The Local Economic Assessment Package (also known as “EDR-LEAP” or “LEAP Model”) is a web-based, interactive database and software tool used by local and regional agencies in the US to improve strategies for economic development. It provides local economic performance measures, and benchmarks for comparison of economic development factors against competing regions. It works by incorporating elements of economic base analysis as well as gap analysis and business cluster analysis to identify needs for improvement and paths for economic growth. The LEAP Model was originally developed for the Appalachian Regional Commission. Its theory and applications are discussed in peer-reviewed journal articles.
AI warfare
AI warfare refers to the use of artificial intelligence technologies to automate military operation and enhance or bypass human decision-making in armed conflicts. AI is used to rapidly analyze large volumes of military intelligence data, including making recommendations or decisions on who and what to target. Abdul-Rahman al-Rawi, a 20-year-old student, was the first acknowledged civilian killed by AI-assisted airstrike in a U.S. strike in Iraq in 2024. In 2026, the U.S. declared it would become an 'AI-first' warfighting force. Husain et al (2018) coined the term hyperwar to refer to warfare which is algorithmic or controlled by artificial intelligence, with little to no human decision-making. == 2026 Iran war == The 2026 Iran war has been described as the "first AI war", although the Untied States and Israel have previously used AI to identify targets during the Gaza war. The U.S. has used AI tools to attack Iran. These tools have been used for military intelligence, targeting, and damage assessment in the war in Iran. Using the Maven smart system, the U.S. attacked 1,000 targets in the first 24 hours of the war and 5,000 targets over the course of 10 days. While the U.S. had used Maven in 2022 to share targeting information with Ukraine and strike against Iraq, Syria, and against the Houthis in 2024, Iran's attacks are its biggest. Authorities are looking into whether artificial intelligence was involved in the airstrike on an Iranian girls' school that killed 170 civilians, the majority of whom were female students. The United States Central Command emphasized that humans were making final targeting decisions. Per a White House tally released on April 8, the U.S. military hit over 13,000 targets in Iran during the war's first 38 days, including more than 2,000 command-and-control sites, 1,500 air defense targets, and 1,450 industrial infrastructure targets. == Gaza war == As part of the Gaza war, the Israel Defense Forces (IDF) have used artificial intelligence to rapidly and automatically perform much of the process of determining what to bomb. IDF's Unit 8200 developed AI systems, dubbed the Gospel and Lavender, to find targets for the Israeli Air Force to bomb. The Gospel automatically provides targeting recommendations to human analysts, who decide whether to approve strikes. Lavender identified 37,000 Hamas-linked individuals early in the war, and was used alongside the Gospel, which chooses buildings or structures as targets. According to a report by +972 Magazine and Local Call, strikes assisted by Lavender were routinely permitted to kill 5–20 civilians for each suspected Hamas militant, who were often bombed at home with their families. The IDF denies these claims, maintaining that every strike is assessed to minimize collateral damage, and that there is no policy "to kill tens of thousands of people in their homes." Israel deployed AI technologies during the Gaza war for audio analysis, facial recognition, and airstrike targeting. One such system was used to help identify the location of Hamas commander Ibrahim Biari through phone call analysis, leading to strikes that killed him as well as more than 125 civilians. == 2022 Russian Ukraine war == Kyiv launched a project with Palantir called Brave1 Dataroom to build AI systems using the extensive combat data Ukraine has gathered since Russia’s full-scale invasion in 2022. The country has also created tools for in-depth airstrike analysis, introduced AI to process large volumes of intelligence, and incorporated these technologies into the planning of long-range strike operations. == Involved companies == Maven Smart System is developed by Palantir. It integrates Anthropic's Claude as its large language model, and uses Amazon's AWS servers as its cloud infrastructure. Since Anthropic's refusal to support autonomous weapons development and domestic surveillance efforts. In its place, other AI firms, including OpenAI, have been brought in to take over that role. == Involved state actors == In 2024, the United States Department of Defense had 800-plus active AI-related projects and requested $1.8 billion in AI funding, with Project Maven and Project Artemis (AI-resistant drones developed together with Ukraine) being the main ones. The technology has been used in Iran, Iraq, Syria and Yemen to identify targets. China is pursuing intelligentized warfare, integrating AI across all combat domains—land, sea, air, space, and cyber—with military AI spending exceeding $1.6 billion annually. == International regulation == Since 2014, states meeting within the framework of the Convention on Certain Conventional Weapons have discussed lethal autonomous weapon systems. In 2016, the treaty's states parties established an open-ended Group of Governmental Experts on Lethal Autonomous Weapons Systems to continue those discussions. The discussions have addressed international humanitarian law, accountability, possible prohibitions and regulations, and the extent of human control required over AI-enabled weapons.
