The European Conference on Computer Vision (ECCV) is a biennial research conference with the proceedings published by Springer Science+Business Media. Similar to ICCV in scope and quality, it is held those years which ICCV is not. It is considered to be one of the top conferences in computer vision, alongside CVPR and ICCV, with an 'A' rating from the Australian Ranking of ICT Conferences and an 'A1' rating from the Brazilian ministry of education. The acceptance rate for ECCV 2010 was 24.4% for posters and 3.3% for oral presentations. Like other top computer vision conferences, ECCV has tutorial talks, technical sessions, and poster sessions. The conference is usually spread over five to six days with the main technical program occupying three days in the middle, and tutorial and workshops, focused on specific topics, being held in the beginning and at the end. Hyperion Data Center
The Richland Parish Data Center, nicknamed "Hyperion", is a planned artificial intelligence data center by Meta Platforms under-construction along Highway La. 183 in Richland Parish, Louisiana, just outside of Holly Ridge. It is one of a number of "titan clusters" being built in preparation for the emergence of AI superintelligence. Modern technological researchers disagree as to whether or not superintelligence will ever exist, though Meta CEO Mark Zuckerberg has expressed belief that its creation is inevitable. Current plans allot for the investment of $27 billion, as the structure is built from 2025 to 2030. == History == Meta was considering potential locations for their flagship data center in early 2024. Before being announced later in December, the plan was completely secret; meetings held between involved organisations and even government officials could only refer to it by the codename "Project Sucre" to protect it from potential corporate espionage. The data center was first announced on 04 December 2024, though its full scale was yet to be revealed. At first, Meta would not even claim responsibility for it, channelling all of its investments through the secret shell subsidiary Laidley LLC. We set out looking for a place where we could expand into gigawatts pretty quickly, and really get moving within that community on a large plot of land very quickly. We looked at finding very, very large contiguous plots of land that had access to the infrastructure that we need, the energy that we needed, and could move very, very quickly for us. The Louisiana-based Entergy Corporation, aiming for the facility to be built in its own backyard, negotiated a deal with the government of Louisiana to provide Meta with enormous tax breaks if they agreed to build Hyperion there. The Louisiana legislature responded by passing Act 730, which provides significant tax rebates on the purchase or lease of equipment for building and operating data centers. Meta found the arrangement acceptable, and bought a plot of land from the government. The government also had to further amend its laws to allow Meta to do this, as pre-existing policy forbade purchasing land directly from the government instead of hosting a public auction. The plot of land, originally called Franklin Farms, was purchased from the Franklin family in 2006 by the government, intending for it to be developed into an automotive manufacturing plant. Greater attention was brought to Hyperion it when Zuckerberg posted about the project on 14 July 2025 on Threads. The project subsequently caught media attention for its large size, as Zuckerberg's post portrayed the structure superimposed over Manhattan (pictured). The construction site spans 2,250 acres (9.1 km2) with a planned floor area of 4,000,000 square feet (371612 m2), making it the third largest building in the world by floor area upon completion. Meta initially reported the construction cost to be over $10 billion, but in October 2025, it announced a partnership with Blue Owl Capital providing for at least $27 billion. == Operation == The facility is expected to consume up to 5 gigawatts (GW) of computational power, more electricity than is currently used by the entire State of Louisiana. As part of their deal made with Meta, Entergy plans to be able to produce at least 3.8 GW of electricity for the operation. == Response to the project == Louisiana Governor Jeff Landry thanked Meta for their decision to build Hyperion in Louisiana, stating that it would "create opportunities for Louisiana workers to fill high-paying jobs of the future." and calling it "A New Chapter" for the state. The Louisiana Economic Development (LED) state agency further praised the project, citing Meta's estimate that it would create 1,500 jobs. Additionally, Richland Parish Supervisor Joey Evans stated that he was excited about the project. As part of their agreement with Meta, Energy announced their plan to increase electricity production state-wide. They say that this will result in the cost of energy reducing, though Entergy filings revealed in June 2025 that the cost of electricity would rise and be passed onto consumers. Meta also pledged to match all of Hyperion's power consumption with 100% environmentally friendly electricity production. So far, Entergy has begun building three gas-powered combined-cycle power plants and a substation in response to the project. Delta Community College announced in response to Hyperion's construction that it would expand its construction and trade programs. In January 2025, Business Facilities Magazine selected Hyperion for its annual Deal of the Year Platinum Award for 2024. Much of the initial backlash following Hyperion's announcement centered around the fast-tracked approval of the project by the state government, and scepticism around Meta's various claims (environmental friendliness, 100% renewable energy, local economic stimulation, price reductions). The Sierra Club criticised Meta for gentrifying the surrounding area, and was highly sceptical of their promise to keep it environmentally friendly. Environmental activist group Earthjustice attempted to have a subpoena of Meta approved to determine if they were compliant with environmental protection laws, though they were unsuccessful. Many residents of Holy Ridge have been critical of the construction, complaining about the increased construction vehicle traffic and intense gentrification. Another point of contention is Meta's continued reliance on out-of-state contractors in the facility's construction in spite of their previous commitment to "hire as many local folk as [we] possibly can." In spite of Entergy's continual denial that the facility's construction will not adversely affect the power grid, numerous electrical outages have been reported since construction began.
