The Group of Governmental Experts on Lethal Autonomous Weapons Systems, commonly known as the GGE on LAWS, refers to a group of governmental experts established under the framework of the Convention on Certain Conventional Weapons (CCW), a United Nations arms control framework. The group examines legal, ethical, societal and moral questions that arise from the increased use of autonomous robots to carry weapons and to be programmed to engage in combat in various situations that might arise, including battles between countries, or in patrolling border areas or sensitive areas, or other similar roles. As of 18 March 2025, the Convention on Certain Conventional Weapons had 128 High Contracting Parties. In the Geneva Conventions, the term "High Contracting Parties" refers to the states that have joined the conventions and are therefore bound to uphold them. Among the countries that have joined are states with tense relations or ongoing armed conflict with one another, including Russia and Ukraine, Israel and the State of Palestine, and Pakistan and Afghanistan. == Background == In 2013, the Meeting of State Parties to the Convention on Certain Conventional Weapons agreed on a mandate on lethal autonomous weapon systems and tasked its chairperson with convening an informal Meeting of Experts to discuss issues related to emerging technologies in the area of LAWS. Those informal Meetings of Experts were then held in 2014, 2015 and 2016, and their reports fed into subsequent meetings of the High Contracting Parties. At the Fifth CCW Review Conference in 2016, the High Contracting Parties decided to establish an open-ended Group of Governmental Experts on emerging technologies in the area of LAWS, building on the earlier expert meetings. Since then, the group has been reconvened annually. In 2023, the Meeting of the High Contracting Parties to the CCW decided that the GGE on LAWS would continue its work in 2024 and 2025. The group was tasked with developing, by consensus, elements of a possible instrument, without predetermining its form, as well as other measures addressing lethal autonomous weapon systems, drawing on existing CCW protocols, earlier recommendations, state proposals, and legal, military, and technological expertise. == 2024 == In 2024, the GGE met twice, and the group was chaired by Robert in den Bosch, the Netherlands' disarmament ambassador. The 2024 Meeting of the High Contracting Parties decided that the group would meet for 10 days in 2025, in two five-day sessions, and reaffirmed its mandate to continue work by consensus on possible elements of an instrument and other measures addressing lethal autonomous weapon systems. == 2025 == At its first 2025 session, held in Geneva from 3 to 7 March 2025, the Group of Governmental Experts on Lethal Autonomous Weapon Systems discussed revisions to the chair's rolling text. The text was structured into five sections, or "boxes", though delegates held differing views on whether headings were useful or appropriate. Broadly, the discussions covered the characterization of lethal autonomous weapon systems, the application of international humanitarian law, possible prohibitions and regulations, legal review, and questions of accountability and responsibility. At its second session, held from 1 to 5 September 2025, delegations continued work on the chair's rolling text, which set out elements of a possible instrument and was organized into five thematic "boxes". == 2026 == === Developments before the 2026 session === A few weeks before the meeting, autonomous weapons drew renewed attention when the United States pressured Anthropic to revise the terms of use for its AI model Claude. Anthropic prohibited the model's use for mass domestic surveillance and for fully autonomous weapons operating without human oversight, while reports also emerged that OpenAI had reached an agreement with the U.S. Department of War for the use of its AI models, reportedly stipulating that they would not independently direct autonomous weapons where human control was required. The U.S. military nevertheless continued to use Claude during its war on Iran, and there was increasing alarm about the use of AI-assisted semi-autonomous weapons in conflicts including those in Ukraine, Sudan, Gaza, and Iran. Before the start of the sessions, Robert in den Bosch, as chair, warned that progress was urgent because technological developments were moving quickly. At the same time, although states agreed that international humanitarian law applied to LAWS, specific internationally binding standards governing such systems remained largely absent. A key divide before the session was that Russia and the United States opposed new legally binding instruments, while other states argued that new rules were necessary. According to Robert in den Bosch, the talks could lead to new rules, amendments to an existing convention, or a new treaty. === First session === From 2 to 6 March 2026, the group held its penultimate session under the group's three-year mandate. Delegations discussed the chair's rolling draft text, circulated in December 2025, on elements of a possible instrument or other measures concerning lethal autonomous weapon systems. In revised text circulated by the chair on 5 March 2026, a lethal autonomous weapon system was characterized as "a functionally integrated combination of one or more weapons and technological components, that can identify, select, and engage a target, without intervention by a human operator in the execution of these tasks". The text was divided into five boxes to structure discussion. During the session, delegates conducted a first reading of the draft text, and the chair later circulated revised language for several sections. Informal consultations were also held. According to campaign groups and participating observers, support grew during the week for moving to negotiations on the basis of the rolling text, with more than 70 states said to support that step by the end of the session, though some participants warned that attempts to bridge differences risked blurring the group's core purpose. The International Committee of the Red Cross argued that the text should not only restate existing international humanitarian law, but also clarify how those rules apply to autonomous weapons and set out additional measures tailored to the specific challenges such systems raise. Stop Killer Robots likewise emphasized the need to preserve meaningful human judgment and control over increasingly autonomous systems. During the discussions, the U.S. delegation opposed the term "human control" and reportedly proposed the alternative phrase "good faith human judgment and care". Other delegations rejected that wording as too weak, while many states continued to insist that meaningful human control over weapon systems remained essential.

