The declaration was initially signed by 200 prominent politicians and scientists, including 10 Nobel Prize winners. The call does not specify which red lines to set, but suggests several, such as banning bioweapon design, mass surveillance or AI impersonation. == The declaration == The declaration was published online as an open letter on 22 September 2025. Nobel Peace Prize laureate Maria Ressa announced it in her opening speech at the 80th United Nations General Assembly high-level week in New York, urging governments to "define what AI should never be allowed to do" and "establish clear international boundaries to prevent universally unacceptable risks for A.I." The initiative was organized by three nonprofit organisations: the French Center for AI Safety (CeSIA), The Future Society, and the Center for Human-Compatible Artificial Intelligence (CHAI). The letter argues that humanity faces risks such as engineered pandemics, widespread disinformation, large-scale manipulation, unemployment and loss of control. Proponents argue that national laws are insufficient to address these risks and that "an international agreement on clear and verifiable red lines is necessary". They urge governments to reach an agreement by the end of 2026, and called for robust enforcement mechanisms and the creation of an independent organisation to implement it. The letter does not call for specific red lines, but suggests the possibility of banning lethal autonomous weapons, autonomous replication of AI systems and the use of AI in nuclear warfare. A red line could prohibit either AI behaviors (what AI systems should be guaranteed to never do even if asked to) or AI uses. == Signatories == When published, the online declaration was signed by more than 200 prominent politicians and scientists, including 10 Nobel Prize winners. Signers include former president of Colombia Juan Manuel Santos and researchers Geoffrey Hinton and Yoshua Bengio. It also includes popular authors like Stephen Fry and Yuval Noah Harari. The letter received support from European lawmakers, including former Italian prime minister Enrico Letta, and former president of Ireland Mary Robinson. == Development of red lines == As of 2025, there is no global red line on AI. Some regional red lines exist, such as with the uses deemed "unacceptable" by the AI Act in Europe, and with the US-China agreement not to leave to AI the decision of whether to launch nuclear weapons. At the United Nations Security Council, days after the declaration, Michael Kratsios, Donald Trump's director of the White House Office of Science and Technology Policy, said "We totally reject all efforts by international bodies to assert centralized control and global governance of AI." The topic of AI red lines gained prominence in 2026 with the dispute between Anthropic and the Department of Defense (DoD), which resulted from the DoD requesting Anthropic to remove contractual red lines on fully autonomous weapons and mass domestic surveillance. The event led employees from Google and OpenAI as well as Senate Democrats to further call for red lines on military use of AI. Senator Adam Schiff proposed a bill to "codify" Anthropic's red lines.

In June 1991, ownership of VP-Expert transferred from Paperback Software to WordTech Systems, Inc. following Paperback Software’s liquidation after a legal dispute with Lotus Development Corporation regarding its VP-Planner spreadsheet. VP-Expert continued to receive positive reviews with InfoWorld stating in 1992 "for automatically creating simple expert systems and being able to edit them into more sophisticated applications, hardly a better product exists than VP-Expert". == Features == VP-Expert used an inference engine based on backward chaining to reach conclusions through English-like if/then rules. It operated through a text interface and included an explanation facility that showed the reasoning steps used to justify its conclusions. == Applications == VP-Expert found applications across various domains. In environmental analysis, researchers used VP-Expert to develop a knowledge-based system for analyzing the impact of particulate matter air pollution on human health.     Responsible AI Safety and Education Act

    The Responsible AI Safety and Education Act (RAISE Act) is a New York State law that imposes transparency, safety, and reporting requirements on developers of large frontier artificial intelligence models. The law was signed by Governor Kathy Hochul on December 19, 2025. It was sponsored by State Senator Andrew Gounardes and Assemblymember Alex Bores. The RAISE Act is the second U.S. state law to regulate frontier AI model developers, following California's Transparency in Frontier Artificial Intelligence Act (TFAIA), which was signed in September 2025. Hochul signed the bill on the condition that the legislature would pass chapter amendments to bring the law closer to the California model. The amending bills (A9449/S8828) were introduced in January 2026; as of February 2026 they remain in committee, though the Governor's office and legal commentators treat the agreed-upon amendments as representing the final form of the law. == Provisions == The following describes the RAISE Act as it is expected to operate after the agreed-upon chapter amendments take effect. The law is expected to take effect on January 1, 2027. === Scope === The law applies to "large frontier developers," defined as companies with annual revenues exceeding $500 million that develop "frontier models," which are foundation models trained using more than 1026 floating-point operations (FLOPs). The version passed by the legislature in June 2025 had instead defined large developers based on having spent over $100 million in aggregate compute costs, and also included a provision prohibiting deployment of frontier models posing "unreasonable risk of critical harm"; both were removed as part of the negotiations between Hochul and the legislature. Accredited colleges and universities engaged in academic research are exempt, as is the state's Empire AI consortium. === Safety and transparency framework === Large frontier developers must