In 2023, prompt ("an instruction given to an artificial intelligence program, algorithm, etc., which determines or influences the content it generates") was the runner-up to Oxford's word of the year. === Prompt === A prompt is some natural language text that describes and prescribes the task that an artificial intelligence (AI) should perform. A prompt for a text-to-text language model can be a query, a command, or a longer statement referencing context, instructions, and conversation history. The process of prompt engineering may involve designing clear queries, refining wording, providing relevant context, specifying the style of output, and assigning a character for the AI to mimic in order to guide the model toward more accurate, useful, and consistent responses. When communicating with a text-to-image or a text-to-audio model, a typical prompt contains a description of a desired output such as "a high-quality photo of an astronaut riding a horse" or "Lo-fi slow BPM electro chill with organic samples". Prompt engineering may be applied to text-to-image models to achieve a desired subject, style, layout, lighting, and aesthetic. === Techniques === Common terms used to describe various specific prompt engineering techniques include chain-of-thought, tree-of-thought, and retrieval-augmented generation (RAG). In 2025, "vibe coding" was the Collins Dictionary word of the year. === Context engineering === Context engineering is a related process that focuses on the context elements that accompany user prompts, which include system instructions, retrieved knowledge, tool definitions, conversation summaries, and task metadata. Context engineering is performed to improve reliability, provenance and token efficiency in production LLM systems. The concept emphasises operational practices such as token budgeting, provenance tags, versioning of context artifacts, observability (logging which context was supplied), and context regression tests to ensure that changes to supplied context do not silently alter system behaviour. == Rationale == Research has found that the performance of large language models (LLMs) is highly sensitive to choices such as the ordering of examples, the quality of demonstration labels, and even small variations in phrasing. In some cases, reordering examples in a prompt produced accuracy shifts of more than 40 percent. === In-context learning === A model's ability to temporarily learn from prompts is known as in-context learning. In-context learning is an emergent ability of large language models. It is an emergent property of model scale, meaning that breaks in scaling laws occur, leading to its efficacy increasing at a different rate in larger models than in smaller models. Unlike training and fine-tuning, which produce lasting changes, in-context learning is temporary. Training models to perform in-context learning can be viewed as a form of meta-learning, or "learning to learn". === Prompting to estimate model sensitivity === Research consistently demonstrates that LLMs are highly sensitive to subtle variations in prompt formatting, structure, and linguistic properties. Some studies have shown up to 76 accuracy points across formatting changes in few-shot settings. Linguistic features significantly influence prompt effectiveness—such as morphology, syntax, and lexico-semantic changes—which meaningfully enhance task performance across a variety of tasks. Clausal syntax, for example, improves consistency and reduces uncertainty in knowledge retrieval. This sensitivity persists even with larger model sizes, additional few-shot examples, or instruction tuning. To address sensitivity of models and make them more robust, several evaluative methods have been proposed. FormatSpread facilitates systematic analysis by evaluating a range of plausible prompt formats, offering a more comprehensive performance interval. Similarly, PromptEval estimates performance distributions across diverse prompts, enabling robust metrics such as performance quantiles and accurate evaluations under constrained budgets. == Prompting techniques == === Multi-shot === A prompt may include a few examples for a model to learn from in context, an approach called few-shot learning. For example, the prompt may ask the model to complete "maison → house, chat → cat, chien →", with the expected response being dog. === Chain-of-thought === Chain-of-thought (CoT) prompting is a technique that allows large language models (LLMs) to solve a problem as a series of intermediate steps before giving a final answer. In 2022, Google Brain reported that chain-of-thought prompting improves reasoning ability by inducing the model to answer a multi-step problem with steps of reasoning that mimic a train of thought. Chain-of-thought techniques were developed to help LLMs handle multi-step reasoning tasks, such as arithmetic or commonsense reasoning questions. When applied to PaLM, a 540 billion parameter language model, according to Google, CoT prompting significantly aided the model, allowing it to perform comparably with task-specific fine-tuned models on several tasks, achieving state-of-the-art results at the time on the GSM8K mathematical reasoning benchmark. It is possible to fine-tune models on CoT reasoning datasets to enhance this capability further and stimulate better interpretability. As originally proposed by Google, each CoT prompt is accompanied by a set of input/output examples—called exemplars—to demonstrate the desired model output, making it a few-shot prompting technique.     