    A software development process prescribes a process for developing software. It typically divides an overall effort into smaller steps or sub-processes that are intended to ensure high-quality results. The process may describe specific deliverables – artifacts to be created and completed. Although not strictly limited to it, software development process often refers to the high-level process that governs the development of a software system from its beginning to its end of life – known as a methodology, model or framework. The system development life cycle (SDLC) describes the typical phases that a development effort goes through from the beginning to the end of life for a system – including a software system. A methodology prescribes how engineers go about their work in order to move the system through its life cycle. A methodology is a classification of processes or a blueprint for a process that is devised for the SDLC. For example, many processes can be classified as a spiral model. Software process and software quality are closely interrelated; some unexpected facets and effects have been observed in practice. == Methodology == The SDLC drives the definition of a methodology in that a methodology must address the phases of the SDLC. Generally, a methodology is designed to result in a high-quality system that meets or exceeds expectations (requirements) and is delivered on time and within budget even though computer systems can be complex and integrate disparate components. Various methodologies have been devised, including waterfall, spiral, agile, rapid prototyping, incremental, and synchronize and stabilize. A major difference between methodologies is the degree to which the phases are sequential vs. iterative. Agile methodologies, such as XP and scrum, focus on lightweight processes that allow for rapid changes. Iterative methodologies, such as Rational Unified Process and dynamic systems development method, focus on stabilizing project scope and iteratively expanding or improving products. Sequential or big-design-up-front (BDUF) models, such as waterfall, focus on complete and correct planning to guide larger projects and limit risks to successful and predictable results. Anamorphic development is guided by project scope and adaptive iterations. In scrum, for example, one could say a single user story goes through all the phases of the SDLC within a two-week sprint. By contrast the waterfall methodology, where every business requirement is translated into feature/functional descriptions which are then all implemented typically over a period of months or longer. A project can include both a project life cycle (PLC) and an SDLC, which describe different activities. According to Taylor (2004), "the project life cycle encompasses all the activities of the project, while the systems development life cycle focuses on realizing the product requirements". === History === The term SDLC is often used as an abbreviated version of SDLC methodology. Further, some use SDLC and traditional SDLC to mean the waterfall methodology. According to Elliott (2004), SDLC "originated in the 1960s, to develop large scale functional business systems in an age of large scale business conglomerates. Information systems activities revolved around heavy data processing and number crunching routines". The structured systems analysis and design method (SSADM) was produced for the UK government Office of Government Commerce in the 1980s. Ever since, according to Elliott (2004), "the traditional life cycle approaches to systems development have been increasingly replaced with alternative approaches and frameworks, which attempted to overcome some of the inherent deficiencies of the traditional SDLC". The main idea of the SDLC has been "to pursue the development of information systems in a very deliberate, structured and methodical way, requiring each stage of the life cycle––from the inception of the idea to delivery of the final system––to be carried out rigidly and sequentially" within the context of the framework being applied. Agile Agile software development refers to a group of frameworks based on iterative development, where requirements and solutions evolve via collaboration between self-organizing cross-functional teams. The term was coined in the year 2001 when the Agile Manifesto was formulated. Waterfall The waterfall model is a sequential development approach, in which development flows one-way (like a waterfall) through the SDLC phases. Spiral In 1988, Barry Boehm published a software system development spiral model, which combines key aspects of the waterfall model and rapid prototyping, in an effort to combine advantages of top-down and bottom-up concepts. It emphases a key area many felt had been neglected by other methodologies: deliberate iterative risk analysis, particularly suited to large-scale complex systems. Incremental Various methods combine linear and iterative methodologies, with the primary objective of reducing inherent project risk by breaking a project into smaller segments and providing more ease-of-change during the development process. Prototyping Software prototyping is about creating prototypes, i.e. incomplete versions of the software program being developed. Rapid Rapid application development (RAD) is a methodology which favors iterative development and the rapid construction of prototypes instead of large amounts of up-front planning. The "planning" of software developed using RAD is interleaved with writing the software itself. The lack of extensive pre-planning generally allows software to be written much faster and makes it easier to change requirements. Shape Up Shape Up is a software development approach introduced by Basecamp in 2018. It is a set of principles and techniques that Basecamp developed internally to overcome the problem of projects dragging on with no clear end. Its primary target audience is remote teams. Shape Up has no estimation and velocity tracking, backlogs, or sprints, unlike waterfall, agile, or scrum. Instead, those concepts are replaced with appetite, betting, and cycles. As of 2022, besides Basecamp, notable organizations that have adopted Shape Up include UserVoice and Block. Chaos Chaos model has one main rule: always resolve the most important issue first. Incremental funding Incremental funding methodology - an iterative approach. Lightweight Lightweight methodology - a general term for methods that only have a few rules and practices. Structured systems analysis and design Structured systems analysis and design method - a specific version of waterfall. Slow programming As part of the larger slow movement, emphasizes careful and gradual work without (or minimal) time pressures. Slow programming aims to avoid bugs and overly quick release schedules. UP organizes the development of software into four phases, each consisting of one or more executable iterations of the software at that stage of development: inception, elaboration, construction, and guidelines. === Comparison === The waterfall model describes the SDLC phases such that each builds on the result of the previous one.     