Digital studio

A digital studio provides both a technology-equipped space and technological/rhetorical support to students (commonly at a university) working individually or in groups on a variety of digital projects, such as designing a website, developing an electronic portfolio for a class, creating a blog, making edits, selecting images for a visual essay, or writing a script for a podcast. == History/theory == === Overview === Digital Studios are places with different names but similar objectives. They have risen in response to the need for resources dedicated to improving students' interactions with digital technologies for rhetorical ends. Digital Studios have often been theoretically and administratively linked to writing centers, which are sites where students can seek assistance with their text-based projects. The academic term that has been used for this kind of site (i.e. a writing center with a focus on digital and new media) is multiliteracy center. Besides having a multimodal focus, Digital Studios also make a departure from writing center model in allowing students the freedom to work in the Studio without one-on-one interaction with a writing tutor. === The rise of technology === ==== Computer literacy in popular culture ==== As early as 1983, computer literacy was being hailed in The New York Times as the "new goal in schools." As computer technology became more ubiquitous, and the World Wide Web became more popular and accessible, and as the teaching of computer skills became official US policy with the enactment of the "Technology Literacy Challenge" by the Clinton Administration in 1996, educators across disciplines began to investigate with renewed vigor the role of computer technology in curriculum as both a means and an end. ==== Scholarly interest in 'multiliteracies' ==== The same year that President Clinton initiated the "Technology Literacy Challenge", the New London Group (NLG) issued a call for scholars of literacy pedagogy to account for the burgeoning variety of text forms associated with information and multimedia technologies. This includes understanding and competent control of representational forms that are becoming increasingly significant in the overall communications environment, such as visual images and their relationship to the written word – for instance, visual design in desktop publishing or the interface of visual and linguistic meaning in multimedia. This account for new text forms, combined with a similar account for "increasingly globalized societies," is called 'multiliteracies' by the NLG. ==== Technological literacy in rhetoric and composition ==== Two years later, during the 1998 CCCC Chair's Address, Cynthia Selfe (who founded the peer-reviewed journal Computers and Composition in 1983) addressed professionals in the field of Rhetoric and Composition with an objective similar to that of the NLG, arguing that as a field, composition scholars had "paid technology issues precious little focused attention over the years." She called this lack of attention "dangerously shortsighted." What was needed, Selfe claimed, was for teachers to "pay attention" to "how technology is now inextricably linked with literacy and literacy education in this country." In a way, Selfe's call marked the beginning of a new scholarly interest in what Selfe called "critical technological literacy": Composition teachers, language arts teachers, and other literacy specialists need to recognize that the relevance of technology in the English studies disciplines is not simply a matter of helping students work effectively with communication software and hardware, but, rather, also a matter of helping them to understand and to be able to assess – to pay attention to – the social, economic, and pedagogical implications of new communication technologies and technological initiatives that affect their lives. Scholars who took up this call included Barbara Blakely Duffelmeyer, who conducted studies involving the incorporation of "critical computer literacy" (an adaptation of Selfe's term) into first-year composition. ==== Communications across media, inside and outside school ==== The years following Selfe's address saw more rapid advancements in mobile technologies, social media, and Web 2.0, creating even more new venues of composing for teachers to pay attention to. In her own CCCC Chair's Address in 2004, Kathleen Blake Yancey cited these new venues in her argument as a "new curriculum for the 21st century," one that would bring "together the writing outside of school and that of inside." Such a curriculum, she said: is located in a new vocabulary, a new set of practices, and a new set of outcomes; it will focus our research in new and provocative ways; it has as its goal the creation of thoughtful, informed, technologically adept writing publics. A professor at Clemson at the time of her speech, Yancey also argued for the creation of an undergraduate major in composition and rhetoric. She soon moved to Florida State University, where she helped to establish a new major in line with the one she argued for at CCCC called Editing, Writing, and Media (EWM). As teachers and administrators across the country looked to incorporate more digital technology into their curriculum, the need for spaces for digital composition and for support with the innumerable digital composing platforms became apparent. A Digital Studio is one such space. === Link with writing centers === With the need for support for students who would engage with digital writing and multimedia projects, professionals involved with work in writing centers began to draw comparisons between their traditional work — assisting students with alphabetic texts on the page — and a new kind of work: assisting students with their multimedia projects on the screen. John Trimbur predicted in 2000: My guess is that writing centers will more and more define themselves as multiliteracy centers. Many are already doing so – tutoring oral presentations, adding online tutorials, offering workshops in evaluating web sources, and being more conscious of document design. To my mind, new digital literacies will increasingly be incorporated into writing centers not just as sources of information or delivery systems for tutoring but as productive arts in their own right, and writing center work will, if anything, become more rhetorical in paying attention to the practices and effects of design in written and visual communication — more product-oriented and perhaps less like the composing conferences of the process movement. Later, just months before Yancey delivered her CCCC Chair's Address, Michael Pemberton, writing in the Writing Center Journal, asked: As we enter an era when electronic publishing and computer-mediated discourse are the norm, an era when new literary genres and new forms of communication emerge on, seemingly, a weekly basis, we must ask ourselves whether writing centers should continue to dwell exclusively in the linear, non-linked world of the printed page or whether they should plan to redefine themselves – and retrain themselves – to take residence in the emerging world of multimedia, hyperlinked, digital documents. To put it plainly, should we be preparing tutors to conference with students about hypertexts? Pemberton also surveyed (by his account) the forty-year history of how "writing centers [have] viewed new technologies," observing that "the relationship between writing centers and computer technology has been, overall, only a cordial one." Pemberton's article is evidence of the continuing discussion among writing center professionals about the need for support for students' digital creations, support which they saw as analogous to work in writing centers. In 2010, a collection edited by David Sheridan and James Inman, Multiliteracy Centers: Writing Center Work, New Media, and Multimodal Rhetoric, was published. Many of the chapters therein cite the above Trimbur and Pemberton quotes as they work to explain the exigence for the collection, the instances in which multiliteracy centers have been established (the founding of the Clemson Class of 1941 Studio for Student Communication is the subject of two chapters), and both theoretical and practical analyses of potential futures of such work. === 'Studio' vs. 'Center:' A break from the model === The conflation of digital studios and writing centers into multiliteracy centers is helpful in some respects, for example, administratively the two may be managed in similar ways and staffed by the same people. In other respects, it has been said that it is better to separate them into two distinct kinds of facilities. The very choice of naming a "writing center" or "digital studio" by either (or another) title, for instance, ought (according to some) to be informed by what kinds of student-activities are expected to take place there. MyPoolin

