    The principle of rationality (or rationality principle) was coined by Karl R. Popper in his Harvard Lecture of 1963, and published in his book Myth of Framework. It is related to what he called the 'logic of the situation' in an Economica article of 1944/1945, published later in his book The Poverty of Historicism. According to Popper's rationality principle, agents act in the most adequate way according to the objective situation. It is an idealized conception of human behavior which he used to drive his model of situational analysis. Cognitive scientist Allen Newell elaborated on the principle in his account of knowledge level modeling. == Popper == Popper called for social science to be grounded in what he called situational analysis or situational logic. This requires building models of social situations which include individual actors and their relationship to social institutions, e.g. markets, legal codes, bureaucracies, etc. These models attribute certain aims and information to the actors. This forms the 'logic of the situation', the result of reconstructing meticulously all circumstances of an historical event. The 'principle of rationality' is the assumption that people are instrumental in trying to reach their goals, and this is what drives the model. Popper believed that this model could be continuously refined to approach the objective truth. Popper called his principle of rationality nearly empty (a technical term meaning without empirical content) and strictly speaking false, but nonetheless tremendously useful. These remarks earned him a lot of criticism because seemingly he had swerved from his famous Logic of Scientific Discovery. Böhm. == Newell == In the context of knowledge-based systems, Newell (in 1982) proposed the following principle of rationality: "If an agent has knowledge that one of its actions will lead to one of its goals, then the agent will select that action." This principle is employed by agents at the knowledge level to move closer to a desired goal. An important philosophical difference between Newell and Popper is that Newell argued that the knowledge level is real in the sense that it exists in nature and is not made up. This allowed Newell to treat the rationality principle as a way of understanding nature and avoid the problems Popper ran into by treating knowledge as non physical and therefore non empirical.

    TIMIT is a corpus of phonemically and lexically transcribed speech of American English speakers of different sexes and dialects. Each transcribed element has been delineated in time. TIMIT was designed to further acoustic-phonetic knowledge and automatic speech recognition systems. It was commissioned by DARPA and corpus design was a joint effort between the Massachusetts Institute of Technology, SRI International, and Texas Instruments (TI). The speech was recorded at TI, transcribed at MIT, and verified and prepared for publishing by the National Institute of Standards and Technology (NIST). There is also a telephone bandwidth version called NTIMIT (Network TIMIT). TIMIT and NTIMIT are not freely available — either membership of the Linguistic Data Consortium, or a monetary payment, is required for access to the dataset. == Data == TIMIT contains ~5 hours of speech, of 10 sentences spoken by each of 630 speakers. The sentences were randomly sampled from a corpus of 2342 sentences. The speakers were native speakers of American English, classified under 8 major dialect regions: New England, Northern, North Midland, South Midland, Southern, New York City, Western, Army Brat (moved around). The speakers were 70% male and 30% female. Recordings were made in a noise-isolated recording booth at Texas Instrument, using a semi-automatic computer system (STEROIDS) to control the presentation of prompts to the speaker and the recording. Two-channel recordings were made using a Sennheiser HMD 414 headset-mounted microphone and a Brüel & Kjær 1/2" far-field pressure microphone (#4165). The speech was digitized at a sample rate of 20 kHz then and downsampled to 16 kHz. == History == The TIMIT telephone corpus was an early attempt to create a database with speech samples. It was published in the year 1988 on CD-ROM and consists of only 10 sentences per speaker. Two 'dialect' sentences were read by each speaker, as well as another 8 sentences selected from a larger set Each sentence averages 3 seconds long and is spoken by 630 different speakers. It was the first notable attempt in creating and distributing a speech corpus and the overall project has produced costs of 1.5 million US$. An update was released in October 1990.     