    Question answering (QA) is a computer science discipline within the fields of information retrieval and natural language processing (NLP) that is concerned with building systems that automatically answer questions that are posed by humans in a natural language. BASEBALL answered questions about Major League Baseball over a period of one year. LUNAR answered questions about the geological analysis of rocks returned by the Apollo Moon missions. Both question answering systems were very effective in their chosen domains. LUNAR was demonstrated at a lunar science convention in 1971 and it was able to answer 90% of the questions in its domain that were posed by people untrained on the system. Further restricted-domain question answering systems were developed in the following years. The common feature of all these systems is that they had a core database or knowledge system that was hand-written by experts of the chosen domain. The language abilities of BASEBALL and LUNAR used techniques similar to ELIZA and DOCTOR, the first chatterbot programs. SHRDLU was a successful question-answering program developed by Terry Winograd in the late 1960s and early 1970s. It simulated the operation of a robot in a toy world (the "blocks world"), and it offered the possibility of asking the robot questions about the state of the world. The strength of this system was the choice of a very specific domain and a very simple world with rules of physics that were easy to encode in a computer program. In the 1970s, knowledge bases were developed that targeted narrower domains of knowledge. The question answering systems developed to interface with these expert systems produced more repeatable and valid responses to questions within an area of knowledge. These expert systems closely resembled modern question answering systems except in their internal architecture. Expert systems rely heavily on expert-constructed and organized knowledge bases, whereas many modern question answering systems rely on statistical processing of a large, unstructured, natural language text corpus. The 1970s and 1980s saw the development of comprehensive theories in computational linguistics, which led to the development of ambitious projects in text comprehension and question answering. One example was the Unix Consultant (UC), developed by Robert Wilensky at U.C. Berkeley in the late 1980s. The system answered questions pertaining to the Unix operating system. Answering questions related to an article in order to evaluate reading comprehension is one of the simpler form of question answering, since a given article is relatively short compared to the domains of other types of question-answering problems. Closed-book question answering is when a system has memorized some facts during training and can answer questions without explicitly being given a context. This is similar to humans taking closed-book exams.     UPnP (originally Universal Plug and Play) is a set of Internet Protocol-based networking protocols that permits networked devices, such as personal computers, printers, Internet gateways, Wi-Fi access points and mobile devices, to seamlessly discover each other's presence on the network and establish functional network services. UPnP is intended primarily for residential networks without enterprise-class devices. Officially, only the abbreviations UPnP and UPnP+ are trademarked. UPnP assumes the network runs IP, and then uses HTTP on top of IP to provide device/service description, actions, data transfer and event notification. Device search requests and advertisements are supported by running HTTP on top of UDP (port 1900) using multicast (known as HTTPMU). Responses to search requests are also sent over UDP, but are instead sent using unicast (known as HTTPU). Conceptually, UPnP extends plug and play—a technology for dynamically attaching devices directly to a computer—to zero-configuration networking for residential and SOHO wireless networks. UPnP devices are plug-and-play in that, when connected to a network, they automatically establish working configurations with other devices, removing the need for users to manually configure and add devices through IP addresses. UPnP is generally regarded as unsuitable for deployment in business settings for reasons of economy, complexity, and consistency: the multicast foundation makes it chatty, consuming too many network resources on networks with a large population of devices; the simplified access controls do not map well to complex environments. == Overview == The UPnP architecture allows device-to-device networking of consumer electronics, mobile devices, personal computers, and networked home appliances. UPnP control points (CPs) are devices which use UPnP protocols to control UPnP controlled devices (CDs). The UPnP architecture supports zero-configuration networking. A UPnP-compatible device from any vendor can dynamically join a network, obtain an IP address, announce its name, advertise or convey its capabilities upon request, and learn about the presence and capabilities of other devices. Devices can disconnect from the network automatically without leaving state information. UPnP was published as a 73-part international standard ISO/IEC 29341 in December 2008. UPnP uses UDP port 1900, and all used TCP ports are derived from the SSDP alive and response messages. === Addressing === The foundation for UPnP networking is IP addressing. Each device must implement a DHCP client and search for a DHCP server when the device is first connected to the network. If no DHCP server is available, the device must assign itself an address. The process by which a UPnP device assigns itself an address is known within the UPnP Device Architecture as AutoIP. In UPnP Device Architecture Version 1.0, AutoIP is defined within the specification itself; in UPnP Device Architecture Version 1.1, AutoIP references IETF RFC 3927. If during the DHCP transaction, the device obtains a domain name, for example, through a DNS server or via DNS forwarding, the device should use that name in subsequent network operations; otherwise, the device should use its IP address. === Discovery === Once a device has established an IP address, the next step in UPnP networking is discovery. The UPnP discovery protocol is known as the Simple Service Discovery Protocol (SSDP). When a device is added to the network, SSDP allows that device to advertise its services to control points on the network. This is achieved by sending SSDP alive messages. When a control point is added to the network, SSDP enables that control point to actively search for devices of interest on the network or listen passively to SSDP alive messages from devices. The fundamental exchange is a discovery message containing a few essential details about the device or one of its services, such as its type, identifier, and a pointer (network location) to more detailed information. === Description === After a control point has discovered a device, it still knows very little about the device. For the control point to learn more about the device and its capabilities, or to interact with the device, it must retrieve the device's description from the location (URL) provided by the device in the discovery message. The UPnP Device Description is expressed in XML. It includes vendor-specific manufacturer information like the model name and number, serial number, manufacturer name, (presentation) URLs to vendor-specific websites, etc. The description also includes