It is assumed that the text present in an image has high frequency components and selecting only the high frequency coefficients filters the text from the non-text regions in an image. == Word recognition == In word recognition, the text is assumed to be already detected and located and the rectangular bounding box containing the text is available. The word present in the bounding box needs to be recognized. The methods available to perform word recognition can be broadly classified into top-down and bottom-up approaches. In the top-down approaches, a set of words from a dictionary is used to identify which word suits the given image. Images are not segmented in most of these methods. Hence, the top-down approach is sometimes referred as segmentation free recognition. In the bottom-up approaches, the image is segmented into multiple components and the segmented image is passed through a recognition engine. The establishment of SPD-5 was released in 2020 followed by asset hardening instructions in 2022, and NIST’s IR 8270 in 2023. It was not until 2025 that Europe published their own findings in the Space Threat Landscape 2025 Report. This document led to the EU’s security proposals and standards. == Threats == === Radio-frequency Interference and Global Navigation Satellite Systems (GNSS) Spoofing === Space services are highly dependent on RF links for systems such as GNSS, however, a consequence of this dependency on RF is denial of service and deception. In 2017, the Black Sea maritime event occurred when numerous ships were subject to spoofing. Space services depend on RF links susceptible to jamming (denial) and spoofing (deception), including for GNSS/Positioning, Navigation, and Timing (PNT). Annotated incidents include the 2017 Black Sea maritime spoofing event affecting numerous ships, and extensive aviation GNSS spoofing patterns surveyed in various regions during 2024–2025. === Network intrusion and malware === Cyber threats can intrude and infect assets with malware. They do this by finding misconfiguration vulnerabilities, remote-management interfaces, and/or supply-chain vulnerabilities mainly in ground networks and user terminals. ECSS‑E‑ST‑80C (2024) – This established a standard for securing lifecycles in space, covering all segments (e.g. ground, launch, etc.). == Regulation and governance == As of 2025, there is no international regulations established for space assets, but the U.S., EU, and ESA institutional initiatives have published standards to address security concerns. The U.S. implemented SPD-5 and the Federal Communications Commission (FCC); the FCC addressed orbital debris. While the EU created standards to address technological mandates and support the implementation of NIS2. Lastly, the ESA created a special operations center to safeguard their satellites. International governance is still evolving, but forums have been held by the United Nations Committee on the Peaceful Uses of Outer Space. Three algebras which satisfy conditions of safety and completeness are defined as Imielinski–Lipski algebras: the Codd-Tables algebra, the V-tables algebra and the Conditional tables (C-tables) algebra. == Codd-tables algebra == Codd-tables algebra is based on the usual Codd's single NULL values. The table T above is an example of Codd-table. Codd-table algebra supports projection and positive selections only. It is also demonstrated in [IL84 that it is not possible to correctly extend more relational operators over Codd-Tables. For example, such basic operation as join is not extendable over Codd-tables. It is not possible to define selections with Boolean conditions involving negation and preserve completeness. For example, queries like the above query Q cannot be supported. In order to be able to extend more relational operators, more expressive form of null value representation is needed in tables which are called V-table. == V-tables algebra == V-tables algebra is based on many different ("marked") null values or variables allowed to appear in a table. V-tables allow to show that a value may be unknown but the same for different tuples. For example, in the table below Gaurav and Igor order the same (but unknown) beer in two unknown bars (which may, or may not be different – but remain unknown). Gaurav and Jane frequent the same unknown bar (Y1). Thus, instead one NULL value, we use indexed variables, or Skolem constants . V-tables algebra is shown to correctly support projection, positive selection (with no negation occurring in the selection condition), union, and renaming of attributes, which allows for processing arbitrary conjunctive queries.     Vero (stylized as VERO) is a social media platform and mobile app company. Vero markets itself as a social network free from advertisements, data mining and algorithms. == History == The app was founded by French-Lebanese billionaire Ayman Hariri who is the son of former Lebanese prime minister Rafic Hariri. The name is taken from the Italian word for true. The app launched officially in 2015 as an alternative to Facebook and their popular photo-blogging app Instagram. Within weeks of its release the app surged in popularity although users expressed mixed reports with some feeling confused about how the app worked. Cosplayers were early to adopt the app as their photo-sharing platform of choice, favouring the app's pinch and zoom magnification feature over Instagram's zoom feature. Other creative communities soon followed, and the app became popular with niche groups of makeup artists, tattoo artists, and skateboarders. In March 2018, Vero's popularity surged, partly helped by an exodus from Facebook and Instagram