A Digital Cinema Package (DCP) is a collection of digital files used to store and convey digital cinema (DC) audio, image, and data streams. The term was popularized by Digital Cinema Initiatives, LLC in its original recommendation for packaging DC contents. However, the industry tends to apply the term to the structure more formally known as the composition. A DCP is a container format for compositions, a hierarchical file structure that represents a title version. The DCP may carry a partial composition (e.g. not a complete set of files), a single complete composition, or multiple and complete compositions. The composition consists of a Composition Playlist (in XML format) that defines the playback sequence of a set of Track Files. Track Files carry the essence (audio, image, subtitles), which is wrapped using Material eXchange Format (MXF). Track Files must contain only one essence type. Two track files at a minimum must be present in every composition (see SMPTE ST429-2 D-Cinema Packaging – DCP Constraints, or Cinepedia): a track file carrying picture essence, and a track file carrying audio essence. The composition, consisting of a Composition Playlist (CPL) and associated track files, are distributed as a Digital Cinema Package (DCP). A composition is a complete representation of a title version, while the DCP need not carry a full composition. However, as already noted, it is commonplace in the industry to discuss the title in terms of a DCP, as that is the deliverable to the cinema. The Picture Track File essence is compressed using JPEG 2000 and the Audio Track File carries a 24-bit linear PCM uncompressed multichannel WAV file. Encryption may optionally be applied to the essence of a track file to protect it from unauthorized use. The encryption used is AES 128-bit in CBC mode. In practice, there are two versions of composition in use. The original version is called Interop DCP. In 2009, a specification was published by SMPTE (SMPTE ST 429-2 Digital Cinema Packaging – DCP Constraints) for what is commonly referred to as SMPTE DCP. SMPTE DCP is similar but not backwards compatible with Interop DCP, resulting in an uphill effort to transition the industry from Interop DCP to SMPTE DCP. SMPTE DCP requires significant constraints to ensure success in the field, as shown by ISDCF. While legacy support for Interop DCP is necessary for commercial products, new productions are encouraged to be distributed in SMPTE DCP. == Technical specifications == The DCP root folder (in the storage medium) contains a number of files, some used to store the image and audio contents, and some other used to organize and manage the whole playlist. === Picture MXF files === Picture contents may be stored in one or more reels corresponding to one or more MXF files. Each reel contains pictures as MPEG-2 or JPEG 2000 essence, depending on the adopted codec. MPEG-2 is no longer compliant with the DCI specification. JPEG 2000 is the only accepted compression format. Supported frame rates are: SMPTE (JPEG 2000) 24, 25, 30, 48, 50, and 60 fps @ 2K 24, 25, and 30 fps @ 4K 24 and 48 fps @ 2K stereoscopic MXF Interop (JPEG 2000) – Deprecated 24 and 48 fps @ 2K (MXF Interop can be encoded at 25 frame/s but support is not guaranteed) 24 fps @ 4K 24 fps @ 2K stereoscopic MXF Interop (MPEG-2) – Deprecated 23.976 and 24 fps @ 1920 × 1080 Maximum frame sizes are 2048 × 1080 for 2K DC, and 4096 × 2160 for 4K DC. Common formats are: SMPTE (JPEG 2000) Flat (1998 × 1080 or 3996 × 2160), = 1.85:1 aspect ratio Scope (2048 × 858 or 4096 × 1716), ~2.39:1 aspect ratio HDTV (1920 × 1080 or 3840 × 2160), 16:9 aspect ratio (~1.78:1) (although not specifically defined in the DCI specification, this resolution is DCI compliant per section 8.4.3.2). In case of multilingual features, separate reels are required to convey different languages. Each file contains linear PCM essence. The order is saved in XML format in this file; each picture and sound reel is identified by its UUID. In the following example, a reel is composed by picture and sound: === Packing list file or package key list (PKL) === All files in the composition are hashed and their hash is stored here, in XML format. This file is generally used during ingestion in a digital cinema server to verify if data have been corrupted or tampered with in some way. For example, an MXF picture reel is identified by the following element: The hash value is the Base64 encoding of the SHA-1 checksum. It can be calculated with the command: openssl sha1 -binary "FILE_NAME" | openssl base64 === Volume index file === A single DCP may be stored in more than one medium (e.g., multiple hard disks). The XML file VOLINDEX is used to identify the volume order in the series. == 3D DCP == The DCP format is also used to store stereoscopic (3D) contents for 3D films. In this case, 48 frames exist for every second – 24 frames for the left eye, 24 frames for the right. Depending on the projection system used, the left eye and right eye pictures are either shown alternately (double or triple flash systems) at 48 fps or, on 4k systems, both left and right eye pictures are shown simultaneously, one above the other, at 24 fps. In triple flash systems, active shutter glasses are required whereas optical filtering such as circular polarisation is used in conjunction with passive glasses on polarized systems. Since the maximum bit rate is always 250 Mbit/s, this results in a net 125 Mbit/s for single frame, but the visual quality decrease is generally unnoticeable. == D-Box == D-Box codes for motion controlled seating (labelled as "Motion Data" in the DCP specification), if present, are stored as a monoaural WAV file on Sound Track channel 13. Motion Data tracks are unencrypted and not watermarked. == Creation == Most film producers and distributors rely on digital cinema encoding facilities to produce and quality control check a digital cinema package before release. Facilities follow strict guidelines set out in the DCI recommendations to ensure compatibility with all digital cinema equipment. For bigger studio release films, the facility will usually create a Digital Cinema Distribution Master (DCDM). A DCDM is the post-production step prior to a DCP. The frames are in XYZ TIFF format and both sound and picture are not yet wrapped into MXF files. A DCP can be encoded directly from a DCDM. A DCDM is useful for archiving purposes and also facilities can share them for international re-versioning purposes. They can easily be turned into alternative version DCPs for foreign territories. For smaller release films, the facility will usually skip the creation of a DCDM and instead encode directly from the Digital Source Master (DSM) the original film supplied to the encoding facility. A DSM can be supplied in a multitude of formats and color spaces. For this reason, the encoding facility needs to have extensive knowledge in color space handling including, on occasion, the use of 3D LUTs to carefully match the look of the finished DCP to a celluloid film print. This can be a highly involved process in which the DCP and the film print are "butterflied" (shown side by side) in a highly calibrated cinema. Less demanding DCPs are encoded from tape formats such as HDCAM SR. Quality control checks are always performed in calibrated cinemas and carefully checked for errors. QC checks are often attended by colorists, directors, sound mixers and other personnel to check for correct picture and sound reproduction in the finished DCP. == Accessibility == === Hearing impaired audio === A Hearing Impaired (HI) audio track is designed for people who are hearing-impaired to better hear dialog.     