Maritime Informatics is a thematic topic within the broader discipline of informatics. It can be considered as both a field of study and domain of application. As an application domain, it is the outlet of innovations originating from data science and artificial intelligence; as a field of study, it is positioned between computer science and marine engineering. == Beginnings of maritime informatics == As a result of the increasing levels of digitalisation occurring in the maritime sector starting around 2010 and stimulated by the EU-endorsed MonaLisa project for sea traffic management (STM), a number of academics and shipping industry leaders recognised that the maritime transportation sector would benefit from a specific field of study and application to be known as Maritime Informatics - the use of information systems, data sharing and data analytics in the business and operations of maritime transportation. They considered that it would lead to improvements in efficiency, safety, resilience, and ecological sustainability - all of which are currently lacking for many aspects of sea transport. One of the first public airings of the concept of Maritime Informatics was a presentation delivered on 11 September 2014 in Gothenburg, Sweden. A proposal for an inaugural minitrack on Maritime Informatics was accepted for the 2015 Americas Conference on Information Systems in Puerto Rico where three papers were presented. Since then numerous publications has been brought forward captured at www.maritimeinformatics.org and in late 2020 the first reference book on Maritime Informatics was co-written by 81 expert contributors (47 practitioners and 34 researchers) from 20 countries. Most impactful authors and journals in the domain have been documented in a review paper. Dimitrios Zissis, Luca Cazzanti and Leonardo M. Millefiori are the top three authors; top journals and conferences include Ocean Engineering, Proceedings of the 12th ACM International Conference on Distributed and Event-based Systems, Sensors, the international Conference On Engineering, Technology And Innovation, Expert Systems With Applications, IEEE Access, and Journal of Navigation. == Background == The shipping industry has several particular organisational aspects that are recognised and taken into account in maritime informatics: It is predominantly a self-organising ecosystem Many activities are undertaken as part of episodic tight coupling There is a so-called maritime stack There is increasing pressure to balance capital productivity and energy efficiency There is the potential virtuous interplay between different types of systems == Data sharing == Digital data sharing is key to the all-important, arguably fundamental, data analytics aspects of maritime informatics because it opens the way for better access to relevant and reliable data. As in land-based commerce, digital data sharing is a growing phenomenon in maritime operations - though there is a way to go. It is enabling greater transparency for all those involved in the transportation of goods and passengers, not least being the end-customer. This leads to better and more informed decision-making and planning by all those involved. The push for digitalisation and data sharing is being pursued both by governments and the commercial sector. For example, the Member States of the IMO agreed a mandatory requirement for their governments to introduce electronic information exchange between ships and ports as from 8 April 2019. Meanwhile, commercial operators, particularly in the container lines are putting systems in place for sharing data for mutual benefit in their operations. Data sharing is an important aspect of the Port Collaborative Decision Making (PortCDM) and Port Call Optimization initiatives, both of which seek to improve the coordination, synchronization and efficiency of the port call process by enabling a common and shared situational awareness among all those involved. == Standardisation == The availability and sharing of relevant digital data underpins maritime informatics and is key to more effective and efficient coordination and synchronisation in the predominantly self-organising ecosystem that is maritime transportation. For this to occur, a high priority underpinning maritime informatics is the encouragement of standardised digital data exchange and data sharing, leading, in turn, to improvements in shipping analytics. Improved availability of data will support better historical analysis, now-casting and forecasting. The International Maritime Organization (IMO) FAL Committee is taking the lead in ensuring that the common terms used in the various standards being developed or in use in the maritime sector are compatible and therefore interoperable as far as is practicable, by creating and maintaining The IMO Compendium on Facilitation and Electronic Business. The IMO Compendium consists of an IMO Data Set and IMO Reference Data Model agreed by the main organisations involved in the development of standards for the electronic exchange of information related to the FAL Convention: the World Customs Organization (WCO), the United Nations Economic Commission for Europe (UNECE) and the International Organization for Standardization (ISO). There are several other prominent international governmental and non-governmental organisations actively contributing to the ongoing standardisation and harmonisation process including the UN Electronic Data Interchange for Administration, Commerce and Transport (UN EDIFACT), the Digital Container Shipping Association (DCSA), the International Harbour Masters Association (IHMA) and BIMCO - the world's largest direct-membership organisation for shipowners, charterers, shipbrokers and agents.
