    Diia (Ukrainian: Дія [ˈd⁽ʲ⁾ijɐ] , lit. 'Action'; also an acronym for Держава і Я, Derzhava i Ya, IPA: [derˈʒɑwɐ i ˈjɑ], lit. 'State and Me') is a mobile app, a web portal and a brand of e-governance in Ukraine. Launched in 2020, the Diia app allows Ukrainian citizens to use digital documents on their smartphones instead of physical ones for identification and sharing purposes. The Diia portal allows access to over 130 government services. Eventually, the government plans to make all kinds of state-person interactions available through Diia. Diia was built in partnership with the United States and is poised to be shared with other countries. On the sidelines of the 2023 World Economic Forum in Davos, USAID Administrator Samantha Power said the US hopes to replicate the success of Diia in other countries. == History == Diia was first presented on September 27, 2019, by the Ministry of Digital Transformation of Ukraine as a brand of the State in a Smartphone project. Vice Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced the creation of a mobile app and a web portal that would unite in a single place all the services provided by the state to citizens and businesses. On February 6, 2020, the mobile app Diia was officially launched. During the presentation, Ukrainian President Volodymyr Zelensky said that 9 million Ukrainians now have access to their driver's license and car registration documents on their phones, while Prime Minister Oleksiy Honcharuk called the implementation of the State in a Smartphone project a priority for the government. In April 2020, the Ukrainian government approved a resolution for experimental usage of digital ID-cards and passports which would be issued to all Ukrainians via the Diia. On October 5, 2020, during the Diia Summit, the government presented a first major update of the app and web portal branded "Diia 2.0". More types of documents were added to the app as well as the ability to share documents with others via a single tap on a push-message. The web portal in turn expanded the number of available services to 27, including the ability to register a private limited company in half an hour. President Zelensky who opened the summit, announced that in 2021 Ukraine will enter the "paper less" mode by prohibiting civil servants from demanding paper documents. By the end of 2020, the app had more than six million users, while the portal had 50 available services. In March 2021, the Ukrainian parliament adopted a bill equating digital identity documents with their physical analogues. Starting on August 23, Ukrainian citizens can use digital ID-cards and passports for all purposes while in Ukraine. According to Minister of Digital Transformation Mykhailo Fedorov, Ukraine will become the first country in the world where digital identity documents are considered legally equivalent to ordinary ones. In September 2024, Diia launched an online marriage registration service, which can be beneficial especially for military personnel who spend much time on the frontline separated from their partners. In October 2024, Diia's online marriage service appeared in Time's Inventions of the 2024 list. In the first month of its operations over 1.1 million Ukrainians tried to make proposals using the technology, and 435 couples got married. == Benefits and challenges == The first and most obvious benefit is the convenience of such a platform. Citizens can have many documents on their smartphones at once, without concern about losing or damaging them. Whenever needed, they can just open an app on their smartphones and show/check the document they need. The idea is that Diia will help cut the bureaucracy associated with public services, which in turn will help fight corruption and increase government savings. Fewer people are needed to be employed in the public sector and fewer human to human interactions are supposed to happen. With the start of the program, already 10% of government employees were reduced, which contributes to hundreds of millions of dollars in savings, but besides this, the initiative also improves the speed, efficiency, and transparency of government services. In addition, the digitalization of the government sector helps to develop the whole IT industry in the country, people become more digitally aware and educated, this affects other sectors as well, increasing the spread of digital infrastructure and expediting the speed of overall digitalization. The UN E-government Development Index, which assesses the capabilities of governments to integrate its functions electronically, such as the use of internet and mobile devices, ranked Ukraine 69th in 193 countries surveyed in 2020. Despite its low ranking in the e-government development index, Ukraine made a big jump on the e-participation index, which they ranked 43rd out of 193 countries from 0.66 in 2018 to 0.81 in 2020 (un.org, 2020), suggesting that the government and its citizens are adapting the IT-based government functions. The main goal of e-government according to Perez-Morote et.al. (2020) is to have accountability and transparency among the countries involved. But to do so, there are several challenges that a country should assess first prior to implementing e-government. In the research written by Heeks (2001), the author identified 2 main challenges that countries face in the development of e-government, first is the strategic challenge which involves the preparedness (e-readiness) of the entire government system for electronic transformation, and second challenge is the tactical challenge where the government must design (e-governance design) a system where it can be understood by every user, it's important that the information that needs to be communicated to the consumers is received clearly. For the first challenge (e-readiness), Ukraine had an internet penetration rate of 76% in 2020 and is expected to grow to 82%, it is important that consumers have the internet