Artificial intelligence in government

Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.

Automated storage and retrieval system

An automated storage and retrieval system (ASRS or AS/RS) consists of a variety of computer-controlled systems for automatically placing and retrieving loads from defined storage locations. Automated storage and retrieval systems (AS/RS) are typically used in applications where: There is a very high volume of loads being moved into and out of storage Storage density is important because of space constraints No value is added in this process (no processing, only storage and transport) Accuracy is critical because of potential expensive damages to the load An AS/RS can be used with standard loads as well as nonstandard loads, meaning that each standard load can fit in a uniformly-sized volume; for example, the film canisters in the image of the Defense Visual Information Center are each stored as part of the contents of the uniformly sized metal boxes, which are shown in the image. Standard loads simplify the handling of a request of an item. In addition, audits of the accuracy of the inventory of contents can be restricted to the contents of an individual metal box, rather than undergoing a top-to-bottom search of the entire facility, for a single item. They can also be used in self storage places. == Overview == AS/RS systems are designed for automated storage and retrieval of parts and items in manufacturing, distribution, retail, wholesale and institutions. They first originated in the 1960s, initially focusing on heavy pallet loads but with the evolution of the technology the handled loads have become smaller. The systems operate under computerized control, maintaining an inventory of stored items. Retrieval of items is accomplished by specifying the item type and quantity to be retrieved. The computer determines where in the storage area the item can be retrieved from and schedules the retrieval. It directs the proper automated storage and retrieval machine (SRM) to the location where the item is stored and directs the machine to deposit the item at a location where it is to be picked up. A system of conveyors and or automated guided vehicles is sometimes part of the AS/RS system. These take loads into and out of the storage area and move them to the manufacturing floor or loading docks. To store items, the pallet or tray is placed at an input station for the system, the information for inventory is entered into a computer terminal and the AS/RS system moves the load to the storage area, determines a suitable location for the item, and stores the load. As items are stored into or retrieved from the racks, the computer updates its inventory accordingly. The benefits of an AS/RS system include reduced labor for transporting items into and out of inventory, reduced inventory levels, more accurate tracking of inventory, and space savings. Items are often stored more densely than in systems where items are stored and retrieved manually. Within the storage, items can be placed on trays or hang from bars, which are attached to chains/drives in order to move up and down. The equipment required for an AS/RS include a storage & retrieval machine (SRM) that is used for rapid storage and retrieval of material. SRMs are used to move loads vertically or horizontally, and can also move laterally to place objects in the correct storage location. The trend towards Just In Time production often requires sub-pallet level availability of production inputs, and AS/RS is a much faster way of organizing the storage of smaller items next to production lines. The Material Handling Institute of America (MHIA), the non-profit trade association for the material handling world, and its members have categorised AS/RS into two primary segments: Fixed Aisle and Carousels/Vertical Lift Modules (VLMs). Both sets of technologies provide automated storage and retrieval for parts and items, but use different technologies. Each technology has its unique set of benefits and disadvantages. Fixed Aisle systems are characteristically larger systems whereas carousels and Vertical Lift Modules are used individually or grouped, but in small to medium-sized applications. A fixed-aisle AS/R machine (stacker crane) is one of two main designs: single-masted or double masted. Most are supported on a track and ceiling guided at the top by guide rails or channels to ensure accurate vertical alignment, although some are suspended from the ceiling. The 'shuttles' that make up the system travel between fixed storage shelves to deposit or retrieve a requested load (ranging from a single book in a library system to a several ton pallet of goods in a warehouse system). The entire unit moves horizontally within an aisle, while the shuttles are able to elevate up to the necessary height to reach the load, and can extend and retract to store or retrieve loads that are several positions deep in the shelving. A semi-automated system can be achieved by utilizing only specialized shuttles within an existing rack system. Another AS/RS technology is known as shuttle technology. In this technology the horizontal movement is made by independent shuttles each operating on one level of the rack while a lift at a fixed position within the rack is responsible for the vertical movement. By using two separate machines for these two axes the shuttle technology is able to provide higher throughput rates than stacker cranes. Storage and Retrieval Machines pick up or drop off loads to the rest of the supporting transportation system at specific stations, where inbound and outbound loads are precisely positioned for proper handling. In addition, there are several types of Automated Storage & Retrieval Systems (AS/RS) devices called Unit-load AS/RS, Mini-load AS/RS, Mid-Load AS/RS, Vertical Lift Modules (VLMs), Horizontal Carousels and Vertical Carousels. These systems are used either as stand-alone units or in integrated workstations called pods or systems. These units are usually integrated with various types of pick to light systems and use either a microprocessor controller for basic usage or inventory management software. These systems are ideal for increasing space utilization up to 90%, productivity levels by 90%, accuracy to 99.9%+ levels and throughput up to 750 lines per hour/per operator or more depending on the configuration of the system. == Horizontal carousels == Robotic Inserter/Extractor devices can be used for horizontal carousels. The robotic device is positioned in the front or rear of up to three horizontal carousels tiered high. The robot grabs the tote required in the order and often replenishes at the same time to speed up throughput. The tote(s) are then delivered to a conveyor, which routes it to a work station for picking or replenishing. Up to eight transactions per minute per unit can be done. Totes or containers up to 36" x 36" x 36" can be used in a system. On a simplistic level, horizontal carousels are also often used as "rotating shelving". With simple "fetch" command, items are brought to the operator and otherwise wasted space is eliminated. AS/RS Applications: Most applications of AS/RS technology have been associated with warehousing and distribution operations. An AS/RS can also be used to store raw materials and work in process in manufacturing. Three application areas can be distinguished for AS/RS: (1) Unit load storage and handling, (2) Order picking, and (3) Work in process storage. Unit load storage and retrieval applications are represented by unit load AS/RS and deep-lane storage systems. These kinds of applications are commonly found in warehousing for finishing goods in a distribution center, rarely in manufacturing. Deep-lane systems are used in the food industry. As described above, order picking involves retrieving materials in less than full unit load quantities. Minilpass, man-on board, and items retrieval systems are used for this second application area. Work in process storage is a more recent application of automated storage technology. While it is desirable to minimize the amount of work in process, WIP is unavoidable and must be effectively managed. Automated storage systems, either automated storage/retrieval systems or carousel systems, represent an efficient way to store materials between processing steps, particularly in batch and job shop production. In high production, work in process is often carried between operations by conveyor system, which this serve both storage and transport functions. === Inventory Category-specific AS/RS === Each inventory category—raw materials, work-in-process, and finished goods—requires its own specialized Automated Storage and Retrieval System (AS/RS). Document capture software

