The app was originally positioned as a video editor, using artificial intelligence to automatically edit distinct clips into music videos. They later launched Triller Famous, a page within the app that featured curated selections of user videos. In 2016, the app was purchased by Carnegie Technologies and converted into a social networking service by allowing users to follow each other and share their videos publicly. In 2019, Ryan Kavanaugh's Proxima Media made a majority investment. It is headquartered in Los Angeles, California, and is currently led by CEO Mahi de Silva. === Media exposure and controversies === On June 29, 2020, Government of India banned TikTok, among other apps stating that they were "prejudicial to [the] sovereignty and integrity" of India. Triller, which had planned to enter into the Indian market by the end of 2020, saw a spike from less than 1 million users to over 30 million users in the country overnight. In July 2020, Triller sued ByteDance, the Chinese parent company of TikTok, for infringing patents relating to video editing. In response, TikTok and ByteDance filed a lawsuit against Triller, alleging the litigation initiated by Triller has "cast a cloud" over TikTok's reputation and business dealings. That Summer, U.S. president Donald Trump signed an executive order which threatened to ban TikTok from operating within the United States, citing threats to national security, unless it was sold by ByteDance. The Trump administration stated that TikTok had until November 12, 2020, to assure the administration that the app did not pose any national security threats to the U.S. Following this order and news of possible purchases of TikTok's American operations by companies such as Oracle, Triller jumped from number 198 to number one in the App Store in the U.S., while TikTok dropped down to number three. The discussions surrounding TikTok's potential ban in the United States caused popular TikTok stars, including Charli D’Amelio and her family, to join Triller. Trump joined Triller himself and posted his first video on August 15, 2020. The video received over a million views within hours. On August 12, 2020, Triller partnered with B2B music company 7digital, which will provide Triller with access to its catalogue of 80 million tracks and automatically report usage data to Sony Music, Warner Music Group, Universal Music Group and Merlin Network. The number of Triller's app installations came under scrutiny when third-party analytics firm Apptopia estimated only 52 million lifetime installations of the app by August 2020, while Triller claimed 250 million. Triller threatened to sue Apptopia for publishing the report. By October 2020, Triller claimed to serve 100 million active monthly users, but this number was quickly disputed by six former employees interviewed by Business Insider. Within a few weeks of Triller's claim, employees shared screenshots of the company's internal analytics that showed less than 2.5 million active monthly users. On October 2, 2020, Triller signed licensing deals with the rights societies PRS for Music, GEMA, STIM and IMRO, and the publishers Concord, Downtown and Peermusic. On February 5, 2021, Universal Music Group (UMG) pulled its library from Triller, citing unpaid music royalties. They alleged that Triller "shamefully withheld payments owed to our artists" and refused to negotiate future music licensing. The app's spotlight feature is its special auto-editing tool, which uses artificial intelligence to automatically stitch separate video clips together without the user having to do it themselves. The separate video clips are created to the same background music, but users are able to shoot multiple takes with different filters or edits each time. Once the auto-editing tool stitches the individual clips together, users can rearrange and replace clips as desired. Users can also customize videos by applying filters and text. When creating a video, users can choose to make a "music video" or a "social video". A "music video" allows users to add music and trim the audio to personal preference. Unlike the music video option, a "social video" does not require the user to add music in the background. The app's auto-editing tool is only used when making music videos, as it uses the background track to help arrange and synchronize the clips. Users can also link their accounts with Apple Music or Spotify to integrate their playlists. Incomplete videos that are yet to be shared appear in a user's "Projects" folder. Once finalized, a video can be shared with other users of the app or through social media platforms such as Facebook, Instagram, Twitter (X), WhatsApp, and YouTube. Any video on Triller can also be downloaded or shared through links, text messages, or direct messaging to other users within the app. The app is divided into three video feeds, consisting of videos from creators that the user follows, the "Social" feed (which showcases trending videos and those by verified users), and the "Music" feed (which exclusively features music videos). Triller accounts can be made either public or private. When the account is public, any user can view the videos on that account. When the account is private, only approved users can view the videos on that account. Mobile analytics firm Apptopia disputed the numbers and claimed they were inflated, suggesting that the app had only been downloaded 52 million times since it first launched in 2015. Apptopia pulled the report after Triller threatened to sue the company. The app has been downloaded 23.8 million times in the U.S., with users spending an average of more than 20 minutes per day. A large number of downloads come from India, where TikTok has been banned, as well as from various European and African countries. In October 2020, Triller CEO Mike Lu stated that the app has 100 million monthly active users (MAU). In February 2021, Billboard reported that Triller had "reported higher numbers of monthly active users to the public than it reports to [music] rights holders." CEO Lu argued that "there is no legal definition" of monthly and daily active users, and that "if someone is trying to compare TikTok's MAU/DAU to ours—which means they are saying we have the same definition of MAU/DAU—there is an inherent misunderstanding about Triller's business and business model.     