Schiffman, who co-organized the first SIGGRAPH conference in 1974, had the conference proceedings published as the first issue of the journal. He was succeeded in 1978 by Larry Feeser (Rensselaer Polytechnic Institute). In 1983 José Luis Encarnação (Technische Hochschule Darmstadt) took over. When created, an occurrence is said to have been instantiated, and both the creation process and the result of creation are called instantiation. == Examples == Chat AI instance In chat-based AI systems, an assistant can be invoked across many independent conversation sessions (often called a thread), each with its own message history. A specific execution of the assistant over that session may be represented as a run (an execution on a thread). Class instance In object-oriented programming, an object created from a class type. Each instance of a class shares the class-defined structure and behavior but has its own identity and state. Procedural instance In some contexts (including Simula), each procedure call can be viewed as an instance of that procedure—an activation with its own parameters and local variables.     In artificial intelligence, an embodied agent, also sometimes referred to as an interface agent, is an intelligent agent that interacts with the environment through a physical body within that environment. Agents that are represented graphically with a body, for example a human or a cartoon animal, are also called embodied agents, although they have only virtual, not physical, embodiment. A branch of artificial intelligence focuses on empowering such agents to interact autonomously with human beings and the environment. Mobile robots are one example of physically embodied agents; Ananova and Microsoft Agent are examples of graphically embodied agents. Embodied conversational agents are embodied agents (usually with a graphical front-end as opposed to a robotic body) that are capable of engaging in conversation with one another and with humans employing the same verbal and nonverbal means that humans do (such as gesture, facial expression, and so forth). == Embodied conversational agents == Embodied conversational agents are a form of intelligent user interface. Graphically embodied agents aim to unite gesture, facial expression and speech to enable face-to-face communication with users, providing a powerful means of human-computer interaction. == Advantages == Face-to-face communication allows communication protocols that give a much richer communication channel than other means of communicating. It enables pragmatic communication acts such as conversational turn-taking, facial expression of emotions, information structure and emphasis, visualization and iconic gestures, and orientation in a three-dimensional environment. This communication takes place through both verbal and non-verbal channels such as gaze, gesture, spoken intonation and body posture. Research has found that users prefer a non-verbal visual indication of an embodied system's internal state to a verbal indication, demonstrating the value of additional non-verbal communication channels. As well as this, the face-to-face communication involved in interacting with an embodied agent can be conducted alongside another task without distracting the human participants, instead improving the enjoyment of such an interaction. Furthermore, the use of an embodied presentation agent results in improved recall of the presented information. Embodied agents also provide a social dimension to the interaction. Humans willingly ascribe social awareness to computers, and thus interaction with embodied agents follows social conventions, similar to human to human interactions. This social interaction both raises the believably and perceived trustworthiness of agents, and increases the user's engagement with the system. Rickenberg and Reeves found that the presence of an embodied agent on a website increased the level of user trust in that website, but also increased users' anxiety and affected their performance, as if they were being watched by a real human. Another effect of the social aspect of agents is that presentations given by an embodied agent are perceived as being more entertaining and less difficult than similar presentations given without an agent. Research shows that perceived enjoyment, followed by perceived usefulness and ease of use, is the major factor influencing user adoption of embodied agents. A study in January 2004 by Byron Reeves at Stanford demonstrated how digital characters could "enhance online experiences" through explaining how virtual characters essentially add a sense of familiarity to the user experience and make it more approachable. This increase in likability in turn helps make the products better, which benefits both the end users and those creating the product. === Applications === The rich style of communication that characterizes human conversation makes conversational interaction with embodied conversational agents ideal for many non-traditional interaction tasks. A familiar application of graphically embodied agents is computer games; embodied agents are ideal for this setting because the richer communication style makes interacting with the agent enjoyable. Embodied conversational agents have also been used in virtual training environments, portable personal navigation guides, interactive fiction and storytelling systems, interactive online characters and automated presenters and commentators. Major virtual assistants like Siri, Amazon Alexa and Google Assistant do not come with any visual embodied representation, which is believed to limit the sense of human presence by users. The U.S. Department of Defense utilizes a software agent called SGT STAR on U.S. Army-run Web sites and Web applications for site navigation, recruitment and propaganda purposes. Sgt. Star is run by the Army Marketing and Research Group, a division operated directly from The Pentagon. Sgt. Star is based upon the ActiveSentry technology developed by Next IT, a Washington-based information technology services company. Other such bots in the Sgt. Star "family" are utilized by the Federal Bureau of Investigation and the Central Intelligence Agency for intelligence gathering purposes.