Digital classics is the application of the tools of digital humanities to the field of classics, or more broadly to the study of the ancient world. == History == Classics was one of the first of the humanities disciplines to adopt computing approaches; the first references to the use of computing in the classical humanities date to the early 1960s, which might be surprising considering the reputation of the discipline as old-fashioned and stuffily traditionalist. Major projects such as the Thesaurus Linguae Graecae, founded in 1972, and the text collections of the Packard Humanities Institute set the trend, and there are still a significantly large number of ancient world projects among Humanities Computing projects today. Also, the success of traditional scholarly publications in digital guises, such as seen in the Bryn Mawr Classical Review, and the early adoption of hypertext in high profile projects like the Perseus Digital Library helped to legitimize computing in the study of classics in ways that has not always been the case in other areas of the humanities. This apparent paradox may be as a result of the many methodologies and different sources of evidence that classicists have always had to embrace, from literary sources and linguistics, to art history and archaeology, history, philosophy, religious theory, ancient documents such as inscriptions and papyri, and so forth. The fragmentary nature of many of the texts and languages of the ancient world, the scattered evidence from the material culture of ancient Greece and Rome, and the necessity to evaluate all these varieties of evidence in context are particularly likely to benefit from digital approaches such as databases, text markup, image manipulation and machine learning. == Digital classics projects == There are currently several major projects that aim to encourage and develop digital approaches to classical scholarship. The Stoa Consortium at the University of Kentucky distributes news of the discipline, and serves as a peer-reviewed electronic publication venue, and encourages open source approaches to digital classics. The Perseus Project is a digital library that also provides a collection of digital texts and analysis tools to the public; principally (but not exclusively) classical. Digital Classicist is another project and community which shares information and advice about the digital humanities applied to the field of classics.     User-generated content (UGC), alternatively known as user-created content (UCC), is content generated by users of the Internet such as images, videos, audio, text, testimonials, software, and user interactions. Online content aggregation platforms such as social media, discussion forums and wikis by their interactive and social nature, no longer produce multimedia content but provide tools to produce, collaborate, and share a variety of content, which can affect the attitudes and behaviors of the audience in various aspects. This transforms the role of consumers from passive spectators to active participants. User-generated content is used for a wide range of applications, including problem processing, news, entertainment, customer engagement, advertising, gossip, research and more. It is an example of the democratization of content production and the flattening of traditional media hierarchies. The BBC adopted a user-generated content platform for its websites in 2005, and Time magazine named "You" as the Person of the Year in 2006, referring to the rise in the production of UGC on Web 2.0 platforms. CNN also developed a similar user-generated content platform, known as iReport. There are other examples of news channels implementing similar protocols, especially in the immediate aftermath of a catastrophe or terrorist attack. User-generated content has also been characterized as citizen media as opposed to the "packaged goods media" of the past century. Citizen Media is audience-generated feedback and news coverage. People give their reviews and share stories in the form of user-generated and user-uploaded audio and user-generated video. The former is a two-way process in contrast to the one-way distribution of the latter. Conversational or two-way media is a key characteristic of so-called Web 2.0, which encourages the publishing of one's own content and commenting on other people's content. The role of the passive audience, therefore, has shifted since the birth of new media, and an ever-growing number of participatory users are taking advantage of these interactive opportunities, especially on the Internet, to create independent content. Grassroots experimentation then generated an innovation in sounds, artists, techniques, and associations with audiences, which then are being used in mainstream media. The active, participatory, and creative audience is prevailing today with relatively accessible media, tools, and applications, and its culture is in turn affecting mass media corporations and global audiences. The Organisation for Economic Co-operation and Development (OECD) has defined three core variables for UGC: Accessible Content: User-generated content (UGC) is publicly produced through platforms located on the Internet and is available to any individual browsing such a publicly accessible website or a public social media account. There are other contexts where users must remain in a community or closed group to access and publish on such platforms (for example, wikis). This is a way of differentiating that although the content is accessible to the audience, there are certain restrictions for the users who generates the content. Creative effort: Creative effort was put into creating the work or adapting existing works to construct a new one; i.e. users must add their own value to the work. UGC often also has a collaborative element to it, as is the case with websites that users can edit collaboratively. For example, merely copying a portion of a television show and posting it to an online video website (an activity frequently seen on the UGC sites) would not be considered UGC. However, uploading photographs, expressing one's thoughts in a blog post or creating a new music video could be considered UGC. Yet the minimum amount of creative effort is hard to define and depends on the context. Creation outside of professional routines and practices: User-generated content is generally created outside of professional routines and practices. It often does not have an institutional or a commercial market context. In extreme cases, UGC may be produced by non-professionals without the expectation of profit or remuneration. Motivating factors include connecting with peers, achieving a certain level of fame, notoriety, or prestige, and the desire to express oneself. == Media pluralism == According to Cisco, in 2016 an average of 96,000 petabytes was transferred monthly over the Internet, more than twice as many as in 2012. In 2016, the number of active websites surpassed 1 billion, up from approximately 700 million in 2012. Reaching 1.66 billion daily active users in Q4 2019, Facebook has emerged as the most popular social media platform globally. Other social media platforms are also dominant at the regional level such as: Twitter in Japan, Naver in the Republic of Korea, Instagram (owned by Facebook) and LinkedIn (owned by Microsoft) in Africa, VKontakte (VK) and Odnoklassniki (eng. Classmates) in Russia and other countries in Central and Eastern Europe, WeChat and QQ in China. However, a concentration phenomenon is occurring globally giving dominance to a few online platforms that become popular for some unique features they provide, most commonly for the added privacy they offer users through disappearing messages or end-to-end encryption (e.g. Jami, Signal, Snapchat, Telegram, Viber, and WhatsApp), but they have tended to occupy niches and to facilitate the exchanges of information that remain rather invisible to larger audiences. Production of freely accessible information has been increasing since 