Content management (CM) are a set of processes and technologies that support the collection, managing, and publishing of information in any form or medium. When stored and accessed via computers, this information may be more specifically referred to as digital content, or simply as content. Digital content may take the form of text (such as electronic documents), images, multimedia files (such as audio or video files), or any other file type that follows a content lifecycle requiring management. The process of content development and management is complex enough that various commercial software vendors (large and small), such as Interwoven and Microsoft, offer content management software to control and automate significant aspects of the content lifecycle. == Process == Content management practices and goals vary by mission and by organizational governance structure. News organizations, e-commerce websites, and educational institutions all use content management, but in different ways. This leads to differences in terminology and in the names and number of steps in the process. For example, some digital content is created by one or more authors. Over time that content may be edited. One or more individuals may provide some editorial oversight, approving the content for publication. Publishing may take many forms: it may be the act of "pushing" content out to others, or simply granting digital access rights to certain content to one or more individuals. Later that content may be superseded by another version of the content and thus retired or removed from use (as when this wiki page is modified). Content management is an inherently collaborative process. It often consists of the following basic roles and responsibilities: Creator – responsible for creating and editing content.     Data preservation is the act of conserving and maintaining both the safety and integrity of data. Preservation is done through formal activities that are governed by policies, regulations and strategies directed towards protecting and prolonging the existence and authenticity of data and its metadata. Data can be described as the elements or units in which knowledge and information is created, and metadata are the summarizing subsets of the elements of data; or the data about the data. The main goal of data preservation is to protect data from being lost or destroyed and to contribute to the reuse and progression of the data. == History == Most historical data collected over time has been lost or destroyed. War and natural disasters combined with the lack of materials and necessary practices to preserve and protect data has caused this. Usually, only the most important data sets were saved, such as government records and statistics, legal contracts and economic transactions. Scientific research and doctoral theses data have mostly been destroyed from improper storage and lack of data preservation awareness and execution. Over time, data preservation has evolved and has generated importance and awareness. We now have many different ways to preserve data and many different important organizations involved in doing so. The first digital data preservation storage solutions appeared in the 1950s, which were usually flat or hierarchically structured. While there were still issues with these solutions, it made storing data much cheaper, and more easily accessible. In the 1970s relational databases as well as spreadsheets appeared. Relational data bases structure data into tables using structured query languages which made them more efficient than the preceding storage solutions, and spreadsheets hold high volumes of numeric data which can be applied to these relational databases to produce derivative data. More recently, non-relational (non-structured query language) databases have appeared as complements to relational databases which hold high volumes of unstructured or semi-structured data. == Importance == The scope of data preservation is vast. Everything from governmental to business records to art essentially can be represented as data, and is amenable to be lost. This then leads to loss of human history, for perpetuity. Data can be lost on a small or independent scale whether it's personal data loss, or data loss within businesses and organizations, as well as on a larger or national or global scale which can negatively and potentially permanently affect things such as environmental protection, medical research, homeland security, public health and safety, economic development and culture. The mechanisms of data loss are also as many as they are varied, spanning from disaster, wars, data breaches, negligence, all the way through simple forgetting to natural decay. Ways in which data collections can be used when preserved and stored