    In machine learning and deep learning, compute is the amount of computing power or computational resources required to train machine learning models and large language models. More broadly, compute is the computational power or resources necessary for a computer or computer program to function. == Definition == Compute is commonly defined as the amount of computing power or computational resources required to train machine learning and large language models. The term "compute" has also been more broadly applied to cloud computing, referencing processing power, memory, networking, storage, and other resources required for the computation of any program. Compute is measured in petaflop/s-days and is used to document AI training. A petaflop/s-day (pfs-day) consists of performing 1015 neural net operations per second for one day, or a total of about 1020 operations. The compute-time product serves as a mental convenience, similar to kilowatt-hour for energy. An amount of compute is meant to give an idea of the number of actual operations performed. == History == In a 2018 analysis titled "AI and compute", artificial intelligence company OpenAI introduced the concept of compute. OpenAI identified two eras of training AI systems in terms of compute-usage. From 1959 to 2012, compute roughly followed Moore’s law. Between 2012 and 2018, the amount of compute used in the largest AI training runs increased exponentially, growing by more than 300,000 times — roughly doubling every 3.4 months. By comparison, Moore’s Law doubled every two years over the same period. One of the largest models, released in 2020, used 600,000 times more computing power than the 2012 model. After 2020, compute growth began to slow down, with the compute needed for the largest AI models continuing to slow down in 2023. The notion of compute has become increasingly used from the mid-2020s onwards. == Compute growth and AI progress == Larger AI models trained on more data and using more computational resources, tend to perform better. This happens even if the algorithms themselves remain unchanged. As early as 2018, OpenAI noted the exponential increase in compute to be have a key role in AI progress. OpenAI considers three factors drive the advance of AI: algorithmic innovation, data, and the amount of compute available for training. AI models with more compute not only improve in the tasks they were trained on but can develop emergent abilities. Incremental improvements can lead to more abrupt leaps in capabilities. AI provider SpaceXAI said in 2026 that their AI progress is driven by compute and used it a key metric in the AI training of its supercomputer Colossus, the which contains 1 million GPUs. Anthropic has a contract of $1.25 billion per month with SpaceXAI to buy all the compute capacity at Colossus 1 data center. === Criticism and policy === Increasing, promoting or constraining progress in artificial intelligence has often be done via controlling the amount of compute. Policymarkers have enacted policies and provided support to make compute resources more accessible to domestic AI researchers. In a January 2022 report, the Center for Security and Emerging Technology (CSET) suggested to institutions that increasingly powerful and generalizable AI (AGI) will likely require other strategies than maximizing compute. Some AI researchers are also concerned that government might exclusively focus on scaling compute instead of other strategies. The CSET has reported on the various bottlenecks which could explain why deep learning needs for compute have slow down: training is expensive and training extremely large models generates traffic jams across many processors that are difficult to manage. there is a limited supply of AI chips (see AI chip memory shortage). CSET advances that the main resource is human capital, specifically talented researchers — according to a 2023 published survey of more than 400 AI researchers, academic and private sector workers. The survey found that AI researchers are not primarily or exclusively constrained by compute access. However, both academic and industry AI researchers equally report concerns that insufficient compute could prevent them from contributing meaningfully to AI research in the future. High compute users are more concerned about compute access. When asked about which resource provided by the government would be the most useful to them, some AI researchers select compute, other prefer grant funding. For this goal, CSET advised policymakers to ensure that even researchers with smaller budgets could effectively contribute to AI research. Other proposed strategies include using contemporary AI algorithms, managing modern AI infrastructure or focusing on interdisciplinary work between the AI field and other fields of computer science. A 2024 study on compute access found that academic-only AI research teams often have less compute intensive research topics, especially foundation models, compared to industry AI labs. As a consequence, academia is likely to play a smaller role in advancing such techniques. The researchers suggest nationally-sponsored computing infrastructure as well as open science initiatives to boost academic compute access. === Data === A 2022 study found that current large language models are significantly under-trained, a consequence of focusing on scaling language models whilst keeping the amount of training data constant. By training over 400 language models of various parameter and token size, they found that "for compute-optimal training", the model size and the number of training tokens should ideally be scaled equally: for every doubling of model size the number of training tokens should also be doubled.

