    Apertus is a public large language model, developed by the Swiss AI Initiative (a collaboration between EPFL, ETH Zurich, and the Swiss National Supercomputing Centre). It was released on September 2, 2025, under the free and open-source Apache 2.0 license. Designed initially for business and research use cases around the world, Apertus was trained on over 1800 languages, and comes in 8 billion or 70 billion parameter versions and is available on Hugging Face for download. The model was developed aiming to adhere to European copyright law, and is one of the first examples of AI as a public good in the vein of AI Sovereignty. It is also the first large model to comply with the European Union's Artificial Intelligence Act. At its launch, the model creators emphasized multilinguality, transparency, and auditability as priorities in contrast to commercial frontier model. While international reception was largely positive, the first iteration was significantly behind the capabilities of frontier models and needs adaptation for many use cases with chatbots being a secondary but not a primary use case. As of late 2025, it was considered the largest and most capable fully open model. The capability of future models will depend in part on how much more funding can be secured.

    Artificial Intelligence: A General Survey, commonly known as the Lighthill report, is a scholarly article by James Lighthill, published in Artificial Intelligence: a paper symposium in 1973. It was compiled by Lighthill for the British Science Research Council as an evaluation of academic research in the field of artificial intelligence (AI). The report gave a very pessimistic prognosis for many core aspects of research in this field, stating that "In no part of the field have the discoveries made so far produced the major impact that was then promised". It "formed the basis for the decision by the British government to end support for AI research in most British universities", contributing to an AI winter in the United Kingdom. == Publication history == It was commissioned by the SRC in 1972 for Lighthill to "make a personal review of the subject [of AI]". Lighthill completed the report in July. The SRC discussed the report in September, and decided to publish it, together with some alternative points of view by Stuart Sutherland, Roger Needham, Christopher Longuet-Higgins, and Donald Michie. The SRC's decision to invite the report was partly a reaction to high levels of discord within the University of Edinburgh's Department of Artificial Intelligence, one of the earliest and biggest centres for AI research in the UK. On May 9, 1973, Lighthill debated several leading AI researchers (Donald Michie, John McCarthy, Richard Gregory) at the Royal Institution in London concerning the report. == Content == While the report was supportive of research into the simulation of neurophysiological and psychological processes, it was "highly critical of basic research in foundational areas such as robotics and language processing". The report stated that AI researchers had failed to address the issue of combinatorial explosion when solving problems within real-world domains. That is, the report states that whilst AI techniques may have worked within the scope of small problem domains, the techniques would not scale up well to solve more realistic problems. The report represents a pessimistic view of AI that began after early excitement in the field. The report divides AI research into three categories: Advanced Automation ("A"): applications of AI, such as optical character recognition, mechanical component design and manufacture, missile perception and guidance, etc. Computer-based Central Nervous System research ("C"): building computational models of human brains (neurobiology) and behavior (psychology). Bridge, or Building Robots ("B"): research that combines categories A and C. This category is intentionally vague. Projects in category A had had some success, but only in restricted domains where a large quantity of detailed knowledge was used in designing the program. This was disappointing to researchers who hoped for generic methods. Due to the issue of the combinatorial explosion, the amount of detailed knowledge required by the program quickly grew too large to be entered by hand, thus restricting projects to restricted domains. Projects in category C had had some measure of success. Artificial neural networks were successfully used to model neurobiological data. SHRDLU demonstrated that human use of language, even in fine details, depends on the semantics or knowledge, and is not purely syntactical. This was influential in psycholinguistics. Attempts to extend SHRDLU to larger domains of discourse was considered impractical, again due to the issue of the combinatorial explosion. Projects in category B were held to be failures. One important project, that of "programming and building a robot that would mimic human ability in a combination of eye-hand co-ordination and common-sense problem solving", was considered entirely disappointing. Similarly, chess playing programs were no better than human amateurs. Due to the combinatorial explosion, the run-time of general algorithms quickly grew impractical, requiring detailed problem-specific heuristics. The report stated that it was expected that within the next 25 years, category A would simply become applied technologies engineering, C would integrate with psychology and neurobiology, while category B would be abandoned.