Datasource
A datasource or DataSource is a name given to the connection set up to a database from a server. The name is commonly used when creating a query to the database. The data source name (DSN) need not be the same as the filename for the database. For example, a database file named friends.mdb could be set up with a DSN of school. Then DSN school would be used to refer to the database when performing a query. == Sun's version of DataSource [1] == A factory for connections to the physical data source that this DataSource object represents. An alternative to the DriverManager facility, a DataSource object is the preferred means of getting a connection. An object that implements the DataSource interface will typically be registered with a naming service based on the Java Naming and Directory Interface (JNDI) API. The DataSource interface is implemented by a driver vendor. There are three types of implementations: Basic implementation — produces a standard Connection object Connection pooling implementation — produces a Connection object that will automatically participate in connection pooling. This implementation works with a middle-tier connection pooling manager. Distributed transaction implementation — produces a Connection object that may be used for distributed transactions and almost always participates in connection pooling. This implementation works with a middle-tier transaction manager and almost always with a connection pooling manager. A DataSource object has properties that can be modified when necessary. For example, if the data source is moved to a different server, the property for the server can be changed. The benefit is that because the data source's properties can be changed, any code accessing that data source does not need to be changed. A driver that is accessed via a DataSource object does not register itself with the DriverManager. Rather, a DataSource object is retrieved through a lookup operation and then used to create a Connection object. With a basic implementation, the connection obtained through a DataSource object is identical to a connection obtained through the DriverManager facility. == Sun's DataSource Overview [2] == A DataSource object is the representation of a data source in the Java programming language. In basic terms, a data source is a facility for storing data. It can be as sophisticated as a complex database for a large corporation or as simple as a file with rows and columns. A data source can reside on a remote server, or it can be on a local desktop machine. Applications access a data source using a connection, and a DataSource object can be thought of as a factory for connections to the particular data source that the DataSource instance represents. The DataSource interface provides two methods for establishing a connection with a data source. Using a DataSource object is the preferred alternative to using the DriverManager for establishing a connection to a data source. They are similar to the extent that the DriverManager class and DataSource interface both have methods for creating a connection, methods for getting and setting a timeout limit for making a connection, and methods for getting and setting a stream for logging. Their differences are more significant than their similarities, however. Unlike the DriverManager, a DataSource object has properties that identify and describe the data source it represents. Also, a DataSource object works with a Java Naming and Directory Interface (JNDI) naming service and can be created, deployed, and managed separately from the applications that use it. A driver vendor will provide a class that is a basic implementation of the DataSource interface as part of its Java Database Connectivity (JDBC) 2.0 or 3.0 driver product. What a system administrator does to register a DataSource object with a JNDI naming service and what an application does to get a connection to a data source using a DataSource object registered with a JNDI naming service are described later in this chapter. Being registered with a JNDI naming service gives a DataSource object two major advantages over the DriverManager. First, an application does not need to hardcode driver information, as it does with the DriverManager. A programmer can choose a logical name for the data source and register the logical name with a JNDI naming service. The application uses the logical name, and the JNDI naming service will supply the DataSource object associated with the logical name. The DataSource object can then be used to create a connection to the data source it represents. The second major advantage is that the DataSource facility allows developers to implement a DataSource class to take advantage of features like connection pooling and distributed transactions. Connection pooling can increase performance dramatically by reusing connections rather than creating a new physical connection each time a connection is requested. The ability to use distributed transactions enables an application to do the heavy duty database work of large enterprises. Although an application may use either the DriverManager or a DataSource object to get a connection, using a DataSource object offers significant advantages and is the recommended way to establish a connection. Since 1.4 Since Java EE 6 a JNDI-bound DataSource can alternatively be configured in a declarative way directly from within the application. This alternative is particularly useful for self-sufficient applications or for transparently using an embedded database. == Yahoo's version of DataSource [3] == A DataSource is an abstract representation of a live set of data that presents a common predictable API for other objects to interact with. The nature of your data, its quantity, its complexity, and the logic for returning query results all play a role in determining your type of DataSource. For small amounts of simple textual data, a JavaScript array is a good choice. If your data has a small footprint but requires a simple computational or transformational filter before being displayed, a JavaScript function may be the right approach. For very large datasets—for example, a robust relational database—or to access a third-party webservice you'll certainly need to leverage the power of a Script Node or XHR DataSource.