following the Cambridge Analytica data scandal. In the wake of the scandal, Vero devised an advertising campaign aimed at defected Facebook and Instagram users, hoping the app's policies and privacy settings would assuage concerns over sharing personal information on the internet. Within the space of one week, the app went from being a small service, akin to Ello or Peach, to being the most downloaded app in eighteen countries. In December 2020, Vero released its most significant update to date, Vero 2.0 which introduced new features including voice and video calls, game and app posts and bookmarks, and refinements to the UI. In October 2021, Vero introduced their Desktop app (beta) with multiple post options and a re-sizable multi-column feed. == Concept and funding == Vero's content feed resembles Instagram's although users can share a wider variety of content and the app has a chronological content feed whereas Facebook and Instagram's feeds are algorithm based. Vero's business plan is also distinct from similar social media apps. Whereas its competitors such as Facebook or Instagram make money from in-app advertising revenue and the sale of user data, Vero's business plan was to invite the first one million users to use the app for free then charge any subsequent users a subscription fee. The app was entirely funded by its founder and generated additional revenues by charging affiliate fees when someone buys a product they find on Vero. == Awards == Vero was recognized at the 2021 Webbys, being named as an Honoree in the Best Visual Design - Aesthetic Category. == Controversies == === Privacy === Vero has faced some criticism over the wording of their manifesto, in particular, the statement "Vero only collects the data we believe is necessary to provide users with a great experience and to ensure the security of their accounts." Because this policy does not explicitly state that the app will not sell data on to third parties some users fear that the need to monetise the app through data might prove too tempting. Users have also complained about not being able to delete their accounts. While this was never the case, the option was hidden deep in the app's settings. === Russian involvement === Although Vero remains transparent about the app's Russian development team, they have been caught up in concerns about Russian interference on social media platforms. The app's founder Ayman Hariri was quick to dismiss the remarks as xenophobic and defend the nationality of his employees, stating in an interview with Time Magazine; "At the end of the day, where people are from is really not how anybody should judge anyone". === Criticism of the app's founder === Until 2013, Vero's founder Ayman Harari was deputy CEO and chairman of Saudi Oger, the Saudi Arabian construction company which collapsed in 2017, mired by controversies over the welfare and treatment of their employees.     Natural language understanding (NLU) or natural language interpretation (NLI) is a subset of natural language processing in artificial intelligence that deals with machine reading comprehension. NLU has been considered an AI-hard problem. There is considerable commercial interest in the field because of its application to automated reasoning, machine translation, question answering, news-gathering, text categorization, voice-activation, archiving, and large-scale content analysis. == History == The program STUDENT, written in 1964 by Daniel Bobrow for his PhD dissertation at MIT, is one of the earliest known attempts at NLU by a computer. Eight years after John McCarthy coined the term artificial intelligence, Bobrow's dissertation (titled Natural Language Input for a Computer Problem Solving System) showed how a computer could understand simple natural language input to solve algebra word problems. A year later, in 1965, Joseph Weizenbaum at MIT wrote ELIZA, an interactive program that carried on a dialogue in English on any topic, the most popular being psychotherapy. ELIZA worked by simple parsing and substitution of key words into canned phrases and Weizenbaum sidestepped the problem of giving the program a database of real-world knowledge or a rich lexicon. Yet ELIZA gained surprising popularity as a toy project and can be seen as a very early precursor to current commercial systems such as those used by Ask.com. In 1969, Roger Schank at Stanford University introduced the conceptual dependency theory for NLU. This model, partially influenced by the work of Sydney Lamb, was extensively used by Schank's students at Yale University, such as Robert Wilensky, Wendy Lehnert, and Janet Kolodner. In 1970, William A. Woods introduced the augmented transition network (ATN) to represent natural language input. Instead of phrase structure rules ATNs used an equivalent set of finite-state automata that were called recursively. ATNs and their more general format called "generalized ATNs" continued to be used for a number of years. In 1971, Terry Winograd finished writing SHRDLU for his PhD thesis at MIT. SHRDLU could understand simple English sentences in a restricted world of children's blocks to direct a robotic arm to move items. The successful demonstration of SHRDLU provided significant momentum for continued research in the field. Winograd continued to be a major influence in the field with the publication of his book Language as a Cognitive Process. At Stanford, Winograd would later advise Larry Page, who co-founded Google. In the 1970s and 1980s, the natural language processing group at SRI International continued research and development in the field. A number of commercial efforts based on the research were