Shader lamps
Shader lamps is a computer graphic technique used to change the appearance of physical objects. The still or moving objects are illuminated, using one or more video projectors, by static or animated texture or video stream. The method was invented at University of North Carolina at Chapel Hill by Ramesh Raskar, Greg Welch, Kok-lim Low and Deepak Bandyopadhyay in 1999 [1] as a follow on to Spatial Augmented Reality [2] also invented at University of North Carolina at Chapel Hill in 1998 by Ramesh Raskar, Greg Welch and Henry Fuchs. A 3D graphic rendering software is typically used to compute the deformation caused by the non perpendicular, non-planar or even complex projection surface. Complex objects (or aggregation of multiple simple objects) create self shadows that must be compensated by using several projectors. The objects are typically replaced by neutral color ones, the projection giving all its visual properties, thus the name shader lamps. The technique can be used to create a sense of invisibility, by rendering transparency. The object is illuminated not by a replacement of its own visual properties, but by the corresponding visual surface placed behind the object as seen from an arbitrary viewing point.
PitchYaGame
PitchYaGame or #PitchYaGame (sometimes abbreviated to PYG) is a volunteer movement hosted on the social media platform Twitter to showcase, and present awards for, independent video games from around the world. == Description == PitchYaGame is hosted on the social media platform Twitter to showcase independent video games from around the world. Video pitches are presented by developers in June and November each year, and use the hashtag #PitchYaGame to identify and reference news about the showcase and the individual pitches, and the presentation of awards. The showcase was founded in May 2020 by Liam Twose, with the mission of recognising independent video games, and "focused on empowering indie game developers to strengthen their position in the industry." Twose has made clear that PitchYaGame is a showcase and not a hardcore competition, with "[j]ust enough of a push to make sure people put their best pitch forward." The team now comprises Twose (@LiamTwose at Twitter), operations manager "Indie Game Lover" (@IndieGameLover), and host Sarah Clancy (@ImSarahNow). The pitches were originally made monthly, with entries split into a number of categories, but this proved unmanageable. PitchYaGame collaborator, Sarah Clancy reported that judging the many entries on a monthly basis was "difficult and unwieldy." Therefore, pitches were later switched to six monthly, "feature creep" was reduced, and awards streamlined into gold, silver, bronze, runners-up, and most viral. == Sponsorship == In June 2021, PitchYaGame prizes were sponsored by Xsolla, and in November 2021 by Aurora Punks and Cold Pixel. No cash prizes were available in 2022, as the organisers moved PitchYaGame into a less-competitive, "more showcase centric format". == Reception == In October 2020, Elijah Beahm at The Escapist wrote that "One of the greatest challenges for any game is landing a solid pitch. You have to sell people, maybe even a publisher, to take your idea seriously. Most of the time, it's an obfuscated process that leaves the average developer scratching their heads, but Liam Twose and his team behind #PitchYaGame, 'PYG' for short, are looking to change all that with some clever social engineering." In March 2021, Cameron Koch at GameSpot wrote that "Using the #PitchYaGame, thousands of indie developers tweeted out pitches for their games on November 2 as part of a social media contest, and the results are astounding." He went on to say that "There is no arguing with the results. According to Twose, around 1100-1300 games were shared with the hashtag, and some real gems look to have shined through." In November 2021, Stafano "Stef" Castelli at IGN Italia wrote that "I myself enjoyed 'browsing through' the competitors, discovering a handful of intriguing video games in development." (translated from Italian). In November 2022, Eric Bartelson at Premortem Games wrote that "It's a great way to get games noticed by fellow developers, but also publishers, investors and press." In June 2023, Mark Plunkett in Kotaku wrote about the impossibility of keeping up with all the video game releases, and described PitchYaGame, which has attracted over 10,000 pitches since 2020, as an "astoundingly simple idea" that has "become an increasingly useful spot to catch up on some excellent-looking games that we may have otherwise completely slept on."