    The Emperor's New Mind

    The Emperor's New Mind: Concerning Computers, Minds and The Laws of Physics is a 1989 book by the mathematical physicist Roger Penrose that posits a quantum mind theory. Penrose argues that human consciousness is non-algorithmic, and thus is not capable of being modeled by a conventional Turing machine, which includes a digital computer. Penrose hypothesizes that quantum mechanics plays an essential role in the understanding of human consciousness. The collapse of the quantum wavefunction is seen as playing an important role in brain function. Most of the book is spent reviewing, for the scientifically-minded lay-reader, a plethora of interrelated subjects such as Newtonian physics, special and general relativity, the philosophy and limitations of mathematics, quantum physics, cosmology, and the nature of time. Penrose intermittently describes how each of these bears on his developing theme: that consciousness is not "algorithmic". Only the later portions of the book address the thesis directly. == Overview == Penrose states that his ideas on the nature of consciousness are speculative, and his thesis is considered erroneous by some experts in the fields of philosophy, computer science, and robotics. The Emperor's New Mind attacks the claims of artificial intelligence using the physics of computing: Penrose notes that the present home of computing lies more in the tangible world of classical mechanics than in the imponderable realm of quantum mechanics. The modern computer is a deterministic system that for the most part simply executes algorithms. Penrose shows that, by reconfiguring the boundaries of a billiard table, one might make a computer in which the billiard balls act as message carriers and their interactions act as logical decisions. The billiard-ball computer was first designed some years ago by Edward Fredkin and Tommaso Toffoli of the Massachusetts Institute of Technology. == Reception == Following the publication of the book, Penrose began to collaborate with Stuart Hameroff on a biological analog to quantum computation involving microtubules, which became the foundation for his subsequent book, Shadows of the Mind: A Search for the Missing Science of Consciousness.     Horovod is a free and open-source distributed deep learning training framework for TensorFlow, Keras, PyTorch and Apache MXNet. It is designed to scale existing single-GPU training scripts to efficiently run on multiple GPUs and computer nodes with minimal code changes, using synchronous data-parallel training based on the ring-allreduce communication pattern. Horovod was initially developed at Uber and released as an open-source project in 2017, and is now hosted by the LF AI & Data Foundation, a project of the Linux Foundation. == History == Horovod was created at Uber as part of the company's internal machine learning platform Michelangelo to simplify scaling TensorFlow models across many GPUs. The first public release of the library, version 0.9.0, was tagged on GitHub in August 2017 under the Apache 2.0 licence. In October 2017, Uber Engineering publicly introduced Horovod as an open-source component of its deep learning toolkit. In February 2018 Alexander Sergeev and Mike Del Balso published a technical paper describing Horovod's design and benchmarking its performance on up to 512 GPUs, showing near-linear scaling for several image-classification models when compared with single-GPU baselines. Horovod implements synchronous data-parallel training, in which each worker process maintains a replica of the model and computes gradients on different mini-batches of data. The gradients are aggregated across workers using the ring-allreduce communication pattern rather than a central parameter server, which reduces communication bottlenecks and can improve scaling on multi-GPU clusters. Communication is built on top of collective-communication libraries such as MPI, NCCL, Gloo and Intel oneCCL, and supports both GPU and CPU training. In the benchmark experiments reported in the original paper, Horovod achieved around 90% scaling efficiency on 512 GPUs for the ResNet-101 and Inception v3 convolutional neural networks, and around 68% scaling efficiency for the VGG-16 model. Horovod can be deployed on-premises or in cloud environments and is distributed as a Python package with optional GPU support via CUDA. The official documentation provides guides for running Horovod with Docker, Kubernetes (including via Kubeflow and the MPI Operator), commercial platforms such as Databricks, and cluster schedulers such as LSF. == Adoption and use cases == Within Uber, Horovod has been used for applications including autonomous driving research, fraud detection and trip forecasting. Major cloud providers have integrated Horovod into their managed machine learning offerings.     FoundationDB is a free and open-source multi-model distributed NoSQL database owned by Apple Inc. with a shared-nothing architecture. The product was designed around a "core" database, with additional features supplied in "layers." The core database exposes an ordered key–value store with transactions. The transactions are able to read or write multiple keys stored on any machine in the cluster while fully supporting ACID properties. Transactions are used to implement a variety of data models via layers. The FoundationDB Alpha program began in January 2012 and concluded on March 4, 2013, with their public Beta release. Their 1.0 version was released for general availability on August 20, 2013. On March 24, 2015, it was reported that Apple has acquired the company. A notice on the FoundationDB web site indicated that the company has "evolved" its