System context diagram

A system context diagram in engineering is a diagram that defines the boundary between the system, or part of a system, and its environment, showing the entities that interact with it. This diagram is a high level view of a system. It is similar to a block diagram. == Overview == System context diagrams show a system, as a whole and its inputs and outputs from/to external factors. According to Kossiakoff and Sweet (2011): System Context Diagrams ... represent all external entities that may interact with a system ... Such a diagram pictures the system at the center, with no details of its interior structure, surrounded by all its interacting systems, environments and activities. The objective of the system context diagram is to focus attention on external factors and events that should be considered in developing a complete set of systems requirements and constraints. System context diagrams are used early in a project to get agreement on the scope under investigation. Context diagrams are typically included in a requirements document. These diagrams must be read by all project stakeholders and thus should be written in plain language, so the stakeholders can understand items within the document. == Building blocks == Context diagrams can be developed with the use of two types of building blocks: Entities (Actors): labeled boxes; one in the center representing the system, and around it multiple boxes for each external actor Relationships: labeled lines between the entities and system For example, "customer places order." Context diagrams can also use many different drawing types to represent external entities. They can use ovals, stick figures, pictures, clip art or any other representation to convey meaning. Decision trees and data storage are represented in system flow diagrams. A context diagram can also list the classifications of the external entities as one of a set of simple categories (Examples:), which add clarity to the level of involvement of the entity with regards to the system. These categories include: Active: Dynamic to achieve some goal or purpose (Examples: "Article readers" or "customers"). Passive: Static external entities which infrequently interact with the system (Examples: "Article editors" or "database administrator"). Cooperative: Predictable external entities which are used by the system to bring about some desired outcome (Examples: "Internet service providers" or "shipping companies"). Autonomous (Independent): External entities which are separated from the system, but affect the system indirectly, by means of imposed constraints or similar influences (Examples: "regulatory committees" or "standards groups"). == Alternatives == The best system context diagrams are used to display how a system interoperates at a very high level, or how systems operate and interact logically. The system context diagram is a necessary tool in developing a baseline interaction between systems and actors; actors and a system or systems and systems. Alternatives to the system context diagram are: Architecture Interconnect Diagram: The figure gives an example of an Architecture Interconnect Diagram: A representation of the Albuquerque regional ITS architecture interconnects for the Albuquerque Police Department that was generated using the Turbo Architecture tool is shown in the figure. Each block represents an ITS inventory element, including the name of the stakeholder in the top shaded portion. The interconnect lines between elements are solid or dashed, indicating existing or planned connections. Business Model Canvas, a strategic management template for developing new or documenting existing business models. It is a visual chart with elements describing a firm's value proposition, infrastructure, customers, and finances.[1] It assists firms in aligning their activities by illustrating potential trade-offs. Enterprise data model: this type of data model according to Simsion (2005) can contain up to 50 to 200 entity classes, which results from specific "high level of generalization in data modeling". IDEF0 Top Level Context Diagram: The IDEF0 process starts with the identification of the prime function to be decomposed. This function is identified on a "Top Level Context Diagram" that defines the scope of the particular IDEF0 analysis. Problem Diagrams (Problem Frames): In addition to the kinds of things shown on a context diagram, a problem diagram shows requirements and requirements references. Use case diagram: One of the Unified Modeling Language diagrams. They also represent the scope of the project at a similar level of abstraction. - Use Cases, however, tend to focus more on the goals of 'actors' who interact with the system, and do not specify any solution. Use Case diagrams represent a set of Use Cases, which are textual descriptions of how an actor achieves the goal of a use case. for Example Customer Places Order. ArchiMate: ArchiMate is an open and independent enterprise architecture modeling language to support the description, analysis and visualization of architecture within and across business domains in an unambiguous way. Most of these diagrams work well as long as a limited number of interconnects will be shown. Where twenty or more interconnects must be displayed, the diagrams become quite complex and can be difficult to read.

