    Strategic Computing Initiative

    The United States government's Strategic Computing Initiative funded research into advanced computer hardware and artificial intelligence from 1983 to 1993. The initiative was designed to support various projects that were required to develop machine intelligence in a prescribed ten-year time frame, from chip design and manufacture, computer architecture to artificial intelligence software. The Department of Defense spent a total of $1 billion on the project. The inspiration for the program was Japan's fifth generation computer project, an enormous initiative that set aside billions for research into computing and artificial intelligence. As with Sputnik in 1957, the American government saw the Japanese project as a challenge to its technological dominance. The British government also funded a program of their own around the same time, known as Alvey, and a consortium of U.S. companies funded another similar project, the Microelectronics and Computer Technology Corporation. The goal of SCI, and other contemporary projects, was nothing less than full machine intelligence. "The machine envisioned by SC", according to Alex Roland and Philip Shiman, "would run ten billion instructions per second to see, hear, speak, and think like a human. The degree of integration required would rival that achieved by the human brain, the most complex instrument known to man." The initiative was conceived as an integrated program, similar to the Apollo moon program, where different subsystems would be created by various companies and academic projects and eventually brought together into a single integrated system. Roland and Shiman wrote that "While most research programs entail tactics or strategy, SC boasted grand strategy, a master plan for an entire campaign." The project was funded by the Defense Advanced Research Projects Agency and directed by the Information Processing Technology Office (IPTO). By 1985 it had spent $100 million, and 92 projects were underway at 60 institutions: half in industry, half in universities and government labs. Robert Kahn, who directed IPTO in those years, provided the project with its early leadership and inspiration. Clint Kelly managed the SC Initiative for three years and developed many of the specific application programs for DARPA, such as the Autonomous Land Vehicle. By the late 1980s, it was clear that the project would fall short of realizing the hoped-for levels of machine intelligence. Program insiders pointed to issues with integration, organization, and communication. When Jack Schwarz ascended to the leadership of IPTO in 1987, he cut funding to artificial intelligence research (the software component) "deeply and brutally", "eviscerating" the program (wrote Pamela McCorduck). Schwarz felt that DARPA should focus its funding only on those technologies which showed the most promise. In his words, DARPA should "surf", rather than "dog paddle", and he felt strongly AI was not "the next wave". The project was superseded in the 1990s by the Accelerated Strategic Computing Initiative and then by the Advanced Simulation and Computing Program. These later programs did not include artificial general intelligence as a goal, but instead focused on supercomputing for large scale simulation, such as atomic bomb simulations. The Strategic Computing Initiative of the 1980s is distinct from the 2015 National Strategic Computing Initiative—the two are unrelated. == Results == Although the program failed to meet its goal of high-level machine intelligence, it did meet some of its specific technical objectives, for example those of autonomous land navigation. The Autonomous Land Vehicle program and its sister Navlab project at Carnegie Mellon University, in particular, laid the scientific and technical foundation for many of the driverless vehicle programs that came after it, such as the Demo II and III programs (ALV being Demo I), Perceptor, and the DARPA Grand Challenge. The use of video cameras plus laser scanners and inertial navigation units pioneered by the SCI ALV program form the basis of almost all commercial driverless car developments today. It also helped to advance the state of the art of computer hardware to a considerable degree. On the software side, the initiative funded development of the Dynamic Analysis and Replanning Tool (DART), a program that handled logistics using artificial intelligence techniques. This was a huge success, saving the Department of Defense billions during Desert Storm. Introduced in 1991, DART had by 1995 offset the monetary equivalent of all funds DARPA had channeled into AI research for the previous 30 years combined.

    The Interim Measures for the Management of Anthropomorphic AI Interactive Services (Chinese: 人工智能拟人化互动服务管理暂行办法) is a document proposed by the Cyberspace Administration of China to regulate anthropomorphic artificial intelligence systems. The draft was released on December 27, 2026 for public comment period until January 25, 2026. The proposed document would prohibit AI companies and users of AI services from generating certain types of content deemed harmful to national interests or the social order, and impose various regulatory and safety requirements on providers of AI systems. The proposed regulation is motivated by concerns about the psychological and social effects of AI systems that are perceived as personalities by their users, including addiction, encouragement of self-harm, or generation of illegal content. == Description == === Scope === The regulation would apply to AI systems that are offered to the general public within China. They would not apply to company-internal or research use, or to products that are only available outside of China. For the purpose of the regulation, anthropomorphic Ai systems are defined as those that "simulate human personality traits, modes of thinking, and communication styles, and that engage in emotional interaction with humans through text, images, audio, video, or other means". === Requirements === The regulation would require AI providers to monitor users for signs of harmful use and to take various interventions when indications of harmful use are detected. It would also prohibit AI systems from certain types of behaviors and generation of certain types of content. In some circumstances where a user appears to be at risk of self harm, the system would be required to hand over control to a human operator who would manually intervene. The regulation would also require more rigorous practices for managing the provenance of training data used to develop these systems, and would require explicit opt-in consent from users before their interactions with an AI system were used as training data. Data used to train the regulated systems would be required to reflect core socialist values and traditional Chinese culture.