Mypoolin is a mobile peer-to-peer and group payment application. Their software allows the settling of debts and group-expenditure for events and activities. The software utilizes Unified Payment Interface of India to collect and settle daily expenses with friends. Users can also plan and pay together for group-gifting, movies, vacations, concerts, events, and parties. == Service == Mypoolin is a mobile payment provider that lets its users transfer money to other users via their mobile number. A user can create an account by verifying an OTP code which is sent to his mobile phone. It also allows the users to track their friends’ activities on the app. == History == Mypoolin was founded by Rohit Taneja (IIT Delhi) and Ankit Singh (FMS Delhi) in 2014 as a medium to aggregate money for various purposes in a hassle free and quick manner. Prior to the mobile app launch, Mypoolin was initially launched as a web application. == Funding == Mypoolin has been seed funded by angel investors. As winners of the QPrize 2015, Mypoolin jointly received an additional funding of $250,000 from Qualcomm Ventures. == Growth == Mypoolin reached INR 10 lakhs in revenue during its first four months of the web application launch, and was listed in the "Top ten free apps" in its category within the first 5 days of the Android app launch. It was one of the Top 50 start-ups in Asia at the Echelon Asia Summit held in Singapore. And among the top 3 start-ups in 1776 Cup Challenge 2016. Apple Inc also featured the app on their app store in India. == Features == Users are able to collect and share money on the app for daily uses like movies, events and trips. The money collected can then be redeemed in the form of an online voucher redeemable across several e-commerce sites. The amount can be redeemed also in the form of an offline debit card delivered to the address or in the form of a wire transfer. == Media coverage == Mypoolin was featured in The Economic Times and The Hindu Business Line after winning the Qualcomm Ventures' QPrize 2015. Digit magazine featured them recently as the app of the week. The app has mostly grown organically so far in the Indian urban millennial space.