properly can be seen through the U.S. Geological Survey, which stores data collections on natural hazards, natural resources, and landscapes. The data collected by the Survey is used by federal and state land management agencies towards land use planning and management, and continually needs access to historical reference data. == Related Concepts == In contrast, data holdings are collections of gathered data that are informally kept, and not necessarily prepared for long-term preservation. For example, a collection or back-up of personal files. Data holdings are generally the storage methods used in the past when data has been lost due to environmental and other historical disasters. Furthermore, data retention differs from data preservation in the sense that by definition, to retain an object (data) is to hold or keep possession or use of the object. To preserve an object is to protect, maintain and keep up for future use. Retention policies often circle around when data should be deleted on purpose as well, and held from public access, while preservation prioritizes permanence and more widely shared access. Thus, data preservation exceeds the concept of having or possessing data or back up copies of data. Data preservation ensures reliable access to data by including back-up and recovery mechanisms that precede the event of a disaster or technological change. == Methods == === Digital === Digital preservation, is similar to data preservation, but is mainly concerned with technological threats, and solely digital data. Essentially digital data is a set of formal activities to enable ongoing or persistent use and access of digital data exceeding the occurrence of technological malfunction or change. Digital preservation is aware of the inevitable change in technology and protocols, and prepares for data that will need to be accessible across new types of technologies and platforms while the integrity of the data and metadata are being conserved. Technology, while providing great process in conserving data that may not have been possible in the past, is also changing at such a quick rate that digital data may not be accessible anymore due to the format being incompatible with new software. Without the use of data preservation much of our existing digital data is at risk. The majority of methods used towards data preservation today are digital methods, which are so far the most effective methods that exist. === Archives === Archives are a collection of historical documents and records. Archives contribute and work towards the preservation of data by collecting data that is well organized, while providing the appropriate metadata to confirm it. An example of an important data archive is The LONI Image Data Archive, which is an archive that collects data regarding clinical trials and clinical research studies. === Catalogues, directories and portals === Catalogues, directories and portals are consolidated resources which are kept by individual institutions, and are associated with data archives and holdings. In other words, the data is not presented on the site, but instead might act as metadata and aggregators, and may administer thorough inventories. === Repositories === Repositories are places where data archives and holdings can be accessed and stored. The goal of repositories is to make sure that all requirements and protocols of archives and holdings are being met, and data is being certified to ensure data integrity and user trust. Single-site Repositories A repository that holds all data sets on a single site. An example of a major single-site repository the Data Archiving and Networking Services which is a repository which provides ongoing access to digital research resources for the Netherlands. Multi-Site Repositories A repository that hosts data set on multiple institutional sites. An example of a well known multi-site repository is OpenAIRE which is a repository that hosts research data and publications collaborating all of the EU countries and more. OpenAIRE promotes open scholarship and seeks to improves discover-ability and re-usability of data. Trusted Digital Repository A repository that seeks to provide reliable, trusted access over a long period of time. The repository can be single or multi-sited but must cooperate with the Reference Model for an Open Archival Information System, as well as adhere to a set of rules or attributes that contribute to its trust such as having persistent financial responsibility, organizational buoyancy, administrative responsibility security and safety. An example of a trusted digital repository is The Digital Repository of Ireland (DRI) which is a multi-site repository that hosts Ireland's humanity and social science data sets. === Cyber Infrastructures === Cyber infrastructures which consists of archive collections which are made available through the system of hardware, technologies, software, policies, services and tools. Cyber infrastructures are geared towards the sharing of data supporting peer-to-peer collaborations and a cultural community.     