write, implement, and publicly publish a "frontier AI framework" describing how they assess and mitigate catastrophic risks, secure unreleased model weights against unauthorized access, use third-party evaluators, govern internal use of frontier models, and respond to safety incidents. The framework must describe these measures "in detail," a requirement that goes beyond the California TFAIA's requirement to describe a developer's "approach." The framework must be reviewed at least annually, and material modifications must be published with justification within 30 days. Before or concurrently with deploying a new or substantially modified frontier model, developers must publish a transparency report including the model's release date, supported languages and output modalities, intended uses, and any restrictions on use. Large frontier developers must additionally include summaries of catastrophic risk assessments and the extent of third-party involvement. === Catastrophic risk and incident reporting === The law defines "catastrophic risk" as a foreseeable and material risk that a frontier model will contribute to the death of or serious injury to more than 50 people, or more than $1 billion in property damage, arising from a frontier model providing expert-level assistance in creating chemical, biological, radiological, or nuclear weapons; engaging in cyberattacks or conduct equivalent to crimes such as murder, assault, or theft without meaningful human oversight; or evading the control of its developer or user. Loss of equity value is explicitly excluded from the definition of property damage. "Critical safety incidents" include unauthorized access to model weights resulting in death or injury, materialization of a catastrophic risk, loss of control of a frontier model causing death or injury, and a model using deceptive techniques to subvert developer controls outside of an evaluation context in a manner that increases catastrophic risk. Frontier developers must report critical safety incidents within 72 hours, or within 24 hours if the incident poses an imminent risk of death or serious physical injury. === Enforcement === The chapter amendments establish a new office within the New York State Department of Financial Services to oversee compliance, receive incident reports, and publish annual reports on AI safety beginning in 2028. Large frontier developers must file disclosure statements with this office and pay pro rata assessments to fund its operations. The New York Attorney General may bring civil actions, with penalties of up to $1 million for a first violation and $3 million for subsequent violations. The version passed by the legislature in June 2025 had set penalties at up to $10 million and $30 million respectively. The law does not create a private right of action. == Legislative history == The bill was introduced in the Assembly on March 5, 2025, by Assemblymember Alex Bores, and in the Senate on March 27, 2025, by Senator Andrew Gounardes. After a series of amendments, the legislature passed the bill in June 2025. Governor Hochul did not immediately sign the bill, using nearly all the time available under New York law before acting; had she not signed by the end of 2025, the bill would have been pocket vetoed. The tech industry lobbied against the bill during this period, and Hochul initially proposed a near-complete rewrite modeled on California's TFAIA. Legislators resisted the extent of the changes, and the two sides ultimately agreed on a version that used the California law as a base but preserved several provisions that went beyond it, including the 72-hour incident reporting timeline and the creation of a dedicated enforcement office. Hochul signed the original bill (S6953-B/A6453-B) on December 19, 2025, with the legislature committing to pass chapter amendments formalizing the agreed changes in the January 2026 session. The amending bills (A9449 in the Assembly, S8828 in the Senate) were introduced on January 6 and January 8, 2026. OpenAI and Anthropic expressed support for the law. Anthropic's head of external affairs Sarah Heck said the two state laws "should inspire Congress to build on them." The super PAC network Leading the Future, backed by Andreessen Horowitz and OpenAI president Greg Brockman, subsequently announced plans to challenge Bores in a future election. == Federal preemption debate == Hochul signed the RAISE Act eight days after President Donald Trump issued an executive order on December 11, 2025, directing the Department of Justice to challenge state AI laws deemed to conflict with a "minimally burdensome" national AI policy. On January 9, 2026, the Department of Justice announced the establishment of an AI Litigation Task Force as called for by the executive order. The executive order also threatened states with loss of certain federal broadband funding if their AI laws were found to be onerous. Legal commentators have noted several potential avenues for federal challenge, including arguments that the law constitutes compelled speech, violates the dormant Commerce Clause by creating a patchwork of state regulations, or is preempted by federal AI policy. == Comparison with California's TFAIA == The RAISE Act was designed to align with California's Transparency in Frontier Artificial Intelligence Act, signed on September 29, 2025. Both laws use the same 1026 FLOP threshold to define frontier models and the same $500 million revenue threshold to define large developers. Both require public safety frameworks, transparency reports, and incident reporting. The RAISE Act's 72-hour incident reporting window is stricter than the TFAIA's 15-day window, though both require faster reporting for incidents posing imminent physical risk (24 hours under the RAISE Act, immediate under the TFAIA). The RAISE Act establishes a dedicated enforcement office within the Department of Financial Services, whereas California routes reports through the Office of Emergency Services. The RAISE Act requires developers to describe their safety measures "in detail" and how they "handle" various risks, whereas the TFAIA requires developers to describe their "approach."