Flajolet–Martin algorithm

The Flajolet–Martin algorithm is an algorithm for approximating the number of distinct elements in a stream with a single pass and space-consumption logarithmic in the maximal number of possible distinct elements in the stream (the count-distinct problem). The algorithm was introduced by Philippe Flajolet and G. Nigel Martin in their 1984 article "Probabilistic Counting Algorithms for Data Base Applications". Later it has been refined in "LogLog counting of large cardinalities" by Marianne Durand and Philippe Flajolet, and "HyperLogLog: The analysis of a near-optimal cardinality estimation algorithm" by Philippe Flajolet et al. In their 2010 article "An optimal algorithm for the distinct elements problem", Daniel M. Kane, Jelani Nelson and David P. Woodruff give an improved algorithm, which uses nearly optimal space and has optimal O(1) update and reporting times. == The algorithm == Assume that we are given a hash function h a s h ( x ) {\displaystyle \mathrm {hash} (x)} that maps input x {\displaystyle x} to integers in the range [ 0 ; 2 L − 1 ] {\displaystyle [0;2^{L}-1]} , and where the outputs are sufficiently uniformly distributed. If i ≈ log 2 ⁡ n {\displaystyle i\approx \log _{2}n} , then B I T M A P [ i ] {\displaystyle \mathrm {BITMAP} [i]} can be expected to be either 1 or 0. The correction factor ϕ ≈ 0.77351 {\displaystyle \phi \approx 0.77351} (OEIS: A244256) is found by calculations, which can be found in the original article. == Improving accuracy == A problem with the Flajolet–Martin algorithm in the above form is that the results vary significantly. A common solution has been to run the algorithm multiple times with k {\displaystyle k} different hash functions and combine the results from the different runs. One idea is to take the mean of the k {\displaystyle k} results together from each hash function, obtaining a single estimate of the cardinality. The problem with this is that averaging is very susceptible to outliers (which are likely here). A different idea is to use the median, which is less prone to be influences by outliers. The problem with this is that the results can only take form 2 R / ϕ {\displaystyle 2^{R}/\phi } , where R {\displaystyle R} is integer. A common solution is to combine both the mean and the median: Create k ⋅ l {\displaystyle k\cdot l} hash functions and split them into k {\displaystyle k} distinct groups (each of size l {\displaystyle l} ). Within each group use the mean for aggregating together the l {\displaystyle l} results, and finally take the median of the k {\displaystyle k} group estimates as the final estimate. The 2007 HyperLogLog algorithm splits the multiset into subsets and estimates their cardinalities, then it uses the harmonic mean to combine them into an estimate for the original cardinality.