Social profiling
Social profiling is the process of constructing a social media user's profile using their social data. In general, profiling refers to the data science process of generating a person's profile with computerized algorithms and technology. There are various platforms for sharing this information with the proliferation of growing popular social networks, including but not limited to LinkedIn, Google+, Facebook and Twitter. == Social profile and social data == A person's social data refers to the personal data that they generate either online or offline (for more information, see social data revolution). A large amount of these data, including one's language, location and interest, is shared through social media and social network. Users join multiple social media platforms and their profiles across these platforms can be linked using different methods to obtain their interests, locations, content, and friend list. Altogether, this information can be used to construct a person's social profile. Meeting the user's satisfaction level for information collection is becoming more challenging. This is because of too much "noise" generated, which affects the process of information collection due to explosively increasing online data. Social profiling is an emerging approach to overcome the challenges faced in meeting user's demands by introducing the concept of personalized search while keeping in consideration user profiles generated using social network data. A study reviews and classifies research inferring users social profile attributes from social media data as individual and group profiling. The existing techniques along with utilized data sources, the limitations, and challenges were highlighted. The prominent approaches adopted include machine learning, ontology, and fuzzy logic. Social media data from Twitter and Facebook have been used by most of the studies to infer the social attributes of users. The literature showed that user social attributes, including age, gender, home location, wellness, emotion, opinion, relation, influence are still need to be explored. === Personalized meta-search engines === The ever-increasing online content has resulted in the lack of proficiency of centralized search engine's results. It can no longer satisfy user's demand for information. A possible solution that would increase coverage of search results would be meta-search engines, an approach that collects information from numerous centralized search engines. A new problem thus emerges, that is too much data and too much noise is generated in the collection process. Therefore, a new technique called personalized meta-search engines was developed. It makes use of a user's profile (largely social profile) to filter the search results. A user's profile can be a combination of a number of things, including but not limited to, "a user's manual selected interests, user's search history", and personal social network data. == Social media profiling == According to Samuel D. Warren II and Louis Brandeis (1890), disclosure of private information and the misuse of it can hurt people's feelings and cause considerable damage in people's lives. Social networks provide people access to intimate online interactions; therefore, information access control, information transactions, privacy issues, connections and relationships on social media have become important research fields and are subjects of concern to the public. Ricard Fogues and other co-authors state that "any privacy mechanism has at its base an access control", that dictate "how permissions are given, what elements can be private, how access rules are defined, and so on". Current access control for social media accounts tend to still be very simplistic: there is very limited diversity in the category of relationships on for social network accounts. User's relationships to others are, on most platforms, only categorized as "friend" or "non-friend" and people may leak important information to "friends" inside their social circle but not necessarily users to they consciously want to share the information to. The below section is concerned with social media profiling and what profiling information on social media accounts can achieve. === Privacy leaks === A lot of information is voluntarily shared on online social networks, such as photos and updates on life activities (new job, hobbies, etc.). People rest assured that different social network accounts on different platforms will not be linked as long as they do not grant permission to these links. However, according to Diane Gan, information gathered online enables "target subjects to be identified on other social networking sites such as Foursquare, Instagram, LinkedIn, Facebook and Google+, where more personal information was leaked". The majority of social networking platforms use the "opt out approach" for their features. If users wish to protect their privacy, it is user's own responsibility to check and change the privacy settings as a number of them are set to default option. A major social network platforms have developed geo-tag functions and are in popular usage. This is concerning because 39% of users have experienced profiling hacking; 78% burglars have used major social media networks and Google Street-view to select their victims; and an astonishing 54% of burglars attempted to break into empty houses when people posted their status updates and geo-locations. === Facebook === Formation and maintenance of social media accounts and their relationships with other accounts are associated with various social outcomes. In 2015, for many firms, customer relationship management is essential and is partially done through Facebook. Before the emergence and prevalence of social media, customer identification was primarily based upon information that a firm could directly acquire: for example, it may be through a customer's purchasing process or voluntary act of