Hybrid machine translation is a method of machine translation that is characterized by the use of multiple machine translation approaches within a single machine translation system. The motivation for developing hybrid machine translation systems stems from the failure of any single technique to achieve a satisfactory level of accuracy. Many hybrid machine translation systems have been successful in improving the accuracy of the translations, and there are several popular machine translation systems which employ hybrid methods. == Approaches == === Multi-engine === This approach to hybrid machine translation involves running multiple machine translation systems in parallel. The final output is generated by combining the output of all the sub-systems. Most commonly, these systems use statistical and rule-based translation subsystems, but other combinations have been explored. For example, researchers at Carnegie Mellon University have had some success combining example-based, transfer-based, knowledge-based and statistical translation sub-systems into one machine translation system. === Statistical rule generation === This approach involves using statistical data to generate lexical and syntactic rules. The input is then processed with these rules as if it were a rule-based translator. This approach attempts to avoid the difficult and time-consuming task of creating a set of comprehensive, fine-grained linguistic rules by extracting those rules from the training corpus. This approach still suffers from many problems of normal statistical machine translation, namely that the accuracy of the translation will depend heavily on the similarity of the input text to the text of the training corpus. As a result, this technique has had the most success in domain-specific applications, and has the same difficulties with domain adaptation as many statistical machine translation systems. === Multi-Pass === This approach involves serially processing the input multiple times. The most common technique used in multi-pass machine translation systems is to pre-process the input with a rule-based machine translation system. The output of the rule-based pre-processor is passed to a statistical machine translation system, which produces the final output. This technique is used to limit the amount of information a statistical system need consider, significantly reducing the processing power required. It also removes the need for the rule-based system to be a complete translation system for the language, significantly reducing the amount of human effort and labor necessary to build the system. === Confidence-Based === This approach differs from the other hybrid approaches in that in most cases only one translation technology is used. A confidence metric is produced for each translated sentence from which a decision can be made whether to try a secondary translation technology or to proceed with the initial translation output. SMT is also used when common error patterns such as multiple repeat words appear in sequence, as is common with NMT when the attention mechanism is confused.

Czekanowski distance

The Czekanowski distance (sometimes shortened as CZD) is a per-pixel quality metric that estimates quality or similarity by measuring differences between pixels. Because it compares vectors with strictly non-negative elements, it is often used to compare colored images, as color values cannot be negative. NIS2 Directive

The Directive (EU) 2022/2555, commonly known as NIS2 is a directive of the European Union aimed at protecting digital infrastructure, in particular critical infrastructure. It broadened the sectors covered by EU network and information security rules and updated incident reporting and oversight compared to the NIS1. Member States were required to transpose NIS2 by 17 October 2024, and the earlier NIS Directive was repealed on 18 October 2024. Only 23 Member States have fully implemented the measures contained with the NIS Directive. Infringement proceedings against them to enforce the Directive have not taken place, and they are not expected to take place in the near future. This failed implementation has led to the fragmentation of cybersecurity capabilities across the EU, with differing standards, incident reporting requirements and enforcement requirements being implemented in different Member States. From the EFTA countries (to April 2026) only Liechtenstein has fully transposed the NIS2 Directive. While the EFTA commission is conducting preparations to transpose the directive into its legislation. == National implementations == === Czech Republic === It is implemented through the Act No. 264/2025 Coll. also called Zákon o kybernetické bezpečnosti (Cybersecurity law) and through another five implementing regulations. The transposing legislation came into force on November 1st, 2025. === Germany === It is implemented through the Gesetz zur Umsetzung der NIS-2-Richtlinie und zur Regelung wesentlicher Grundzüge des Informationssicherheitsmanagements in der Bundesverwaltung. === Ireland === It is implemented through the National Cyber Security Bill. === The Netherlands === It is implemented through the Cyberbeveiligingswet (Cbw). === Slovakia === It is implemented through via an amendment of the Act No. 69/2018 Coll. also called Zákon o kybernetickej bezpečnosti a o zmene a doplnení niektorých zákonov (Law on Cybersecurity and change and amendment of certain laws). It came into force on November 1st, 2025. === Spain === It is implemented through the Esquema Nacional de Seguridad (ENS).