Document capture software refers to applications that provide the ability and feature set to automate the process of scanning paper documents or importing electronic documents, often for the purposes of feeding advanced document classification and data collection processes. Most scanning hardware, both scanners and copiers, provides the basic ability to scan to any number of image file formats, including: PDF, TIFF, JPG, BMP, etc. This basic functionality is augmented by document capture software, which can add efficiency and standardization to the process. == Typical features == Typical features of Document Capture Software include: Barcode recognition Patch Code recognition Separation Optical Character Recognition (OCR) Optical Mark Recognition (OMR) Quality Assurance Indexing Migration === Goal for implementation of a document capture solution === The goal for implementing a document capture solution is to reduce the amount of time spent scanning, separating, enhancing, organizing, classifying, normalizing, and collecting information from document collections, and to produce metadata along with an image/PDF file, and/or OCR text. This information is then migrated to a file share, FTP site, database, Document Management or Enterprise Content Management system. These systems often provide a search function, allowing search of the assets based on the produced metadata, and then viewed using document imaging software. == General document capture system solutions == === Integration with document management system === ECM (Enterprise Content management) and their DMS component (Document Management System) are being adopted by many organizations as a corporate document management system for all types of electronic files, e.g. MS word, PDF ... However, much of the information held by organisations is on paper and this needs to be integrated within the same document repository. By converting paper documents into digital format through scanning, organizations convert paper into image formats such as TIF, JPG, and PDF, and also extract valuable index information or business data from the document using OCR technology. Digital documents and associated metadata can easily be stored in the ECM in a variety of formats. The most popular of these formats is PDF which not only provides an accurate representation of the document but also allows all the OCR text in the document to be stored behind the PDF image. This format is known as PDF with hidden text or text-searchable PDF. This allows users to search for documents by using keywords in the metadata fields or by searching the content of PDF files across the repository. ==== Advantages of scanning documents into a ECM/DMS ==== Information held on paper is usually just as valuable to organisations as the electronic documents that are generated internally. Often this information represents a large proportion of the day to day correspondence with suppliers and customers. Having the ability to manage and share this information internally through a document management system such as SharePoint or a CMIS-compatible repository improves collaboration between departments or employees and also eliminates the risk of losing this information through disasters such as floods or fire. Organisations adopting an ECM/DMS often implement electronic workflow which allows the information held on paper to be included as part of an electronic business process and incorporated into a customer record file along with other associated office documents and emails. For business critical documents, such as purchase orders and supplier invoices, digitising documents helps speed up business transactions as well as reduce manual effort involved in keying data into business systems, such as CRM, ERP and Accounting. Scanned invoices can also be routed to managers for payment approval via email or an electronic workflow. == Electronic document capture == In the earlier implementations of Document Capture Software, the technology focused solely on the digitization and capture of information from paper documents. Document images were acquired from document scanners via TWAIN/ISIS drivers. Only image-based file formats like TIF, JPG, and BMP were typically compatible with these solutions. But in recent years, as the volume of electronically-created documents and the number of proprietary file formats continues to increase at exponential rates, the need for handling documents existing in electronic formats has grown. The relevant document capture products have adapted to function with non-image file formats with the end-goal of creating a unified processing workflow capable of handling all incoming documents The ability to import files from a variety of sources is one example of such adaptation. Importing documents from ECM/DMS software solutions, email servers, FTP, and EDI is now as much of a requirement of document capture software as is paper capture. The normalization of output files to text-based PDF format is now another critical factor in long-term archival of proprietary electronic file formats. Normalization expands access and usage of files to users throughout the enterprise, rather than only those that created the original electronic file.