completing a survey/loyalty program. However, the rise of social media has greatly reduced the approach of building a customer's profile/model based on available data. Marketers now increasingly seek customer information through Facebook; this may include a variety of information users disclose to all users or partial users on Facebook: name, gender, date of birth, e-mail address, sexual orientation, marital status, interests, hobbies, favorite sports team(s), favorite athlete(s), or favorite music, and more importantly, Facebook connections. However, due to the privacy policy design, acquiring true information on Facebook is no trivial task. Often, Facebook users either refuse to disclose true information (sometimes using pseudonyms) or setting information to be only visible to friends, Facebook users who "LIKE" your page are also hard to identify. To do online profiling of users and cluster users, marketers and companies can and will access the following kinds of data: gender, the IP address and city of each user through the Facebook Insight page, who "LIKED" a certain user, a page list of all the pages that a person "LIKED" (transaction data), other people that a user follow (even if it exceeds the first 500, which we usually can not see) and all the publicly shared data. === Twitter === First launched on the Internet in March 2006, Twitter is a platform on which users can connect and communicate with any other user in just 280 characters. Like Facebook, Twitter is also a crucial tunnel for users to leak important information, often unconsciously, but able to be accessed and collected by others. According to Rachel Nuwer, in a sample of 10.8 million tweets by more than 5,000 users, their posted and publicly shared information are enough to reveal a user's income range. A postdoctoral researcher from the University of Pennsylvania, Daniel Preoţiuc-Pietro and his colleagues were able to categorize 90% of users into corresponding income groups. Their existing collected data, after being fed into a machine-learning model, generated reliable predictions on the characteristics of each income group. The mobile app called Streamd.in displays live tweets on Google Maps by using geo-location details attached to the tweet, and traces the user's movement in the real world. === Profiling photos on social network === The advent and universality of social media networks have boosted the role of images and visual information dissemination. Many types of visual information on social media transmit messages from the author, location information and other personal information. For example, a user may post a photo of themselves in which landmarks are visible, which can enable other users to determine where they are. In a study done by Cristina Segalin, Dong Seon Cheng and Marco Cristani, they found that profiling user posts' photos can reveal personal traits such as personality and mood. Social Media (Age-Restricted Users) Bill
The Social Media (Age-Restricted Users) Bill is a member's bill by National Party Member of Parliament Catherine Wedd that seeks to ban children under the age of 16 years from accessing social media by forcing social media companies to implement age verification measures. It is modelled after the Australian government's Online Safety Amendment. In mid October 2025, the New Zealand Parliament confirmed plans to introduce the social media age restriction bill. == Background == In late November 2024, the Albanese government of Australia, with support from the opposition Coalition parties, passed the Online Safety Amendment creating a world-first age verification regime targeting social media platforms operating in the country. The ban targets several social media platforms including Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X (formerly Twitter) and YouTube. These platforms were required to implement age verification systems and to remove under-age users by 10 December 2025, when the law change came into effect. == Draft provisions == The draft Social Media (Age-Restricted Users) Bill defines social media platforms as electronic platforms that enable social media interactions between two or more end-users, facilitates communication between multiple end-users and allows users to post content on the platform. The proposed bill requires social media companies to take action to prevent users under the age of 16 from creating accounts on their platforms. It also creates a framework for courts to impose fines on platforms that fail to take reasonable steps to prevent underaged users from accessing the platform. == Legislative history == === Draft legislation === On 6 May 2025, Wedd announced a private member's bill called the "Social Media (Age-Restricted Users) Bill" that would bar access to social media platforms for people under the age of 16 years. She said that she was motivated as the mother of four children to support families, parents and teachers' efforts to manage their children's online exposure and the passage of the Australian Online Safety Amendment legislation in December 2024. Since National's coalition partner ACT New Zealand had refused to support the bill, the Sixth National Government announce it as a member's bill rather than a government bill. Prime Minister Christopher Luxon has confirmed that National would seek cross-party support for the legislation. ACT MP and the Minister of Internal Affairs Brooke van Velden said that the Government would watch the implementation of the Australian social media age restriction policy. In October 2025, Wedd's bill was drawn from the parliamentary ballot. In addition, Labour Reuben Davidson drafted a similar member's bill that would hold social media providers responsible for restricting "harmful content" and imposed NZ$50,000 fines for non-compliance. In November 2025, Luxon reiterated his support for social media age restriction legislation and said the New Zealand government would introduce