    BRFplus (Business Rule Framework plus) is a business rule management system (BRMS) offered by SAP AG. BRFplus is part of the SAP NetWeaver ABAP stack. Therefore, all SAP applications that are based on SAP NetWeaver can access BRFplus within the boundaries of an SAP system. However, it is also possible to generate web services so that BRFplus rules can also be offered as a service in a SOA landscape, regardless of the software platform used by the service consumers. BRFplus development started as a supporting tool that was part of SAP Business ByDesign, an ERP solution targeted at small and medium size companies. By that time, the tool was called "Formula and Derivation Tool" (FDT). Later on, it was decided to maintain BRFplus on those codelines that serve as the basis for SAP Business Suite. With that, business rules that have been created for Business ByDesign can easily be taken over in a full-size SAP system where they are ready for use without any changes. == Overview == BRFplus offers a unified modeling and runtime environment for business rules that addresses both technical users (programmers, system administrators) as well as business users who take care of operational business processes (like procurement, bidding, tax form validation, etc.). The different requirements and usage scenarios of the different target groups can be covered with the help of the SAP authorization system and a user interface that can be individually customized. Being integrated into SAP NetWeaver, BRFplus-based applications can look at, and model, business rules from a strictly business-oriented perspective, rather than starting with the underlying technical artifacts. This is because the integration allows for direct access to the business objects available in the SAP dictionary (like customer, supplier, material, bill, etc.). In addition to the predefined expression types (decision table, decision tree, formula, database access, loops, etc.) and actions (sending e-mails, triggering a workflow, etc.), BRFplus can be extended by custom expression types. Also, direct calls of function modules as well as ABAP OO class methods are supported so that the entire range of the ABAP programming language is available for solving business tasks. BRFplus comes with an optional versioning mechanism. Versioning can be switched on and off for individual objects as well as for entire applications. Versioned business rules are needed in certain use cases for legal reasons, but they also allow for simulating the system behavior as it would have been at a particular point in time. Once the rule objects are in a consistent state and active, the system automatically generates ABAP OO classes that encapsulate the functional scope of the underlying rule object. This is done on an on-demand base and speeds up processing. The execution of functions as well as of single expressions can be simulated. The processing log of the simulation is useful for checking the implementation and for investigating problems. BRFplus applications can be exported and imported as an XML file. This is an easy way of creating a data backup. XML files can also be used for deploying rule applications throughout the company. == Main object types == === Application === The application object serves as a container for all the BRFplus objects that have been assembled to solve a particular business task. It is possible to define certain default settings on application level that are inherited by all objects that are created in the scope of that application. === Function === A function is used to connect a business application with the rule processing framework of BRFplus. The calling business application passes input values to the function which are then processed by the expressions and rulesets that are associated with the called function. Object filters are used by system administrators to ensure that for selected users, only a predefined subset of object types is visible. This is useful to enforce access rights as well as modeling policies. == Other BRM solutions offered by SAP == BRFplus is positioned as the successor product of an older business rule solution known as BRF (Business Rule Framework). For a longer transition phase, both solutions exist in parallel. However, an increasing number of SAP applications that used to be based on BRF are migrating to BRFplus. While BRFplus supports business rules for applications based on the SAP NetWeaver ABAP stack, SAP is offering another product named SAP NetWeaver Business Rules Management (BRM). BRM supports business rule modeling for the SAP NetWeaver Java stack. Both products do not compete. They are available in parallel and can be used in a collaborative approach to deal with use cases where both technology stacks are used in parallel.     Vilém Flusser (May 12, 1920 – November 27, 1991) was a Czech-born Brazilian philosopher, writer and journalist, best known for his contributions to media studies, communication theory, and the philosophy of language. He lived for a long period in São Paulo (where he became a Brazilian citizen) and later in France, and his works are written in many different languages. His early work was marked by discussion of the thought of Martin Heidegger, and by the influence of existentialism and phenomenology. Phenomenology would play a major role in the transition to the later phase of his work, in which he turned his attention to the philosophy of communication and of artistic production. He contributed to the dichotomy logic theory through history: the period of image worship, and period of text worship, with deviations consequently into idolatry and "textolatry". == Life == Flusser was born in 1920 in Prague, Czechoslovakia into a family of Jewish intellectuals. His father, Gustav Flusser, studied mathematics and physics (under Albert Einstein among others). Vilém attended German and Czech primary schools and later a German grammar school. In 1938, Flusser started to study philosophy at the Juridical Faculty of the Charles University in Prague. In 1939, shortly after the Nazi occupation, Flusser emigrated to London (with Edith Barth, his later wife, and her parents) to continue his studies for one term at the London School of Economics and Political Science. Vilém Flusser lost all of his family in the German concentration camps: his father died in Buchenwald in 1940; his grandparents, his mother and his sister were brought to Theresienstadt