In electrical engineering, a common-mode signal is the identical component of voltage present at both input terminals of an electrical device. In telecommunication, the common-mode signal on a transmission line is also known as longitudinal voltage. Common-mode interference (CMI) is a type of common-mode signal. Common-mode interference is interference that appears on both signal leads, or coherent interference that affects two or more elements of a network. In most electrical circuits, desired signals are transferred by a differential voltage between two conductors. If the voltages on these conductors are U1 and U2, the common-mode signal is the average of the voltages: U cm = U 1 + U 2 2 {\displaystyle U_{\text{cm}}={\frac {U_{1}+U_{2}}{2}}} When referenced to the local common or ground, a common-mode signal appears on both lines of a two-wire cable, in phase and with equal amplitudes. Technically, a common-mode voltage is one-half the vector sum of the voltages from each conductor of a balanced circuit to local ground or common. Such signals can arise from one or more of the following sources: Radiated signals coupled equally to both lines, An offset from signal common created in the driver circuit, or A ground differential between the transmitting and receiving locations. Likewise, RF noise transmitted from a cable tends to emanate from both conductors. Unless the intention is to transmit or receive radio signals, an electronic designer generally designs electronic circuits to minimise or eliminate common-mode effects. == Methods of eliminating common-mode signals == Differential amplifiers or receivers that respond only to voltage differences, e.g. those between the wires that constitute a pair. This method is particularly suited for instrumentation where signals are transmitted through DC bias. For sensors with very high output impedance that require very high common-mode rejection ratio, a differential amplifier is combined with input buffers to form an instrumentation amplifier. An inductor where a pair of signaling wires follow the same path through the inductor, e.g. in a bifilar winding configuration such as used in Ethernet magnetics. Useful for AC and DC signals, but will filter only higher frequency common-mode signals. A transformer, which is useful for AC signals only, and will filter any form of common-mode noise, but may be used in combination with a bifilar wound coil to eliminate capacitive coupling of higher frequency common-mode signals across the transformer. Used in twisted pair Ethernet. Common-mode filtering may also be used to prevent egress of noise for electromagnetic compatibility purposes: High frequency common-mode signals (e.g., RF noise from a computing circuit) may be blocked using a ferrite bead clamped to the outside of a cable.     The curse of dimensionality refers to various phenomena that arise when analyzing and organizing data in high-dimensional spaces that do not occur in low-dimensional settings such as the three-dimensional physical space of everyday experience. The expression was coined by Richard E. Bellman when considering problems in dynamic programming. The curse generally refers to issues that arise when the number of datapoints is small (in a suitably defined sense) relative to the intrinsic dimension of the data. Dimensionally cursed phenomena occur in domains such as numerical analysis, sampling, combinatorics, machine learning, data mining and databases. The common theme of these problems is that when the dimensionality increases, the volume of the space increases so fast that the available data becomes sparse. In order to obtain a reliable result, the amount of data needed often grows exponentially with the dimensionality. Also, organizing and searching data often relies on detecting areas where objects form groups with similar properties; in high dimensional data, however, all objects appear to be sparse and dissimilar in many ways, which prevents common data organization strategies from being efficient. == Domains == === Combinatorics === In some problems, each variable can take one of several discrete values, or the range of possible values is divided to give a finite number of possibilities. Taking the variables together, a huge number of combinations of values must be considered. This effect is also known as the combinatorial explosion. Even in the simplest case of d {\displaystyle d} binary variables, the number of possible combinations already is 2 d {\displaystyle 2^{d}} , exponential in the dimensionality. Naively, each additional dimension doubles the effort needed to try all combinations. === Sampling === There is an exponential increase in volume associated with adding extra dimensions to a mathematical space. For example, 102 = 100 evenly spaced sample points suffice to sample a unit interval (try to visualize a "1-dimensional" cube, i.e. a line) with no more than 10−2 = 0.01 distance between points; an equivalent sampling of a 10-dimensional unit hypercube with a lattice that has a spacing of 10−2 = 0.01 between adjacent points would require 1020 = [(102)10] sample points. In general, with a spacing distance of 10−n the 10-dimensional hypercube appears to be a factor of 10n(10−1) = [(10n)10/(10n)] "larger" than the 1-dimensional hypercube, which is the unit interval. In the above example n = 2: when using a sampling distance of 0.01 the 10-dimensional hypercube appears to be 1018 "larger" than the unit interval. This effect is a combination of the combinatorics problems above and the distance function problems explained below. === Optimization === When solving dynamic optimization problems by numerical backward induction, the objective function must be