Polygraphic substitution is a substitution cipher in which a uniform substitution is performed on blocks of letters. When the length of the block is specifically known, more precise terms are used: for instance, a cipher in which pairs of letters are substituted is bigraphic. As a concept, polygraphic substitution contrasts with monoalphabetic (or simple) substitutions in which individual letters are uniformly substituted, or polyalphabetic substitutions in which individual letters are substituted in different ways depending on their position in the text. In theory, there is some overlap in these definitions; one could conceivably consider a Vigenère cipher with an eight-letter key to be an octographic substitution. In practice, this is not a useful observation since it is far more fruitful to consider it to be a polyalphabetic substitution cipher. == Specific ciphers == In 1563, Giambattista della Porta devised the first bigraphic substitution. However, it was nothing more than a matrix of symbols. In practice, it would have been all but impossible to memorize, and carrying around the table would lead to risks of falling into enemy hands. In 1854, Charles Wheatstone came up with the Playfair cipher, a keyword-based system that could be performed on paper in the field. This was followed up over the next fifty years with the closely related four-square and two-square ciphers, which are slightly more cumbersome but offer slightly better security. In 1929, Lester S. Hill developed the Hill cipher, which uses matrix algebra to encrypt blocks of any desired length. However, encryption is very difficult to perform by hand for any sufficiently large block size, although it has been implemented by machine or computer. This is therefore on the frontier between classical and modern cryptography. == Cryptanalysis of general polygraphic substitutions == Polygraphic systems do provide a significant improvement in security over monoalphabetic substitutions. Given an individual letter 'E' in a message, it could be encrypted using any of 52 instructions depending on its location and neighbors, which can be used to great advantage to mask the frequency of individual letters. However, the security boost is limited; while it generally requires a larger sample of text to crack, it can still be done by hand. One can identify a polygraphically-encrypted text by performing a frequency chart of polygrams and not merely of individual letters. These can be compared to the frequency of plaintext English. The distribution of digrams is even more stark than individual letters. For example, the six most common letters in English (23%) represent approximately half of English plaintext, but it takes only the most frequent 8% of the 676 digrams to achieve the same potency. In addition, even in a plaintext many thousands of characters long, one would expect that nearly half of the digrams would not occur, or only barely. In addition, looking over the text one would expect to see a fairly regular scattering of repeated text in multiples of the block length and relatively few that are not multiples. Cracking a code identified as polygraphic is similar to cracking a general monoalphabetic substitution except with a larger 'alphabet'. One identifies the most frequent polygrams, experiments with replacing them with common plaintext polygrams, and attempts to build up common words, phrases, and finally meaning. Naturally, if the investigation led the cryptanalyst to suspect that a code was of a specific type, like a Playfair or order-2 Hill cipher, then they could use a more specific attack.

    Netsukuku

    Netsukuku is an experimental peer-to-peer routing system, developed by the FreakNet MediaLab in 2005, created to build up a distributed network, anonymous and censorship-free, fully independent but not necessarily separated from the Internet, without the support of any server, Internet service provider and no central authority. Netsukuku is designed to handle up to 2128 nodes without any servers or central systems, with minimal CPU and memory resources. This mesh network can be built using existing network infrastructure components such as Wi-Fi. The project has been in slow development since 2005, never abandoning a beta state. It has also never been tested on large scale. == Operation == As of December 2011, the latest theoretical work on Netsukuku could be found in the author's master thesis Scalable Mesh Networks and the Address Space Balancing problem. The following description takes into account only the basic concepts of the theory. Netsukuku uses a custom routing protocol called QSPN (Quantum Shortest Path Netsukuku) that strives to be efficient and not taxing on the computational capabilities of each node. The current version of the protocol is QSPNv2. It adopts a hierarchical structure. 256 nodes are grouped inside a gnode (group node), 256 gnodes are grouped in a single ggnode (group of group nodes), 256 ggnodes are grouped in a single gggnode, and so on. This offers a set of advantages main documentation. The protocol relies on the fact that the nodes are not mobile and that the network structure does not change quickly, as several minutes may be required before a change in the network is propagated. However, a node that joins the network is immediately able to communicate using the routes of its neighbors. When a node joins the mesh network, Netsukuku automatically adapts and all other nodes come to know the fastest and most efficient routes to communicate with the newcomer. Each node has no more privileges or restrictions than the other nodes. The domain name system (DNS) is replaced by a decentralised and distributed system called ANDNA (Abnormal Netsukuku Domain Name Anarchy). The ANDNA database is included in the Netsukuku system, so each node includes such database that occupies at most 355 kilobytes of memory. Simplifying, ANDNA works as follows: to resolve a symbolic name the host applies a function Hash on its behalf. The Hash function returns an address that the host contacts asking