Social media use in hiring refers to the examination by employers of job applicants' (public) social media profiles as part of the hiring assessment. For example, the vast majority of Fortune 500 companies use social media as a tool to screen prospective employees and as a tool for talent acquisition. This practice raises ethical questions. Employers and recruiters note that they have access only to information that applicants choose to make public. Many Western-European countries restrict employer's use of social media in the workplace. States including Arkansas, California, Colorado, Illinois, Maryland, Michigan, Nevada, New Jersey, New Mexico, Utah, Washington, and Wisconsin protect applicants and employees from surrendering usernames and passwords for social media accounts. Use of social media has caused significant problems for some applicants who are active on social media. A 2013 survey of 17,000 young people in six countries found that one in ten people aged 16 to 34 claimed to have been rejected for a job because of social media activity. Social media services have been reported to affect deception in resumes. While these services do not affect deception frequency, it does increase deception about interests and hobbies. == Ethical implications == This issue raises many ethical questions that some consider an employer's right and others consider discrimination. As of 2016, except in the states of California, Maryland, and Illinois, there are no laws that prohibit employers from using social media profiles as a basis of whether or not someone should be hired. Title VII also prohibits discrimination during any aspect of employment including hiring or firing, recruitment, or testing. Social media has been integrating into the workplace, and this has led to conflicts within employees and employers.[107] Particularly, Facebook has been seen as a popular platform for employers to investigate in order to learn more about potential employees. This conflict first started in Maryland when an employer requested and received an employee's Facebook username and password. State lawmakers first introduced legislation in 2012 to prohibit employers from requesting passwords to personal social accounts in order to get a job or to keep a job. This led to Canada, Germany, the U.S. Congress and 11 U.S. states to pass or propose legislation that prevents employers' access to private social accounts of employees.[108] Many Western European countries have already implemented laws that restrict the regulation of social media in the workplace. States including Arkansas, California, Colorado, Illinois, Maryland, Michigan, Nevada, New Jersey, New Mexico, Utah, Washington, and Wisconsin have passed legislation that protects potential employees and current employees from employers that demand them to give forth their username or password for a social media account. Laws that forbid employers from disciplining an employee based on activity off the job on social media sites have also been put into act in states including California, Colorado, Connecticut, North Dakota, and New York. Several states have similar laws that protect students in colleges and universities from having to grant access to their social media accounts. Eight states have passed the law that prohibits post secondary institutions from demanding social media login information from any prospective or current students and privacy legislation has been introduced or is pending in at least 36 states as of July 2013. As of May 2014, legislation has been introduced and is in the process of pending in at least 28 states and has been enacted in Maine and Wisconsin. In addition, the National Labor Relations Board has been devoting a lot of their attention to attacking employer policies regarding social media that can discipline employees who seek to speak and post freely on social media sites. Diia (Ukrainian: Дія [ˈd⁽ʲ⁾ijɐ] , lit. 'Action'; also an acronym for Держава і Я, Derzhava i Ya, IPA: [derˈʒɑwɐ i ˈjɑ], lit. 'State and Me') is a mobile app, a web portal and a brand of e-governance in Ukraine. Launched in 2020, the Diia app allows Ukrainian citizens to use digital documents on their smartphones instead of physical ones for identification and sharing purposes. The Diia portal allows access to over 130 government services. Eventually, the government plans to make all kinds of state-person interactions available through Diia. Diia was built in partnership with the United States and is poised to be shared with other countries. On the sidelines of the 2023 World Economic Forum in Davos, USAID Administrator Samantha Power said the US hopes to replicate the success of Diia in other countries. == History == Diia was first presented on September 27, 2019, by the Ministry of Digital Transformation of Ukraine as a brand of the State in a Smartphone project. Vice Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced the creation of a mobile app and a web portal that would unite in a single place all the services provided by the state to citizens and businesses. On February 6, 2020, the mobile app Diia was officially launched. During the presentation, Ukrainian President Volodymyr Zelensky said that 9 million Ukrainians now have access to their driver's license and car registration documents on their phones, while Prime Minister Oleksiy Honcharuk called the implementation of the State in a Smartphone project a priority for the government. In April 2020, the Ukrainian government approved a resolution for experimental usage of digital ID-cards and passports which would be issued to all Ukrainians via the Diia. On October 5, 2020, during the Diia Summit, the government presented a first major update of the app and web portal branded "Diia 2.0". More types of documents were added to the app as well as the ability to share documents with others via a single tap on a push-message. The web portal in turn expanded the number of available services to 27, including the ability to register a private limited company in half an hour. President Zelensky who opened the summit, announced that in 2021 Ukraine will enter the "paper less" mode by prohibiting civil servants from demanding paper documents. By the end of 2020, the app had more than six million users, while the portal had 50 available services. In March 2021, the Ukrainian parliament adopted