2012. In January 2017, Wikipedia had more than 43 million articles, almost twice as many as in January 2012. This corresponded to a progressive diversification of content and an increase in contributions in languages other than English. In 2017, less than 12 percent of Wikipedia content was in English, down from 18 percent in 2012. Graham, Straumann, and Hogan say that the increase in the availability and diversity of content has not radically changed the structures and processes for the production of knowledge. For example, while content on Africa has dramatically increased, a significant portion of this content has continued to be produced by contributors operating from North America and Europe, rather than from Africa itself. == History == The massive, multi-volume Oxford English Dictionary was exclusively composed of user-generated content. In 1857, Richard Chenevix Trench of the London Philological Society sought public contributions throughout the English-speaking world for the creation of the first edition of the OED. As Simon Winchester recounts: So what we're going to do, if I have your agreement that we're going to produce such a dictionary, is that we're going to send out invitations, were going to send these invitations to every library, every school, every university, every book shop that we can identify throughout the English-speaking world... everywhere where English is spoken or read with any degree of enthusiasm, people will be invited to contribute words.     Quality of experience

    Quality of experience (QoE) is a measure of the delight or annoyance of a customer's experiences with a service (e.g., web browsing, phone call, TV broadcast). QoE focuses on the entire service experience; it is a holistic concept, similar to the field of user experience, but with its roots in telecommunication. QoE is an emerging multidisciplinary field based on social psychology, cognitive science, economics, and engineering science, focused on understanding overall human quality requirements. == Definition and concepts == In 2013, within the context of the COST Action QUALINET, QoE has been defined as:The degree of delight or annoyance of the user of an application or service. It results from the fulfillment of his or her expectations with respect to the utility and / or enjoyment of the application or service in the light of the user’s personality and current state.This definition has been adopted in 2016 by the International Telecommunication Union in Recommendation ITU-T P.10/G.100. Before, various definitions of QoE had existed in the domain, with the above-mentioned definition now finding wide acceptance in the community. QoE has historically emerged from Quality of Service (QoS), which attempts to objectively measure service parameters (such as packet loss rates or average throughput). QoS measurement is most of the time not related to a customer, but to the media or network itself. QoE however is a purely subjective measure from the user's perspective of the overall quality of the service provided, by capturing people's aesthetic and hedonic needs. QoE looks at a vendor's or purveyor's offering from the standpoint of the customer or end user, and asks, "What mix of goods, services, and support, do you think will provide you with the perception that the total product is providing you with the experience you desired and/or expected?" It then asks, "Is this what the vendor/purveyor has actually provided?" If not, "What changes need to be made to enhance your total experience?" In short, QoE provides an assessment of human expectations, feelings, perceptions, cognition and satisfaction with respect to a particular product, service or application. QoE is a blueprint of all human subjective and objective quality needs and experiences arising from the interaction of a person with technology and with business entities in a particular context. Although QoE is perceived as subjective, it is an important measure that counts for customers of a service. Being able to measure it in a controlled manner helps operators understand what may be wrong with their services and how to improve them. == QoE factors == QoE aims at taking into consideration every factor that contributes to a user's perceived quality of a system or service. This includes system, human and contextual factors. The following so-called "influence factors" have been identified and classified by Reiter et al.: Human Influence Factors Low-level processing (visual and auditory acuity, gender, age, mood, …) Higher-level processing (cognitive processes, socio-cultural and economic background, expectations, needs and goals, other personality traits…) System Influence Factors Content-related Media-related (encoding, resolution, sample rate, …) Network-related (bandwidth, delay, jitter, …) Device-related (screen resolution, display size, …) Context Influence Factors Physical context (location and space) Temporal context (time of day, frequency of use, …) Social context (inter-personal relations during experience) Economic context Task context (multitasking, interruptions, task type) Technical and information context (relationship between systems) Studies in the field of QoE have typically focused on system factors, primarily due to its origin in the QoS and network engineering domains. Through the use of dedicated test laboratories, the context is often sought to be kept constant. == QoE versus User Experience == QoE is strongly related to but different from the field of User Experience (UX), which also focuses on users' experiences with services. Historically, QoE has emerged from telecommunication research, while UX has its roots in Human–Computer Interaction. Both fields can be considered multi-disciplinary. In contrast to UX, the goal of improving QoE for users was more strongly motivated by economic needs. Wechsung and De Moor identify the following key differences between the fields: == QoE measurement == As a measure of the end-to-end performance at the service level from the user's perspective, QoE is an important metric for the design of systems and engineering processes. This is particularly relevant for video services because – due to their high traffic demands –, bad network performance may highly affect the user's experience. So, when designing systems, the expected output, i.e. the expected QoE, is often taken into account – also as a system output metric and optimization goal. To measure this level of QoE, human ratings can be used. The mean opinion score (MOS) is a widely used measure for assessing the quality of media signals. It is a limited form of QoE measurement, relating to a specific media type, in a controlled environment and without explicitly taking into account user expectations. The MOS as an indicator of experienced quality has been used for audio and speech communication, as well as for the assessment of quality of Internet video, television and other multimedia signals, and web browsing. Due to inherent limitations in measuring QoE in a single scalar value, the usefulness of the MOS is often debated. Subjective quality evaluation requires a lot of human resources, establishing it as a time-consuming process. Objective evaluation methods can provide quality results faster, but require dedicated computing resources. Since such instrumental video quality algorithms are often developed based on a limited set of subjective data, their QoE prediction accuracy may be low when compared to human ratings. QoE metrics are often measured at the end devices and can conceptually be seen as the remaining quality after the distortion