    Cognitive computing refers to technology platforms that, broadly speaking, are based on the scientific disciplines of artificial intelligence and signal processing. In this sense, cognitive computing is a new type of computing with the goal of more accurate models of how the human brain/mind senses, reasons, and responds to stimulus. As such, cognitive computing hardware and applications strive to be more affective and more influential by design. The term "cognitive system" also applies to any artificial construct able to perform a cognitive process where a cognitive process is the transformation of data, information, knowledge, or wisdom to a new level in the DIKW Pyramid. While many cognitive systems employ techniques having their origination in artificial intelligence research, cognitive systems, themselves, may not be artificially intelligent. For example, a neural network trained to recognize cancer on an MRI scan may achieve a higher success rate than a human doctor. This system is certainly a cognitive system but is not artificially intelligent. Cognitive systems may be engineered to feed on dynamic data in real-time, or near real-time, and may draw on multiple sources of information, including both structured and unstructured digital information, as well as sensory inputs (visual, gestural, auditory, or sensor-provided). == Cognitive analytics == Cognitive computing-branded technology platforms typically specialize in the processing and analysis of large, unstructured datasets. == Applications == Education Even if cognitive computing can not take the place of teachers, it can still be a heavy driving force in the education of students.     Information Coding Classification

    The Information Coding Classification (ICC) is a classification system covering almost all extant 6500 knowledge fields (knowledge domains). Its conceptualization goes beyond the scope of the well known library classification systems, such as Dewey Decimal Classification (DDC), Universal Decimal Classification (UDC), and Library of Congress Classification (LCC), by extending also to knowledge systems that so far have not afforded to classify literature. ICC actually presents a flexible universal ordering system for both literature and other kinds of information, set out as knowledge fields. From a methodological point of view, ICC differs from the above-mentioned systems along the following three lines: Its main classes are not based on disciplines but on nine live stages of development, so-called ontical levels. It breaks them roughly down into hierarchical steps by further nine categories which makes decimal number coding possible. The contents of a knowledge field is earmarked via a digital position scheme, which makes the first hierarchical step refer to the nine ontical levels (object areas as subject categories), and the second hierarchical step refer to nine functionally ordered form categories. Respective knowledge fields permit to step down by the same principle to a third and forth level, and even further to a fifth and sixth level. Finally, knowledge field subdivisions will have to conform to said digital position scheme. Hence, for a given knowledge field identical codes will mark identical categories under respective numbers of the coding system. This mnemotechnical aspect of the system helps memorizing and straightaway retrieving the whereabouts of respective interdisciplinary and transdisciplinary fields. The first two hierarchical levels may be regarded as a top- or upper ontology for ontologies and other applications. The terms of the first three hierarchical levels were set out in German and English in Wissensorganisation. Entwicklung, Aufgabe, Anwendung, Zukunft, on pp. 82 to 100. It was published in 2014 and available so far only in German. In the meantime, also the French terms of the knowledge fields have been collected. Competence for maintenance and further development rests with the German Chapter of the International Society for Knowledge Organization (ISKO) e.V. == Historical development == At the end of 1970, Prof. Alwin Diemer, Univ.of Düsseldorf proposed to Ingetraut Dahlberg to undertake a philosophical dissertation on The universal classification system of knowledge, its ontological, epistemological, and information theoretical foundations. Diemer had in mind an innovating ontological approach for such a system based on the whole spectrum of kinds of being and complying with epistemological requirements. The third requirement had already been taken up somehow in the Indian Colon Classification, yet it still called for explanations and additions. In 1974, the dissertation was published in German entitled Grundlagen universaler Wissensordnung. It started with conceptual clarifications, and why and how the term „universal“ was linked to knowledge, including knowledge fields, such as commodity science, artefacts, statistics, patents, standardization, communication, utility services et al. In chapter 3, six universal classification systems (DDC, UDC, LCC, BC, CC and BBK) were presented, analyzed and compared. While preparing the dissertation, Dahlberg started with elaborating the new universal system by first gleaning a lot of extant designations of knowledge fields from whatever available reference works. This was funded by the German Documentation Society (DGD) (1971-2) under the title of Order system of knowledge fields. In addition, the syllabuses of German universities and polytechniques were explored for relevant terms and documented (1975). Thereafter, it seemed necessary to add definitions from special dictionaries and encyclopediae; it soon appeared that the 12.500 terms included numerous synonyms, so that the whole collection boiled down to about 6.500 concept designations (Project Logstruktur, supported by the German Science Foundation (DFG) 1976-78). The outcome of this work was the formulation of 30 theses which ended up in 12 principles for the new system, published 40 years later under. These principles refer not only to theoretical foundations but also to structure and other organizational aspects of the whole array of knowledge fields. In 1974, the digital position scheme for field subdivision had already been developed to allow for classifying classification literature in the bibliographical section of the first issue of the Journal International Classification. In 1977, the entire ICC was ready for presentation at a seminar in Bangalore, India. A publication of the first three hierarchical levels appeared however only in 1982. It was applied to the bibliography of classification systems and thesauri in vol.1 of the International Classification and Indexing Bibliography; it has been updated. == Governing principles == These were published in full length in the book Wissensorganisation. Entwicklung, Aufgabe, Anwendung, Zukunft and the article Information Coding Classification. An example of its application is the structure of the classification system for knowledge organization literature Gliederung der Klassifikationsliteratur. (A simplified version with an additional introduction is given in, p. 71) Principle 6: The ontical levels outlined under principle 4 conform to the „integrative level theory“ which means that every level is integrated in the following one. In addition, each knowledge area presumes the following one. Principle 7: The combination potential of knowledge fields (interdisciplinarity and transdisciplinarity)is determined by the digital position scheme. (Examples are given in, p. 103-4) Principle 8: The categories of the zero-level are general concepts, their possible subdivisions could once be used for classificatory statements.     User modeling