a bill equating digital identity documents with their physical analogues. Starting on August 23, Ukrainian citizens can use digital ID-cards and passports for all purposes while in Ukraine. According to Minister of Digital Transformation Mykhailo Fedorov, Ukraine will become the first country in the world where digital identity documents are considered legally equivalent to ordinary ones. In September 2024, Diia launched an online marriage registration service, which can be beneficial especially for military personnel who spend much time on the frontline separated from their partners. In October 2024, Diia's online marriage service appeared in Time's Inventions of the 2024 list. In the first month of its operations over 1.1 million Ukrainians tried to make proposals using the technology, and 435 couples got married. == Benefits and challenges == The first and most obvious benefit is the convenience of such a platform. Citizens can have many documents on their smartphones at once, without concern about losing or damaging them. Whenever needed, they can just open an app on their smartphones and show/check the document they need. The idea is that Diia will help cut the bureaucracy associated with public services, which in turn will help fight corruption and increase government savings. Fewer people are needed to be employed in the public sector and fewer human to human interactions are supposed to happen. With the start of the program, already 10% of government employees were reduced, which contributes to hundreds of millions of dollars in savings, but besides this, the initiative also improves the speed, efficiency, and transparency of government services. In addition, the digitalization of the government sector helps to develop the whole IT industry in the country, people become more digitally aware and educated, this affects other sectors as well, increasing the spread of digital infrastructure and expediting the speed of overall digitalization. The UN E-government Development Index, which assesses the capabilities of governments to integrate its functions electronically, such as the use of internet and mobile devices, ranked Ukraine 69th in 193 countries surveyed in 2020. Despite its low ranking in the e-government development index, Ukraine made a big jump on the e-participation index, which they ranked 43rd out of 193 countries from 0.66 in 2018 to 0.81 in 2020 (un.org, 2020), suggesting that the government and its citizens are adapting the IT-based government functions. The main goal of e-government according to Perez-Morote et.al. (2020) is to have accountability and transparency among the countries involved. But to do so, there are several challenges that a country should assess first prior to implementing e-government. In the research written by Heeks (2001), the author identified 2 main challenges that countries face in the development of e-government, first is the strategic challenge which involves the preparedness (e-readiness) of the entire government system for electronic transformation, and second challenge is the tactical challenge where the government must design (e-governance design) a system where it can be understood by every user, it's important that the information that needs to be communicated to the consumers is received clearly. For the first challenge (e-readiness), Ukraine had an internet penetration rate of 76% in 2020 and is expected to grow to 82%, it is important that consumers have the internet access for it to enable the consumers to utilize the service. Another factor is the readiness of its institutional infrastructure, which means that the government has its own organization which is solely focused on implementing the e-government project. In the case of Ukraine, the e-governance team is led by Oleksandr Ryzhenko, and the country's e-governance initiative is even further strengthened by ensuring that the data and legal infrastructure are already prepared. Ukraine has done this by modernizing their legislation that is more appropriate in the digital service, and the data exchange solution used by Ukraine is called Trembita. The human infrastructure is also being updated, as competent individuals must be the one doing the task, hence, EGOV4UKRAINE was launched, this aims to get IT developers for developing a system for administrative services. These efforts by the Ukrainian government did not go unnoticed, and they received an award from the e-Governance Academy as "partner of the year 2017". For the second challenge, which deals with the system design, the success of Ukraine can be seen on the latest data of UNDP, where it shows a high increase in the E-participation index. In 2018, Ukraine ranked 75th it ranked 46th in 2020 (un.org, 2020). Despite visible success, the implementation of the e-government was accompanied by problems. Data leakage became the main one. In May 2020, the data of 26 million driver's licenses appeared in the public domain on the Internet. The Ukrainian government said the Diia app was not linked to a data breach, but it is impossible to say for certain. Any storage of official documents in electronic format is associated with the risk of their leakage. In addition, the Diia application still has data protection issues, as the required protection system has not been implemented. This is also compounded by the country's weak data protection legal regime. In addition, since 2023, Ukrainians are able to register their cars with this app. Issued license plates are not using regional codes, but they are using special codes starting with DI or PD. == Diia City == In May 2020, the government presented Diia City headed by Oleksandr Borniakov, a large-scale project which would establish a virtual model of a free economic zone for representatives of the creative economy. It would provide for special digital residency with a particular taxation regime, intellectual property protection and simplified regulations. Diia City concurrently imposes certain constraints on contracts involving individual entrepreneurs (FOPs). It also offers the benefit of tax rebates. Diia City garners endorsement from the Ukrainian government, believing it will support the country's position in the IT market. As of July 30, 2023, the program had more than 600 residents, including companies like iGama, Avenga, SBRobotiks, and Intellectsoft.