undertaken, e.g., in 1982 Gary Hendrix formed Symantec Corporation originally as a company for developing a natural language interface for database queries on personal computers. However, with the advent of mouse-driven graphical user interfaces, Symantec changed direction. A number of other commercial efforts were started around the same time, e.g., Larry R. Harris at the Artificial Intelligence Corporation and Roger Schank and his students at Cognitive Systems Corp. In 1983, Michael Dyer developed the BORIS system at Yale which bore similarities to the work of Roger Schank and W. G. Lehnert. The third millennium saw the introduction of systems using machine learning for text classification, such as the IBM Watson. However, experts debate how much "understanding" such systems demonstrate: e.g., according to John Searle, Watson did not even understand the questions. John Ball, cognitive scientist and inventor of the Patom Theory, supports this assessment. Natural language processing has made inroads for applications to support human productivity in service and e-commerce, but this has largely been made possible by narrowing the scope of the application. There are thousands of ways to request something in a human language that still defies conventional natural language processing. According to Wibe Wagemans, "To have a meaningful conversation with machines is only possible when we match every word to the correct meaning based on the meanings of the other words in the sentence – just like a 3-year-old does without guesswork." == Scope and context == The umbrella term "natural language understanding" can be applied to a diverse set of computer applications, ranging from small, relatively simple tasks such as short commands issued to robots, to highly complex endeavors such as the full comprehension of newspaper articles or poetry passages. Many real-world applications fall between the two extremes, for instance text classification for the automatic analysis of emails and their routing to a suitable department in a corporation does not require an in-depth understanding of the text, but needs to deal with a much larger vocabulary and more diverse syntax than the management of simple queries to database tables with fixed schemata. Throughout the years various attempts at processing natural language or English-like sentences presented to computers have taken place at varying degrees of complexity. Some attempts have not resulted in systems with deep understanding, but have helped overall system usability. For example, Wayne Ratliff originally developed the Vulcan program with an English-like syntax to mimic the English speaking computer in Star Trek. Vulcan later became the dBase system whose easy-to-use syntax effectively launched the personal computer database industry. Systems with an easy-to-use or English-like syntax are, however, quite distinct from systems that use a rich lexicon and include an internal representation (often as first order logic) of the semantics of natural language sentences. Hence the breadth and depth of "understanding" aimed at by a system determine both the complexity of the system (and the implied challenges) and the types of applications it can deal with. The "breadth" of a system is measured by the sizes of its vocabulary and grammar. The "depth" is measured by the degree to which its understanding approximates that of a fluent native speaker. At the narrowest and shallowest, English-like command interpreters require minimal complexity, but have a small range of applications. Narrow but deep systems explore and model mechanisms of understanding, but they still have limited application. Systems that attempt to understand the contents of a document such as a news release beyond simple keyword matching and to judge its suitability for a user are broader and require significant complexity, but they are still somewhat shallow. Systems that are both very broad and very deep are beyond the current state of the art. == Components and architecture == Regardless of the approach used, most NLU systems share some common components. The system needs a lexicon of the language and a parser and grammar rules to break sentences into an internal representation. The construction of a rich lexicon with a suitable ontology requires significant effort, e.g., the Wordnet lexicon required many person-years of effort. The system also needs theory from semantics to guide the comprehension. The interpretation capabilities of a language-understanding system depend on the semantic theory it uses. Competing semantic theories of language have specific trade-offs in their suitability as the basis of computer-automated semantic interpretation. These range from naive semantics or stochastic semantic analysis to the use of pragmatics to derive meaning from context. Semantic parsers convert natural-language texts into formal meaning representations. Advanced applications of NLU also attempt to incorporate logical inference within their framework. This is generally achieved by mapping the derived meaning into a set of assertions in predicate logic, then using logical deduction to arrive at conclusions. Therefore, systems based on functional languages such as Lisp need to include a subsystem to represent logical assertions, while logic-oriented systems such as those using the language Prolog generally rely on an extension of the built-in logical representation framework. The management of context in NLU can present special challenges. A large variety of examples and counter examples have resulted in multiple approaches to the formal modeling of context, each with specific strengths and weaknesses.

