The section on reports of finds lists objects that are known to have been unlawfully seized or relocated as a result of the war. In addition, reports are published here on cultural objects for which an uncertain or incomplete provenance may indicate a possible unlawful seizure or war-related relocation. The publication of reports in the Lost Art Internet Database is carried out on behalf of and with the consent of the reporting persons and institutions.     The memory color effect is the phenomenon that the canonical hue of a type of object acquired through experience (e.g. the sky, a leaf, or a strawberry) can directly modulate the appearance of the actual colors of objects. Human observers acquire memory colors through their experiences with instances of that type. For example, most human observers know that an apple typically has a reddish hue; this knowledge about the canonical color which is represented in memory constitutes a memory color. As an example of the effect, normal human trichromats, when presented with a gray banana, often perceive the gray banana as being yellow - the banana's memory color. In light of this, subjects typically adjust the color of the banana towards the color blue - the opponent color of yellow - when asked to adjust its surface to gray to cancel the subtle activation of banana's memory color. Subsequent empirical studies have also shown the memory color effect on man-made objects (e.g. smurfs, German mailboxes), the effect being especially pronounced for blue and yellow objects. To explain this, researchers have argued that because natural daylight shifts from short wavelengths of light (i.e., bluish hues) towards light of longer wavelengths (i.e., yellowish-orange hues) during the day, the memory colors for blue and yellow objects are recruited by the visual system to a higher degree to compensate for this fluctuation in illumination, thereby providing a stronger memory color effect. == Form identification == Memory color plays a role when detecting an object. In a study where participants were given objects, such as an apple, with two alternate forms for each, a crooked apple and a circular apple, researchers changed the colors of the alternate forms and asked if they could identify them. Most of the participants answered "unsure," suggesting that we use memory color when identifying an object. The research redefined memory color as a phenomenon when "a form's identity affects the phenomenal hue of that form." == Color effect on memorization == Memory color effect can be derived from the human instinct to memorize objects better. Comparing the effect of recognizing gray-scaled images and colored images, results showed that people were able to recall colored images 5% higher compared to gray-scaled images. An important factor was that higher level of contrast between the object and background color influences memory. In a specific study related to this, participants reported that colors were 5% to 10% easier to recognize compared to black and white. == Color constancy and memory color effect == Color constancy is the phenomenon where a surface to appear to be of the same color under a wide rage of illumination. A study tested two hypotheses with regards to color memory; the photoreceptor hypothesis and the surface reflectance hypothesis. The test color was surround either by various color patches forming a complex pattern or a uniform “grey” field at the same chromaticity as that of the illuminant. The test color was presented on a dark background for the control group. It was observed that complex surround results where in line with the surface-reflectance hypothesis and not the photoreceptor hypothesis, showing that the accuracy and precision of color memory are fundamentals to understanding the phenomenon of color constancy. == Significance to the evolution of trichromacy == While objects that possess canonical hues make up a small percentage of the objects which populate humans’ visual experience, the human visual system evolved in an environment populated with objects that possess canonical hues. This suggests that the memory color effect is related to the emergence of trichromacy because it has been argued that trichromacy evolved to optimize the ability to detect ripe fruits—objects that appear in canonical hues. == In perception research == In perception research, the memory color effect is cited as evidence for the opponent color theory, which states that four basic colors can be paired with its opponent color: red—green, blue—yellow. This explains why participants adjust the ripe banana color to a blueish tone to make its memory color yellow as gray. Researchers have also found empirical evidence that suggests memory color is recruited by the visual system to achieve color constancy. For example, participants had a lower percentage of color constancy when looking at a color incongruent scene, such as a purple banana, compared to a color diagnostical scene, a yellow banana.     Telligent Community

    Telligent Community is a community and collaboration software platform developed by Telligent Systems and was first released in 2004. Telligent Community is built on the Telligent Evolution platform, with a variety of core applications running on top of it such as blogs, forums, media galleries, and wikis. Additional applications from third parties using the API's and REST stack can be installed or integrated with the platform. Telligent Community is built with ASP.NET, C#, and Microsoft SQL Server. It is available as downloadable software that can be installed on a web server or via hosting providers. The current version is Verint Community 12.0 which was released February 2012. The product used to be named Community Server before being rebranded as part of the 5.0 release. == History == Telligent Systems was founded by Rob Howard in 2004, who was previously part of Microsoft's ASP.NET team. Telligent introduced its first product, Community Server, in the fall of 