Algorithmic bias describes systematic and repeatable harmful tendency in a computerized sociotechnical system to create "unfair" outcomes, such as "privileging" one category over another in ways that may or may not be different from the intended function of the algorithm. Bias can emerge from many factors, including intentionally biased design decisions or the unintended or unanticipated use or decisions relating to the way data is coded, collected, selected or used to train the algorithm. For example, algorithmic bias has been observed in search engine results and social media platforms. This bias can have impacts ranging from privacy violations to reinforcing social biases of race, gender, sexuality, and ethnicity. The study of algorithmic bias is most concerned with algorithms that reflect "systematic and unfair" discrimination. This bias has only recently been addressed in legal frameworks, such as the European Union's General Data Protection Regulation (enforced in 2018) and the Artificial Intelligence Act (proposed in 2021 and adopted in 2024). As algorithms expand their ability to organize society, politics, institutions, and behavior, sociologists have become concerned with the ways in which unanticipated output and manipulation of data can impact the physical world. Because algorithms are often considered to be neutral and unbiased, they can inaccurately project greater authority than human expertise (in part due to the psychological phenomenon of automation bias), and in some cases, reliance on algorithms can displace human responsibility for their outcomes, without last mile thinking. Bias can enter into algorithmic systems as a result of pre-existing cultural, social, or institutional expectations; by how features and labels are chosen; because of technical limitations of their design; or by being used in unanticipated contexts or by audiences who are not considered in the software's initial design. Algorithmic bias has been cited in cases ranging from election outcomes to the spread of online hate speech. It has also arisen in criminal justice, healthcare, and hiring, compounding existing racial, socioeconomic, and gender biases. The relative inability of facial recognition technology to accurately identify darker-skinned faces has been linked to multiple wrongful arrests of black men, an issue stemming from imbalanced datasets. Problems in understanding, researching, and discovering algorithmic bias persist due to the proprietary nature of algorithms, which are typically treated as trade secrets. Even when full transparency is provided, the complexity of certain algorithms poses a barrier to understanding their functioning. Furthermore, algorithms may change, or respond to input or output in ways that cannot be anticipated or easily reproduced for analysis. In many cases, even within a single website or application, there is no single "algorithm" to examine, but a network of many interrelated programs and data inputs, even between users of the same service. A 2021 survey identified multiple forms of algorithmic bias, including historical, representation, and measurement biases, each of which can contribute to unfair outcomes. == Definitions == Algorithms are difficult to define, but may be generally understood as lists of instructions that determine how programs read, collect, process, and analyze data to generate a usable output. For a rigorous technical introduction, see Algorithms. Advances in computer hardware and software have led to an increased capability to process, store and transmit data. This has in turn made the design and adoption of technologies such as machine learning and artificial intelligence technically and commercially feasible. By analyzing and processing data, algorithms are the backbone of search engines, social media websites, recommendation engines, online retail, online advertising, and more. Contemporary social scientists are concerned with algorithmic processes embedded into hardware and software applications because of their political and social impact, and question the underlying assumptions of an algorithm's neutrality. The term algorithmic bias describes systematic and repeatable errors that create unfair outcomes, such as privileging one arbitrary group of users over others. For example, a credit score algorithm may deny a loan without being unfair, if it is consistently weighing relevant financial criteria. If the algorithm recommends loans to one group of users, but denies loans to another set of nearly identical users based on unrelated criteria, and if this behavior can be repeated across multiple occurrences, an algorithm can be described as biased. This bias may be intentional or unintentional (for example, it can come from biased data obtained from a worker that previously did the job the algorithm is going to do from now on). == Methods == Bias can be introduced to an algorithm in several ways. During the assemblage of a dataset, data may be collected, digitized, adapted, and entered into a database according to human-designed cataloging criteria. Next, programmers assign priorities, or hierarchies, for how a program assesses and sorts that data. This requires human decisions about how data is categorized, and which data is included or discarded. Some algorithms collect their own data based on human-selected criteria, which can also reflect the bias of human designers. Other algorithms may reinforce stereotypes and preferences as they process and display "relevant" data for human users, for example, by selecting information based on previous choices of a similar user or group of users. Beyond assembling and processing data, bias can emerge as a result of design. For example, algorithms that determine the allocation of resources or scrutiny (such as determining school placements) may inadvertently discriminate against a category when determining risk based on similar users (as in credit scores). Meanwhile, recommendation engines that work by associating users with similar users, or that make use of inferred marketing traits, might rely on inaccurate associations that reflect broad ethnic, gender, socio-economic, or