    Mozilla VPN is an open-source virtual private network developed by Mozilla. It launched in beta as Firefox Private Network on September 10, 2019, and officially launched on July 15, 2020, as Mozilla VPN. Mozilla VPN should not be confused with the built-in VPN in Firefox since version 149 released in March 2026, which is free with a monthly data limit of 50 GB but only masks traffic that originates in Firefox unlike Mozilla VPN that protects the entire device. == History == The Firefox Private Network web browser extension beta version was released on September 10, 2019, as part of the relaunch of Mozilla's Test Pilot Program, a program that allowed Firefox users to test experimental new features which had been shuttered in January 2019. The beta of the subscription-based standalone virtual private network for Android, Microsoft Windows, and Chromebook launched on February 19, 2020, with the iOS version following soon after. Firefox Private Network was rebranded as "Mozilla VPN" on June 18, 2020, and officially launched as Mozilla VPN on July 15, 2020. At launch, Mozilla VPN was available in six countries (the United States, Canada, the United Kingdom, Singapore, Malaysia, and New Zealand) for Windows 10, Android, and iOS (beta). Over time, the service also launched in Germany, France, Italy, Spain, Switzerland, Austria, Belgium, Netherlands, Ireland, Finland, Sweden, Poland, Czechia, Hungary, Romania, Bulgaria, Slovakia, Portugal, Denmark, Croatia, Lithuania, Slovenia, Latvia, Luxembourg, Estonia, Cyprus, and Malta. == Audits history == Cybersecurity firm Cure53 conducted a security audit for Mozilla VPN in August 2020 and identified multiple vulnerabilities, including one critical-severity vulnerability. In March 2021, Cure53 conducted a second security audit, which noted significant improvements since the 2020 audit. The second audit identified multiple issues, including two medium-severity and one high-severity vulnerability, but concluded that by the time of publication, only one vulnerability remained unresolved, and that it would require "a strong state-funded attacker-model" to be exploitable. Mozilla disclosed most of the vulnerabilities in July 2021 and released the full report by Cure53 in August 2021. In April 2023, Cure53 conducted a third security audit, the results of which Mozilla disclosed in December that year, along with the full report by Cure53. == Features == Mozilla VPN masks the user's IP address, hiding the user's location data from the websites accessed by the user, and encrypts all network activity. The service allows for up to 5 simultaneous connections, to any of more than 500 servers in 30+ countries, and is available on the mobile operating systems iOS and Android and the desktop operating systems Microsoft Windows, macOS and Linux. Mozilla VPN's infrastructure is provided by the Swedish Mullvad VPN service, which uses the WireGuard VPN protocol. The VPN software comes with additional features, like recommended server locations, the ability to block ads, block ad trackers and malware, the ability to exclude certain applications from protection, the ability to set multi-hop connections, and to set custom DNS servers. When used with Firefox and the official extension, Mozilla VPN allows the use of different settings per container as well as bypassing the VPN for specific websites.

    AlphaZero

    AlphaZero is a computer program developed by artificial intelligence research company DeepMind to master the games of chess, shogi and go. This algorithm uses an approach similar to AlphaGo Zero. On December 5, 2017, the DeepMind team released a preprint paper introducing AlphaZero, which would soon play three games by defeating world-champion chess engines Stockfish, Elmo, and the three-day version of AlphaGo Zero. In each case it made use of custom tensor processing units (TPUs) that the Google programs were optimized to use. AlphaZero was trained solely via self-play using 5,000 first-generation TPUs to generate the games and 64 second-generation TPUs to train the neural networks, all in parallel, with no access to opening books or endgame tables. After four hours of training, DeepMind estimated AlphaZero was playing chess at a higher Elo rating than Stockfish 8; after nine hours of training, the algorithm defeated Stockfish 8 in a time-controlled 100-game tournament (28 wins, 0 losses, and 72 draws). The trained algorithm played on a single machine with four TPUs. DeepMind's paper on AlphaZero was published in the journal Science on 7 December 2018. While the actual AlphaZero program has not been released to the public, the algorithm described in the paper has been implemented in publicly available software. In 2019, DeepMind published a new paper detailing MuZero, a new algorithm able to generalize AlphaZero's work, playing both Atari and board games without knowledge of the rules or representations of the game. == Relation to AlphaGo Zero == AlphaZero (AZ) is a more generalized variant of the AlphaGo Zero (AGZ) algorithm, and is able to play shogi and chess as well as Go. Differences between AZ and AGZ include: AZ has hard-coded rules for setting search hyperparameters. The neural network is now updated continually. AZ doesn't use symmetries, unlike AGZ. Chess or Shogi can end in a draw unlike Go; therefore, AlphaZero takes into account the possibility of a drawn game. == Stockfish and Elmo == Comparing Monte Carlo tree search searches, AlphaZero searches just 80,000 positions per second in chess and 40,000 in shogi, compared to 70 million for Stockfish and 35 million for Elmo. AlphaZero compensates for the lower number of evaluations by using its deep neural network to focus much more selectively on the most promising variation. == Training == AlphaZero was trained by simply playing against itself multiple times, using 5,000 first-generation TPUs to generate the games and 64 second-generation TPUs to train the neural networks. In parallel, the in-training AlphaZero was periodically matched against its benchmark (Stockfish, Elmo, or AlphaGo Zero) in brief one-second-per-move games to determine how well the training was progressing. DeepMind judged that AlphaZero's performance exceeded the benchmark after around four hours of training for Stockfish, two hours for Elmo, and eight hours for AlphaGo Zero. == Preliminary results == === Outcome === ==== Chess ==== In AlphaZero's chess match against Stockfish 8 (2016 TCEC world champion), each program was given one minute per move. AlphaZero was flying the English flag, while Stockfish the Norwegian. Stockfish was allocated 64 threads and a hash size of 1 GB, a setting that Stockfish's Tord Romstad later criticized as suboptimal. AlphaZero was trained on chess for a total of nine hours before the match. During the match, AlphaZero ran on a single machine with four application-specific TPUs. In 100 games from the normal starting position, AlphaZero won 25 games as White, won 3 as Black, and drew the remaining 72. In a series of twelve, 100-game matches (of unspecified time or resource constraints) against Stockfish starting from the 12 most popular human openings, AlphaZero won 290, drew 886 and lost 24. ==== Shogi ==== AlphaZero was trained on shogi for a total of two hours before the tournament. In 100 shogi games against Elmo (World Computer Shogi Championship 27 summer 2017 tournament version with YaneuraOu 4.73 search), AlphaZero won 90 times, lost 8 times and drew twice. As in the chess games, each program got one minute per move, and Elmo was given 64 threads and a hash size of 1 GB. ==== Go ==== After 34 hours of self-learning of Go and against AlphaGo Zero, AlphaZero won 60 games and lost 40. === Analysis === DeepMind stated in its preprint, "The game of chess represented the pinnacle of AI research over several decades. State-of-the-art programs are based on powerful engines that search many millions of positions, leveraging handcrafted domain expertise and sophisticated domain adaptations. AlphaZero is a generic reinforcement learning algorithm – originally devised for the game of go – that achieved superior results within a few hours, searching a thousand times fewer positions, given no domain knowledge except the rules." DeepMind's Demis Hassabis, a chess player himself, called AlphaZero's play style "alien": It sometimes wins by offering counterintuitive sacrifices, like offering up a queen and bishop to exploit a positional advantage. "It's like chess from another dimension." Given the difficulty in chess of forcing a win against a strong opponent, the +28 –0 =72 result is a significant margin of victory. However, some grandmasters, such as Hikaru Nakamura and Komodo developer Larry Kaufman, downplayed AlphaZero's victory, arguing that the match would have been closer if the programs had access to an opening database (since Stockfish was optimized for that scenario). Romstad additionally pointed out that Stockfish is not optimized for rigidly fixed-time moves and the version used was a year old. Similarly, some shogi observers argued that the Elmo hash size was too low, that the resignation settings and the "EnteringKingRule" settings (cf. shogi § Entering King) may have been inappropriate, and that Elmo is already obsolete compared with newer programs. === Reaction and criticism === Papers headlined that the chess training took only four hours: "It was managed in little more than the time between breakfast and lunch." Wired described AlphaZero as "the first multi-skilled AI board-game champ". AI expert Joanna Bryson noted that Google's "knack for good publicity" was putting it in a strong position against challengers. "It's not only about hiring the best programmers. It's also very political, as it helps make Google as strong as possible when negotiating with governments and regulators looking at the AI sector." Human chess grandmasters generally expressed excitement about AlphaZero. Danish grandmaster Peter Heine Nielsen likened AlphaZero's play to that of a superior alien species. Norwegian grandmaster Jon Ludvig Hammer characterized AlphaZero's play as "insane attacking chess" with profound positional understanding. Former champion Garry Kasparov said, "It's a remarkable achievement, even if we should have expected it after AlphaGo." Grandmaster Hikaru Nakamura was less impressed, stating: "I don't necessarily put a lot of credibility in the results simply because my understanding is that AlphaZero is basically using the Google supercomputer and Stockfish doesn't run on that hardware; Stockfish was basically running on what would be my laptop. If you wanna have a match that's comparable you have to have Stockfish running on a supercomputer as well." Top US correspondence chess player Wolff Morrow was also unimpressed, claiming that AlphaZero would probably