An operational image, also known as operative image, is an image that serves a functional, rather than aesthetic, purpose. Operational images are not intended to be viewed by people as representations of the real world; they are created to be used as instruments in performing some task or operation, often by machine automation. Operational images are used in a wide variety of applications, such as weapons targeting and guidance systems, and assisting surgeons performing robot-assisted surgery. The term "operational image" was first coined in 2000 by German filmmaker Harun Farocki in the first part of his three-part audiovisual installation, Eye/Machine. Farocki's installation included operational images used by militaries, such as weapons guidance and targeting systems. Eye/Machine featured images shown to the public by the United States military from the cameras used by laser-guided missiles in the Gulf War. Farocki defined operational images as "Images without a social goal, not for edification, not for reflection," and that they "do not represent an object, but rather are part of an operation." According to Volker Pantenburg, operational images are more accurately characterized as "visualizations of data". He describes operational images as a "working image" or an image that "performs work". Operational images are ubiquitous in modern society, used for a variety of military and non-military applications, such as inspecting sewer piping, and assisting surgeons performing robotic surgery.

Read the Docs is an open-sourced free software documentation hosting platform. It generates documentation written with the Sphinx documentation generator, MkDocs, or Jupyter Book. == History == The site was created in 2010 by Eric Holscher, Bobby Grace, and Charles Leifer. On March 9, 2011, the Python Software Foundation Board awarded a grant of US$840 to the Read the Docs project for one year of hosting fees. On November 13, 2017, the Linux Mint project announced that they were moving their documentation to Read the Docs. In 2020, Read the Docs received a $200,000 grant from the Chan Zuckerberg Initiative. For 2021, Read the Docs reported 700 million page views and 196 million unique visitors. In 2013, a "Write the Docs" conference for Read the Docs users was launched, which has since turned into a generic software-documentation community. As of 2024, it continues to hold annual global conferences, organize local meetups, and maintain a Slack channel for "people who care about documentation."
Business continuity and disaster recovery auditing
Given organizations' increasing dependency on information technology (IT) to run their operations, business continuity planning (and its subset IT service continuity planning) covers the entire organization, while disaster recovery focuses on IT. Auditing documents covering an organization's business continuity and disaster recovery (BCDR) plans provides a third-party validation to stakeholders that the documentation is complete and does not contain material misrepresentations. == Overview == Often used together, the terms business continuity (BC) and disaster recovery (DR) are very different. BC refers to the ability of a business to continue critical functions and business processes after the occurrence of a disaster, whereas DR refers specifically to the IT functions of the business, albeit a subset of BC. == Metrics == The primary objective is to protect the organization in the event that all or part of its operations and/or computer services are rendered partially or completely unusable. === DR metrics === Minimizing downtime and data loss during disaster recovery is typically measured in terms of two key concepts: Recovery time objective (RTO), time until a system is completely up and running Recovery point objective (RPO), a measure of the ability to recover files by specifying a point in time the backup copy will restore to. == The auditor's role == Role of the Internal Auditor in Auditing a Disaster Recovery Plan (DRP): 1. An auditor tests the procedures used to meet this objective and determine their effectiveness. === Relationship to BCPs === Disaster recovery is a subset of business continuity. Where DRP encompasses the policies, tools and procedures to enable recovery of data following a catastrophic event, BCP involves keeping all aspects of a business functioning regardless of potential disruptive events. As such, a business continuity plan is a comprehensive organizational strategy that includes the DRP as well as threat prevention, detection, recovery, and resumption of operations should a data breach or other disaster event occur. Therefore, BCP consists of five component plans: Business resumption plan Occupant emergency plan Continuity of operations plan Incident management plan Disaster recovery plan The first three components (business resumption, occupant emergency, and continuity of operations plans) do not deal with the IT infrastructure. The incident management plan (IMP) does deal with the IT infrastructure, but since it establishes structure and procedures to address cyber attacks against an organization's IT systems, it generally does not represent an agent for activating the DRP; thus DRP is the only BCP component of active interest to IT. == Testing == The overall categorization of tests are functional- and discussion-based. Types of tests include: tabletop exercises, checklists, simulations, parallel processing (testing recovery site while primary site is in operation), and full interruption (fail over) tests. Each functional area of the organization is analyzed to determine potential consequences. Traditionally, fire has posed the greatest threat. A thorough plan provides for "worst case" situations, such as destruction of the main building. Establishing priorities for processing and operations: Critical needs of each department are evaluated and prioritized. Written agreements for