    A frame grabber is an electronic device that captures (i.e., "grabs") individual, digital still frames from an analog video signal or a digital video stream. It is usually employed as a component of a computer vision system, in which video frames are captured in digital form and then displayed, stored, transmitted, analyzed, or combinations of these. Historically, frame grabber expansion cards were the predominant way to interface cameras to PCs. Other interface methods have emerged since then, with frame grabbers (and in some cases, cameras with built-in frame grabbers) connecting to computers via interfaces such as USB, Ethernet and IEEE 1394 ("FireWire"). Early frame grabbers typically had only enough memory to store a single digitized video frame, whereas many modern frame grabbers can store multiple frames. Modern frame grabbers often are able to perform functions beyond capturing a single video input. For example, some devices capture audio in addition to video, and some devices provide, and concurrently capture frames from multiple video inputs. Other operations may be performed as well, such as deinterlacing, text or graphics overlay, image transformations (e.g., resizing, rotation, mirroring), and conversion to JPEG or other compressed image formats.     In analog video, blanking occurs between horizontal lines and between frames. In raster scan equipment, an image is built up by scanning an electron beam from left to right across a screen to produce a visible trace of one scan line, reducing the brightness of the beam to zero (horizontal blanking), moving it back as fast as possible to the left of the screen at a slightly lower position (the next scan line), restoring the brightness, and continuing until all the lines have been displayed and the beam is at the bottom right of the screen. Its intensity is then reduced to zero again (vertical blanking), and it is rapidly moved to the top left to start again, creating the next frame. In television, in particular, the vertical blanking interval is long to accommodate the slow equipment available at the time the standard was set. Fast modern electronics allows digital information to be encoded into the signal during the vertical blanking interval; it is not displayed on screen as the beam is blanked, but can be processed by appropriate circuitry.

    In computer graphics and digital imaging, image scaling is the resizing of a digital image. In video technology, the magnification of digital material is known as upscaling or resolution enhancement. When scaling a vector graphic image, the graphic primitives that make up the image can be rendered using geometric transformations at any resolution with no loss of image quality. When scaling a raster graphics image, a new image with a higher or lower number of pixels must be generated. In the case of decreasing the pixel number (scaling down), this usually results in a visible quality loss. From the standpoint of digital signal processing, the scaling of raster graphics is a two-dimensional example of sample-rate conversion, the conversion of a discrete signal from a sampling rate (in this case, the local sampling rate) to another. == Mathematical == Image scaling can be interpreted as a form of image resampling or image reconstruction from the view of the Nyquist sampling theorem. According to the theorem, downsampling to a smaller image from a higher-resolution original can only be carried out after applying a suitable 2D anti-aliasing filter to prevent aliasing artifacts. The image is reduced to the information that can be carried by the smaller image. In the case of up sampling, a reconstruction filter takes the place of the anti-aliasing filter. A more sophisticated approach to upscaling treats the problem as an inverse problem, solving the question of generating a plausible image that, when scaled down, would look like the input image. A variety of techniques have been applied for this, including optimization techniques with regularization terms and the use of machine learning from examples. == Algorithms == An image size can be changed in several ways. === Nearest-neighbor interpolation === One of the simpler ways of increasing image size is nearest-neighbor interpolation, replacing every pixel with the nearest pixel in the output; for upscaling, this means multiple pixels of the same color will be present. This can preserve sharp details but also introduce jaggedness in previously smooth images. 