Script theory is a psychological theory which posits that human behaviour largely falls into patterns called scripts because they function the way a written script does, by providing a program for action. Silvan Tomkins created script theory as a further development of his affect theory, which regards human beings' emotional responses to stimuli as falling into categories called affects: he noticed that the purely biological response of affect may be followed by awareness and by what we cognitively do in terms of acting on that affect, so that more was needed to produce a complete explanation of what he called human being theory. These scripts fall under the larger cognitive concept called schemas, which are organized chunks of information. A schema is a script that has the potential to lack the specificity of the sequence of events. A schema becomes a script is when there is an ordering to it that requires action, such as the process of starting a car (get in, put on the seatbelt, turn the car on, release the emergency brake, etc.). In script theory, the basic unit of analysis is called a scene, defined as a sequence of events linked by the affects triggered during the experience of those events. Tomkins recognized that affective experiences fall into patterns that we may group together according to criteria, such as the types of persons and places involved and the degree of intensity of the effect experienced—the patterns of which constitute scripts that inform behavior in an effort to maximize positive affect and to minimize negative affect. == In artificial intelligence == Roger Schank, Robert P. Abelson and their research group extended Tomkins' scripts and used them in early artificial intelligence work as a method of representing procedural knowledge. In their work, scripts are very much like frames, except the values that fill the slots must be ordered. A script is a structured representation describing a stereotyped sequence of events in a particular context. Scripts are used in natural-language understanding systems to organize a knowledge base in terms of the situations that the system should understand. The classic example of a script involves the typical sequence of events that occur when a person drinks in a restaurant: finding a seat, reading the menu, ordering drinks from the waitstaff, etc. In the script form, these would be decomposed into conceptual transitions, such as MTRANS and PTRANS, which refer to mental transitions [of information] and physical transitions [of things]. Schank, Abelson and their colleagues tackled some of the most difficult problems in artificial intelligence (i.e., story understanding), but ultimately their line of work ended without tangible success. This type of work received little attention after the 1980s, but became very influential in later knowledge representation techniques, such as case-based reasoning. Scripts can be inflexible. To deal with inflexibility, smaller modules called memory organization packets (MOP) can be combined in a way that is appropriate for the situation.
United States Tech Force
The U.S. Tech Force (also styled as US Tech Force, Tech Force, or Government Tech Force) is a federal hiring initiative launched by the second Donald Trump administration in December 2025. The program, administered by the Office of Personnel Management (OPM), aims to recruit about 1,000 early-career technology professionals into two-year government jobs to modernize federal IT systems, advance artificial intelligence (AI) capabilities, and address technological gaps in government operations. The initiative is an effort to plug capability gaps created by Trump-administration efforts to shrink the federal government, which led to the departure of some 220,000 federal employees, including many in IT. The initiative seeks early-career workers; officials said it would offer competitive salaries and opportunities to work on high-impact government technology projects. Major technology companies—including Amazon, Apple, Microsoft, Nvidia, Meta, Google, and OpenAI—agreed to help identify and refer candidates. Candidates are allowed to take Tech Force positions on leaves of absence and without divesting their stock, raising conflict-of-interest questions. In January 2026, OPM direction Scott Kupor said the deadline for applying to Tech Force was being extended because of "tremendous interest" without saying how many people had actually applied. Also in December 2025, news broke that the administration is planning another novel use of private-sector workers: hiring cybersecurity firms for offensive cyber operations.