a list of any embedded services. For each service, the Device Description document lists the URLs for control, eventing and service description. Each service description includes a list of the commands, or actions, to which the service responds, and parameters, or arguments, for each action; the description for a service also includes a list of variables; these variables model the state of the service at run time and are described in terms of their data type, range, and event characteristics. === Control === Having retrieved a description of the device, the control point can send actions to a device's service. To do this, a control point sends a suitable control message to the control URL for the service (provided in the device description). Control messages are also expressed in XML using the Simple Object Access Protocol (SOAP). Much like function calls, the service returns any action-specific values in response to the control message. The effects of the action, if any, are modeled by changes in the variables that describe the run-time state of the service. === Event notification === Another capability of UPnP networking is event notification, or eventing. The event notification protocol defined in the UPnP Device Architecture is known as General Event Notification Architecture (GENA). A UPnP description for a service includes a list of actions the service responds to and a list of variables that model the state of the service at runtime. The service publishes updates when these variables change, and a control point may subscribe to receive this information. The service publishes updates by sending event messages. Event messages contain the names of one or more state variables and their current values. These messages are also expressed in XML. A special initial event message is sent when a control point first subscribes; this event message contains the names and values for all evented variables and allows the subscriber to initialize its model of the state of the service.     The representation of the Holocaust on social media has been a subject of scholarly inquiry and media attention. == Selfies at Holocaust memorial sites == Some visitors take selfies at Holocaust memorials, which has been the subject of controversy. In 2018, Rhian Sugden, a British model, received criticism after posting a selfie at the Memorial to the Murdered Jews of Europe in Berlin with the caption "ET phone home". She later removed the caption, but defended taking the photograph. Other celebrities have also been criticised for photographs at the Berlin memorial, including Indian actress Priyanka Chopra and US politician Pete Buttigieg, whose husband posted a photograph of him at the memorial on a personal social media account. The Israeli artist and satirist Shahak Shapira set up the website yolocaust.de in 2017 to expose people who take inappropriate selfies at the Holocaust memorial in Berlin. Shapira went through thousands of selfies posted to social media sites such as Facebook, Instagram, Tinder, and Grindr, choosing the twelve that he found most offensive. When the images were moused over, the website replaces the memorial backdrop with black and white images of Nazi victims. "Yolocaust" is a portmanteau of "Holocaust" and YOLO, an acronym for "you only live once". The website went viral, receiving 1.2 million views in the first 24 hours after its launch. Shapira honored requests to take down all of the photographs, which he had used without permission, and the website remains with only a textual documentation of the project. In an analysis of comments by Internet users on the project, Christoph Bareither estimated that 75% were positive. However, the memorial's architect, Peter Eisenman, criticized the website. In his 2018 book Postcards from Auschwitz, Grinnell professor Daniel P. Reynolds defends the practice of selfie-taking at Holocaust sites. In 2019, the Auschwitz-Birkenau State Museum requested that visitors not take inappropriate selfies, although the museum's staff acknowledged that other visitors take selfies in a thoughtful and respectful manner, which they did not criticize. In an academic paper, Gemma Commane and Rebekah Potton analyze the use of Instagram to share tourist photographs at Holocaust sites and conclude that "Instagram encourages conversation and empathy, keeping the Holocaust visible in youth discourses". According to their analysis, most images are tagged with respectful hashtags such as #tragic, #remembrance, and #sadness. The Auschwitz museum has an official Instagram account, auschwitzmemorial, which it uses to share selected appropriate Instagram posts. The earliest iterations of battleboarding first appeared in various online boards and forums, though its origins can be traced back to magazines, television shows, and comic book letter columns. Eventually, the online activity grew, becoming one of the most popular internet activities today, and spawning many online communities dedicated solely for battleboarding. It soon evolved into its own subculture, and even went on to inspire other media. == History == === Origins === Before the advent of the internet, articles about hypothetical fights were published in magazines. These articles range from topics like sports, comics and anime, such as Black Belt Magazine issue May 1997 which discussed about a hypothetical match between Muhammad Ali and Bruce Lee, and Wizard Magazine #133 which discussed about various hypothetical fights between American comic characters against Japanese anime characters. During that time, many comic book publishers also conceptualized and published "versus" storylines like Batman Versus Predator and Justice League/Avengers. Many films also capitalized on the concept of characters from different franchises fighting each other, such as Frankenstein Meets the Wolf Man (1934), King Kong vs. Godzilla (1962), Freddy vs Jason (2003), and Alien vs. Predator (2004). Another inspiration behind battleboarding were television shows and documentaries whose premise involved hypothetical fights concerning a variety of subjects like zoology, paleontology, and military history. The website focuses in large part on match-ups between the Star Wars and Star Trek franchises, and also includes a forum covering this as well as other more general battleboarding topics, usually related to science fiction and space opera. In addition to the forums, several webpages written by the administrators and contributors were embedded on the site. These attempted to mathematically quantify the capabilities of Star Wars technology and prove their superiority to their Star Trek equivalents, such as Wong's "Star Wars vs Star Trek: Technology Overview" and Brian Young's "Turbolaser Commentaries." stardestroyer.net had a notable impact on early battleboarding culture and also influenced official products. Curtis Saxton, author of several officially-licensed Star Wars technical reference books, thanked Wong, Young, and several other stardestroyer.net contributors by name in the acknowledgements section of Star Wars: Attack of the Clones Incredible Cross-Sections (2002), referring to them as "prominent among the hundreds of people contributing to constructive debates about Star Wars technicalities over the years, resulting in the consensus of conceptual and physical foundations applied in these pages." Saxton's books in the Incredible Cross-Sections series contain specific numbers about the capabilities of Star Wars ships original to these