Digital inclusion involves the activities necessary to ensure equitable access to and use of information and communications technologies for participation in social and economic life including for education, social services, health, social, and community participation. Digital inclusion includes access to affordable broadband Internet services, Internet-enabled devices, access to digital literacy training, quality technical support, and applications and online content designed to enable and encourage self-sufficiency, participation, and collaboration. Related concepts include digital divide, digital exclusion and digital inequality, however digital inclusion focuses more on the strategies, policies, and programs required to address the digital divide. As many services have moved online and with the increasing use of telehealth to deliver primary care, particularly during the COVID-19 pandemic in 2020, digital inclusion, including digital literacy and internet access is increasingly regarded as a social determinant of health. Accessibility, relevance, and impact have been identified as essential elements of digital inclusion as it pertains to health information systems. "Digital inclusion is broadly defined as different strategies designed to ensure that all people have equal access, opportunities and skills to benefit from digital technologies and systems" (ITU, 2019, as cited in Carmi and Yates, 2020). Since 2020, there have been many technology companies that have begun implementing different features or roles within their companies to support breaking down the digital divide. For example, HP has announced the digital divide accelerator. This accelerator will support nonprofits in Greece, Indonesia, Nigeria, and Spain. The goal for this role is to help equip children and other people within the community to understand the skills needed to become a part of the digital community. == Background == With the increasing use of computers and the Internet in the 1990s and early 2000s concerns rose around digital equality, however this primarily focused on the physical access to technology. This gave rise to the concept of the digital divide which was originally developed to describe the growing disparity in Internet access between rural and urban areas of the United States of America. This gradually expanded to considerations of digital access between countries in what is termed the global digital divide, which mirrors many of the disparities seen within countries but on an international scale. However, with the adoption of digital technologies across most sectors of society, and the increasing diversity of technologies and programs, access and use of ICT became more complex and essential for many aspects of daily life. This led to new terminology and a second wave of research on digital inequality which has been identified as the (1) usage gap, (2) second level digital divide, (3) emerging digital differentiation, and (4) digital inclusion. == Strategies for digital inclusion == A review of the literature in 2019 found that while physical access to digital technologies and the internet continues to be a barrier to digital inclusion, digital ability and attitude were also potential barriers. Key strategies identified for improving digital inclusion are social support, direct user experience and collaborative learning/design. Education is a key aspect of digital inclusion as digital technologies have become a key means of engaging with all levels of the education system, requiring levels of digital competence for successful engagement with the curriculum. In addition lifelong learning is required as technologies, services and systems are changing constantly. Public libraries and community service providers play a key role in supporting digital inclusion through access to computers, internet connection and expertise and training. Designing for digital inclusion may also help with poor written literacy, which remains a barrier for 10% of the world's population. UNESCO has developed Guidelines for designing digital technologies in ways that could assist those who are illiterate. == Indigenous digital inclusion == Digital inclusion is a critical issue for many Indigenous communities across the globe, many of whom lack access to adequate resources. The Australian Government has set a National Closing the Gap target for Aboriginal and Torres Strait Islander people to have equal levels of digital inclusion by 2026. Many people on tribal land and in Native Hawaiian land struggle with the technology gap. The Native Entities Capacity and Planning Grant Program has $45.3 million available to help address these challenges and empower Indian Tribes, Alaska Native entities, and Native Hawaiian organizations. Some of the impacts so far are in the education and workforce development and healthcare access through telehealth.[13] == Measuring digital inclusion == The Australian Digital Inclusion Index (ADII) is a research project which has been tracking digital inclusion throughout Australia since 2016. It uses survey data to measure digital inclusion across three dimensions of access, affordability and digital ability. == The Future of Digital Inclusion == On February 16, 2021, a global dialogue within the United Nations (UN) took a look at the future of digital inclusion. Through the adoption of the 2030 UN Agenda for Sustainable Development, Member States made a commitment. They pledged to "leave no one behind." By 2030, the UN's goal is to close the digital divide by providing access to the Internet and mobile technologies for all nations and peoples and for all segments of society. The UN sees the crisis of too many people in our global society still living unconnected and how the digital divide remains a challenge that must be addressed. == Gaming == The Xbox Adaptive Controller is a groundbreaking example of digital inclusion, designed to make gaming more accessible to people with limited mobility. DreamLab
DreamLab was a volunteer computing Android and iOS app launched in 2015 by Imperial College London and the Vodafone Foundation. It was discontinued on 2nd April 2025. == Description == The app helped to research cancer, COVID-19, new drugs and tropical cyclones. To do this, DreamLab accessed part of the device's processing power, with the user's consent, while the owner charged their smartphone, to speed up the calculations of the algorithms from Imperial College London. The aim of the tropical cyclone project was to prepare for climate change risks. Other projects aimed to find existing drugs and food molecules that could help people with COVID-19 and other diseases. The performance of 100,000 smartphones would reach the annual output of all research computers at Imperial College in just three months, with a nightly runtime of six hours. The app was developed in 2015 by the Garvan Institute of Medical Research in Sydney and the Vodafone Foundation. In May 2020, the project had over 490,000 registered users.