computed for each combination of values. This is a significant obstacle when the dimension of the "state variable" is large. === Machine learning === In machine learning problems that involve learning a "state-of-nature" from a finite number of data samples in a high-dimensional feature space with each feature having a range of possible values, typically an enormous amount of training data is required to ensure that there are several samples with each combination of values. In an abstract sense, as the number of features or dimensions grows, the amount of data we need to generalize accurately grows exponentially. A typical rule of thumb is that there should be at least 5 training examples for each dimension in the representation. In machine learning and insofar as predictive performance is concerned, the curse of dimensionality is used interchangeably with the peaking phenomenon, which is also known as Hughes phenomenon. This phenomenon states that with a fixed number of training samples, the average (expected) predictive power of a classifier or regressor first increases as the number of dimensions or features used is increased but beyond a certain dimensionality it starts deteriorating instead of improving steadily. Nevertheless, in the context of a simple classifier (e.g., linear discriminant analysis in the multivariate Gaussian model under the assumption of a common known covariance matrix), Zollanvari et al. showed both analytically and empirically that as long as the relative cumulative efficacy of an additional feature set (with respect to features that are already part of the classifier) is greater (or less) than the size of this additional feature set, the expected error of the classifier constructed using these additional features will be less (or greater) than the expected error of the classifier constructed without them. In other words, both the size of additional features and their (relative) cumulative discriminatory effect are important in observing a decrease or increase in the average predictive power. In metric learning, higher dimensions can sometimes allow a model to achieve better performance. After normalizing embeddings to the surface of a hypersphere, FaceNet achieves the best performance using 128 dimensions as opposed to 64, 256, or 512 dimensions in one ablation study. A loss function for unitary-invariant dissimilarity between word embeddings was found to be minimized in high dimensions. === Data mining === In data mining, the curse of dimensionality refers to a data set with too many features. Consider the first table, which depicts 200 individuals and 2000 genes (features) with a 1 or 0 denoting whether or not they have a genetic mutation in that gene. A data mining application to this data set may be finding the correlation between specific genetic mutations and creating a classification algorithm such as a decision tree to determine whether an individual has cancer or not. A common practice of data mining in this domain would be to create association rules between genetic mutations that lead to the development of cancers. To do this, one would have to loop through each genetic mutation of each individual and find other genetic mutations that occur over a desired threshold and create pairs. They would start with pairs of two, then three, then four until they result in an empty set of pairs. The complexity of this algorithm can lead to calculating all permutations of gene pairs for each individual or row. Given the formula for calculating the permutations of n items with a group size of r is: n ! ( n − r ) ! {\displaystyle {\frac {n!}{(n-r)!}}} , calculating the number of three pair permutations of any given individual would be 7988004000 different pairs of genes to evaluate for each individual. The number of pairs created will grow by an order of factorial as the size of the pairs increase. The growth is depicted in the permutation table (see right). As we can see from the permutation table above, one of the major problems data miners face regarding the curse of dimensionality is that the space of possible parameter values grows exponentially or factorially as the number of features in the data set grows. This problem critically affects both computational time and space when searching for associations or optimal features to consider. Another problem data miners may face when dealing with too many features is that the number of false predictions or classifications tends to increase as the number of features grows in the data set. In terms of the classification problem discussed above, keeping every data point could lead to a higher number of false positives and false negatives in the model. This may seem counterintuitive, but consider the genetic mutation table from above, depicting all genetic mutations for each individual. Each genetic mutation, whether they correlate with cancer or not, will have some input or weight in the model that guides the decision-making process of the algorithm. There may be mutations that are outliers or ones that dominate the overall distribution of genetic mutations when in fact they do not correlate with cancer. These features may be working against one's model, making it more difficult to obtain optimal results. This problem is up to the data miner to solve, and there is no universal solution. The first step any data miner should take is to explore the data, in an attempt to gain an understanding of how it can be used to solve the problem. One must first understand what the data means, and what they are trying to discover before they can decide if anything must be removed from the data set. Then they can create or use a feature selection or dimensionality reduction algorithm to remove samples or features from the data set if they deem it necessary.     