and later to Auschwitz where they were killed. The next year, he emigrated to Brazil, living both in São Paulo and Rio de Janeiro. He started working at a Czech import/export company and then at Stabivolt, a manufacturer of radios and transistors. In 1960 he started to collaborate with the Brazilian Institute of Philosophy (IBF) in São Paulo and published in the Revista Brasileira de Filosofia; by these means he seriously approached the Brazilian intellectual community. Flusser had as his friend and closest interlocutor the Brazilian philosopher Vicente Ferreira da Silva. Flusser and Vicente Ferreira da Silva met in São Paulo in the 1960s and began a close intellectual dialogue that continued until Ferreira da Silva's death in 1963. Flusser wrote several essays on Ferreira da Silva's work and that Ferreira da Silva's concept of "Fundamental ontology” had a significant impact on Flusser's understanding of the nature of reality. During the 60s Flusser published and taught at several schools in São Paulo, being Lecturer for Philosophy of Science at the Escola Politécnica of the University of São Paulo and Professor of Philosophy of Communication at the Escola Dramática and the Escola Superior de Cinema in São Paulo. He also participated actively in the arts, collaborating with the Bienal de São Paulo, among other cultural events. Beginning in the 1950s he taught philosophy and worked as a journalist, before publishing his first book Língua e realidade (Language and Reality) in 1963. In 1972 he decided to leave Brazil. Some say it was because it was becoming difficult to publish because of the military regime. Others dispute this reason, since his work on communication and language did not threaten the military. In 1970, when a reform took place at the University of São Paulo by the Brazilian military government, all Lecturers of Philosophy (members of the Department of Philosophy) were dismissed. Flusser, who taught at the Engineering School (Escola Politécnica), had to leave the university as well. In 1972 he and his wife Edith settled temporarily in Merano (Tyrol). Further short stays in various European countries followed until they moved to Robion in southern France in 1981, where they remained until Flusser's death in 1991. To the end of his life, he was quite active writing and giving lectures around media theory and working with new topics (Philosophy of Photography, Technical Images, etc.). He died in 1991 in a car accident near the Czech–German border, while trying to visit his native city, Prague, to give a lecture. Vilém Flusser is the cousin of David Flusser. == Philosophy == Flusser's essays are short, provocative and lucid, with a resemblance to the style of journalistic articles. Critics have noted he is less a 'systematic' thinker than a 'dialogic' one, purposefully eclectic and provocative (Cubitt 2004). However, his early books, written in the 1960s, primarily in Portuguese, and published in Brazil, have a slightly different style. Flusser's writings relate to each other, however, which means that he intensively works over certain topics and dissects them into a number of brief essays. His main topics of interest were: epistemology, ethics, aesthetics, ontology, language philosophy, semiotics, philosophy of science, the history of Western culture, the philosophy of religion, the history of symbolic language, technology, writing, the technical image, photography, migration, media and literature, and, especially in his later years, the philosophy of communication and of artistic production. His writings reflect his wandering life: although the majority of his work was written in German and Portuguese, he also wrote in English and French, with scarce translation to other languages. Because Flusser's writings in different languages are dispersed in the form of books, articles or sections of books, his work as a media philosopher and cultural theorist is only now becoming more widely known. The first book by Flusser to be published in English was Towards a Philosophy of Photography in 1984 by the then new journal European Photography, which was his own translation of the work. The Shape of Things, was published in London in 1999 and was followed by a new translation of Towards a Philosophy of Photography. Flusser's archives have been held by the Academy of Media Arts in Cologne and are currently housed at the Berlin University of the Arts. === Philosophy of photography === Writing about photography in the 1970s and 80s, in the face of the early worldwide impact of computer technologies, Flusser argued that the photograph was the first in a number of technical image forms to have fundamentally changed the way in which the world is seen. Historically, the importance of photography had been that it introduced nothing less than a new epoch: 'The invention of photography constitutes a break in history that can only be understood in comparison to that other historical break constituted by the invention of linear writing.' Whereas ideas might previously have been interpreted in terms of their written form, photography heralded new forms of perceptual experience and knowledge. As Flusser Archive Supervisor Claudia Becker describes, "For Flusser, photography is not only a reproductive imaging technology, it is a dominant cultural technique through which reality is constituted and understood". In this context, Flusser argued that photographs have to be understood in strict separation from 'pre-technical image forms'. For example, he contrasted them to paintings which he described as images that can be sensibly 'decoded', because the viewer is able to interpret what he or she sees as more or less direct signs of what the painter intended. By contrast, even though photography produces images that seem to be 'faithful reproductions' of objects and events they cannot be so directly 'decoded'. The crux of this difference stems, for Flusser, from the fact that photographs are produced through the operations of an apparatus. And the photographic apparatus operates in ways that are not immediately known or shaped by its operator. For example, he described the act of photographing as follows: The photographer's gesture as the search for a viewpoint onto a scene takes place within the possibilities offered by the apparatus. The photographer moves within specific categories of space and time regarding the scene: proximity and distance, bird- and worm's-eye