    User modeling is the subdivision of human–computer interaction which describes the process of building up and modifying a conceptual understanding of the user. The main goal of user modeling is customization and adaptation of systems to the user's specific needs. The system needs to "say the 'right' thing at the 'right' time in the 'right' way". To do so it needs an internal representation of the user. Another common purpose is modeling specific kinds of users, including modeling of their skills and declarative knowledge, for use in automatic software-tests. User-models can thus serve as a cheaper alternative to user testing but should not replace user testing. == Background == A user model is the collection and categorization of personal data associated with a specific user. A user model is a (data) structure that is used to capture certain characteristics about an individual user, and a user profile is the actual representation in a given user model. The process of obtaining the user profile is called user modeling. Therefore, it is the basis for any adaptive changes to the system's behavior. Which data is included in the model depends on the purpose of the application. It can include personal information such as users' names and ages, their interests, their skills and knowledge, their goals and plans, their preferences and their dislikes or data about their behavior and their interactions with the system. There are different design patterns for user models, though often a mixture of them is used. Static user models Static user models are the most basic kinds of user models. Once the main data is gathered they are normally not changed again, they are static. Shifts in users' preferences are not registered and no learning algorithms are used to alter the model. Dynamic user models Dynamic user models allow a more up to date representation of users. Changes in their interests, their learning progress or interactions with the system are noticed and influence the user models. The models can thus be updated and take the current needs and goals of the users into account. Stereotype based user models Stereotype based user models are based on demographic statistics. Based on the gathered information users are classified into common stereotypes. The system then adapts to this stereotype. The application therefore can make assumptions about a user even though there might be no data about that specific area, because demographic studies have shown that other users in this stereotype have the same characteristics. Thus, stereotype based user models mainly rely on statistics and do not take into account that personal attributes might not match the stereotype. However, they allow predictions about a user even if there is rather little information about him or her. Highly adaptive user models Highly adaptive user models try to represent one particular user and therefore allow a very high adaptivity of the system. In contrast to stereotype based user models they do not rely on demographic statistics but aim to find a specific solution for each user. Although users can take great benefit from this high adaptivity, this kind of model needs to gather a lot of information first. == Data gathering == Information about users can be gathered in several ways. There are three main methods: Asking for specific facts while (first) interacting with the system Mostly this kind of data gathering is linked with the registration process. While registering users are asked for specific facts, their likes and dislikes and their needs. Often the given answers can be altered afterwards. Learning users' preferences by observing and interpreting their interactions with the system In this case users are not asked directly for their personal data and preferences, but this information is derived from their behavior while interacting with the system. The ways they choose to accomplish a tasks, the combination of things they takes interest in, these observations allow inferences about a specific user. The application dynamically learns from observing these interactions. Different machine learning algorithms may be used to accomplish this task. A hybrid approach which asks for explicit feedback and alters the user model by adaptive learning This approach is a mixture of the ones above. Users have to answer specific questions and give explicit feedback. Furthermore, their interactions with the system are observed and the derived information are used to automatically adjust the user models. Though the first method is a good way to quickly collect main data it lacks the ability to automatically adapt to shifts in users' interests. It depends on the users' readiness to give information and it is unlikely that they are going to edit their answers once the registration process is finished. Therefore, there is a high likelihood that the user models are not up to date. However, this first method allows the users to have full control over the collected data about them. It is their decision which information they are willing to provide. This possibility is missing in the second method. Adaptive changes in a system that learns users' preferences and needs only by interpreting their behavior might appear a bit opaque to the users, because they cannot fully understand and reconstruct why the system behaves the way it does. Moreover, the system is forced to collect a certain amount of data before it is able to predict the users' needs with the required accuracy. Therefore, it takes a certain learning time before a user can benefit from adaptive changes. However, afterwards these automatically adjusted user models allow a quite accurate adaptivity of the system. The hybrid approach tries to combine the advantages of both methods. Through collecting data by directly asking its users it gathers a first stock of information which can be used for adaptive changes. By learning from the users' interactions it can adjust the user models and reach more accuracy. Yet, the designer of the system has to decide, which