Global digital divide

The global digital divide describes global disparities, primarily between developed and developing countries, in regards to access to computing and information resources such as the Internet and the opportunities derived from such access. The Internet is expanding very quickly, and not all countries—especially developing countries—can keep up with the constant changes. The term "digital divide" does not necessarily mean that someone does not have technology; it could mean that there is simply a difference in technology. These differences can refer to, for example, high-quality computers, fast Internet, technical assistance, or telephone services. == Statistics == There is a large inequality worldwide in terms of the distribution of installed telecommunication bandwidth. In 2014 only three countries (China, US, Japan) host 50% of the globally installed bandwidth potential (see pie-chart Figure on the right). This concentration is not new, as historically only ten countries have hosted 70–75% of the global telecommunication capacity (see Figure). The U.S. lost its global leadership in terms of installed bandwidth in 2011, being replaced by China, which hosts more than twice as much national bandwidth potential in 2014 (29% versus 13% of the global total). == Versus the digital divide == The global digital divide is a special case of the digital divide; the focus is set on the fact that "Internet has developed unevenly throughout the world" causing some countries to fall behind in technology, education, labor, democracy, and tourism. The concept of the digital divide was originally popularized regarding the disparity in Internet access between rural and urban areas of the United States of America; the global digital divide mirrors this disparity on an international scale. The global digital divide also contributes to the inequality of access to goods and services available through technology. Computers and the Internet provide users with improved education, which can lead to higher wages; the people living in nations with limited access are therefore disadvantaged. This global divide is often characterized as falling along what is sometimes called the North–South divide of "northern" wealthier nations and "southern" poorer ones. == Obstacles to a solution == Some people argue that necessities need to be considered before achieving digital inclusion, such as an ample food supply and quality health care. Minimizing the global digital divide requires considering and addressing the following types of access: === Physical access === Involves "the distribution of ICT devices per capita…and land lines per thousands". Individuals need to obtain access to computers, landlines, and networks in order to access the Internet. This access barrier is also addressed in Article 21 of the convention on the Rights of Persons with Disabilities by the United Nations. === Financial access === The cost of ICT devices, traffic, applications, technician and educator training, software, maintenance, and infrastructures require ongoing financial means. Financial access and "the levels of household income play a significant role in widening the gap". === Socio-demographic access === Empirical tests have identified that several socio-demographic characteristics foster or limit ICT access and usage. Among different countries, educational levels and income are the most powerful explanatory variables, with age being a third one. While a Global Gender Gap in access and usage of ICT's exist, empirical evidence shows that this is due to unfavorable conditions concerning employment, education and income and not to technophobia or lower ability. In the contexts understudy, women with the prerequisites for access and usage turned out to be more active users of digital tools than men. In the US, for example, the figures for 2018 show 89% of men and 88% of women use the Internet. === Cognitive access === In order to use computer technology, a certain level of information literacy is needed. Further challenges include information overload and the ability to find and use reliable information. === Design access === Computers need to be accessible to individuals with different learning and physical abilities including complying with Section 508 of the Rehabilitation Act as amended by the Workforce Investment Act of 1998 in the United States. === Institutional access === In illustrating institutional access, Wilson states "the numbers of users are greatly affected by whether access is offered only through individual homes or whether it is offered through schools, community centers, religious institutions, cybercafés, or post offices, especially in poor countries where computer access at work or home is highly limited". === Political access === Guillen & Suarez argue that "democratic political regimes enable faster growth of the Internet than authoritarian or totalitarian regimes." The Internet is considered a form of e-democracy, and attempting to control what citizens can or cannot view is in contradiction to this. Recently situations in Iran and China have denied people the ability to access certain websites and disseminate information. Iran has prohibited the use of high-speed Internet in the country and has removed many satellite dishes in order to prevent the influence of Western culture, such as music and television. === Cultural access === Many experts claim that bridging the digital divide is not sufficient and that the images and language needed to be conveyed in a language and images that can be read across different cultural lines. A 2013 study conducted by Pew Research Center noted how participants taking the survey in Spanish were nearly twice as likely not to use the internet. == Examples == In the early 21st century, residents of developed countries enjoy many Internet services which are not yet widely available in developing countries, including: Mobile phones and small electronic communication devices; E-communities and social-networking; Fast broadband Internet connections, enabling advanced Internet applications; Affordable and widespread Internet access, either through personal computers at home or work, through public terminals in public libraries and Internet cafes, and through wireless access points; E-commerce enabled by efficient electronic payment networks like credit cards and reliable shipping services; Virtual globes featuring street maps searchable down to individual street addresses and detailed satellite and aerial photography; Online research systems which enable users to peruse newspaper and magazine articles that may be centuries old, without having to leave home; Electronic readers such as Kindle, Sony Reader, Samsung Papyrus and Iliad by iRex Technologies; Price engines which help consumers find the best possible online prices and similar services which find the best possible prices at local retailers; Electronic services delivery of government services, such as the ability to pay taxes, fees, and fines online. Further civic engagement through e-government and other sources such as finding information about candidates regarding political situations. == Proposed remedies == There are four specific arguments why it is important to "bridge the gap": Economic equality – For example, the telephone is often seen as one of the most important components, because having access to a working telephone can lead to higher safety. If there were to be an emergency, one could easily call for help if one could use a nearby phone. In another example, many work-related tasks are online, and people without access to the Internet may not be able to complete work up to company standards. The Internet is regarded by some as a basic component of civic life that developed countries ought to guarantee for their citizens. Additionally, welfare services, for example, are sometimes offered via the Internet. Social mobility – Computer and Internet use is regarded as being very important to development and success. However, some children are not getting as much technical education as others, because lower socioeconomic areas cannot afford to provide schools with computer facilities. For this reason, some kids are being separated and not receiving the same chance as others to be successful. Democracy – Some people believe that eliminating the digital divide would help countries become healthier democracies. They argue that communities would become much more involved in events such as elections or decision making. Economic growth – It is believed that less-developed nations could gain quick access to economic growth if the information infrastructure were to be developed and well used. By improving the latest technologies, certain countries and industries can gain a competitive advantage. MoFA Mitra