2004. Community Server was one of the first integrated community platforms that brought together blogs, photo galleries, wikis, forums, user profiles and more. Community Server was based on the merger of three then-widely used open source ASP.NET projects: the ASP.NET Forums, nGallery photo gallery, and .Text blog engine. The people behind those projects (Scott Watermasysk, Jason Alexander, and Rob Howard) joined together as Telligent Systems and along with several other software developers created Community Server 1.0. Between 2004 and 2009 Community Server steadily grew in scope, features, and capabilities. In 2008 Telligent Systems released a second version of Community Server that targeted as an Enterprise Social Software platform used to create and manage internal employee communities and intranets. Originally branded as Community Server Evolution this was later renamed Telligent Enterprise. Telligent also announced a new Enterprise Reporting platform at its first Community Server Developers Conference in 2008, which was later renamed Harvest. It was one of the first analytics suites for enterprise collaboration software, and provides social analytics including sentiment analysis, social fingerprints, and buzz analysis on social networking sites such as Twitter. Telligent rebranded all of its products on June 23, 2009 at the Enterprise 2.0 conference when it launched its new Evolution platform product suite.     The Federal Risk and Authorization Management Program (FedRAMP) is a United States federal government-wide compliance program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. The US government describes FedRAMP as FISMA for the cloud. == Overview == The FedRAMP PMO mission is to promote the adoption of secure cloud services across the federal government by providing a standardized approach to security and risk assessment. Per the OMB memorandum, any cloud services that hold federal data must be FedRAMP authorized. FedRAMP prescribes the security requirements and processes that cloud service providers must follow in order for the government to use their service. There are two ways to authorize a cloud service through FedRAMP: a Joint Authorization Board (JAB) provisional authorization (P-ATO), and through individual agencies. FedRAMP provides accreditation for cloud services for the various cloud offering models which are Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service, (SaaS). == History == In 2011, the Office of Management and Budget (OMB) released a memorandum establishing FedRAMP "to provide a cost-effective, risk-based approach for the adoption and use of cloud services to Executive departments and agencies." The General Services Administration (GSA) established the FedRAMP Program Management Office (PMO) in June 2012. Before the introduction of FedRAMP, individual federal agencies managed their own assessment methodologies following guidance set by the Federal Information Security Management Act of 2002. == Governance and applicable laws == FedRAMP is governed by different Executive Branch entities that collaborate to develop, manage, and operate the program. These entities include: The Office of Management and Budget (OMB): The governing body that issued the FedRAMP policy memo, which defines the key requirements and capabilities of the program The Joint Authorization Board (JAB): The primary governance and decision-making body for FedRAMP comprises the chief information officers (CIOs) from the Department of Homeland Security (DHS), General Services Administration (GSA), and Department of Defense (DOD) The National Institute of Standards and Technology (NIST): Advises FedRAMP on FISMA compliance requirements and assists in developing the standards for the accreditation of independent 3PAOs The Department of Homeland Security (DHS): Manages the FedRAMP continuous monitoring strategy including data feed criteria, reporting structure, threat notification coordination, and incident response The Federal Chief Information Officers (CIO) Council: Disseminates FedRAMP information to Federal CIOs and other representatives through cross-agency communications and events The FedRAMP PMO: Established within GSA and responsible for the development of the FedRAMP program, including the management of day-to-day operations There are several laws, mandates, and policies that are foundational to FedRAMP. FISMA–the Federal Information Security Modernization Act–requires that agencies authorize the information systems that they use. The US government describes FedRAMP as FISMA for the cloud. The FedRAMP Policy Memo requires federal agencies to use FedRAMP when assessing, authorizing, and continuously monitoring cloud services in order to aid agencies in the authorization process as well as save government resources and eliminate duplicative efforts. FedRAMP's security baselines are derived from NIST SP 800-53 (as revised) with a set of control enhancements that pertain to the unique security requirements of cloud computing. == Third-party assessment organizations == Third-party assessment organizations (3PAOs) play a critical role in the FedRAMP security assessment process, as they are the independent assessment organizations that verify cloud providers' security implementations and provide the overall risk posture of a cloud environment for a security authorization decision. Accredited by the American Association for Laboratory Accreditation (A2LA), these assessment organizations must demonstrate independence and the technical competence required to test security implementations and collect representative evidence. == FedRAMP Marketplace == The FedRAMP Marketplace provides a searchable, sortable database of Cloud Service Offerings (CSOs) that have achieved a FedRAMP designation. 3PAOs, accredited auditors that can perform the FedRAMP assessment, are listed within the Marketplace.     