publications and not used in any other official sources. In an interview conducted by TheForce.Net, Saxton claimed to have been offered the job of writing reference books by a DK employee familiar with his "Star Wars Technical Commentaries" webpage (1995–2001), where Saxton attempted to calculate the firepower, speed, and durability of Star Wars spaceships using his background as an astrophysics student. One of the oldest and longest-running battleboarding forum is Comic Vine's "battle forum", whose first post was in 2007. Comic Vine also has one of the largest impacts on battleboarding, creating many common rules and terminologies such as "bloodlusted", "morals are off", "speed equalized", and many others. Another long-running battle forum is a subreddit called r/whowouldwin, where redditors can post and debate fights about real or fictional individuals. Verdicts of these match-ups are often chosen by using evidences of a character's power, weakness, or feat, such as movie clips, comic book panel scans, and excerpts from related literature; all of which are posted and categorized in a separate subreddit called r/respectthreads. Other influential battle forums include Fanverse, where users can post their own calcs about a character's power level. The popularity of battle forums inspired the creation of websites dedicated only for battleboarding. These include The Outskirts Battle Dome, a website that popularized the use of "power levels" in battleboarding; the aforementioned stardestroyer.net; and Space Battles, a website whose forums and threads are filled with posts about hypothetical fights between characters as well as other related topics. Another influential battleboarding site is the now defunct Fact Pile, and its sister site, FactPileTopia. Fact Pile is one of the first battleboarding site that actually listed down and documented winners of their match-ups. The site closed down in 2016 along with its forum, wikia, and YouTube channel. Besides these, blogs about battleboarding were also created, such as dreager1.com. === Wikis === Nowadays, the most popular battleboarding communities can be seen in Fandom, with two of the oldest and most popular being Deadliest Fiction and VS Battles Wiki. Deadliest Fiction is a Deadliest Warrior-inspired fanon created in July 2010 by a group of historians, academics, and pop culture enthusiasts. Being one of the most influential and accurate battleboarding sites around, Deadliest Fiction allows users to create hypothetical match-ups in the form of blogs, where other users can vote and debate around who will win in the comment section. Once a verdict is reached, the site allows the user to create a simulated fanfiction of how the fight would happen. The same year in October, a similar battleboarding site named VS Battles Wiki was created. In the VS Battles Wiki, users can create profiles and power levels of characters, post match-ups in its threads and forums, and list down the winners and losers of these threads in said character profiles. The wiki is considered the most active wiki battleboarding site today, with over 1 million visitors per month. However, throughout the years, the VS Battles Wiki has had its share of controversies, such as alleged inaccuracies in its profiles. There have also been websites and fanfiction wikis inspired by the battleboarding internet show Death Battle. These include the long-running G1 Death Battle Fan Blog, r/deathbattlematchups, and the popular Death Battle Fanon Wiki and DBX Fanon Wiki. Death Battle also released its own dice and card game, complete with rules and effects taken from battleboarding. == Subculture == In its rise in popularity, battleboarding has given birth to a unique online subculture with its own rules, activities, and terminologies. Several of these influences have become present in other online communities and popular media. Some of the common slang and terminologies used in battleboarding subculture includes: Battle Field Removal: Often abbreviated to "BFR", this is a rule that a fight can end if one character is taken out of a battlefield. This rule is used for characters who have the powers to teleport or transport enemies without actually killing them. Microsoft Azure supports many programming languages, tools, and frameworks, including Microsoft-specific and third-party software and systems. Azure was first introduced at the Professional Developers Conference (PDC) in October 2008 under the codename "Project Red Dog". It was officially launched as Windows Azure in February 2010 and later renamed to Microsoft Azure on March 25, 2014. == Services == Microsoft Azure uses large-scale virtualization at Microsoft data centers worldwide and offers more than 600 services. Microsoft Azure offers a service level agreement (SLA) that guarantees 99.9% availability for applications and data hosted on its platform, subject to specific terms and conditions outlined in the SLA documentation. === Computer services === Virtual machines, infrastructure as a service (IaaS), allowing users to launch general-purpose Microsoft Windows and Linux virtual machines, software as a service (SaaS), as well as preconfigured machine images for popular software packages. Starting in 2022, these virtual machines are now powered by Ampere Cloud-native processors. Most users run Linux on Azure, some of the many Linux distributions offered, including Microsoft's own Linux-based Azure Sphere. App services, platform as a service (PaaS) environment, letting developers easily publish and manage websites. Azure Kubernetes Service (AKS) provides the capability to deploy production-ready Kubernetes clusters in Azure. In July 2023, watermarking support on Azure Virtual Desktop was announced as an optional feature of Screen Capture to provide additional security against data leakage. === Identity === Entra ID connect is used to synchronize on-premises directories and enable SSO (Single Sign On). Entra ID B2C allows the use of consumer identity and access management in the cloud. Entra Domain Services is used to join Azure virtual machines to a domain without domain controllers. Azure information protection can be used to protect sensitive information. Entra ID External Identities is a set of capabilities that allow organizations to collaborate with external users, including customers and partners. On July 11, 2023, Microsoft announced the renaming of Azure AD to Microsoft Entra ID. The name change took place four days later. === Mobile services === Mobile Engagement collects real-time analytics that highlight users' behavior. It also provides push notifications to mobile devices. HockeyApp can be used to develop, distribute, and beta-test mobile apps. === Storage services === Storage Services provides REST and SDK APIs for storing and accessing data on the cloud. Table Service lets programs store structured text in partitioned collections of entities that are accessed by the partition key and primary key. Azure Table Service is a NoSQL non-relational database. Blob Service allows programs to store unstructured text and binary data as object storage blobs that can be accessed by an HTTP(S) path. Blob service also provides security mechanisms to control access to data. Queue Service lets programs communicate asynchronously by message using queues. File Service allows storing and access of data on the cloud using the REST APIs or the SMB protocol. === Communication services === Azure Communication Services offers an SDK for creating web