Line splice

In electrical engineering and telecommunications, a line splice is a joint directly connecting lengths of electrical cables (electrical splice) or optical fibers (optical splice). The splices are often protected by sleeves. == Splicing of copper wires == The splicing of copper wires happens in the following steps: The cores are laid one above the other at the junction. The core insulation is removed. The wires are wrapped two to three times around each other (twisting). The bare veins on a length of about 3 cm "strangle" or "twist". In some cases, the strangulation is soldered. To isolate the splice, an insulating sleeve made of paper or plastic is pushed over it. The splicing of copper wires is mainly used on paper insulated wires. LSA techniques (LSA: soldering, screwing and stripping free) are used to connect copper wires, making the copper wires faster and easier to connect. LSA techniques include: Wire connection sleeves (AVH = Adernverbindungshülsen) and other crimp connectors. The two wires to be connected are inserted into the AVH without being stripped, which is then compressed with special pliers. The about 2 cm long AVH consist of contact, pressure and insulation. For wire connection strips (AVL = Adernverbindungsleisten) several pairs of wires (10 = AVL10 or 20 = AVL20) are inserted, the strip is then closed with a lid and pressed together with a hydraulic press, which ensures the connection. == Splicing of glass fibers == Fiber-optic cables are spliced using a special arc-splicer, with installation cables connected at their ends to respective "pigtails" - short individual fibers with fiber-optic connectors at one end. The splicer precisely adjusts the light-guiding cores of the two ends of the glass fibers to be spliced. The adjustment is done fully automatically in modern devices, whereas in older models this is carried out manually by means of micrometer screws and microscope. An experienced splicer can precisely position the fiber ends within a few seconds. Subsequently, the fibers are fused together (welded) with an electric arc. Since no additional material is added, such as gas welding or soldering, this is called a "fusion splice". Depending on the quality of the splicing process, attenuation values at the splice points are achieved by 0.3 dB, with good splices also below 0.02 dB. For newer generation devices, alignment is done automatically by motors. Here one differentiates core and jacket centering. At core centering (usually single-mode fibers), the fiber cores are aligned. A possible core offset with respect to the jacket is corrected. In the jacket centering (usually in multimode fibers), the fibers are adjusted to each other by means of electronic image processing in front of the splice. When working with good equipment, the damping value is according to experience at max. 0.1 dB. Measurements are made by means of special measuring devices including optical time-domain reflectometry (OTDR). A good splice should have an attenuation of less than 0.3 dB over the entire distance. Raseef22 (Arabic: رصيف22) is a liberal Arabic media network founded in 2013 based in Beirut, Lebanon. It publishes content in Arabic and English from different Arab states and describes itself as an independent media platform. International Media Support mentions Raseef22 along with HuffPost Arabic and Al Jazeera as one of the biggest Pan-Arab online platforms. == Name == The Arabic word raseef (رَصِيف) means platform or pavement, and the number 22 refers to the number of states in the Arab League. == History == Kareem Sakka co-founded Raseef22 in the aftermath of the Arab Spring, which he cites as a source of inspiration. In an article in The Washington Post, he wrote that Raseef22 was created as a "digital space for those eager to know what was going on around them." Raseef22 was one of the 500 websites censored in Egypt in late 2017 after it published an article on Egyptian security agencies' vies to influence the media. After the site was blocked in Egypt, it was targeted in a cyber attack that took it offline in locations around the world. Jamal Khashoggi wrote for Raseef22 regularly. One of his notable articles was "Notes on the Freedom of the Arabs from Oslo, Norway," published June 5, 2018. The site was blocked in Saudi Arabia December 2018 when the Saudi Ministry of Communications and Information Technology ordered its censorship due to its "unprecedented response to the assassination of Jamal Khashoggi in Istanbul." This decision might have also been related to Raseef22's coverage of Saudi-Israeli relations and interviews with activists later imprisoned or placed under house arrest coverage In 2019 the Association of LGBT Journalists (AJL) in Paris gave Raseef22 a golden foreign press award for its six-month series of articles on gender and sexuality issues. == Readership == According to its publisher in 2019, the news agency counted 12 million readers annually from 22 Arab nations. Of the readership, he wrote that it "believes in the talent and promise of the Arab mind and sees the ugliness of tyranny, patriarchy, misogyny and the futility of proxy rulers and wars." Al-Quds Al-Arabi described Raseef22 as "oriented to the youth."