    User modeling

    User modeling is the subdivision of human–computer interaction which describes the process of building up and modifying a conceptual understanding of the user. The main goal of user modeling is customization and adaptation of systems to the user's specific needs. The system needs to "say the 'right' thing at the 'right' time in the 'right' way". To do so it needs an internal representation of the user. Another common purpose is modeling specific kinds of users, including modeling of their skills and declarative knowledge, for use in automatic software-tests. User-models can thus serve as a cheaper alternative to user testing but should not replace user testing. == Background == A user model is the collection and categorization of personal data associated with a specific user. A user model is a (data) structure that is used to capture certain characteristics about an individual user, and a user profile is the actual representation in a given user model. The process of obtaining the user profile is called user modeling. Therefore, it is the basis for any adaptive changes to the system's behavior. Which data is included in the model depends on the purpose of the application. It can include personal information such as users' names and ages, their interests, their skills and knowledge, their goals and plans, their preferences and their dislikes or data about their behavior and their interactions with the system. There are different design patterns for user models, though often a mixture of them is used. Static user models Static user models are the most basic kinds of user models. Once the main data is gathered they are normally not changed again, they are static. Shifts in users' preferences are not registered and no learning algorithms are used to alter the model. Dynamic user models Dynamic user models allow a more up to date representation of users. Changes in their interests, their learning progress or interactions with the system are noticed and influence the user models. The models can thus be updated and take the current needs and goals of the users into account. Stereotype based user models Stereotype based user models are based on demographic statistics. Based on the gathered information users are classified into common stereotypes. The system then adapts to this stereotype. The application therefore can make assumptions about a user even though there might be no data about that specific area, because demographic studies have shown that other users in this stereotype have the same characteristics. Thus, stereotype based user models mainly rely on statistics and do not take into account that personal attributes might not match the stereotype. However, they allow predictions about a user even if there is rather little information about him or her. Highly adaptive user models Highly adaptive user models try to represent one particular user and therefore allow a very high adaptivity of the system. In contrast to stereotype based user models they do not rely on demographic statistics but aim to find a specific solution for each user. Although users can take great benefit from this high adaptivity, this kind of model needs to gather a lot of information first. == Data gathering == Information about users can be gathered in several ways. There are three main methods: Asking for specific facts while (first) interacting with the system Mostly this kind of data gathering is linked with the registration process. While registering users are asked for specific facts, their likes and dislikes and their needs. Often the given answers can be altered afterwards. Learning users' preferences by observing and interpreting their interactions with the system In this case users are not asked directly for their personal data and preferences, but this information is derived from their behavior while interacting with the system. The ways they choose to accomplish a tasks, the combination of things they takes interest in, these observations allow inferences about a specific user. The application dynamically learns from observing these interactions. Different machine learning algorithms may be used to accomplish this task. A hybrid approach which asks for explicit feedback and alters the user model by adaptive learning This approach is a mixture of the ones above. Users have to answer specific questions and give explicit feedback. Furthermore, their interactions with the system are observed and the derived information are used to automatically adjust the user models. Though the first method is a good way to quickly collect main data it lacks the ability to automatically adapt to shifts in users' interests. It depends on the users' readiness to give information and it is unlikely that they are going to edit their answers once the registration process is finished. Therefore, there is a high likelihood that the user models are not up to date. However, this first method allows the users to have full control over the collected data about them. It is their decision which information they are willing to provide. This possibility is missing in the second method. Adaptive changes in a system that learns users' preferences and needs only by interpreting their behavior might appear a bit opaque to the users, because they cannot fully understand and reconstruct why the system behaves the way it does. Moreover, the system is forced to collect a certain amount of data before it is able to predict the users' needs with the required accuracy. Therefore, it takes a certain learning time before a user can benefit from adaptive changes. However, afterwards these automatically adjusted user models allow a quite accurate adaptivity of the system. The hybrid approach tries to combine the advantages of both methods. Through collecting data by directly asking its users it gathers a first stock of information which can be used for adaptive changes. By learning from the users' interactions it can adjust the user models and reach more accuracy. Yet, the designer of the system has to decide, which of these information should have which amount of influence and what to do with learned data that contradicts some of the information given by a user. == System adaptation == Once a system has gathered information about a user it can evaluate that data by preset analytical algorithm and then start to adapt to the user's needs. These adaptations may concern every aspect of the