In short, controlled vocabularies reduce unwanted ambiguity inherent in normal human languages where the same concept can be given different names and ensure consistency. Football is the name given to a number of different team sports. Worldwide the most popular of these team sports is association football, which also happens to be called soccer in several countries. Essentially, this can be avoided only by an experienced user of controlled vocabulary whose understanding of the vocabulary coincides with that of the indexer. Another possibility is that the article is just not tagged by the indexer because indexing exhaustivity is low. For example, an article might mention football as a secondary focus, and the indexer might decide not to tag it with "football" because it is not important enough compared to the main focus.     Algorithmic management

    Algorithmic management is a term used to describe certain labor management practices in the contemporary digital economy. In scholarly uses, the term was initially coined in 2015 by Min Kyung Lee, Daniel Kusbit, Evan Metsky, and Laura Dabbish to describe the managerial role played by algorithms on the Uber and Lyft platforms, but has since been taken up by other scholars to describe more generally the managerial and organisational characteristics of platform economies. However, digital direction of labor was present in manufacturing already since the 1970s and algorithmic management is becoming increasingly widespread across a wide range of industries. The concept of algorithmic management can be broadly defined as the delegation of managerial functions to algorithmic and automated systems. Algorithmic management has been enabled by "recent advances in digital technologies" which allow for the real-time and "large-scale collection of data" which is then used to "improve learning algorithms that carry out learning and control functions traditionally performed by managers". The term does not refer to a specific underlying technology, and encompasses the design choices, organisational policies, and governance that surround the managerial use of algorithms in workplaces. In the contemporary workplace, firms employ an ecology of accounting devices, such as "rankings, lists, classifications, stars and other symbols' in order to effectively manage their operations and create value without the need for traditional forms of hierarchical control." Many of these devices fall under the label of what is called algorithmic management, and were first developed by companies operating in the sharing economy or gig economy, functioning as effective labor and cost cutting measures. The Data&Society explainer of the term, for example, describes algorithmic management as 'a diverse set of technological tools and techniques that structure the conditions of work and remotely manage workforces. Data&Society also provides a list of five typical features of algorithmic management: Prolific data collection and surveillance of workers through technology; Real-time responsiveness to data that informs management decisions; Automated or semi-automated decision-making; Transfer of performance evaluations to rating systems or other metrics; and The use of "nudges" and penalties to indirectly incentivize worker behaviors. Proponents of algorithmic management claim that it "creates new employment opportunities, better and cheaper consumer services, transparency and fairness in parts of the labour market that are characterised by inefficiency, opacity and capricious human bosses." On the other hand, critics of algorithmic management claim that the practice leads to several issues, especially as it impacts the employment status of workers managed by its new array of tools and techniques. == History of the term == "Algorithmic management" was first described by Lee, Kusbit, Metsky, and Dabbish in 2015 in their study of the Uber and Lyft platforms. In their study, Lee et al. termed "software algorithms that assume managerial functions and surrounding institutional devices that support algorithms in practice" algorithmic management. Software algorithms, it was said, are increasingly used to "allocate, optimize, and evaluate work" by platforms in managing their vast workforces. In Lee et al.'s paper on Uber and Lyft this included the use of algorithms to assign work to drivers, as mechanisms to optimise pricing for services, and as systems for evaluating driver performance. In 2016, Alex Rosenblat and Luke Stark sought to extend on this understanding of algorithmic management "to elucidate on the automated implementation of company policies on the behaviours and practices of Uber drivers." Rosenblat and Stark found in their study that algorithmic management practices contributed to a system beset by power asymmetries, where drivers had little control over "critical aspects of their work", whereas Uber had far greater control over the labor of its drivers. Since this time, studies of algorithmic management have extended the use of the term to describe the management practices of various firms, where, for example, algorithms "are taking over scheduling work in fast food restaurants and grocery stores, using various forms of performance metrics ad even mood... to assign the fastest employees to work in peak times." Algorithmic management is seen to be especially prevalent in gig work on platforms, such as on Upwork and Deliveroo, and in the sharing economy, such as in the case of Airbnb. Furthermore, recent research has defined sub-constructs that fall under the umbrella term of algorithmic management, for example, "algorithmic nudging". A Harvard Business Review article published in 2021 explains: "Companies are increasingly using algorithms to manage and control individuals not by force, but rather by nudging them into desirable behavior — in other words, learning from their personalized data and altering their choices in some subtle way." While the concept builds