The SMART Health Card framework is an open source immunity passport program designed to store and share medical information in paper or digital form. It was initially launched as a vaccine passport during the COVID-19 pandemic, but is envisioned for use for other infectious diseases. SMART Health Cards include a QR code which can be scanned and verified using the official SMART Health Card Verifier mobile app, supported by Apple and Android. It was rolled out by the Vaccination Credential Initiative (VCI) based on technology developed at Boston Children's Hospital, and standards set by Health Level Seven International (HL7) and the World Wide Web Consortium (W3C). It is recognized by the International Organization for Standardization. == History == === Founding === In February 2009, United States president Barack Obama signed an economic stimulus package which included $19 billion in funds for investment in health information technology. The following month, researchers from Boston Children's Hospital and Harvard Medical School, Kenneth Mandl and Isaac Kohane, published an article in The New England Journal of Medicine calling for the modernization of electronic health records through API integrations on mobile devices. In April 2010, the pair secured a $15 million grant through the Office of the National Coordinator for Health Information Technology's Strategic Health IT Advanced Research Projects (SHARP) program. With this federal funding, the researchers began development of an interoperable healthcare IT platform they called "Substitutable Medical Applications and Reusable Technologies" (SMART). The first iteration of the platform API was previewed later that year, and "SMART Classic" was released in 2011. In 2013, SMART adopted the open-source Fast Health Interoperability Resources (FHIR) standard developed by Health Level Seven International (HL7). The newly named SMART on FHIR platform was debuted in February 2014 at the Health Information Management Systems Society conference. === 21st Century Cures Act === According to SMART Health IT, Mandl successfully lobbied for the inclusion of a universal API requirement in the 21st Century Cures Act, signed into law on December 13, 2016. The team also advocated for a federal rule establishing SMART as the universal API. In 2019, the Office of the National Coordinator for Health Information Technology published the "final rule" specifying the SMART framework as the standard to satisfy the requirements of the 21st Century Cures Act; the rule was implemented in June 2020. === COVID-19 === The SMART Health Card framework was deployed as a "de facto standard" for vaccine passports in the COVID-19 pandemic in the United States and other international jurisdictions. On January 14, 2021, the Mitre Corporation announced the launch of a new public–private partnership called the Vaccination Credential Initiative (VCI) alongside the CARIN Alliance, Cerner, Change Healthcare, The Commons Project Foundation, Epic Systems, Evernorth, Mayo Clinic, Microsoft, Oracle, Safe Health, and Salesforce. VCI's purpose was to employ the SMART Health Card framework in order to create a unified proof-of-vaccination system for COVID-19 vaccines.The California Department of Public Health introduced a Digital Covid-19 Vaccine Record portal in June 2021, allowing individuals to verify their vaccination status using the SMART Health Card reader. On August 5, 2021, New York Governor Andrew Cuomo announced the introduction of the "Excelsior Pass Plus" which would expand its Excelsior Pass program into other states and internationally by connecting it to the SMART Health Card system. As of August 27, 2021, 415,000 citizens of Louisiana had added their COVID-19 vaccination status to their state-run, SMART Health Card enabled LA Wallet. On September 8, 2021, Hawaii governor David Ige announced the rollout of the state's Hawaiʻi SMART Health Card. County-level health departments across the United States partnered with VaccineCheck to issue SMART Health Cards by verifying vaccine cards provided by the Centers for Disease Control and Prevention. The Government of Canada spent CAD$4.6 million to develop a proof-of-vaccination credential on the SMART Health Card framework, enabling its ArriveCAN travel application