Tandem Money

Tandem is one of the UK's original challenger banks. Tandem is a digital bank with a mobile app, and no branches. The acquisition of Harrods Bank in 2017 allowed the company to provide services using the former's banking licence. Tandem Bank Limited is authorised by the Prudential Regulation Authority and regulated by the Financial Conduct Authority. Tandem has offices across the UK in Blackpool, Cardiff, Durham and London, employing over 500 people. == History == The company was founded by Ricky Knox, Matt Cooper and Michael Kent in 2014. In December 2016, Tandem announced that it had secured a £35 million investment from The Sanpower Group, the Chinese company that also owned the department store House of Fraser; however, £29 million of this investment was later revoked by Sanpower over concerns that the Chinese Government would object to the investment following increased restrictions on outbound investment in China. This resulted in a delay in the launch of Tandem's savings products, which, at the time of the revocation, was expected imminently and, more importantly, meant that Tandem volunteered the return of their banking license but retained all other permissions. In April 2018, Tandem launched fixed-term savings accounts, offering one-, two- and three-year terms through its app. === Acquisitions === In August 2017, it was announced that Tandem would fully acquire Harrods Bank, founded in 1893, in a deal that would bring a near-£200m loan book, over £300m of deposits and nearly £80 million of capital. Prior to its sale to Tandem Money, Harrods Bank catered for high-net-worth (HNW) individuals and operated from the Harrods store in Knightsbridge, London. It offered a variety of personal and business current and savings accounts, mortgages, foreign currency and gold bullion trading services. On 7 August 2017, Tandem Money Limited announced a deal to acquire 100% of Harrods Bank Limited shares. The purchase deal closed successfully on 11 January 2018. In March 2018, Tandem agreed to acquire Pariti Technologies Limited, developers of the Pariti money management application. In August 2020 Tandem acquired green home improvement loan specialists Allium Lending Group. It was announced on 8 February 2021 that Tandem had agreed to purchase the mortgage book from private bank Bank and Clients, consisting of 300 B&C customers for an undisclosed amount. In January 2022 Tandem Bank acquired consumer lender Oplo, creating a combined business with £1.2 billion of total assets. In April 2023, it was announced that Tandem had acquired money-sharing app Loop Money. At the time of the purchase, one of Loop's founders – Paul Pester – was also chairman at Tandem. == Features == Tandem Bank offers customers savings, mortgages, personal and secured loans, green home improvement loans and motor finance. In November 2022, the bank launched its new Tandem Marketplace, providing information and resources to help promote greener living.

International Road Traffic and Accident Database

The International Road Traffic and Accident Database (IRTAD) is an initiative dedicated to compiling and analyzing global road crash data. It is managed by the International Transport Forum (ITF) under the auspices of its permanent working group, which specializes in road safety, commonly referred to as the IRTAD Group. The primary objective of IRTAD is to provide a robust empirical basis for international comparisons in the field of road safety and to offer data to support the formulation of effective road safety policies. == Data availability == A portion of the data gathered by IRTAD is accessible for free through the OECD statistics website, however the remaining data requires a subscription for access. == History == The IRTAD database was originally started in 1988 by Germany's Federal Institution for Roads (BASt) in response to demands for international comparative data. It was later taken over and expanded by the International Transport Forum and has grown to be an important resource for comparing road safety metrics between countries worldwide, although mostly in the developed world. Every year, the ITF publishes comparative and country-by-country road safety data gathered for the IRTAD database and analysed by the IRTAD Group in the ITF Road Safety Annual Report, informally known as "IRTAD Report". Over the years, the IRTAD acronym has come to stand not only for the database, but also for the Traffic Safety Data and Analysis Group (usually referred to as IRTAD Group). The IRTAD Group is the International Transport Forum's permanent working group on road safety. It consists of a group of international road safety experts drawn from national road administrations, road safety research institutes, International organizations, automobile associations, insurance companies, car manufacturers and other road safety stakeholders. The IRTAD Group is a major forum for international road safety collaboration and exchange of best practices. Its focus is on improving road safety data as a basis for targeting interventions that are effective in reducing the number of road deaths and serious traffic injuries. The work of IRTAD, among that of others, has spawned the creation of road safety observatories for different world regions: the Ibero-American Road Safety Observatory Archived 2020-06-28 at the Wayback Machine (OISEVI), the African Road Safety Observatory Archived 2020-06-10 at the Wayback Machine, and the South-East Asian Road Safety Observatory. The ITF supports OISEVI through the Spanish-language IRTAD-LAC database and is actively involved in the implementation of the African and South East-Asian observatories. The genesis of the road safety observatory movement dates back to 2008, when the ITF, via IRTAD, began to facilitate twinning between countries striving to improve their road safety record and countries with high road safety performance. The initial twinning was between Jamaica and the United Kingdom. This work was supported by the World Bank, the Inter-American Development Bank (IADB) and the FIA Foundation. The twinning between Argentina and Spain in 2011 led to the creation of OISEVI. To this day, the ITF supports OISEVI through the Spanish-language IRTAD-LAC database. In 2006, the ITF set up Safer City Streets, a global traffic safety network for cities that replicates the successful IRTAD approach for urban road safety.