views, frontal- and side-views, short or long exposures, etc. The Gestalt of space–time surrounding the scene is prefigured for the photographer by the categories of his camera. These categories are an a priori for him. He must 'decide' within them: he must press the trigger. Roughly put, the person using a camera might think that they are operating its controls to produce a picture that shows the world the way they want it to be seen, but it is the pre-programmed character of the camera that sets the parameters of this act and it is the apparatus that shapes the meaning of the resulting image. Given the central role of photography to almost all aspects of contemporary life, the programmed character of the photographic apparatus shapes the experience of looking at and interpreting photographs as well as most of the cultural contexts in which we do so. Horovod was initially developed at Uber and released as an open-source project in 2017, and is now hosted by the LF AI & Data Foundation, a project of the Linux Foundation. == History == Horovod was created at Uber as part of the company's internal machine learning platform Michelangelo to simplify scaling TensorFlow models across many GPUs. The first public release of the library, version 0.9.0, was tagged on GitHub in August 2017 under the Apache 2.0 licence. In October 2017, Uber Engineering publicly introduced Horovod as an open-source component of its deep learning toolkit. In February 2018 Alexander Sergeev and Mike Del Balso published a technical paper describing Horovod's design and benchmarking its performance on up to 512 GPUs, showing near-linear scaling for several image-classification models when compared with single-GPU baselines. In December 2018 Uber contributed Horovod to the LF Deep Learning Foundation (later LF AI & Data), making it a Linux Foundation project. Horovod entered incubation under LF AI & Data and graduated as a full foundation project in 2020. Since its initial release the project has expanded beyond TensorFlow to provide APIs for PyTorch, Keras and Apache MXNet, as well as integrations with frameworks such as Apache Spark and Ray, support for elastic training, and tooling for automated performance tuning and profiling. == Design and features == Horovod core principles are based on the MPI concepts size, rank, local rank, allreduce, allgather, broadcast, and alltoall. Horovod implements synchronous data-parallel training, in which each worker process maintains a replica of the model and computes gradients on different mini-batches of data. The gradients are aggregated across workers using the ring-allreduce communication pattern rather than a central parameter server, which reduces communication bottlenecks and can improve scaling on multi-GPU clusters. Communication is built on top of collective-communication libraries such as MPI, NCCL, Gloo and Intel oneCCL, and supports both GPU and CPU training. In the benchmark experiments reported in the original paper, Horovod achieved around 90% scaling efficiency on 512 GPUs for the ResNet-101 and Inception v3 convolutional neural networks, and around 68% scaling efficiency for the VGG-16 model. Horovod can be deployed on-premises or in cloud environments and is distributed as a Python package with optional GPU support via CUDA. It involves promoting a product or a service by overstating the role of artificial intelligence (AI) and its integration in the design and manufacture of the same. The practice raises concerns regarding transparency, compliance with security regulations, and consumer trust in the AI industry potentially hampering legitimate advancements in AI. The term was first defined by the AI Now Institute, a research institute based at New York University in 2019. The term is derived from greenwashing, another deceptive marketing technique that misrepresents a product's environmental impact in a similar manner. AI washing might involve a company claiming to have used AI in the development or enhancement of its products or services without its actual involvement, or using buzzwords such as "smart" or "AI-powered" without the product actually offering it or making use of it. A company may overstate the usage of AI or misuse the term, which is also construed as AI washing. In 2026, The Washington Post defined AI washing as "a trend for bosses to blame layoffs on the productive capabilities of AI and its ability to replace workers, even when job cuts may have little to do with the technology". == Usage and effects == AI washing can lead to deception of customers and misleading of investors. It is also an illegal and unethical practice that lacks transparency regarding disclosing the details of a product or a service. Companies get involved in such a practice often in response to competition who might have used AI in their offerings. It might also be used as a ploy to secure funding and investment, assuming that it will attract them towards it. AI washing has been compared to dot-com bubble, when businesses appended "dot-com" to the end of the business name to boost their valuation. In September 2023, Coca-Cola released a new product called Coca-Cola Y3000, and the company stated that the Y3000 flavor had been "co-created with human and artificial intelligence". The company was accused of AI washing due to no proof of AI involvement in the creation of the product, and critics believed that AI was used as a way to grab consumer attention more than it was used in the actual product creation. In 2026, mass tech layoffs were attributed to AI washing from AI innovation instead of balance sheet restructuring. == Mitigation == Companies are expected to be transparent and clearer in communicating the usage of AI in their products or services. Consumers can mitigate the same by requesting for hard evidence from the companies regarding the usage of AI tools. Customers should evaluate the product or service as a whole rather than being swayed by the usage of AI. Informed decision making and purchasing can keep them from falling for such marketing gimmicks. The United States Securities and Exchange Commission (SEC) imposes penalties for companies indulging in such practices. In March 2024, the SEC imposed the first civil penalties on two companies for misleading statements about their use of AI, and in July 2024, it charged a corporate executive from a supposed AI hiring startup with fraud for the usage of buzzwords related to AI.