not make the semifinals of a fair competition such as TCEC where all engines play on equal hardware. Morrow further stated that although he might not be able to beat AlphaZero if AlphaZero played drawish openings such as the Petroff Defence, AlphaZero would not be able to beat him in a correspondence chess game either. Motohiro Isozaki, the author of YaneuraOu, noted that although AlphaZero did comprehensively beat Elmo, the rating of AlphaZero in shogi stopped growing at a point which is at most 100–200 higher than Elmo. This gap is not that high, and Elmo and other shogi software should be able to catch up in 1–2 years. == Final results == DeepMind addressed many of the criticisms in their final version of the paper, published in December 2018 in Science. They further clarified that AlphaZero was not running on a supercomputer; it was trained using 5,000 tensor processing units (TPUs), but only ran on four TPUs and a 44-core CPU in its matches. === Chess === In the final results, Stockfish 9 dev ran under the same conditions as in the TCEC superfinal: 44 CPU cores, Syzygy endgame tablebases, and a 32 GB hash size. Instead of a fixed time control of one move per minute, both engines were given 3 hours plus 15 seconds per move to finish the game. AlphaZero ran on a much more powerful machine with four TPUs in addition to 44 CPU cores. In a 1000-game match, AlphaZero won with a score of 155 wins, 6 losses, and 839 draws.     Fooocus is an open source generative artificial intelligence program that allows users to generate images from a text prompt. It uses Stable Diffusion XL as the base model for its image capabilities as well as a collection of default settings and prompts to make the image generation process more streamlined. == History == Fooocus was created by Lvmin Zhang, a doctoral student at Stanford University who previously studied at the Chinese University of Hong Kong and Soochow University. He is also the main author of ControlNet, which has been adopted by many other Stable Diffusion interfaces, such as AUTOMATIC1111 and ComfyUI. As of 9 July 2024, the project had 38.1k stars on GitHub. == Features == Fooocus' main feature is that it is easy to set up and does not require users to manually configure model parameters to achieve desirable results. According to the project, it uses GPT-2 to automatically add more detail to the user's prompts. It includes common extensions such LCM low-rank adaptation by default which allows for faster generation speed. Fooocus prefers a photographic style by default, with a list of predefined styles to choose from. While Fooocus aims to provide good results out of the box, it also includes an "advanced" tab that allows for user customization. The user interface is based on Gradio. It appears this project has not been updated in over 1 year. The latest git update for Fooocus was in Aug 12, 2024.

    Transfer learning (TL) is a technique in machine learning (ML) in which knowledge learned from a task is re-used in order to boost performance on a related task. For example, for image classification, knowledge gained while learning to recognize cars could be applied when trying to recognize trucks. This topic is related to the psychological literature on transfer of learning, although practical ties between the two fields are limited. Reusing or transferring information from previously learned tasks to new tasks has the potential to significantly improve learning efficiency. Since transfer learning makes use of training with multiple objective functions it is related to cost-sensitive machine learning and multi-objective optimization. == History == In 1976, Bozinovski and Fulgosi published a paper addressing transfer learning in neural network training. The paper gives a mathematical and geometrical model of the topic. In 1981, a report considered the application of transfer learning to a dataset of images representing letters of computer terminals, experimentally demonstrating positive and negative transfer learning. In 1992, Lorien Pratt formulated the discriminability-based transfer (DBT) algorithm. By 1998, the field had advanced to include multi-task learning, along with more formal theoretical foundations. Influential publications on transfer learning include the book Learning to Learn in 1998, a 2009 survey and a 2019 survey. Transfer learning has been applied to cancer subtype discovery, building utilization, general game playing, text classification, digit recognition, medical imaging and spam filtering. In 2020, it was discovered that, due to their similar physical natures, transfer learning is possible between electromyographic (EMG) signals from the muscles and classifying the behaviors of electroencephalographic (EEG) brainwaves, from the gesture recognition domain to the mental state recognition domain. It was noted that this relationship worked in both directions, showing that electroencephalographic can likewise be used to classify EMG. The experiments noted that the accuracy of neural networks and convolutional neural networks were improved through transfer learning both prior to any learning (compared to standard random weight distribution) and at the end of the learning process (asymptote). That is, results are improved by exposure to another domain. Moreover, the end-user of a pre-trained model can change the structure of fully-connected layers to improve performance.