DeepSeek
Hangzhou DeepSeek Artificial Intelligence Basic Technology Research Co., Ltd., doing business as DeepSeek, is a Chinese artificial intelligence (AI) company that develops large language models (LLMs). Based in Hangzhou, Zhejiang, DeepSeek is owned and funded by High-Flyer, a Chinese hedge fund. DeepSeek was founded in July 2023 by Liang Wenfeng, the co-founder of High-Flyer, who also serves as the CEO for both of the companies. The company launched an eponymous chatbot alongside its DeepSeek-R1 model in January 2025. DeepSeek-R1 provided responses comparable to other contemporary large language models, such as OpenAI's GPT-4 and o1. Its training cost was reported to be significantly lower than other LLMs. The company claims that it trained its V3 model for US$6 million—far less than the US$100 million cost for OpenAI's GPT-4 in 2023—and using approximately one-tenth the computing power consumed by Meta's comparable model, Llama 3.1. DeepSeek's success against larger and more established rivals has been described as "upending AI". DeepSeek's models are described as "open-weight", meaning the exact parameters are openly shared, but the training data is not openly licensed. Since the January 2025 debut of DeepSeek-R1, the company has made its new models available under free and open-source software licenses, primarily the MIT License. The company reportedly recruits AI researchers from top Chinese universities and also hires from outside traditional computer science fields to broaden its models' knowledge and capabilities. DeepSeek significantly reduced training expenses for their R1 model by incorporating techniques such as mixture of experts (MoE) layers. The company also trained its models during ongoing trade restrictions on AI chip exports to China, using weaker AI chips intended for export and employing fewer units overall. Observers say this breakthrough sent "shock waves" through the industry which were described as triggering a "Sputnik moment" for the US in the field of artificial intelligence, particularly due to its open-source, cost-effective, and high-performing AI models. This threatened established AI hardware leaders such as Nvidia; Nvidia's share price dropped sharply, losing US$600 billion in market value, the largest single-company decline in U.S. stock market history. == History == === Founding and early years (2016–2023) === In February 2016, High-Flyer was co-founded by AI enthusiast Liang Wenfeng, who had been trading since the 2008 financial crisis while attending Zhejiang University. The company began stock trading using a GPU-dependent deep learning model on 21 October 2016; before then, it had used CPU-based linear models. By the end of 2017, most of its trading was driven by AI. Liang established High-Flyer as a hedge fund focused on developing and using AI trading algorithms, and by 2021 the firm was using AI exclusively, often using Nvidia chips. In 2019, the company began constructing its first computing cluster, Fire-Flyer, at a cost of 200 million yuan; it contained 1,100 GPUs interconnected at 200 Gbit/s and was retired after 1.5 years in operation. By 2021, Liang had started buying large quantities of Nvidia GPUs for an AI project, reportedly obtaining 10,000 Nvidia A100 GPUs before the United States restricted chip sales to China. Computing cluster Fire-Flyer 2 began construction in 2021 with a budget of 1 billion yuan. It was reported that in 2022, Fire-Flyer 2's capacity had been used at over 96%, totaling 56.74 million GPU hours. 27% was used to support scientific computing outside the company. During 2022, Fire-Flyer 2 had 5,000 PCIe A100 GPUs in 625 nodes, each containing 8 GPUs. At the time, it exclusively used PCIe instead of the DGX version of A100, since at the time the models it trained could fit within a single 40 GB GPU VRAM and so there was no need for the higher bandwidth of DGX (i.e., it required only data parallelism but not model parallelism). Later, it incorporated NVLinks and NCCL (Nvidia Collective Communications Library) to train larger models that required model parallelism. On 14 April 2023, High-Flyer announced the launch of an artificial general intelligence (AGI) research lab, stating that the new lab would focus on developing AI tools unrelated to the firm's financial business. Two months later, on 17 July 2023, that lab was spun off into an independent company, DeepSeek, with High-Flyer as its principal investor and backer. Venture capital investors were reluctant to provide funding, as they considered it unlikely that the venture would be able to quickly generate an "exit". === Model releases since 2023 === DeepSeek released its first model, DeepSeek Coder, on 2 November 2023, followed by the DeepSeek-LLM series on 29 November 2023. In January 2024, it released two DeepSeek-MoE models (Base and Chat), and in April 3 DeepSeek-Math models (Base, Instruct, and RL). DeepSeek-V2 was released in May 2024, followed a month later by the DeepSeek-Coder V2 series. In September 2024, DeepSeek V2.5 was introduced and revised in December. On 20 November 2024, the preview of DeepSeek-R1-Lite became available via chat. In December, DeepSeek-V3-Base and DeepSeek-V3 (chat) were released. On 20 