alternatives selected are prepared, with details specifying duration, termination conditions, system testing, cost, any special security procedures, procedure for the notification of system changes, hours of operation, the specific hardware and other equipment required for processing, personnel requirements, definition of the circumstances constituting an emergency, process to negotiate service extensions, guarantee of compatibility, availability, non-mainframe resource requirements, priorities, and other contractual issues. Collecting data: This includes various lists (employee backup position listing, critical telephone numbers list, master call list, master vendor list, notification checklist), inventories (communications equipment, documentation, office equipment, forms, insurance policies, workgroup and data center computer hardware, microcomputer hardware and software, office supply, off-site storage location equipment, telephones, etc.), distribution register, software and data files backup/retention schedules, temporary location specifications, any other such lists, materials, inventories, and documentation. Pre-formatted forms are often used to facilitate the data gathering process. Organizing and documenting a written plan Developing testing criteria and procedures: reasons for testing include Determining the feasibility and compatibility of backup facilities and procedures. Identifying areas in the plan that need modification. Providing training to the team managers and team members. Demonstrating the ability of the organization to recover. Group key
In cryptography, a group key is a cryptographic key that is shared between a group of users. Typically, group keys are distributed by sending them to individual users, either physically, or encrypted individually for each user using either that user's pre-distributed private key. A common use of group keys is to allow a group of users to decrypt a broadcast message that is intended for that entire group of users, and no one else. For example, in the Second World War, group keys (known as "iodoforms", a term invented by a classically educated non-chemist, and nothing to do with the chemical of the same name) were sent to groups of agents by the Special Operations Executive. These group keys allowed all the agents in a particular group to receive a single coded message. In present-day applications, group keys are commonly used in conditional access systems, where the key is the common key used to decrypt the broadcast signal, and the group in question is the group of all paying subscribers. In this case, the group key is typically distributed to the subscribers' receivers using a combination of a physically distributed secure cryptoprocessor in the form of a smartcard and encrypted over-the-air messages.

Social media as a news source is defined as the use of online social media platforms such as Instagram, TikTok, and Facebook rather than the use of traditional media platforms like the newspaper or live TV to obtain news. Television had just begun to turn a nation of people who once listened to media content into watchers of media content between the 1950s and the 1980s when the popularity of social media had also begun creating a nation of media content creators. Almost half of Americans use social media as a news source, according to the Pew Research Center. As social media's role in news consumption grows, questions have emerged about its impact on knowledge, the formation of echo chambers, and the effectiveness of fact-checking efforts in combating misinformation. Social media platforms allow user-generated content and sharing content within one's own virtual network. Using social media as a news source allows users to engage with news in a variety of ways including: Consuming and discovering news Sharing or reposting news Posting one's own photos, videos, or reports of news (i.e., engage in citizen or participatory journalism) Commenting on news posts Using social media as a news source has become an increasingly popular way for people of all age groups to obtain current and important information. Just like many other new forms of technology there are going to be pros and cons. There are ways that social media positively affects the world of news and journalism but it is important to acknowledge that there are also ways in which social media has a negative effect on the news. With this accessibility, people now have more ways to consume false news, biased news, and even disturbing content. In 2019, the Pew Research Center created a poll that reported Americans are wary about the ways that social media sites share news and certain content. This wariness of accuracy grew as awareness that social media sites could be exploited by bad actors who concoct false narratives and fake news. == Relationship to traditional news sources == Unlike traditional news platforms such as newspapers and news shows, social media platforms allow people without professional journalistic backgrounds to create news and cover events that news agencies might not cover. Social media users may read a set of news that differs slightly from what newspaper editors prioritize in the print press. A 2019 study found that Facebook and Twitter users are more likely to share politics, public affairs, and visual media news. Typically social media users circulate more towards posting about negative news. A study of tweets found that while optimistic-sounding and neutral-sounding tweets were equally likely to express certainty or uncertainty, the pessimistic tweets were nearly twice as likely to appear certain of an outcome than uncertain. These results could imply that posts of a more pessimistic nature that are also written with an air of certainty are more likely to be shared or otherwise permeate groups on Twitter. A similar bias towards negativity has developed on Facebook, where internal memos revealed that an algorithm