    Responsible AI Safety and Education Act

    The Responsible AI Safety and Education Act (RAISE Act) is a New York State law that imposes transparency, safety, and reporting requirements on developers of large frontier artificial intelligence models. The law was signed by Governor Kathy Hochul on December 19, 2025. It was sponsored by State Senator Andrew Gounardes and Assemblymember Alex Bores. The RAISE Act is the second U.S. state law to regulate frontier AI model developers, following California's Transparency in Frontier Artificial Intelligence Act (TFAIA), which was signed in September 2025. Hochul signed the bill on the condition that the legislature would pass chapter amendments to bring the law closer to the California model. The amending bills (A9449/S8828) were introduced in January 2026; as of February 2026 they remain in committee, though the Governor's office and legal commentators treat the agreed-upon amendments as representing the final form of the law. == Provisions == The following describes the RAISE Act as it is expected to operate after the agreed-upon chapter amendments take effect. The law is expected to take effect on January 1, 2027. === Scope === The law applies to "large frontier developers," defined as companies with annual revenues exceeding $500 million that develop "frontier models," which are foundation models trained using more than 1026 floating-point operations (FLOPs). The version passed by the legislature in June 2025 had instead defined large developers based on having spent over $100 million in aggregate compute costs, and also included a provision prohibiting deployment of frontier models posing "unreasonable risk of critical harm"; both were removed as part of the negotiations between Hochul and the legislature. Accredited colleges and universities engaged in academic research are exempt, as is the state's Empire AI consortium. === Safety and transparency framework === Large frontier developers must write, implement, and publicly publish a "frontier AI framework" describing how they assess and mitigate catastrophic risks, secure unreleased model weights against unauthorized access, use third-party evaluators, govern internal use of frontier models, and respond to safety incidents. The framework must describe these measures "in detail," a requirement that goes beyond the California TFAIA's requirement to describe a developer's "approach." The framework must be reviewed at least annually, and material modifications must be published with justification within 30 days. Before or concurrently with deploying a new or substantially modified frontier model, developers must publish a transparency report including the model's release date, supported languages and output modalities, intended uses, and any restrictions on use. Large frontier developers must additionally include summaries of catastrophic risk assessments and the extent of third-party involvement. === Catastrophic risk and incident reporting === The law defines "catastrophic risk" as a foreseeable and material risk that a frontier model will contribute to the death of or serious injury to more than 50 people, or more than $1 billion in property damage, arising from a frontier model providing expert-level assistance in creating chemical, biological, radiological, or nuclear weapons; engaging in cyberattacks or conduct equivalent to crimes such as murder, assault, or theft without meaningful human oversight; or evading the control of its developer or user. Loss of equity value is explicitly excluded from the definition of property damage. "Critical safety incidents" include unauthorized access to model weights resulting in death or injury, materialization of a catastrophic risk, loss of control of a frontier model causing death or injury, and a model using deceptive techniques to subvert developer controls outside of an evaluation context in a manner that increases catastrophic risk. Frontier developers must report critical safety incidents within 72 hours, or within 24 hours if the incident poses an imminent risk of death or serious physical injury. === Enforcement === The chapter amendments establish a new office within the New York State Department of Financial Services to oversee compliance, receive incident reports, and publish annual reports on AI safety beginning in 2028. Large frontier developers must file disclosure statements with this office and pay pro rata assessments to fund its operations. The New York Attorney General may bring civil actions, with penalties of up to $1 million for a first violation and $3 million for subsequent violations. The version passed by the legislature in June 2025 had set penalties at up to $10 million and $30 million respectively. The law does not create a private right of action. == Legislative history == The bill was introduced in the Assembly on March 5, 2025, by Assemblymember Alex Bores, and in the Senate on March 27, 2025, by Senator Andrew Gounardes. After a series of amendments, the legislature passed the bill in June 2025. Governor Hochul did not immediately sign the bill, using nearly all the time available under New York law before acting; had she not signed by the end of 2025, the bill would have been pocket vetoed. The tech industry lobbied against the bill during this period, and Hochul