access for it to enable the consumers to utilize the service. Another factor is the readiness of its institutional infrastructure, which means that the government has its own organization which is solely focused on implementing the e-government project. In the case of Ukraine, the e-governance team is led by Oleksandr Ryzhenko, and the country's e-governance initiative is even further strengthened by ensuring that the data and legal infrastructure are already prepared. Ukraine has done this by modernizing their legislation that is more appropriate in the digital service, and the data exchange solution used by Ukraine is called Trembita. The human infrastructure is also being updated, as competent individuals must be the one doing the task, hence, EGOV4UKRAINE was launched, this aims to get IT developers for developing a system for administrative services. These efforts by the Ukrainian government did not go unnoticed, and they received an award from the e-Governance Academy as "partner of the year 2017". For the second challenge, which deals with the system design, the success of Ukraine can be seen on the latest data of UNDP, where it shows a high increase in the E-participation index. In May 2020, the data of 26 million driver's licenses appeared in the public domain on the Internet. The Ukrainian government said the Diia app was not linked to a data breach, but it is impossible to say for certain. Any storage of official documents in electronic format is associated with the risk of their leakage. In addition, the Diia application still has data protection issues, as the required protection system has not been implemented.     Image subtraction or pixel subtraction or difference imaging is an image processing technique whereby the digital numeric value of one pixel or whole image is subtracted from another image, and a new image generated from the result. This is primarily done for one of two reasons – levelling uneven sections of an image such as half an image having a shadow on it, or detecting changes between two images. This method can show things in the image that have changed position, brightness, color, or shape. For this technique to work, the two images must first be spatially aligned to match features between them, and their photometric values and point spread functions must be made compatible, either by careful calibration, or by post-processing (using color mapping). The complexity of the pre-processing needed before differencing varies with the type of image, but is essential to ensure good subtraction of static features. This is commonly used in fields such as time-domain astronomy (known primarily as difference imaging) to find objects that fluctuate in brightness or move. In automated searches for asteroids or Kuiper belt objects, the target moves and will be in one place in one image, and in another place in a reference image made an hour or day later. Thus, image processing algorithms can make the fixed stars in the background disappear, leaving only the target. Distinct families of astronomical image subtraction techniques have emerged, operating in both image space or frequency space, with distinct trade-offs in both quality of subtraction and computational cost. These algorithms lie at the heart of almost all modern (and upcoming) transient surveys, and can enable the detection of even faint supernovae embedded in bright galaxies. Because color appearance depends on comparison of neighboring colors (see color vision), many interfaces attempt to clarify the relationships between colors. == Interface == Color tools can vary in their interface. Some may use sliders, buttons, text boxes for color values, or direct manipulation. Often a two-dimensional square is used to create a range of color values (such as lightness and saturation) that can be clicked on or selected in some other manner.     Ulead MediaStudio Pro

    Ulead MediaStudio Pro (MSP) is real-time, timeline based prosumer level video editing software by Ulead Systems. It is a suite of 5 digital video and audio applications, including: Video Capture, Video Paint, CG Infinity, Audio Editor and Video Editor. MSP is only available on the Windows platform. Since version 8.0, CG Infinity and Video Paint are separate from the MSP suite, and are being sold as a combination product called VideoGraphics Lab (VGL). On June 18, 2008, Corel formally announced that MediaStudio Pro would be discontinued. The final MediaStudio Pro version was 8.10.0039 (Pro 8 Service Pack 1) released June 2, 2006. Corel discontinued support for MediaStudio Pro in June 2009. Version 6.0 is last version to support Windows 95, although recent versions are not compatible with Windows Vista or Windows 7. == Modules == There are 5 stand-alone modules in MSP before version 8.0, they are: Video Capture – The video capturing module in MSP. Video Paint – A frame-by-frame editor which can let user to make some image or hand-drawing effects on video frames. CG Infinity – A vector-based video editing tool which allows user to create logo animation or vector graphics on video frames. Audio Editor – The audio editing tool in MSP. It can utilize DirectX audio filters and Ulead audio filters to do audio effect processing. Video Editor – The module that users do video editing with audio/video effects. It can also utilize DirectX audio filters and 3rd party video filters to do the video editing. Since version 8.0, CG Infinity and Video Paint have been separated from the MSP suite and are being sold as a combination product called VideoGraphics Lab (VGL). == Editions == Ulead MediaStudio Pro had several editions before version 7.0. They are: Full edition: this edition includes all 5 modules. Director's Cut edition: this edition has 3 modules including Video Capture, Video Editor and Audio Editor. SE edition: SE means Simple Edition or Special Edition and is an OEM bundle version. It also includes the 3 modules as Director's Cut, however, is feature limited.     Paint.NET