for the resolution generated by the hash. The contacted node receives a request, searches in its ANDNA database for the address associated with the name and returns it to the applicant host. Recording works in a similar way: for example, let's suppose that the node X wants to register the address FreakNet.andna; X calculates the hash name and obtains the address 11.22.33.44 associated with node Y. The node X contacts Y asking to register 11.22.33.44 as its own. Y stores the request in its database and any request for resolution of 11.22.33.44 hash, will answer with the X's address. The protocol is a little more complex than this, as the system provides a public/private key to authenticate the hosts and prevent unauthorized changes to the ANDNA database. Furthermore, the protocol provides redundancy in the database to make the protocol resistant to failure and also provides for the migration of the database if the network topology changes. The protocol does not provide for the possibility of revoking a symbolic name; after a certain period of inactivity (currently 3 days) it is simply deleted from the database. The protocol also prevents a single host from recording an excessive number of symbolic names (at present 256 names) in order to prevent spammers from storing a high number of terms to perform cybersquatting.

    A social employee is a worker operating within a social business model. Following an organization's social computing guidelines, social employees use social media tools both for internal workflow and collaboration purposes and for external engagement with customers, prospects and stakeholders through a combination of social media marketing, content marketing, social marketing, and social selling. Social employee programs are considered to be as much about culture and engagement as they are about business processes and best practices. In addition to increased leads and sales, social employee best practices are said to improve business outcomes important to social media marketing, such as increased connections and web traffic, improved brand identification and "chatter", and better customer advocacy. == Overview == The term "social employee" was first introduced to describe those exhibiting the emerging characteristics of workers operating under a social business model. The term is often used interchangeably with similar designations like "employee advocate" or "social employee advocate". Crucial to the perceived value of the social employee is the concept of the digital footprint. While organizations are able to generate large bases of followers through social media, research shows that brand marketing and engagement efforts through these networks are not as effective as those of individual employees. In fact, some research indicates that employee experts are more trusted than any other member of an organization. Because of this, social employee programs are designed to train, empower, and support employee engagement efforts in the hopes of authentically engaging larger communities, increasing the frequency of shares, reviews, and other forms of "earned media" and expanding the brand's presence on the web. == The personal or employee brand == A foundational concept of the social employee is the idea of the personal or employee brand. This concept first gained popular attention in a 1997 FastCompany article by business leader Tom Peters titled "The Brand Called You". In the article, Peters argued that the premium placed on branding impacted workers' lives to such an extent that creating and cultivating a distinct personal brand had become a professional necessity. According to Peters, doing so built trust, loyalty, visibility, influence, and employability. With increased adoption of social media tools by both businesses and consumers in the early 21st century, many business leaders became increasingly concerned with social engagement, both internally among employees and externally with customers and other stakeholders. While many in the business community acknowledged the potential social tools had for improved collaboration, productivity, and brand messaging, the concern that employees would misrepresent their brand, disclose proprietary information, or otherwise damage their company's reputation or ability to conduct business persisted. As a result, many began to advocate for employee branding as a solution to this problem. This helped give new meaning to the concept of brand ambassadorship, positioning everyday employees in public, and potentially high-profile, engagement roles. == Characteristics == === Engaged === Because social employee advocacy is dependent on the perceived authenticity of the employee, engagement is highly valued in social organizations. Further, data show the measurable impact of employee engagement on organizational productivity and profitability: Happy employees were found to be 12 percent more productive. In one study, engaged employees were found to be 38 percent more likely to produce at above-average rates. In another, organizations with engaged employees had a 19 percent higher than average shareholder return, while organizations with disengaged employees experienced shareholder return that was 44 percent below average. Engaged companies were found to outperform disengaged companies by up to 202 percent. Companies with strong focus on culture were found to have an average 13.9 percent turnover rate, while those with a low focus experience were found to have a 48.4 percent turnover rate. === Flexible job environment and work–life balance === The