Content creation is the act of making and sharing media content, particularly in digital contexts. A content creator is the person or studio behind such content. According to Dictionary.com, content refers to "something that is to be expressed through some medium, as speech, writing or any of various arts" for self-expression, distribution, marketing and/or publication. Content creation encompasses various activities, including maintaining and updating web sites, blogging, article writing, photography, videography, online commentary, social media accounts, and editing and distribution of digital media. In a survey conducted by the Pew Research Center, the content thus created was defined as "the material people contribute to the online world". In addition to traditional forms of content creation, digital platforms face growing challenges related to privacy, copyright, misinformation, platform moderation policies, and the repercussions of violating community guidelines. == Content creators == Content creation is the process of producing and sharing various forms of content such as text, images, audio, and video, designed to engage and inform a specific audience. It plays a crucial role in digital marketing, branding, and online communication and brand awareness. Content can be created for a range of platforms, including social media, websites, blogs, and multimedia channels. Whether it's through written articles, compelling photography, or engaging videos, content creation helps businesses build a connection with their audience, increase visibility, and drive traffic. The process typically involves identifying the target audience, brainstorming ideas, creating the content, and distributing it across various channels. Successful content creation combines creativity with strategic planning, considering audience preferences, trends, and platform characteristics to achieve marketing and branding goals. === News organizations === News organizations, especially those with a large and global reach like The New York Times, NPR, and CNN, consistently create some of the most shared content on the Web, especially in relation to current events. In the words of a 2011 report from the Oxford School for the Study of Journalism and the Reuters Institute for the Study of Journalism, "Mainstream media is the lifeblood of topical social media conversations in the UK." While the rise of digital media has disrupted traditional news outlets, many have adapted and have begun to produce content that is designed to function on the web and be shared on social media. The social media site Twitter is a major distributor and aggregator of breaking news from various sources, and the function and value of Twitter in the distribution of news is a frequent topic of discussion and research in journalism. User-generated content, social media blogging and citizen journalism have changed the nature of news content in recent years. The company Narrative Science is now using artificial intelligence to produce news articles and interpret data. === Colleges, universities, and think tanks === Academic institutions, such as colleges and universities, create content in the form of books, journal articles, white papers, and some forms of digital scholarship, such as blogs that are group edited by academics, class wikis, or video lectures that support a massive open online course (MOOC). Through an open data initiative, institutions may make raw data supporting their experiments or conclusions available on the Web. Academic content may be gathered and made accessible to other academics or the public through publications, databases, libraries, and digital libraries. Academic content may be closed source or open access (OA). Closed-source content is only available to authorized users or subscribers. For example, an important journal or a scholarly database may be a closed source, available only to students and faculty through the institution's library. Open-access articles are open to the public, with the publication and distribution costs shouldered by the institution publishing the content. === Companies === Corporate content includes advertising and public relations content, as well as other types of content produced for profit, including white papers and sponsored research. Advertising can also include auto-generated content, with blocks of content generated by programs or bots for search engine optimization. Companies also create annual reports which are part of their company's workings and a detailed review of their financial year. This gives the stakeholders of the company insight into the company's current and future prospects and direction. === Artists and writers === Cultural works, like music, movies, literature, and art, are also major forms of content. Examples include traditionally published books and e-books as well as self-published books, digital art, fanfiction, and fan art. Independent artists, including authors and musicians, have found commercial success by making their work available on the Internet. === Government === Through digitization, sunshine laws, open records laws and data collection, governments may make statistical, legal or regulatory information available on the Internet. National libraries and state archives turn historical documents, public records, and unique relics into online databases and exhibits. This has raised significant privacy issues. In 2012, The Journal News, a New York state