a bill in 2026 before the 2026 New Zealand general election. He also confirmed that Education Minister Erica Stanford was leading an investigation into what lessons could be learnt from the Australian legislation. At the request of ACT MP Parmjeet Parmar, Parliament's Education and Workforce Committee held an inquiry into a proposed social media ban in early October 2025. The committee was led by National MP Carl Bates and received 430 submissions from 400 groups and individuals. The committee also heard from 87 in-person submissions. On 10 December 2025, the committee made 12 recommendations including restricting social media access to persons under the age of 16, re-evaluating existing legislation such as the Films, Videos, and Publications Classification Act and the Harmful Digital Communications Act 2015, and regulating online platforms and Internet service providers. The ACT party released a dissenting view disagreeing with the need for a law restricting social media access to under-16 year olds. In mid-May 2026, the Government confirmed that work on the proposed bill to ban under-16 year olds from social media had been paused. The New Zealand Parliament held a debate on the proposed bill on 13 May following a select committee inquiry into the harms caused by social media platforms. While the opposition Labour Party has agreed to support the member's bill, the ACT and Green parties opposed the proposed bill on the grounds that the rules were easy to circumvent, that at-risk groups could become more isolated, and that social media also harmed other age groups. == Responses == === Academia and civil society === In late July 2025, the New Zealand Council for Civil Liberties (NZCCL) expressed concern that the proposed social media age restriction could infringe upon the New Zealand Bill of Rights Act 1990, the Privacy Act 2020 and the United Nations' Convention on the Rights of the Child. The NZCCL also questioned the practicality of age verification software, a social media age limit and whether it would fulfil its stated goal of combating online harm. In August 2025, University of Auckland criminologist and senior lecturer Claire Meehan expressed concern that the social media age restriction legislation would cut children from their friendship and support networks. She also said that children and young people were digital natives who could use VPNs to circumvent the ban. Similar sentiments were echoed by Victoria University of Wellington media and communications lecturer Alex Beattie and "Ocean Today" Instagram social media influencer "Charlie." In October 2025, New Zealand Initiative representative Dr Eric Crampton expressed concern that a social media age restriction would involve the introduction of digital IDs. He argued that a new law was unnecessary and said that parents could limit their children's exposure to social media via Google's Family Link and Apple's equivalent. Similarly, Institute of Economic Affairs public policy fellow Matthew Lesh and the British Free Speech Union expressed concerns that young people could use VPNs to circumvent a social media ban, citing the spike in VPN usage in the United Kingdom following the passage of the Online Safety Act 2023. The advocacy group B416's co-chair Anna Curzon advocated for a social media ban on underage users, stating that social media apps "are made to be addictive" and made it difficult for parents to relate with their children. In late November 2025, B416's co-founder Anna Mowbray expressed support for the Government's social media age restriction bill but expressed disappointment that Luxon had not timed his announcement with the launch of the group's campaign. Generation-Z Aotearoa co-founder Lola Fisher has called on the New Zealand Government to consult with young people on the development of the legislation. === Government agencies and departments === In early October 2025, Privacy Commissioner Michael Webster expressed concern that social media platforms requiring users to prove their age via digital IDs could raise privacy concerns. Webster suggested that age verification systems could relay on various documents including passports. He said that age estimation technologies had high error rates and that age inference technologies relied on data mining. === Political parties === In early May 2025, the National Party government expressed support for a social media age restriction legislation. By contrast, its coalition partner ACT has opposed such legislation. ACT leader David Seymour described the ban as hasty and unworkable since it did not involve parents. Meanwhile, New Zealand First leader Winston Peters expressed support for a social media age restriction but said the bill should be subject to a select committee inquiry. The opposition Labour Party leader Chris Hipkins has expressed interest in a social media age restriction legislation but emphasised the need for consensus. Meanwhile, Green Party co-leader Chlöe Swarbrick said she wanted to learn more about the bill but described it as simplistic. Fellow Greens co-leader Marama Davidson said that the proposed bill would punish children and young people for the harm caused by big tech platforms. === Tech companies === In early October 2025, representatives of TikTok and Meta Platforms cautioned against proposed social media ban on under-16 years olds. During a one-day parliamentary inquiry, Ella Woods-Joyce, TikTok's public policy lead for Australia and New Zealand, and Mia Garlick, Meta's regional director of policy, expressed concern that the social media age restriction could send children and young people to less regulated online spaces. Woods-Joyce highlighted TikTok's policy of closing down accounts belonging to users under the age of 13 years while Garlick highlighted Meta's policy of placing users under the age of 16 in private accounts by default. These tasks are usually required to build more advanced text processing services.