    The U.S. Tech Force (also styled as US Tech Force, Tech Force, or Government Tech Force) is a federal hiring initiative launched by the second Donald Trump administration in December 2025. The program, administered by the Office of Personnel Management (OPM), aims to recruit about 1,000 early-career technology professionals into two-year government jobs to modernize federal IT systems, advance artificial intelligence (AI) capabilities, and address technological gaps in government operations. The initiative is an effort to plug capability gaps created by Trump-administration efforts to shrink the federal government, which led to the departure of some 220,000 federal employees, including many in IT. The initiative seeks early-career workers; officials said it would offer competitive salaries and opportunities to work on high-impact government technology projects. Major technology companies—including Amazon, Apple, Microsoft, Nvidia, Meta, Google, and OpenAI—agreed to help identify and refer candidates. Candidates are allowed to take Tech Force positions on leaves of absence and without divesting their stock, raising conflict-of-interest questions. In January 2026, OPM direction Scott Kupor said the deadline for applying to Tech Force was being extended because of "tremendous interest" without saying how many people had actually applied. Also in December 2025, news broke that the administration is planning another novel use of private-sector workers: hiring cybersecurity firms for offensive cyber operations.

    The Zeuthen strategy in cognitive science is a negotiation strategy used by some artificial agents. Its purpose is to measure the willingness to risk conflict. An agent will be more willing to risk conflict if it does not have much to lose in case that the negotiation fails. In contrast, an agent is less willing to risk conflict when it has more to lose. The value of a deal is expressed in its utility. An agent has much to lose when the difference between the utility of its current proposal and the conflict deal is high. When both agents use the monotonic concession protocol, the Zeuthen strategy leads them to agree upon a deal in the negotiation set. This set consists of all conflict free deals, which are individually rational and Pareto optimal, and the conflict deal, which maximizes the Nash product. The strategy was introduced in 1930 by the Danish economist Frederik Zeuthen. == Three key questions == The Zeuthen strategy answers three open questions that arise when using the monotonic concession protocol, namely: Which deal should be proposed at first? On any given round, who should concede? In case of a concession, how much should the agent concede? The answer to the first question is that any agent should start with its most preferred deal, because that deal has the highest utility for that agent. The second answer is that the agent with the smallest value of Risk(i,t) concedes, because the agent with the lowest utility for the conflict deal profits most from avoiding conflict. To the third question, the Zeuthen strategy suggests that the conceding agent should concede just enough raise its value of Risk(i,t) just above that of the other agent.     Weak artificial intelligence (weak AI) is artificial intelligence that implements a limited part of the mind, or, as narrow AI, artificial narrow intelligence (ANI), is focused on one narrow task. Weak AI is contrasted with strong AI, which can be interpreted in various ways: Artificial general intelligence (AGI): a machine with the ability to apply intelligence to any problem, rather than just one specific problem. Artificial superintelligence (ASI): a machine with a vastly superior intelligence to the average human being. Artificial consciousness: a machine that has consciousness, sentience and mind (John Searle uses "strong AI" in this sense). Narrow AI can be classified as being "limited to a single, narrowly defined task. Most modern AI systems would be classified in this category." Artificial general intelligence is conversely the opposite. == Applications and risks == Some examples of narrow AI are AlphaGo, self-driving cars, robot systems used in the medical field, and diagnostic doctors. Narrow AI systems are sometimes dangerous if unreliable. And the behavior that it follows can become inconsistent. It could be difficult for the AI to grasp complex patterns and get to a solution that works reliably in various environments. This "brittleness" can cause it to fail in unpredictable ways. Narrow AI failures can sometimes have significant consequences. It could for example cause disruptions in the electric grid, damage nuclear power plants, cause global economic problems, and misdirect autonomous vehicles. Medicines could be incorrectly sorted and distributed. Also, medical diagnoses can ultimately have serious and sometimes deadly consequences if the AI is faulty or biased. Simple AI programs have already worked their way into society, oftentimes unnoticed by the public. Autocorrection for typing, speech recognition for speech-to-text programs, and vast expansions in the data science fields are examples. Narrow AI has also been the subject of some controversy, including resulting in unfair prison sentences, discrimination against women in the workplace for hiring, resulting in death via autonomous driving, among other cases. Despite being "narrow" AI, recommender systems are efficient at predicting user reactions based on their posts, patterns, or trends. For instance, TikTok's "For You" algorithm can determine a user's interests or preferences in less than an hour. Some other social media AI systems are used to detect bots that may be involved in propaganda or other potentially malicious activities. == Weak AI versus strong AI == John Searle contests the possibility of strong AI (by which he means conscious AI). He further believes that the Turing test (created by Alan Turing and originally called the "imitation game", used to assess whether a machine can converse indistinguishably from a human) is not accurate or appropriate for testing whether an AI is "strong". Scholars such as Antonio Lieto have argued that the current research on both AI and cognitive modelling are perfectly aligned with the weak-AI hypothesis (that should not be confused with the "general" vs "narrow" AI distinction) and that the popular assumption that cognitively inspired AI systems espouse the strong AI hypothesis is ill-posed and problematic since "artificial models of brain and mind can be used to understand mental phenomena without pretending that that they are the real phenomena that they are modelling" (as, on the other hand, implied by the strong AI assumption).