Factorization of polynomials over finite fields
In mathematics and computer algebra the factorization of a polynomial consists of decomposing it into a product of irreducible factors. This decomposition is theoretically possible and is unique for polynomials with coefficients in any field, but rather strong restrictions on the field of the coefficients are needed to allow the computation of the factorization by means of an algorithm. In practice, algorithms have been designed only for polynomials with coefficients in a finite field, in the field of rationals or in a finitely generated field extension of one of them. All factorization algorithms, including the case of multivariate polynomials over the rational numbers, reduce the problem to this case; see polynomial factorization. It is also used for various applications of finite fields, such as coding theory (cyclic redundancy codes and BCH codes), cryptography (public key cryptography by the means of elliptic curves), and computational number theory. As the reduction of the factorization of multivariate polynomials to that of univariate polynomials does not have any specificity in the case of coefficients in a finite field, only polynomials with one variable are considered in this article. == Background == === Finite field === The theory of finite fields, whose origins can be traced back to the works of Gauss and Galois, has played a part in various branches of mathematics. Due to the applicability of the concept in other topics of mathematics and sciences like computer science there has been a resurgence of interest in finite fields and this is partly due to important applications in coding theory and cryptography. Applications of finite fields introduce some of these developments in cryptography, computer algebra and coding theory. A finite field or Galois field is a field with a finite order (number of elements). The order of a finite field is always a prime or a power of prime. For each prime power q = pr, there exists exactly one finite field with q elements, up to isomorphism. This field is denoted GF(q) or Fq. If p is prime, GF(p) is the prime field of order p; it is the field of residue classes modulo p, and its p elements are denoted 0, 1, ..., p−1. Thus a = b in GF(p) means the same as a ≡ b (mod p). === Irreducible polynomials === Let F be a finite field. As for general fields, a non-constant polynomial f in F[x] is said to be irreducible over F if it is not the product of two polynomials of positive degree. A polynomial of positive degree that is not irreducible over F is called reducible over F. Irreducible polynomials allow us to construct the finite fields of non-prime order. In fact, for a prime power q, let Fq be the finite field with q elements, unique up to isomorphism. A polynomial f of degree n greater than one, which is irreducible over Fq, defines a field extension of degree n which is isomorphic to the field with qn elements: the elements of this extension are the polynomials of degree lower than n; addition, subtraction and multiplication by an element of Fq are those of the polynomials; the product of two elements is the remainder of the division by f of their product as polynomials; the inverse of an element may be computed by the extended GCD algorithm (see Arithmetic of algebraic extensions). It follows that, to compute in a finite field of non prime order, one needs to generate an irreducible polynomial. For this, the common method is to take a polynomial at random and test it for irreducibility. For sake of efficiency of the multiplication in the field, it is usual to search for polynomials of the shape xn + ax + b. Irreducible polynomials over finite fields are also useful for pseudorandom number generators using feedback shift registers and discrete logarithm over F2n. The number of irreducible monic polynomials of degree n over Fq is the number of aperiodic necklaces, given by Moreau's necklace-counting function Mq(n). The closely related necklace function Nq(n) counts monic polynomials of degree n which are primary (a power of an irreducible); or alternatively irreducible polynomials of all degrees d which divide n. === Example === The polynomial P = x4 + 1 is irreducible over Q but not over any finite field. A Euclidean division (division with remainder) can be performed within the same time bounds. The cost of a polynomial greatest common divisor between two polynomials of degree at most n can be taken as O(n2) operations in Fq using classical methods, or as O(nlog2(n) log(log(n)) ) operations