    Paint.NET (sometimes stylized as paint.net) is a freeware general-purpose raster graphics editor program for Microsoft Windows, developed with the .NET platform. Paint.NET was originally created by Rick Brewster as a Washington State University student project, and has evolved from a simple replacement for the Microsoft Paint program into a program for editing mainly graphics, with support for plugins. == History == Paint.NET originated as a computer science senior design project by Rick Brewster during spring 2004 at Washington State University. Version 1.0 consisted of 36,000 lines of code and was written in four months. In contrast, version 3.35 has approximately 162,000 lines of code. The Paint.NET project continued over the summer and into the autumn 2004 semester for both the version 1.1 and 2.0 releases. Development continued with one programmer who worked on previous versions of Paint.NET while he was a student at WSU. As of May 2006 the program had been downloaded at least 2 million times, at a rate of about 180,000 per month. Initially, Paint.NET was released under a modified version of the MIT License, with the exclusion of the installer, text, and graphics. However, citing issues with the open source code being plagiarized by others that had rebranded the software as their own and bundled user content without their permission, the availability of the source code was restricted, in December 2007 Brewster announced his intent to restrict access to components of the program (including its installer, resources, and user interface). In November 2009, the software was made proprietary, restricting the sale or creation of derivative works of the software. Starting with version 4.0.18, Paint.NET is published in two editions: A classic edition remains freeware, similar to all other versions since 3.5. Another edition, however, is published to Microsoft Store under a trialware license and is available to purchase for US$14.99. According to the developer, this was done to enable the users to contribute to the development with more convenience, even though the old avenue of donation was not closed. In May 2026, Brewster revealed that he obtained the paint.net domain after attempting to do so for 22 years. Historically, the editor was hosted on getpaint.net, and according to Brewster, the previous owners of paint.net would not sell the domain and asked for "lots and lots of money". In December of the previous year, paint.net began hosting content that impersonated Paint.NET, therefore becoming a clear case of trademark infringement and domain squatting. Brewster stated that he was able to obtain the domain afterwards with the help of a lawyer. == Overview == Paint.NET is primarily programmed in the C# programming language. Its native image format, .PDN, is a compressed representation of the application's internal object format, which preserves layering and other information. == Plugins == Paint.NET supports plugins, which add image adjustments, effects, and support for additional file types. They can be programmed using any .NET Framework programming language, though they are most commonly written in C#. These are created by volunteer coders on the program's discussion board, the Paint.NET Forum. Though most are simply published via the discussion board, some have been included with a later release of the program. For instance, a DirectDraw Surface file type plugin, (originally by Dean Ashton) and an Ink Sketch and Soften Portrait effect (originally by David Issel) were added to Paint.NET in version 3.10. Hundreds of plugins have been produced; such as Shape3D, which renders a 2D drawing into a 3D shape. Some plugins expand on the functionality that comes with Paint.NET, such as Curves+ and Sharpen+, which extend the included tools Curves and Sharpen, respectively. Examples of file type plugins include an Animated Cursor and Icon plugin and an Adobe Photoshop file format plugin. Several of these plugins are based on existing open source software, such as a raw image format plugin that uses dcraw and a PNG optimization plugin that uses OptiPNG. == Forks == === paint-mono === Paint.NET was created exclusively for Windows and has no native support for other operating systems. Due to its former open-source licensing, the development of alternative versions was possible. In May 2007, Miguel de Icaza officially started a porting project called paint-mono. This project had partially ported Paint.NET 3.0 to Mono, an open-source implementation of the Common Language Infrastructure on which the .NET Framework is based. This allowed Paint.NET to be run on Mono-supported platforms, such as Linux. This port is no longer maintained and has not been updated since March 2009. Newer Mono runtime 6 versions are able to run original Paint.NET releases up to 3.5.11 with only minor issues. === Pinta === In 2010, developer Jonathan Pobst started a project called Pinta, describing it as a clone of Paint.NET for Mono and Gtk#.     Zynn

    Zynn was a Chinese video-sharing social networking service owned by Kuaishou, a Beijing-based internet technology company established in 2011 by Su Hua and Cheng Yixiao. It was used to create and share short videos, and it pays its users for using the app and referring others. Zynn was launched on May 7, 2020. It became the most-downloaded app in the App Store in the same month. It has also been criticized for being a "pyramid scheme", and it has faced accusations of plagiarism and stealing content. Aside from Zynn in North America, Kuaishou is available under the name Kwai in Russia, South Korea, Japan, Thailand, Vietnam, Philippines, Malaysia, Indonesia, Brazil, America, India, and the Middle East. Kwai used to be available in Australia and the United States on the App Store, but was removed at an unknown date. Zynn was permanently shut down on the 20th of August, 2021. == History == In 2011, entrepreneur Su