and mobile communications applications that include SMS, video calling, VOIP and PSTN calling, and web-based chat. === Data management === Azure Data Explorer provides big data analytics and data-exploration capabilities. Azure Search provides text search and a subset of OData's structured filters using REST or SDK APIs. Cosmos DB is a NoSQL database service that implements a subset of the SQL SELECT statement on JSON documents. Azure Cache for Redis is a managed implementation of Redis. StorSimple manages storage tasks between on-premises devices and cloud storage. Azure SQL Database works to create, scale, and extend applications into the cloud using Microsoft SQL Server technology. It also integrates with Active Directory, Microsoft System Center, and Hadoop. Azure Synapse Analytics is a fully managed cloud data warehouse. Azure Data Factory is a data integration service that allows creation of data-driven workflows in the cloud for orchestrating and automating data movement and data transformation. Azure Data Lake is a scalable data storage and analytic service for big data analytics workloads that require developers to run massively parallel queries. Azure HDInsight is a big data-relevant service that deploys Hortonworks Hadoop on Microsoft Azure and supports the creation of Hadoop clusters using Linux with Ubuntu. Azure Stream Analytics is a Serverless scalable event-processing engine that enables users to develop and run real-time analytics on multiple streams of data from sources such as devices, sensors, websites, social media, and other applications. === Messaging === The Microsoft Azure Service Bus allows applications running on Azure premises or off-premises devices to communicate with Azure. This helps to build scalable and reliable applications in a service-oriented architecture (SOA). The Azure service bus supports four different types of communication mechanisms: Event Hubs, which provides event and telemetry ingress to the cloud at a massive scale, with low latency and high reliability. For example, an event hub can be used to track data from cell phones such as coordinating with a GPS in real time. Queues, which allows one-directional communication. A sender application would send the message to the service bus queue and a receiver would read from the queue. Though there can be multiple readers for the queue, only one would process a single message. Topics, which provides one-directional communication using a subscriber pattern. It is similar to a queue; however, each subscriber will receive a copy of the message sent to a Topic. Optionally, the subscriber can filter out messages based on specific criteria defined by the subscriber. Relays, which provides bi-directional communication. Unlike queues and topics, a relay does not store in-flight messages in its memory; instead, it just passes them on to the destination application. === Media services === A PaaS offering that can be used for encoding, content protection, streaming, or analytics. === CDN === Azure has a worldwide content delivery network (CDN) designed to efficiently deliver audio, video, applications, images, and other static files. It improves the performance of websites by caching static files closer to users, based on their geographic location. Users can manage the network using a REST-based HTTP API. Azure has 118 point-of-presence locations across 100 cities worldwide (also known as Edge locations) as of January 2023. === Developer === Application Insights Azure DevOps === Management === With Azure Automation, users can easily automate repetitive and time-consuming tasks, often prone to cloud or enterprise setting errors.     A radio network is a system that distributes radio signals to multiple receivers or enables two-way communication between stations and mobile units. Worldwide, radio networks include broadcast networks, such as BBC Radio in the United Kingdom and NPR in the United States, which transmit one-to-many signals for news, entertainment, and public information; two-way radio networks, used by police, fire services, taxicabs, and delivery fleets for operational communication; and cellular networks, such as Verizon, Vodafone, and China Mobile, which provide mobile telephony and data services using frequency or time division duplexing. While all rely on radio-frequency technology like transmitters, receivers, and antennas, their network architectures, protocols, and regulatory frameworks differ substantially across applications and regions. The two-way type of radio network shares many of the same technologies and components as the broadcast-type radio network but is generally set up with fixed broadcast points (transmitters) with co-located receivers and mobile receivers/transmitters or transceivers. In this way both the fixed and mobile radio units can communicate with each other over broad geographic regions ranging in size from small single cities to entire states/provinces or countries. There are many ways in which multiple fixed transmit/receive sites can be interconnected to achieve the range of coverage required by the jurisdiction or authority implementing the system: conventional wireless links in numerous frequency bands, fibre-optic links, or microwave links. In all of these cases the signals are typically backhauled to a central switch of some type where the radio message is processed and resent (repeated) to all transmitter sites where it is required to be heard. In contemporary two-way radio systems, a concept called trunking is commonly used to achieve better efficiency of radio spectrum use. It provides a very wide range of coverage, with no switching of channels required by the mobile radio user as it roams throughout the system coverage. Trunking of two-way radio is identical to the concept used for cellular phone systems where each fixed and mobile radio is specifically identified to the system controller and its operation is switched by the controller. == Broadcasting networks == The broadcast type of radio network is a network system which distributes radio programming to multiple stations simultaneously, or slightly delayed, for the purpose of extending total coverage beyond the limits of a single broadcast signal. The resulting expanded audience for radio programming or information essentially applies the benefits of mass-production to the broadcasting enterprise. A radio network has two sales departments, one to package and sell programs to radio stations, and one to sell the audience of those programs to advertisers. Most radio networks also produce much of their programming. Originally, radio networks owned some or all of the stations that broadcast the network's radio format programming. Presently however, there are many networks that do not own any stations and only produce and/or distribute programming. Similarly station ownership does not always indicate network affiliation. A company might own stations in several different markets and purchase programming from a variety of networks. Radio networks rose rapidly with the growth of regular broadcasting of radio to home listeners in the 1920s. This growth took various paths in different places. In Britain the BBC was developed with public funding, in the form of a broadcast receiver license, and a broadcasting monopoly in its early decades. In contrast, in the United States various competing commercial broadcasting networks arose funded by advertising revenue. In that instance, the same corporation that owned or operated the network often manufactured and marketed the listener's radio. Major technical challenges to be overcome when distributing programs over long distances are maintaining signal quality and managing the number of switching/relay points in the signal chain. Early on, programs were sent to remote stations (either owned or affiliated) by various methods, including leased telephone lines, pre-recorded gramophone records and audio tape. The world's first all-radio, non-wireline network was claimed to be the Rural Radio Network, a group of six upstate New York FM stations that began operation in June 1948. Terrestrial microwave relay, a technology later introduced to link stations, has been largely supplanted by coaxial cable, fiber, and satellite, which usually offer superior cost-benefit ratios.     Packingham v. North Carolina