of these information should have which amount of influence and what to do with learned data that contradicts some of the information given by a user. == System adaptation == Once a system has gathered information about a user it can evaluate that data by preset analytical algorithm and then start to adapt to the user's needs. These adaptations may concern every aspect of the system's behavior and depend on the system's purpose. Information and functions can be presented according to the user's interests, knowledge or goals by displaying only relevant features, hiding information the user does not need, making proposals what to do next and so on. One has to distinguish between adaptive and adaptable systems. In an adaptable system the user can manually change the system's appearance, behavior or functionality by actively selecting the corresponding options. Afterwards the system will stick to these choices. In an adaptive system a dynamic adaption to the user is automatically performed by the system itself, based on the built user model. Thus, an adaptive system needs ways to interpret information about the user in order to make these adaptations. One way to accomplish this task is implementing rule-based filtering. In this case a set of IF... THEN... rules is established that covers the knowledge base of the system. The IF-conditions can check for specific user-information and if they match the THEN-branch is performed which is responsible for the adaptive changes. Another approach is based on collaborative filtering. In this case information about a user is compared to that of other users of the same systems. Thus, if characteristics of the current user match those of another, the system can make assumptions about the current user by presuming that he or she is likely to have similar characteristics in areas where the model of the current user is lacking data. Based on these assumption the system then can perform adaptive changes. == Usages == Adaptive hypermedia: In an adaptive hypermedia system the displayed content and the offered hyperlinks are chosen on basis of users' specific characteristics, taking their goals, interests, knowledge and abilities into account. Thus, an adaptive hypermedia system aims to reduce the "lost in hyperspace" syndrome by presenting only relevant information. Adaptive educational hypermedia: Being a subdivision of adaptive hypermedia the main focus of adaptive educational hypermedia lies on education, displaying content and hyperlinks corresponding to the user's knowledge on the field of study. Intelligent tutoring system: Unlike adaptive educational hypermedia systems intelligent tutoring systems are stand-alone systems. Their aim is to help students in a specific field of study.     KL-ONE (pronounced "kay ell won") is a knowledge representation system in the tradition of semantic networks and frames; that is, it is a frame language. The system is an attempt to overcome semantic indistinctness in semantic network representations and to explicitly represent conceptual information as a structured inheritance network. == Overview == There is a whole family of KL-ONE-like systems. One of the innovations that KL-ONE initiated was the use of a deductive classifier, an automated reasoning engine that can validate a frame ontology and deduce new information about the ontology based on the initial information provided by a domain expert. Frames in KL-ONE are called concepts. These form hierarchies using subsume-relations; in the KL-ONE terminology a super class is said to subsume its subclasses. Multiple inheritance is allowed. Actually a concept is said to be well-formed only if it inherits from more than one other concept. All concepts, except the top concept (usually THING), must have at least one super class. In KL-ONE descriptions are separated into two basic classes of concepts: primitive and defined. Primitives are domain concepts that are not fully defined. This means that given all the properties of a concept, this is not sufficient to classify it. They may also be viewed as incomplete definitions. Using the same view, defined concepts are complete definitions. Given the properties of a concept, these are necessary and sufficient conditions to classify the concept. The slot-concept is called roles and the values of the roles are role-fillers. There are several different types of roles to be used in different situations.     Score bug

    A score bug is a digital on-screen graphic which is displayed in a broadcast of a sporting event, displaying the current score and other statistics. It is similar in function to a scoreboard, and is usually placed at either the top or lower third of the television screen. == History == The concept of a persistent score bug was devised by Sky Sports head David Hill, who was dissatisfied over having to wait to see what the score was after tuning into a football match in-progress. The score bug was introduced when Sky launched its coverage of the then newly-formed English Premier League in August 1992. Hill's boss repeatedly demanded that the graphic be removed, describing it as the "stupidest thing [he] had ever seen". Hill defied the boss's demands and kept the graphic in place. ITV introduced a score bug at the start of the 1993–94 football season, and the BBC introduced a score bug towards the end of 1993. The concept was introduced to the United States by ABC Sports and ESPN during coverage of the 1994 FIFA World Cup. Their justification for the graphic was to provide a location for a rotating series of sponsor logos, in order to allow matches to air without commercial interruption. With the acquisition of rights to the National Football League (NFL) by BSkyB's American sibling Fox (a fellow venture of Rupert Murdoch), Hill became the first president of Fox Sports. Under Hill's leadership, Fox introduced a version of the score bug branded as the "Fox Box", which was part of its inaugural season of NFL coverage in 1994. Variety criticized it as an "annoying see-through clock and score graphic" and expressed concern for people "who actually watched the beginning of the game and would rather have their screen clear of graphics". Hill even received a death threat from an irate viewer, with a specific emphasis on him being a "foreigner", but the score bug soon became a ubiquitous feature for American football broadcasts, along with almost all American sports broadcasts in the years that followed. Dick Ebersol of NBC Sports initially opposed the idea of a score bug, as he thought that fans would dislike seeing more graphics on the screen and would change the channel from blowout games if the score was constantly being displayed. Since the 2010s, the on-air design and positioning of some score bugs have been influenced by the needs of Internet video (especially when viewing an event on devices with smaller