mission and would no longer offer downloads of the software. On April 19, 2018, Apple open sourced the software, releasing it under the Apache 2.0 license. == Main features == The main features of FoundationDB include the following: Ordered key–value store In addition to supporting standard key-based reads and writes, the ordering property enables range reads that can efficiently scan large swaths of data. Transactions Transaction processing employs multiversion concurrency control for reads and optimistic concurrency for writes. Transactions can span multiple keys stored on multiple machines. ACID properties FoundationDB guarantees serializable isolation and strong durability via redundant storage on disk before transactions are considered committed. Layers Layers map new data models, APIs, and query languages to the FoundationDB core. They employ FoundationDB's ability to update multiple data elements in a single transaction, ensuring consistency. An example is their SQL layer. Commodity clusters FoundationDB is designed for deployment on distributed clusters of commodity hardware running Linux. Replication FoundationDB stores each piece of data on multiple machines according to a configurable replication factor. Triple replication is the recommended mode for clusters of 5 or more machines. Scalability FoundationDB is designed to support horizontal scaling through the addition of machines to a cluster while automatically handling data replication and partitioning. Systems supported FoundationDB supports packages for Linux, Windows, and macOS. The Linux version supports production clusters, while the Windows and macOS versions support local operation for development purposes. Configurations on Amazon EC2 are also supported. Programming language bindings FoundationDB supports language bindings for Python, Go, Ruby, Node.js, Java, PHP, and C, all of which are made available with the product. == Design limitations == The design of FoundationDB results in several limitations: Long transactions FoundationDB does not support transactions running over five seconds. Large transactions Transaction size cannot exceed 10 MB of total written keys and values. Large keys and values Keys cannot exceed 10 kB in size. Values cannot exceed 100 kB in size. == History == FoundationDB, headquartered in Vienna, Virginia, was started in 2009 by Nick Lavezzo, Dave Rosenthal, and Dave Scherer, drawing on their experience in executive and technology roles at their previous company, Visual Sciences.     In knowledge representation, ontology components and ontology engineering, including for object-oriented programming and design, is-a (also written as is_a or is a) is a subsumptive relationship between abstractions (e.g., types, classes), wherein one class A is a subclass of another class B (and so B is a superclass of A). In other words, type A is a subtype of type B when A's specification implies B's specification. That is, any object (or class) that satisfies A's specification also satisfies B's specification, because B's specification is weaker. For example, a cat 'is a[n]' animal, but not vice versa. All cats are animals, but not all animals are cats. Behaviour that is relevant to all animals is defined on an animal class, whereas behaviour that is relevant only for cats is defined in a cat class.     Enterprise cognitive system

    Enterprise cognitive systems (ECS) are part of a broader shift in computing, from a programmatic to a probabilistic approach, called cognitive computing. An Enterprise Cognitive System makes a new class of complex decision support problems computable, where the business context is ambiguous, multi-faceted, and fast-evolving, and what to do in such a situation is usually assessed today by the business user. An ECS is designed to synthesize a business context and link it to the desired outcome. It recommends evidence-based actions to help the end-user achieve the desired outcome. It does so by finding past situations similar to the current situation, and extracting the repeated actions that best influence the desired outcome. While general-purpose cognitive systems can be used for different outputs, prescriptive, suggestive, instructive, or simply entertaining, an enterprise cognitive system is focused on action, not insight, to help in assessing what to do in a complex situation. == Key characteristics == ECS have to be: Adaptive: They must learn as information changes, and as goals and requirements evolve. They must resolve ambiguity and tolerate unpredictability. They must be engineered to feed on dynamic data in real time, or near real time. In the Enterprise, near-real time learning from data requires an agile information federation approach to ingest incremental data updates as they occur, and an unsupervised learning approach to ensure that new best practice is leveraged across the organization in a timely manner. Interactive: They must interact easily with users so that those users can define their needs comfortably. They may also interact with other processors, devices, and Cloud services, as well as with people. In the Enterprise, interactions are controlled via existing workflows and UIs. Therefore, embedding best practices directly into these existing interfaces, in the context of a specific step, is critical to ensure maximum end-user adoption. Iterative and stateful: They must aid in defining a problem by asking questions or finding additional source input if a problem statement is ambiguous or incomplete. They must “remember” previous interactions in a process and return information that is suitable for the specific application at that point in time. In the Enterprise, business context is often