introduced during the preparation of the content and the delivery through the network, until it reaches the decoder at the end device. There are several elements in the media preparation and delivery chain, and some of them may introduce distortion. This causes degradation of the content, and several elements in this chain can be considered as "QoE-relevant" for the offered services. The causes of degradation are applicable for any multimedia service, that is, not exclusive to video or speech. Typical degradations occur at the encoding system (compression degradation), transport network, access network (e.g., packet loss or packet delay), home network (e.g. WiFi performance) and end device (e.g. decoding performance). == QoE management == Several QoE-centric network management and bandwidth management solutions have been proposed, which aim to improve the QoE delivered to the end-users. When managing a network, QoE fairness may be taken into account in order to keep the users sufficiently satisfied (i.e., high QoE) in a fair manner. From a QoE perspective, network resources and multimedia services should be managed in order to guarantee specific QoE levels instead of classical QoS parameters, which are unable to reflect the actual delivered QoE. A pure QoE-centric management is challenged by the nature of the Internet itself, as the Internet protocols and architecture were not originally designed to support today's complex and high demanding multimedia services. As an example for an implementation of QoE management, network nodes can become QoE-aware by estimating the status of the multimedia service as perceived by the end-users. This information can then be used to improve the delivery of the multimedia service over the network and proactively improve the users' QoE. This can be achieved, for example, via traffic shaping. QoE management gives the service provider and network operator the capability to minimize storage and network resources by allocating only the resources that are sufficient to maintain a specific level of user satisfaction. As it may involve limiting resources for some users or services in order to increase the overall network performance and QoE, the practice of QoE management requires that net neutrality regulations are considered.

    Texas House Bill 20

    An Act Relating to censorship of or certain other interference with digital expression, including expression on social media platforms or through electronic mail messages, also known as Texas House Bill 20 (HB20), is a Texas anti-deplatforming law enacted on September 9, 2021. It prohibits large social media platforms from removing, moderating, or labeling posts made by users in the state of Texas based on their "viewpoints", unless considered illegal under federal law or otherwise falling into exempted categories. It also requires them to make various public disclosures relating to their business practices (including the impact of algorithmic and moderation decisions on the content that is delivered to users). The bill is part of a wider array of Republican-backed legislation seeking to prohibit the censorship of political speech, based on allegations that the moderation policies of large social media platforms are not politically neutral. It has been challenged in NetChoice, LLC v. Paxton, and is currently the subject of a circuit split between the Fifth Circuit, and a decision by the Eleventh Circuit that struck down a similar bill in the state of Florida. In September 2023, the U.S. Supreme Court agreed to hear NetChoice v. Paxton jointly with NetChoice v. Moody on questions of whether the Florida and Texas state laws are in compliance with the 1st Amendment. == Content == The law applies to "social media platforms" that serve users in the state of Texas, and have more than 50 million monthly active users in the United States. They are defined as any public internet website or application that allows users to "communicate with other users for the primary purpose of posting information, comments, messages, or images", excluding internet service providers, electronic mail, and services where communication features are "incidental to, directly related to, or dependent on" content that is pre-selected by the operator. In the bill, to "censor" is defined as to "block, ban, remove, deplatform, demonetize, de-boost, restrict, deny equal access or visibility to, or otherwise discriminate against" expression. The law prohibits social media platforms from "censoring on the basis of user viewpoint, user expression, or the ability of a user to receive the expression of others", or on the basis of a user's geographic location in Texas. This includes removal or labeling posts with warnings and disclaimers. Social media platforms may only censor content if it is unlawful, they are "specifically authorized" to do so by federal law, based on requests from "an organization with the purpose of preventing the sexual exploitation of children or protecting survivors of sexual abuse from ongoing harassment", or "directly incites" criminal activity or contains threats of violence against persons based on protected categories. It is disputed over whether this provision is actually enforceable, as it may be preempted by Section 230 of the Communications Decency Act (which states that the operators of interactive computer services are not responsible for the actions of their users). Social media platforms must make public disclosures regarding the algorithmic techniques and moderation polices that are used to determine the content provided to users, must publish a compliant acceptable use policy (AUP), and must publish a biannual transparency report containing specific details on all actions made by the service regarding the moderation of users and content. The law also prohibits email providers from "intentionally imped[ing] the transmission of another person's electronic mail message based on the content." == Legislative history == Texas Governor Greg Abbott signed the bill into law on September 9, 2021. Democrat-proposed amendments excluding Holocaust denial, terrorism content, and vaccine misinformation from the bill were rejected. Following a suit by the industry groups Computer & Communications Industry Association (CCIA) and NetChoice, NetChoice, LLC v. Paxton, the bill was blocked by U.S. District Judge Robert Pitman in December 2021, on First Amendment grounds. Texas appealed to the United States Court of Appeals for the Fifth Circuit. Judges Edith Jones, Andrew Oldham, and Leslie H. Southwick, lifted the injunction on May 11, 2022, but the decision was appealed to the Supreme Court which suspended the bill pending a full review in the Fifth Circuit. On September 16, 2022, the Fifth Circuit reversed the injunction, allowing the bill to take effect; Judge Oldham stated that the bill "chills censorship" and "does not chill speech", and accused the plaintiffs of "attempt[ing] to extract a freewheeling censorship right from the Constitution's free speech guarantee. The Platforms are not newspapers. Their censorship is not speech." Southwick dissented, stating that "we are in a new arena, a very extensive one, for speakers and for those who would moderate their speech. None of the precedents fit seamlessly." The CCIA and NetChoice requested a stay on the ruling and that the case be taken to the Supreme Court, arguing that the reversal conflicts with an Eleventh Circuit decision in NetChoice v. Moody which struck down a similar anti-moderation bill imposed by the state of Florida. On October 12, 2022, the Fifth Circuit granted the stay.