Preservation of documents, pictures, recordings, digital content, etc., is a major aspect of archival science. It is also an important consideration for people who are creating time capsules, family history, historical documents, scrapbooks and family trees. Common storage media are not permanent, and there are few reliable methods of preserving documents and pictures for the future. == Paper/prints (photos) == Color negatives and ordinary color prints may fade away to nothing in a relatively short period if not stored and handled properly. This happens even if the negatives and prints are kept in the dark, because ambient light is not the determining factor, but heat and humidity are. The color degradation is the result of the dyes used in the color processes. Because color processing results in a less stable image than traditional black-and-white processing, black-and-white pictures from the 1920s are more likely to survive long-term than color films and photographs from after the middle 20th century. Black-and-white photographic films using silver halide emulsions are the only film types that have proven to last for archival storage. The determining factors for longevity include the film base type, proper processing (develop, stop, fix and wash) and proper storage. Early films used a Cellulose nitrate base which was prone to decomposition and highly flammable. Nitrate film was replaced with acetate-base films. These Cellulose acetate films were later discovered to outgass acids (also referred to as vinegar syndrome). Acetate films were replaced in the early 1980s by polyester film base materials which have been determined to be more stable than film stocks with a nitrate or acetate base. Color prints made on most inkjet printers look very good at first but they have a very short lifespan, measured in months rather than in years. Even prints from commercial photo labs will start to fade in a matter of years if not processed properly and stored in cool, dry environments. == Documents/books == With documents for which the media are not so critical as what the documents contain, the information in documents can be copied by using photocopiers and image scanners. Books and manuscripts can also have their information saved without destruction by using a book scanner. Where the medium itself needs to be preserved, for example if a document is a crayon sketch by a famous artist on paper, a complex process of preservation may be used. Depending on the condition and importance of the item this can include gluing the media onto more stable media, or protective enclosing of the media. Polyester sleeves, acid-free folders, and pH buffered document boxes are common supportive protective enclosures whose selection must match the media's chemical and physical properties. Other considerations in preserving paper/books are: Damaging light, particularly UV light, which fades and destroys media over time by breaking down the molecules. Atmosphere contains small traces of sulfur dioxide and nitric acid which turn media yellow and break the fibers down. Humidity and moisture also aid in the breakdown of media. If there is too much, the document can be attacked by bacteria, and if too little, cellulose material breaks down. Temperature, particularly elevated ones, can destroy some media. Low temperatures can cause the water to form crystals which expands destroying the structure of paper-based documents. == Online photo albums == Although there are many websites that allow the upload of photographs and videos, digital preservation for the long-term is still considered an issue. There is a lack of confidence that such websites are capable of storing data for long periods of time (ex. 50 years) without data degradation or loss. == Optical media - CD, DVD, Blu-ray, M-Disc == Write-once optical media, such as CD-Rs and DVD-Rs, typically contain an organic dye that distinguishes data reading from data writing based on the dye's transparency along the disc. Conventional CDs and DVDs have finite shelf-life due to natural degradation of the dye; the newer M-DISC uses inorganic material technology to produce molded DVDs and Blu-Rays (up to 3-layer 100GB BDXL) with a claimed lifespan of 100-1000 years if stored correctly with most BD & BDXL rated read/writers enabling the higher power mode for the M-Disc format after 2011. The National Archives and Records Administration lists published life expectancies to be 10 or 25 years or more for normal CDs and DVDs and conservative life expectancies to be between 2 and 5 years. Storage environments, such as temperature and humidity, as well as handling conditions such as frequency of media use and compatibility between the recorder and media, affect media shelf-life. Improvements in media storage and migrations to new recording technologies can make certain formats obsolete within their respective lifespan. Technologists have pointed to internet streaming services, where services such as video-on-demand have contributed to the 33 percent decline in DVD sales the past 5 years, as a challenge for digital preservation. == Magnetic media - video cassettes, tapes, hard drives == Magnetic media such as audio and video tape and floppy disks also have limited life spans. Audio and video tapes require specific care and handling to ensure that the recorded information will be preserved. For information that must be preserved indefinitely, periodic transcription from old media to new ones is necessary, not only because the media are unstable but also because the recording technology may become obsolete. Magnetic media also deteriorates naturally with typical shelf lives between 10 and 20 years. Magnetic tape can degrade from binder hydrolysis or magnetic remanence decay. Binder hydrolysis, also known as