on nudging theory popularized by University of Chicago economist Richard Thaler and Harvard Law School professor Cass Sunstein, "due to recent advances in AI and machine learning, algorithmic nudging is much more powerful than its non-algorithmic counterpart. With so much data about workers' behavioral patterns at their fingertips, companies can now develop personalized strategies for changing individuals' decisions and behaviors at large scale. These algorithms can be adjusted in real-time, making the approach even more effective." == Relationships with other labor management practices == Algorithmic management has been compared and contrasted with other forms of management, such as Scientific management approaches, as pioneered by Frederick Taylor in the early 1900s. Henri Schildt has called algorithmic management "Scientific management 2.0", where management "is no longer a human practice, but a process embedded in technology." Similarly, Kathleen Griesbach, Adam Reich, Luke Elliott-Negri, and Ruth Milkman suggest that, while "algorithmic control over labor may be relatively new, it replicates many features of older mechanisms of labor control." On the other hand, some commentators have argued that algorithmic management is not simply a new form of Scientific management or digital Taylorism, but represents a distinct approach to labor control in platform economies. David Stark and Ivana Pais, for example, state that, "In contrast to Scientific Management at the turn of the twentieth century, in the algorithmic management of the twenty-first century there are rules but these are not bureaucratic, there are rankings but not ranks, and there is monitoring but it is not disciplinary. Algorithmic management does not automate bureaucratic structures and practices to create some new form of algorithmic bureaucracy. Whereas the devices and practices of Taylorism were part of a system of hierarchical supervision, the devices and practices of algorithmic management take place within a different economy of attention and a new regime of visibility. Triangular rather than vertical, and not as a panopticon, the lines of vision in algorithmic management are not lines of supervision." Similarly, Data&Society's explainer for algorithmic management claims that the practice represents a marked departure from earlier management structures that more strongly rely on human supervisors to direct workers. In analyzing the difference and the similarities to previous management styles, David Stark and Pieter Vanden Broeck expand the applicability of algorithmic management beyond the workplace. They develop a theory of algorithmic management in terms of broader changes in the shape and structure of organization in the 21st century, attentive to the erosion of organization's boundaries whereby heterogeneous actors, assets, and activities, are coopted regardless of their place in organizational space. Intuitively, it captures the notion that although players require, wish, and take advantage of information regarding the whole of the game world (as opposed to a restricted view to rooms, arenas, etc. of limited size employed in many multiplayer video games), they need to know information with greater freshness, frequency, and accuracy as other game entities are located closer and closer to the player's position.     BRS/Search is a full-text database and information retrieval system. BRS/Search uses a fully inverted indexing system to store, locate, and retrieve unstructured data. It was the search engine that in 1977 powered Bibliographic Retrieval Services (BRS) commercial operations with 20 databases (including the first national commercial availability of MEDLINE); it has changed ownership several times during its development and is currently sold as Livelink ECM Discovery Server by Open Text Corporation. == Early development == Development on what was to become BRS began as Biomedical Communications Network (BCN) at the State University of New York at Albany (SUNY). BCN, which went online in 1968, provided on-line access to nine databases, including MEDLINE and BIOSIS Previews, to large universities and medical schools primarily in the Northeast of the USA. State funding for the project was withdrawn in 1975, and Bibliographic Retrieval Services (BRS) was formed as a non-profit concern the following year. It was incorporated in May 1976 as a for-profit corporation with Ron Quake as president, Jan Egeland as vice president in charge of marketing and training, and Lloyd Palmer as vice president of systems. == BRS commercial operations == In December 1976, the First BRS User Meeting was held in Syracuse, New York, and by January 1977 BRS started commercial operations with 20 databases (including the first national commercial availability of MEDLINE) and 9 million records, using modified IBM STAIRS (STorage And Information Retrieval System) software, Telenet for telecommunications, and timesharing mainframe computers of Carrier Corporation. In October 1980 BRS was sold by Egeland and Quake to Indian Head, Inc., a subsidiary of the Dutch company Thyssen-Bornemisza Group. == 1989–1993 == In 1989 Robert Maxwell acquired BRS and the BRS/Search software; he announced the planned incorporation of the ORBIT Search Service and BRS Information Technologies and renamed the whole group Maxwell Online, Inc. At that time BRS Information Technologies was serving the medical and academic library marketplace with over 150 databases. Maxwell later bought the publishing company Macmillan and put Maxwell Online under Macmillan. In the same year BRS/LINK (hypertext connection of databases; first application delivering full text) was announced. The initial BRS/LINK application "relates the citation in a bibliographic database to its full-text article in a second database," and "eliminates the need to re-execute a search strategy in the second database in order to find the corresponding full-text article." Initially