Over-the-top media services in India
As per Govt of India, there are currently about 57 providers of over-the-top media services (OTT) in India, which distribute streaming media or video on demand over the Internet. == History and growth == The first dependent Indian OTT platform was BIGFlix, launched by Reliance Entertainment in 2008. In 2010 Digivive launched India's first OTT mobile app called nexGTv, which provides access to both live TV and on–demand content. nexGTV was the first app to live–stream Indian Premier League matches on smart phones and did so during 2013 and 2014. The livestream of the IPL since 2015, when rights were won, played an important role in the growth of another OTT platform, Hotstar (now JioHotstar) in India. OTT Platforms gained significant momentum in India when both DittoTV (Zee) and Sony Liv were launched in the Indian market around 2013. Following the initial push of Regional OTT platforms like Aha, Hoichoi, Sun NXT, Planet Marathi, Chaupal & MX Player. The Indian OTT industry saw rapid transformation with the entry of global OTT companies such as Netflix and Amazon Prime Video into the Indian market in 2016. Replacement of this competition with global enterprises caused local rivals to innovate in both region and hyper-regional content. === Hotstar === Hotstar (now JioHotstar) is the most subscribed–to OTT platform in India, owned by JioStar as of February 2025, with around 500 million active users and over 650 million downloads. According to Hotstar's India Watch Report 2018, 96% of watch time on Hotstar comes from videos longer than 20 minutes, while one–third of Hotstar subscribers watch television shows. In 2019, Hotstar began investing ₹120 crore in generating original content such as "Hotstar Specials." 80% of the viewership on Hotstar comes from drama, movies and sports programs. Hotstar has the exclusive streaming rights of IPL in India. === Netflix === American streaming service Netflix entered India in January 2016. In April 2017, it was registered as a limited liability partnership (LLP) and started commissioning content. It earned a net profit of ₹2020,000 (₹2.02 million) for fiscal year 2017. In fiscal year 2018, Netflix earned revenues of ₹580 million. According to Morgan Stanley Research, Netflix had the highest average watch time of more than 120 minutes but viewer counts of around 20 million in July 2018. As of 2018, Netflix has six million subscribers, of which 5–6% are paid members. India was not affected by Netflix's July 2018 increase in subscription rates for the US and Latin America. Netflix has stated its intent to invest ₹600 crore in the production of Indian original programming. In late 2018, Netflix bought 150,000 square feet (14,000 m2) of office space in Bandra–Kurla Complex (BKC) in Mumbai as their head office. As of December 2018, Netflix has more than 40 employees in India. === Other OTT providers === Sun NXT is an Indian video on demand service run by Sun TV Network. It was launched in June 2017, streaming in the Tamil language and six other languages. The platform has more than 4,000 Tamil movies and 200 Tamil shows, as well as regional movies and shows. Sun NXT also streams a large library of its own Sun TV shows and movies. Amazon Prime Video was launched in 2016. The platform has 2,300 titles available including 2,000 movies and about 400 shows. It has announced that it will invest ₹20 billion in creating original content in India. Besides English, Prime Video is available in six Indian languages as of December 2018. Amazon India launched Amazon Prime Music in February 2018. Eros Now, an OTT platform launched by Eros International, has the most content among the OTT providers in India, including over 12,000 films, 100,000 music tracks and albums, and 100 TV shows. Eros Now was named the Best OTT Platform of the Year 2019 at the British Asian Media Awards. It has 211.5 million registered users and 36.2 million paying subscribers as of September 2020. In February 2020, Aha OTT platform was launched, broadcasting exclusively Telugu content. In 2021, Planet Marathi became the first OTT platform dedicated to Marathi content in India, including web-series, films, music, theater, fiction and non-fiction reality shows. It is available for both Android and iOS mobile devices along with Android TV and Amazon Fire TV devices. Bollywood actress Madhuri Dixit helped launch the platform. With rising interest for Korean dramas, Rakuten Viki saw its biggest jump of web traffic from India in 2020 due to the COVID-19 lockdown, which led to ad localization on the platform. The OTT market in fiscal year 2020 was estimated to be worth $1.7 billion. === SonyLIV and ZEE5 === In December 2021, Sony and Zee announced their merger, and announced plans to merge their OTT platforms. The merger was called off. === OTT services launched as Amazon Prime video channels === The list is by alphabetical order, not by rank or popularity. == Content regulation == Due to the