sticky-shed syndrome, refers to the breakdown of binder, or glue, that holds the magnetic particles to the polyester base of the tape. Tapes which have been stored in hot, humid conditions are particularly vulnerable to this phenomenon and may suffer from accelerated degradation. Severe binder can cause the magnetic material to fall off or sheds from the base, leaving a pile of dust and clear backing. Archivists can bake the tape, which evaporates water molecules on the tape, to temporarily restore the binder before making a copy. Magnetic tape can also be destabilized by magnetic remanence decay, which refers to the weakening of the tape's magnetization over time. This weakens the affected tape's readability, leading to reduced sound clarity and volume or picture hue and contrast. Baking the tape will not restore magnetization. Media at risk include recorded media such as master audio recordings of symphonies and videotape recordings of the news gathered over the last 40 years. Threats to media that must be considered when archiving important record media include accidental erasure, physical loss due to disasters such as fires and floods, and media degradation. Along with the actual media being degraded over the years, the machines that are available to play back or reproduce the audio sources are becoming archaic themselves. Manufacturers and their support (parts, technical updates) for their machines have disappeared throughout the years. Even if the medium is vaulted and archived correctly, the mechanical properties of the machines have deteriorated to the point that they could do more harm than good to the tape being played. Many major film studios are now backing up their libraries by converting them to electronic media files, such as .AIFF or .WAV-based files via digital audio workstations. That way, even if the digital platform manufacturer goes out of business or no longer supports their product, the files can still be played on any common computer. There is a detailed process that must take place previous to the final archival product now that a digital solution is in place. Sample rates and their conversion and reference speed are both critical in this process. In floppy disks, the lubricants inside the plastic jackets of many older floppies promote the decay of the magnetic medium. Also, the alignment of the magnetic particles of the disk substrate may gradually degrade, leading to a loss of formatting and data. Early laser disk media were prone to degradation as the layers of the disk substrate were bonded with an adhesive that was vulnerable to decay and would crumble over time. This would lead the different layers of the disk to peel apart, damaging the pitted data surface and rendering the disk unreadable.

A similar verification system was adopted by Google+ in 2011, Facebook page in October 2015 (Available in United States, Canada, United Kingdom, Australia and New Zealand) Facebook profile and Facebook page in 2018 (Available in Worldwide) Instagram in 2014, and Pinterest in 2015. On YouTube, users are able to submit a request for a verification badge once they obtain 100,000 or more subscribers. It also has an "official artist" badge for musicians and bands.     A distributed operating system is system software over a collection of independent software, networked, communicating, and physically separate computational nodes. They handle jobs which are serviced by multiple CPUs. Each individual node holds a specific software subset of the global aggregate operating system. Each subset is a composite of two distinct service provisioners. The first is a ubiquitous minimal kernel, or microkernel, that directly controls that node's hardware. Second is a higher-level collection of system management components that coordinate the node's individual and collaborative activities. These components abstract microkernel functions and support user applications. The microkernel and the management components collection work together. They support the system's goal of integrating multiple resources and processing functionality into an efficient and stable system. This seamless integration of individual nodes into a global system is referred to as transparency, or single system image; describing the illusion provided to users of the global system's appearance as a single computational entity. == Description == A distributed OS provides the essential services and functionality required of an OS but adds attributes and particular configurations to allow it to support additional requirements such as increased scale and availability. To a user, a distributed OS works in a manner similar to a single-node, monolithic operating system. That is, although it consists of multiple nodes, it appears to users and applications as a single-node. Separating minimal system-level functionality from additional user-level modular services provides a "separation of mechanism and policy". Mechanism and policy can be simply interpreted as "what something is done" versus "how something is done," respectively. This separation increases flexibility and scalability. == Overview == === The kernel === At each locale (typically a node), the kernel provides a minimally