Drush

Drush (DRUpal SHell) is a computer software shell-based application used to control, manipulate, and administer Drupal websites. == Details == Drush was originally developed by Arto Bendiken for Drupal 4.7. In May 2007, it was partly rewritten and redesigned for Drupal 5 by Franz Heinzmann. Drush is maintained by Moshe Weitzman with the support of Owen Barton, greg.1.anderson, jonhattan, Mark Sonnabaum, Jonathan Hedstrom and Christopher Gervais.

CityEngine

ArcGIS CityEngine is a commercial 3D modeling program. Developed by Esri R&D Center Zurich (formerly Procedural Inc.), it specializes in the generation of 3D urban environments to support the creation of detailed large-scale 3D city models. Unlike traditional 3D modeling methodology, which uses computer-aided design (CAD) tools and techniques, CityEngine takes a procedural modeling approach which shapes generation via a rules-based system. Due to its integration with the wider ArcGIS platform, CityEngine can also be used with geographic information system (GIS) datasets. CityEngine can be used for urban planning and architecture, graphics visualization, game development, entertainment, and archeology. CityEngine can be used to visualize the building information modeling (BIM) data of buildings in a larger urban context, making for more realistic construction projects. == History and releases == === Software history === ArcGIS CityEngine, originally named Esri CityEngine, was developed at Swiss technology university ETH Zurich by Pascal Mueller, the co-founder and CEO of Procedural Inc. While researching for his PhD at the ETH Computer Vision Lab, Mueller invented a number of techniques for procedural modeling of 3D architecture that make up the foundation of CityEngine. CityEngine publically debuted at the 2001 SIGGRAPH conference; since then, additional research papers have been published that have contributed to CityEngine and its features. The first commercial version of CityEngine was released in 2008. In 2007, Procedural Inc. was founded and separated from ETH Zurich, the top-ranking technology university in Switzerland. In the summer of 2011, Procedural Inc. was acquired by Esri Inc., becoming Esri R&D Center Zurich. Esri CityEngine was renamed to ArcGIS CityEngine in June 2020 to offically make it a part of the ArcGIS software suite. === Releases === === Licensing and pricing === ArcGIS CityEngine is included in the Professional and Professional Plus tiers of ArcGIS Online. VR viewing of modeled environments with Samsung Gear VR Use a variety of materials through the Esri materials library == Procedural modeling == ArcGIS CityEngine uses a procedural modeling approach to automatically generate models through a predefined rule set. The rules are defined through a CGA shape grammar system, enabling the creation of complex parametric models. Users can change or add the shape grammar as needed. Urban environments can be modeled within CityEngine by starting with creating a street network (either from the street drawing tool or with data imported from map data). Then, lots may be subdivided as many times as specified, resulting in a map of multiple lots and streets. CityEngine can then be instructed to start generating the buildings using defined procedural modeling rules. At this point, the city model can be re-designed and adjusted by changing the parameters or the shape grammar. === Geodesign === Though CityEngine is not an analytical tool like GIS, discussions about geodesign often mention the use of ArcGIS CityEngine. As it can be used to enhance 3D shape generation in ArcGIS, ArcGIS CityEngine is a critical product to improve the applicability of geodesign by using geospatial information to design or analyze a city. == Applications == === Urban design and planning === Garsdale Design used ArcGIS CityEngine in the creation of city master plans in Iraq before 2013, both to model existing historic areas and also model future plans. Larger companies like Foster+Partners and HOK Architects have also used CityEngine in their urban planning projects. === Urban and environmental studies === Because its primary feature is building informative city models, some urban researchers use CityEngine to compare land-use planning schemes, for example in very dense global cities such as Hong Kong and Seoul. Environmental scientists can also utilize the instant 3D model generation in CityEngine, which can make for more convenient informative research than modeling a city by creating each building individually. === Game development === CityEngine can be used as a tool in the creation of video games that require detailed 3D environments to assign interactive scripts. === Movie industry === Zootopia (also known outside of the US as Zootopolis), which won the 2016 Academy Award for Best Animated Feature Film, used CityEngine to model the city in its movie. multi-scaling city, the designers used CityEngine due to its rule-based system.