in Fq using fast methods. For polynomials h, g of degree at most n, the exponentiation hq mod g can be done with O(log(q)) polynomial products, using exponentiation by squaring method, that is O(n2log(q)) operations in Fq using classical methods, or O(nlog(q)log(n) log(log(n))) operations in Fq using fast methods. In the algorithms that follow, the complexities are expressed in terms of number of arithmetic operations in Fq, using classical algorithms for the arithmetic of polynomials. == Factoring algorithms == Many algorithms for factoring polynomials over finite fields include the following three stages: Square-free factorization Distinct-degree factorization Equal-degree factorization An important exception is Berlekamp's algorithm, which combines stages 2 and 3. === Berlekamp's algorithm === Berlekamp's algorithm is historically important as being the first factorization algorithm which works well in practice. However, it contains a loop on the elements of the ground field, which implies that it is practicable only over small finite fields. For a fixed ground field, its time complexity is polynomial, but, for general ground fields, the complexity is exponential in the size of the ground field. === Square-free factorization === The algorithm determines a square-free factorization for polynomials whose coefficients come from the finite field Fq of order q = pm with p a prime. This algorithm firstly determines the derivative and then computes the gcd of the polynomial and its derivative. If it is not one then the gcd is again divided into the original polynomial, provided that the derivative is not zero (a case that exists for non-constant polynomials defined over finite fields). This algorithm uses the fact that, if the derivative of a polynomial is zero, then it is a polynomial in xp, which is, if the coefficients belong to Fp, the pth power of the polynomial obtained by substituting x by x1/p. If the coefficients do not belong to Fp, the pth root of a polynomial with zero derivative is obtained by the same substitution on x, completed by applying the inverse of the Frobenius automorphism to the coefficients. This algorithm works also over a field of characteristic zero, with the only difference that it never enters in the blocks of instructions where pth roots are computed. However, in this case, Yun's algorithm is much more efficient because it computes the greatest common divisors of polynomials of lower degrees. A consequence is that, when factoring a polynomial over the integers, the algorithm which follows is not used: one first computes the square-free factorization over the integers, and to factor the resulting polynomials, one chooses a p such that they remain square-free modulo p. AS2 (Applicability Statement 2) is a specification on how to transport structured business-to-business data securely and reliably over the Internet. Security is achieved by using digital certificates and encryption. == Background == AS2 was created in 2002 by the IETF to replace AS1, which they created in the early 1990s. The adoption of AS2 grew rapidly throughout the early 2000s because major players in the retail and fast-moving consumer goods industries championed AS2. Walmart was the first major retailer to require its suppliers to use the AS2 protocol instead of relying on dial-up modems for ordering goods. Amazon, Target, Lowe's, Bed, Bath, & Beyond and thousands of others followed suit. Many other industries use the AS2 protocol, including healthcare, as AS2 meets legal HIPAA requirements. In some cases, AS2 is a way to bypass expensive value-added networks previously used for data interchange. == Technical overview == AS2 is specified in RFC 4130, and is based on HTTP and S/MIME. It was the second AS protocol developed and uses the same signing, encryption and MDN (as defined by RFC3798) conventions used in the original AS1 protocol introduced in the late 1990s by IETF. In other words: Files are encoded as "attachments" in a standardized S/MIME message (an AS2 message). AS2 does not specify the contents of the files. Usually, the file contents are in a standardized format that is separately agreed upon, such as XML or EDIFACT. AS2 messages are always sent using the HTTP or HTTPS protocol (Secure Sockets Layer — also known as SSL — is implied by HTTPS) and usually use the "POST" method (use of "GET" is rare). Messages can be signed, but do not have to be. Messages can be encrypted, but do not have to be. Messages may request a Message Disposition Notification (MDN) back