initially proposed a near-complete rewrite modeled on California's TFAIA. Legislators resisted the extent of the changes, and the two sides ultimately agreed on a version that used the California law as a base but preserved several provisions that went beyond it, including the 72-hour incident reporting timeline and the creation of a dedicated enforcement office. Hochul signed the original bill (S6953-B/A6453-B) on December 19, 2025, with the legislature committing to pass chapter amendments formalizing the agreed changes in the January 2026 session. The amending bills (A9449 in the Assembly, S8828 in the Senate) were introduced on January 6 and January 8, 2026. OpenAI and Anthropic expressed support for the law. Anthropic's head of external affairs Sarah Heck said the two state laws "should inspire Congress to build on them." The super PAC network Leading the Future, backed by Andreessen Horowitz and OpenAI president Greg Brockman, subsequently announced plans to challenge Bores in a future election. == Federal preemption debate == Hochul signed the RAISE Act eight days after President Donald Trump issued an executive order on December 11, 2025, directing the Department of Justice to challenge state AI laws deemed to conflict with a "minimally burdensome" national AI policy. On January 9, 2026, the Department of Justice announced the establishment of an AI Litigation Task Force as called for by the executive order. The executive order also threatened states with loss of certain federal broadband funding if their AI laws were found to be onerous. Legal commentators have noted several potential avenues for federal challenge, including arguments that the law constitutes compelled speech, violates the dormant Commerce Clause by creating a patchwork of state regulations, or is preempted by federal AI policy. == Comparison with California's TFAIA == The RAISE Act was designed to align with California's Transparency in Frontier Artificial Intelligence Act, signed on September 29, 2025. Both laws use the same 1026 FLOP threshold to define frontier models and the same $500 million revenue threshold to define large developers. Both require public safety frameworks, transparency reports, and incident reporting. The RAISE Act's 72-hour incident reporting window is stricter than the TFAIA's 15-day window, though both require faster reporting for incidents posing imminent physical risk (24 hours under the RAISE Act, immediate under the TFAIA). The RAISE Act establishes a dedicated enforcement office within the Department of Financial Services, whereas California routes reports through the Office of Emergency Services. The RAISE Act requires developers to describe their safety measures "in detail" and how they "handle" various risks, whereas the TFAIA requires developers to describe their "approach."

It enables users to query website contents using natural language, similar to interacting with an AI assistant. Every instance functions as a Model Context Protocol (MCP) server allowing websites to make their content discoverable and accessible to AI agents and other participants. NLWeb leverages existing web standards like Schema.org and RSS to build conversational capabilities of processing user queries through language models, performing semantic searches against website content and generating natural responses. It is platform-agnostic, running on all major systems and connecting to any vector database. Content to be indexed by NLWeb works best when it is organized in an AI friendly way.     The Parents & Kids Safe AI Coalition is a political action committee that advocates for regulation of artificial intelligence on child safety. As of April 2026, the group is funded solely by the artificial intelligence company OpenAI, which pledged $10 million to the effort. == History == In October 2025, California Gov. Gavin Newsom vetoed Assembly Bill 1064. Sponsored by Common Sense Media, the bill would have introduced stronger child safety protections for AI chatbots. The following month, Common Sense Media founder Jim Steyer filed a ballot initiative intended to restore the "guardrails" lost in the veto. In response, OpenAI introduced a competing initiative. In January 2026, Common Sense Media and OpenAI announced that they would be working together on a compromise ballot initiative, the Parents & Kids Safe AI Act. Reporting indicated that initial outreach emails to child safety organizations failed to disclose OpenAI's involvement. Several advocacy groups signed an open letter claiming the initiative would shield AI companies from liability and undermine age verification, among other concerns. After Common Sense Media met with opposing groups in February, the ballot initiative was put on hold and the organizations involved sought to negotiate with the Legislature instead. The Parents & Kids Safe AI Coalition was founded to support this effort. In March 2026, the group reached out to some of the same groups contacted earlier, asking them to endorse its list of policy priorities. Again, some organizations reported being unaware of OpenAI's level of involvement. At least two groups withdrew from the coalition after learning about the financial ties. The priorities themselves were described as "vague but fairly uncontroversial" by The San Francisco Standard.