January 2025, DeepSeek launched the DeepSeek chatbot—based on the DeepSeek-R1 model—free for iOS and Android. By 27 January, DeepSeek surpassed ChatGPT as the most downloaded freeware app on the iOS App Store in the United States, triggering an 18% drop in Nvidia's share price. On 24 March 2025, DeepSeek released DeepSeek-V3-0324 under the MIT License. On 28 May 2025, DeepSeek released DeepSeek-R1-0528 under the MIT License. The model has been noted for more tightly following official Chinese Communist Party ideology and censorship in its answers to questions than prior models. On 21 August 2025, DeepSeek released DeepSeek V3.1 under the MIT License. This model features a hybrid architecture with thinking and non-thinking modes. It also surpasses prior models like V3 and R1, by over 40% on certain benchmarks like SWE-bench and Terminal-bench. It was updated to V3.1-Terminus on 22 September 2025. V3.2-Exp was released on 29 September 2025. It uses DeepSeek Sparse Attention, a more efficient attention mechanism based on previous research published in February. DeepSeek-V3.2 was released on 1 December 2025, alongside a DeepSeek-V3.2-Speciale variant that focused on reasoning. In February 2026, Anthropic accused DeepSeek of using thousands of fraudulent accounts to generate millions of conversations with Claude to train its own large language models. In April 2026, investors began speaking with DeepSeek for a $300 million funding round, which would bring DeepSeek to a total valuation of $10 billion. On April 24, 2026, DeepSeek released a preview of its V4 series, including the 1.6-trillion parameter DeepSeek-V4-Pro and the 284-billion parameter DeepSeek-V4-Flash, both featuring a 1-million token context window, under the MIT License. DeepSeek's V4 LLM has been adopted by key semiconductor manufacturers and artificial intelligence chipmakers such as Huawei and Cambricon. == Company operation == DeepSeek is headquartered in Hangzhou, Zhejiang, and is owned and funded by High-Flyer. Its co-founder, Liang Wenfeng, serves as CEO. Aarogya Setu (lit. 'The bridge to health') is an Indian COVID-19 "contact tracing, syndromic mapping and self-assessment" digital service, primarily a mobile app, developed by the National Informatics Centre under the Ministry of Electronics and Information Technology (MeitY). The app reached more than 100 million installs in 40 days. On 26 May, amid growing privacy and security concerns, the source code of the app was made public. == Full view == The stated purpose of this app is to spread awareness of COVID-19 and to connect essential COVID-19-related health services to the people of India. This app augments the initiatives of the Department of Health to contain COVID-19 and shares best practices and advisories. It is a tracking app which uses the smartphone's GPS and Bluetooth features to track COVID-19 cases. The app is available for Android and iOS mobile operating systems. With Bluetooth, it tries to determine the risk if one has been near (within six feet of) a COVID-19-infected person, by scanning through a database of known cases across India. Using location information, it determines whether the location one is in belongs to one of the infected areas based on the data available. This app is an updated version of an earlier app called Corona Kavach (now discontinued) which was released earlier by the Government of India. == Features and tools == Aarogya Setu has four sections: User Status (tells the risk of getting COVID-19 for the user) Self Assess (helps the users identify COVID-19 symptoms and their risk profile) COVID-19 Updates (gives updates on local and national COVID-19 cases) E-pass integration (if applied for E-pass, it will be available) See Recent Contacts option (allows the users to assess the risk level of their Bluetooth contacts) It tells how many COVID-19 positive cases are likely in a radius of 500 m, 1 km, 2 km, 5 km and 10 km from the user. The app is built on a platform that can provide an application programming interface (API) so that other computer programs, mobile applications, and web services can make use of the features and data available in Aarogya Setu. == Response == Aarogya Setu crossed five million downloads within three days of its launch, making it one of the most popular government apps in India. It became the world's fastest-growing mobile app, beating Pokémon Go, with more than 50 million installs 13 days after launching in India on 2 April 2020. It reached 100 million installs by 13 May 2020, that is in 40 days since its launch. In an order on 29 April 2020 the central government made it mandatory for all employees to download the app and use it – "Before starting for office, they must review their status on Aarogya Setu and commute only when the app shows safe or low risk". The Union Home Ministry also said that the application is mandatory for all living in the COVID-19 containment zone. The government gave the announcement along with the nationwide lockdown extension by two weeks from the 4 May with certain relaxations. On 21 May 2020, the Airport Authority of India issued a Standard Operating Procedure (SOP) stating that all departing passengers must compulsorily be registered with