built to promote "meaningful social interaction" actually incentivized publishers to promote negative and sensational news. Biases towards negativity need to be considered when the utility of new media is addressed, as the potential for human opinion to overemphasize any particular news story is greater despite general improvement. In order to compete in this rapidly changing technological environment, there has been an upheaval of traditional news sources onto online spaces. The production and circulation of newspaper prints have continued to globally decline in accordance with the increasing presence of news outlets on social media. Prominent platforms such as Twitter and Facebook have been key in engaging users through the integration of journalistic news into their newsfeeds. This feature has now become a foundational part of these apps' interfaces. Social media incentivizes both legacy news brands and individual professional journalists to share their reporting and interact with audiences on social platforms to boost engagement. However, most people who consume news on social media report that accessing news is not their main motivation for being on social media, but rather, they see and consume news incidentally. Nonetheless, informational interviews reveal that these consumers rely on being informed through social media. Some news consumers attest that a news brand's participation in social media does not improve their trust in the brand and that more in-depth reporting and more transparency about biases would improve trust instead. == Use as a news source == Globally, data from 2020 shows that over 70% of adult participants from Kenya, South Africa, Chile, Bulgaria, Greece, and Argentina utilized social media for news while those from France, the UK, the Netherlands, Germany, and Japan were reportedly less than 40 percent. According to the Pew Research Center, 20% of adults in the United States in 2018 said they get their news from social media "often," compared to 16% who said they often get news from print newspapers, 26% who often get it from the radio, 33% who often get it from news websites, and 49% who often get it from TV. The same survey found that social media was the most popular way for American adults age 18–29 to get news, the second-to-last most popular way for Americans age 20–49 to get news, and the least popular way for American adults age 50-64 and 65+ to get the news. In 2019, the Pew Research Center found that over half of Americans (54%) either got their news "sometimes" or "often" from social media, and Facebook was the most popular social media site where American adults got their news. However, at least 50% off all respondents reported that the following were either a "very big problem" or a "moderately big problem" for getting news on social media: One-sided news (83%) Inaccurate news (81%) Censorship of the news (69%) Uncivil discussions about the news (69%) Harassment of journalists (57%) News organizations or personalities being banned (53%) Violent or disturbing news images or videos (51%) In a later survey from the same year, the Pew Research Center reported that 18% of American adults reported that the most common way they get news about politics and the election was from social media. Additional source information shows that from politics and the United States presidential election in 2016, the popularity of fake news had grown to global attention. With this information, the study explains that more than 60 percent of adults receive their news from social media, the most popular being Facebook. With the increase of fake news, and the large amount of adult participation on these social media sites, it made it much harder for those who were searching for news to find a source that they could find credible. Another study found that adult participants found their own friends on Facebook to be a more reliable source of information online compared to a professional news organization. Although, when news was posted by a news organization online, they were then found more reliable compared to when they are shared by their online friends. Showing that adult participants found that the news that was only posted on Facebook and social media was much more credible to them than compared to other forms of information spreading. The study further states that these outcomes have the potential explanation that the topic of the news article played a part in the ways they were affected. This could have affected the way adult participants interacted with the different news sources, such as their online friends compared to a news organization, prominently because depending on the story, they want to have the correct information about the news from the most credible source. === By young people === Social media platforms are some of the most easily accessible forms of news and with the growing generations, the technology is only going to grow. Teleradiology is the transmission of radiological patient images from procedures such as x-rays, Computed tomography (CT), and MRI imaging, from one location to another for the purposes of sharing studies with other radiologists and physicians. Teleradiology allows radiologists to provide services without actually having to be at the location of the patient. This is particularly important when a sub-specialist such as an MRI radiologist, neuroradiologist, pediatric radiologist, or musculoskeletal radiologist is needed, since these professionals are generally only located in large metropolitan areas working during daytime hours. Teleradiology allows for specialists to be available at all times. Teleradiology utilizes standard network technologies such as the Internet, telephone lines, wide area networks, local area networks (LAN) and the latest advanced technologies such as medical cloud computing. Specialized software is used to transmit the images and enable the radiologist to effectively