structured by a business process, and therefore sufficiently data-rich to make relevant recommendations without significant iterations from the end-user. A stateful memory of overall interactions across communication channels is critical for understanding of context, as a static profile will not capture intent and outcome potential the way behavior does. Contextual: They must understand, identify, and extract contextual elements such as meaning, syntax, time, location, appropriate domain, regulations, user's profile, process, task and goal. They may draw on multiple sources of information, including both structured and unstructured digital information, as well as sensory inputs (visual, gestural, auditory, or sensor-provided). In the Enterprise, Context is fragmented and must be aggregated across data types, sources, and locations. In most business environments, such data is captured in existing enterprise information systems, and the effort is linked to quickly source and unify such information. It is rare to have to directly process sensor, audio or visual data in real-time as direct input into the enterprise cognitive system.     The Global Partnership on Artificial Intelligence (GPAI, pronounced "gee-pay") is an international initiative established to guide the responsible development and use of artificial intelligence (AI) in a manner that respects human rights and the shared democratic values of its members. The partnership was first proposed by Canada and France at the 2018 44th G7 summit, and officially launched in June 2020. GPAI is hosted by the Organisation for Economic Co-operation and Development (OECD). GPAI seeks to bridge the gap between theory and practice by supporting research and applied activities in areas that are directly relevant to policymakers in the realm of AI. It brings together experts from industry, civil society, governments, and academia to collaborate on the challenges and opportunities presented by artificial intelligence. == History == The Global Partnership on Artificial Intelligence was announced on the margins of the 2018 G7 Summit by Canadian Prime Minister Justin Trudeau and French President Emmanuel Macron. It officially launched on June 15, 2020 with fifteen founding members: Australia, Canada, France, Germany, India, Italy, Japan, Mexico, New Zealand, the Republic of Korea, Singapore, Slovenia, the United Kingdom, the United States, and the European Union. The Organisation for Economic Co-operation and Development (OECD) hosts a dedicated secretariat to support GPAI's governing bodies and activities. UNESCO joined the partnership in December 2020 as an observer. On November 11, 2021, Czechia, Israel and few more EU countries also joined the GPAI, bringing the total membership to 25 countries. Since the November 2022 summit, the list of members stands at 29. Austria, Chile, Finland, Malaysia, Norway, Slovakia and Switzerland were invited.     Jen-Hsun "Jensen" Huang (Chinese: 黃仁勳; Wade–Giles: Huáng Jén-hsūn; Tâi-lô: N̂g Jîn-hun; born February 17, 1963) is a Taiwanese and American business executive and electrical engineer who is the founder, president, and CEO of Nvidia, the world's most valuable company. As of 2026, Forbes estimates his net worth at over US$200 billion, making him the seventh-wealthiest individual in the world. The son of Taiwanese immigrants, Huang spent his childhood in Taiwan and Thailand before moving to the United States, where he was a student in Kentucky and Oregon. After earning a master's degree from Stanford University, Huang launched Nvidia in 1993 from a Denny's restaurant in San Jose, California, at age 30 and has remained its president and CEO ever since. He led the company out of near-bankruptcy during the 1990s and oversaw its expansion into GPU production, high-performance computing, and artificial intelligence (AI). Under Huang, Nvidia experienced rapid growth during the AI boom, becoming the first company to reach a market capitalization of over $5 trillion in October 2025. In 2021 and 2024, Time magazine included Huang in their list of the most influential people. In 2025, he was named as one of the "Architects of AI" for Time's Person of the Year. == Early life and education == Huang was born in Taipei, Taiwan, on February 17, 1963, and moved to the southern city of Tainan as a child. He is the younger of two sons of Huang Hsing-tai, a chemical engineer at an oil refinery, and Lo Tsai-hsiu, a schoolteacher. They were a middle-class Taiwanese family that relocated often, and were native speakers of Taiwanese Hokkien. Each day, Jensen's mother randomly selected 10 words from the dictionary to teach her sons English. When he was five years old, Huang's family moved to Thailand to support his father's refinery career and remained there for approximately four years. He attended Ruamrudee International School while in Bangkok. In the late 1960s, Hsing-tai traveled from Taiwan to New York City to train under an air conditioning company and, after returning home, resolved to send his sons to the United States. At age nine, Jensen, despite not yet being able to speak English fluently, was sent by his parents to live in the United States. He and his older brother moved in 1973 to live with an uncle in Tacoma, Washington, escaping widespread social unrest in Thailand. Both Huang's aunt and uncle were recent immigrants to Washington state; they accidentally enrolled him and his brother in the Oneida Baptist Institute, a religious reform academy in Kentucky for troubled youth, mistakenly believing it to be a prestigious boarding school. In order to afford the academy's tuition, Jensen's parents sold nearly all their possessions. When he was 10 years old, Huang