racial stereotypes. Another example comes from determining criteria for what is included and excluded from results. These criteria could present unanticipated outcomes for search results, such as with flight-recommendation software that omits flights that do not follow the sponsoring airline's flight paths. Algorithms may also display an uncertainty bias, offering more confident assessments when larger data sets are available. This can skew algorithmic processes toward results that more closely correspond with larger samples, which may disregard data from underrepresented populations. == History == === Early critiques === The earliest computer programs were designed to mimic human reasoning and deductions, and were deemed to be functioning when they successfully and consistently reproduced that human logic. In his 1976 book Computer Power and Human Reason, artificial intelligence pioneer Joseph Weizenbaum suggested that bias could arise both from the data used in a program, but also from the way a program is coded. Weizenbaum wrote that programs are a sequence of rules created by humans for a computer to follow. By following those rules consistently, such programs "embody law", that is, enforce a specific way to solve problems. The rules a computer follows are based on the assumptions of a computer programmer for how these problems might be solved. That means the code could incorporate the programmer's imagination of how the world works, including their biases and expectations. While a computer program can incorporate bias in this way, Weizenbaum also noted that any data fed to a machine additionally reflects "human decision making processes" as data is being selected. Finally, he noted that machines might also transfer good information with unintended consequences if users are unclear about how to interpret the results. Weizenbaum warned against trusting decisions made by computer programs that a user doesn't understand, comparing such faith to a tourist who can find his way to a hotel room exclusively by turning left or right on a coin toss. Crucially, the tourist has no basis of understanding how or why he arrived at his destination, and a successful arrival does not mean the process is accurate or reliable. An early example of algorithmic bias resulted in as many as 60 women and ethnic minorities denied entry to St. George's Hospital Medical School per year from 1982 to 1986, based on implementation of a new computer-guidance assessment system that denied entry to women and men with "foreign-sounding names" based on historical trends in admissions. The Federal Risk and Authorization Management Program (FedRAMP) is a United States federal government-wide compliance program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. The US government describes FedRAMP as FISMA for the cloud. == Overview == The FedRAMP PMO mission is to promote the adoption of secure cloud services across the federal government by providing a standardized approach to security and risk assessment. Per the OMB memorandum, any cloud services that hold federal data must be FedRAMP authorized. FedRAMP prescribes the security requirements and processes that cloud service providers must follow in order for the government to use their service. There are two ways to authorize a cloud service through FedRAMP: a Joint Authorization Board (JAB) provisional authorization (P-ATO), and through individual agencies. FedRAMP provides accreditation for cloud services for the various cloud offering models which are Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service, (SaaS). == History == In 2011, the Office of Management and Budget (OMB) released a memorandum establishing FedRAMP "to provide a cost-effective, risk-based approach for the adoption and use of cloud services to Executive departments and agencies." The General Services Administration (GSA) established the FedRAMP Program Management Office (PMO) in June 2012. Before the introduction of FedRAMP, individual federal agencies managed their own assessment methodologies following guidance set by the Federal Information Security Management Act of 2002. == Governance and applicable laws == FedRAMP is governed by different Executive Branch entities that collaborate to develop, manage, and operate the program. These entities include: The Office of Management and Budget (OMB): The governing body that issued the FedRAMP policy memo, which defines the key requirements and capabilities of the program The Joint Authorization Board (JAB): The primary governance and decision-making body for FedRAMP comprises the chief information officers (CIOs) from the Department of Homeland Security (DHS), General Services Administration (GSA), and Department of Defense (DOD) The National Institute of Standards and Technology (NIST): Advises FedRAMP on FISMA compliance requirements and assists in developing the standards for the accreditation of independent 3PAOs The Department of Homeland Security (DHS): Manages the FedRAMP continuous monitoring strategy including data feed criteria, reporting structure, threat notification coordination, and incident response The Federal Chief Information Officers (CIO) Council: Disseminates FedRAMP information to Federal CIOs and other representatives through cross-agency communications and events The FedRAMP PMO: Established within GSA and responsible for the development of the FedRAMP program, including the management of day-to-day operations There are several laws, mandates, and policies that are foundational to FedRAMP. FISMA–the Federal Information Security Modernization Act–requires that agencies authorize the information systems that they use. The US government describes FedRAMP as FISMA for the cloud. The FedRAMP Policy Memo requires federal agencies to use FedRAMP when assessing, authorizing, and continuously monitoring cloud services in order to aid agencies in the authorization process as well as save government resources and eliminate duplicative efforts. FedRAMP's security baselines are derived from NIST SP 800-53 (as revised) with a set of control enhancements that pertain to the unique security requirements of cloud computing. == Third-party assessment organizations == Third-party assessment organizations (3PAOs) play a critical role in the FedRAMP security assessment process, as they are the independent assessment organizations that verify cloud providers' security implementations and provide the overall risk posture of a cloud environment for a security authorization decision. Accredited by the American Association for Laboratory Accreditation (A2LA), these assessment organizations must demonstrate independence and the technical competence required to test security implementations and collect representative evidence. == FedRAMP Marketplace == The FedRAMP Marketplace provides a searchable, sortable database of Cloud Service Offerings (CSOs) that have achieved a FedRAMP designation. 