analyze potentially hundreds of images of a given study. Technologies such as advanced graphics processing, voice recognition, artificial intelligence, and image compression are often used in teleradiology. Through teleradiology and mobile DICOM viewers, images can be sent to another part of the hospital or to other locations around the world with equal effort. Teleradiology is a growth technology given that imaging procedures are growing approximately 15% annually against an increase of only 2% in the radiologist population. == Reports == Teleradiology services commonly provide either preliminary or final interpretations of medical imaging studies. Preliminary reads are frequently used in emergency settings to support immediate clinical decisions and may include direct communication of critical findings to the referring physician. Some providers report turnaround times of approximately 30 minutes for emergency cases, with faster processing for time-sensitive conditions such as stroke. Final reads are definitive and used in official patient records and billing. These reports typically include all relevant findings and may require access to prior imaging and clinical data. Teleradiology is also employed to provide off-hour or overflow coverage for healthcare institutions lacking continuous on-site radiology staffing. == Subspecialties == Some teleradiologists are fellowship trained and have a wide variety of subspecialty expertise including such difficult-to-find areas as neuroradiology, pediatric neuroradiology, thoracic imaging, musculoskeletal radiology, mammography, and nuclear cardiology. There are also various medical practitioners who are not radiologists that take on studies in radiology to become sub specialists in their respected fields, an example of this is dentistry where oral and maxillofacial radiology allows those in dentistry to specialize in the acquisition and interpretation of radiographic imaging studies performed for diagnosis of treatment guidance for conditions affecting the maxillofacial region. == Teleultrasound == Teleradiology infrastructure has also been adapted to support point-of-care ultrasound (POCUS) in remote and austere environments. In teleultrasound—also known as telementored ultrasound—a remote expert guides a non-specialist in real time during image acquisition. This technique has been successfully demonstrated in extreme settings, including aboard the International Space Station, on Mount Everest, and during helicopter flight. == Regulations == In the United States, Medicare and Medicaid laws require the teleradiologist to be on U.S. soil in order to qualify for reimbursement of the Final Read. In addition, advanced teleradiology systems must also be HIPAA compliant, which helps to ensure patients' privacy. HIPAA (Health Insurance Portability and Accountability Act of 1996) is a uniform, federal floor of privacy protections for consumers. It limits the ways that entities can use patients' personal information and protects the privacy of all medical information no matter what form it is in. Quality teleradiology must abide by important HIPAA rules to ensure patients' privacy is protected. Also State laws governing the licensing requirements and medical malpractice insurance coverage required for physicians vary from state to state. Ensuring compliance with these laws is a significant overhead expense for larger multi-state teleradiology groups. Medicare (Australia) has identical requirements to that of the United States, where the guidelines are provided by the Department of Health and Ageing, and government based payments fall under the Health Insurance Act. The regulations in Australia are also conducted at both federal and state levels, ensuring that strict guidelines are adhered to at all times, with regular yearly updates and amendments are introduced (usually around March and November of every year), ensuring that the legislation is kept up to date with changes in the industry. One of the most recent changes to Medicare and radiology / teleradiology in Australia was the introduction of the Diagnostic Imaging Accreditation Scheme (DIAS) on 1 July 2008. DIAS was introduced to further improve the quality of Diagnostic Imaging and to amend the Health Insurance Act. == Industry growth == Until the late 1990s teleradiology was primarily used by individual radiologists to interpret occasional emergency studies from offsite locations, often in the radiologists home. The connections were made through standard analog phone lines. Teleradiology expanded rapidly as the growth of the internet and broad band combined with new CT scanner technology to become an essential tool in trauma cases in emergency rooms throughout the country. The occasional 2–3 x-ray studies a week soon became 3–10 CT scans, or more, a night. Because ER physicians are not trained to read CT scans or MRIs, radiologists went from working 8–10 hours a day, five and half days a week to a schedule of 24 hours a day, 7 days a week coverage. This became a particularly acute challenge in smaller rural facilities that only had one solo radiologist with no other to share call. These circumstances spawned a post-dot.com boom of firms and groups that provided medical outsourcing, off-site teleradiology on-call services to hospitals and Radiology Groups around the country. As an example, a teleradiology firm might cover trauma at a hospital in Indiana with doctors based in Texas. Some firms even used overseas doctors in locations like Australia and India. Nighthawk, founded by Paul Berger, was the first to station U.S. licensed radiologists overseas (initially Australia and later Switzerland) to maximize the time zone difference to provide nightcall in U.S. hospitals. Currently, teleradiology firms are facing pricing pressures. Industry consolidation is likely as there are more than 500 of these firms, large and small, throughout the United States.