    The creator economy, also known as influencer economy, is a platform-driven economy in which creators produce content, products, or services and distribute them directly to their audience through social media platforms and emerging technologies. This economic model is based on the ability of creators to build and maintain communities of users, monetizing their creative activity through multiple channels including advertising, sponsorships, product sales, crowdfunding, and subscription-based services. Creators include various professional categories such as social media influencers, YouTubers, bloggers, artists, online educators, podcasters, and independent professionals, who use platforms as infrastructure to reach their audience without necessarily relying on traditional intermediaries in the cultural and media industry. According to Goldman Sachs Research, the ongoing growth of the creator economy will likely benefit companies that possess a combination of factors, including a large global user base, access to substantial capital, robust AI-powered recommendation engines, versatile monetization tools, comprehensive data analytics, and integrated e-commerce options. Examples of creator economy software platforms include YouTube, TikTok, Instagram, Facebook, Twitch, Spotify, Substack, OnlyFans and Patreon. == History == The term "creator" was coined by YouTube in 2011 to be used instead of "YouTube star", an expression that at the time could only apply to famous individuals on the platform. The term has since become omnipresent and is used to describe anyone creating any form of online content. A number of platforms such as TikTok, Snapchat, YouTube, and Facebook have set up funds with which to pay creators. == Criticism == The large majority of content creators derive no monetary gain for their creations, with most of the benefits accruing to the platforms who can make significant revenues from their uploads.     Virtual DOM

    A virtual DOM is a lightweight JavaScript representation of the Document Object Model (DOM) used in declarative web frameworks such as React, Vue.js, and Elm. Since generating a virtual DOM is relatively fast, any given framework is free to rerender the virtual DOM as many times as needed relatively cheaply. The framework can then find the differences between the previous virtual DOM and the current one (diffing), and only makes the necessary changes to the actual DOM (reconciliation). While technically slower than using just vanilla JavaScript, the pattern makes it much easier to write websites with a lot of dynamic content, since markup is directly coupled with state. Similar techniques include Ember.js' Glimmer and Angular's incremental DOM. == History == The JavaScript DOM API has historically been inconsistent across browsers, clunky to use, and difficult to scale for large projects. While libraries like jQuery aimed to improve the overall consistency and ergonomics of interacting with HTML, it too was prone to repetitive code that didn't describe the nature of the changes being made well and decoupled logic from markup. The release of AngularJS in 2010 provided a major paradigm shift in the interaction between JavaScript and HTML with the idea of dirty checking. Instead of imperatively declaring and destroying event listeners and modifying individual DOM nodes, changes in variables were tracked and sections of the DOM were invalidated and rerendered when a variable in their scope changed. This digest cycle provided a framework to write more declarative code that coupled logic and markup in a more logical way. While AngularJS aimed to provide a more declarative experience, it still required data to be explicitly bound to and watched by the DOM, and performance concerns were cited over the expensive process of dirty checking hundreds of variables. To alleviate these issues, React was the first major library to adopt a virtual DOM in 2013, which removed both the performance bottlenecks (since diffing and reconciling the DOM was relatively cheap) and the difficulty of binding data (since components were effectively just objects). Other benefits of a virtual DOM included improved security since XSS was effectively impossible and better extensibility since a component's state was entirely encapsulated. Its release also came with the advent of JSX, which further coupled HTML and JavaScript with an XML-like syntax extension. Following React's success, many other web frameworks copied the general idea of an ideal DOM representation in memory, such as Vue.js in 2014, which used a template compiler instead of JSX and had fine-grained reactivity built as part of the framework. In recent times, the virtual DOM has been criticized for being slow due to the additional time required for diffing and reconciling DOM nodes. This has led to the development of frameworks without a virtual DOM, such as Svelte, and frameworks that edit the DOM in-place such as Angular 2. == Implementations == === React === React pioneered the use of a virtual DOM to make components declaratively. Virtual DOM nodes are constructed using the createElement() function, but are often transpiled from JSX to make writing components more ergonomic. In class-based React, virtual DOM nodes are returned from the render() function, while in functional hook-based components, the return value of the function itself serves as the page markup. === Vue.js === Vue.js uses a virtual DOM to handle state changes, but is usually not directly interacted with; instead, a compiler is used to transform HTML templates into virtual DOM nodes as an implementation detail. While Vue supports writing JSX and custom render functions, it's more typical to use the template compiler since a build step isn't required that way. === Svelte === Svelte does not have a virtual DOM, with its creator Rich Harris calling the virtual DOM "pure overhead". Instead of diffing and reconciling DOM nodes at runtime, Svelte uses compile-time reactivity to analyze markup and generate JavaScript code that directly manipulates the DOM, drastically increasing performance.