screens), including bugs noticeably larger than prior iterations designed with television viewing in mind, or designs primarily kept towards the bottom-center of the screen (easing the ability for the bug to remain visible when highlights are cropped for square videos posted on social media). == Details == Score bugs used in team sports typically include the names of both teams, an abbreviation of the team's name, and/or the team's logo; for individual sports, they include the names of individual competitors. In sports where a game clock or playing periods are used, those are generally also displayed as part of the score bug. Some broadcasts also include teams' win-loss records. In 2024, ESPN experimented with adding a persistent win probability meter to its bug in Major League Baseball, which was based on input from its statisticians. === Variations === In addition to the above information, score bugs in some sports include additional information: In baseball, score bugs display the current inning, number of outs, the pitch clock if applicable, and a graphic displaying which bases are occupied; and usually include names of the current pitcher and batter, the pitcher's pitch count, and the number of balls and strikes accrued by the batter. In basketball, score bugs generally include the shot clock, the number of fouls accrued by each team, and whether a team is in the bonus. In cricket, score bugs often take the form of larger dashboards across the bottom of the screen, displaying the current team up and their number of runs, wickets, and overs, a display showing the runs scored and number of balls faced by the current batting partnership, and statistics for the opposing team's bowler (including the number of wickets scored and runs given up). In American football, score bugs usually include the play clock and the down and distance of the current play; they also incorporate graphics indicating when a penalty flag has been thrown. In ice hockey, score bugs display when a penalty or power play is in effect, and often include the number of shots on goal accrued by each team. In golf, Fox popularized the display of a persistent leaderboard graphic in the bottom-right of the screen, usually displaying the top 5. ==== Racing ==== Telecasts of automobile races often include a score bug with the current positions of participants, statistics such as distance behind the leader, and the remaining distance or number of laps.     4E cognition

    4E cognition refers to a group of theories in (the philosophy of) cognitive science that challenge traditional views of the mind as something that happens only inside the brain. The four Es stand for: embodied, meaning that a brain is found in and, more importantly, vitally interconnected with a larger physical/biological body; embedded, which refers to the limitations placed on the body by the external environment and laws of nature; extended, which argues that the mind is supplemented and even enhanced by the exterior world (e.g., writing, a calculator, etc.); and enactive, which is the argument that without dynamic processes, actions that require reactions, the mind would be ineffectual. It could be argued that the four Es are compounding extensions of cognition or the mind, being part of a body that is, in turn, part of an environment which limits it but also allows for certain extensions, all of which require dynamic actions and reactions. == History == Ideas of embodied cognition, or rather the idea that our physical bodies play a crucial role in our decision making, can be traced back as far as Plato's dialogues and Aristotelian thought. It was, however, in the twentieth century that this debate began to resemble the current discussion, fueled by disagreements between cognitivists and behaviourists. Tensions within cognitivism, as well as the increasing popularity of neurobiology, led, on the one side, to a predominant focus on internal, cognitive processes while neglecting environmental factors, which in turn caused a push-back fuelling our modern understanding of embodied cognition. The term 4E cognition is hard to trace back to its first use, however, some sources attribute it to Shaun Gallagher and the conference on 4E cognition he organised in 2007, while others indicate the term to be first used in 2006 at an 'Embodied mind workshop' at Cardiff University that Gallagher attended. Embodiment or embodied cognition arguably presents the bridge between cognitivism and 4E cognition as the embodiment of cognitive function provides the necessary conditions for embeddedness, enactedness, and extendedness to connect to cognition. 4E cognition was and is heavily influenced by phenomenology. The ideas are still rather fragmented in nature due to their four main components, which can not be neatly divided, causing conceptual questions of internal boundary concepts. As a young field, it is held back both by its fragmented nature and a relative lack of critical evaluations. It is important to acknowledge that 4E cognition, though young, is a broad field containing and combining several different theoretical perspectives that conflict with one another to varying degrees. The somewhat convoluted and competing nature of the theories that can be grouped as 4E cognition, as well as the field's relative youth, make it difficult to put together an exhaustive history beyond the history of its four main theoretical pillars: embodiment, embeddedness, extendedness, and enactedness. == Importance and core tenets of 4E == If there are separate theories of cognition (e.g., embodied, extended, etc.), why group them under this umbrella, causing important epistemological and especially ontological dilemmas? Notably, other theories of 'non-traditional' cognition are not included under the 4E umbrella. The four E's in 4E cognition importantly all reject, or at a minimum draw into question, some of the core tenets of traditional cognitivism. Importantly, 4E cognition is seen as deindividualizing cognition to some extent, allowing for a broader examination of the interplay of personal, social, political, and ethical aspects that shape human cognition. This can be compared to advancements in the field of epigenetics, which have allowed for a broader examination of environmental (both natural and social) factors and their influence on what had previously only been subject to genetic theorizing. In a similar vein, 4E cognition might also help ground cognition in evolutionary theory by extending cognition to a biological account subject to development over time by means of evolution. Overall, the importance of the extension that is 4E cognition aims to reexamine ideas of a self-centered view of cognition, advocating for a more holistic approach. Ideally, this would allow us to reconsider ideas of justice and individual rights and responsibilities that take into account a