Hua co-founded Kuaishou with business partner Cheng Yixiao. Originally a GIF-making app, Kuaishou soon moved to short video content. Su Hua also serves as the current Kuaishou CEO. In December 2019, Chinese internet conglomerate Tencent invested $2 billion in Kuaishou, reportedly to compete with rival ByteDance. In December 2019, Kuaishou acquired an app developer called Owlii, which is the developer of Zynn. Zynn was developed to be a North American Market edition of Kuaishou. On May 7, 2020, the app was launched and it was downloaded over 2 million times in that month. On May 12, 2020, Kuaishou filed a lawsuit seeking compensation for "unfair competition", and accused Douyin, the sister app of TikTok, of "interfering" with search results on app stores. Zynn shut down on the 20th of August, 2021. == Features == Zynn allows its users to create, edit and share short videos of themselves. Its interface has been described as a "complete clone" of TikTok, its main competitor. The Zynn app was unique in the way that they paid users for using the platform. Each user earned $1 for signing up, and they could earn money for referring users to the platform. Watching videos resulted in earning "points", which could be redeemed for gift cards or be cashed out via PayPal.[1] == Criticisms and controversies == Multiple TikTok users had reported seeing their entire accounts plagiarized, with one account pretending to be Addison Rae. Despite being launched in May, many videos were posted in February. Zynn has employed "intermittent variable rewards" in its point system, which has been criticized as being the "same reinforcement strategy used to addict people to slot machines". Cash payouts for using the app have resulted in criticism and accusations of anti-competitive behavior. The app was taken down from the Google Play store on June 10. Zynn blamed it on an "isolated incident". Six days later, it was taken down from the App Store as well. US Senator Josh Hawley has criticized the platform, calling it "predatory" and "anti-competitive" in a letter to the Federal Trade Commission asking for an investigation into Zynn. He said "[Zynn] smacks of a textbook predatory-pricing scheme, one calculated to attain immediate market dominance for Zynn by driving competitors out of the market."

    Optical sorting

    Optical sorting (sometimes called digital sorting) is the automated process of sorting solid products using cameras and/or lasers. Depending on the types of sensors used and the software-driven intelligence of the image processing system, optical sorters can recognize an object's color, size, shape, structural properties and chemical composition. The sorter compares objects to user-defined accept/reject criteria to identify and remove defective products and foreign material (FM) from the production line, or to separate product of different grades or types of materials. Optical sorters are in widespread use in the food industry worldwide, with the highest adoption in processing harvested foods such as potatoes, fruits, vegetables and nuts where it achieves non-destructive, 100 percent inspection in-line at full production volumes. The technology is also used in pharmaceutical manufacturing and nutraceutical manufacturing, tobacco processing, waste recycling and other industries. Compared to manual sorting, which is subjective and inconsistent, optical sorting helps improve product quality, maximize throughput and increase yields while reducing labor costs. == History == Optical sorting is an idea that first came out of the desire to automate industrial sorting of agricultural goods like fruits and vegetables. Before automated optical sorting technology was conceived in the 1930s, companies like Unitec were producing wooden machinery to assist in the mechanical sorting of fruit processing. In 1931, a company known as “the Electric Sorting Company” was incorporated and began the creation of the world’s first color sorters, which were being installed and used in Michigan’s bean industry by 1932. In 1937, optical sorting technology had advanced to allow for systems based on a two-color principle of selection. The next few decades saw the installation of new and improved sorting mechanisms, like gravity feed systems and the implementation of optical sorting in more agricultural industries. In the late 1960s, optical sorting began to be implemented to new industries beyond agriculture, like the sorting of ferrous and non-ferrous metals. By the 1990s, optical sorting was being used heavily in the sorting of solid wastes. With the large technological revolution happening in the late 1990s and early 2000s, optical sorters were being made more efficient via the implementation of new optical sensors, like CCD, UV, and IR cameras. Today, optical sorting is used in a wide variety of industries and, as such, is implemented with a varying selection of mechanisms to assist in that specific sorter’s task. == The sorting system == In general, optical sorters feature four major components: the feed system, the optical system, image processing software, and the separation system. The objective of the feed system is to spread products into a uniform monolayer so products are presented to the optical system evenly, without clumps, at a constant velocity. The optical system includes lights and sensors housed above and/or below the flow of the objects being inspected. The image processing system compares objects to user-defined accept/reject thresholds to classify objects and actuate the separation system. The separation system — usually compressed air for small products and mechanical devices for larger products, like whole potatoes — pinpoints objects while in-air and deflects the objects to remove into a reject chute while the good product continues along its normal trajectory. The ideal sorter to use depends on the application. Therefore, the product's characteristics and the user's objectives determine