MoFA Mitra is a mobile application launched by the Ministry of Foreign Affairs of Nepal to provide digital consular services, emergency support, rescue coordination, and complaint registration facilities for Nepali citizens living and working abroad. The application allows Nepali migrant workers, students, tourists, and Non-Resident Nepalis (NRNs) to access embassy services, emergency help, and official information directly from their smartphones. == Background == The need for a centralized digital support platform for Nepalis abroad had been discussed for several years due to increasing complaints related to labor exploitation, rescue delays, documentation problems, and lack of communication with Nepali diplomatic missions. Media organizations and migrant rights advocates had continuously highlighted issues faced by Nepali workers abroad, including human trafficking, fraudulent recruitment, delayed repatriation, and difficulties in receiving emergency assistance. In response, the Ministry of Foreign Affairs developed the MoFA Mitra app to digitize complaint handling, improve communication between embassies and citizens, and make emergency response faster and more accessible. == Features == The app includes several services and features for Nepali citizens abroad, including complaint registration, rescue coordination, embassy communication, and digital consular support services. Features of the application include: Online complaint registration Emergency rescue request system Direct contact with Nepali embassies and consulates Digital consular information Passport and document-related assistance Labor and migration support information Emergency hotline access Real-time notifications and alerts Location-based embassy information Tracking and coordination support for stranded citizens According to reports, the application was designed to simplify access to diplomatic services and strengthen emergency response coordination for Nepalis abroad. == Launch == The application was officially launched by Nepal’s Ministry of Foreign Affairs in Kathmandu in May 2026. Government officials stated that the app would strengthen Nepal’s digital governance system and improve support mechanisms for Nepali citizens residing overseas. Officials said the platform would help improve communication between Nepali diplomatic missions and citizens during emergencies and rescue operations. == Reception == The launch of the app received positive coverage from Nepali and international media outlets. Commentators described the initiative as a significant step toward modernization of Nepal’s diplomatic and consular services and digital governance infrastructure. Some observers also emphasized the importance of effective implementation, rapid response mechanisms, and continuous monitoring to ensure practical benefits for migrant workers abroad.

Knowledge integration

Knowledge integration is the process of synthesizing multiple knowledge models (or representations) into a common model (representation). Compared to information integration, which involves merging information having different schemas and representation models, knowledge integration focuses more on synthesizing the understanding of a given subject from different perspectives. For example, multiple interpretations are possible of a set of student grades, typically each from a certain perspective. An overall, integrated view and understanding of this information can be achieved if these interpretations can be put under a common model, say, a student performance index. The Web-based Inquiry Science Environment (WISE), from the University of California at Berkeley has been developed along the lines of knowledge integration theory. Knowledge integration has also been studied as the process of incorporating new information into a body of existing knowledge with an interdisciplinary approach. This process involves determining how the new information and the existing knowledge interact, how existing knowledge should be modified to accommodate the new information, and how the new information should be modified in light of the existing knowledge. A learning agent that actively investigates the consequences of new information can detect and exploit a variety of learning opportunities; e.g., to resolve knowledge conflicts and to fill knowledge gaps. By exploiting these learning opportunities the learning agent is able to learn beyond the explicit content of the new information. The machine learning program KI, developed by Murray and Porter at the University of Texas at Austin, was created to study the use of automated and semi-automated knowledge integration to assist knowledge engineers constructing a large knowledge base. A possible technique which can be used is semantic matching. More recently, a technique useful to minimize the effort in mapping validation and visualization has been presented which is based on Minimal Mappings. Minimal mappings are high quality mappings such that i) all the other mappings can be computed from them in time linear in the size of the input graphs, and ii) none of them can be dropped without losing property i). The University of Waterloo operates a Bachelor of Knowledge Integration undergraduate degree program as an academic major or minor. The program started in 2008.