absence of any rules and regulation regarding OTT content, many OTT providers were accused of showing nudity, vulgarity and obscenity and hurting Hindu religious sentiments in their shows. Series which were the focus of controversy include Four More Shots Please!, Tandav, Paatal Lok, Sacred Games, Mirzapur Lust stories franchise, Rana Naidu. Thank You for Coming, and Annapoorani (2023). According to media reports, between 2018 and 2024, some OTT platforms emerged which started showing porn in the form of web series. Both the Supreme Court and Delhi High Court say that OTT regulation is necessary. === OTT regulation === On 25 Feb 2021, Indian govt introduced self-regulation rules for OTT platforms to stop obscene content and abusive language. On 19 March 2023, I&B minister Anurag Thakur said that self regulation does not mean that OTT should show obscenity and nudity. On 15 April 2023, I&B Secretary Apurva Chandra has said because of the government's soft-touch regulations on OTT industry have led to the creation of content that is undesirable and vulgar. On 26 April 2023, MIB India said that if nudity and obscenity is seen on any OTT platform, strict action will be taken against it. On 16 May 2023, Don't show obscene content, parliamentary panel told to Netflix and Amazon Prime Video. On 20 June 2023, the government told Netflix, Disney+ Hotstar and all other streaming services that their content should be independently reviewed for obscenity and violence before being shown online. On 27 June 2023, DPCGC took punitive action against Ullu for streaming obscene content and asked them to remove all their explicit shows or remove all adult scenes within 15 days. On 18 July 2023, Anarug Thakur said in a meeting with all OTT stakeholders that demeaning Indian culture will not be tolerated. OTT can't show vulgarity and nudity in the garb of 'creative expression'.The cited sources do not mention vulgarity - they say this was about demeaning Indian culture/society. On 22 August 2023, Indian government assured that it will bring rules and regulation to regulate vulgar and obscene content on social media and OTT platforms. On 10 November 2023, MIB India introduces the 'Broadcasting Service Regulation Bill', which included Programme code with Content Evaluation Committee(CEC) for every OTT platforms. Currently public consultation is ongoing till 15 January 2024. The draft bill mandates that all OTT streaming platforms can only broadcast those web series or content, which will be duly certified by Content Evaluation Committee(CEC). On 14 March 2024, the Ministry of Information and Broadcasting banned over 18 OTT apps from Google play store and suspended all of their 57 social media accounts, as well as closed nineteen streaming websites. The banned platforms were MoodX, Prime Play, Hunters, Besharams, Rabbit movies, Voovi, Fugi, Mojflix, Chikooflix, Nuefliks, Xtramood, NeonX VIP, X Prime, Tri Flicks, Uncut Adda, Dreams Films, Hot Shots VIP, and Yessma. On 25 July 2025, the Ministry of Information and Broadcasting banned from 25 OTT apps from Google play store and suspended all of their 40 social media accounts, as well as 26 closed streaming websites. The banned platforms were include ALTT, Ullu, Big Shots App, Desiflix, Boomex, NeonX VIP, Navarasa Lite, Gulab App, Kangan App, Bull App, ShowHit, Jalva App, Wow Entertainment, Look Entertainment, Hitprime, Fugi, Feneo, ShowX, Sol Talkies, Adda TV, HotX VIP, Hulchul App, MoodX, Triflicks, and Mojflix. On 24 February 2026, the Ministry of Information and Broadcasting banned from 5 OTT apps from Google play store and suspended all of their 5 social media accounts, as well as 5 closed streaming websites. The banned platforms were include Feel App, Digi Movieplex, Jugnu App, MoodX VIP, and Koyal Playpro. === Legal action === Currently OTT is regulated under the IT Rules 2021, which clearly stated that 'No content that is prohibited by law at the time being force can be Publishing or transmitted'. IP Multimedia Subsystem
The IP Multimedia Subsystem or IP Multimedia Core Network Subsystem (IMS) is a standardized architectural framework for delivering IP-based multimedia services. Historically, mobile phones have provided voice call services over a circuit-switched network, rather than over an IP-based packet-switched network. Various VoIP technologies are available on smartphones; IMS offers a standardized protocol across different vendors. IMS was originally designed by the wireless standards body 3rd Generation Partnership Project (3GPP), as a part of the vision for evolving mobile networks beyond GSM. Its original formulation (3GPP Rel-5) represented an approach for delivering Internet services over GPRS. This vision was later updated by 3GPP, 3GPP2 and ETSI TISPAN by requiring support of networks other than GPRS, such as Wireless LAN, CDMA2000 and fixed lines. IMS uses IETF protocols wherever possible, e.g., the Session Initiation Protocol (SIP). According to the 3GPP, IMS is not