more nuanced understanding of the relations between people and their context, balancing self-agency with factors beyond it. === Conceptual differences from cognitive psychology === According to the traditional teachings of cognitive psychology, cognition is a type of information processing based on representational mental structures. This idea, as the name suggests, was heavily influenced by computer science. In this light, the brain is a kind of central processing unit that organises and directs all else. The classical cognitivist view draws a strong boundary between 'the internal' and 'the external', where cognition is solely a subject of 'the internal' realm. The four E's, however, break down this boundary. Cognition can not reside solely within the confines of our heads if it is also embodied, embedded, enacted, and extended. In a way, 4E cognition is interested in the extracranial processes affecting cognition. == From embodied cognition to 4E cognition == === The strong and the weak view === ==== Embodied cognition ==== Broadly speaking, there is a strong and a weak perspective of embodied cognition in 4E cognition. The weak understanding refers to mental processes being causally dependent on extracranial processes. This essentially means that there is a cause and effect or action-reaction relationship between the mind and the body and its environment, etc. The strong perspective views extracranial processes as a (partial) constitutive aspect of cognition. An example here could be using a calculator to solve math problems. The calculator is not part of your brain or mind, but it supports your cognitive processes. === Extracranial processes: bodily or extrabodily === In addition to the weak and the strong reading of 4E cognition, there is also the distinction between bodily and extrabodily extracranial processes. Bodily extracranial processes refer to processes within the body, e.g., sensory perception. In particular, the claims of embodied cognition centering around the body appear to conflict with the tenets of extended cognition, which also appear to conflict with the body/environment distinction that is central to enactivism. Some theoreticians argue that the umbrella of 4E theories is still lacking a common language that might bridge the gaps between the theories that constitute it. There is also the concern that the grouping of such variable theories results in an important loss of nuance and complexity, which is a part of human cognition. Another concern raised is the "dogma of harmony". The criticism contained there regards the notion that within 4E theorizing, there is generally an optimistic and harmonic expectation of the extension between humans and their technologies, ignoring the possibility of those extensions detracting from cognition in some way rather than adding to it. Recent attempts to incorporate embodied cognitive neuroscience have been argued to hold the potential to resolve internal issues within 4E cognition.     TRAIGA, or the Texas Responsible Artificial Intelligence Governance Act, is a state law regulating the development and deployment of artificial intelligence (AI) systems in Texas. Sponsored by Representative Giovanni Capriglione, the Act establishes a framework governing certain uses of AI, outlines prohibited uses, and creates obligations on state government entities, among other provisions. TRAIGA was signed into law in 2025 and took effect on January 1, 2026. The law applies to AI developers and deployers that conduct business in Texas or whose systems are used by Texas residents. It prohibits the intentional development or deployment of AI systems to incite harm, violate constitutional rights, engage in unlawful discrimination, and produce child sexual abuse material or unlawful deepfakes. TRAIGA also establishes the Texas Artificial Intelligence Council and creates a regulatory sandbox program. The Texas Attorney General is charged with enforcement. It has received attention as one of the first comprehensive AI-related laws enacted by a U.S. state. Legal analysts have compared it to the European Union (EU) Artificial Intelligence Act and the Colorado AI Act, noting its intent-based discrimination standard and narrower scope relative to those frameworks. == Background == In June 2023, Texas Governor Greg Abbott signed House Bill 2060, which created an Artificial Intelligence Advisory Council within the Texas Department of Information Resources. The Council was tasked with monitoring the use of AI systems across state government. Its membership included representatives from law enforcement, academia, and the legal profession. After submitting a report to state policymakers, the Council was disbanded in December 2024. Separately, the Texas House Select Committee on Artificial Intelligence and Emerging Technologies was created in 2023 to examine the political and social implications of artificial intelligence. Among its recommendations was the creation of a regulatory sandbox to allow for controlled testing of AI systems. This recommendation informed the regulatory sandbox provision included in TRAIGA. == History == In December 2024, Representative Capriglione introduced House Bill 1709, the Texas Responsible Artificial Intelligence Governance Act. The bill sought to create a statewide framework for artificial intelligence, including transparency requirements for companies deploying AI systems, restrictions on certain uses of AI, and the creation of a regulatory sandbox. Modeled in part on the EU Artificial Intelligence Act and the Colorado AI Act, House Bill 1709 focused on "high-risk" AI systems and included provisions addressing private sector liability. House Bill 1709 did not advance during the legislative session. Industry stakeholders raised concerns that several provisions were overly burdensome. The bill informed the development of a revised proposal, House Bill 149, also titled the Texas Responsible Artificial Intelligence Governance Act. The revised version removed requirements for private companies to notify consumers when they interact with AI systems and to conduct impact assessments, among other provisions. In April 2025, an amended version of House Bill 149 passed the Texas House of Representatives and was referred to the Senate Committee on Business and Commerce. The bill later received approval from both chambers, where the House voted on amendments adopted by the Senate. On May 31, 2025, the state legislature passed House Bill 149, one of several AI-related bills considered during the legislative session. Governor Abbott signed TRAIGA into law on June 22, 2025. During the legislative process, a proposed federal moratorium on state-level AI regulation initially raised questions about the enforceability of state AI laws, including TRAIGA. At the time of signing, Governor Abbott stated that Texas would ensure compliance