Non-human

Non-human (also spelled nonhuman) is any entity displaying some, but not enough, human characteristics to be considered a human. The term has been used in a variety of contexts and may refer to objects that have been developed with human intelligence, such as robots or vehicles. == Organisms == === Animal rights and personhood === In the animal rights movement, it is common to distinguish between "human animals" and "non-human animals". Participants in the animal rights movement generally recognize that non-human animals have some similar characteristics to those of human persons. For example, various non-human animals have been shown to register pain, compassion, memory, and some cognitive function. Some animal rights activists argue that the similarities between human and non-human animals justify giving non-human animals rights that human society has afforded to humans, such as the right to self-preservation, and some even wish for all non-human animals or at least those that bear a fully thinking and conscious mind, such as vertebrates and some invertebrates such as cephalopods, to be given a full right of personhood. === The non-human in philosophy === Contemporary philosophers have drawn on the work of Henri Bergson, Gilles Deleuze, Félix Guattari, and Claude Lévi-Strauss (among others) to suggest that the non-human poses epistemological and ontological problems for humanist and post-humanist ethics, and have linked the study of non-humans to materialist and ethological approaches to the study of society and culture. == Software and robots == The term non-human has been used to describe computer programs and robot-like devices that display some human-like characteristics. In both science fiction and in the real world, computer programs and robots have been built to perform tasks that require human-computer interactions in a manner that suggests sentience and compassion. There is increasing interest in the use of robots in nursing homes and to provide elder care. Computer programs have been used for years in schools to provide one-on-one education with children. The Tamagotchi toy required children to provide care, attention, and nourishment to keep it "alive".

Label noise

Label noise refers to errors or inaccuracies in the class labels of data instances. This is a widespread issue in machine learning datasets, arising from human annotator mistakes, unclear labeling instructions, automated labeling methods, or adversarial attacks in supervised learning. Label noise can be roughly divided into random noise, where labels are flipped independently of input features, and systematic noise, where mislabeling is dependent on certain patterns or biases in the data. Label noise can be damaging to model performance, especially for complex models that may overfit to noisy labels rather than generalizable patterns. Many approaches have been proposed to deal with the effects of label noise, including robust loss functions, noise-tolerant algorithms, data cleaning methods, and semi-supervised learning approaches. To reduce the impact of wrong labels during training, techniques like label smoothing, sample reweighting and using trusted validation sets are used. The role of noise-robust training paradigms and curriculum learning strategies to improve resilience against mislabeled data is also explored in recent research.

Shape factor (image analysis and microscopy)

Shape factors are dimensionless quantities used in image analysis and microscopy that numerically describe the shape of a particle, independent of its size. Shape factors are calculated from measured dimensions, such as diameter, chord lengths, area, perimeter, centroid, moments, etc. The dimensions of the particles are usually measured from two-dimensional cross-sections or projections, as in a microscope field, but shape factors also apply to three-dimensional objects. The particles could be the grains in a metallurgical or ceramic microstructure, or the microorganisms in a culture, for example. The dimensionless quantities often represent the degree of deviation from an ideal shape, such as a circle, sphere or equilateral polyhedron. Shape factors are often normalized, that is, the value ranges from zero to one. A shape factor equal to one usually represents an ideal case or maximum symmetry, such as a circle, sphere, square or cube. == Aspect ratio == The most common shape factor is the aspect ratio, a function of the largest diameter and the smallest diameter orthogonal to it: A R = d min d max {\displaystyle A_{R}={\frac {d_{\min }}{d_{\max }}}} The normalized aspect ratio varies from approaching zero for a very elongated particle, such as a grain in a cold-worked metal, to near unity for an equiaxed grain. Such an estimate on a typical flat map, using the Mercator projection, would be less accurate due to the distorted scale at high latitudes. The circularity is deceptively low, due to the fjords that give Greenland a very jagged coastline (see the coastline paradox). A low value of circularity does not necessarily indicate a lack of symmetry, and shape factors are not limited to microscopic objects.

Toy problem

In scientific disciplines, a toy problem or a puzzlelike problem is a problem that is not of immediate scientific interest, yet is used as an expository device to illustrate a trait that may be shared by other, more complicated, instances of the problem, or as a way to explain a particular, more general, problem solving technique. A toy problem is useful to test and demonstrate methodologies. Researchers can use toy problems to compare the performance of different algorithms. They are also good for game designing. For instance, while engineering a large system, the large problem is often broken down into many smaller toy problems which have been well understood in detail. Often these problems distill a few important aspects of complicated problems so that they can be studied in isolation. Toy problems are thus often very useful in providing intuition about specific phenomena in more complicated problems. As an example, in the field of artificial intelligence, classical puzzles, games and problems are often used as toy problems. These include sliding-block puzzles, N-Queens problem, missionaries and cannibals problem, tic-tac-toe, chess, Tower of Hanoi and others.