number of professionals working mobile or remote has risen considerably since 2010. While estimates vary, one study found that number of organizations with mobile or remote employees is expected to rise from 24 percent in 2012 to 89 percent by 2020. Other research has estimated that by 2020, 105.4 million professionals will work remotely in America, about 72.3 percent of the total workforce. This change has been linked to a rise in social technologies, including biometrics, wearables, near-field communications, and augmented reality. Social employees have also put a greater emphasis on work–life balance, with many believing that advances in technology can directly support efforts in this area. Purported benefits of this shift include a more flexible workforce, reduced business costs, and greater organizational leverage in attracting and retaining top talent. === Buys into the brand's story === In 2009, thought leader Simon Sinek presented a speech called "How Great Leaders Inspire Action" at a TEDxPugetSound event. Sinek's central argument in this speech was, "People don't buy what you do. They buy why you do it." This concept—that the story behind a business or product offering is a more compelling sales tool than the product itself—is frequently cited in social media marketing as a way to build authentic connections with stakeholders. However, others have argued that for employees to share a brand's story authentically, they must be engaged in that story themselves, and as a result, many companies have made storytelling part of their culture programs. === Collaborative === An implicit tenet in social business is that social technologies aren't a barrier to productivity, but rather a path to increased connectivity. The shift in enterprise software systems like IBM Connections to incorporate social communication models, such as mentions, wikis, and newsfeeds, reflects the changing communication dynamics within business. With an increase in diversity and sophistication in collaborative software platforms, social organizations have sought to find new creative ways to utilize these tools and secure employee buy-in around them. Crowdsourcing has also become popular in social businesses. Examples include AT&T's program The Innovation Pipeline (TIP), begun in 2009, which has generated over 28,000 ideas that have led to over 75 projects with funding exceeding $44 million. IBM has also put considerable resources into such processes, producing its social computing guidelines through employee crowdsourcing, as well as its Connections platform through the Technology Adoption Program (TAP), a more formalized crowdsourcing initiative. Another popular form of internal collaboration is the hack day, or hackathon. Organizations such as Netflix, Facebook, and IBM use hack days to pull employees out of their day-to-day work environments and encourage them to collaborate in nontraditional ways in an attempt to drive disruptive innovation. Social employees are often encouraged to seek external collaboration opportunities with customers and prospects. For example, Procter & Gamble introduced the Live Well Collaborative to connect with external stakeholders and develop products and services for the 50+ demographic. === Social listener === A social listener is someone who engages in social listening, or social media monitoring, for professional means. Social employees can use social media monitoring for a variety of reasons, including professional development, industry news and trends, and gauging market sentiment. Some have argued that social listening is one of the most important components of social business, as it enables organizations to collect rich market data, make more informed strategic decisions, and respond to customer needs more authentically. === Customer-centric === Advocates of customer-centricity in social business argue that social media has changed the dynamic from one-way brand messaging to shared interactions between brand and customer. Brand and customer engagement is seen as a means of creating more lasting connections with customers and prospects and empowering them to become brand promoters. Customer-centric interactions are seen to have distinct value to brands, as research shows that prospects are far more likely to trust brand-related messaging from a friend or family member than they are from a brand. As a means of building social employees, some social advocates have also called for a broader definition of customer to include the employees themselves.     Teknomo–Fernandez algorithm

    The Teknomo–Fernandez algorithm (TF algorithm), is an efficient algorithm for generating the background image of a given video sequence. By assuming that the background image is shown in the majority of the video, the algorithm is able to generate a good background image of a video in O ( R ) {\displaystyle O(R)} -time using only a small number of binary operations and Boolean bit operations, which require a small amount of memory and has built-in operators found in many programming languages such as C, C++, and Java. == History == People tracking from videos usually involves some form of background subtraction to segment foreground from background. Once foreground images are extracted, then desired algorithms (such as those for motion tracking, object tracking, and facial recognition) may be executed using these images. However, background subtraction requires that the background image is already available and unfortunately, this is not always the case. Traditionally, the background image is