BRS/LINK supported linking only selected bibliographic databases: MEDLINE, Health Planning and Administration, and MEDLINE References on AIDS to the full-text Comprehensive Core Medical Library. At the time of Robert Maxwell’s death in 1991, Macmillan brought in Andrew Gregory to represent the company during the 2 years that Maxwell’s affairs were being settled and to prepare Maxwell Online to be able to sell the components. ORBIT Search Services went to the French-owned Questel, the dial-up BRS Search Services to CD Plus Technologies (later to become OVID), and BRS Software Products (including BRS/SEARCH) to Dataware Technologies. Almost up to the end of InfoPro Technologies, BRS Software had been the fastest growing segment of the company. At the 14th BRS North American Users Group Conference in 1999, Dave Schubmehl of Dataware Technologies presented a paper in which he stated "The purpose of this presentation is to update BRS users on upcoming releases of BRS/Search, NetAnswer, and other Dataware products.     Information quality (IQ) is a contextual property of or a perspective to the content within information systems. There exist two complementary yet partially conflicting definitions of high-quality: firstly, information is considered high quality if it is fit for its intended purpose ; secondly, it is deemed high quality if it conforms to specified requirements . The primary distinction between these definitions is that Juran's perspective focuses on the suitability of information for its intended purpose, which can be measured by the success of its application even without direct access to or exact knowledge of the data. For example, a black-box AI with access to English Wikipedia can work well for users' purposes but using Estonian Wikipedia fails for the same purposes. Given that the AI remains the same, it can be concluded that English version data would be of higher quality in comparison to Estonian version, even without exact comparison of data contents and their properties in each version. In contrast, Crosby emphasizes adherence to predefined specifications, assuming specific criteria rather than measuring the success of its use; for instance, information in Wikipedia could be proven to be good based on criteria such as existing peer validation and academic references, even if the AI results are poor. This approach falls into problems when data is not completely accessible or all quality properties cannot be known and measured leading to false impression of quality due to lacking and misleading metrics. Numerous IQ frameworks and methodologies provide tangible approach to assess and measure DQ/IQ in a robust and rigorous manner. == Conceptual problems == Although the foundational definitions are usable for most everyday purposes, specialists often use more complex models for information quality. It has been suggested, however, that higher the quality the greater will be the confidence in meeting more general, less specific contexts. == Dimensions and metrics of information quality == "Information quality" is a measure of its fitness for use or conformance to requirements. In this way, "quality" is considered contextual and it can then vary across users and uses of the information. The exact degree of quality is often described with dimensions such as accuracy, timeliness, completeness, and similar scales. Although a huge amount of academic research has been directed to these dimensions, there does not exist consensus on their definitions or practical usefulness . Historically, Richard Wang and Diane Strong proposed a list of dimensions or elements used in assessing Information Quality is: Intrinsic IQ: accuracy, objectivity, believability, reputation Contextual IQ: relevance, value-added, timeliness, completeness, amount of information Representational IQ: interpretability, format, coherence, compatibility Accessibility IQ: accessibility, access security Other authors propose similar but different lists of dimensions for analysis, and emphasize measurement and reporting as information quality metrics. Composition and organization Composition and organization has to do with the ability of the information source to present its particular message in a coherent, logically sequential manner. Objectivity Objectivity is the bias or opinion expressed when a writer interprets or analyze facts. Consider the use of persuasive language, the source's presentation of other viewpoints, its reason for providing the information and advertising. Integrity Adherence to moral and ethical principles; soundness of moral character The state of being whole, entire, or undiminished Comprehensiveness Of large scope; covering or involving much; inclusive: a comprehensive study. Comprehending mentally; having an extensive mental grasp. Insurance. covering or providing broad protection against loss. Validity Validity of some information has to do with the degree of obvious truthfulness which the information carries Uniqueness As much as 'uniqueness' of a given piece of information is intuitive in meaning, it also significantly implies not only the originating point of the information but also the manner in which it is presented and thus the perception which it conjures.     ByLock