Social media as a public utility is a theory postulating that social networking sites (such as Meta - ie:Facebook & Instagram or Alphabet - ie: YouTube & Google, but also independent sites such as Twitter, Tumblr, Snapchat etc.) are essential public services that should be regulated by the government, in a manner similar to how electric and phone utilities are typically government regulated. It is based on the notion that social media platforms have monopoly power and broad social influence. == Background == === Definitions === Social media is defined as "a group of Internet-based applications that build on the ideological and technological foundations of Web 2.0, and that allow the creation and exchange of User Generated Content." Furthermore, the New Zealand Government of Internal Affairs describes it as "a set of online technologies, sites, and practices which are used to share opinions, experiences and perspectives. Fundamentally it is about the conversation. In contrast with traditional media, the nature of social media is to be highly interactive." Moreover, the term social media is described as online tools that let people interact and communicate with each other. This has become a standard word for online cultural exchange and a dominant way for individuals to engage on the internet. By using social media individuals become more closely and strongly connected than ever before. The traditional definition of the term public utility is "an infrastructural necessity for the general public where the supply conditions are such that the public may not be provided with a reasonable service at reasonable prices because of monopoly in the area." Conventional public utilities include water, natural gas, and electricity. In order to secure the interests of the public, utilities are regulated. Public utilities can also be seen as natural monopolies implying that the highest degree of efficiency is accomplished under one operator in the marketplace. Public utility regulation for social media has been largely criticized because people believe it would produce undesirable and indirect effects. However, others say that truly effective government regulation would produce valuable results. Social media as a public utility is a crucial debate because utilities get regulated, so marking social media websites as utilities would require government regulation of various social media websites and platforms such as Facebook, Google, and Twitter. Applying the term public utility to social media implies that social media websites are public necessities, and, consequently, should be regulated by the government. While social media are not as essential for survival as traditional public utilities such as electricity, water, and natural gas, many people believe it has become vital for living in an interconnected world and without it, living a successful life would be difficult. Therefore, many people believe that social media has reached utility status and should be treated as a public utility. However, others believe that this is not true because social media are constantly revolutionizing and giving such platforms "utility status" would result in government regulation, which would consequently hinder innovation. Over the past decade many have debated and questioned whether or not "Internet service providers should be considered essential facilities or natural monopolies and regulated as public utilities." === Monopoly === A monopoly is defined as "a firm that is the only seller of a product or service having no close substitutes." A natural monopoly is when the entire demand within a relevant market can be satisfied at lowest cost by one firm rather than by two or more, and if such a market contains more than one firm then the firms will "quickly shake down to one through mergers or failures, or production will continue to consume more resources than necessary." In a monopoly competition is said to be short-lived, and in a natural monopoly it is said to produce inefficient results." Public utility companies can be regulated to prevent them from gaining monopolistic control. In November 2011 AT&T's proposal for merging with T-Mobile was rejected because it would have "diminished competition," and have led to the company having monopolistic power within the telephone industry. Such regulation is permitted because the telephone industry is a public utility. Similarly, Microsoft has also been prevented from taking various business actions that could result in the company gaining monopolistic power. If social media were a public utility then regulation of Google and Facebook would similarly dictate what they could and could not do. The possibility was raised in 2018 by U.S. Representative Steve King during a House Judiciary hearing on social media filtering practices. == Arguments == Advocates of this theory believe that social media websites already act like public utilities, and therefore regulation is needed. Additionally, advocates say that in the 21st century, using such websites are as necessary for communication as using traditional public utilities such as telephone, water, electricity, and natural gas are for other everyday uses. Specifically, advocates note that Google search should be treated as a public utility and needs to be regulated because it dominates the search engine market and no website can afford to ignore it. There is the position that a social media website such as Google "is a common carrier and should be regulated as such (Newman 2011)." These are reinforced by a perception that social media companies fail to properly maintain fair platforms for discourse. === Individual level === Advocates of regulating social media as a public utility believe that having an Internet presence using social media websites is imperative for individuals to adequately take part in the 21st century. Consequently, they argue that these sites are public utilities that need to be regulated to ensure that the constitutional rights of users are protected. For example, regulation may be needed to protect freedom of speech against risks such as Internet censorship and deplatforming. Social media affects people's behavior. For instance, it plays an important role in shaping its users' decisions and actions pertaining to health. This is demonstrated in a Pew Research Center research, which showed that 72 percent of American adults turned to social media for health information in 2011.