Interviewer effect

The interviewer effect (also called interviewer variance or interviewer error) is the distortion of response to an interviewer-administered data collection effort which results from differential reactions to the social style and personality of interviewers or to their presentation of particular questions. The use of fixed-wording questions is one method of reducing interviewer bias. Anthropological research and case-studies are also affected by the problem, which is exacerbated by the self-fulfilling prophecy, when the researcher is also the interviewer it is also any effect on data gathered from interviewing people that is caused by the behavior or characteristics (real or perceived) of the interviewer. Interviewer effects can also be associated with the characteristics of the interviewer, such as race. Whether black respondents are interviewed by white interviewers or black interviewers has a strong impact on their responses to both attitude questions and behavioral ones. In the latter case, for example, if black respondents are interviewed by black interviewers in pre-election surveys, they are more likely to actually vote in the upcoming election than if they are interviewed by white interviewers. Furthermore, the race of the interviewer can also affect answers to factual questions that might take the form of a test of how informed the respondent is. Black respondents in a survey of political knowledge, for example, get fewer correct answers to factual questions about politics when interviewed by white interviewers than when interviewed by black interviewers. This is consistent with the research literature on stereotype threat, which finds diminished test performance of potentially stigmatised groups when the interviewer or test supervisor is from a perceived higher status group. Interviewer effects can be mitigated somewhat by randomly assigning subjects to different interviewers, or by using tools such as computer-assisted telephone interviewing (CATI).

Web data integration

Web data integration (WDI) is the process of aggregating and managing data from different websites into a single, homogeneous workflow. This process includes data access, transformation, mapping, quality assurance and fusion of data. Data that is sourced and structured from websites is referred to as "web data". WDI is an extension and specialization of data integration that views the web as a collection of heterogeneous databases. Data integration techniques in the context of the web, forms the foundation for businesses taking advantage of data available on the ever-increasing number of publicly-accessible websites. Corporate spending on this area amounted to about USD 2.5bn in 2017, and it is expected that by 2020 the market will reach almost USD 7bn.