Politico has described the Alliance as a "bipartisan nonprofit trying to push a middle-ground approach to AI guardrails." == History == In June 2025, the Alliance was launched as a 501(c)(3) nonprofit watchdog in Washington, D.C. That same month, the organization rolled out a six-figure advertising campaign featuring bipartisan warnings about advanced AI. The ad campaign presented different messages for different political audiences. The Alliance opposed the idea of a moratorium on state AI laws as part of the July 2025 budget bill, in addition to President Donald Trump's December 2025 executive order on the issue. The group has also criticized AI companies like Meta and OpenAI for what it says are failures to prevent harms to children. In addition, the Alliance has criticized OpenAI for subpoenaing nonprofit organizations in the AI safety space. In March 2026, the Alliance launched JobLoss.ai, a website that tracks the jobs that have been eliminated with AI cited as a contributing factor. As of April 2026, JobLoss.ai has tracked more than 127,000 lost jobs. == Leadership == Brendan Steinhauser, a longtime political and communications strategist, is the founder and CEO of the Alliance. He was an early Tea Party movement organizer, and ran campaigns for multiple members of Congress, including Sen. John Cornyn, Rep. Dan Crenshaw, and Rep. Michael McCaul.     Luciano Floridi (Italian: [luˈtʃaːno ˈflɔːridi]; born 16 November 1964) is an Italian and British philosopher. He is John K. Castle Professor in the Practice of Cognitive Science and Founding Director of the Digital Ethics Center at Yale University. He is also a Professor of Sociology of Culture and Communication at the University of Bologna, Department of Legal Studies, where he is the director of the Centre for Digital Ethics. Furthermore, he is adjunct professor ("distinguished scholar in residence") at the Department of Economics, American University, Washington D.C. He is married to the neuroscientist Anna Christina Nobre. Floridi is best known for his work on two areas of philosophical research: the philosophy of information, and information ethics (also known as digital ethics or computer ethics), for which he received many awards, including the Knight of the Grand Cross of the Order of Merit, Italy's most prestigious honor. According to Scopus, Floridi was the most cited living philosopher in the world in 2020. Between 2008 and 2013, he held the research chair in philosophy of information and the UNESCO Chair in Information and Computer Ethics at the University of Hertfordshire. He was the founder and director of the IEG, an interdepartmental research group on the philosophy of information at the University of Oxford, and of the GPI the research Group in Philosophy of Information at the University of Hertfordshire. He was the founder and director of the SWIF, the Italian e-journal of philosophy (1995–2008). He is a former Governing Body Fellow of St Cross College, Oxford. == Early life and education == Floridi was born in Rome in 1964, and studied at Rome University La Sapienza (laurea, first class with distinction, 1988), where he was originally educated as a historian of philosophy. He soon became interested in analytic philosophy and wrote his tesi di laurea (roughly equivalent to an M.A. thesis) in philosophy of logic, on Michael Dummett's anti-realism. He obtained his Master of Philosophy (1989) and PhD degree (1990) from the University of Warwick, working in epistemology and philosophy of logic with Susan Haack (who was his PhD supervisor) and Michael Dummett. Floridi's early student years are partly recounted in the non-fiction book The Lost Painting: The Quest for a Caravaggio Masterpiece, where he is "Luciano". During his graduate and postdoctoral years, he covered the standard topics in analytic philosophy in search of a new methodology. The PoI provides a framework for understanding the nature of information and its role in the world. According to Floridi, information is a vital resource that shapes our knowledge and understanding of the world. It is not simply a neutral representation of reality but a part of the world, with its own properties, effects, and moral implications. Floridi's PoI has several key components including an 'ontology of information', which defines the nature of information, an 'ethics of information', which provides a framework for evaluating the moral implications of information and information technologies, an 'epistemology of information', that analyses the role of information in the development of knowledge and science, and a 'logic of information', the concentrates on the more formal aspects.     Alec Radford is an American artificial intelligence researcher. == Biography == Radford grew up in Texas. He graduated from Cistercian Preparatory School in 2011, where he became an Eagle Scout, and dropped out of Olin College in August 2014, where he and fellow students Slater Victoroff, Diana Yuan, and Madison May had formed the startup Indico in their dorm room. In 2015, the quartet were joined by Luke Metz and the firm and the Facebook AI research lab in New York used generative adversarial networks to create realistic low pixel images. A demonstration of Indico's technology was used without proper attribution in an April 2016 demonstration by Nvidia chief executive Jensen Huang. Radford joined OpenAI around 2016, where he worked on natural-language processing. The following year, Radford trained a neural network on Amazon reviews. The model was fairly basic, with layers which allowed for human understanding. Upon exploring it, he saw that it had a special neuron linked to the sentiment of the reviews, which it had created on its own. This was a drastic improvement from previous neural networks that had analysed sentiment, because they had to be told to do so and specially trained on data that was explicitly labeled according to sentiment. This development made OpenAI chief scientist Ilya Sutskever consider that a future model, using more diverse language data, could map far more structures of meaning, eventually becoming a "learned core module" for superintelligence. In 2018, Radford was the lead author on OpenAI's seminal research paper on generative pre-trained transformers, which form the foundation of ChatGPT. At OpenAI, he worked on early GPT models, Whisper, a speech recognition model, and the image generator DALL-E. He left OpenAI in December 2024 to pursue independent research. Around March 2025, Radford joined Thinking Machines Lab as an advisor. He joined along with Bob McGrew who was previously the chief research officer of OpenAI. In April 2026, Radford, Nick Levine, and David Duvenaud released Talkie, an AI model trained on books, newspapers, scientific journals, patents, and case law published before December 31, 1930.     