complete set of node-level utilities necessary for operating a node's underlying hardware and resources. These mechanisms include allocation, management, and disposition of a node's resources, processes, communication, and input/output management support functions. Within the kernel, the communications sub-system is of foremost importance for a distributed OS. In a distributed OS, the kernel often supports a minimal set of functions, including low-level address space management, thread management, and inter-process communication (IPC). A kernel of this design is referred to as a microkernel. Its modular nature enhances reliability and security, essential features for a distributed OS. === System management === System management components are software processes that define the node's policies. These components are the part of the OS outside the kernel. These components provide higher-level communication, process and resource management, reliability, performance and security. The components match the functions of a single-entity system, adding the transparency required in a distributed environment. The distributed nature of the OS requires additional services to support a node's responsibilities to the global system. In addition, the system management components accept the "defensive" responsibilities of reliability, availability, and persistence. These responsibilities can conflict with each other. A consistent approach, balanced perspective, and a deep understanding of the overall system can assist in identifying diminishing returns. Separation of policy and mechanism mitigates such conflicts. === Working together as an operating system === The architecture and design of a distributed operating system must realize both individual node and global system goals. Architecture and design must be approached in a manner consistent with separating policy and mechanism. In doing so, a distributed operating system attempts to provide an efficient and reliable distributed computing framework allowing for an absolute minimal user awareness of the underlying command and control efforts. The multi-level collaboration between a kernel and the system management components, and in turn between the distinct nodes in a distributed operating system is the functional challenge of the distributed operating system. This is the point in the system that must maintain a perfect harmony of purpose, and simultaneously maintain a complete disconnect of intent from implementation. This challenge is the distributed operating system's opportunity to produce the foundation and framework for a reliable, efficient, available, robust, extensible, and scalable system. However, this opportunity comes at a very high cost in complexity. === The price of complexity === In a distributed operating system, the exceptional degree of inherent complexity could easily render the entire system an anathema to any user. As such, the logical price of realizing a distributed operation system must be calculated in terms of overcoming vast amounts of complexity in many areas, and on many levels. This calculation includes the depth, breadth, and range of design investment and architectural planning required in achieving even the most modest implementation. These design and development considerations are critical and unforgiving. For instance, a deep understanding of a distributed operating system's overall architectural and design detail is required at an exceptionally early point. An exhausting array of design considerations are inherent in the development of a distributed operating system. Each of these design considerations can potentially affect many of the others to a significant degree. This leads to a massive effort in balanced approach, in terms of the individual design considerations, and many of their permutations. As an aid in this effort, most rely on documented experience and research in distributed computing power. == History == Research and experimentation efforts began in earnest in the 1970s and continued through the 1990s, with focused interest peaking in the late 1980s. A number of distributed operating systems were introduced during this period; however, very few of these implementations achieved even modest commercial success. Fundamental and pioneering implementations of primitive distributed operating system component concepts date to the early 1950s. Some of these individual steps were not focused directly on distributed computing, and at the time, many may not have realized their important impact. These pioneering efforts laid important groundwork, and inspired continued research in areas related to distributed computing. In the mid-1970s, research produced important advances in distributed computing. These breakthroughs provided a solid, stable foundation for efforts that continued through the 1990s. The accelerating proliferation of multi-processor and multi-core processor systems research led to a resurgence of the distributed OS concept. === The DYSEAC === One of the first efforts was the DYSEAC, a general-purpose synchronous computer. In one of the earliest publications of the Association for Computing Machinery, in April 1954, a researcher at the National Bureau of