History of machine translation

Machine translation is a sub-field of computational linguistics that investigates the use of software to translate text or speech from one natural language to another. In the 1950s, machine translation became a reality in research, although references to the subject can be found as early as the 17th century. The Georgetown experiment, which involved successful fully automatic translation of more than sixty Russian sentences into English in 1954, was one of the earliest recorded projects. Researchers of the Georgetown experiment asserted their belief that machine translation would be a solved problem within a few years. In the Soviet Union, similar experiments were performed shortly after. Consequently, the success of the experiment ushered in an era of significant funding for machine translation research in the United States. The achieved progress was much slower than expected; in 1966, the ALPAC report found that ten years of research had not fulfilled the expectations of the Georgetown experiment and resulted in dramatically reduced funding. Interest grew in statistical models for machine translation, which became more common and also less expensive in the 1980s as available computational power increased. Although there exists no autonomous system of "fully automatic high quality translation of unrestricted text," there are many programs now available that are capable of providing useful output within strict constraints. Several of these programs are available online, such as Google Translate and the SYSTRAN system that powers AltaVista's BabelFish (which was replaced by Microsoft Bing translator in May 2012). == The beginning == The origins of machine translation can be traced back to the work of Al-Kindi, a 9th-century Arabic cryptographer who developed techniques for systemic language translation, including cryptanalysis, frequency analysis, and probability and statistics, which are used in modern machine translation. The idea of machine translation later appeared in the 17th century. In 1629, René Descartes proposed a universal language, with equivalent ideas in different tongues sharing one symbol. In the mid-1930s the first patents for "translating machines" were applied for by Georges Artsrouni, for an automatic bilingual dictionary using punched tape. Russian Peter Troyanskii submitted a more detailed proposal that included both the bilingual dictionary and a method for dealing with grammatical roles between languages, based on the grammatical system of Esperanto. This system was separated into three stages: stage one consisted of a native-speaking editor in the source language to organize the words into their logical forms and to exercise the syntactic functions; stage two required the machine to "translate" these forms into the target language; and stage three required a native-speaking editor in the target language to normalize this output. Troyanskii's proposal remained unknown until the late 1950s, by which time computers were well-known and utilized. == The early years == The first set of proposals for computer based machine translation was presented in 1949 by Warren Weaver, a researcher at the Rockefeller Foundation, "Translation memorandum". These proposals were based on information theory, successes in code breaking during the Second World War, and theories about the universal principles underlying natural language. A few years after Weaver submitted his proposals, research began in earnest at many universities in the United States. On 7 January 1954 the Georgetown–IBM experiment was held in New York at the head office of IBM. This was the first public demonstration of a machine translation system. The demonstration was widely reported in the newspapers and garnered public interest. The system itself, however, was no more than a "toy" system. It had only 250 words and translated 49 carefully selected Russian sentences into English – mainly in the field of chemistry. Nevertheless, it encouraged the idea that machine translation was imminent and stimulated the financing of the research, not only in the US but worldwide. Early systems used large bilingual dictionaries and hand-coded rules for fixing the word order in the final output which was eventually considered too restrictive in linguistic developments at the time. For example, generative linguistics and transformational grammar were exploited to improve the quality of translations. During this period operational systems were installed. The United States Air Force used a system produced by IBM and Washington University in St. Louis, while the Atomic Energy Commission and Euratom, in Italy, used a system developed at Georgetown University. While the quality of the output was poor it met many of the customers' needs, particularly in terms of speed. At the end of the 1950s, Yehoshua Bar-Hillel was asked by the US government to look into machine translation, to assess the possibility of fully automatic high-quality translation by machines. Bar-Hillel described the problem of semantic ambiguity or double-meaning, as illustrated in the following sentence: Little John was looking for his toy box. Finally he found it. The box was in the pen. The word pen may have two meanings: the first meaning, something used to write in ink with; the second meaning, a container of some kind. To a human, the meaning is obvious, but Bar-Hillel claimed that without a "universal encyclopedia" a machine would never be able to deal with this problem. At the time, this type of semantic ambiguity could only be solved by writing source texts for machine translation in a controlled language that uses a vocabulary in which each word has exactly one meaning. == The 1960s, the ALPAC report and the seventies == Research in the 1960s in both the Soviet Union and the United States concentrated mainly on the Russian–English language pair. The objects of translation were chiefly scientific and technical documents, such as articles from scientific journals. The rough translations produced were sufficient to get a basic understanding of the articles. If an article discussed a subject deemed to be confidential, it was sent to a human translator for a complete translation; if not, it was discarded. A great blow came to machine-translation research in 1966 with the publication of the ALPAC report. The report was commissioned by the US government and delivered by ALPAC, the Automatic Language Processing Advisory Committee, a group of seven scientists convened by the US government in 1964. The US government was concerned that there was a lack of progress being made despite significant expenditure. The report concluded that machine translation was more expensive, less accurate and slower than human translation, and that despite the expenditures, machine translation was not likely to reach the quality of a human translator in the near future. The report recommended, however, that tools be developed to aid translators – automatic dictionaries, for example – and that some research in computational linguistics should continue to be supported. The publication of the report had a profound impact on research into machine translation in the United States, and to a lesser extent the Soviet Union and United Kingdom. Research, at least in the US, was almost completely abandoned for over a decade. In Canada, France and Germany, however, research continued. In the US the main exceptions were the founders of SYSTRAN (Peter Toma) and Logos (Bernard Scott), who established their companies in 1968 and 1970 respectively and served the US Department of Defense. In 1970, the SYSTRAN system was installed for the United States Air Force, and subsequently by the Commission of the European Communities in 1976. The METEO System, developed at the Université de Montréal, was installed in Canada in 1977 to translate weather forecasts from English to French, and was translating close to 80,000 words per day or 30 million words per year until it was replaced by a competitor's system on 30 September 2001. While research in the 1960s concentrated on limited language pairs and input, demand in the 1970s was for low-cost systems that could translate a range of technical and commercial documents. This demand was spurred by the increase of globalisation and the demand for translation in Canada, Europe, and Japan. == The 1980s and early 1990s == By the 1980s, both the diversity and the number of installed systems for machine translation had increased. A number of systems relying on mainframe technology were in use, such as SYSTRAN, Logos, Ariane-G5, and Metal. As a result of the improved availability of microcomputers, there was a market for lower-end machine translation systems. Many companies took advantage of this in Europe, Japan, and the USA. Algorism