to store, recognize and verify credentials from every province, territory and foreign country. Since October 2021, Canadian provinces and territories used the SMART Health Card format as a requirement by the federal government, including British Columbia, Newfoundland and Labrador, the Northwest Territories, Nova Scotia, Nunavut, Ontario, Quebec, Saskatchewan and the Yukon. On October 13, 2021, the American Immunization Registry Association (AIRA) published a statement encouraging adoption of SMART Health Cards as a common standard "where allowed by local law and policy." "SMARTHealth.Cards" was listed as a supporting member of AIRA through the VCI. A SMART Health Cards Global Forum was held on October 28, 2021. The event featured keynote speakers Andy Slavitt (former Senior Pandemic Advisor to President Joe Biden’s COVID-19 pandemic response team) and Mike Leavitt (former United States Secretary of Health and Human Services). On December 20, 2021, Japan's Ministry of Health, Labour and Welfare launched its COVID-19 Vaccination Certificate Application using the SMART Health Card. By January 2022, about 80% of Americans who had received a COVID-19 vaccine had access to a SMART Health Card through their state governments, local businesses, universities and healthcare systems. == Participants == === Developers === SMART Health IT is based out of the Computational Health Informatics Program (CHIP) at the Boston Children's Hospital. Avid Free DV
Avid Free DV is a non-linear editing video editing software application developed by Avid Technology. Avid introduced Free DV in January 2003 at the 2003 MacWorld Expo; the company discontinued it in September 2007. Free DV was intended to give editors a sample of the Avid interface to use in deciding whether or not to purchase Avid software, so when compared with other Avid products its features were relatively minimal. When it was available it was not limited by time or watermarking, so it could be used as a non-linear editor for as long as desired. == Comparisons == When compared with other consumer-end non-linear editors such as iMovie and Windows Movie Maker, it sported more powerful video processing tools, but lacked the ease-of-use and shallow learning curve emphasized in similar programs because it had the full interface of the professional Avid system. However, Avid did offer a number of flash-based tutorials to help new users learn how to use the program for capturing, editing, clipping, processing, and outputting audio/video, among other things. == Limitations == The limitations of Avid Free DV included that it allowed only two video and audio tracks, had fewer editing tools than other Avid products, had few import and export formats, and allowed capture and output of standard-definition DV only, via FireWire. Avid Free DV projects and media were not compatible with other Avid systems. As the name implied, Avid Free DV was available as a free download, although users were required to complete a short survey on the Avid website before they were given a download link and key. In addition to using Free DV to evaluate Avid prior to purchase, it could also act as a stepping stone for people wishing to learn to use Avid's other editing products, such as Xpress Pro, Media Composer and Symphony. While additional skills and techniques are necessary to use these professionally geared systems, the basic operation remains the same. == Operating systems == Avid Free DV was available for Windows XP and Mac OS X. The officially supported Mac OS X versions were Panther versions up to 10.3.5, and Tiger versions up to 10.4.3 only. == Supported formats == Avid Free DV supported QuickTime (MOV) and DV AVIs. == Reception == John P. Mello Jr. of The Boston Globe gave Free DV a negative review, finding the user interface obfuscatory and the process of ingesting video error-prone. He summarized: "Professional video editors who use an Avid competitor may jump at the chance to take a free look at how Avid does things. But for the merely curious, this software is a nightmare". Video Systems's Steve Mullen opined that its lack of interoperability with Avid's professional editing software contracted Avid's stated goal to entice budding video editors into buying into the company's software ecosystem.