paper, sparked an outcry when it published an interactive map of the state's gun owner locations using legally obtained public records. Governments also create online or digital propaganda or misinformation to support domestic and international goals. This can include astroturfing, or using media to create a false impression of mainstream belief or opinion. Governments can also use open content, such as public records and open data, in service of public health, educational and scientific goals, such as crowdsourcing solutions to complex policy problems. In 2013, the National Aeronautics and Space Administration (NASA) joined the asteroid mining company Planetary Resources to crowdsource the hunt for near-Earth objects. Describing NASA's crowdsourcing work in an interview, technology transfer executive David Locke spoke of the "untapped cognitive surplus that exists in the world" which could be used to help develop NASA technology. In addition to making governments more participatory, open records and open data have the potential to make governments more transparent and less corrupt. === Users === The introduction of Web 2.0 made it possible for content consumers to be more involved in the generation and sharing of content. With the advent of digital media, the amount of user generated content, as well as the age and class range of users, has increased. 8% of Internet users are very active in content creation and consumption. Worldwide, about one in four Internet users are significant content creators, and users in emerging markets lead the world in engagement. Research has also found that young adults of a higher socioeconomic background tend to create more content than those from lower socioeconomic backgrounds. 69% of American and European internet users are "spectators", who consume—but do not create—online and digital media. The ratio of content creators to the amount of content they generate is sometimes referred to as the 1% rule, a rule of thumb that suggests that only 1% of a forum's users create nearly all of its content. Motivations for creating new content may include the desire to gain new knowledge, the possibility of publicity, or simple altruism. Users may also create new content in order to bring about social reforms. However, researchers caution that in order to be effective, context must be considered, a diverse array of people must be included, and all users must participate throughout the process. According to a 2011 study, minorities create content in order to connect with their communities online. African-American users have been found to create content as a means of self-expression that was not previously available. Media portrayals of minorities are sometimes inaccurate and stereotypical which affects the general perception of these minorities. African-Americans respond to their portrayals digitally through the use of social media such as Twitter and Tumblr. The creation of Black Twitter has allowed a community to share their problems and ideas. ==== Teens ==== Younger users now have greater access to content, content creating applications, and the ability to publish to different types of media, such as Facebook, Blogger, Instagram, DeviantArt, or Tumblr.     The Open Rights Group (ORG) is a UK-based organisation that works to preserve digital rights and freedoms by campaigning on digital rights issues and by fostering a community of grassroots activists. It campaigns on numerous issues including mass surveillance, internet filtering and censorship, and intellectual property rights. == History == The organisation was started by Danny O'Brien, Cory Doctorow, Ian Brown, Rufus Pollock, James Cronin, Stefan Magdalinski, Louise Ferguson and Suw Charman after a panel discussion at Open Tech 2005. O'Brien created a pledge on PledgeBank, placed on 23 July 2005, with a deadline of 25 December 2005: "I will create a standing order of 5 pounds per month to support an organisation that will campaign for digital rights in the UK but only if 1,000 other people will too." The pledge reached 1000 people on 29 November 2005. The Open Rights Group was launched at a "sell-out" meeting in Soho, London. == Work == The group has made submissions to the All Party Internet Group (APIG) inquiry into digital rights management and the Gowers Review of Intellectual Property. The group was honoured in the 2008 Privacy International Big Brother Awards alongside No2ID, Liberty, Genewatch UK and others, as a recognition of their efforts to keep state and corporate mass surveillance at bay. In 2010 the group worked with 38 Degrees to oppose the introduction of the Digital Economy Act, which was passed in April 2010. The group opposes measures in the draft Online Safety Bill introduced in 2021, that it sees as infringing free speech rights and online anonymity. The group campaigns against the Department for Digital, Culture, Media and Sport's plan to switch to an opt-out model for cookies. Displays made on thin polymer substrates can be more rugged than glass. In September 2005, Philips Polymer Vision revealed the world's first prototype of a rollable electronic reader, which can unfold to a 5-inch display and roll back into a pocket-size (100×60×20 mm) device. Thin-film devices on flexible polymer substrates can lend themselves to low-cost fabrication processes (i.e., roll-to-roll printing), resulting in lightweight, rugged and flexible macroelectronic products.