RemObjects Elements is a toolchain for software development, comprising six programming languages: C#, Swift, Go, Java, Oxygene (a form of modern Object Pascal), and Visual Basic .NET. All languages interoperate, meaning a single project can use any combination of languages, and they can all be compiled to .NET, the JVM, native, or WebAssembly. Elements supports Microsoft Windows, all Apple Inc. platforms (including iOS, visionOS and watchOS), Android, and Linux. Elements also supports language conversion, allowing source code in one language to be rewritten in another. Elements is supported in Visual Studio, but RemObjects also makes their own IDEs, Fire (on MacOS) and Water (on Windows.) == Background == RemObjects began in 2002, creating software for Delphi, but in 2005 in response to the growth of .NET and that Delphi was targeting only native Windows, they released Oxygene (known as Chrome at the time) as a new version of Object Pascal, with more modern syntax as well as being .NET-native. Since then, five other languages have been added to the suite, as well as compiling for the web via WebAssembly and to native architectures (eg Intel 32/64 or ARM64). Elements is primarily intended for developers who want to pull together libraries and codebases written in multiple languages, including legacy codebases in older languages while modernizing either with newer syntax and features or by adding in the use of newer or more popular languages. Because of the Oxygene flavour of Object Pascal, supporting Delphi apps is a primary focus, including allowing Pascal to be compiled for other architectures or providing language features that match other prominent languages. == Approach == New versions of the Elements come out approximately every week. RemObjects names its programming languages after chemical elements, sometimes with poetic or musical spelling, rather than referring to them directly. They are: C#: Hydrogene Object Pascal: Oxygene Java: Iodine Visual Basic: Mercury Go: Gold Swift: Silver == History == The Elements compiler was first introduced with version 1.0 in 2005 under the name "Chrome", with support for only the Oxygene language on the .NET platform, primarily as a response to the then-new and not well-received Delphi .NET compiler from Embarcadero. Chrome saw updates to version 1.5 'Floorshow' and Chrome 2.0 'Joyride' over the next few years, moving in parallel with major advancements on the .NET platform for .NET 2.0 (Generics) and .NET 3.x (LINQ), respectively. With the release of version 3.0 (code-named Oxygène after the Jean-Michel Jarre album of the same name) Chrome was rebranded to Oxygene in 2008, and also shipped co-branded by Embarcadero as Delphi Prism (later just Prism) as part of RAD Studio, replacing Embarcadero's own and now-defunct Delphi.NET compiler. 2010 saw the release of Oxygene 4 ("Echoes"), the last version to focus on just a single language and platform. With Oxygene 5 in 2011 and Oxygene 6 in 2013, RemObjects introduced new platform support for Java/Android (code-name "Cooper") and then Cocoa, the Apple development platform (code-name "Toffee"). Elements 7.0 was released at the beginning of 2014, adding the second programming language, C# to the compiler, and delegating Oxygene from the product name to merely branding the Object Pascal-based language. Over the subsequent years, Elements gained support for additional languages, with Apple Swift in 2015, Java in 2017, and subsequently Google's Go and Mercury, a revitalized Visual Basic.NET. Elements also gained support for its fourth target platform, "Island", for CPU-native compilation for Windows, Linux, and WebAssembly. In addition to the chemical elements-based names for the different languages, the "Elements" concept was carried on with the introduction of dedicated development environments alchemically named Fire (for the Mac, in 2015) and Water (for Windows, in 2018). == Fire and Water (IDEs) == Fire and Water are integrated development environments developed by RemObjects Software. They are designed specifically for use with the Elements Compiler. Fire is the version developed for macOS, while Water is intended for Microsoft Windows. Both IDEs are designed to work closely with the Elements compiler and are primarily intended for developers using the RemObjects language ecosystem. They support software development across multiple platforms, including .NET, Android, iOS, macOS, Windows, Linux, and WebAssembly. The IDEs include standard development tools such as syntax highlighting, code completion, debugging, and project navigation. Build operations are managed using a custom system known as EBuild, which is part of the broader Elements toolchain.     The International Conference on Language Resources and Evaluation is an international conference organised by the ELRA Language Resources Association every other year (on even years) with the support of institutions and organisations involved in Natural language processing. The series of LREC conferences was launched in Granada in 1998. == History of conferences == The survey of the LREC conferences over the period 1998-2013 was presented during the 2014 conference in Reykjavik as a closing session. It appears that the number of papers and signatures is increasing over time. The average number of authors per paper is higher as well. The percentage of new authors is between 68% and 78%. The distribution between male (65%) and female (35%) authors is stable over time. The most frequent technical term is "annotation", then comes "part-of-speech". == The LRE Map == The LRE Map was introduced at LREC 2010 and is now a regular feature of the LREC submission process for both the conference papers and the workshop papers. At the submission stage, the authors are asked to provide some basic information about all the resources (in a broad sense, i.e. including tools, standards and evaluation packages), either used or created, described in their papers. All these descriptors are then gathered in a global matrix called the LRE Map. This feature has been extended to several other conferences.