    A chatbot (originally chatterbot) is a software application or web interface designed to converse through text or speech. Modern chatbots are typically online and use generative artificial intelligence systems that are capable of maintaining a conversation with a user in natural language and simulating the way a human would behave as a conversational partner. Such chatbots often use deep learning and natural language processing. Simpler chatbots have existed for decades. Chatbots have gained popularity during the AI boom of the 2020s, with the releases of generative AI chatbots such as ChatGPT, Gemini, Claude, and Grok. These chatbots typically use fine-tuned large language models to generate text. A major area where chatbots have long been used is customer service and support, with various sorts of virtual assistants. == History == === Turing test === In 1950, Alan Turing published an article entitled "Computing Machinery and Intelligence" in which he proposed what is now called the Turing test as a criterion of intelligence. This criterion depends on the ability of a computer program to impersonate a human in a real-time written conversation with a human judge, to the extent that the judge is incapable of reliably distinguishing, on the basis of the conversational content alone, between the program and a real human. === Early chatbots === Joseph Weizenbaum's program ELIZA was first published in 1966. Weizenbaum did not claim that ELIZA was genuinely intelligent, and the introduction to his paper presented it more as a debunking exercise:In artificial intelligence, machines are made to behave in wondrous ways, often sufficient to dazzle even the most experienced observer. But once a particular program is unmasked, once its inner workings are explained, its magic crumbles away; it stands revealed as a mere collection of procedures. The observer says to himself "I could have written that". With that thought, he moves the program in question from the shelf marked "intelligent", to that reserved for curios. The object of this paper is to cause just such a re-evaluation of the program about to be "explained". Few programs ever needed it more. ELIZA's key method of operation involves the recognition of clue words or phrases in the input, and the output of the corresponding pre-prepared or pre-programmed responses that can move the conversation forward in an apparently meaningful way (e.g. by responding to any input that contains the word 'MOTHER' with 'TELL ME MORE ABOUT YOUR FAMILY'). Thus an illusion of understanding is generated, even though the processing involved has been merely superficial. ELIZA showed that such an illusion is surprisingly easy to generate because human judges are ready to give the benefit of the doubt when conversational responses are capable of being interpreted as "intelligent". Following ELIZA, psychiatrist Kenneth Colby developed PARRY in 1972. From 1978 to some time after 1983, the CYRUS project led by Janet Kolodner constructed a chatbot simulating Cyrus Vance (57th United States Secretary of State). It used case-based reasoning, and updated its database daily by parsing wire news from United Press International. The program was unable to process the news items subsequent to the surprise resignation of Cyrus Vance in April 1980, and the team constructed another chatbot simulating his successor, Edmund Muskie. In 1984, an interactive version of the program Racter was released which acted as a chatbot. A.L.I.C.E. was released in 1995. This uses a markup language called AIML, which is specific to its function as a conversational agent, and has since been adopted by various other developers of, so-called, Alicebots. A.L.I.C.E. is a weak AI without any reasoning capabilities. It is based on a similar pattern matching technique as ELIZA in 1966. This is not strong AI, which would require sapience and logical reasoning abilities. Jabberwacky, released in 1997, learns new responses and context based on real-time user interactions, rather than being driven from a static database. Chatbot competitions focus on the Turing test or more specific goals. Two such annual contests are the Loebner Prize and The Chatterbox Challenge (the latter has been offline since 2015, however, materials can still be found from web archives). Pre-dating the current generation of large language models, Gavagai, a Swedish language technology startup, created a Twitter-based bot in 2015 and DBpedia created a chatbot during the 2017 Google Summer of Code that communicated through Facebook Messenger. === Modern chatbots based on large language models === Modern chatbots like ChatGPT are often based on foundational large language models called generative pre-trained transformers (GPT). They are based on a deep learning architecture called the transformer, which contains artificial neural networks. Some platforms also enable users to interact with conversational interfaces directly through web-based chat environments, allowing real-time assistance, content generation, and task automation without requiring software installation. == Application == === Messaging apps === Many companies' chatbots run on messaging apps or simply via SMS. They are used for B2C customer service, sales and marketing. In 2016, Facebook Messenger allowed developers to place chatbots on their