    An elastic cloud is a cloud computing offering that provides variable service levels based on changing needs. Elasticity is an attribute that can be applied to most cloud services. It states that the capacity and performance of any given cloud service can expand or contract according to a customer's requirements and that this can potentially be changed automatically as a consequence of some software-driven event or, at worst, can be reconfigured quickly by the customer's infrastructure management team. Elasticity has been described as one of the five main principles of cloud computing by Rosenburg and Mateos in The Cloud at Your Service - Manning 2011. == History == Cloud computing was first described by Gillet and Kapor in 1996; however, the first practical implementation was a consequence of a strategy to leverage Amazon's excess data center capacity. Amazon and other pioneers of the commercial use of this technology were primarily interested in providing a “public” cloud service, whereby they could offer customers the benefits of using the cloud, particularly the utility-based pricing model benefit. Other suppliers followed suit with a range of cloud-based models all offering elasticity as a core component, but these suppliers were only offering this service as an element of their public cloud service. Due to perceived weaknesses in security, or at least a lack of proven compliance, many organizations, particularly in the financial and public sectors, have been slow adopters of cloud technologies. These wary organizations can achieve some of the benefits of cloud computing by adopting private cloud technologies. An alternative form of the elastic cloud has been offered by vendors such as EMC and IBM, whereby the service is based around an enterprise's own infrastructure but still retains elements of elasticity and the potential to bill by consumption. == Description == Elasticity in cloud computing is the ability for the organization to adjust its storage requirements in terms of capacity and processing with respect to operational requirements. This has the following benefits: Operational Benefits - Services can be acquired quickly, meaning that the evolving requirements of the business can be addressed almost immediately, giving an organization a potential agility advantage. A properly implemented elastic system will provision/de-provision according to application demands, so if a particular business has activity spikes then the provision can be enabled to match the demand and the capacity can be re-allocated. Research and Development (R&D) Projects - R&D activities are no longer hindered by a requirement to secure a capex budget prior to a project starting. Capability can simply be provisioned from the cloud and released at the end of the exercise. Testing and Deployment - With most large-scale projects a size test needs to be performed prior to final rollout. By taking advantage of the elasticity of the cloud and creating a full-scale avatar of the proposed production system, realistic data and traffic volumes can be provisioned and released as needed. Expensive Resources Allocated - This will normally apply only in the context where a customer is applying at least some of their own servers as part of a cloud infrastructure, specifically where a business (for performance reasons) has decided to invest in solid-state storage as opposed to spinning platters. There are instances when, due to activity spikes, a less critical process may need to be moved from the high-performance resources to more traditional storage. Server Specification - When a customer has elected to own/lease hardware, they can select and specify servers that are specifically tuned to meet the likely needs of their operation (i.e., directly controlling the cost/benefit equation). Utility Based Payments - There is, of course, a key cost driver in this process, and the notion that you should pay for what you consume is acceptable for many organizations. When hardware capacity is sourced internally, organizations need to over-provision. This applies just as much to traditional outsourcing as it does to capex-related expenditure on in-house servers. Cloud Platform – At the heart of any cloud storage system is the ability to manage hyperscale object storage and a Hadoop Distributed Files System (HDFS). Elastic storage capability is particularly well suited to hyperscale and Hadoop environments, where its capability to rapidly respond to changing circumstances and priorities is essential

    Futel is a public arts organization in Portland, Oregon dedicated to preserving and maintaining public telephone hardware and offering free phone and basic information services. Futel was founded by Karl Anderson, a former software engineer, and Elijah St. Clair. == Technology == Karl Anderson stated that one motivation for the project was to explore the idea of urban furniture. Other reasons were to preserve an important part of hacker history, and to salvage and re-use manufactured items at the end of their lifecycle. The original Futel phones were set up in Portland, Oregon. The organization cleans and repurposes old public payphones which are often salvaged from Craigslist or scrappers. Using interface boxes, they are converted into VoIP phones which are made available publicly, with no cost for phone calls. Anderson has said the service runs on "Asterisk and OpenVPN and a lot of scripts." The payphones operate using publicly-available internet connections. The phones have automated phone trees and users can make a call to local social services, to a weather forecast line, or access local transit information. Volunteers act as telephone operators, offering information about the Futel service, or are available for conversation. Users using Futel's phones may also access voicemail boxes. The system has a "wildcard line" where people can listen to samples of audio left on the main voicemail line along with commentary from Anderson and others. == Network == In February 2021, there were 10 Futel phones in Portland and 3 in other cities. Phones were set up in Detroit and Ypsilanti, Michigan, and Long Beach, Washington. The organization has provided free phone service for a Portland-area homeless encampment after receiving funding from the Awesome Foundation. In 2019 the organization reported their phones being used to make 12,000 phone calls. Futel also said their usage went up and not down during the first year of the COVID-19 pandemic when they outfitted their phone kiosks with handwashing stations and used volunteers to keep the phones clean. The project is funded is primarily through grants and is staffed with volunteers. The project has inspired others such as the PhilTel project in Philadelphia and the RandTel project in Randolph, Vermont. Futel publishes a zine called Party Line.

