer has to consider the specificity of the term chosen, whether to use direct entry, inter consistency and stability of the language. Lastly the amount of pre-coordination (in which case the degree of enumeration versus synthesis becomes an issue) and post-coordination in the system is another important issue. Controlled vocabulary elements (terms/phrases) employed as tags, to aid in the content identification process of documents, or other information system entities (e.g. DBMS, Web Services) qualifies as metadata. == Indexing languages == There are three main types of indexing languages. Controlled indexing language – only approved terms can be used by the indexer to describe the document Natural language indexing language – any term from the document in question can be used to describe the document Free indexing language – any term (not only from the document) can be used to describe the document When indexing a document, the indexer also has to choose the level of indexing exhaustivity, the level of detail in which the document is described. For example, using low indexing exhaustivity, minor aspects of the work will not be described with index terms. In general the higher the indexing exhaustivity, the more terms indexed for each document. In recent years free text search as a means of access to documents has become popular. This involves using natural language indexing with an indexing exhaustively set to maximum (every word in the text is indexed). These methods have been compared in some studies, such as the 2007 article, "A Comparative Evaluation of Full-text, Concept-based, and Context-sensitive Search". === Advantages === Controlled vocabularies are often claimed to improve the accuracy of free text searching, such as to reduce irrelevant items in the retrieval list. These irrelevant items (false positives) are often caused by the inherent ambiguity of natural language. Take the English word football for example. Football is the name given to a number of different team sports. Worldwide the most popular of these team sports is association football, which also happens to be called soccer in several countries. The word football is also applied to rugby football (rugby union and rugby league), American football, Australian rules football, Gaelic football, and Canadian football. A search for football therefore will retrieve documents that are about several completely different sports. Controlled vocabulary solves this problem by tagging the documents in such a way that the ambiguities are eliminated. Compared to free text searching, the use of a controlled vocabulary can dramatically increase the performance of an information retrieval system, if performance is measured by precision (the percentage of documents in the retrieval list that are actually relevant to the search topic). In some cases controlled vocabulary can enhance recall as well, because unlike natural language schemes, once the correct preferred term is searched, there is no need to search for other terms that might be synonyms of that term. === Disadvantages === A controlled vocabulary search may lead to unsatisfactory recall, in that it will fail to retrieve some documents that are actually relevant to the search question. This is particularly problematic when the search question involves terms that are sufficiently tangential to the subject area such that the indexer might have decided to tag it using a different term (but the searcher might consider the same). Essentially, this can be avoided only by an experienced user of controlled vocabulary whose understanding of the vocabulary coincides with that of the indexer. Another possibility is that the article is just not tagged by the indexer because indexing exhaustivity is low. For example, an article might mention football as a secondary focus, and the indexer might decide not to tag it with "football" because it is not important enough compared to the main focus. But it turns out that for the searcher that article is relevant and hence recall fails. A free text search would automatically pick up that article regardless. On the other hand, free text searches have high exhaustivity (every word is searched) so although it has much lower precision, it has potential for high recall as long as the searcher overcome the problem of synonyms by entering every combination. Controlled vocabularies may become outdated rapidly in fast developing fields of knowledge, unless the preferred terms are updated regularly. Even in an ideal scenario, a controlled vocabulary is often less specific than the words of the text itself. Indexers trying to choose the appropriate index terms might misinterpret the author, while this precise problem is not a factor in a free text, as it uses the author's own words.