    Packingham v. North Carolina, 582 U.S. 98 (2017), is a case in which the Supreme Court of the United States held that a North Carolina statute that prohibited registered sex offenders from using social media websites was unconstitutional because it violated the First Amendment to the U.S. Constitution, which protects freedom of speech. In 2010, Lester Gerard Packingham, a registered sex offender, posted on Facebook under a pseudonym to comment favorably on a recent traffic court experience. Police then identified Packingham and charged him with violating North Carolina's law. Packingham moved to dismiss the charges, arguing that the state's law violated the First Amendment. The trial court dismissed this motion and ultimately convicted Packingham. A state appellate court initially reversed the trial court, holding that the law did violate the First Amendment, but the North Carolina Supreme Court, the state's highest court, disagreed and reinstated the conviction. In June 2017, the U.S. Supreme Court unanimously reversed the North Carolina Supreme Court's judgment. In the majority opinion authored by Justice Anthony Kennedy, the Court held that social media—defined broadly to include Facebook, Amazon.com, The Washington Post, and WebMD, among many others—is a "protected space" under the First Amendment for lawful speech. The Court offered that North Carolina could protect children through less restrictive means, such as prohibiting "conduct that often presages a sexual crime, like contacting a minor or using a website to gather information about a minor". == Background == === North Carolina statute === In 2008, the state of North Carolina passed a law that made it a felony for a registered sex offender "to access a commercial social networking Web site where the sex offender knows that the site permits minor children to become members or to create or maintain personal Web pages". The law defined a "commercial social networking Web site" using four criteria. Specifically, the website must: be "operated by a person who derives revenue from membership fees, advertising, or other sources related to the operation of the Web site". facilitate "the social introduction between two or more persons for the purposes of friendship, meeting other persons, or information exchanges". allow "users to create Web pages or personal profiles that contain information such as the name or nickname of the user, photographs placed on the personal Web page by the user, other personal information about the user, and links to other personal Web pages on the commercial social networking Web site of friends or associates of the user that may be accessed by other users or visitors to the Web site". provide "users or visitors... mechanisms to communicate with other users, such as a message board, chat room, electronic mail, or instant messenger". The law exempted websites that "Provid[e] only one of the following discrete services: photo-sharing, electronic mail, instant messenger, or chat room or message board platform", as well as websites that have as their primary purpose "the facilitation of commercial transactions involving goods or services between [their] members or visitors". === Facts of the case === In 2002, Lester Gerard Packingham was convicted of taking "indecent liberties with a child", a felony that required him to register as a sex offender. A North Carolina court sentenced him to 10–12 months in prison with 24 months of supervised release. He was given no other special instructions on his behavior outside of prison other than to "remain away from" the minor. In 2010, after a state court dismissed a traffic ticket against Packingham, he submitted a post on Facebook under the name "J. R. Gerrard", stating: "Man God is Good! How about I got so much favor they dismissed the ticket before court even started? No fine, no court cost, no nothing spent. . . . . .Praise be to GOD, WOW! Thanks JESUS!" The Durham Police Department identified Packingham as the author of the post after cross-checking the time of the post with recently dismissed traffic tickets, and a grand jury indicted him for violating the North Carolina statute. === Lower court proceedings === Initially, Packingham moved to dismiss his indictment, arguing that it violated the First Amendment. A North Carolina Superior Court judge denied this motion, and he was convicted of violating the North Carolina social media law. Packingham appealed his conviction to the North Carolina Court of Appeals, which reversed the trial court's decision in 2013. Applying intermediate scrutiny, the court of appeals determined that North Carolina's law violated the First Amendment because it was too broad, applying to all registered sex offenders regardless of whether the offender had committed a crime involving a minor or whether the offender was a continuing threat to minors. The appeals court also stated that the law had been defined broadly enough to prohibit a registered sex offender from conducting a wide array of Internet activity, such as "conducting a 'Google' search, purchasing items on Amazon.com, or accessing a plethora of Web sites unrelated to online communication with minors". In 2015, the North Carolina Supreme Court, the state's highest court, reversed the court of appeals, holding that the law was "constitutional in all respects". The North Carolina Supreme Court found that the statute was a "limitation on conduct" and did not impede any free speech. The state had a vested interest in “forestalling the illicit lurking and contact of minors” by registered sex offenders and potential future victims, and upheld Packingham's conviction. == Supreme Court ruling == Packingham filed a petition for a writ of certiorari with the Supreme Court of the United States. The federal government also filed a brief recommending that the Supreme Court grant certiorari, arguing that the North Carolina Supreme Court incorrectly decided the case in favor of the state. The U.S. Supreme Court granted certiorari in October 2016. Amicus briefs in support of Packingham were filed by the libertarian Cato Institute and the American Civil Liberties Union. The North Carolina Supreme Court filed a brief supporting its prior decision, urging the importance of protecting minors from being stalked online. === Oral argument === The oral argument took place in February 2017. Packingham’s lawyer, David T. Goldberg, argued that the law banned “vast swaths of First Amendment activity”, went too far in restricting which Internet sites could be accessed, and forbade use of the Internet in general. The law targeted speech on some of the platforms that Americans