Standards – now the National Institute of Standards and Technology (NIST) – presented a detailed specification of the DYSEAC. The introduction focused upon the requirements of the intended applications, including flexible communications, but also mentioned other computers: Finally, the external devices could even include other full-scale computers employing the same digital language as the DYSEAC. For example, the SEAC or other computers similar to it could be harnessed to the DYSEAC and by use of coordinated programs could be made to work together in mutual cooperation on a common task… Consequently[,] the computer can be used to coordinate the diverse activities of all the external devices into an effective ensemble operation. The specification discussed the architecture of multi-computer systems, preferring peer-to-peer rather than master-slave. Each member of such an interconnected group of separate computers is free at any time to initiate and dispatch special control orders to any of its partners in the system. As a consequence, the supervisory control over the common task may initially be loosely distributed throughout the system and then temporarily concentrated in one computer, or even passed rapidly from one machine to the other as the need arises. …the various interruption facilities which have been described are based on mutual cooperation between the computer and the external devices subsidiary to it, and do not reflect merely a simple master-slave relationship.     Language resource management – Lexical markup framework (LMF; ISO 24613), produced by ISO/TC 37, is the ISO standard for natural language processing (NLP) and machine-readable dictionary (MRD) lexicons. The scope is standardization of principles and methods relating to language resources in the contexts of multilingual communication. == Objectives == The goals of LMF are to provide a common model for the creation and use of lexical resources, to manage the exchange of data between and among these resources, and to enable the merging of large number of individual electronic resources to form extensive global electronic resources. Types of individual instantiations of LMF can include monolingual, bilingual or multilingual lexical resources. The same specifications are to be used for both small and large lexicons, for both simple and complex lexicons, for both written and spoken lexical representations. The descriptions range from morphology, syntax, computational semantics to computer-assisted translation. The covered languages are not restricted to European languages but cover all natural languages. The range of targeted NLP applications is not restricted. LMF is able to represent most lexicons, including WordNet, EDR and PAROLE lexicons. == History == In the past, lexicon standardization has been studied and developed by a series of projects like GENELEX, EDR, EAGLES, MULTEXT, PAROLE, SIMPLE and ISLE. Then, the ISO/TC 37 National delegations decided to address standards dedicated to NLP and lexicon representation. The work on LMF started in Summer 2003 by a new work item proposal issued by the US delegation. In Fall 2003, the French delegation issued a technical proposition for a data model dedicated to NLP lexicons. In early 2004, the ISO/TC 37 committee decided to form a common ISO project with Nicoletta Calzolari (CNR-ILC Italy) as convenor and Gil Francopoulo (Tagmatica France) and Monte George (ANSI, United States) as editors. The first step in developing LMF was to design an overall framework based on the general features of existing lexicons and to develop a consistent terminology to describe the components of those lexicons. The next step was the actual design of a comprehensive model that best represented all of the lexicons in detail. A large panel of 60 experts contributed a wide range of requirements for LMF that covered many types of NLP lexicons. The editors of LMF worked closely with the panel of experts to identify the best solutions and reach a consensus on the design of LMF. Special attention was paid to the morphology in order to provide powerful mechanisms for handling problems in several languages that were known as difficult to handle. 13 versions have been written, dispatched (to the National nominated experts), commented and discussed during various ISO technical meetings. After five years of work, including numerous face-to-face meetings and e-mail exchanges, the editors arrived at a coherent UML model. In conclusion, LMF should be considered a synthesis of the state of the art in NLP lexicon field. == Current stage == The ISO number is 24613. The LMF specification has been published officially as an International Standard on 17 November 2008. == As one of the members of the ISO/TC 37 family of standards == The ISO/TC 37 standards are currently elaborated as high level specifications and deal with word segmentation (ISO 24614), annotations (ISO 24611 a.k.a. MAF, ISO 24612 a.k.a. LAF, ISO 24615 a.k.a. SynAF, and ISO 24617-1 a.k.a. SemAF/Time), feature structures (ISO 24610), multimedia containers (ISO 24616 a.k.a. MLIF), and lexicons (ISO 24613). These standards are based on low level specifications dedicated to constants, namely data