the ideal sensors, software-driven capabilities and mechanical platform. == Sensors == Optical sorters require a combination of lights and sensors to illuminate and capture images of the objects so the images can be processed. The processed images will determine if the material should be accepted or rejected. There are camera sorters, laser sorters and sorters that feature a combination of the two on one platform. Lights, cameras, lasers and laser sensors can be designed to function within visible light wavelengths as well as the infrared (IR) and ultraviolet (UV) spectrums. The optimal wavelengths for each application maximize the contrast between the objects to be separated. Cameras and laser sensors can differ in spatial resolution, with higher resolutions enabling the sorter to detect and remove smaller defects. === Cameras === Monochromatic cameras detect shades of gray from black to white and can be effective when sorting products with high-contrast defects. Sophisticated color cameras with high color resolution are capable of detecting millions of colors to better distinguish more subtle color defects. Trichromatic color cameras (also called three-channel cameras) divide light into three bands, which can include red, green and/or blue within the visible spectrum as well as IR and UV. The interaction of different materials with parts of the electromagnetic spectrum make these contrasts more evident than how they appear to the naked human eye. Coupled with intelligent software, sorters that feature cameras are capable of recognizing each object's color, size and shape; as well as the color, size, shape and location of a defect on a product. Some intelligent sorters even allow the user to define a defective product based on the total defective surface area of any given object. === Lasers === While cameras capture product information based primarily on material reflectance, lasers and their sensors are able to distinguish a material's structural properties along with their color. This structural property inspection allows lasers to detect a wide range of organic and inorganic foreign material such as insects, glass, metal, sticks, rocks and plastic; even if they are the same color as the good product. Lasers can be designed to operate within specific wavelengths of light; whether on the visible spectrum or beyond. For example, lasers can detect chlorophyll by stimulating fluorescence using specific wavelengths; which is a process that is very effective for removing foreign material from green vegetables. === Camera/laser combinations === Sorters equipped with cameras and lasers on one platform are generally capable of identifying the widest variety of attributes. Cameras are often better at recognizing color, size and shape while laser sensors identify differences in structural properties to maximize foreign material detection and removal. === Hyperspectral Imaging === Driven by the need to solve previously impossible sorting challenges, a new generation of sorters that feature multispectral and hyperspectral imaging Optical Sorters. Like trichromatic cameras, multispectral and hyperspectral cameras collect data from the electromagnetic spectrum. Unlike trichromatic cameras, which divide light into three bands, hyperspectral systems can divide light into hundreds of narrow bands over a continuous range that covers a vast portion of the electromagnetic spectrum. This opens the door for more detailed analysis that leads to a more consistent product. Using IR alone might detect some defects, but combining it with a broader range of the spectrum makes it more effective. Compared to the three data points per pixel collected by trichromatic cameras, hyperspectral cameras can collect hundreds of data points per pixel, which are combined to create a unique spectral signature (also called a fingerprint) for each object. When complemented by capable software intelligence, a hyperspectral sorter processes those fingerprints to enable sorting on the chemical composition of the product. This is an emerging area of chemometrics. == Software-driven intelligence == Once the sensors capture the object's response to the energy source, image processing is used to manipulate the raw data. The image processing extracts and categorizes information about specific features. The user then defines accept/reject thresholds that are used to determine what is good and bad in the raw data flow. The art and science of image processing lies in developing algorithms that maximize the effectiveness of the sorter while presenting a simple user-interface to the operator. Object-based recognition is a classic example of software-driven intelligence. It allows the user to define a defective product based on where a defect lies on the product and/or the total defective surface area of an object. It offers more control in defining a wider range of defective products. When used to control the sorter's ejection system, it can improve the accuracy of ejecting defective products. This improves product quality and increases yields. New software-driven capabilities are constantly being developed to address the specific needs of various applications.     Straight-Through Quality (STQ) are approaches and outputs of test automation that have quality and deliver business benefit. STQ takes its name from the business concept of straight-through processing (STP). Also acting as a tool and enabler for STP. Traditional techniques for testing and delivery have often required a great deal of manual support and intervention. These approaches are subject to human error, cost of delay and lack of reuse. These also have the negative side-effect of being unable to deliver 'fail-fast' approaches, which have proven popular with Agile practitioners. Previous traditional approaches have been typically expensive where whole silo'ed departments are created within commercial companies to deliver Quality and Deployment alone.