'Nearest' in nearest-neighbor does not have to be the mathematical nearest. One common implementation is to always round toward zero. Rounding this way produces fewer artifacts and is faster to calculate. This algorithm is often preferred for images which have little to no smooth edges. A common application of this can be found in pixel art. === Bilinear and bicubic interpolation === Bilinear interpolation works by interpolating pixel color values, introducing a continuous transition into the output even where the original material has discrete transitions. Although this is desirable for continuous-tone images, this algorithm reduces contrast (sharp edges) in a way that may be undesirable for line art. Bicubic interpolation yields substantially better results, with an increase in computational cost. === Sinc and Lanczos resampling === Sinc resampling, in theory, provides the best possible reconstruction for a perfectly bandlimited signal. In practice, the assumptions behind sinc resampling are not completely met by real-world digital images. Lanczos resampling, an approximation to the sinc method, yields better results. Bicubic interpolation can be regarded as a computationally efficient approximation to Lanczos resampling. === Box sampling === One weakness of bilinear, bicubic, and related algorithms is that they sample a specific number of pixels. When downscaling below a certain threshold, such as more than twice for all bi-sampling algorithms, the algorithms will sample non-adjacent pixels, which results in both losing data and rough results. The trivial solution to this issue is box sampling, which is to consider the target pixel a box on the original image and sample all pixels inside the box. This ensures that all input pixels contribute to the output. The major weakness of this algorithm is that it is hard to optimize. === Mipmap === Another solution to the downscale problem of bi-sampling scaling is mipmaps. A mipmap is a prescaled set of downscaled copies. When downscaling, the nearest larger mipmap is used as the origin to ensure no scaling below the useful threshold of bilinear scaling. This algorithm is fast and easy to optimize. It is standard in many frameworks, such as OpenGL. The cost is using more image memory, exactly one-third more in the standard implementation. === Fourier-transform methods === Simple interpolation based on the Fourier transform pads the frequency domain with zero components (a smooth window-based approach would reduce the ringing). Besides the good conservation (or recovery) of details, notable are the ringing and the circular bleeding of content from the left border to the right border (and the other way around). === Edge-directed interpolation === Edge-directed interpolation algorithms aim to preserve edges in the image after scaling, unlike other algorithms, which can introduce staircase artifacts. Examples of algorithms for this task include New Edge-Directed Interpolation (NEDI), Edge-Guided Image Interpolation (EGGI), Iterative Curvature-Based Interpolation (ICBI), and Directional Cubic Convolution Interpolation (DCCI). A 2013 analysis found that DCCI had the best scores in peak signal-to-noise ratio and structural similarity on a series of test images. === hqx === For magnifying computer graphics with low resolution and/or few colors (usually from 2 to 256 colors), better results can be achieved by hqx or other pixel-art scaling algorithms. These produce sharp edges and maintain a high level of detail. === Vectorization === Vector extraction, or vectorization, offers another approach. Vectorization first creates a resolution-independent vector representation of the graphic to be scaled. The resulting SVG vector file can then be exported and rendered at any required resolution without quality loss, serving directly as production-ready artwork for scalable display & printing. This technique is used by Adobe Illustrator, Live Trace, and Inkscape. Scalable Vector Graphics are well suited to simple geometric images, while photographs do not fare well with vectorization due to their complexity. === Deep convolutional neural networks === This method uses machine learning for more detailed images, such as photographs and complex artwork. Programs that use this method include waifu2x, Imglarger and Neural Enhance. [Click image for full size] AI-driven upscaling software allows detail and sharpness to be added to historical photographs, where it is not present in the original. The availability of AI upscaling tools has led to confusion where a person believes that the upscaled version of a blurry image is genuinely showing them the subject of the original photograph. In 2025 a user of the social media site X posted an AI-upscaled version of a low resolution photo of Donald Trump that they had zoomed in on, and asked if anyone could "explain what the hell is happening to his forehead". Experts noted that the image had been distorted by the upscaling process, and that such tools "inevitably have to invent, or at least recreate, details that were or were not there". == Applications == === General === Image scaling is used in, among other applications, web browsers, image editors, image and file viewers, software magnifiers, digital zoom, the process of generating thumbnail images, and when outputting images through screens or printers. === Video === This application is the magnification of images for home theaters for HDTV-ready output devices from PAL-Resolution content, for example, from a DVD player. Upscaling is performed in real time, and the output signal is not saved. === Pixel-art scaling === As pixel-art graphics are usually low-resolution, they rely on careful placement of individual pixels, often with a limited palette of colors. This results