platform. There were 30,000 bots created for Messenger in the first six months, rising to 100,000 by September 2017. Since September 2017, this has also been as part of a pilot program on WhatsApp. Airlines KLM and Aeroméxico both announced their participation in the testing; both airlines had previously launched customer services on the Facebook Messenger platform. The bots usually appear as one of the user's contacts, but can sometimes act as participants in a group chat. Many banks, insurers, media companies, e-commerce companies, airlines, hotel chains, retailers, health care providers, government entities, and restaurant chains have used chatbots to answer simple questions, increase customer engagement, for promotion, and to offer additional ways to order from them. Chatbots are also used in market research to collect short survey responses. A 2017 study showed 4% of companies used chatbots.     In artificial intelligence, an embodied agent, also sometimes referred to as an interface agent, is an intelligent agent that interacts with the environment through a physical body within that environment. Agents that are represented graphically with a body, for example a human or a cartoon animal, are also called embodied agents, although they have only virtual, not physical, embodiment. A branch of artificial intelligence focuses on empowering such agents to interact autonomously with human beings and the environment. Mobile robots are one example of physically embodied agents; Ananova and Microsoft Agent are examples of graphically embodied agents. Embodied conversational agents are embodied agents (usually with a graphical front-end as opposed to a robotic body) that are capable of engaging in conversation with one another and with humans employing the same verbal and nonverbal means that humans do (such as gesture, facial expression, and so forth). == Embodied conversational agents == Embodied conversational agents are a form of intelligent user interface. Graphically embodied agents aim to unite gesture, facial expression and speech to enable face-to-face communication with users, providing a powerful means of human-computer interaction. == Advantages == Face-to-face communication allows communication protocols that give a much richer communication channel than other means of communicating. It enables pragmatic communication acts such as conversational turn-taking, facial expression of emotions, information structure and emphasis, visualization and iconic gestures, and orientation in a three-dimensional environment. This communication takes place through both verbal and non-verbal channels such as gaze, gesture, spoken intonation and body posture. Research has found that users prefer a non-verbal visual indication of an embodied system's internal state to a verbal indication, demonstrating the value of additional non-verbal communication channels. As well as this, the face-to-face communication involved in interacting with an embodied agent can be conducted alongside another task without distracting the human participants, instead improving the enjoyment of such an interaction. Furthermore, the use of an embodied presentation agent results in improved recall of the presented information. Embodied agents also provide a social dimension to the interaction. Humans willingly ascribe social awareness to computers, and thus interaction with embodied agents follows social conventions, similar to human to human interactions. This social interaction both raises the believably and perceived trustworthiness of agents, and increases the user's engagement with the system. Rickenberg and Reeves found that the presence of an embodied agent on a website increased the level of user trust in that website, but also increased users' anxiety and affected their performance, as if they were being watched by a real human. Another effect of the social aspect of agents is that presentations given by an embodied agent are perceived as being more entertaining and less difficult than similar presentations given without an agent. Research shows that perceived enjoyment, followed by perceived usefulness and ease of use, is the major factor influencing user adoption of embodied agents. A study in January 2004 by Byron Reeves at Stanford demonstrated how digital characters could "enhance online experiences" through explaining how virtual characters essentially add a sense of familiarity to the user experience and make it more approachable. This increase in likability in turn helps make the products better, which benefits both the end users and those creating the product. === Applications === The rich style of communication that characterizes human conversation makes conversational interaction with embodied conversational agents ideal for many non-traditional interaction tasks. A familiar application of graphically embodied agents is computer games; embodied agents are ideal for this setting because the richer communication style makes interacting with the agent enjoyable. Embodied conversational agents have also been used in virtual training environments, portable personal navigation guides, interactive fiction and storytelling systems, interactive online characters and automated presenters and commentators. Major virtual assistants like Siri, Amazon Alexa and Google Assistant do not come