searched for manually or automatically from the video images when there are no objects. More recently, automatic background generation through object detection, medial filtering, medoid filtering, approximated median filtering, linear predictive filter, non-parametric model, Kalman filter, and adaptive smoothening have been suggested; however, most of these methods have high computational complexity and are resource-intensive. The Teknomo–Fernandez algorithm is also an automatic background generation algorithm. Its advantage, however, is its computational speed of only O ( R ) {\displaystyle O(R)} -time, depending on the resolution R {\displaystyle R} of an image and its accuracy gained within a manageable number of frames. Only at least three frames from a video is needed to produce the background image assuming that for every pixel position, the background occurs in the majority of the videos. Furthermore, it can be performed for both grayscale and colored videos. == Assumptions == The camera is stationary. The light of the environment changes only slowly relative to the motions of the people in the scene. The number of people does not occupy the scene for most of the time at the same place. Generally, however, the algorithm will certainly work whenever the following single important assumption holds: For each pixel position, the majority of the pixel values in the entire video contain the pixel value of the actual background image (at that position).As long as each part of the background is shown in the majority of the video, the entire background image needs not to appear in any of its frames. The bill was introduced into the United States House of Representatives during the 113th United States Congress. == Background == === Social media === Social media is the social interaction among people in which they create, share or exchange information and ideas in virtual communities and networks. Andreas Kaplan and Michael Haenlein define social media as "a group of Internet-based applications that build on the ideological and technological foundations of Web 2.0, and that allow the creation and exchange of user-generated content." Furthermore, social media depend on mobile and web-based technologies to create highly interactive platforms through which individuals and communities share, co-create, discuss, and modify user-generated content. They introduce substantial and pervasive changes to communication between organizations, communities, and individuals. Social media differ from traditional or industrial media in many ways, including quality, reach, frequency, usability, immediacy, and permanence. === Virtual Social Media Working Group === First responders have increasingly used social media in emergency response and recovery operations. Social media tools are used to connect with citizens after a disaster and share information. The Virtual Social Media Working group (VSMWG) is an online platform that gives advice to first responders on how to safely and effectively use social media in emergency response operations. The working group is made up of subject matter experts from across the U.S. It was created by DHS in December 2010 and gives first responders guidance and best practices regarding the use of social media during emergencies. The DHS S&T and the VSMWG work with local and state governments, academics and nonprofits. Meetings of the VSMWG are chaired by the Under Secretary of Homeland Security for Science and Technology. == Provisions of the bill == This summary is based largely on the summary provided by the Congressional Research Service, a public domain source. The Social Media Working Group Act of 2014 would amend the Homeland Security Act of 2002 to direct the United States Secretary of Homeland Security to establish within the United States Department of Homeland Security (DHS) a social media working group (the Group) to provide guidance and best practices to the emergency preparedness and response community on the use of social media technologies before, during, and after a terrorist attack. The group would prepare guidance for the emergency preparedness and response community. The bill would define the membership of the working group, which would include more than 20 experts from federal, state, local, and tribal governments along with nongovernmental organizations. Susan W. Brooks (R, IN-5). It was referred to the United States House Committee on Homeland Security and the United States House Homeland Security Subcommittee on Emergency Preparedness, Response, and Communications. On June 19, 2014, it was reported (amended) alongside House Report 113-480. On July 8, 2014, the House voted in Roll Call Vote 369 to pass the bill 375–19. == Debate and discussion == Nate Elliott, a social media expert at Forrester Research, explains that "the hope is when government or another authority tweets something, people will share it for them," but that this often doesn't happen. This problem, that "messages wash away very quickly," is the reason that the federal government is trying to formulate a better social media strategy. Rep. Steven Palazzo (R-MS), who co-sponsored the bill, stated that "social media has played a crucial role in emergency preparedness and response in Mississippi, including during disasters like Hurricane Isaac and the tornadoes that hit the Hattiesburg area a little over a year ago." He said that their goal with the bill was to "build upon existing public-private partnerships and use social media in a more strategic way in order to help save lives and property."