use most often, Goldberg noted, and that under the law Packingham could not even use Twitter to read the myriad messages discussing his own case. He further noted that the law imposes punishment without regard to whether the offender actually did anything wrong. North Carolina’s senior deputy Attorney General, Robert C. Montgomery, argued for the state, and claimed that communication through social media sites is a “crucial channel”. Justice Sonia Sotomayor asked Montgomery to provide evidence as to the claim that by giving Packingham Internet privileges, he would commit another crime. Justice Stephen Breyer added that “It seems to be well-settled law that the state can’t (bar usage) unless there is a 'clear and present danger'." === Opinion of the Court === In June 2017 the Supreme Court delivered a judgment in favor of Packingham, unanimously voting to reverse the state court's ruling. Justice Anthony Kennedy authored the decision, joined by Justice Ginsburg, Justice Breyer, Justice Sotomayor, and Justice Kagan. Kennedy explained the decision: "A fundamental principle of the First Amendment is that all persons have access to places where they can speak and listen, and then, after reflection, speak and listen once more." He continued that "By prohibiting sex offenders from using those websites, North Carolina with one broad stroke bars access to what for many are the principal sources for knowing current events, checking ads for employment, speaking and listening in the modern public square, and otherwise exploring the vast realms of human thought and knowledge." Citing Ashcroft v. Free Speech Coalition as a precedent, Kennedy also wrote: "It is well established that, as a general rule, the Government 'may not suppress lawful speech as the means to suppress unlawful speech'." === Concurring opinion === Justice Samuel Alito wrote an opinion concurring in the judgment, joined by John Roberts and Clarence Thomas. While Alito agreed that the state statute at issue violated the First Amendment, he noted that there are reasonable scenarios for which legal bans for sex offenders can be placed, such as for sites targeted at teenagers.     An insider threat is a perceived threat to an organization that comes from people within the organization, such as employees, former employees, contractors or business associates, who have inside information concerning the organization's security practices, data and computer systems. The threat may involve fraud, the theft of confidential or commercially valuable information, the theft of intellectual property, or the sabotage of computer systems. == Overview == Insiders may have accounts giving them legitimate access to computer systems, with this access originally having been given to them to serve in the performance of their duties; these permissions could be abused to harm the organization. Insiders are often familiar with the organization's data and intellectual property as well as the methods that are in place to protect them. This makes it easier for the insider to circumvent any security controls of which they are aware. Physical proximity to data means that the insider does not need to hack into the organizational network through the outer perimeter by traversing firewalls; rather they are in the building already, often with direct access to the organization's internal network. Insider threats are harder to defend against than attacks from outsiders, since the insider already has legitimate access to the organization's information and assets. An insider may attempt to steal property or information for personal gain or to benefit another organization or country. The threat to the organization could also be through malicious software left running on its computer systems by former employees, a so-called logic bomb. == Research == Insider threat is an active area of research in academia and government. The CERT Coordination Center at Carnegie-Mellon University maintains the CERT Insider Threat Center, which includes a database of more than 850 cases of insider threats, including instances of fraud, theft and sabotage; the database is used for research and analysis. CERT's Insider Threat Team also maintains an informational blog to help organizations and businesses defend themselves against insider crime. The Threat Lab and Defense Personnel and Security Research Center (DOD PERSEREC) has also recently emerged as a national resource within the United States of America. The Threat Lab hosts an annual conference, the SBS Summit. They also maintain a website that contains resources from this conference. Complimenting these efforts, a companion podcast was created, Voices from the SBS Summit. In 2022, the Threat Lab created an interdisciplinary journal, Counter Insider Threat Research and Practice (CITRAP) which publishes research on insider threat detection. === Findings === In the 2022 Data Breach Investigations Report (DBIR), Verizon found that 82% of breaches involved the human element, noting that employees continue to play a leading role in cybersecurity incidents and breaches. According to the UK Information Commissioners Office, 90% of all breaches reported to them in 2019 were the result of mistakes made by end users. This was up from 61% and 87% over the previous two years. A 2018 whitepaper reported that 53% of companies surveyed had confirmed insider attacks against their organization in the previous 12 months, with 27% saying insider attacks have become more frequent. A report published in July 2012 on the insider threat in the U.S. financial sector gives some statistics on insider threat incidents: 80% of the malicious acts were committed at work during working hours; 81% of the perpetrators planned their actions beforehand; 33% of the perpetrators were described as "difficult" and 17% as being "disgruntled". The insider was identified in 74% of cases. Financial gain was a motive in 81% of cases, revenge in 23% of cases, and 27% of the people carrying out malicious acts were in financial difficulties at the time. The US Department of Defense Personnel Security Research Center published a report that describes approaches for detecting insider threats. Earlier it published ten case studies of insider attacks by information technology professionals. Cybersecurity experts believe that 38% of negligent insiders are victims of a phishing attack, whereby they receive an email that appears to come from a legitimate source such as a company. These emails normally contain malware in the form of hyperlinks. == Typologies and ontologies == Multiple classification systems and ontologies have been proposed to classify insider threats. Traditional models of insider threat identify three broad categories: Malicious insiders, which are people who take advantage of their access to inflict harm on an organization; Negligent insiders, which are people who make errors and disregard policies, which place their organizations at risk; and Infiltrators, who are external actors that obtain legitimate access credentials without authorization. == Criticisms == Insider threat research has been criticized. Critics have argued that insider threat is a poorly defined concept. Forensically investigating insider data theft is notoriously difficult, and requires novel techniques such as stochastic forensics. Data supporting insider threat is generally proprietary (i.e., encrypted data). Theoretical/conceptual models of insider threat are often based on loose interpretations of research