Algorithm characterizations

Algorithm characterizations are attempts to formalize the word algorithm. Algorithm does not have a generally accepted formal definition. Researchers are actively working on this problem. This article will present some of the "characterizations" of the notion of "algorithm" in more detail. == The problem of definition == Over the last 200 years, the definition of the algorithm has become more complicated and detailed as researchers have tried to pin down the term. Indeed, there may be more than one type of "algorithm". But most agree that algorithm has something to do with defining generalized processes for the creation of "output" integers from other "input" integers – "input parameters" arbitrary and infinite in extent, or limited in extent but still variable—by the manipulation of distinguishable symbols (counting numbers) with finite collections of rules that a person can perform with paper and pencil. The most common number-manipulation schemes—both in formal mathematics and in routine life—are: (1) the recursive functions calculated by a person with paper and pencil, and (2) the Turing machine or its Turing equivalents—the primitive register-machine or "counter-machine" model, the random-access machine model (RAM), the random-access stored-program machine model (RASP) and its functional equivalent "the computer". When we are doing "arithmetic" we are really calculating by the use of "recursive functions" in the shorthand algorithms we learned in grade school, for example, adding and subtracting. The proofs that every "recursive function" we can calculate by hand we can compute by machine and vice versa—note the usage of the words calculate versus compute—is remarkable. But this equivalence together with the thesis (unproven assertion) that this includes every calculation/computation indicates why so much emphasis has been placed upon the use of Turing-equivalent machines in the definition of specific algorithms, and why the definition of "algorithm" itself often refers back to "the Turing machine". This is discussed in more detail under Stephen Kleene's characterization. The following are summaries of the more famous characterizations (Kleene, Markov, Knuth) together with those that introduce novel elements—elements that further expand the definition or contribute to a more precise definition. [ A mathematical problem and its result can be considered as two points in a space, and the solution consists of a sequence of steps or a path linking them. Quality of the solution is a function of the path. There might be more than one attribute defined for the path, e.g. length, complexity of shape, an ease of generalizing, difficulty, and so on. ] == Chomsky hierarchy == There is more consensus on the "characterization" of the notion of "simple algorithm". All algorithms need to be specified in a formal language, and the "simplicity notion" arises from the simplicity of the language. The Chomsky (1956) hierarchy is a containment hierarchy of classes of formal grammars that generate formal languages. It is used for classifying of programming languages and abstract machines. From the Chomsky hierarchy perspective, if the algorithm can be specified on a simpler language (than unrestricted), it can be characterized by this kind of language, else it is a typical "unrestricted algorithm". Examples: a "general purpose" macro language, like M4 is unrestricted (Turing complete), but the C preprocessor macro language is not, so any algorithm expressed in C preprocessor is a "simple algorithm". See also Relationships between complexity classes. == Features of a good algorithm == The following are desirable features of a well-defined algorithm, as discussed in Scheider and Gersting (1995): Unambiguous Operations: an algorithm must have specific, outlined steps. The steps should be exact enough to precisely specify what to do at each step. Well-Ordered: The exact order of operations performed in an algorithm should be concretely defined. Feasibility: All steps of an algorithm should be possible (also known as effectively computable). Input: an algorithm should be able to accept a well-defined set of inputs. Output: an algorithm should produce some result as an output, so that its correctness can be reasoned about. Finiteness: an algorithm should terminate after a finite number of instructions. Properties of specific algorithms that may be desirable include space and time efficiency, generality (i.e. being able to handle many inputs), or determinism. == 1881 John Venn's negative reaction to W. Stanley Jevons's Logical Machine of 1870 == In early 1870 W. Stanley Jevons presented a "Logical Machine" (Jevons 1880:200) for analyzing a syllogism or other logical form e.g. an argument reduced to a Boolean equation. By means of what Couturat (1914) called a "sort of logical piano [,] ... the equalities which represent the premises ... are "played" on a keyboard like that of a typewriter. ... When all the premises have been "played", the panel shows only those constituents whose sum is equal to 1, that is, ... its logical whole. This mechanical method has the advantage over VENN's geometrical method..." (Couturat 1914:75). For his part John Venn, a logician contemporary to Jevons, was less than thrilled, opining that "it does not seem to me that any contrivances at present known or likely to be discovered really deserve the name of logical machines" (italics added, Venn 1881:120). But of historical use to the developing notion of "algorithm" is his explanation for his negative reaction with respect to a machine that "may subserve a really valuable purpose by enabling us to avoid otherwise inevitable labor": (1) "There is, first, the statement of our data in accurate logical language", (2) "Then secondly, we have to throw these statements into a form fit for the engine to work with – in this case the reduction of each proposition to its elementary denials", (3) "Thirdly, there is the combination or further treatment of our premises after such reduction," (4) "Finally, the results have to be interpreted or read off. This last generally gives rise to much opening for skill and sagacity." He concludes that "I cannot see that any machine can hope to help us except in the third of these steps; so that it seems very doubtful whether any thing of this sort really deserves the name of a logical engine."(Venn 1881:119–121). == 1943, 1952 Stephen Kleene's characterization == This section is longer and more detailed than the others because of its importance to the topic: Kleene was the first to propose that all calculations/computations—of every sort, the totality of—can equivalently be (i) calculated by use of five "primitive recursive operators" plus one special operator called the mu-operator, or be (ii) computed by the actions of a Turing machine or an equivalent model. Furthermore, he opined that either of these would stand as a definition of algorithm. A reader first confronting the words that follow may well be confused, so a brief explanation is in order. Calculation means done by hand, computation means done by Turing machine (or equivalent). (Sometimes an author slips and interchanges the words). A "function" can be thought of as an "input-output box" into which a person puts natural numbers called "arguments" or "parameters" (but only the counting numbers including 0—the nonnegative integers) and gets out a single nonnegative integer (conventionally called "the answer"). Think of the "function-box" as a little man either calculating by hand using "general recursion" or computing by Turing machine (or an equivalent machine). "Effectively calculable/computable" is more generic and means "calculable/computable by some procedure, method, technique ... whatever...". "General recursive" was Kleene's way of writing what today is called just "recursion"; however, "primitive recursion"—calculation by use of the five recursive operators—is a lesser form of recursion that lacks access to the sixth, additional, mu-operator that is needed only in rare instances. Thus most of life goes on requiring only the "primitive recursive functions." === 1943 "Thesis I", 1952 "Church's Thesis" === In 1943 Kleene proposed what has come to be known as Church's thesis: "Thesis I. Every effectively calculable function (effectively decidable predicate) is general recursive" (First stated by Kleene in 1943 (reprinted page 274 in Davis, ed. The Undecidable; appears also verbatim in Kleene (1952) p.300) In a nutshell: to calculate any function the only operations a person needs (technically, formally) are the 6 primitive operators of "general" recursion (nowadays called the operators of the mu recursive functions). Kleene's first statement of this was under the section title "12. Algorithmic theories". He would later amplify it in his text (1952) as follows: "Thesis I and its converse provide the exact definition of the notion of a calculation (decision) procedure or algorithm, for the