    Content-oriented workflow models

    In data management, a content-oriented workflow model seeks to articulate workflow progression by the presence of content units (like data-records/objects/documents). Most content-oriented workflow approaches provide a life-cycle model for content units, such that workflow progression can be qualified by conditions on the state of the units. Most approaches are research and work in progress and the content models and life-cycle models are more or less formalized. The term content-oriented workflows is an umbrella term for several scientific workflow approaches, namely "data-driven", "resource-driven", "artifact-centric", "object-aware", and "document-oriented". Thus, the meaning of "content" ranges from simple data attributes to self-contained documents; the term "content-oriented workflows" appeared at first in as an umbrella term. Such a general term, independent from a specific approach, is necessary to contrast the content-oriented modelling principle with traditional activity-oriented workflow models (like Petri nets or BPMN) where a workflow is driven by a control flow and where the content production perspective is neglected or even missing. The term "content" was chosen to subsume the different levels in granularity of the content units in the respective workflow models; it was also chosen to make associations with content management. Both terms "artifact-centric" and "data-driven" would also be good candidates for an umbrella term, but each is closely related to a specific approach of a single working group. The "artifact-centric" group itself (i.e. IBM Research) has generalized the characteristics of their approach and has used "information-centric" as an umbrella term in. Yet, the term information is too unspecific in the context of computer science, thus, "content-orientated workflows" is considered as good compromise. == Workflow Model Approaches == === Data-driven === The data-driven process structures provides a sophisticated workflow model being specialized on hierarchical write-and-review-processes. The approach provides interleaved synchronization of sub-processes and extends activity diagrams. Unfortunately, the COREPRO prototype implementation is not publicly available. Research on the project had been ceased. The general idea has been continued by Reichert in form of the #Object-aware approach. The resource-driven approach demonstrated the application of database triggers for handling workflow events. Still the system implementation is centralized and the workflow schema is statically defined. The project appeared in 2005 but many aspects are considered future work by the authors. Research did not continue on the project. Wang completed his PhD thesis in 2009, yet, his thesis does not mention the resource-driven approach to workflow modelling but is about discrete event simulation. The form completion flow is controlled by transitions between object configurations each describing a progressing set of mandatory attributes. Each object configuration is named by an object state. The data production flow is user-shifting and it is discrete by defining a sequence of object states. The discussion is currently limited to a centralized system, without any workflows across different organizations. However, the approach is of great relevance to many domains like concurrent engineering. The workflow model reflects the paper-based working practice in inter-institutional healthcare scenarios. It targets distributed knowledge-driven ad hoc workflows, wherein distributed information systems are required to coordinate work with initially unknown sets of actors and activities. The distributed workflow engine supports process planning & process history as well as participant management and process template creation with import/export. The workflow engine embeds a functional fusion of 1) group-based instant messaging 2) with a shared work list editor 3) with version control. The software implementation of dDPM is α-Flow which is available as open source. dDPM and α-Flow provide a content-oriented approach to schema-less workflows. The complete distributed case handling application is provided in form of a single active Document ("α-Doc"). The α-Doc is a case file (as information carrier) with an embedded workflow engine (in form of active properties). Inviting process participants is equivalent to providing them with a copy of an α-Doc, copying it like an ordinary desktop file. All α-Docs that belong to the same case can synchronize each other, based on the participant management, electronic postboxes, store-and-forward messaging, and an offline-capable synchronization protocol. Mature DMS products support document production workflows in a basic form, primarily focusing on review cycle workflows concerning a single document. === Groupware and Computer-Supported Cooperative Work === Groupware focuses on messaging (like E-Mail, Chat, and Instant Messaging), shared calendars (e.g. Lotus Notes, Microsoft Outlook with Exchange Server), and conferencing (e.g. Skype). Groupware overlaps with Computer-supported cooperative work (CSCW), that originated from shared multimedia editors (for live drawing/sketching) and synchronous multi-user applications like desktop sharing.