with applicable federal requirements. In July 2025, the United States Senate voted to remove the proposed moratorium from federal legislation. The Act took effect on January 1, 2026. == Provisions == === Definitions and scope === TRAIGA applies to AI developers and deployers that advertise or conduct business in Texas, develop products used by Texas residents, or develop or deploy AI systems within the state. The Act also applies to Texas state and local government entities. The Act defines a developer as a person who develops an AI system and a deployer as one who deploys an AI system in Texas. Consumers are defined as Texas residents. The Act defines an artificial intelligence system as a machine-based system that "infers from the inputs the system receives how to generate outputs, including content, decisions, predictions, or recommendations, that can influence physical or virtual environments." === Government use === The Act requires government agencies to provide consumers with plain language notices before interacting with AI systems. It also prohibits government agencies from using artificial intelligence systems to assign social scores to consumers. It also restricts the use of AI systems to identify individuals using biometric data without the individual’s consent. === Prohibitions === The Act prohibits the development or deployment of artificial intelligence systems intended to cause harm, self-harm, or criminal activity. It also prohibits the development or deployment of AI systems designed to violate constitutional rights or unlawfully discriminate based on protected classes. In addition, the Act prohibits the development or deployment of AI systems that are intended to produce or distribute child sexual abuse material or unlawful deepfakes. === Enforcement === Enforcement authority under the Act rests with the Texas Attorney General. The Act does not create a private right of action. The Act requires the Texas Attorney General to create an online complaint system where consumers may submit allegations of potential violations. The Attorney General can investigate complaints received through this system and may request information relevant to the operation of an AI system, including information about training data. Before initiating an enforcement action, the Attorney General must provide a written notice to the alleged violator, who is then provided with a 60-day period to cure the alleged violation. === Penalties === If a violation is not cured, the Act authorizes civil penalties. Penalties range from $10,000 to $12,000 per curable violation and from $80,000 to $200,000 per non-curable violation. The Act also authorizes additional penalties of $2,000 to $40,000 for each day the violation continues. If the Attorney General determines that a person certified or licensed by a state agency has violated the Act and recommends enforcement, the relevant agency may impose additional administrative sanctions, including license suspension or further monetary penalties. === Safe harbor === The Act provides an affirmative defense for AI developers and deployers who identify potential violations through internal testing or auditing or who demonstrate compliance with National Institute of Standards and Technology (NIST)'s Artificial Intelligence Risk Management Framework or a comparable risk management framework. The Act also affords protection to developers and deployers when a third party uses their AI systems in a way that violates the Act. === Texas Artificial Intelligence Council === The Act creates the Texas Artificial Intelligence Council to assist the state legislatures in evaluating artificial intelligence policy and oversight. The Council is charged with developing recommendations for state agencies regarding the use of AI systems and with overseeing the regulatory sandbox. TRAIGA gives the Council the ability to organize AI-related training for state entities and issue reports concerning artificial intelligence. The Council does not have binding rulemaking authority.     Audio inpainting (also known as audio interpolation) is an audio restoration task which deals with the reconstruction of missing or corrupted portions of a digital audio signal. Inpainting techniques are employed when parts of the audio have been lost due to various factors such as transmission errors, data corruption or errors during recording. The goal of audio inpainting is to fill in the gaps (i.e., the missing portions) in the audio signal seamlessly, making the reconstructed portions indistinguishable from the original content and avoiding the introduction of audible distortions or alterations. Many techniques have been proposed to solve the audio inpainting problem and this is usually achieved by analyzing the temporal and spectral information surrounding each missing portion of the considered audio signal. Classic methods employ statistical models or digital signal processing algorithms to predict and synthesize the missing or damaged sections. Recent solutions, instead, take advantage of deep learning models, thanks to the growing trend of exploiting data-driven methods in the context of audio restoration. Depending on the extent of the lost information, the inpainting task can be divided in three categories. Short inpainting refers to the reconstruction of few milliseconds (approximately less than 10) of missing signal, that occurs in the case of short distortions such as clicks or clipping. In this case, the goal of the reconstruction is to recover the lost information exactly. In long inpainting instead, with gaps in the order of hundreds of milliseconds or even seconds, this goal becomes unrealistic, since restoration techniques cannot rely on local information. Therefore, besides providing a coherent reconstruction, the algorithms need to generate new information that has to be semantically compatible with the surrounding context (i.e., the audio signal surrounding the gaps). The case of medium duration gaps lays between short and long inpainting. It refers to the reconstruction of tens of millisecond of missing data, a scale where the non-stationary characteristic of audio already becomes important. == Definition == Consider a digital audio signal x {\displaystyle \mathbf {x} } . These can vary significantly, influenced by factors such as the specific application requirements, the length of the gaps and the available data. In the literature, these techniques are broadly divided in model-based techniques (sometimes also referred as signal processing techniques) and data-driven techniques. === Model-based techniques === Model-based techniques involve the exploitation of mathematical models or assumptions about the underlying structure of the audio signal. These models can be based on prior knowledge of the audio content or statistical properties observed in the data. By leveraging