the Aarogya Setu app. It added that the app would not be mandatory for children below 14 years. However, the next day, Civil Aviation Minister Hardeep Singh Puri clarified that the app would not be mandatory for any passengers. On 26 May 2020, the Aarogya Setu app code was made open to developers across the globe to help other countries manage contact tracing in their fight against COVID-19 pandemic. In March 2021, Co-WIN portal was integrated with the app. This allowed users to schedule an appointment through the app for COVID-19 vaccine by registering their phone number and providing relevant documents. == Effectiveness == NITI Aayog CEO revealed that "the app has been able to identify more than 3,000 hotspots in 3–17 days ahead of time." However, users and experts in India and around the world say the app raises huge data security concerns. The app collects name, number, gender, travel history, and uses a phone's Bluetooth and location data to let users know if they have been near a person with COVID-19 by scanning a database of known cases of infection, and also share it with the government simultaneously. This is the major area of concern as the app's constant access to a phone's Bluetooth imposes a form of security threat. But it stood to clarify itself that the informations received are not going to be made public. Amidst all these, the app hits a record of about one-hundred million downloads. == Reception == Rahul Gandhi, leader of the Congress party, termed the Aarogya Setu application a "sophisticated surveillance system" after the government announced that downloading the app would be mandatory for both government and private employees. Following this, others raised the same concerns about the Aarogya Setu app. The Ministry of Electronics and Information Technology (MeitY) responded to these concerns by asserting that Gandhi's claims were false, and that the app was being appreciated internationally. On 5 May, French ethical hacker Robert Baptiste, who goes by the name Elliot Alderson on Twitter, claimed that there were security issues with the app. The Indian government, as well as the app developers, responded to this claim by thanking the hacker for his attention, but dismissed his concerns. The developers of the app stated that the fetching of location data is a documented feature of the app, rather than a flaw, since the app is designed to track the distribution of the virus-infected population. They also asserted that no personal information of any user has been proven to be at risk. On 6 May, Robert Baptiste tweeted that security vulnerabilities in Aarogya Setu allowed hackers to "know who is infected, unwell, [or] made a self assessment in the area of his choice". He also gave details of how many people were unwell and infected at the Prime Minister's Office, the Indian Parliament and the Home Office. The Economic Times pointed out that a clause in the app's Terms and Conditions stated that the user "agrees and acknowledges that the Government of India will not be liable for ... any unauthorised access to your information or modification thereof". In response, several software developers called for the source code to be made public. On 12 May, former Supreme Court Judge Justice B.N. Srikrishna termed the government's push mandating the use of Aarogya Setu app "utterly illegal". He said so far it is not backed by any law and questioned "under what law, government is mandating it on anyone". MIT Technology Review gave 2 out of 5 stars to Aarogya Setu app after analyzing the COVID contact tracing apps launched in 25 countries. The app got stars only for the policy which suggests that data collected is deleted after a period of time and that the data collection, as far as user inputs go, is minimal. It also highlighted that India is the only democracy making its app mandatory for millions of people. The rating was further downgraded from 2 to 1 for collecting more information than the app needs to function. Following this, the MeitY made the source code of the Android app public on GitHub on 26 May, which will be followed by iOS and API documentation. Further, the Government has also launched a "bug bounty program". This was done to "promote transparency and ensure security and integrity of the app". However, experts stated that the server-side code had not yet been publicly released, which meant that public opinion on security and privacy was yet to be completely assuaged. Following this, ZDNet noted that the source code seemed to confirm the government's claim that user location data, if collected, would be anonymised and would be deleted after 45 days, or 60 days for high-risk individuals.
HTK (software)
HTK (Hidden Markov Model Toolkit) is a proprietary software toolkit for handling HMMs. It is mainly intended for speech recognition, but has been used in many other pattern recognition applications that employ HMMs, including speech synthesis, character recognition and DNA sequencing. Originally developed at the Machine Intelligence Laboratory (formerly known as the Speech Vision and Robotics Group) of the Cambridge University Engineering Department (CUED), HTK is now being widely used among researchers who are working on HMMs.