system's behavior and depend on the system's purpose. Information and functions can be presented according to the user's interests, knowledge or goals by displaying only relevant features, hiding information the user does not need, making proposals what to do next and so on. One has to distinguish between adaptive and adaptable systems. In an adaptable system the user can manually change the system's appearance, behavior or functionality by actively selecting the corresponding options. Afterwards the system will stick to these choices. In an adaptive system a dynamic adaption to the user is automatically performed by the system itself, based on the built user model. Thus, an adaptive system needs ways to interpret information about the user in order to make these adaptations. One way to accomplish this task is implementing rule-based filtering. In this case a set of IF... THEN... rules is established that covers the knowledge base of the system. The IF-conditions can check for specific user-information and if they match the THEN-branch is performed which is responsible for the adaptive changes. Another approach is based on collaborative filtering. In this case information about a user is compared to that of other users of the same systems. Thus, if characteristics of the current user match those of another, the system can make assumptions about the current user by presuming that he or she is likely to have similar characteristics in areas where the model of the current user is lacking data. Based on these assumption the system then can perform adaptive changes. == Usages == Adaptive hypermedia: In an adaptive hypermedia system the displayed content and the offered hyperlinks are chosen on basis of users' specific characteristics, taking their goals, interests, knowledge and abilities into account. Thus, an adaptive hypermedia system aims to reduce the "lost in hyperspace" syndrome by presenting only relevant information. Adaptive educational hypermedia: Being a subdivision of adaptive hypermedia the main focus of adaptive educational hypermedia lies on education, displaying content and hyperlinks corresponding to the user's knowledge on the field of study.     In artificial intelligence, a sentential decision diagram (SDD) is a type of knowledge representation used in knowledge compilation to represent Boolean functions. SDDs can be viewed as a generalization of the influential ordered binary decision diagram (OBDD) representation, by allowing decisions on multiple variables at once. Like OBDDs, SDDs allow for tractable Boolean operations, while being exponentially more succinct.     The Korean Decimal Classification (KDC) is a system of library classification used in South Korea. The structure and main level classes of the KDC are based on the Dewey Decimal Classification. The KDC is maintained and published by the Classification Committee of the Korean Library Association. The first edition of the classification was published in 1964; the most recent edition is the sixth edition published in 2013. Almost all school and public libraries in South Korea use the KDC to organize their collections, as well as the National Library of Korea and some university libraries. == History == Multiple library classification systems had been developed for Korean libraries before the publication of the KDC. These included the Railway Bureau Library Classification(1920), the Korean Decimal Classification edited by Bong-Suk Park(known as KDCP, 1947), the Han-Un Decimal Classification(1954), and the Kuk-Yeon Decimal Classification(1958). After the disappearance of editor Bong-Suk Park in the 1950s, the KDCP system decreased in use. Korean librarians considered adopting the Dewey Decimal Classification (DDC), especially after it was implemented at Yonsei University in 1957, but struggled to apply it to East Asian and Korean-focused works in their collections. In February 1963, members of the Korean Library Association's Classification were appointed to create a national classification; they decided to make revisions to the order of the main classes of the DDC, for example bringing together the class Language(700) together with the class for Literature(800). Committee members prepared draft classes and indexes and the first edition of the KDC was published in May 1964. Both the text and the index were written in Korean Hangul characters and Chinese characters. The second edition was published just two years later, in 1966, correcting errors and omissions found in the first edition. The third edition was published in 1980, maintaining the basic framework of the previous editions while expanding significantly. The fourth edition, published in 1996, made considerable changes, including increasing the number of representatives on the Classification Committee. The committee sought feedback from the library community and implemented revisions included in the recently published edition 20 of the DDC and edition 9 of the Nippon Decimal Classification. New policies applied to the fourth edition included principles suggesting the main classes should remain as static as possible, with focus shown to expanding classes devoted to technology and science. Likewise, many subject specialists were consulted for the publication of the fifth edition in 2009. The publication of the 23rd edition of the DDC in 2011 provided opportunity for a new revision of the KDC, and the sixth edition was published in July 2013. Greater numbers of classes provided number building capacity in the sixth edition, allowing for more specificity. == Description == The KDC classifies resources primarily by discipline, though some classes are collocated by subject. There are eight auxiliary mnemonic tables used to expand class numbers. The main classes of the KDC are the same as the main classes of the Dewey Decimal Classification, but four of those main classes are in a different order: Natural sciences (400), Technology and engineering (500), Arts (600), and Language 700.     