lived with his older brother in the Oneida boys' dormitory. Each student was expected to work every day, and his brother was assigned to perform manual labor on a nearby tobacco farm. Because he was too young to attend classes at the reform academy, Huang was educated at a separate public school—the Oneida Elementary school in Oneida, Kentucky—arriving as "an undersized Asian immigrant with long hair and heavily accented English" and was frequently bullied and beaten. In Oneida, Huang cleaned toilets every day, learned to play table-tennis, joined the swimming team, and appeared in Sports Illustrated at age 14. He taught his illiterate roommate, a "17-year-old covered in tattoos and knife scars," how to read in exchange for being taught how to bench press. In 2002, Huang said he remembered his life in Kentucky "more vividly than just about any other". Two years after Huang arrived in Oneida, his parents moved to the United States and settled in Beaverton, Oregon, after which the brothers withdrew from school in Kentucky to live back with them. As a teenager, Huang attended Aloha High School in Aloha, Oregon, where he excelled academically. He skipped two grades, graduated at age 16, and became a nationally ranked table-tennis player in addition to being a member of its mathematics, computer, and science clubs. In 1977, the school purchased an Apple II computer. Huang used the machine to play Super Star Trek, a text-based game, and to program in BASIC, creating his own version of Snake. Beginning at age 15, Huang got his first job working the graveyard shift at a local Denny's restaurant as a dishwasher, busboy, and waiter from 1978 to 1983. After high school, he chose to enroll at Oregon State University due to its low in-state tuition. He studied electrical engineering and graduated in 1984 with a bachelor's degree with highest honors. Huang later recalled, "I was the youngest kid in school, in class" and the only student who "looked like a child". Years later, while working as a microchip designer in Silicon Valley, he concurrently pursued graduate night classes at Stanford University, where he earned a master's degree in electrical engineering in 1992. == AMD and LSI Logic == After graduating from college, Huang was a microchip designer in Silicon Valley. He was recruited for positions at Texas Instruments, Advanced Micro Devices (AMD), and LSI Logic, ultimately choosing the California-based AMD due to already being familiar with the company. Huang designed AMD microprocessors while simultaneously attending Stanford and raising his two children. However, when he heard of new chip design processes at LSI Logic, Huang left AMD to assume a role as a technical officer at the LSI Corporation, working under a startup company, Sun Microsystems, where he met engineers Chris Malachowsky and Curtis Priem. LSI was in contract with Sun Microsystems and had introduced Huang to Malachowsky and Priem, who were working on a new graphics accelerator card. While the three produced the card's manufacturing process, the relationship between Malachowsky and Priem became strained as the two disputed the chip's design, leading to infighting; according to Malachowsky, they "broke every tool that LSI Logic had in their standard portfolio". In 1989, Huang, Malachowsky, and Priem finalized the accelerator, which they called the "GX graphics engine". GX was a widespread financial success; the sales of the graphics engine contributed to Sun Microsystem's revenue increasing from $262 million in 1987 to $656 million in 1990, and Huang was promoted to be the director of LSI's CoreWare, a division that manufactured chips for hardware vendors. == Nvidia == === Founding (1993) === When business began to slow for Sun Microsystems after 1990, Huang, along with Priem and Malachowsky, each resigned their jobs to pursue a venture together in making graphics chips for PC games. They initially named their new company "NVision" until Huang suggested that the company be named "Nvidia" based on the Latin word invidia, as Priem wanted competitors to turn "green with envy". They eventually dropped the "i" to honor the NV1 chip that they were then developing. The three met frequently in 1992 at a Denny's roadside diner in East San Jose to formulate a business plan. Huang chose for them to meet at Denny's due to his prior work experience at the restaurant chain and because it was "quieter than home and had cheap coffee". The three founded the company during one meeting at a breakfast booth at the diner. To formally incorporate the company, Huang found a lawyer, James Gaither of Cooley Godward, who demanded the $200 in cash in Huang's pockets to capitalize the company. After that meeting, Huang went back to Priem and Malachowsky to ask each of them for $200 for their respective shares of the company, which meant that Nvidia's initial capital was $600. On April 5, 1993, Huang personally signed Nvidia's original articles of incorporation into effect. Although he left LSI, Huang remained in good standing with the company and was able to secure funding for Nvidia from LSI's CEO, Wilfred Corrigan, who introduced Huang to venture capitalist Don Valentine. An account cited how Huang's presentation pitch went badly. Valentine, the leader of Sequoia Capital, chose to invest in Nvidia through Corrigan's support, as did Sutter Hill Ventures. The funding enabled Nvidia to begin development efforts toward its first chip and to begin paying wages for its employees. By the first day of operation, Huang was made Nvidia's president and CEO. Even though Huang, at age 30, was younger than Priem and Malachowsky, both Priem and Malachowsky believed that he was prepared to be CEO.