categories (revision of ISO 12620), language codes (ISO 639), scripts codes (ISO 15924), country codes (ISO 3166) and Unicode (ISO 10646). The two level organization forms a coherent family of standards with the following common and simple rules: the high level specification provides structural elements that are adorned by the standardized constants; the low level specifications provide standardized constants as metadata. == Key standards == The linguistics constants like /feminine/ or /transitive/ are not defined within LMF but are recorded in the Data Category Registry (DCR) that is maintained as a global resource by ISO/TC 37 in compliance with ISO/IEC 11179-3:2003. And these constants are used to adorn the high level structural elements. The LMF specification complies with the modeling principles of Unified Modeling Language (UML) as defined by Object Management Group (OMG). The structure is specified by means of UML class diagrams. The examples are presented by means of UML instance (or object) diagrams. An XML DTD is given in an annex of the LMF document. == Model structure == LMF is composed of the following components: The core package that is the structural skeleton which describes the basic hierarchy of information in a lexical entry. Extensions of the core package which are expressed in a framework that describes the reuse of the core components in conjunction with the additional components required for a specific lexical resource. The extensions are specifically dedicated to morphology, MRD, NLP syntax, NLP semantics, NLP multilingual notations, NLP morphological patterns, multiword expression patterns, and constraint expression patterns. == Example == In the following example, the lexical entry is associated with a lemma clergyman and two inflected forms clergyman and clergymen. The language coding is set for the whole lexical resource. The language value is set for the whole lexicon as shown in the following UML instance diagram. The elements Lexical Resource, Global Information, Lexicon, Lexical Entry, Lemma, and Word Form define the structure of the lexicon. They are specified within the LMF document. On the contrary, languageCoding, language, partOfSpeech, commonNoun, writtenForm, grammaticalNumber, singular, plural are data categories that are taken from the Data Category Registry. These marks adorn the structure. The values ISO 639-3, clergyman, clergymen are plain character strings. The value eng is taken from the list of languages as defined by ISO 639-3.     The Prix Ars Electronica is one of the best known and longest running yearly prizes in the field of electronic and interactive art, computer animation, digital culture and music. It has been awarded since 1987 by Ars Electronica (Linz, Austria). In 2005, the Golden Nica, the highest prize, was awarded in six categories: "Computer Animation/Visual Effects," "Digital Musics," "Interactive Art," "Net Vision," "Digital Communities" and the "u19" award for "freestyle computing." Each Golden Nica came with a prize of €10,000, apart from the u19 category, where the prize was €5,000. In each category, there are also Awards of Distinction and Honorary Mentions. The Golden Nica trophy is a replica of the Greek Nike of Samothrace. It is a handmade gold-plated wooden statuette that is approximately 35 cm high with a wingspan of about 20 cm.     Mini-STX

    Mini-STX (mSTX, Mini Socket Technology EXtended, originally "Intel 5x5") is a computer motherboard form factor that was released by Intel in 2015 (as "Intel 5x5"). These motherboards measure 147mm by 140mm (5.8" x 5.5"), making them larger than "4x4" NUC (102x102mm / 4.01" x 4.01" inches) and Nano-ITX (120x120mm / 4.7" x 4.7") boards, but notably smaller than the more common Mini-ITX (170x170mm / 6.7" x 6.7") boards. Unlike these standards, which use a square shape, the Mini-STX form factor is 7mm longer from front-to-rear, making it slightly rectangular. == Mini-STX design elements == The Mini-STX design suggests (but does not require) support for: Socketed processors (e.g. LGA or PGA CPUs) Onboard power regulation circuitry, enabling direct DC power input IO ports embedded on the front and rear of the motherboard (akin to NUC, but unlike typical motherboards which often use headers instead to connect built-in ports on enclosures) == Adoption by manufacturers == This motherboard form factor is still not in particularly common use with consumer-PC manufacturers, although there are a few offerings: ASRock offers both DeskMini kits (that use mini-STX boards) and standalone motherboards, Asus offer VivoMini kits (that use mini-STX boards) and standalone motherboards, Gigabyte offers a few motherboards, and industrial PC suppliers (e.g. Kontron, Iesy, ASRock Industrial) also provide some options for mini-STX equipment. == Derivatives == ASRock developed a derivative of mini-STX, dubbed micro-STX, for their 'DeskMini GTX/RX' small form-factor PCs and industrial motherboards. Micro-STX adds an MXM slot which allows the use of special PCI Express expansion cards, including graphics or machine learning accelerators, but increases the width of the board to be extended two inches, resulting in measurements of 147 x 188 mm (5.8" x 7.4")