CloudLibrary

CloudLibrary (stylized as "cloudLibrary") is a cloud-based software system through which libraries lend electronic books; it is also the name of the app that users download to access the e-books. CloudLibrary was created in 2011 by 3M as part of its library systems unit as a competitor to OverDrive, Inc.; in 2015 3M sold the North American part of that unit to Bibliotheca Group GmbH, a company founded in 2011 that was funded by One Equity Partners Capital Advisors, a division of JP Morgan Chase. By 2019, Bibliotecha had tried, unsuccessfully, to negotiate with Amazon to add Kindle-ebook compatibility to cloudLibrary - something that, as of then, Amazon had only made available to Overdrive. In that year, cloudLibrary, along with hoopla offered by Midwest Tape, ODILO, and Baker & Taylor’s Axis 360, were the main competitors to the Overdrive and Libby apps offered by OverDrive, Inc. in the library e-book market. In April 2024, Bibliotheca sold cloudLibrary to the nonprofit cooperative OCLC. By that time, cloudLibrary was used by around 500 libraries in around 20 countries in around 50 languages, and was used to lend audiobooks, digital magazines, newspapers, and comics, and streaming media, along with e-books.

Avid Free DV

Avid Free DV is a non-linear editing video editing software application developed by Avid Technology. Avid introduced Free DV in January 2003 at the 2003 MacWorld Expo; the company discontinued it in September 2007. Free DV was intended to give editors a sample of the Avid interface to use in deciding whether or not to purchase Avid software, so when compared with other Avid products its features were relatively minimal. When it was available it was not limited by time or watermarking, so it could be used as a non-linear editor for as long as desired. == Comparisons == When compared with other consumer-end non-linear editors such as iMovie and Windows Movie Maker, it sported more powerful video processing tools, but lacked the ease-of-use and shallow learning curve emphasized in similar programs because it had the full interface of the professional Avid system. However, Avid did offer a number of flash-based tutorials to help new users learn how to use the program for capturing, editing, clipping, processing, and outputting audio/video, among other things. == Limitations == The limitations of Avid Free DV included that it allowed only two video and audio tracks, had fewer editing tools than other Avid products, had few import and export formats, and allowed capture and output of standard-definition DV only, via FireWire. Avid Free DV projects and media were not compatible with other Avid systems. As the name implied, Avid Free DV was available as a free download, although users were required to complete a short survey on the Avid website before they were given a download link and key. In addition to using Free DV to evaluate Avid prior to purchase, it could also act as a stepping stone for people wishing to learn to use Avid's other editing products, such as Xpress Pro, Media Composer and Symphony. While additional skills and techniques are necessary to use these professionally geared systems, the basic operation remains the same. == Operating systems == Avid Free DV was available for Windows XP and Mac OS X. The officially supported Mac OS X versions were Panther versions up to 10.3.5, and Tiger versions up to 10.4.3 only. == Supported formats == Avid Free DV supported QuickTime (MOV) and DV AVIs. == Reception == John P. Mello Jr. of The Boston Globe gave Free DV a negative review, finding the user interface obfuscatory and the process of ingesting video error-prone. He summarized: "Professional video editors who use an Avid competitor may jump at the chance to take a free look at how Avid does things. But for the merely curious, this software is a nightmare". Video Systems's Steve Mullen opined that its lack of interoperability with Avid's professional editing software contracted Avid's stated goal to entice budding video editors into buying into the company's software ecosystem.

Electric Literature

Electric Literature is an American literary magazine. == History == Founded by Andy Hunter and Scott Lindenbaum in 2009 as a print quarterly journal, Electric Literature transitioned to a daily website in 2012 under the helm of Halimah Marcus and Benjamin Samuel. Electric Literature publishes essays, reading lists, interviews, fiction, poetry, graphic narratives, humor, and book news, all available to read online for free without a paywall. It launched the first fiction magazine on the iPhone and iPad. Work published has been recognized by Best American Short Stories, Essays, Poetry, and Comics, the Pushcart Prize, Best Canadian Short Stories, The Best of the Small Presses, and the O. Henry Prize. in 2014, Electric Literature became a registered non-profit. In 2016, Halimah Marcus was appointed the first executive director of Electric Literature. She has been with the magazine since 2010. In 2021, Denne Michele Norris became editor-in-chief of Electric Literature, the first Black and openly trans editor-in-chief of a major U.S. literary publication. In 2022, Electric Literature was the Digital Prize Winner of the Whiting Literary Magazine Prizes. In 2023, Electric Literature partnered with Banned Books USA to offer free banned and challenged books to residents of Florida. In 2025, Electric Literature published their first book, edited by Norris and published by HarperOne: Both/And: Essays by Trans and Gender-Nonconforming Writers of Color. It builds on a prior essay series that Electric Literature sponsored for trans writers of color. Both/And became a finalist for the 2026 Lambda Literary Award for Transgender Nonfiction. == Recommended reading == In May 2012, Electric Literature launched Recommended Reading, a weekly fiction magazine. Each issue is curated by a well known editor or writer. == The Commuter == The Commuter, a weekly magazine for poetry, flash, graphic, or experimental narrative, debuted in January 2018, helmed by writer Kelly Luce.