if all went well, but do not have to request such a message. If the original AS2 message requested an MDN: Upon the receipt of the message and its successful decryption or signature validation (as necessary) a "success" MDN will be sent back to the original sender. This MDN is typically signed but never encrypted (unless temporarily encrypted in transit via HTTPS). Upon the receipt and successful verification of the signature on the MDN, the original sender will "know" that the recipient got their message (this provides the "Non-repudiation" element of AS2). If there are any problems receiving or interpreting the original AS2 message, a "failed" MDN may be sent back. However, part of the AS2 protocol states that the client must treat a lack of an MDN as a failure as well, so some AS2 receivers will not return an MDN in this case. Like any other AS file transfer, AS2 file transfers typically require both sides of the exchange to trade X.509 certificates and specific "trading partner" names before any transfers can take place. AS2 trading partner names can usually be any valid phrase. === MDN options === Unlike AS1 or AS3 file transfers, AS2 file transfers offer several "MDN return" options instead of the traditional options of "yes" or "no". Specifically, the choices are: ==== AS2 w/ "Sync" MDNs ==== Return Synchronous MDN via HTTP(S) ("AS2 Sync") - This popular option allows AS2 MDNs to be returned to AS2 message sender clients over the same HTTP connection they used to send the original message. This "MDN while you wait" capability makes "AS2 Sync" transfers the fastest of any type of AS file transfer, but it also keeps this flavor of MDN requests from being used with large files (which may time out in low-bandwidth situations). ==== AS2 w/ "ASync" MDNs ==== Return Asynchronous MDN via HTTP(S) (a.k.a. "AS2 Async") - This popular option allows AS2 MDNs to be returned to the AS2 message sender's server later over a different HTTP connection. This flavor of MDN request is usually used if large files are involved or if your trading partner's AS2 server has poor Internet service. ==== AS2 w/ "Email" MDNs ==== Return (Asynchronous) MDN via Email - This rarely used option allows AS2 MDNs to be returned to AS2 message senders via email rather than HTTP. Otherwise, it is similar to "AS2 Async (HTTP)". ==== AS2 w/ No MDNs ==== Do not return MDN - This option works like it does in any other AS protocol: the receiver of an AS2 message with this option set simply does not try to return an MDN to the AS2 message sender. ==== Filename preservation ==== AS2 filename preservation feature will be used to communicate the filename to the trading partner. The banking industry relies on filenames being communicated between trading partners. AS2 vendors are currently certifying that implementation of filename communication conforms to the standard and is interoperable. There are two profiles for filename preservation being optionally tested under AS2 testing: Filename preservation without MDN responses Filename preservation with an associated MDN response certification Walmart recommends contacting Drummond Group, LLC for more information on EDIINT AS2, or for a list of interoperable-testing AS2 software providers. == Benefits == For many businesses, the use of AS2 and electronic data interchange (EDI) is not a choice so much as it is a requirement of doing business with a large customer or partner. That said, AS2 is a universal protocol that has benefits, from both business and technology vantage points. === Business case === Cut costs by using the web for EDI file transfers, AS2 reduces the cost of transactions from expensive VANs. Extend EDI to more partners; with lower costs and universal web connectivity, AS2 allows organizations to implement EDI with partners worldwide that have little EDI infrastructure. Save time by eliminating the need to manually process orders. Eliminate errors by turning manual processes into automated processes. Universal solution — AS2 is established and tested, so no one has to re-invent the wheel. === Technological advantages === Leverage the web: if an organization can share data securely via the web, they already have much of the infrastructure for AS2. Unlimited EDI data — there are no practical limitations on transaction sizes via the web, and AS2 includes features for managing large transfers. Payload Agnostic — AS2 can be used to transport any type of document. While EDI X12, EDIFACT and XML are common, any mutually agreed-upon format may be transferred.