Zero-knowledge service
In cloud computing, the term zero-knowledge (or occasionally no-knowledge or zero-access) is a commonly used term for online services that store, transfer or manipulate data with a high level of confidentiality, where the data is only accessible to the data's owner (the client), and not to the service provider. However, unlike "end-to-end encryption", the term "zero-knowledge" does not imply any specific threat model or security notion, and its use is commonly frowned-upon by the security community. The term "zero-knowledge" was popularized by backup service SpiderOak, which later switched to using the term "no knowledge", acknowledging that the previous terminology was not technically accurate. == Disadvantages == Most cloud storage services keep a copy of the client's password on their servers, allowing clients who have lost their passwords to retrieve and decrypt their data using alternative means of authentication; but since zero-knowledge services do not store copies of clients' passwords, if a client loses their password then their data cannot be decrypted, making it practically unrecoverable. Most of the most used cloud storage services, such as Google Drive, Dropbox, OneDrive or iCloud, are also able to furnish access requests from law enforcement agencies for similar reasons; zero-knowledge services, however, are unable to do so, since their systems are designed to make clients' data inaccessible without the client's explicit cooperation.
Human image synthesis
Human image synthesis is technology that can be applied to make believable and even photorealistic renditions of human-likenesses, moving or still. It has effectively existed since the early 2000s. Many films using computer generated imagery have featured synthetic images of human-like characters digitally composited onto the real or other simulated film material. Towards the end of the 2010s deep learning artificial intelligence has been applied to synthesize images and video that look like humans, without need for human assistance, once the training phase has been completed, whereas the old school 7D-route required massive amounts of human work. == Timeline of human image synthesis == In 1971 Henri Gouraud made the first CG geometry capture and representation of a human face. Modeling was his wife Sylvie Gouraud. The 3D model was a simple wire-frame model and he applied the Gouraud shader he is most known for to produce the first known representation of human-likeness on computer. The 1972 short film A Computer Animated Hand by Edwin Catmull and Fred Parke was the first time that computer-generated imagery was used in film to simulate moving human appearance. The film featured a computer simulated hand and face (watch film here). The 1976 film Futureworld reused parts of A Computer Animated Hand on the big screen. The 1983 music video for song Musique Non-Stop by German band Kraftwerk aired in 1986. Created by the artist Rebecca Allen, it features non-realistic looking, but clearly recognizable computer simulations of the band members. The 1994 film The Crow was the first film production to make use of digital compositing of a computer simulated representation of a face onto scenes filmed using a body double. Necessity was the muse as the actor Brandon Lee portraying the protagonist was tragically killed accidentally on-stage. In 1999 Paul Debevec et al. of USC captured the reflectance field of a human face with their first version of a light stage. They presented their method at the SIGGRAPH 2000 In 2003 audience debut of photo realistic human-likenesses in the 2003 films The Matrix Reloaded in the burly brawl sequence where up-to-100 Agent Smiths fight Neo and in The Matrix Revolutions where at the start of the end showdown Agent Smith's cheekbone gets punched in by Neo leaving the digital look-alike unnaturally unhurt. The Matrix Revolutions bonus DVD documents and depicts the process in some detail and the techniques used, including facial motion capture and limbal motion capture, and projection onto models. In 2003 The Animatrix: Final Flight of the Osiris a state-of-the-art want-to-be human likenesses not quite fooling the watcher made by Square Pictures. In 2003 digital likeness of Tobey Maguire was made for movies Spider-man 2 and Spider-man 3 by Sony Pictures Imageworks. In 2005 the Face of the Future project was an established. by the University of St Andrews and Perception Lab, funded by the EPSRC. The website contains a "Face Transformer", which enables users to transform their face into any ethnicity and age as well as the ability to transform their face into a painting (in the style of either Sandro Botticelli or Amedeo Modigliani). This process is achieved by combining the user's photograph with an average face. In 2009 Debevec et al. presented new digital likenesses, made by Image Metrics, this time of actress Emily O'Brien whose reflectance was captured with the USC light stage 5 Motion looks fairly convincing contrasted to the clunky run in the Animatrix: Final Flight of the Osiris which was state-of-the-art in 2003 if photorealism was the intention of the animators. In 2009 a digital look-alike of a younger Arnold Schwarzenegger was made for