intended to standardize applications, but rather to aid the access of multimedia and voice applications from wireless and wireline terminals, i.e., to create a form of fixed-mobile convergence (FMC). This is done by having a horizontal control layer that isolates the access network from the service layer. From a logical architecture perspective, services need not have their own control functions, as the control layer is a common horizontal layer. However, in implementation this does not necessarily map into greater reduced cost and complexity. Alternative and overlapping technologies for access and provisioning of services across wired and wireless networks include combinations of Generic Access Network, softswitches and "naked" SIP. Since it is becoming increasingly easier to access content and contacts using mechanisms outside the control of traditional wireless/fixed operators, the interest of IMS is being challenged. Examples of global standards based on IMS are MMTel which is the basis for Voice over LTE (VoLTE), Wi-Fi Calling (VoWIFI), Video over LTE (ViLTE), SMS/MMS over WiFi and LTE, Unstructured Supplementary Service Data (USSD) over LTE, and Rich Communication Services (RCS), which is also known as joyn or Advanced Messaging, and now RCS is operator's implementation. RCS also further added Presence/EAB (enhanced address book) functionality. == History == IMS was defined by an industry forum called 3G.IP, formed in 1999. 3G.IP developed the initial IMS architecture, which was brought to the 3rd Generation Partnership Project (3GPP), as part of their standardization work for 3G mobile phone systems in UMTS networks. It first appeared in Release 5 (evolution from 2G to 3G networks), when SIP-based multimedia was added. Support for the older GSM and GPRS networks was also provided. 3GPP2 (a different organization from 3GPP) based their CDMA2000 Multimedia Domain (MMD) on 3GPP IMS, adding support for CDMA2000. 3GPP release 6 added interworking with WLAN, inter-operability between IMS using different IP-connectivity networks, routing group identities, multiple registration and forking, presence, speech recognition and speech-enabled services (Push to talk). 3GPP release 7 added support for fixed networks by working together with TISPAN release R1.1, the function of AGCF (access gateway control function) and PES (PSTN emulation service) are introduced to the wire-line network for the sake of inheritance of services which can be provided in PSTN network. AGCF works as a bridge interconnecting the IMS networks and the Megaco/H.248 networks. Megaco/H.248 networks offers the possibility to connect terminals of the old legacy networks to the new generation of networks based on IP networks. AGCF acts a SIP User agent towards the IMS and performs the role of P-CSCF. SIP User Agent functionality is included in the AGCF, and not on the customer device but in the network itself. Also added voice call continuity between circuit switching and packet switching domain (VCC), fixed broadband connection to the IMS, interworking with non-IMS networks, policy and charging control (PCC), emergency sessions. It also added SMS over IP. 3GPP release 8 added support for LTE / SAE, multimedia session continuity, enhanced emergency sessions, SMS over SGs and IMS centralized services. 3GPP release 9 added support for IMS emergency calls over GPRS and EPS, enhancements to multimedia telephony, IMS media plane security, enhancements to services centralization and continuity. 3GPP release 10 added support for inter device transfer, enhancements to the single radio voice call continuity (SRVCC), enhancements to IMS emergency sessions. 3GPP release 11 added USSD simulation service, network-provided location information for IMS, SMS submit and delivery without MSISDN in IMS, and overload control. Some operators opposed IMS because it was seen as complex and expensive. In response, a cut-down version of IMS—enough of IMS to support voice and SMS over the LTE network—was defined and standardized in 2010 as Voice over LTE (VoLTE). == Architecture == Each of the functions in the diagram is explained below. The IP multimedia core network subsystem is a collection of different functions, linked by standardized interfaces, which grouped form one IMS administrative network. A function is not a node (hardware box): An implementer is free to combine two functions in one node, or to split a single function into two or more nodes. Each node can also be present multiple times in a single network, for dimensioning, load balancing or organizational issues. === Access network === The user can connect to IMS in various ways, most of which use the standard IP. IMS terminals (such as mobile phones, personal digital assistants (PDAs) and computers) can register directly on IMS, even when they are roaming in another network or country (the visited network). The only requirement is that they can use IP and run SIP user agents. Fixed access (e.g., digital subscriber