3PAOs, accredited auditors that can perform the FedRAMP assessment, are listed within the Marketplace. Mathews from MIT finds a vulnerability in a CTSS running on an IBM 7094. The standard text editor on the system was designed to be used by one user at a time, working in one directory, and so it created a temporary file with a constant name for all instances of the editor. The flaw was discovered when two system programmers were editing at the same time and the temporary files for the message of the day and the password file became swapped, causing the contents of the system CTSS password file to display to any user logging into the system. === 1967 === The first known incidence of network penetration hacking took place when members of a computer club at a suburban Chicago high school were provided access to IBM's APL network. In the fall of 1967, IBM (through Science Research Associates) approached Evanston Township High School with the offer of four 2741 Selectric teletypewriter-based terminals with dial-up modem connectivity to an experimental computer system which implemented an early version of the APL programming language. The APL network system was structured into workspaces which were assigned to various clients using the system. Working independently, the students quickly learned the language and the system. They were free to explore the system, often using existing code available in public workspaces as models for their own creations. Eventually, curiosity drove the students to explore the system's wider context. This first informal network penetration effort was later acknowledged as helping harden the security of one of the first publicly accessible networks:Science Research Associates undertook to write a full APL system for the IBM 1500. They modeled their system after APL/360, which had by that time been developed and seen substantial use inside of IBM, using code borrowed from MAT/1500 where possible. In their documentation, they acknowledge their gratitude to "a number of high school students for their compulsion to bomb the system". This was an early example of a kind of sportive, but very effective, debugging that was often repeated in the evolution of APL systems. == 1970s == === 1971 === John T. Draper (later nicknamed Captain Crunch), his friend Joe Engressia (also known as Joybubbles), and blue box phone phreaking hit the news with an Esquire magazine feature story. === 1979 === Kevin Mitnick breaks into his first major computer system, the Ark, which was the computer system Digital Equipment Corporation (DEC) used for developing their RSTS/E operating system software. == 1980s == === 1980 === The FBI investigates a breach of security at National CSS (NCSS). The New York Times, reporting on the incident in 1981, describes hackers as: Technical experts, skilled, often young, computer programmers who almost whimsically probe the defenses of a computer system, searching out the limits and the possibilities of the machine. Despite their seemingly subversive role, hackers are a recognized asset in the computer industry, often highly prized. The newspaper describes white hat activities as part of a "mischievous but perversely positive 'hacker' tradition". When a National CSS employee revealed the existence of his password cracker, which he had used on customer accounts, the company chastised him not for writing the software but for not disclosing it sooner. The letter of reprimand stated that "The Company realizes the benefit to NCSS and in fact encourages the efforts of employees to identify security weaknesses to the VP, the directory, and other sensitive software in files". === 1981 === Chaos Computer Club forms in Germany. Ian Murphy, aka Captain Zap, was the first cracker to be tried and convicted as a felon. Murphy broke into AT&T's computers in 1981 and changed the internal clocks that metered billing rates. People were getting late-night discount rates when they called at midday. Of course, the bargain-seekers who waited until midnight to call long distance were hit with high bills. === 1983 === The 414s break into 60 computer systems at institutions ranging from the Los Alamos National Laboratory to Manhattan's Memorial Sloan-Kettering Cancer Center. The incident appeared as the cover story of Newsweek with the title "Beware: Hackers at play". As a result, the U.S. House of Representatives held hearings on computer security and passed several laws. The group KILOBAUD is formed in February, kicking off a series of other hacker groups that formed soon after. The movie WarGames introduces the wider public to the phenomenon of hacking and creates a degree of mass paranoia about hackers and their supposed abilities to bring the world to a screeching halt by launching nuclear ICBMs. The U.S. House of Representatives begins hearings on computer security hacking. In his Turing Award lecture, Ken Thompson mentions "hacking" and describes a security exploit that he calls a "Trojan horse". === 1984 === Someone calling himself Lex Luthor founds the Legion of Doom. Named after a Saturday morning cartoon, the LOD had the reputation of attracting "the best of the best"—until one of the most talented members called Phiber Optik feuded with Legion of Doomer Erik Bloodaxe and got 'tossed out of the clubhouse'. Phiber's friends formed a rival group, the Masters of Deception. The