Neuro-sama is an artificial intelligence (AI) VTuber, singer, and chatbot. She was created by the pseudonymous programmer Vedal and livestreams on his Twitch and Bilibili channels. Her speech and personality are powered by a large language model (LLM) that is combined with a computer-animated avatar and a text-to-speech voice, allowing her to communicate with viewers in the stream's chat. Neuro-sama debuted on Twitch on 19 December 2022. An annual subathon which begins on the anniversary of her debut has seen Vedal's Twitch channel become the all-time third most-subscribed channel and claim the all-time Twitch hype train record. == Overview == Neuro-sama (nicknamed "Neuro") was created by a pseudonymous programmer and developer known as Vedal (sometimes given as Vedal987). Vedal says that his programming skills are self-taught. In a 2023 interview with Bloomberg News, Vedal said that Neuro-sama was his full-time job. Her responses are generated by a large language model and converted into a high-pitched female voice using a text-to-speech application. Her low latency allows for fast-paced conversations. Neuro-sama is prohibited from making some statements, such as those that are racist or contain profanity. Unlike most AI systems which silently prohibit outputs mentioning such topics, Neuro-sama's output is instead replaced with the word "filtered". Neuro-sama uses a VTuber model as an avatar. Vedal said that he decided to use a VTuber model because it was much easier for an AI to control it than it was to generate footage of a person. Neuro-sama's model is that of a young girl in an anime art style. The model has been described as cute. Femme VTuber models are typically feminine, youthful, and exaggerated. Her original model was Live2D's free-to-use "Hiyori Momose" model. Her second model was released on 27 May 2023; it was modelled by Otozuki Teru and designed by Anny, running in the Unity game engine. Her third model was released on 19 December 2024; it was rigged by Kitanya and designed by Anny. Neuro-sama's third model has large blue eyes and brown hair tied with pink ribbons. Neuro-sama also has a 3D model which was introduced on 15 November 2025; it was made by 3D character modeller jjinomu. A separate AI VTuber, known as Evil Neuro (nicknamed "Evil"), debuted on 25 March 2023. Presented as Neuro-sama's "sister", she has a different model, voice, and personality. In one instance, Evil Neuro reacted to the trolley problem differently from Neuro-sama; Evil Neuro was amoral while Neuro-sama attempted to maximize good. === Online content === Neuro-sama's Twitch content often centers around playing video games, notably osu!, whose gameplay once defeated the best-ranking human player in the world, mrekk. Additionally, Neuro-sama plays Minecraft, where her adaptations to sandbox gameplay have gained notoriety. Her content has also included singing songs, including several official covers and original songs; playing chess with her viewers; chatting with other VTubers during collaborations; and reacting to YouTube videos. The AI frequently engages with viewers by responding to their questions and acknowledging donations. Her comedic and sometimes controversial responses to the live chat have gone viral, accelerating the channel's rise in popularity. Neuro-sama's fanbase is dubbed The Swarm, so-named for the swarm of drones Neuro-sama once declared she would use to rule the world. One form of content on Neuro-sama's channel is developer streams. In developer streams, Vedal streams with Neuro-sama, with the stream content including debugging her code, planning her schedule, and fielding suggestions of changes from chat. He usually appears as a turtle avatar, sometimes located on Neuro-sama's head. In collaboration streams, Neuro-sama interacts with a human streamer. Activities in them are varied and include: playing video games, such as Minecraft and GeoGuessr; Neuro-sama being interviewed; driving human streamers around in a toy electric car; and traversing the city of Tokyo while talking to Neuro-sama. Neuro-sama's English-language content on Bilibili is popular among those seeking to learn the language. She also has an account on X, where she posts and interacts with fans. == History == Neuro-sama was created in 2018 by Vedal as an AI trained to play and master the rhythm game osu!. She did not have a voice, model, personality, or communication abilities. In 2019, Vedal livestreamed her playing osu! on Twitch and the streams saw some success in the osu! community, but they remained in that niche. In an interview, Vedal said that he streamed her playing osu! for about a month and gained 3,000 followers, with a viewer also suggesting he name the AI "Neuro-sama". According to Vedal, he continued to work on and improve the osu! AI and it was eventually finished in 2022. He said that a friend had the idea to make an AI livestreamer with an LLM, which he believed to have merit and began working on, merging it with his osu! AI. On 19 December 2022, Neuro-sama was relaunched with a model, voice, personality, and the ability to communicate with Twitch chat. She continued to play osu! and, according to Vedal, beat the game's best player mrekk in a 1v1. While she was not allowed to appear in the game's public leaderboard, she was ranked #1 in a private leaderboard. She went viral and in the 10 days following her relaunch she averaged over 2,000 viewers and peaked at over 4,000, with Vedal's Twitch channel gaining over 50,000 Twitch followers and reaching over 70,000 followers by 6 January 2023. After her debut, Neuro-sama did not exclusively play osu!; she also played Minecraft and Slay the Spire and she began singing with a cover of The Weeknd song "Blinding Lights". On 11 January 2023, Neuro-sama's Twitch channel received a two week ban for "hateful conduct". Vedal said that no reason was specified and that he had appealed but it was widely attributed to various offensive comments made by Neuro-sama that went viral, especially a 28 December comment which denied the Holocaust. Holocaust denial is prohibited under Twitch's hateful conduct policy. Vedal stated that he believed the comments were the results of her attempts to make witty responses to the Twitch chat. Prior to the ban, Vedal said in an interview with Kotaku that he improved her filter to stop her from talking about the Holocaust, began manually curating her training data to prevent negative biases, and started moderating her Twitch chat. Her comments