in graphics that rely on stylized visual cues to define complex shapes with little resolution, down to individual pixels. This makes scaling pixel art a particularly difficult problem. Specialized algorithms were developed to handle pixel-art graphics, as the traditional scaling algorithms do not take perceptual cues into account. Since a typical application is to improve the appearance of fourth-generation and earlier video games on arcade and console emulators, many are designed to run in real time for small input images at 60 frames per second. Formerly titled The Pope App, the app was launched on January 23, 2013, under the auspices of the Pontifical Council for Social Communications, a now-defunct dicastery that was merged into the Secretariat (now Dicastery) for Communication in March 2016. Initially, The Pope App was available only on iOS devices, but became available for Android phones at the end of February 2013. The app is available for download on iOS and Android in five languages: English, French, Italian, Portuguese and Spanish. It was originally promoted as an application with focus on the figure of the Pope which made it possible to follow the Pope's events while they are taking place. Alerts notified the followers by informing and offering access to "official papal-related content in a variety of formats". The app also enabled its users to see areas of the Vatican through webcams allocated throughout St. Peter's Square in Rome that broadcast images. In early 2018, The Pope App was relaunched as the Vatican News App, accompanied by a redesign that eliminated many of the previous version's features, reducing the app to a more conventional news service, with increased emphasis on news from the Vatican and the worldwide Catholic Church and less focus on the day-to-day activities of the Pope.

    The International Road Traffic and Accident Database (IRTAD) is an initiative dedicated to compiling and analyzing global road crash data. It is managed by the International Transport Forum (ITF) under the auspices of its permanent working group, which specializes in road safety, commonly referred to as the IRTAD Group. The primary objective of IRTAD is to provide a robust empirical basis for international comparisons in the field of road safety and to offer data to support the formulation of effective road safety policies. == Data availability == A portion of the data gathered by IRTAD is accessible for free through the OECD statistics website, however the remaining data requires a subscription for access. == History == The IRTAD database was originally started in 1988 by Germany's Federal Institution for Roads (BASt) in response to demands for international comparative data. It was later taken over and expanded by the International Transport Forum and has grown to be an important resource for comparing road safety metrics between countries worldwide, although mostly in the developed world. Every year, the ITF publishes comparative and country-by-country road safety data gathered for the IRTAD database and analysed by the IRTAD Group in the ITF Road Safety Annual Report, informally known as "IRTAD Report". Over the years, the IRTAD acronym has come to stand not only for the database, but also for the Traffic Safety Data and Analysis Group (usually referred to as IRTAD Group). It consists of a group of international road safety experts drawn from national road administrations, road safety research institutes, International organizations, automobile associations, insurance companies, car manufacturers and other road safety stakeholders. The IRTAD Group is a major forum for international road safety collaboration and exchange of best practices. Its focus is on improving road safety data as a basis for targeting interventions that are effective in reducing the number of road deaths and serious traffic injuries. The work of IRTAD, among that of others, has spawned the creation of road safety observatories for different world regions: the Ibero-American Road Safety Observatory Archived 2020-06-28 at the Wayback Machine (OISEVI), the African Road Safety Observatory Archived 2020-06-10 at the Wayback Machine, and the South-East Asian Road Safety Observatory. The ITF supports OISEVI through the Spanish-language IRTAD-LAC database and is actively involved in the implementation of the African and South East-Asian observatories. The genesis of the road safety observatory movement dates back to 2008, when the ITF, via IRTAD, began to facilitate twinning between countries striving to improve their road safety record and countries with high road safety performance. The initial twinning was between Jamaica and the United Kingdom. This work was supported by the World Bank, the Inter-American Development Bank (IADB) and the FIA Foundation. The twinning between Argentina and Spain in 2011 led to the creation of OISEVI. To this day, the ITF supports OISEVI through the Spanish-language IRTAD-LAC database. In 2006, the ITF set up Safer City Streets, a global traffic safety network for cities that replicates the successful IRTAD approach for urban road safety.