Cognitive computing refers to technology platforms that, broadly speaking, are based on the scientific disciplines of artificial intelligence and signal processing. These platforms encompass machine learning, reasoning, natural language processing, speech recognition and vision (object recognition), human–computer interaction, dialog and narrative generation, among other technologies. == Definition == At present, there is no widely agreed upon definition for cognitive computing in either academia or industry. In general, the term cognitive computing has been used to refer to new hardware and/or software that mimics the functioning of the human brain (2004). In this sense, cognitive computing is a new type of computing with the goal of more accurate models of how the human brain/mind senses, reasons, and responds to stimulus. Cognitive computing applications link data analysis and adaptive page displays (AUI) to adjust content for a particular type of audience. As such, cognitive computing hardware and applications strive to be more affective and more influential by design. The term "cognitive system" also applies to any artificial construct able to perform a cognitive process where a cognitive process is the transformation of data, information, knowledge, or wisdom to a new level in the DIKW Pyramid. While many cognitive systems employ techniques having their origination in artificial intelligence research, cognitive systems, themselves, may not be artificially intelligent. For example, a neural network trained to recognize cancer on an MRI scan may achieve a higher success rate than a human doctor. This system is certainly a cognitive system but is not artificially intelligent. Cognitive systems may be engineered to feed on dynamic data in real-time, or near real-time, and may draw on multiple sources of information, including both structured and unstructured digital information, as well as sensory inputs (visual, gestural, auditory, or sensor-provided). == Cognitive analytics == Cognitive computing-branded technology platforms typically specialize in the processing and analysis of large, unstructured datasets. == Applications == Education Even if cognitive computing can not take the place of teachers, it can still be a heavy driving force in the education of students. Cognitive computing being used in the classroom is applied by essentially having an assistant that is personalized for each individual student. This cognitive assistant can relieve the stress that teachers face while teaching students, while also enhancing the student's learning experience over all. Teachers may not be able to pay each and every student individual attention, this being the place that cognitive computers fill the gap. Some students may need a little more help with a particular subject. For many students, Human interaction between student and teacher can cause anxiety and can be uncomfortable. With the help of Cognitive Computer tutors, students will not have to face their uneasiness and can gain the confidence to learn and do well in the classroom. While a student is in class with their personalized assistant, this assistant can develop various techniques, like creating lesson plans, to tailor and aid the student and their needs. Healthcare Numerous tech companies are in the process of developing technology that involves cognitive computing that can be used in the medical field. The ability to classify and identify is one of the main goals of these cognitive devices. This trait can be very helpful in the study of identifying carcinogens. This cognitive system that can detect would be able to assist the examiner in interpreting countless numbers of documents in a lesser amount of time than if they did not use Cognitive Computer technology. This technology can also evaluate information about the patient, looking through every medical record in depth, searching for indications that can be the source of their problems. Commerce Together with Artificial Intelligence, it has been used in warehouse management systems to collect, store, organize and analyze all related supplier data. All these aims at improving efficiency, enabling faster decision-making, monitoring inventory and fraud detection Human Cognitive Augmentation In situations where humans are using or working collaboratively with cognitive systems, called a human/cog ensemble, results achieved by the ensemble are superior to results obtainable by the human working alone. Therefore, the human is cognitively augmented. In cases where the human/cog ensemble achieves results at, or superior to, the level of a human expert then the ensemble has achieved synthetic expertise. In a human/cog ensemble, the "cog" is a cognitive system employing virtually any kind of cognitive computing technology. It would also increase the inequality of wealth; the people at the head of the cognitive computing industry would grow significantly richer, while workers without ongoing, reliable employment would become less well off. The more industries start to use cognitive computing, the more difficult it will be for humans to compete. Increased use of the technology will also increase the amount of work that AI-driven robots and machines can perform. The influence of competitive individuals in conjunction with artificial intelligence/cognitive computing has the potential to change the course of humankind.

    The National Library of Medicine (NLM) classification system is a library indexing system covering the fields of medicine and preclinical basic sciences. Operated and maintained by the U.S. National Library of Medicine, the NLM classification is patterned after the Library of Congress (LC) Classification system: alphabetical letters denote broad subject categories which are subdivided by numbers. For example, QW 279 would indicate a book on an aspect of microbiology or immunology. The one- or two-letter alphabetical codes in the NLM classification use a limited range of letters: only QS–QZ and W–WZ. This allows the NLM system to co-exist with the larger LC coding scheme as neither of these ranges are used in the LC system. There are, however, three pre-existing codes in the LC system which overlap with the NLM: Human Anatomy (QM), Microbiology (QR), and Medicine (R). To avoid further confusion, these three codes are not used in the NLM. The headings for the individual schedules (letters or letter pairs) are given in brief form (e.g., QW - Microbiology and Immunology; WG - Cardiovascular System) and together they provide an outline of the subjects covered by the NLM classification. Headings are interpreted broadly and include the physiological system, the specialties connected with them, the regions of the body chiefly concerned and subordinate related fields. The NLM system is hierarchical, and within each schedule, division by organ usually has priority.