Algorism is the technique of performing basic arithmetic by writing numbers in place value form and applying a set of memorized rules and facts to the digits. One who practices algorism is known as an algorist. This positional notation system has largely superseded earlier calculation systems that used a different set of symbols for each numerical magnitude, such as Roman numerals, and in some cases required a device such as an abacus. == Etymology == The word algorism comes from the name Al-Khwārizmī (c. 780–850), a Persian mathematician, astronomer, geographer and scholar in the House of Wisdom in Baghdad, whose name means "the native of Khwarezm", which is now in modern-day Uzbekistan. He wrote a treatise in Arabic language in the 9th century, which was translated into Latin in the 12th century under the title Algoritmi de numero Indorum. This title means "Algoritmi on the numbers of the Indians", where "Algoritmi" was the translator's Latinization of Al-Khwarizmi's name. Al-Khwarizmi was the most widely read mathematician in Europe in the late Middle Ages, primarily through his other book, the Algebra. In late medieval Latin, algorismus, the corruption of his name, simply meant the "decimal number system" that is still the meaning of modern English algorism. During the 17th century, the French form for the word – but not its meaning – was changed to algorithm, following the model of the word logarithm, this form alluding to the ancient Greek arithmos = number. English adopted the French very soon afterwards, but it wasn't until the late 19th century that "algorithm" took on the meaning that it has in modern English. In English, it was first used about 1230 and then by Chaucer in 1391. Another early use of the word is from 1240, in a manual titled Carmen de Algorismo composed by Alexandre de Villedieu. It begins thus: Haec algorismus ars praesens dicitur, in qua / Talibus Indorum fruimur bis quinque figuris. which translates as: This present art, in which we use those twice five Indian figures, is called algorismus. The word algorithm also derives from algorism, a generalization of the meaning to any set of rules specifying a computational procedure. Occasionally algorism is also used in this generalized meaning, especially in older texts. == History == Starting with the integer arithmetic developed in India using base 10 notation, Al-Khwārizmī along with other mathematicians in medieval Islam, documented new arithmetic methods and made many other contributions to decimal arithmetic (see the articles linked below). These included the concept of the decimal fractions as an extension of the notation, which in turn led to the notion of the decimal point. This system was popularized in Europe by Leonardo of Pisa, now known as Fibonacci.