Cambridge Analytica
Cambridge Analytica Ltd. (CA), previously known as SCL USA, was a British political consulting firm that came to prominence through the Facebook–Cambridge Analytica data scandal. It was founded in 2013, as a subsidiary of the private intelligence company and self-described "global election management agency" SCL Group by long-time SCL executives Nigel Oakes, Alexander Nix and Alexander Oakes, with Nix as CEO. Cambridge Analytica was hired by a variety of political actors, including the Trinidadian government in 2010 and the 2016 presidential campaigns of Ted Cruz and Donald Trump. The firm maintained offices in London, New York City, and Washington, D.C. The company closed operations in 2018 due to backlash from the scandal, although firms related to both Cambridge Analytica and its parent firm SCL still exist. == History == Cambridge Analytica was founded in 2013 as a subsidiary of the private intelligence company SCL Group, which describes itself as providing "data, analytics and strategy to governments and military organisations worldwide". The company was part of "an international web of companies" headed by the London-based SCL Group. Cambridge Analytica (SCL USA) was incorporated in January 2013 with its registered office being in Westferry Circus, London and consisting of just one staff member, director and CEO Alexander Nix (also appointed in January 2015). Nix was also the director of nine similar companies sharing the same registered offices in London, including Firecrest technologies, Emerdata and six SCL Group companies including "SCL elections limited". Nigel Oakes, known as the former boyfriend of Lady Helen Windsor, had founded the predecessor SCL Group in the 1990s, and in 2005 Oakes established SCL Group together with his brother Alexander Oakes and Alexander Nix; SCL Group was the parent company of Cambridge Analytica. Former Conservative minister and MP Sir Geoffrey Pattie was the founding chairman of SCL; Lord Ivar Mountbatten also joined Oakes as a director of the company. As a result of the Facebook–Cambridge Analytica data scandal, Nix was removed as CEO and replaced by Julian Wheatland before the company closed. Several of the company's executives were Old Etonians. The company's owners included several of the Conservative Party's largest donors such as billionaire Vincent Tchenguiz, former British Conservative minister Jonathan Marland, Baron Marland and the family of American hedge fund manager Robert Mercer. The company combined misappropriation of digital assets, data mining, data brokerage, and data analysis with strategic communication during electoral processes. While its parent SCL had focused on influencing elections in developing countries since the 1990s, Cambridge Analytica focused more on the western world, including the United Kingdom and the United States; CEO Alexander Nix has said CA was involved in 44 U.S. political races in 2014. In 2015, CA performed data analysis services for Ted Cruz's presidential campaign. In 2016, CA worked for Donald Trump's presidential campaign as well as for Leave.EU (one of the organisations campaigning in the United Kingdom's referendum on European Union membership). CA's role in those campaigns has been controversial and is the subject of ongoing inquiries in both countries. Political scientists question CA's claims about the effectiveness of its methods of targeting voters. == Data scandal == In March 2018, media outlets broke news of Cambridge Analytica's business practices. The New York Times and The Observer reported that the company had acquired and used personal data about Facebook users from an external researcher who had told Facebook he was collecting it for academic purposes. Shortly afterwards, Channel 4 News aired undercover investigative videos showing Nix boasting about using prostitutes, bribery sting operations, and honey traps to discredit politicians on whom it had conducted opposition research, and saying that the company "ran all of (Donald Trump's) digital campaign". In response to the media reports, the Information Commissioner's Office (ICO) of the UK pursued a warrant to search the company's servers. Facebook banned Cambridge Analytica