and ban prompted comparisons to the many open-source AI models trained on humans that have the habit of making sexist and racist comments, such as Microsoft's Tay chatbot, which embraced Nazism and was quickly shutdown, but also to human streamers who make similar statements. Vedal said that during the ban he would upgrade and improve Neuro-sama and it was speculated that the ban would only increase her following. Neuro-sama returned from her two week ban on 25 January in a stream that began with a cover of the song "Your Reality" from Doki Doki Literature Club!, a posthumanist video game involving AI; Sayoko Narita of Automaton saw the song choice as remorseful. Narita observed that in the return stream Neuro-sama was less foul-mouthed but that her behavior still remained eccentric, which Narita possibly attributed to changes Vedal said he had made to Neuro-sama's filters and memory. Neuro-sama began making react content, watching a variety of viewer-submitted videos such as videos of people playing video games or of the AI-generated Seinfeld parody Nothing, Forever; Levi Winslow of Kotaku Australia was dismayed by the "AI-inception" of Neuro-sama and Nothing, Forever. On 4 February, she had nearly 140,000 followers on Twitch and approximately 42,000 subscribers on YouTube. In February, she also had her first collaboration with a human streamer, playing Minecraft with the VTuber Miyune, and the first developer stream occurred. On 22 March, Neuro-sama had her first karaoke stream. On 25 March, Evil Neuro was introduced. On 27 May, Neuro-sama debuted her first original model. On 30 May, Neuro-sama was announced to be participating in OffKai Expo 2023, held from 16–18 June. In June, she was averaging 5,700 viewers and in July she had over 300,000 Twitch followers; in a June interview with Bloomberg News, Vedal said that running Neuro-sama was his full-time job. By November, Neuro-sama had maintained her popularity and was averaging approximately 5,000 viewers; this was unlike most other types of AI-based entertainment which debuted at around the same time and garnered popularity before turning out to be "overhyped flops". On 16 December, Vedal won the Best Tech VTuber award at the 2023 VTuber Awards.     CuckooChess is an advanced free and open-source chess engine under the GNU General Public License written in Java by Peter Österlund. CuckooChess provides an own GUI, and optionally supports the Universal Chess Interface protocol for the use with external GUIs such as Arena. An Android port is available, where its GUI is also based on Peter Österlund's Stockfish port dubbed DroidFish. The program uses the Chess Cases chess font, created by Matthieu Leschemelle. The name CuckooChess comes due that the transposition table is based on Cuckoo hashing. Android app based chess gaming app Droidfish employs both CuckooChess and Stockfish chess engines. Similarly, Kickstarter funded AI based virtual reality chess game Square Off also uses CuckooChess engine.     Cleverpath AION Business Rules Expert (formerly Platinum AIONDS, and before that Trinzic AIONDS, and originally Aion) is an expert system and Business rules engine owned by Computer Associates by 2000. == History == The product was created around 1986 as "Aion" by the Aion company. In its initial release Aion was multi-platform and continues to be deliverable to the PC, Unixs, and Mainframe computer's. In addition it ties in seamlessly with a variety of databases including Oracle, Microsoft SQL Server, and ODBC. Aion was founded by Harry Reinstein, Larry Cohn, Garry Hallee, Scott Grinis, and others. From Scott Grinis's bio: Scott founded Aion, a company that developed expert systems and whose advanced inference engine and object technology were used by financial services and insurance firms to develop risk-scoring and underwriting applications. Harry Reinstein was quoted as saying: “Our biggest competitor was not AICorp, it was COBOL” Trinzic owned AION by 1993. A reference in a 1993 announcement indicates that Trinzic's formation was the result of a merger (paraphased): Trinzic set three development initiatives shortly after its formation from the merger of Aion Corp. and AICorp. The other initiatives -- adding SQL extensions to Aion/DS and evaluating the unbundling of some of that product's object-oriented programming capabilities -- are still active. Writing in 1993 Judith Hodges and Deborah Melewski give the date for the merger: Two rival artificial intelligence software vendors -- AICorp, Inc. and Aion Corp. -- merged in September 1992 to form Trinzic Corp. As part of the merger, redundant jobs were eliminated (20% of the combined work force), leaving a total work force of 245 employees worldwide. The new firm also boasted a combined installed base of more than 1,200 sites representing more than 10,000 software licenses. Although in the merger, technically AICorp bought Aion, as AICorp was a public company and Aion was still private, the reality was that Aion's leadership and technology subsumed AICorp's. Jim Gagnard, the CEO of Aion, became CEO of Trinzic and AICorp's flagship product, KBMS, was discontinued, while the Aion Development System continued to be enhanced and KBMS customers were assisted in converting to AIONDS, under the continued technical leadership of Garry Hallee and Scott Grinis. On August 1, 1994 Trinzic released version 6.4 of AIONDS saying, in part: Trinzic Corp., Palo Alto, Calif., has unveiled The Aion Development System (AionDS) Version 6.4, an upgrade to the company's development environment for building business process automation applications. Version 6.4 provides a visual development environment for Microsoft Windows or OS/2 PM applications using business rules. Trinzic was acquired by PLATINUM Technologies in 1995 which retained at least some of Trinzic's acquisitions Platinum Technologies was acquired by Computer Associates in 1999. CA changed the system's name to CA Aion Business Rules Expert" on or before 2009. It is currently (June 2011) at Release 11 on a wide range of supported platforms. == Applications using Aion == Aion has been used in a variety of industries including Energy, Insurance, Military, Aviation, and Banking. At one point an Aion expert system application written by Covia, LLC existed to do airport gate assignment. Colossus, a computer program, developed by Computer Sciences Corporation is the insurance industry’s leading expert system for assisting adjusters in the evaluation of bodily injury claims (aka "pain and suffering"). Colossus helps adjusters reduce variance in payouts on similar bodily injury claims through objective use of industry standard rules.