Hall circles

Hall circles (also known as M-circles and N-circles) are a graphical tool in control theory used to obtain values of a closed-loop transfer function from the Nyquist plot (or the Nichols plot) of the associated open-loop transfer function. Hall circles have been introduced in control theory by Albert C. Hall in his thesis. == Construction == Consider a closed-loop linear control system with open-loop transfer function given by transfer function G ( s ) {\displaystyle G(s)} and with a unit gain in the feedback loop. The closed-loop transfer function is given by T ( s ) = G ( s ) 1 + G ( s ) {\textstyle T(s)={\frac {G(s)}{1+G(s)}}} . To check the stability of T(s), it is possible to use the Nyquist stability criterion with the Nyquist plot of the open-loop transfer function G(s). Note, however, that the Nyquist plot of G(s) does not give the actual values of T(s). To get this information from the G(s)-plane, Hall proposed to construct the locus of points in the G(s)-plane such that T(s) has constant magnitude and also the locus of points in the G(s)-plane such that T(s) has constant phase angle. Given a positive real value M representing a fixed magnitude, and denoting G(s) by z, the points satisfying M = | T ( s ) | = | G ( s ) | | 1 + G ( s ) | = | z | | 1 + z | {\displaystyle M=|T(s)|={\frac {|G(s)|}{|1+G(s)|}}={\frac {|z|}{|1+z|}}} are given by the points z in the G(s)-plane such that the ratio of the distance between z and 0 and the distance between z and -1 is equal to M. The points z satisfying this locus condition are circles of Apollonius, and this locus is known in the context of control systems as M-circles. Given a positive real value N representing a phase angle, the points satisfying N = arg ⁡ [ G ( s ) 1 + G ( s ) ] = arg ⁡ [ G ( s ) ] − arg ⁡ [ 1 + G ( s ) ] = arg ⁡ [ z ] − arg ⁡ [ 1 + z ] {\displaystyle N=\arg \left[{\frac {G(s)}{1+G(s)}}\right]=\arg[G(s)]-\arg[1+G(s)]=\arg[z]-\arg[1+z]} are given by the points z in the G(s)-plane such that the angle between -1 and z and the angle between 0 and z is constant. In other words, the angle opposed to the line segment between -1 and 0 must be constant. This implies that the points z satisfying this locus condition are arcs of circles, and this locus is known in the context of control systems as N-circles. == Usage == To use the Hall circles, a plot of M and N circles is done over the Nyquist plot of the open-loop transfer function. The points of the intersection between these graphics give the corresponding value of the closed-loop transfer function. Hall circles are also used with the Nichols plot and in this setting, are also known as Nichols chart. Rather than overlaying directly the Hall circles over the Nichols plot, the points of the circles are transferred to a new coordinate system where the ordinate is given by 20 log 10 ⁡ ( | G ( s ) | ) {\displaystyle 20\log _{10}(|G(s)|)} and the abscissa is given by arg ⁡ ( G ( s ) ) {\displaystyle \arg(G(s))} . The advantage of using Nichols chart is that adjusting the gain of the open loop transfer function directly reflects in up and down translation of the Nichols plot in the chart.