    The Natural Language Toolkit, or more commonly NLTK, is a suite of libraries and programs for symbolic and statistical natural language processing (NLP) for English written in the Python programming language. It supports classification, tokenization, stemming, tagging, parsing, and semantic reasoning functionalities. It was developed by Steven Bird and Edward Loper in the Department of Computer and Information Science at the University of Pennsylvania. NLTK includes graphical demonstrations and sample data. It is accompanied by a book that explains the underlying concepts behind the language processing tasks supported by the toolkit, plus a cookbook.     The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (also called Framework Convention on Artificial Intelligence or AI convention) is an international treaty on artificial intelligence. It was adopted under the auspices of the Council of Europe (CoE) and signed on 5 September 2024. The treaty aims to ensure that the development and use of AI technologies align with fundamental human rights, democratic values, and the rule of law, addressing risks such as misinformation, algorithmic discrimination, and threats to public institutions. More than 50 countries, including the EU member states, have endorsed the Framework Convention on Artificial Intelligence. == Background == The development of the Framework Convention on AI emerged in response to growing concerns over the ethical, legal, and societal impacts of artificial intelligence. The Council of Europe, which has historically played a key role in setting human rights standards across Europe, initiated discussions on AI governance in 2020, leading to the drafting of a binding legal framework. The process of creating the Framework Convention began in 2019 with the ad hoc Committee on Artificial Intelligence (CAHAI) assessing the feasibility of the instrument. In 2022, the Committee on Artificial Intelligence (CAI) took over the process, drafting and negotiating the text of the Convention. The treaty is designed to complement existing international human rights instruments, including the European Convention on Human Rights and the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. == Structure and content == The Convention establishes fundamental principles for AI governance, including transparency, accountability, non-discrimination, and human rights protection through eight chapters and 26 articles. Adopted in 2024, this landmark treaty addresses AI governance through seven core principles and detailed implementation mechanisms. It mandates risk and impact assessments to mitigate potential harms and provides safeguards such as the right to challenge AI-driven decisions. It applies to public authorities and private entities acting on their behalf but excludes national security and defense activities. Implementation is overseen by a Conference of the Parties, ensuring compliance and international cooperation. Activities within the AI system lifecycle must adhere to seven fundamental principles, ensuring compliance with human rights, democracy, and the rule of law. The treaty also establishes remedies, procedural rights and safeguards, and risk and impact management requirements to promote accountability, transparency, and responsible AI development. The treaty consists of five chapters. Chapter I contains general provisions. Chapter II states the general obligation to protect human rights and the integrity of democratic processes and respect of the rule of law. The main principles and rights are contained in Chapter III, which consists of Articles 6 to 13. Chapter IV (Articles 14 to 15) sets up the legal remedies. Chapter V states the risk and impact management framework. Chapter VI facilitates the implementation criteria of the treaty. Chapter VII sets the co-operation and oversight mechanisms. Chapter VIII contains various concluding clauses. Article 1 declares the objectives of the treaty, to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law. == Entry into force == The treaty will enter into force on the first day of the month following the expiration of a period of three months after the date on which five ratification made by five countries, including three member states of the Council of Europe. == Competing approaches == While the CoE's AI Convention represents a multilateral effort to regulate AI through a human rights-based approach, alternative frameworks have also been proposed. One notable example is the Munich Draft for a Convention on AI, Data and Human