Comprehensive Crime Control Act gives the Secret Service jurisdiction over computer fraud. The Cult of the Dead Cow forms in Lubbock, Texas, and begins publishing its underground ezine. The hacker magazine 2600 begins regular publication, right when TAP was putting out its final issue. The editor of 2600, "Emmanuel Goldstein" (whose real name is Eric Corley), takes his handle from the leader of the resistance in George Orwell's Nineteen Eighty-Four. The publication provides tips for would-be hackers and phone phreaks, as well as commentary on the hacker issues of the day. Today, copies of 2600 are sold at most large retail bookstores. The Chaos Communication Congress, the annual European hacker conference organized by the Chaos Computer Club, is held in Hamburg, Germany. William Gibson's groundbreaking science fiction novel Neuromancer, about "Case", a futuristic computer hacker, is published. Considered the first major cyberpunk novel, it brought into hacker jargon such terms as "cyberspace", "the matrix", "simstim", and "ICE". === 1985 === KILOBAUD is re-organized into P.H.I.R.M. and begins sysopping hundreds of bulletin board systems (BBSs) throughout the United States, Canada, and Europe. International Road Traffic and Accident Database
The International Road Traffic and Accident Database (IRTAD) is an initiative dedicated to compiling and analyzing global road crash data. It is managed by the International Transport Forum (ITF) under the auspices of its permanent working group, which specializes in road safety, commonly referred to as the IRTAD Group. The primary objective of IRTAD is to provide a robust empirical basis for international comparisons in the field of road safety and to offer data to support the formulation of effective road safety policies. == Data availability == A portion of the data gathered by IRTAD is accessible for free through the OECD statistics website, however the remaining data requires a subscription for access. == History == The IRTAD database was originally started in 1988 by Germany's Federal Institution for Roads (BASt) in response to demands for international comparative data. It was later taken over and expanded by the International Transport Forum and has grown to be an important resource for comparing road safety metrics between countries worldwide, although mostly in the developed world. Every year, the ITF publishes comparative and country-by-country road safety data gathered for the IRTAD database and analysed by the IRTAD Group in the ITF Road Safety Annual Report, informally known as "IRTAD Report". Over the years, the IRTAD acronym has come to stand not only for the database, but also for the Traffic Safety Data and Analysis Group (usually referred to as IRTAD Group). The IRTAD Group is the International Transport Forum's permanent working group on road safety. It consists of a group of international road safety experts drawn from national road administrations, road safety research institutes, International organizations, automobile associations, insurance companies, car manufacturers and other road safety stakeholders. The IRTAD Group is a major forum for international road safety collaboration and exchange of best practices. Its focus is on improving road safety data as a basis for targeting interventions that are effective in reducing the number of road deaths and serious traffic injuries. The work of IRTAD, among that of others, has spawned the creation of road safety observatories for different world regions: the Ibero-American Road Safety Observatory Archived 2020-06-28 at the Wayback Machine (OISEVI), the African Road Safety Observatory Archived 2020-06-10 at the Wayback Machine, and the South-East Asian Road Safety Observatory. The ITF supports OISEVI through the Spanish-language IRTAD-LAC database and is actively involved in the implementation of the African and South East-Asian observatories. The genesis of the road safety observatory movement dates back to 2008, when the ITF, via IRTAD, began to facilitate twinning between countries striving to improve their road safety record and countries with high road safety performance. The initial twinning was between Jamaica and the United Kingdom. This work was supported by the World Bank, the Inter-American Development Bank (IADB) and the FIA Foundation. The twinning between Argentina and Spain in 2011 led to the creation of OISEVI. To this day, the ITF supports OISEVI through the Spanish-language IRTAD-LAC database. In 2006, the ITF set up Safer City Streets, a global traffic safety network for cities that replicates the successful IRTAD approach for urban road safety.
Operational image
An operational image, also known as operative image, is an image that serves a functional, rather than aesthetic, purpose. Operational images are not intended to be viewed by people as representations of the real world; they are created to be used as instruments in performing some task or operation, often by machine automation. Operational images are used in a wide variety of applications, such as weapons targeting and guidance systems, and assisting surgeons performing robot-assisted surgery. The term "operational image" was first coined in 2000 by German filmmaker Harun Farocki in the first part of his three-part audiovisual installation, Eye/Machine. Farocki's installation included operational images used by militaries, such as weapons guidance and targeting systems. Eye/Machine featured images shown to the public by the United States military from the cameras used by laser-guided missiles in the Gulf War. Farocki defined operational images as "Images without a social goal, not for edification, not for reflection," and that they "do not represent an object, but rather are part of an operation." According to Volker Pantenburg, operational images are more accurately characterized as "visualizations of data". He describes operational images as a "working image" or an image that "performs work". Operational images are ubiquitous in modern society, used for a variety of military and non-military applications, such as inspecting sewer piping, and assisting surgeons performing robotic surgery.