Decision lists are a representation for Boolean functions which can be easily learned from examples. Single term decision lists are more expressive than disjunctions and conjunctions; however, 1-term decision lists are less expressive than the general disjunctive normal form and the conjunctive normal form. The language specified by a k-length decision list includes as a subset the language specified by a k-depth decision tree. Learning decision lists can be used for attribute efficient learning, a type of machine learning. == Definition == A decision list (DL) of length r is of the form: if f1 then output b1 else if f2 then output b2 ... else if fr then output br where fi is the ith formula and bi is the ith boolean for i ∈ { 1... r } {\displaystyle i\in \{1...r\}} . The last if-then-else is the default case, which means formula fr is always equal to true. A k-DL is a decision list where all of formulas have at most k terms. AI nationalism
AI nationalism is the idea that nations should develop and control their own artificial intelligence technologies to advance their own interests and ensure technological sovereignty. This concept is gaining traction globally, leading countries to implement new laws, form strategic alliances, and invest significantly in domestic AI capabilities. == Global trends and national strategies == In 2018, British technology investor Ian Hogarth published an influential essay titled AI Nationalism. He argued that as AI gains more power and its economic and military significance expands, governments will take measures to bolster their own domestic AI industries, and predicted that the advancement of machine learning systems would lead to what he termed "AI nationalism." He anticipated that this rise in AI would accelerate a global arms race, resulting in more closed economies, restrictions on foreign acquisitions, and limitations on the movement of talent. Hogarth predicted that AI policy would become a central focus of government agendas. He also criticized Britain’s approach to AI strategy, citing the sale of London-based DeepMind—one of the leading AI laboratories, acquired by Google for a relatively modest £400 million in 2014—as a significant misstep. AI nationalism is chiefly reflected in the escalating rhetoric of an artificial intelligence arms race, portraying AI development as a zero-sum game where the winner gains significant economic, political, and military advantages. This mindset, as highlighted in a 2017 Pentagon report, warns that sharing AI technology could erode technological supremacy and enhance rivals' capabilities. The winner-takes-all mentality of AI nationalism poses risks including unsafe AI development, increased geopolitical tension, and potential military aggression (such as cyberattacks or targeting AI professionals). Several countries, including Canada, France, and India, have formulated national strategies to advance their positions in AI. In the United States, a leading player in the global AI arena, trade policies have been enacted to restrict China's access to critical microchips, reflecting a strategic effort to maintain a technological edge. The United States’ National Security Commission on Artificial Intelligence (NSCAI) frames AI development as a critical aspect of a broader technology competition crucial for national success. It emphasizes the need to outpace China in AI to maintain strategic advantage, reflecting AI nationalism by linking geopolitical power directly to advancements in AI. France has seen notable governmental support for local AI startups, particularly those specializing in language technologies that cater to French and other non-English languages. In Saudi Arabia, Crown Prince Mohammed bin Salman is investing billions in AI research and development. The country has actively collaborated with major technology firms such as Amazon, IBM, and Microsoft to establish itself as a prominent AI hub. == Historical and cultural context == AI nationalism is seen as deeply connected to historical racism and imperialism. It is viewed not merely as a technological competition but as a contest over racial and civilizational superiority. Historically, technological achievements were often used to justify colonialism and racial hierarchies, with Western societies perceiving their advancements as evidence of superiority. In the context of AI, this historical context continues to shape views on intelligence and development. Some argue that AI nationalism reinforces the idea of fundamental civilizational divides, especially between the Western world and China. This perspective often frames China's progress in AI as a direct challenge to Western values, presenting the AI competition as a struggle over values. AI nationalism is said to draw from long-standing anti-Asian stereotypes, such as the "Yellow Peril," which portray Asian nations as threats to Western civilization. This viewpoint links Asian technological advances with dehumanization and artificiality, reflecting persistent anxieties about China's growing role in the global tech landscape. == Implications == AI nationalism is seen as a component of a broader trend towards the fragmentation of the internet, where digital services are increasingly influenced by local regulations and national interests. This shift is creating a new technological landscape in which the impact of artificial intelligence on individuals' lives can vary significantly depending on their geographic location. J. Paul Goode argues that AI nationalism may exacerbate existing societal divisions by promoting the development of systems that embed cultural biases, thereby privileging certain groups while disadvantaging others.