    Integreat (former project name: Refguide+) is an open source mobile app that provides local information and services tailored to refugees and migrants coming to Germany. The content is maintained by local organizations, such as local governments or integration officers, and made available in locally relevant languages. It was developed by Tür an Tür - Digitalfabrik gGmbH (formerly Tür an Tür - Digital Factory gGmbH) in Augsburg together with a team of researchers and students from the Technical University of Munich. == History == In 1997, the Augsburg association "Tür an Tür", which has been working for refugees since 1992, published the brochure "First Steps", which answers local everyday questions. Since addresses and contact persons change quickly, some information is already outdated after a few weeks. Students of business informatics at the Technical University of Munich therefore developed the app Integreat within eight months together with the association and the social department of the city of Augsburg. The app was then also used by other cities and districts within months. As of February 3, 2022, information is available at 72 locations, including Munich, Dortmund, Nuremberg and Augsburg. == Mode of action == Refugees need information on areas such as registration, contact persons, health care, education, family, work and everyday life. Integreat seeks to provide refugees with this information by allowing them to select their geographic location and receive locally relevant information. This information is available offline once the app is opened so it can be used without an internet connection. In addition, the content is translated into the native languages of refugees and migrants to facilitate access. The content is licensed with a CC BY 4.0 license to facilitate collaboration and translation between content creators and dissemination of the content. Integreat is now being used for a broader migrant audience and says it can also support professionals, volunteers, and counseling centers. == Comparable mobile apps == Other mobile apps that are likewise intended to provide initial orientation for refugees include the app Ankommen, a joint project of the Federal Office for Migration and Refugees, the Goethe-Institut, the Federal Employment Agency and the Bavarian Broadcasting Corporation, which is intended as a companion for the first few weeks in Germany, and the Welcome App, a company-sponsored non-profit initiative for information about Germany and asylum procedures with a regional focus, and a book by the Konrad Adenauer Foundation (KAS) and Verlag Herder with a corresponding app Deutschland - Erste Informationen für Flüchtlinge (Germany - First Information for Refugees) as a companion for Arabic-speaking refugees in Germany.

    In telecommunications, Long Term Evolution (LTE) is a standard for wireless broadband communication for cellular mobile devices and data terminals. It is considered to be a "transitional" 4G technology, and is therefore also referred to as 3.95G as a step above 3G. LTE is based on the 2G GSM/EDGE and 3G UMTS/HSPA standards. It improves on those standards' capacity and speed by using a different radio interface and core network improvements. LTE is the upgrade path for carriers with both GSM/UMTS networks and CDMA2000 networks. LTE has been succeeded by LTE Advanced, which is officially defined as a "true" 4G technology and also named "LTE+". == Terminology == The standard is developed by the 3GPP (3rd Generation Partnership Project) and is specified in its Release 8 document series, with minor enhancements described in Release 9. LTE is also called 3.95G and has been marketed as 4G LTE and Advanced 4G; but the original version did not meet the technical criteria of a 4G wireless service, as specified in the 3GPP Release 8 and 9 document series for LTE Advanced. The requirements were set forth by the ITU-R organisation in the IMT Advanced specification; but, because of market pressure and the significant advances that WiMAX, Evolved High Speed Packet Access, and LTE bring to the original 3G technologies, ITU-R later decided that LTE and the aforementioned technologies can be called 4G technologies. The LTE Advanced standard formally satisfies the ITU-R requirements for being considered IMT-Advanced. To differentiate LTE Advanced and WiMAX-Advanced from current 4G technologies, ITU has defined the latter as "True 4G". == Overview == LTE stands for Long Term Evolution and is a registered trademark owned by ETSI (European Telecommunications Standards Institute) for the wireless data communications technology and development of the GSM/UMTS standards. However, other nations and companies do play an active role in the LTE project. The goal of LTE was to increase the capacity and speed of wireless data networks using new DSP (digital signal processing) techniques and modulations that were developed around the turn of the millennium. A further goal was the redesign and simplification of the network architecture to an IP-based system with significantly reduced transfer latency compared with the 3G architecture. The LTE wireless interface is incompatible with 2G and 3G networks, so it must be operated on a separate radio spectrum. The idea of LTE was first proposed in 1998, with the use of the COFDM radio access technique to replace the CDMA and studying its Terrestrial use in the L band at 1428 MHz (TE) In 2004 by Japan's NTT Docomo, with studies on the standard officially commenced in 2005. In May 2007, the LTE/SAE Trial Initiative (LSTI) alliance was founded as a global collaboration between vendors and operators with the goal of verifying and promoting the new standard to ensure the global introduction of the technology as quickly as possible. The LTE standard was finalized in December 2008, and