Exploratory search
Exploratory search is a specialization of information exploration which represents the activities carried out by searchers who are: unfamiliar with the domain of their goal (i.e. need to learn about the topic in order to understand how to achieve their goal) or unsure about the ways to achieve their goals (either the technology or the process) or unsure about their goals in the first place. Exploratory search is distinguished from known-item search, for which the searcher has a particular target in mind. Consequently, exploratory search covers a broader class of activities than typical information retrieval, such as investigating, evaluating, comparing, and synthesizing, where new information is sought in a defined conceptual area; exploratory data analysis is another example of an information exploration activity. Typically, therefore, such users generally combine querying and browsing strategies to foster learning and investigation. == History == Exploratory search is a topic that has grown from the fields of information retrieval and information seeking but has become more concerned with alternatives to the kind of search that has received the majority of focus (returning the most relevant documents to a Google-like keyword search). The research is motivated by questions like "What if the user doesn't know which keywords to use?" or "What if the user isn't looking for a single answer?" Consequently, research has begun to focus on defining the broader set of information behaviors in order to learn about the situations when a user is, or feels, limited by only having the ability to perform a keyword search. In the last few years, a series of workshops has been held at various related and key events. In 2005, the Exploratory Search Interfaces workshop focused on beginning to define some of the key challenges in the field. Since then a series of other workshops has been held at related conferences: Evaluating Exploratory Search at SIGIR06 and Exploratory Search and HCI at CHI07 (in order to meet with the experts in human–computer interaction). In March 2008, an Information Processing and Management special issue focused particularly on the challenges of evaluating exploratory search, given the reduced assumptions that can be made about scenarios of use. In June 2008, the National Science Foundation sponsored an invitational workshop to identify a research agenda for exploratory search and similar fields for the coming years. == Research challenges == === Important scenarios === With the majority of research in the information retrieval community focusing on typical keyword search scenarios, one challenge for exploratory search is to further understand the scenarios of use for when keyword search is not sufficient. An example scenario, often used to motivate the research by mSpace, states: if a user does not know much about classical music, how should they even begin to find a piece that they might like. Similarly, for patients or their carers, if they don't know the right keywords for their health problems, how can they effectively find useful health information for themselves? === Designing new interfaces === With one of the motivations being to support users when keyword search is not enough, some research has focused on identifying alternative user interfaces and interaction models that support the user in different ways. An example is faceted search which presents diverse category-style options to the users, so that they can choose from a list instead of guess a possible keyword query. Many of the interactive forms of search, including faceted browsers, are being considered for their support of exploratory search conditions. Computational cognitive models of exploratory search have been developed to capture the cognitive complexities involved in exploratory search. Model-based dynamic presentation of information cues are proposed to facilitate exploratory search performance. === Evaluating interfaces === As the tasks and goals involved with exploratory search are largely undefined or unpredictable, it is very hard to evaluate systems with the measures often used in information retrieval. Accuracy was typically used to show that a user had found a correct answer, but when the user is trying to summarize a domain of information, the correct answer is near impossible to identify, if not entirely subjective (for example: possible hotels to stay in Paris). In exploration, it is also arguable that spending more time (where time efficiency is typically desirable) researching a topic shows that a system provides increased support for investigation. Finally, and perhaps most importantly, giving study participants a well specified task could immediately prevent them from exhibiting exploratory behavior. === Models of exploratory search behavior === There have been recent attempts to develop a process model of exploratory search behavior, especially in social information system (e.g., see models of collaborative tagging. The process model assumes that user-generated information cues, such as social tags, can act as navigational cues that facilitate exploration of information that others have found and shared with other users on a social information system (such as social bookmarking system). These models provided extension to existing process model of information search that characterizes information-seeking behavior in traditional fact-retrievals using search engines. Recent development in exploratory search is often concentrated in predicting users' search intents in interaction with the user. Principles for a Data Economy