in the behavioral and social sciences, using "deductive principles and intuitions of subject matter expert." Adopting sociotechnical approaches, researchers have also argued for the need to consider insider threat from the perspective of social systems. Jordan Schoenherr said that "surveillance requires an understanding of how sanctioning systems are framed, how employees will respond to surveillance, what workplace norms are deemed relevant, and what ‘deviance’ means, e.g., deviation for a justified organization norm or failure to conform to an organizational norm that conflicts with general social values." By treating all employees as potential insider threats, organizations might create conditions that lead to insider threats. == Sector-specific concerns == === Healthcare === The healthcare industry faces particularly acute insider threat risks due to the large number of workforce members who require access to sensitive patient records for legitimate clinical purposes. The U.S. Department of Health and Human Services has identified unauthorized access by insiders, including workforce snooping on patient records and theft of protected health information for identity fraud, as a persistent enforcement concern. The Health Insurance Portability and Accountability Act (HIPAA) Security Rule addresses insider threats through several administrative safeguards, including workforce security procedures requiring covered entities to implement policies for authorizing and supervising workforce members who work with electronic protected health information, as well as termination procedures to revoke access when employment ends (45 CFR 164.308(a)(3)). The rule also requires audit controls to record and examine information system activity (45 CFR 164.312(b)), enabling detection of unauthorized access by insiders. The December 2024 Notice of proposed rulemaking (NPRM) to overhaul the HIPAA Security Rule would strengthen insider threat defenses by mandating role-based access controls, requiring notification of relevant workforce members within 24 hours of any changes to access privileges, and requiring regular review of audit logs to detect anomalous access patterns.

    Digital image correlation analyses have applications in material property characterization, displacement measurement, and strain mapping. As such, DIC is becoming an increasingly popular tool when evaluating the thermo-mechanical behavior of electronic components and systems. == CTE measurements and glass transition temperature identification == The most common application of DIC in the electronics industry is the measurement of coefficient of thermal expansion (CTE). Because it is a non-contact, full-field surface technique, DIC is ideal for measuring the effective CTE of printed circuit boards (PCB) and individual surfaces of electronic components. It is especially useful for characterizing the properties of complex integrated circuits, as the combined thermal expansion effects of the substrate, molding compound, and die make effective CTE difficult to estimate at the substrate surface with other experimental methods. DIC techniques can be used to calculate average in-plane strain as a function of temperature over an area of interest during a thermal profile. Linear curve-fitting and slope calculation can then be used to estimate an effective CTE for the observed area. Because the driving factor in solder fatigue is most often the CTE mismatch between a component and the PCB it is soldered to, accurate CTE measurements are vital for calculating printed circuit board assembly (PCBA) reliability metrics. DIC is also useful for characterizing the thermal properties of polymers. Polymers are often used in electronic assemblies as potting compounds, conformal coatings, adhesives, molding compounds, dielectrics, and underfills. Because the stiffness of such materials can vary widely, accurately determining their thermal characteristics with contact techniques that transfer load to the specimen, such as dynamic mechanical analysis (DMA) and thermomechanical analysis (TMA), is difficult to do with consistency. Accurate CTE measurements are important for these materials because, depending on the specific use case, expansion and contraction of these materials can drastically affect solder joint reliability. For example, if a stiff conformal coating or other polymeric encapsulation is allowed to flow under a QFN, its expansion and contraction during thermal cycling can add tensile stress to the solder joints and expedite fatigue failure. DIC techniques will also allow the detection of glass transition temperature (Tg). At a glass transition temperature, the strain vs. temperature plot will exhibit a change in slope. Determining the Tg is very important for polymeric materials that could have glass transition temperatures within the operating temperature range of the electronics assemblies and components on which they are used. For example, some potting materials can see the Elastic Modulus of the material change by a factor of 100 or more over the glass transition region. Such changes can have drastic effects on an electronic assembly's reliability if they are not planned for in the design process. == Out-of-plane component warpage == When 3D DIC techniques are employed, out-of-plane motion can be tracked in addition to in-plane motion. Out-of-plane warpage is especially of interest at the component level of electronics packaging for solder joint reliability quantification. Excessive warpage during reflow can contribute to defective solder joints by lifting the edges of the component away from the board and creating head-in-pillow defects in ball grid arrays (BGA). Warpage can also shorten the fatigue life of adequate joints by adding tensile stresses to edge joints during thermal cycling. == Thermo-mechanical strain mapping == When a PCBA is over-constrained, thermo-mechanical stress brought about during thermal expansion can cause board strains that could negatively affect individual component and overall assembly reliability. The full-field monitoring capabilities of an image correlation technique allow for the measurement of strain magnitude and location on the surface of a specimen during a displacement-causing event, such as PCBA during a thermal profile. These "strain maps" allow for the comparison of strain levels over full areas of interest. Many traditional discrete methods, like extensometers and strain gauges, only allow for localized measurements of strain, inhibiting their ability to efficiently measure strain across larger areas of interest. DIC techniques have also been used to generate strain maps from purely mechanical events, such as drop impact tests, on electronic assemblies.