the first publicly available LTE service was launched by TeliaSonera in Oslo and Stockholm on December 14, 2009, as a data connection with a USB modem. The LTE services were launched by major North American carriers as well, with the Samsung SCH-r900 being the world's first LTE Mobile phone starting on September 21, 2010, and Samsung Galaxy Indulge being the world's first LTE smartphone starting on February 10, 2011, both offered by MetroPCS, and the HTC ThunderBolt offered by Verizon starting on March 17 being the second LTE smartphone to be sold commercially. In Canada, Rogers Wireless was the first to launch LTE network on July 7, 2011, offering the Sierra Wireless AirCard 313U USB mobile broadband modem, known as the "LTE Rocket stick" then followed closely by mobile devices from both HTC and Samsung. Initially, CDMA operators planned to upgrade to rival standards called UMB and WiMAX, but major CDMA operators (such as Verizon, Sprint and MetroPCS in the United States, Bell and Telus in Canada, au by KDDI in Japan, SK Telecom in South Korea and China Telecom/China Unicom in China) have announced instead they intend to migrate to LTE. The next version of LTE is LTE Advanced, which was standardized in March 2011. Services commenced in 2013. Additional evolution known as LTE Advanced Pro was approved in 2015. The LTE specification provides downlink peak rates of 300 Mbit/s, uplink peak rates of 75 Mbit/s, and QoS provisions permitting a transfer latency of less than 5 ms in the radio access network. LTE has the ability to manage fast-moving mobiles and supports multicast and broadcast streams. LTE supports scalable carrier bandwidths, from 1.4 MHz to 20 MHz and supports both frequency division duplexing (FDD) and time-division duplexing (TDD). The IP-based network architecture, called the Evolved Packet Core (EPC) designed to replace the GPRS Core Network, supports seamless handovers for both voice and data to cell towers with older network technology such as GSM, UMTS and CDMA2000. The simpler architecture results in lower operating costs (for example, each E-UTRA cell will support up to four times the data and voice capacity supported by HSPA). Because LTE frequencies and bands differ from country to country, only multi-band phones can use LTE in all countries where it is supported. == History == === 3GPP standard development timeline === In 2004, NTT Docomo of Japan proposes LTE as the international standard. In September 2006, Siemens Networks (today Nokia Networks) showed in collaboration with Nomor Research the first live emulation of an LTE network to the media and investors. As live applications, two users streaming an HDTV video in the downlink and playing an interactive game in the uplink have been demonstrated. In February 2007, Ericsson demonstrated for the first time in the world, LTE with bit rates up to 144 Mbit/s In September 2007, NTT Docomo demonstrated LTE data rates of 200 Mbit/s with power level below 100 mW during the test. In November 2007, Infineon presented the world's first RF transceiver named SMARTi LTE, supporting LTE functionality in a single-chip RF silicon processed in CMOS In early 2008, LTE test equipment began shipping from several vendors and at the Mobile World Congress 2008 in Barcelona, Ericsson demonstrated the world's first end-to-end mobile call enabled by LTE on a small handheld device. Motorola demonstrated an LTE RAN (Radio Access Network) standard compliant eNodeB and LTE chipset at the same event. At the February 2008 Mobile World Congress: Motorola demonstrated how LTE can accelerate the delivery of personal media experience with HD video demo streaming, HD video blogging, online gaming, and VoIP over LTE running a RAN standard-compliant LTE network & LTE chipset. Ericsson EMP (later ST-Ericsson) demonstrated the world's first end-to-end LTE call on handheld Ericsson demonstrated LTE FDD and TDD mode on the same base station platform. Freescale Semiconductor demonstrated streaming HD video with peak data rates of 96 Mbit/s downlink and 86 Mbit/s uplink. NXP Semiconductors (later part of ST-Ericsson) demonstrated a multi-mode LTE modem as the basis for a software-defined radio system for use in cellphones. picoChip and Mimoon demonstrated a base station reference design. This runs on a common hardware platform (multi-mode / software-defined radio) with their WiMAX architecture. In April 2008, Motorola demonstrated the first EV-DO to LTE hand-off handling over streaming a video from LTE to a commercial EV-DO network and back to LTE. In April 2008, LG Electronics and Nortel demonstrated LTE data rates of 50 Mbit/s while travelling at 110 km/h (68 mph). In November 2008, Motorola demonstrated industry first over-the-air LTE session in 700 MHz spectrum. Researchers at Nokia Siemens Networks and Heinrich Hertz Institut have demonstrated LTE with 100 Mbit/s Uplink transfer speeds.     An information element, sometimes informally referred to as a field, is an item in Q.931 and Q.2931 messages, IEEE 802.11 management frames, and cellular network messages sent between a base transceiver station and a mobile phone or similar piece of user equipment. An information element is often a type–length–value item, containing 1) a type (which corresponds to the label of a field), a length indicator, and a value, although any combination of one or more of those parts is possible. A single message may contain multiple information elements. The abbreviation IE is found in many technical specification documents from 3GPP. It is not uncommon for a single specification document to contain thousands of references to IEs.