line (DSL), cable modems, Ethernet, FTTx), mobile access (e.g. 5G NR, LTE, W-CDMA, CDMA2000, GSM, GPRS) and wireless access (e.g., WLAN, WiMAX) are all supported. Other phone systems like plain old telephone service (POTS—the old analogue telephones), H.323 and non IMS-compatible systems, are supported through gateways. === Core network === HSS – Home subscriber server: The home subscriber server (HSS), or user profile server function (UPSF), is a master user database that supports the IMS network entities that actually handle calls. It contains the subscription-related information (subscriber profiles), performs authentication and authorization of the user, and can provide information about the subscriber's location and IP information. It is similar to the GSM home location register (HLR) and Authentication centre (AuC). A subscriber location function (SLF) is needed to map user addresses when multiple HSSs are used. User identities: Various identities may be associated with IMS: IP multimedia private identity (IMPI), IP multimedia public identity (IMPU), globally routable user agent URI (GRUU), wildcarded public user identity. Both IMPI and IMPU are not phone numbers or other series of digits, but uniform resource identifier (URIs), that can be digits (a Tel URI, such as tel:+1-555-123-4567) or alphanumeric identifiers (a SIP URI, such as sip:[email protected] ). IP Multimedia Private Identity: The IP Multimedia Private Identity (IMPI) is a unique permanently allocated global identity assigned by the home network operator. It has the form of a Network Access Identifier(NAI) i.e. user.name@domain, and is used, for example, for Registration, Authorization, Administration, and Accounting purposes. Every IMS user shall have one IMPI. IP Multimedia Public Identity: The IP Multimedia Public Identity (IMPU) is used by any user for requesting communications to other users (e.g. this might be included on a business card). Also known as Address of Record (AOR). There can be multiple IMPU per IMPI. The IMPU can also be shared with another phone, so that both can be reached with the same identity (for example, a single phone-number for an entire family). Globally Routable User Agent URI: Globally Routable User Agent URI (GRUU) is an identity that identifies a unique combination of IMPU and UE instance. There are two types of GRUU: Public-GRUU (P-GRUU) and Temporary GRUU (T-GRUU). P-GRUU reveal the IMPU and are very long lived. T-GRUU do not reveal the IMPU and are valid until the contact is explicitly de-registered or the current registration expires Wildcarded Public User Identity: A wildcarded Public User Identity expresses a set of IMPU grouped together. Randomized Hough transform
Hough transforms are techniques for object detection, a critical step in many implementations of computer vision, or data mining from images. Specifically, the Randomized Hough transform is a probabilistic variant to the classical Hough transform, and is commonly used to detect curves (straight line, circle, ellipse, etc.) The basic idea of Hough transform (HT) is to implement a voting procedure for all potential curves in the image, and at the termination of the algorithm, curves that do exist in the image will have relatively high voting scores. Randomized Hough transform (RHT) is different from HT in that it tries to avoid conducting the computationally expensive voting process for every nonzero pixel in the image by taking advantage of the geometric properties of analytical curves, and thus improve the time efficiency and reduce the storage requirement of the original algorithm. == Motivation == Although Hough transform (HT) has been widely used in curve detection, it has two major drawbacks: First, for each nonzero pixel in the image, the parameters for the existing curve and redundant ones are both accumulated during the voting procedure. Second, the accumulator array (or Hough space) is predefined in a heuristic way. The more accuracy needed, the higher parameter resolution should be defined. These two needs usually result in a large storage requirement and low speed for real applications. Therefore, RHT was brought up to tackle this problem. == Implementation == In comparison with HT, RHT takes advantage of the fact that some analytical curves can be fully determined by a certain number of points on the curve. For example, a straight line can be determined by two points, and an ellipse (or a circle) can be determined by three points. The case of ellipse detection can be used to illustrate the basic idea of RHT. The whole process generally consists of three steps: Fit ellipses with randomly selected points. Update the accumulator array and corresponding scores. Output the ellipses with scores higher than some predefined threshold. === Ellipse fitting === One general equation for defining ellipses is: a ( x − p ) 2 + 2 b ( x − p ) ( y − q ) + c ( y − q ) 2 = 1 {\displaystyle a(x-p)^{2}+2b(x-p)(y-q)+c(y-q)^{2}=1} with restriction: a c − b 2 > 0 {\displaystyle ac-b^{2}>0} However, an ellipse can be fully determined if one knows three points on it and the tangents in these points. RHT starts by randomly selecting three points on the ellipse. Let them be X 1 {\displaystyle X_{1}} , X 2 {\displaystyle X_{2}} and X 3 {\displaystyle X_{3}} . The first step is to find the tangents of these three points. They can be found by fitting a straight line using least squares technique for a small window of neighboring pixels. The next step is to find the intersection points of the tangent lines. This can be easily done by solving the line equations found in the previous step. Different from classical Hough transform, RHT does not keep "grid of buckets" as the accumulator array. Rather, it first calculates the similarities between the newly detected ellipse and the ones already stored in accumulator array. Different metrics can be used to calculate the similarity. As long as the similarity exceeds some predefined threshold, replace the one in the accumulator with the average of both ellipses and add 1 to its score. Otherwise, initialize this ellipse to an empty position in the accumulator and assign a score of 1. === Termination === Once the score of one candidate ellipse exceeds the threshold, it is determined as existing in the image (in other words, this ellipse is detected), and should be removed from the image and accumulator array so that the algorithm can detect other potential ellipses faster. The algorithm terminates when the number of iterations reaches a maximum limit or all the ellipses have been detected. Quality of experience (QoE) is a measure of the delight or annoyance of a customer's experiences with a service (e.g., web browsing, phone call, TV broadcast). QoE focuses on the entire service experience; it is a holistic concept, similar to the field of user experience, but with its roots in telecommunication. QoE is an emerging multidisciplinary field based on social psychology, cognitive science, economics, and engineering science, focused on understanding overall human quality requirements. == Definition and concepts == In 2013, within the context of the COST Action QUALINET, QoE has been defined as:The degree of delight or annoyance of the user of an application or service. It results from the fulfillment of his or her expectations with respect to the utility and / or enjoyment of the application or service in the light of the user’s personality and current state.This definition has been adopted in 2016 by the International Telecommunication Union in Recommendation ITU-T P.10/G.100. Before, various definitions of QoE had existed in the domain, with the above-mentioned definition now finding wide acceptance in the community. QoE has historically emerged from Quality of Service (QoS), which attempts to objectively measure service parameters (such as packet loss rates or average throughput). QoS measurement is most of the time not related to a customer, but to the media or network itself. QoE however is a purely subjective measure from the user's perspective of the overall quality of the service provided, by capturing people's aesthetic and hedonic needs. QoE looks at a vendor's or purveyor's offering from the standpoint of the customer or end user, and asks, "What mix of goods, services, and support, do you think will provide you with the perception that the total product is providing you with the experience you desired and/or expected?" It then asks, "Is this what the vendor/purveyor has actually provided?" If not, "What changes need to be made to enhance your total experience?" In short, QoE provides an assessment of human expectations, feelings, perceptions, cognition and satisfaction with respect to a particular product, service or application. QoE is a blueprint of all human subjective and objective quality needs and experiences arising from the interaction of a person with technology and with business entities in a particular context. Although QoE is perceived as subjective, it is an important measure that counts for customers of a service. Being able to measure it in a controlled manner helps operators understand what may be wrong with their services and how to improve them. == QoE factors == QoE aims at taking into consideration every factor that contributes to a user's perceived quality of a system or service. This includes system, human and contextual factors. The following so-called "influence factors" have been identified and classified by Reiter et al.: Human Influence Factors Low-level processing (visual and auditory acuity, gender, age, mood, …) Higher-level processing (cognitive processes, socio-cultural and economic background, expectations, needs and goals, other personality traits…) System Influence Factors Content-related Media-related (encoding, resolution, sample rate, …) Network-related (bandwidth, delay, jitter, …) Device-related (screen resolution, display size, …) Context Influence Factors Physical context (location