Software bot

A software bot is a type of software agent in the service of software project management and software engineering. A software bot has an identity and potentially personified aspects in order to serve their stakeholders. Software bots often compose software services and provide an alternative user interface, which is sometimes, but not necessarily conversational. Software bots are typically used to execute tasks, suggest actions, engage in dialogue, and promote social and cultural aspects of a software project. The term bot is derived from robot. However, robots act in the physical world and software bots act only in digital spaces. Some software bots are designed and behave as chatbots, but not all chatbots are software bots. Discussions about the past and future of software bots show that software bots have been adopted for many years. == Usage == Software bots are used to support development activities, such as communication among software developers and automation of repetitive tasks. Software bots have been adopted by several communities related to software development, such as open-source communities on GitHub and Stack Overflow. GitHub bots have user accounts and can open, close, or comment on pull requests and issues. GitHub bots have been used to assign reviewers, ask contributors to sign the Contributor License Agreement, report continuous integration failures, review code and pull requests, welcome newcomers, run automated tests, merge pull requests, fix bugs and vulnerabilities, etc. The Slack tool includes an API for developing software bots. There are slack bots for keeping track of todo lists, coordinating standup meetings, and managing support tickets. The ChatBot company products further simplify the process of creating a custom Slack bot. On Wikipedia, Wikipedia bots automate a variety of tasks, such as creating stub articles, consistently updating the format of multiple articles, and so on. Bots like ClueBot NG are capable of recognizing vandalism and automatically remove disruptive content. == Taxonomies and Classification Frameworks == Lebeuf et al. provide a faceted taxonomy to characterize bots based on a literature review. It is composed of 3 main facets: (i) properties of the environment that the bot was created in; (ii) intrinsic properties of the bot itself; and (iii) the bot's interactions within its environment. They further detail the facets into sets of sub-facets under each of the main facets. Paikari and van der Hoek defined a set of dimensions to enable comparison of software bots, applied specifically to chatbots. It resulted in six dimensions: Type: the main purpose of the bot (information, collaboration, or automation) Direction of the "conversation" (input, output, or bi-directional) Guidance (human-mediated, or autonomous) Predictability (deterministic, or evolving) Interaction style (dull, alternate vocabulary, relationship-builder, human-like) Communication channel (text, voice, or both) Erlenhov et al. raised the question of the difference between a bot and simple automation, since much research done in the name of software bots uses the term bot to describe various different tools and sometimes things are "just" plain old development tools. After interviewing and surveying over 100 developers the authors found that not one, but three definitions dominated the community. They created three personas based on these definitions and the difference between what the three personas see as being a bot is mainly the association with a different set of human-like traits. The chat bot persona (Charlie) primarily thinks of bots as tools that communicates with the developer through a natural language interface (typically voice or chat), and caring little about what tasks the bot is used for or how it actually implements these tasks. The autonomous bot persona (Alex) thinks of bots as tools that work on their own (without requiring much input from a developer) on a task that would normally be done by a human. The smart bot persona (Sam) separates bots and plain old development tools through how smart (technically sophisticated) a tool is. Sam cares less about how the tool communicates, but more about if it is unusually good or adaptive at executing a task. The authors recommends that people doing research or writing about bots try to put their work in the context of one of the personas since the personas have different expectations and problems with the tools. == Example of notable bots == Dependabot and Renovatebot update software dependencies and detect vulnerabilities. Auto Assign (https://probot.github.io/apps/auto-assign/) license bot (https://probot.github.io/) Sentiment bot (https://probot.github.io/apps/sentiment-bot/) Untrivializer bot (https://probot.github.io/apps/untrivializer/) Refactoring-Bot (Refactoring-Bot): provides refactoring based on static code analysis Looks good to me bot (LGTM) is a Semmle product that inspects pull requests on GitHub for code style and unsafe code practices. == Issues and threats == Software bots may not be well accepted by humans. A study from the University of Antwerp has compared how developers active on Stack Overflow perceive answers generated by software bots. They find that developers perceive the quality of software bot-generated answers to be significantly worse if the identity of the software bot is made apparent. By contrast, answers from software bots with human-like identity were better received. In practice, when software bots are used on platforms like GitHub or Wikipedia, their username makes it clear that they are bots, e.g., DependaBot, RenovateBot, DatBot, SineBot. Bots may be subject to special rules. For instance, the GitHub terms of service does not allow 'bots' but accepts 'machine account', where a 'machine account' has two properties: 1) a human takes full responsibility of the bot's actions 2) it cannot create other accounts.

Artificial intelligence in government

Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.