these models, missing or corrupted portions of the audio signal can be inferred or estimated. An example of a model-based techniques are autoregressive models. These methods interpolate or extrapolate the missing samples based on the neighboring values, by using mathematical functions to approximate the missing data. In particular, in autoregressive models the missing samples are completed through linear prediction. The autoregressive coefficients necessary for this prediction are learned from the surrounding audio data, specifically from the data adjacent to each gap. Some more recent techniques approach audio inpainting by representing audio signals as sparse linear combinations of a limited number of basis functions (as for example in the Short Time Fourier Transform). In this context, the aim is to find the sparse representation of the missing section of the signal that most accurately matches the surrounding, unaffected signal. The aforementioned methods exhibit optimal performance when applied to filling in relatively short gaps, lasting only a few tens of milliseconds, and thus they can be included in the context of short inpainting. However, these signal-processing techniques tend to struggle when dealing with longer gaps. The reason behind this limitation lies in the violation of the stationarity condition, as the signal often undergoes significant changes after the gap, making it substantially different from the signal preceding the gap. As a way to overcome these limitations, some approaches add strong assumptions also about the fundamental structure of the gap itself, exploiting sinusoidal modeling or similarity graphs to perform inpainting of longer missing portions of audio signals. === Data-driven techniques === Data-driven techniques rely on the analysis and exploitation of the available audio data. These techniques often employ deep learning algorithms that learn patterns and relationships directly from the provided data. They involve training models on large datasets of audio examples, allowing them to capture the statistical regularities present in the audio signals. Once trained, these models can be used to generate missing portions of the audio signal based on the learned representations, without being restricted by stationarity assumptions. Data-driven techniques also offer the advantage of adaptability and flexibility, as they can learn from diverse audio datasets and potentially handle complex inpainting scenarios. As of today, such techniques constitute the state-of-the-art of audio inpainting, being able to reconstruct gaps of hundreds of milliseconds or even seconds. These performances are made possible by the use of generative models that have the capability to generate novel content to fill in the missing portions. For example, generative adversarial networks, which are the state-of-the-art of generative models in many areas, rely on two competing neural networks trained simultaneously in a two-player minmax game: the generator produces new data from samples of a random variable, the discriminator attempts to distinguish between generated and real data. During the training, the generator's objective is to fool the discriminator, while the discriminator attempts to learn to better classify real and fake data. In GAN-based inpainting methods the generator acts as a context encoder and produces a plausible completion for the gap only given the available information surrounding it. The discriminator is used to train the generator and tests the consistency of the produced inpainted audio. Recently, also diffusion models have established themselves as the state-of-the-art of generative models in many fields, often beating even GAN-based solutions.     The Interim Measures for the Management of Anthropomorphic AI Interactive Services (Chinese: 人工智能拟人化互动服务管理暂行办法) is a document proposed by the Cyberspace Administration of China to regulate anthropomorphic artificial intelligence systems. The draft was released on December 27, 2026 for public comment period until January 25, 2026. The proposed document would prohibit AI companies and users of AI services from generating certain types of content deemed harmful to national interests or the social order, and impose various regulatory and safety requirements on providers of AI systems. The proposed regulation is motivated by concerns about the psychological and social effects of AI systems that are perceived as personalities by their users, including addiction, encouragement of self-harm, or generation of illegal content. == Description == === Scope === The regulation would apply to AI systems that are offered to the general public within China. They would not apply to company-internal or research use, or to products that are only available outside of China. For the purpose of the regulation, anthropomorphic Ai systems are defined as those that "simulate human personality traits, modes of thinking, and communication styles, and that engage in emotional interaction with humans through text, images, audio, video, or other means". === Requirements === The regulation would require AI providers to monitor users for signs of harmful use and to take various interventions when indications of harmful use are detected. It would also prohibit AI systems from certain types of behaviors and generation of certain types of content. In some circumstances where a user appears to be at risk of self harm, the system would be required to hand over control to a human operator who would manually intervene. The regulation would also require more rigorous practices for managing the provenance of training data used to develop these systems, and would require explicit opt-in consent from users before their interactions with an AI system were used as training data.     In computer science, learning vector quantization (LVQ) is a prototype-based supervised classification algorithm. LVQ is the supervised counterpart of vector quantization systems. LVQ can be understood as a special case of an artificial neural network, more precisely, it applies a winner-take-all Hebbian learning-based approach. It is a precursor to self-organizing maps (SOM) and related to neural gas and the k-nearest neighbor algorithm (k-NN). LVQ was invented by Teuvo Kohonen. == Definition == An LVQ system is represented by prototypes W = ( w ( i ) , . . . , w ( n ) ) {\displaystyle W=(w(i),...,w(n))} which are defined in the feature space of observed data. In winner-take-all training algorithms one determines, for each data point, the prototype which is closest to the input according to a given distance measure. An advantage of LVQ is that it creates prototypes that are easy to interpret for experts in the respective application domain.     