Rights, an initiative led by legal scholars and policymakers in Germany. The Munich Draft advocates for stronger safeguards against AI-related risks, emphasizing stricter data protection measures, accountability for AI developers, and explicit prohibitions on high-risk AI applications, such as mass surveillance and autonomous lethal weapons. Unlike the CoE convention, which focuses on balancing innovation with regulation, the Munich Draft takes a more precautionary stance, calling for tighter controls over AI deployment in sensitive domains. Other competing international efforts include the OECD’s AI Principles, the GPAI (Global Partnership on AI), and the European Union's AI Act, each of which offers different regulatory strategies to govern AI at regional and global levels. == Signatories == Signatories include Andorra, Canada, the European Union, Georgia, Iceland, Israel, Japan, Liechtenstein, the Republic of Moldova, Montenegro, Norway, San Marino, Switzerland, Ukraine, the United Kingdom, the United States, and Uruguay. == Endorsement == The treaty was widely endorsed by leading AI policy experts, including Stuart J. Russell, Virginia Dignum, Emma Ruttkamp-Bloem, Pascal Pichonnaz, Maria Helen Murphy, Angella Ndaka, Hannes Werthner, Katja Langenbucher, Gry Hasselbalch, Ricardo Baeza-Yates, Kutoma Wakunuma, Gianclaudio Malgieri, Oreste Pollicino, Nagla Rizk, Giovanni Sartor, Lee Tiedrich, Ingrid Schneider, Eduardo Bertoni, Garry Kasparov, Merve Hikcok, and Marc Rotenberg. The treaty was also endorsed by notable political leaders, including Theodoros Roussopoulos, President of the Parliamentart Assembly in the Council of Europe, and Christopher Holmes, Member of the House of Lords of the United Kingdom, and by the International Bar Association (IBA), and personally by Almudena Arpón de Mendívil, President of the IBA. The Center for AI and Digital Policy (CAIDP) has been carrying out a campaign to promote endorsement of the treaty by urging various countries to sign and ratify the treaty. The CAIDP further urged the countries to make a clear and firm commitment to ensure the full inclusion of the private sector under the treaty’s provisions.

    The R1, internally called XCON (Expert Configurer), program was a production-rule-based system written in OPS5 by John P. McDermott of Carnegie Mellon University in 1978 to assist in the ordering of Digital Equipment Corporation's (DEC) VAX computer systems by automatically selecting the computer system components based on the customer's requirements. == Overview == In developing the system, McDermott made use of experts from both DEC's PDP/11 and VAX computer systems groups. These experts sometimes even disagreed amongst themselves as to an optimal configuration. The resultant "sorting it out" had an additional benefit in terms of the quality of VAX systems delivered. XCON first went into use in 1980 in DEC's plant in Salem, New Hampshire, US. It eventually had about 2500 rules. By 1986, it had processed 80,000 orders, and achieved 95–98% accuracy. It was estimated to be saving DEC $25M a year by reducing the need to give customers free components when technicians made errors, by speeding the assembly process, and by increasing customer satisfaction. Before XCON, when ordering a VAX from DEC, every cable, connection, and bit of software had to be ordered separately. (Computers and peripherals were not sold complete in boxes as they are today.) The sales people were not always very technically expert, so customers would find that they had hardware without the correct cables, printers without the correct drivers, a processor without the correct language chip, and so on. This meant delays and caused a lot of customer dissatisfaction and resultant legal action. XCON interacted with the sales person, asking critical questions before printing out a coherent and workable system specification/order slip. XCON's success led DEC to rewrite XCON as XSEL—a version of XCON intended for use by DEC's salesforce to aid a customer in properly configuring their VAX (so they would not, say, choose a computer too large to fit through their doorway or choose too few cabinets for the components to fit in). Location problems and configuration were handled by yet another expert system, XSITE. McDermott's 1980 paper on R1 won the Association for the Advancement of Artificial Intelligence (AAAI) Classic Paper Award in 1999. Footnote 2 gave a humorous explanation for the name "R1" as "Four years ago I couldn't even say "knowledge engineer", now I ... [are one.]".