The Principles for a Data Economy – Data Rights and Transactions is a transatlantic legal project carried out jointly by the American Law Institute (ALI) and the European Law Institute (ELI). The Principles for a Data Economy deals with a range of different legal questions that arise in the data economy. Since data is different from other tradeable items, the Principles draw up legal rules for data transactions and data rights that take into account the interests of different stakeholders involved in the data economy. The Principles are designed to facilitate contractual relations as well as the drafting of model agreements and can guide courts and legislators worldwide. The project proposes a set of principles that can be implemented in any legal system and is designed to work in conjunction with any kind of data privacy/data protection law, intellectual property law or trade secret law. The Principles do not address or seek to change any of the substantive rules of these bodies of law. The Project Team consists of Neil B Cohen and Christiane Wendehorst (as Project Reporters) and Lord John Thomas as well as Steven O. Weise (as Project Chairs). == Characteristics of data == The law governing trades in commerce has historically focused on trade in items that are tangible like goods or on intangible assets, such as shares or licenses. However, data does not fit into any of these traditional categories, nor does it qualify as a service. It is often unclear how traditional legal rules and doctrines can apply to data, as data is different from other assets in many ways. For example, data can be multiplied at basically no cost and can be used in parallel for a variety of different purposes by many different people at the same time (data is a “non-rivalrous” resource). Uncertainty regarding the applicable rules to govern the data economy may inhibit innovation and growth and trouble stakeholders like data-driven industries, start-ups, and consumers. == Stakeholders in the data economy == The Principles have taken the basic types of players and relations which can be found in data ecosystems as a starting point to provide guidance in different situations. The central actors in the data economy are data controllers (also called “data holders”). They are in a position to access the data and decide for which purposes and means this data should be processed. A controller may exercise control all by itself or share it with co-controllers, such as under a data pooling arrangement. Data processors provide the processing of data on a controller’s behalf as a service. Another important group of stakeholders includes those that contribute to the generation of data (e.g. data subjects). Other players in the data economy include data assemblers or data intermediaries (e.g. data trusts). == History of the project and timeline == Before the official adoption of the project by ALI and ELI bodies in 2018, the project team carried out a Feasibility Study from October 2016 to February 2018. In the following years, the project team produced a number of drafts (e.g. “Preliminary Drafts” No. 1 to 4, “Tentative Draft No. 1”) and project progress were regularly discussed with advisory bodies and members of both the ALI and the ELI. The project reporters also included feedback and insights from industry stakeholders and experts that was gained after several meetings and workshops, hosted, inter alia by UNCITRAL, UNIDROIT and several national governmental institutions. Tentative Draft No. 2 was presented at the ALI Annual Meeting in May 2021 and approved by ALI membership. The latest draft ("Final Council Draft") was also approved by the ELI Council and ELI Membership. The Principles for a Data Economy were presented at an international conference with representatives from institutions such as the Uniform Law Commission (ULC), the European Commission, UNIDROIT, the OECD, the International Chamber of Commerce (ICC) and the World Economic Forum (WEF) in October 2021. == Project structure == The current draft (“Tentative Draft No. 2”) of the Principles consists of five Parts that each governs different aspects of the data economy: General Provisions, Data Contracts, Data Rights, Third Party Aspects of Data Activities, and Multi-State Issues. === General Provisions === Part I includes general provisions that apply to all other Parts of the Principles for a Data Economy. This Part sets out the purpose of the Principles: they aim to make existing law in the field of the data economy more coherent and support the development of the law in this field by courts and legislators worldwide. It is also clarified that the Principles have a wide scope of application and can be used in a variety of ways by stakeholders in the data economy. The Principles may, for example, serve private parties as a basis for contract formation, guide the deliberations of arbitral tribunals or inspire national legislation. Part I then defines several key terms, such as ‘digital data’ and ‘data right’. The scope of the Principles is limited to matters where information is recorded as an asset, resource or tradeable commodity and where large amounts of data, rather than single pieces of information, are concerned. This Part also clarifies that remedies with respect to data contracts and data rights are left to the applicable national law. === Data Contracts === Part II lists different types of contracts that often occur in the data economy and establishes