Software engineering professionalism
Software engineering professionalism is a movement to make software engineering a profession, with aspects such as degree and certification programs, professional associations, professional ethics, and government licensing. The field is a licensed discipline in Texas in the United States (Texas Board of Professional Engineers, since 2013), Engineers Australia(Course Accreditation since 2001, not Licensing), and many provinces in Canada. == History == In 1993 the IEEE and ACM began a joint effort called JCESEP, which evolved into SWECC in 1998 to explore making software engineering into a profession. The ACM pulled out of SWECC in May 1999, objecting to its support for the Texas professionalization efforts, of having state licenses for software engineers. ACM determined that the state of knowledge and practice in software engineering was too immature to warrant licensing, and that licensing would give false assurances of competence even if the body of knowledge were mature. The IEEE continued to support making software engineering a branch of traditional engineering. In Canada the Canadian Information Processing Society established the Information Systems Professional certification process. Also, by the late 1990s (1999 in British Columbia) the discipline of software engineering as a professional engineering discipline was officially created. This has caused some disputes between the provincial engineering associations and companies who call their developers software engineers, even though these developers have not been licensed by any engineering association. In 1999, the Panel of Software Engineering was formed as part of the settlement between Engineering Canada and the Memorial University of Newfoundland over the school's use of the term "software engineering" in the name of a computer science program. Concerns were raised over the inappropriate use of the name "software engineering" to describe non-engineering programs could lead to student and public confusion, and ultimately threaten public safety. The Panel issued recommendations to create a Software Engineering Accreditation Board, but the task force created to carry out the recommendations was unable to get the various stakeholders to agree to concrete proposals, resulting in separate accreditation boards. == Ethics == Software engineering ethics is a large field. In some ways it began as an unrealistic attempt to define bugs as unethical. More recently it has been defined as the application of both computer science and engineering philosophy, principles, and practices to the design and development of software systems. Due to this engineering focus and the increased use of software in mission critical and human critical systems, where failure can result in large losses of capital but more importantly lives such as the Therac-25 system, many ethical codes have been developed by a number of societies, associations and organizations. These entities, such as the ACM, IEEE, EGBC and Institute for Certification of Computing Professionals (ICCP) have formal codes of ethics. Adherence to the code of ethics is required as a condition of membership or certification. According to the ICCP, violation of the code can result in revocation of the certificate. Also, all engineering societies require conformance to their ethical codes; violation of the code results in the revocation of the license to practice engineering in the society's jurisdiction. These codes of ethics usually have much in common. They typically relate the need to act consistently with the client's interest, employer's interest, and most importantly the public's interest. They also outline the need to act with professionalism and to promote an ethical approach to the profession. A Software Engineering Code of Ethics has been approved by the ACM and the IEEE-CS as the standard for teaching and practicing software engineering. === Examples of codes of conduct === The following are examples of codes of conduct for Professional Engineers. These 2 have been chosen because both jurisdictions have a designation for Professional Software Engineers. Engineers and Geoscientists of British Columbia (EGBC): All members in the association's code of Ethics must ensure that the government, the public can rely on BC's professional engineers and Geoscientists to act at all times with fairness, courtesy and good faith to their employers, employee and customers, and to uphold the truth, honesty and trustworthiness, and to safe guard human life and the environment. This is just one of the many ways in which BC's Professional Engineers and Professional Geoscientists maintain their competitive edge in today's global marketplace. Association of Professional Engineers and Geoscientists of Alberta (APEGA): Different with British Columbia, the Alberta Government granted self governance to engineers, Geoscientists and geophysicists. All members in the APEGA have to accept legal and ethical responsibility for the work and to hold the interest of the public and society. The APEGA is a standards guideline of professional practice to uphold the protection of public interest for engineering, Geoscientists and geophysics in Alberta. === Opinions on ethics === Bill Joy argued that "better software" can only enable its privileged end users, make reality more power-pointy as opposed to more humane, and ultimately run away with itself so that "the future doesn't need us." He openly questioned the goals of software engineering in this respect, asking why it isn't trying to be more ethical rather than more efficient. In his book Code and Other Laws of Cyberspace, Lawrence Lessig argues that computer code