    ByLock was a smartphone application that allowed users to communicate via a private, encrypted connection. It was launched in March 2014 on Google Play, Apple App Store The app was downloaded over 600,000 times from its launch in April 2014 until March 2016, when it was permanently shut down. The Turkish National Intelligence Organization (Turkish: Millî İstihbarat Teşkilatı, MİT) stated that the app was downloaded mainly in Turkey and the users were “Fetullahist Terror Organisation (FETÖ) which was formerly known as “Gülen movement” members. == Gülen Movement controversy == In Turkey, possession of the app is deemed evidence of membership in the Gülen Movement, which was allegedly connected to the failed Turkish coup d'état attempt in July 2016. Users of ByLock were deemed terrorists in Turkish courts. According to Deutsche Welle, of the 215,000 former ByLock users, an estimated 23,000 have been detained by Turkish authorities. Some believe that the MİT and other Turkish authorities manipulated the ByLock database in order to arrest suspected members of the Gülen Movement. Tuncay Beşikçi, a computer forensic expert in Turkey, emphasized that "the demands to investigate and analyze ByLock data from independent institutions are refused by the Turkish courts. But it is not normal". Tuncay Beşikçi believes that this application is precisely one of the channels for Gülen molecules to communicate and can also monitor the activities of other members of the organization. He also stated that the developers behind the Mor Beyin app, deliberately set a plan in motion that would put thousands of innocent people in prison as a cover for the Gülen movement. In December 2017, Turkish authorities revealed that almost half the people who had been prosecuted for having ByLock on their smartphones would have their legal cases reviewed, as they could have been redirected to the app without their knowledge. Following the failed coup attempt on 15 July 2016, the use of the ByLock messaging application by members of the Gülen Movement was the sole evidence in investigations and prosecutions to justify arrests and convictions for "membership in an armed terrorist organization." However, these decisions have been considered human rights violations by the European Court of Human Rights (ECHR), the United Nations Human Rights Committee, and the UN Working Group on Arbitrary Detention. Some of the relevant decisions include the following: === Decisions of the European Court of Human Rights === On 20 July 2021, in the case of Tekin Akgün v. Turkey, the European Court of Human Rights (ECHR) ruled that the use of the ByLock messaging application, unless supported by other evidence, does not create a reasonable suspicion of a crime. Based on this reasoning, the court found that the detention order violated Article 5 of the European Convention on Human Rights, which protects the right to liberty and security. In the Yüksel Yalçınkaya v. Turkey decision on 26 September 2023, the European Court of Human Rights (ECHR) examined an appeal against a conviction based on the use of ByLock. The Court ruled that the failure to provide an opportunity to challenge the authenticity of the ByLock data violated the right to a fair trial (Article 6 of the ECHR). The Court also stated that the mere use of ByLock could not be considered sufficient evidence for membership in an armed terrorist organization. It further noted that local courts had established an automatic presumption of guilt based solely on ByLock use, creating a broad and unpredictable interpretation of the law, making it nearly impossible for the accused to exonerate themselves. Therefore, the Court concluded that the conviction based on the use of ByLock violated the principle of no punishment without law (Article 7 of the ECHR). On 22 July 2025, in the Demirhan and 238 Others case, the European Court of Human Rights (ECHR) consolidated the applications of 239 individuals who had been convicted of "membership in an armed terrorist organization" based on their use of ByLock, as determined by 239 separate courts in Turkey. The Court ruled that the convictions violated the right to a fair trial under Article 6 and the principle of no punishment without law under Article 7 of the European Convention on Human Rights (ECHR). The ruling stated that the Turkish courts' "categorical approach" to the use of ByLock lacked legal foundation. In this context, it was emphasized that anyone who had used ByLock could not be convicted of membership in an armed terrorist organization based solely on this reasoning. The ruling also stated that, due to the large number of similar applications, the issue was "systemic in nature" and it called for a national solution to be developed by Turkey. While the Court did not order compensation for the 239 applicants, it emphasized that reopening the trial to ensure the enforcement of the violation ruling was the most appropriate remedy. This ruling, which confirms the violation finding in the Yüksel Yalçınkaya case of 26 September 2023, is considered a continuation of the ECHR's case law concerning trials based on ByLock evidence. === Decisions of the United Nations Human Rights Committee and Working Group === In the İsmet Özçelik and Turgay Karaman v. Turkey decision, dated 28 May 2019 (Application No. 2980/2017), the UN Human Rights Committee ruled that the use of ByLock and allegations of depositing money into Bank Asya could not justify the applicants' arrests. In the Mestan Yayman v. Turkey decision (Opinion No. 42/2018 – 21 August 2018) by the UN Human Rights Council Working Group on Arbitrary Detention, it was stated that using a public messaging application like ByLock cannot be considered criminal evidence, and that the use of such an application falls under the scope of freedom of thought and expression. The dozens of decisions later issued by the UN Human Rights Council Working Group are of the same nature.

    Run-to-completion scheduling or nonpreemptive scheduling is a scheduling model in which each task runs until it either finishes, or explicitly yields control back to the scheduler. Run-to-completion systems typically have an event queue which is serviced either in strict order of admission by an event loop, or by an admission scheduler which is capable of scheduling events out of order, based on other constraints such as deadlines. Some preemptive multitasking scheduling systems behave as run-to-completion schedulers in regard to scheduling tasks at one particular process priority level, at the same time as those processes still preempt other lower priority tasks and are themselves preempted by higher priority tasks.