NRENum.net is a registered community trademark of TERENA. == Service description == E.164 Telephone Number Mapping (ENUM) is a standard protocol that is the result of work of the Internet Engineering Task Force's Telephone Number Mapping working group. ENUM translates a telephone number into a domain name. This allows users to continue to use the existing phone number formats they are familiar with, while allowing the call to be routed using DNS. This makes ENUM a quick, stable and cheap link between telecommunications systems and the Internet. RFC 3761 discusses the use of the Domain Name System for storage of E.164 numbers. More specifically, how DNS can be used for identifying available services connected to one E.164 number. The RIPE NCC provides DNS operations for e164.arpa (known as Golden ENUM tree) in accordance with the instructions from the Internet Architecture Board. The NRENum.net service is an end-user ENUM service run by TERENA and the participating NRENs primarily for academia. NRENum.net is considered as a complementary service and a valid alternative to the Golden ENUM tree. NRENum.net is a registered community trademark of TERENA. NRENum.net facilitates services such as Voice over IP and videoconferencing. NRENum.net tree refers to the tree structure where: Tier-0 root Domain Name Servers (technically one master and several secondary servers ensuring resilience) are run by the hosting organisations and coordinated by the NRENum.net Operations Team. Tier-1 Domain Name Servers are run by the NRENum.net (national or regional) Registries responsible for the country code(s) delegated. Tier-2 and lower DNS sub-delegations may be implemented, regulated by the national service policies. An NRENum.net Registry is an entity that is authorised by the NRENum.net Operations Team to operate the national or regional Tier-1 Domain Name Server and be responsible for the county code(s) delegated. In many countries there is a National Research and Education Networking organisation (NREN) that acts as the Registry of the country. An NRENum.net Registrar is responsible for the number/block registration in the Tier-1 DNS and a Number Validation Entity is responsible for the validation of the E.164 telephone numbers to be registered. The NREN may at the same time have the role of the NRENum.net Registry, Registrar and Validation Entity for the country code(s) delegated. A Registrant (end user) is an E.164 telephone number holder. Holders of E.164 numbers who want to be listed in the service must contact the appropriate NRENum.net Registrar. Number (block) delegation is the technical process of assigning country codes to national registries, or number blocks under country codes to end users. Number (block) registration is the technical process of configuring DNS and populating it with the appropriate ENUM records (i.e., adding NAPTR records to DNS) via registrars. The ITU-T strictly regulates the number structure of valid E.164 telephone numbers and assigns number blocks to national authorities (telecom regulators) or recently to global entities directly. The national authorities can further delegate the number ranges to local operators within the country or region. A virtual number has either a non-valid E.164 number structure (e.g., longer than 15 digits) or has a valid structure but is not assigned to any national authorities or operators. The number Validation Entity is responsible for checking the numbers to be registered to NRENum.net. == History == The idea for the NRENum.net service was conceived in 2006. NRENum.net became operational in August 2006, and was run by Bernie Höneisen, a staff member of SWITCH, and Kewin Stöckigt, a staff member of AARNet, as a private service, with technical support from SWITCH and the participants in the TERENA Task Force on Enhanced Communication Services (TF-ECS). When that task force completed its activities in 2008, TERENA agreed to take over the coordination of the NRENum.net service. By that time, nine NRENs had joined NRENum.net. The service continued to grow during the next years, and in March 2012 NRENum.net went global when RNP from Brazil joined the service as its 14th partificpant and the first outside Europe. In 2011, the participants decided to migrate the operation of the service's master Domain Name Server to NIIF and the operation of the two secondary DNSs to CARNET and SWITCH. In 2013, Internet2, AARNet and NORDUnet set up additional secondary Domain Name Servers for their regions, thereby completing the global distribution of DNS slaves and bringing the resilience of the NRENum.net infrastructure to a high level. == Governance == TERENA has established a lightweight global governance structure. The Global NRENum.net Governance Committee (GNGC) is the highest-level strategic body responsible for overall NRENum.net service definition, sustainability and long-term strategy. This includes formulating and recommending service governance principles and policies. Its members are nominated by the NRENum.net Registries in the various world regions, and are appointed by TERENA. The GNGC is composed of two members representing Europe, two representing the Asia-Pacific region, and two representing the Americas. The NRENum.net Operations Team is responsible for the day-to-day operations of the Tier-0 root DNSs and the handling of country code delegation requests. It may escalate technical or policy issues to the GNGC for discussion. TERENA is responsible for ensuring the correct and secure operations of the NRENum.net service performed by the NRENum.net Operations Team and governance by the GNGC. Sahara Net is an information and communications technology provider (ICT) serving the Saudi market, the company has rapidly grown since 1989 to offer various complementary services such as connectivity, internet, hosting, cloud, optimization, cyber security, and managed services. == History == Sahara Net is a Saudi Joint Stock Company (JSC) and its history goes back to 1989 when Sahara Net established the 1st Saudi Bulletin Board Service (BBS) in the Kingdom. During this period, it operated as a hub for email exchange in the FidoNet network. And in 1994 Sahara Net started offering Internet connectivity and other related services like internet email, web design, web hosting, and Domain name registry services. These services made the first ISP in Saudi Arabia before the official licensing in 1998, when the Saudi Internet market was regulated and Sahara Net received Internet Service Provider (ISP) license and was appointed as the official Local Internet Registry (LIR) in the Kingdom of Saudi Arabia. == Today == The company grew over these years to become one of the main ICTs in the Saudi Arabian market, extending network coverage to all major cities in Saudi Arabia, and offering various connectivity options to business as well as home users. In 2009, the company was partially acquired by Telindus (the ICT investment arm of Belgacom), the famous telecom operator in Belgium and Europe. Then, in 2014, the company was fully acquired by its original founders. Recently, Sahara Net was converted from an LLC to a JSC with over 1200 shareholders by a capital raise (original founders still control 70% of the shares).