the movie Terminator Salvation though the end result was critiqued as unconvincing. Facial geometry was acquired from a 1984 mold of Schwarzenegger. In 2010 Walt Disney Pictures released a sci-fi sequel entitled Tron: Legacy with a digitally rejuvenated digital look-alike of actor Jeff Bridges playing the antagonist CLU. In SIGGGRAPH 2013 Activision and USC presented a real-time "Digital Ira" a digital face look-alike of Ari Shapiro, an ICT USC research scientist, utilizing the USC light stage X by Ghosh et al. for both reflectance field and motion capture. The end result both precomputed and real-time rendering with the modernest game GPU shown here and looks fairly realistic. In 2014 The Presidential Portrait by USC Institute for Creative Technologies in conjunction with the Smithsonian Institution was made using the latest USC mobile light stage wherein President Barack Obama had his geometry, textures and reflectance captured. In 2014 Ian Goodfellow et al. presented the principles of a generative adversarial network. GANs made the headlines in early 2018 with the deepfakes controversies. For the 2015 film Furious 7 a digital look-alike of actor Paul Walker who died in an accident during the filming was done by Weta Digital to enable the completion of the film. In 2016 techniques which allow near real-time counterfeiting of facial expressions in existing 2D video have been believably demonstrated. In 2016 a digital look-alike of Peter Cushing was made for the Rogue One film where its appearance would appear to be of same age as the actor was during the filming of the original 1977 Star Wars film. In SIGGRAPH 2017 an audio driven digital look-alike of upper torso of Barack Obama was presented by researchers from University of Washington. It was driven only by a voice track as source data for the animation after the training phase to acquire lip sync and wider facial information from training material consisting 2D videos with audio had been completed. Late 2017 and early 2018 saw the surfacing of the deepfakes controversy where porn videos were doctored using deep machine learning so that the face of the actress was replaced by the software's opinion of what another persons face would look like in the same pose and lighting. In 2018 Game Developers Conference Epic Games and Tencent Games demonstrated "Siren", a digital look-alike of the actress Bingjie Jiang. It was made possible with the following technologies: CubicMotion's computer vision system, 3Lateral's facial rigging system and Vicon's motion capture system. The demonstration ran in near real time at 60 frames per second in the Unreal Engine 4. In 2018 at the World Internet Conference in Wuzhen the Xinhua News Agency presented two digital look-alikes made to the resemblance of its real news anchors Qiu Hao (Chinese language) and Zhang Zhao (English language). The digital look-alikes were made in conjunction with Sogou. Neither the speech synthesis used nor the gesturing of the digital look-alike anchors were good enough to deceive the watcher to mistake them for real humans imaged with a TV camera. In September 2018 Google added "involuntary synthetic pornographic imagery" to its ban list, allowing anyone to request the search engine block results that falsely depict them as "nude or in a sexually explicit situation." In February 2019 Nvidia open sources StyleGAN, a novel generative adversarial network. Right after this Phillip Wang made the website ThisPersonDoesNotExist.com with StyleGAN to demonstrate that unlimited amounts of often photo-realistic looking facial portraits of no-one can be made automatically using a GAN. Nvidia's StyleGAN was presented in a not yet peer reviewed paper in late 2018. At the June 2019 CVPR the MIT CSAIL presented a system titled "Speech2Face: Learning the Face Behind a Voice" that synthesizes likely faces based on just a recording of a voice. It was trained with massive amounts of video of people speaking. Since 1 July 2019 Virginia has criminalized the sale and dissemination of unauthorized synthetic pornography, but not the manufacture., as § 18.2–386.2 titled 'Unlawful dissemination or sale of images of another; penalty.' became part of the Code of Virginia. The law text states: "Any person who, with the intent to coerce, harass, or intimidate, maliciously disseminates or sells any videographic or still image created by any means whatsoever that depicts another person who is totally nude, or in a state of undress so as to expose the genitals, pubic area, buttocks, or female breast, where such person knows or has reason to know that he is not licensed or authorized to disseminate or sell such videographic or still image is guilty of a Class 1 misdemeanor.". The identical bills were House Bill 2678 presented by Delegate Marcus Simon to the Virginia House of Delegates on 14 January 2019 and three-day later an identical Senate bill 1736 was introduced to the Senate of Virginia by Senator Adam Ebbin. Since 1 September 2019 Texas senate bill SB 751 amendments to the election code came into effect, giving candidates in elections a 30-day protection period to the elections during which making and distributing digital look-alikes or synthetic fakes of the candidates is an offense. Content determination