Bump was an iOS and Android mobile app that enabled smartphone users to transfer contact information, photos and files between devices. In 2011, it was #8 on Apple's list of all-time most popular free iPhone apps, and by February 2013 it had been downloaded 125 million times. Its developer, Bump Technologies, shut down the service and discontinued the app on January 31, 2014, after being acquired by Google for Google Photos and Android Camera. == Features == Bump sent contact information, photos and files to another device over the internet. Before activating the transfer, each user confirmed what they want to send to the other user. To initiate a transfer, two people physically bumped their phones together. A screen appeared on both users' smartphone displays, allowing them to confirm what they want to send to each other. When two users bumped their phones, software on the phones send a variety of sensor data to an algorithm running on Bump servers, which included the location of the phone, accelerometer readings, IP address, and other sensor readings. The algorithm figured out which two phones felt the same physical bump and then transfers the information between those phones. Bump did not use Near Field Communication. February 2012 release of Bump 3.0 for iOS, the company streamlined the app to focus on its most frequently used features: contact and photo sharing. Bump 3.0 for Android maintained the features eliminated from the iOS version but moved them behind swipeable layers. In May 2012, a Bump update enabled users to transfer photos from their phone to their computer via a web service. To initiate a transfer, the user goes to the Bump website on their computer and bumps the smartphone on the computer keyboard's space bar. By December 2012, various Bump updates for iOS and Android had added the abilities to share video, audio, and any files. Users swipe to access those features. In February 2013, an update to the Bump iOS and Android apps enabled users to transfer photos, videos, contacts and other files from a computer to a smartphone and vice versa via a web service. To perform the transfer, users went to the Bump website on their computer and bump the smartphone on the computer keyboard's space bar. == History == The underlying idea of a synchronous gesture like bumping two devices for content transfer or pairing them was first conceived by Ken Hinkley of Microsoft Research in 2003. This idea was presented at a user interface and technology conference that same year. The paper proposed the use of accelerometers and a bumping gesture of two devices to enable communication, screen sharing and content transfer between them. Similar to this original concept, the idea for Bump app was conceived by David Lieb, a former employee of Texas Instruments, while he was attending the University of Chicago Booth School of Business for his MBA. While going through the orientation and meeting process of business school, he became frustrated by constantly entering contact information into his iPhone and felt that the process could be improved. His fellow Texas Instruments employees Andy Huibers and Jake Mintz, who was a classmate of Lieb's at the University of Chicago's MBA program, joined Lieb to form Bump Technologies. Bump Technologies launched in 2008 and is located in Mountain View, CA. Early funding for the project was provided by startup incubator Y Combinator, Sequoia Capital and other angel investors. It gained attention at the CTIA international wireless conference, due to its accessibility and novelty factor. In October 2009, Bump received $3.4m in Series A funding followed in January 2011 with a $16m series B financing round led by Andreessen Horowitz. Silicon Valley venture capitalist Marc Andreessen sits on the company's board. The Bump app debuted in the Apple iOS App Store in March 2009 and was “one of the apps that helped to define the iPhone” (Harry McCracken, Technologizer). It soon became the billionth download on Apple's App Store. An Android version launched in November 2009. By the time Bump 3.0 for iOS was released in February 2012, the app had been installed 77 million times, with users sharing more than 2 million photos daily. As of February 2013, there had been 125 million Bump app downloads. == Other apps created by Bump Technologies == Bump Technologies worked with PayPal in March 2010 to create a PayPal iPhone application. The application, which allows two users to automatically activate an Internet transfer of money between their accounts, found widespread adoption. A similar version was released for Android in August 2010. The Bump capability in PayPal's apps was removed in March 2012. At that time, Bump Technologies released Bump Pay, an iOS app that lets users transfer money via PayPal by physically bumping two smartphones together. The tool was originally created for the Bump team to use when splitting up restaurant bills. The payment feature was not added to the Bump app because the company “wanted to make it as simple as possible so people understand how this works,” Lieb told ABC News. Bump Pay was the first app from the company's Bump Labs initiative. A goal of Bump Labs is to test new app ideas that may not fit within the main Bump app. ING Direct added a feature to its iPhone app in 2011 that lets users transfer money to each other using Bump's technology. The feature was later added to its Android app, now called Capital One 360. In July 2012, Bump Technologies released Flock, an iPhone photo sharing app. An Android version was released in December 2012. Using geolocation data embedded in photos and a user's Facebook connections, Flock finds pictures the user takes while out with friends and family and puts everyone's photos from that event into a single shared album. Users receive a push notification after the event, asking if they want to share their photos with friends who were there in the moment. The app will also scan previous photos in the iPhone camera roll and uncover photos that have yet to be shared. If location services were enabled at the time a photo was taken, Flock allows users to create an album of photos from the past with the friends who were there with them. == Acquisition by Google == On September 16, 2013, Bump Technologies announced that it had been acquired by Google. On December 31, 2013, they broke the news that both Bump and Flock would be discontinued so that the team could focus on new projects at Google. The apps were removed from the App Store and Google Play on January 31, 2014. The company subsequently deleted all user data and shut down their servers, thus rendering existing installations of the apps inoperable.

In 2016, after eight years at Facebook, Vernal announced his plans to leave the company. In May 2016, he joined Sequoia Capital, a venture-capital firm specializing in technology startups. He is an early investor in Rippling, Clay, Notion and Statsig. In July 2023, The Information reported that Vernal was departing Sequoia.