OARnet
The Ohio Academic Resources Network (OARnet) is a state-funded IT organization that provides member organizations with intrastate networking, virtualization and cloud computing applications, advanced videoconferencing, connections to regional and international research networks and the commodity Internet, colocation services, and emergency web-hosting. The OARnet network (known for a time as Third Frontier Network and later, OSCnet) is a dedicated, statewide, high-speed fiber-optic network that serves Ohio K-12 schools, college and university campuses, academic medical centers, public broadcasting stations and state and local/state government. OARnet is connected in Cleveland and Cincinnati to Internet2, the United States' most advanced nationwide research and education network. OARnet also maintains direct connections to Michigan's Merit network and OmniPoP in Chicago. OARnet offices are located on the West Campus of Ohio State University in Columbus, Ohio, United States. OARnet additionally serves as the delegated registrar for many third-level domains (both generic and locality-based) under .oh.us and some under .in.us and .ky.us. == History == A member-organization of the Ohio Technology Consortium, the technology and information division of the Ohio Board of Regents (now the Ohio Department of Higher Education), OARnet was created by the Ohio General Assembly in 1987 to provide Ohio researchers with network connectivity to the resources of the Ohio Supercomputer Center (OSC). It was recognized at the time that the network would serve a much broader audience, so when a network name was selected in early 1988, OARnet was chosen to emphasize the many uses of the network. The initial plan (1987) was to make use of a number of existing BITNET and CCnet (regional DECnet network) connections to get started. Three network (compatible) protocols were used, NJE, DECnet, and TCP/IP. The first OARnet-funded line was installed between Case Western Reserve University and John Carroll University in June 1987. Many subsequent lines at 9.6 kbit/s, 56 kbit/s, and T1 (1.544 Mbit/s) were installed with the aid of an Ohio Department of Administrative Services contract with Litel Corp. Internet (then NSFNET) connections were obtained in the spring of 1988. The non-TCP/IP protocols were soon phased out, and a process of upgrading connections took place regularly. In 1991, it was decided that OARnet would accept commercial business, at appropriate rates, for Internet connection services. Thus OARnet became one of the first Internet service providers (ISPs) in Ohio. After commercial ISPs entered the business extensively, OARnet stopped seeking new commercial accounts. A very large increase in backbone capacity occurred (planning 2000–02, installation 2003–04) when it became possible to lease optical fiber lines themselves ("dark fiber"). A new network backbone of 1,850 miles was installed at much higher capacity, and the eTech Ohio Commission and the Ohio Department of Education joined in funding and using OARnet. The fiber-optic backbone was launched in November 2004. In 2006, OARnet provided one of the first networks for delivery of live TV via Internet Protocol, known today as IPTV. OARnet served as the backbone for Ohio News Network to transmit Miami Redhawks hockey. The team finished the 2008-2009 season at the Frozen Four with a 4-3 OT loss to Boston University in the championship. It was one of the first live sports transmission deliveries over IPTV in the US. Another sharp jump in capacity occurred in 2012, when the State of Ohio funded an upgrade of the OARnet backbone to 100 Gigabits per second. Today, more than 1,500 miles of Ohio’s network backbone runs at an ultra-fast 100 Gbit/s, which was recognized by ComputerWorld in the Emerging Technology category of their 2013 Computerworld Honors Laureates program. In November 2012, Case Western Reserve University became the first member institution to connect at 100 Gbit/s to the OARnet backbone. The OARnet leaders have been: Russell M.