Content determination is the subtask of natural language generation (NLG) that involves deciding on the information to be communicated in a generated text. It is closely related to the task of document structuring. == Example == Consider an NLG system which summarises information about sick babies. Suppose this system has four pieces of information it can communicate The baby is being given morphine via an IV drop The baby's heart rate shows bradycardia's (temporary drops) The baby's temperature is normal The baby is crying Which of these bits of information should be included in the generated texts? == Issues == There are three general issues which almost always impact the content determination task, and can be illustrated with the above example. Perhaps the most fundamental issue is the communicative goal of the text, i.e. its purpose and reader. In the above example, for instance, a doctor who wants to make a decision about medical treatment would probably be most interested in the heart rate bradycardias, while a parent who wanted to know how her child was doing would probably be more interested in the fact that the baby was being given morphine and was crying. The second issue is the size and level of detail of the generated text. For instance, a short summary which was sent to a doctor as a 160 character SMS text message might only mention the heart rate bradycardias, while a longer summary which was printed out as a multipage document might also mention the fact that the baby is on a morphine IV. The final issue is how unusual and unexpected the information is. For example, neither doctors nor parents would place a high priority on being told that the baby's temperature was normal, if they expected this to be the case. Regardless, content determination is very important to users, indeed in many cases the quality of content determination is the most important factor (from the user's perspective) in determining the overall quality of the generated text. == Techniques == There are three basic approaches to document structuring: schemas (content templates), statistical approaches, and explicit reasoning. Schemas are templates which explicitly specify the content of a generated text (as well as document structuring information). Typically, they are constructed by manually analysing a corpus of human-written texts in the target genre, and extracting a content template from these texts. Schemas work well in practice in domains where content is somewhat standardised, but work less well in domains where content is more fluid (such as the medical example above). Statistical techniques use statistical corpus analysis techniques to automatically determine the content of the generated texts. Such work is in its infancy, and has mostly been applied to contexts where the communicative goal, reader, size, and level of detail are fixed. For example, generation of newswire summaries of sporting events. Explicit reasoning approaches have probably attracted the most attention from researchers. The basic idea is to use AI reasoning techniques (such as knowledge-based rules, planning, pattern detection, case-based reasoning, etc.) to examine the information available to be communicated (including how unusual/unexpected it is), the communicative goal and reader, and the characteristics of the generated text (including target size), and decide on the optimal content for the generated text. A very wide range of techniques has been explored, but there is no consensus as to which is most effective.
DataViva
DataViva is an information visualization engine created by the Strategic Priorities Office of the government of Minas Gerais. DataViva makes official data about exports, industries, locations and occupations available for the entirety of Brazil through eight apps and more than 100 million possible visualizations. The first set of datum – also available at ALICEWEB – is provided by MDIC (Ministry of Development, Industry and Foreign Trade) / SECEX (Secretariat of Foreign Trade), an official institution of the Government of Brazil and shows foreign trade statistics for all exporting municipalities in the country. The other database, provided by Ministério do Trabalho e Emprego (MTE – Ministry of Labor and Employment), shows information about all the industries and occupations in Brazil (RAIS – Annual Social Information Report). The platform consists of eight core applications, each of which allows different ways of visualizing the data available. Some applications are descriptive, that is, showing data aggregated at various levels in a simple and comparative way, such as Treemapping. Others are prescriptive, using calculations that allow an analytic visualization of the data, based on theories such as the Product Space. All the applications are generated using D3plus, an open source JavaScript library built on top of D3.js by Alexander Simoes and Dave Landry. Inspired by The Observatory of Economic Complexity, DataViva is an open data, open-source, and free to use tool. It was developed in a partnership with Datawheel, co-founded by MIT Media Lab Professor César Hidalgo, and is maintained by the Government of Minas Gerais.