two broad categories, namely contracts for the supply and sharing of data and contracts for services with regard to data. Contracts for the supply and sharing of data include, e.g. data transfer contracts or data pooling arrangements, while contracts for services with regard to data cover contracts for the processing of data or data intermediary contracts. The Principles provide default terms for each contract type, on issues such as the manner in which data should supply or which characteristics the data supplied should meet. These default terms 'automatically' become part of the contract unless the parties agree otherwise. === Data Rights === Part III governs legally protected interests of players in the data economy that stem from the characteristics of data as a resource (e.g. its non-rivalrous nature) or from public interest considerations. Such data rights may include the right to data access, the right to require the controller to desist from data activities or to correct incorrect/incomplete data, or even to receive an economic share in profits derived from the use of data. For example, the Principles deal with data rights of stakeholders that had a share in the co-generation of data and identify different factors to be considered in determining whether to afford a party a data right. The underlying idea that parties who have contributed to the generation of data should have some rights in the utilization of the data is also recognized by governmental institutions, such as by the Japanese Ministry of Economy, Trade and Industry (METI), and the term co-generated data, which was coined by the Principles for a Data Economy, has been adopted, inter alia by the European Commission, the German Data Ethics Commission and the Global Partnership on Artificial Intelligence (GPAI). This Part also deals with data rights for the public interest, such as data sharing rights in the field of innovation. === Third Party Aspects === Part IV governs different situations in which data transactions interfere with the rights of third parties. Such rights include intellectual property rights or rights derived from data privacy or data protection law. This Part sets out under which circumstances data activities should be considered wrongful vis à vis another party. For example, a data activity (like data processing or the onward supply of data) could be considered wrongful, if a controller interferes with the rights of data subjects that are protected by data-protection law. A data activity could also be wrongful if the controller is non-compliant with contractual limitations on data activities, enforceable by the protected party (e.g. a controller may only process data for a certain purpose). If someone obtained access to data by unauthorized means (i.e. data “theft”) this could also be considered wrongful. The Part on Third-Party Aspects also takes a detailed look at the effects of the onward supply of data can have on third parties, while balancing the protection of third parties on the one hand, with the interests of data recipients and the desire to encourage data sharing on the other. === Multi-State Issues === As transactions in the data economy are international by nature and hardly occur within one legal system alone, the Part V of the Principles also briefly touches upon the applicability of the rules and doctrines of private international law to such transactions. == Links == Website of the “Principles for a Data Economy – Data Rights and Transaction
Information school
Information school (sometimes abbreviated I-school or iSchool) is a university-level institution committed to understanding the role of information in nature and human endeavors. Synonyms include school of information, department of information studies, or information department. Information schools faculty conduct research into the fundamental aspects of information and related technologies. In addition to granting academic degrees, information schools educate information professionals, researchers, and scholars for an increasingly information-driven world. Information school can also refer, in a more restricted sense, to the members of the iSchools organization (formerly the "iSchools Project"), as governed by the iCaucus. Members of this group share a fundamental interest in the relationships between people, information, technology, and science. These schools, colleges, and departments have been either newly established or have evolved from programs focused on information systems, library science, informatics, computer science, library and information science and information science. Information schools promote an interdisciplinary approach to understanding the opportunities and challenges of information management, with a core commitment to concepts like universal access and user-centered organization of information. The field is concerned broadly with questions of design and preservation across information spaces, from digital and virtual spaces like online communities, the World Wide Web, and databases to physical spaces such as libraries, museums, archives, and other repositories. Information school degree programs include course offerings in areas such as data science, information architecture, design, economics, policy, retrieval, security, and telecommunications; knowledge management, user experience design, and usability; conservation and preservation, including digital preservation; librarianship and library administration; the sociology of information; and human–computer interaction.