with any visual embodied representation, which is believed to limit the sense of human presence by users. Some think AI literacy is essential for school and college students, while others restrict or prohibit the use of AI in assignments, viewing it as a form of academic dishonesty. However, many researchers and educational institutions promote a more nuanced approach, encouraging critical engagement with AI while developing policies that balance academic integrity with opportunities for learning. == Definitions == Other definitions of AI literacy include the ability to understand, use, monitor, and critically reflect on AI applications. The practice raises concerns regarding transparency, compliance with security regulations, and consumer trust in the AI industry potentially hampering legitimate advancements in AI. The term was first defined by the AI Now Institute, a research institute based at New York University in 2019. The term is derived from greenwashing, another deceptive marketing technique that misrepresents a product's environmental impact in a similar manner. AI washing might involve a company claiming to have used AI in the development or enhancement of its products or services without its actual involvement, or using buzzwords such as "smart" or "AI-powered" without the product actually offering it or making use of it. A company may overstate the usage of AI or misuse the term, which is also construed as AI washing. In 2026, The Washington Post defined AI washing as "a trend for bosses to blame layoffs on the productive capabilities of AI and its ability to replace workers, even when job cuts may have little to do with the technology". == Usage and effects == AI washing can lead to deception of customers and misleading of investors. The company was accused of AI washing due to no proof of AI involvement in the creation of the product, and critics believed that AI was used as a way to grab consumer attention more than it was used in the actual product creation. In 2026, mass tech layoffs were attributed to AI washing from AI innovation instead of balance sheet restructuring. == Mitigation == Companies are expected to be transparent and clearer in communicating the usage of AI in their products or services. Consumers can mitigate the same by requesting for hard evidence from the companies regarding the usage of AI tools. Customers should evaluate the product or service as a whole rather than being swayed by the usage of AI. Informed decision making and purchasing can keep them from falling for such marketing gimmicks. The United States Securities and Exchange Commission (SEC) imposes penalties for companies indulging in such practices.     Principle of rationality

    The principle of rationality (or rationality principle) was coined by Karl R. Popper in his Harvard Lecture of 1963, and published in his book Myth of Framework. It is related to what he called the 'logic of the situation' in an Economica article of 1944/1945, published later in his book The Poverty of Historicism. According to Popper's rationality principle, agents act in the most adequate way according to the objective situation. It is an idealized conception of human behavior which he used to drive his model of situational analysis. Cognitive scientist Allen Newell elaborated on the principle in his account of knowledge level modeling. == Popper == Popper called for social science to be grounded in what he called situational analysis or situational logic. This requires building models of social situations which include individual actors and their relationship to social institutions, e.g. markets, legal codes, bureaucracies, etc. These models attribute certain aims and information to the actors. This forms the 'logic of the situation', the result of reconstructing meticulously all circumstances of an historical event. The 'principle of rationality' is the assumption that people are instrumental in trying to reach their goals, and this is what drives the model. Popper believed that this model could be continuously refined to approach the objective truth. Popper called his principle of rationality nearly empty (a technical term meaning without empirical content) and strictly speaking false, but nonetheless tremendously useful. These remarks earned him a lot of criticism because seemingly he had swerved from his famous Logic of Scientific Discovery. Among the many philosophers having discussed Popper's principle of rationality from the 1960s up to now are Noretta Koertge, R. Nadeau, Viktor J. Vanberg, Hans Albert, E. Matzner, Ian C. Jarvie, Mark A. Notturno, John Wettersten, Ian C. Böhm. == Newell == In the context of knowledge-based systems, Newell (in 1982) proposed the following principle of rationality: "If an agent has knowledge that one of its actions will lead to one of its goals, then the agent will select that action." This principle is employed by agents at the knowledge level to move closer to a desired goal. An important philosophical difference between Newell and Popper is that Newell argued that the knowledge level is real in the sense that it exists in nature and is not made up. This allowed Newell to treat the rationality principle as a way of understanding nature and avoid the problems Popper ran into by treating knowledge as non physical and therefore non empirical.