from advertising on its platform, saying that it had been deceived. On 23 March 2018, the British High Court granted the ICO a warrant to search Cambridge Analytica's London offices. As a result, Nix was suspended as CEO, and replaced by Julian Wheatland. The personal data of up to 87 million Facebook users were acquired via the 270,000 Facebook users who used a Facebook app created by Aleksandr Kogan called "This Is Your Digital Life". This was a personality profiling app and asked simple personality questions similar to other Facebook quizzes. Kogan was a scientist and psychologist, also being an employed lecturer for the University of Cambridge from 2012 to 2018. Alexander Nix claimed they had close to five thousand data points on each person who participated. They also gathered information through other data brokers ending with them acquiring millions of data points from American citizens. Kogan's app exploited a feature of Facebook's Graph API (version 1.0), which permitted any third-party app to access not only the app user's data, but also the full profile data of all of that user's Facebook friends, without those friends' knowledge or consent. This platform-wide design was available to all developers and was used by tens of thousands of apps; Facebook CEO Mark Zuckerberg later told the House Energy and Commerce Committee that the company was auditing "tens of thousands" of apps that had had access to large amounts of user data. Because the average Facebook user at the time had approximately 300 friends, the 270,000 users who installed Kogan's app yielded data on up to 87 million people. Facebook deprecated the friends-data API in April 2014 and shut it down entirely in April 2015, but data already collected by apps remained in developers' possession. Kogan passed this data to Cambridge Analytica, breaching Facebook's terms of service. On 1 May 2018, Cambridge Analytica and its parent company SCL filed for insolvency proceedings and closed operations. Alexander Tayler, a former director for Cambridge Analytica, was appointed director of Emerdata on 28 March 2018. Rebekah Mercer, Jennifer Mercer, Alexander Nix and Johnson Chun Shun Ko, who has links to American businessman Erik Prince, are in leadership positions at Emerdata. The Russo brothers are producing an upcoming film on Cambridge Analytica. In 2019 the Federal Trade Commission filed an administrative complaint against Cambridge Analytica for misuse of data. In 2020, the British Information Commissioner's Office closed a three-year inquiry into the company, concluded that Cambridge Analytica was "not involved" in the 2016 Brexit referendum and found no additional evidence for Russia's alleged interference during the campaign. US sensitive polling and election data, however, were passed to Russian Intelligence via a Cambridge Analytica contractor Sam Patten, Trump campaign manager Paul Manafort, and Russian agent Konstantin Kilimnik, who was indicted during the affair. Publicly, parent company SCL Group called itself a "global election management agency", Politico reported it was known for involvement "in military disinformation campaigns to social media branding and voter targeting". SCL gained work on a large number of campaigns for the US and UK governments' war on terror advancing their model of behavioral conflict during the 2000s. SCL's involvement in the political world has been primarily in the developing world where it has been used by the military and politicians to study and manipulate public opinion and political will. Slate writer Sharon Weinberger compared one of SCL's hypothetical test scenarios to fomenting a coup. Among the investors in Cambridge Analytica were some of the Conservative Party's largest donors such as billionaire Vincent Tchenguiz, former Conservative minister Jonathan Marland, Baron Marland, Roger Gabb, the family of American hedge fund manager Robert Mercer, and Steve Bannon. A minimum of 15 million dollars has been invested into the company by Mercer, according to The New York Times. Bannon's stake in the company was estimated at 1 to 5 million dollars, but he divested his holdings in April 2017 as required by his role as White House Chief Strategist.