Text Database and Dictionary of Classic Mayan
The project Text Database and Dictionary of Classic Mayan (abbr. TWKM) promotes research on the writing and language of pre-Hispanic Maya culture. It is housed in the Faculty of Arts at the University of Bonn and was established with funding from the North Rhine-Westphalian Academy of Sciences, Humanities and the Arts. The project has a projected run-time of fifteen years and is directed by Nikolai Grube from the Department of Anthropology of the Americas at the University of Bonn. The goal of the project is to conduct computer-based studies of all extant Maya hieroglyphic texts from an epigraphic and cultural-historical standpoint, and to produce and publish a database and a comprehensive dictionary of the Classic Mayan language. == Subject of the Project == The text database, as well as the dictionary that will be compiled by the conclusion of the project, will be assembled based on all known texts from the pre-Hispanic Maya culture. These texts were produced and used between approximately the third century B.C. through A.D. 1500, in a region that today includes parts of the countries of Mexico, Guatemala, Belize, and Honduras. The thousands of hieroglyphic inscriptions on monuments, ceramics, or daily objects that have survived into the present offer insight into the language's vocabulary and structure. The project's database and dictionary will digitally represent original spellings using the logo-syllabic Maya hieroglyphs, as well as their transcription and transliteration in the Roman alphabet. The data will be additionally annotated with various epigraphic analyses, translations, and further object-specific information. == Project Partners == TWKM will employ digital technologies in order to compile and make available the data and metadata, as well as to publish the project's research results. The project thereby methodologically positions itself in the field of the digital humanities. The project will be conducted in cooperation with the project partners (below), the research association for the eHumanities TextGrid, as well as the University and Regional Library of Bonn (ULB). The working environment that is currently under construction, in which the data and metadata will be compiled and annotated, will be realized in theTextGrid Laboratory, a software of the virtual research environment. A further component of this software, the TextGrid Repository, will make the data that are authorized for publication freely available online and ensure their long-term storage. The tools for data compilation and annotation attained from the modularly constructed and extended TextGrid lab thereby provide all the necessary materials for facilitating the research team's the typical epigraphic workflow. The workflow usually begins by documenting the texts and the objects on which they are preserved, and by compiling descriptive data. It then continues with the various levels of epigraphic and linguistic analysis, and concludes in the best case scenario with a translation of the analyzed inscription and a corresponding publication. In cooperation with the ULB, selected data will additionally be made available. The project's Virtual Inscription Archive will present online, in the Digital Collections of the ULB, hieroglyphic inscriptions selected from the published data in the repository, including an image of and brief information about the texts and the objects on which they are written, epigraphic analysis, and translation. == Project Goal == One of the project's goals is to produce a dictionary of Classic Mayan, in both digital and print form, towards the end of the project run-time. Additionally, a database with a corpus of inscriptions, including their translations and epigraphic analyses, will be made freely available online. The database furthermore will provide an ontology-like link of the contextual object data with the inscriptions and with each other, thereby allowing a cultural-historical arrangement of all contents within the periods of pre-Hispanic Maya culture. The contents of the database are additionally linked to citations of relevant literature. As a result, the database will also make freely available to both the scientific community and other interested parties a bibliography representing the research history and a base of knowledge concerning ancient Maya culture and script. In addition, the Classic Maya script, in its temporally defined stages of language development, will be gathered into and documented in a comprehensive language corpus with the aid of the information gathered by the project. In collaboration with all project participants, the corpus data can be used, together with the aid of various comparable analyses and also computational linguistic methods, such as inference-based methods, to confirm readings of some hieroglyphs that are currently only partially confirmed, and to eventually completely decipher the Classic Maya script.
Algorithmic Puzzles
Algorithmic Puzzles is a book of puzzles based on computational thinking. It was written by computer scientists Anany and Maria Levitin, and published in 2011 by Oxford University Press. == Topics == The book begins with a "tutorial" introducing classical algorithm design techniques including backtracking, divide-and-conquer algorithms, and dynamic programming, methods for the analysis of algorithms, and their application in example puzzles. The puzzles themselves are grouped into three sets of 50 puzzles, in increasing order of difficulty. A final two chapters provide brief hints and more detailed solutions to the puzzles, with the solutions forming the majority of pages of the book. Some of the puzzles are well known classics, some are variations of known puzzles making them more algorithmic, and some are new. They include: Puzzles involving chessboards, including the eight queens puzzle, knight's tours, and the mutilated chessboard problem Balance puzzles River crossing puzzles The Tower of Hanoi Finding the missing element in a data stream The geometric median problem for Manhattan distance == Audience and reception == The puzzles in the book cover a wide range of difficulty, and in general do not require more than a high school level of mathematical background. William Gasarch notes that grouping the puzzles only by their difficulty and not by their themes is actually an advantage, as it provides readers with fewer clues about their solutions. Reviewer Narayanan Narayanan recommends the book to any puzzle aficionado, or to anyone who wants to develop their powers of algorithmic thinking. Reviewer Martin Griffiths suggests another group of readers, schoolteachers and university instructors in search of examples to illustrate the power of algorithmic thinking. Gasarch recommends the book to any computer scientist, evaluating it as "a delight".