    LTE Advanced

    LTE Advanced, also named or recognized as LTE+, LTE-A or 4G+, is a 4G mobile cellular communication standard developed by 3GPP as a major enhancement of the Long Term Evolution (LTE) standard. Three technologies from the LTE-Advanced tool-kit – carrier aggregation, 4x4 MIMO and 256QAM modulation in the downlink – if used together and with sufficient aggregated bandwidth, can deliver maximum peak downlink speeds approaching, or even exceeding, 1 Gbit/s. This is significantly more than the peak 300 Mbit/s rate offered by the preceding LTE standard. Later developments have resulted in LTE Advanced Pro (or 4.9G) which increases bandwidth even further. The first ever LTE Advanced network was deployed in 2013 by SK Telecom in South Korea. In August 2019, the Global mobile Suppliers Association (GSA) reported that there were 304 commercially launched LTE-Advanced networks in 134 countries. Overall, 335 operators are investing in LTE-Advanced (in the form of tests, trials, deployments or commercial service provision) in 141 countries. == Name == LTE Advanced is also named (indicated as) LTE+, LTE-A, or (on Samsung Galaxy and Xiaomi smartphones) as 4G+. Such networks have also often been described as ‘Gigabit LTE networks’ mirroring a term that is also used in the fixed broadband industry. == History == The mobile communication industry and standards organizations have therefore started work on 4G access technologies, such as LTE Advanced. At a workshop in April 2008 in China, 3GPP agreed the plans for work on Long Term Evolution (LTE). A first set of specifications were approved in June 2008. Besides the peak data rate 1 Gb/s as defined by the ITU-R, it also targets faster switching between power states and improved performance at the cell edge. Detailed proposals are being studied within the working groups. The LTE+ format was first proposed by NTT DoCoMo of Japan and has been adopted as the international standard. It was formally submitted as a candidate 4G to ITU-T in late 2009 as meeting the requirements of the IMT-Advanced standard, and was standardized by the 3rd Generation Partnership Project (3GPP) in March 2011 as 3GPP Release 10. The work by 3GPP to define a 4G candidate radio interface technology started in Release 9 with the study phase for LTE-Advanced. Being described as a 3.9G (beyond 3G but pre-4G), the first release of LTE did not meet the requirements for 4G (also called IMT Advanced as defined by the International Telecommunication Union) such as peak data rates up to 1 Gb/s. The ITU has invited the submission of candidate Radio Interface Technologies (RITs) following their requirements in a circular letter, 3GPP Technical Report (TR) 36.913, "Requirements for Further Advancements for E-UTRA (LTE-Advanced)." These are based on ITU's requirements for 4G and on operators’ own requirements for advanced LTE. Major technical considerations include the following: Continual improvement to the LTE radio technology and architecture Scenarios and performance requirements for working with legacy radio technologies Backward compatibility of LTE-Advanced with LTE. An LTE terminal should be able to work in an LTE-Advanced network and vice versa. Any exceptions will be considered by 3GPP. Consideration of recent World Radiocommunication Conference (WRC-07) decisions regarding frequency bands to ensure that LTE-Advanced accommodates the geographically available spectrum for channels above 20 MHz. Also, specifications must recognize those parts of the world in which wideband channels are not available. Likewise, 'WiMAX 2', 802.16m, has been approved by ITU as the IMT Advanced family. WiMAX 2 is designed to be backward compatible with WiMAX 1 devices. Most vendors now support conversion of 'pre-4G', pre-advanced versions and some support software upgrades of base station equipment from 3G. == Proposals == The target of 3GPP LTE Advanced is to reach and surpass the ITU requirements. LTE Advanced should be compatible with first release LTE equipment, and should share frequency bands with first release LTE. In the feasibility study for LTE Advanced, 3GPP determined that LTE Advanced would meet the ITU-R requirements for 4G. The results of the study are published in 3GPP Technical Report (TR) 36.912. One of the important LTE Advanced benefits is the ability to take advantage of advanced topology networks; optimized heterogeneous networks with a mix of macrocells with low power nodes such as picocells, femtocells and new relay nodes. The next significant performance leap in wireless networks will come from making the most of topology, and brings the network closer to the user by adding many of these low power nodes – LTE Advanced further improves the capacity and coverage, and ensures user fairness. LTE Advanced also introduces multicarrier to be able to use ultra wide bandwidth, up to 100 MHz of spectrum supporting very high data rates. In the research phase many proposals have been studied as candidates for LTE Advanced (LTE-A) technologies. The proposals could roughly be categorized into: Support for relay node base stations Coordinated multipoint (CoMP) transmission and reception UE Dual TX antenna solutions for SU-MIMO and diversity MIMO, commonly referred to as 2x2 MIMO Scalable system bandwidth exceeding 20 MHz, up to 100 MHz Carrier aggregation of contiguous and non-contiguous spectrum allocations Local area optimization of air interface Nomadic / Local Area network and mobility solutions Flexible spectrum usage Cognitive radio Automatic and autonomous network configuration and operation Support of autonomous network and device test, measurement tied to network management and optimization Enhanced precoding and forward error correction Interference management and suppression Asymmetric bandwidth assignment for FDD Hybrid OFDMA and SC-FDMA in uplink UL/DL inter eNB coordinated MIMO SONs, Self Organizing Networks methodologies Within the range of system development, LTE-Advanced and WiMAX 2 can use up to 8x8 MIMO and 128-QAM in downlink direction. Example performance: 100 MHz aggregated bandwidth, LTE-Advanced provides almost 3.3 Gbit peak download rates per sector of the base station under ideal conditions. Advanced network architectures combined with distributed and collaborative smart antenna technologies provide several years road map of commercial enhancements. The 3GPP standards Release 12 added support for 256-QAM. A summary of a study carried out in 3GPP can be found in TR36.912. == Timeframe and introduction of additional features == Original standardization work for LTE-Advanced was done as part of 3GPP Release 10, which was frozen in April 2011. Trials were based on pre-release equipment. Major vendors support software upgrades to later versions and ongoing improvements. In order to improve the quality of service for users in hotspots and on cell edges, heterogeneous networks (HetNets) are formed of a mixture of macro-, pico- and femto base stations serving corresponding-size areas. Frozen in December 2012, 3GPP Release 11 concentrates on better support of HetNet. Coordinated Multi-Point operation (CoMP) is a key feature of Release 11 in order to support such network structures. Whereas users located at a cell edge in homogenous networks suffer from decreasing signal strength compounded by neighbor cell interference, CoMP is designed to enable use of a neighboring cell to also transmit the same signal as the serving cell, enhancing quality of service on the perimeter of a serving cell. In-device Co-existence (IDC) is another topic addressed in Release 11. IDC features are designed to ameliorate disturbances within the user equipment caused between LTE/LTE-A and the various other radio subsystems such as WiFi, Bluetooth, and the GPS receiver. Further enhancements for MIMO such as 4x4 configuration for the uplink were standardized. The higher number of cells in HetNet results in user equipment changing the serving cell more frequently when in motion. The ongoing work on LTE-Advanced in Release 12, amongst other areas, concentrates on addressing issues that come about when users move through HetNet, such as frequent hand-overs between cells. It also included use of 256-QAM. == First technology demonstrations and field trials == This list covers technology demonstrations and field trials up to the year 2014, paving the way for a wider commercial deployment of the VoLTE technology worldwide.