The device uses facial recognition and language analysis to evaluate human emotion and convey responsive content according to the emotion. The console measures 90 mm x 90 mm x 90 mm and is cube shaped. It operates on an "Emotional Processing Unit", an emotion chip developed by Emoshape Inc. that enables the system to create emotional profile graphs of its surroundings. The emotional processing unit is a patent pending technology that is said to create synthesised emotional responses in machines. EmoSpark was funded through an Indiegogo campaign which aimed to raise $200,000. == Product overview == EmoSpark was created by French inventor Patrick Levy-Rosenthal, as an emotionally intelligent artificial life unit for the home that can interact with people. It is powered by Android and can communicate with users through typed input from a computer, tablet, smartphone or TV as well as through spoken commands. The EmoSpark's features are categorized into two types: functional and emotional. EmoSpark is said to have the ability to perform practical software-based tasks. Through the smartphone interface, it is able to gauge a person’s emotions and is reported to have a conversational library of over 2 million sentences. The face-tracking technology identifies users likes and dislikes to categorize their emotional responses to stimuli such as videos and music. The device has an emotional spectrum that is composed of eight emotions which are surprise, sadness, joy, trust, fear, disgust, anger and anticipation. EmoSpark monitors a person's facial expressions and emotions through images from an external camera, which are then processed through an emotion text analysis and content analysis. The New Scientist reported that EmoSpark had the ability to work on the best way to cheer up its users, emotionally. === Connectivity === EmoSpark is able to connect to Facebook and YouTube to present users with content designed to improve their mood, or to Wikipedia for collaborative knowledge that can be shared when users ask questions of it. Through Android OS, EmoSpark is able to be customized with Google Play store apps. The cube is expected to develop its own personality based on the communications it has had with the people using it. == EmoShape == The Emotion Chip (EPU) used in the cube is created by the US company Emoshape Inc, founded by Levy-Rosenthal. EmoShape Ltd (UK) was the company that developed EmoSpark cube. Patrick Levy-Rosenthal also received the IST Prize in 2005 from the European Council for Applied Science, Technology and Engineering.

The market operates through various channels, including specialized Telegram bots and darknet forums. == Notable uses == Probiv services have been utilized by diverse actors for various purposes. Investigative journalists have used the market to conduct high-profile investigations, including tracing the FSB unit allegedly behind the poisoning of Alexei Navalny. Russian police and security services themselves have routinely used the black market to track activists and opposition figures. Since Russia's invasion of Ukraine, Ukrainian intelligence services have exploited the market to identify Russian military officials. == Government response == In late 2024, Russian authorities introduced legislation imposing penalties of up to ten years in prison for accessing or distributing leaked data. Several operators of probiv services, including the teams behind Usersbox and Solaris, have been arrested. However, the crackdown appears to have had unintended consequences. Many operators have relocated their businesses abroad, where they operate with fewer constraints. Some services that previously cooperated with Russian authorities have severed those ties and moved staff out of the country.

It uses Stable Diffusion as the base model for its image capabilities together with a large set of extensions and features to customize its output. == History == SD WebUI was released on GitHub on August 22, 2022, by AUTOMATIC1111, 1 month after the initial release of Stable Diffusion. At the time, Stable Diffusion could only be run via the command line. SD WebUI quickly rose in popularity and has been described as "the most popular tool for running diffusion models locally." SD WebUI is one of the most popular user interfaces for Stable Diffusion, together with ComfyUI. In February 2024, a book was published by ja:Gijutsu Hyoronsha on using Stable Diffusion with SD WebUI in Japanese. As of July 2024, the project had 136,000 stars on GitHub. == Features == SD WebUI uses Gradio for its user interface. Each parameter in the Stable Diffusion program is exposed via a UI interface within SD WebUI. SD WebUI contains additional parameters not included in Stable Diffusion itself, such as support for Low-rank adaptations, ControlNet and custom variational autoencoders. SD WebUI supports prompt weighting, image-to-image based generation, inpainting, outpainting and image scaling. It supports over 20 samplers including DDIM, Euler, Euler a, DPM++ 2M Karras, and UniPC. It is also used for its various optimizations over the base Stable Diffusion. == Stable Diffusion WebUI Forge == Stable Diffusion WebUI Forge (Forge) is a notable fork of SD WebUI started by Lvmin Zhang, who is also the creator of ControlNet and Fooocus. The initial goal of Forge was to improve the performance and features of SD WebUI with the intention to upstream changes back to SD WebUI. One of Forge's optimizations allowed users with low VRAM to generate images faster on some versions of Stable Diffusion. It improved generation speed for users with 8GB and 6GB VRAM by 30-45% and 60-75%, respectively. Forge also includes extra features such as support for more samplers than standard SD WebUI. Some of Forge's optimizations were borrowed from ComfyUI, and others were developed by the Forge team. In August 2024, Forge added support for the Flux diffusion model developed by Black Forest Labs, which is not yet supported by SD WebUI.