    User-generated content (UGC), alternatively known as user-created content (UCC), is content generated by users of the Internet such as images, videos, audio, text, testimonials, software, and user interactions. Online content aggregation platforms such as social media, discussion forums and wikis by their interactive and social nature, no longer produce multimedia content but provide tools to produce, collaborate, and share a variety of content, which can affect the attitudes and behaviors of the audience in various aspects. This transforms the role of consumers from passive spectators to active participants. User-generated content is used for a wide range of applications, including problem processing, news, entertainment, customer engagement, advertising, gossip, research and more. It is an example of the democratization of content production and the flattening of traditional media hierarchies. The BBC adopted a user-generated content platform for its websites in 2005, and Time magazine named "You" as the Person of the Year in 2006, referring to the rise in the production of UGC on Web 2.0 platforms. CNN also developed a similar user-generated content platform, known as iReport. There are other examples of news channels implementing similar protocols, especially in the immediate aftermath of a catastrophe or terrorist attack. Social media users can provide key eyewitness content and information that may otherwise have been inaccessible. Since 2020, there has been an increasing number of businesses who are utilizing User Generated Content (UGC) to promote their products and services. Several factors significantly influence how UGC is received, including the quality of the content, the credibility of the creator, and viewer engagement. These elements can impact users' perceptions and trust towards the brand, as well as influence the buying intentions of potential customers. UGC has proven to be an effective method for brands to connect with consumers, drawing their attention through the sharing of experiences and information on social media platforms. Due to new media and technology affordances, such as low cost and low barriers to entry, the Internet is an easy platform to create and dispense user-generated content, allowing the dissemination of information at a rapid pace in the wake of an event. == Definition == The advent of user-generated content marked a shift among media organizations from creating online content to providing facilities for amateurs to publish their own content. User-generated content has also been characterized as citizen media as opposed to the "packaged goods media" of the past century. Citizen Media is audience-generated feedback and news coverage. People give their reviews and share stories in the form of user-generated and user-uploaded audio and user-generated video. The former is a two-way process in contrast to the one-way distribution of the latter. Conversational or two-way media is a key characteristic of so-called Web 2.0, which encourages the publishing of one's own content and commenting on other people's content. The role of the passive audience, therefore, has shifted since the birth of new media, and an ever-growing number of participatory users are taking advantage of these interactive opportunities, especially on the Internet, to create independent content. Grassroots experimentation then generated an innovation in sounds, artists, techniques, and associations with audiences, which then are being used in mainstream media. The active, participatory, and creative audience is prevailing today with relatively accessible media, tools, and applications, and its culture is in turn affecting mass media corporations and global audiences. The Organisation for Economic Co-operation and Development (OECD) has defined three core variables for UGC: Accessible Content: User-generated content (UGC) is publicly produced through platforms located on the Internet and is available to any individual browsing such a publicly accessible website or a public social media account. There are other contexts where users must remain in a community or closed group to access and publish on such platforms (for example, wikis). This is a way of differentiating that although the content is accessible to the audience, there are certain restrictions for the users who generates the content. Creative effort: Creative effort was put into creating the work or adapting existing works to construct a new one; i.e. users must add their own value to the work. UGC often also has a collaborative element to it, as is the case with websites that users can edit collaboratively. For example, merely copying a portion of a television show and posting it to an online video website (an activity frequently seen on the UGC sites) would not be considered UGC. However, uploading photographs, expressing one's thoughts in a blog post or creating a new music video could be considered UGC. Yet the minimum amount of creative effort is hard to define and depends on the context. Creation outside of professional routines and practices: User-generated content is generally created outside of professional routines and practices. It often does not have an institutional or a commercial market context. In extreme cases, UGC may be produced by non-professionals without the expectation of profit or remuneration. Motivating factors include connecting with peers, achieving a certain level of fame, notoriety, or prestige, and the desire to express oneself. == Media pluralism == According to Cisco, in 2016 an average of 96,000 petabytes was transferred monthly over the Internet, more than twice as many as in 2012. In 2016, the number of active websites surpassed 1 billion, up from approximately 700 million in 2012. Reaching 1.66 billion daily active users in Q4 2019, Facebook has emerged as the most popular social media platform globally. Other social media platforms are also dominant at the regional level such as: Twitter in Japan, Naver in the Republic of Korea, Instagram (owned by Facebook) and LinkedIn (owned by Microsoft) in Africa, VKontakte (VK) and Odnoklassniki (eng. Classmates) in Russia and other countries in Central and Eastern Europe, WeChat and QQ in China. However, a concentration phenomenon is occurring globally giving dominance to a few online platforms that become popular for some unique features they provide, most commonly for the added privacy they offer users through disappearing messages or end-to-end encryption (e.g. Jami, Signal, Snapchat, Telegram, Viber, and WhatsApp), but they have tended to occupy niches and to facilitate the exchanges of information that remain rather invisible to larger audiences. Production of freely accessible information has been increasing since 2012. In January 2017, Wikipedia had more than 43 million articles, almost twice as many as in January 2012. This corresponded to a progressive diversification of content and an increase in contributions in languages other than English. In 2017, less than 12 percent of Wikipedia content was in English, down from 18 percent in 2012. Graham, Straumann, and Hogan say that the increase in the availability and diversity of content has not radically changed the structures and processes for the production of knowledge. For example, while content on Africa has dramatically increased, a significant portion of this content has continued to be produced by contributors operating from North America and Europe, rather than from Africa itself. == History == The massive, multi-volume Oxford English Dictionary was exclusively composed of user-generated content. In 1857, Richard Chenevix Trench of the London Philological Society sought public contributions throughout the English-speaking world for the creation of the first edition of the OED. As Simon Winchester recounts: So what we're going to do, if I have your agreement that we're going to produce such a dictionary, is that we're going to send out invitations, were going to send these invitations to every library, every school, every university, every book shop that we can identify throughout the English-speaking world... everywhere where English is spoken or read with any degree of enthusiasm, people will be invited to contribute words.