and space) Temporal context (time of day, frequency of use, …) Social context (inter-personal relations during experience) Economic context Task context (multitasking, interruptions, task type) Technical and information context (relationship between systems) Studies in the field of QoE have typically focused on system factors, primarily due to its origin in the QoS and network engineering domains. Through the use of dedicated test laboratories, the context is often sought to be kept constant. == QoE versus User Experience == QoE is strongly related to but different from the field of User Experience (UX), which also focuses on users' experiences with services. Historically, QoE has emerged from telecommunication research, while UX has its roots in Human–Computer Interaction. Both fields can be considered multi-disciplinary. In contrast to UX, the goal of improving QoE for users was more strongly motivated by economic needs. Wechsung and De Moor identify the following key differences between the fields: == QoE measurement == As a measure of the end-to-end performance at the service level from the user's perspective, QoE is an important metric for the design of systems and engineering processes. This is particularly relevant for video services because – due to their high traffic demands –, bad network performance may highly affect the user's experience. So, when designing systems, the expected output, i.e. the expected QoE, is often taken into account – also as a system output metric and optimization goal. To measure this level of QoE, human ratings can be used. The mean opinion score (MOS) is a widely used measure for assessing the quality of media signals. It is a limited form of QoE measurement, relating to a specific media type, in a controlled environment and without explicitly taking into account user expectations. The MOS as an indicator of experienced quality has been used for audio and speech communication, as well as for the assessment of quality of Internet video, television and other multimedia signals, and web browsing. Due to inherent limitations in measuring QoE in a single scalar value, the usefulness of the MOS is often debated. Subjective quality evaluation requires a lot of human resources, establishing it as a time-consuming process. Objective evaluation methods can provide quality results faster, but require dedicated computing resources. Since such instrumental video quality algorithms are often developed based on a limited set of subjective data, their QoE prediction accuracy may be low when compared to human ratings. QoE metrics are often measured at the end devices and can conceptually be seen as the remaining quality after the distortion introduced during the preparation of the content and the delivery through the network, until it reaches the decoder at the end device. There are several elements in the media preparation and delivery chain, and some of them may introduce distortion. This causes degradation of the content, and several elements in this chain can be considered as "QoE-relevant" for the offered services. The causes of degradation are applicable for any multimedia service, that is, not exclusive to video or speech. Typical degradations occur at the encoding system (compression degradation), transport network, access network (e.g., packet loss or packet delay), home network (e.g. WiFi performance) and end device (e.g. decoding performance). == QoE management == Several QoE-centric network management and bandwidth management solutions have been proposed, which aim to improve the QoE delivered to the end-users. When managing a network, QoE fairness may be taken into account in order to keep the users sufficiently satisfied (i.e., high QoE) in a fair manner. From a QoE perspective, network resources and multimedia services should be managed in order to guarantee specific QoE levels instead of classical QoS parameters, which are unable to reflect the actual delivered QoE. A pure QoE-centric management is challenged by the nature of the Internet itself, as the Internet protocols and architecture were not originally designed to support today's complex and high demanding multimedia services. As an example for an implementation of QoE management, network nodes can become QoE-aware by estimating the status of the multimedia service as perceived by the end-users. This information can then be used to improve the delivery of the multimedia service over the network and proactively improve the users' QoE. This can be achieved, for example, via traffic shaping. QoE management gives the service provider and network operator the capability to minimize storage and network resources by allocating only the resources that are sufficient to maintain a specific level of user satisfaction. As it may involve limiting resources for some users or services in order to increase the overall network performance and QoE, the practice of QoE management requires that net neutrality regulations are considered.