can regulate conduct in much the same way as the legal code. Lessig and Joy urge people to think about the consequences of the software being developed, not only in a functional way, but also in how it affects the public and society as a whole. Overall, due to the youth of software engineering, many of the ethical codes and values have been borrowed from other fields, such as mechanical and civil engineering. However, there are many ethical questions that even these, much older, disciplines have not encountered. Questions about the ethical impact of internet applications, which have a global reach, have never been encountered until recently and other ethical questions are still to be encountered. This means the ethical codes for software engineering are a work in progress, that will change and update as more questions arise. == Independent licensing and certification exams == Since 2002, the IEEE Computer Society offered the Certified Software Development Professional (CSDP) certification exam (in 2015 this was replaced by several similar certifications). A group of experts from industry and academia developed the exam and maintained it. Donald Bagert, and at a later period Stephen Tockey headed the certification committee. Contents of the exam centered around the SWEBOK (Software Engineering Body of Knowledge) guide, with an additional emphasis on Professional Practices and Software Engineering Economics knowledge areas (KAs). The motivation was to produce a structure at an international level for software engineering's knowledge areas. == Criticism of licensing == Professional licensing has been criticized for many reasons. The field of software engineering is too immature Licensing would give false assurances of competence even if the body of knowledge were mature Software engineers would have to study years of calculus, physics, and chemistry to pass the exams, which is irrelevant to most software practitioners. Many (most?) computer science majors don't earn degrees in engineering schools, so they are probably unqualified to pass engineering exams. == Licensing by country == === United States === The Bureau of Labor Statistics (BLS) classifies computer software engineers as a subcategory of "computer specialists", along with occupations such as computer scientist, Programmer, Database administrator and Network administrator. The BLS classifies all other engineering disciplines, including computer hardware engineers, as engineers. Many states prohibit unlicensed persons from calling themselves an Engineer, or from indicating branches or specialties not covered licensing acts. In many states, the title Engineer is reserved for individuals with a Professional Engineering license indicating that they have shown minimum level of competency through accredited engineering education, qualified engineering experience, and engineering board's examinations. In April 2013 the National Council of Examiners for Engineering and Surveying (NCEES) began offering a Professional Engineer (PE) exam for Software Engineering. The exam was developed in association with the IEEE Computer Society. NCEES ended the exam in April 2019 due to lack of participation. The bag-of-words (BoW) model is a model of text which uses an unordered collection (a "bag") of words. It is used in natural language processing and information retrieval (IR). It disregards word order (and thus most of syntax or grammar) but captures multiplicity. The bag-of-words model is commonly used in methods of document classification where, for example, the (frequency of) occurrence of each word is used as a feature for training a classifier. It has also been used for computer vision. An early reference to "bag of words" in a linguistic context can be found in Zellig Harris's 1954 article on Distributional Structure. == Definition == The following models a text document using bag-of-words. Here are two simple text documents: Based on these two text documents, a list is constructed as follows for each document: Representing each bag-of-words as a JSON object, and attributing to the respective JavaScript variable: Each key is the word, and each value is the number of occurrences of that word in the given text document. For instance, for document classification, if the words "stocks" "trade" "investors" appears multiple times, then the text is likely a financial report, even though it would be insufficient to distinguish between Yesterday, investors were rallying, but today, they are retreating.andYesterday, investors were retreating, but today, they are rallying.and so the BoW representation would be insufficient to determine the detailed meaning of the document. == Implementations == Implementations of the bag-of-words model might involve using frequencies of words in a document to represent its contents. The frequencies can be "normalized" by the inverse of document frequency, or tf–idf. Additionally, for the specific purpose of classification, supervised alternatives have been developed to account for the class label of a document. Lastly, binary (presence/absence or 1/0) weighting is used in place of frequencies for some problems (e.g., this option is implemented in the WEKA machine learning software system). == Hashing trick == A common alternative to using dictionaries is the hashing trick, where words are mapped directly to indices with a hash function. When using a hash function, no memory is required to store a dictionary. In practice, hashing simplifies the implementation of bag-of-words models and improves scalability. Collisions can occur when two words are hashed to the same index, but this happens infrequently and may function as a form of regularization.