    Site reliability engineering (SRE) is a discipline in the field of software engineering and IT infrastructure support that monitors and improves the availability and performance of deployed software systems and large software services (which are expected to deliver reliable response times across events such as new software deployments, hardware failures, and cybersecurity attacks). There is typically a focus on automation and an infrastructure as code methodology. SRE uses elements of software engineering, IT infrastructure, web development, and operations to assist with reliability. It is similar to DevOps as they both aim to improve the reliability and availability of deployed software systems. == History == Site Reliability Engineering originated at Google with Benjamin Treynor Sloss, who founded SRE team in 2003. The concept expanded within the software development industry, leading various companies to employ site reliability engineers. By March 2016, Google had more than 1,000 site reliability engineers on staff. Dedicated SRE teams are common at larger web development companies. In middle-sized and smaller companies, DevOps teams sometimes perform SRE, as well. Organizations that have adopted the concept include Airbnb, Dropbox, IBM, LinkedIn, Netflix, and Wikimedia. == Definition == Site reliability engineers (SREs) are responsible for a combination of system availability, latency, performance, efficiency, change management, monitoring, emergency response, and capacity planning. SREs often have backgrounds in software engineering, systems engineering, and/or system administration. The focuses of SRE include automation, system design, and improvements to system resilience. SRE is considered a specific implementation of DevOps; focusing specifically on building reliable systems, whereas DevOps covers a broader scope of operations. Despite having different focuses, some companies have rebranded their operations teams to SRE teams. == Principles and practices == Common definitions of the practices include (but are not limited to): Automation of repetitive tasks for cost-effectiveness. Defining reliability goals to prevent endless effort. Design of systems with a goal to reduce risks to availability, latency, and efficiency. Observability, the ability to ask arbitrary questions about a system without having to know ahead of time what to ask. Common definitions of the principles include (but are not limited to): Toil management, the implementation of the first principle outlined above. Defining and measuring reliability goals—SLIs, SLOs, and error budgets. Non-Abstract Large Scale Systems Design (NALSD) with a focus on reliability. Designing for and implementing observability. Defining, testing, and running an incident management process. Capacity planning. Change and release management, including CI/CD. Chaos engineering. == Deployment == SRE teams collaborate with other departments within organizations to guide the implementation of the mentioned principles. Below is an overview of common practices: === Kitchen Sink === Kitchen Sink refers to the expansive and often unbounded scope of services and workflows that SRE teams oversee. Unlike traditional roles with clearly defined boundaries, SREs are tasked with various responsibilities, including system performance optimization, incident management, and automation. This approach allows SREs to address multiple challenges, ensuring that systems run efficiently and evolve in response to changing demands and complexities. === Infrastructure === Infrastructure SRE teams focus on maintaining and improving the reliability of systems that support other teams' workflows. While they sometimes collaborate with platform engineering teams, their primary responsibility is ensuring up-time, performance, and efficiency. Platform teams, on the other hand, primarily develop the software and systems used across the organization. While reliability is a goal for both, platform teams prioritize creating and maintaining the tools and services used by internal stakeholders, whereas Infrastructure SRE teams are tasked with ensuring those systems run smoothly and meet reliability standards. === Tools === SRE teams utilize a variety of tools with the aim of measuring, maintaining, and enhancing system reliability. These tools play a role in monitoring performance, identifying issues, and facilitating proactive maintenance. For instance, Nagios Core is commonly employed for system monitoring and alerting, while Prometheus (software) is frequently used for collecting and querying metrics in cloud-native environments. === Product or Application === SRE teams dedicated to specific products or applications are common in large organizations. These teams are responsible for ensuring the reliability, scalability, and performance of key services. In larger companies, it's typical to have multiple SRE teams, each focusing on different products or applications, ensuring that each area receives specialized attention to meet performance and availability targets. === Embedded === In an embedded model, individual SREs or small SRE pairs are integrated within software engineering teams. These SREs collaborate with developers, applying core SRE principles—such as automation, monitoring, and incident response—directly to the software development lifecycle. This approach aims to enhance reliability, performance, and collaboration between SREs and developers. === Consulting === Consulting SRE teams specialize in advising organizations on the implementation of SRE principles and practices. Typically composed of seasoned SREs with a history across various implementations, these teams provide insights and guidance for specific organizational needs. When working directly with clients, these SREs are often referred to as 'Customer Reliability Engineers.' In large organizations that have adopted SRE, a hybrid model is common. This model includes various implementations, such as multiple Product/Application SRE teams dedicated to addressing the specific reliability needs of different products.     Dominant resource fairness

    Dominant resource fairness (DRF) is a rule for fair division. It is particularly useful for dividing computing resources in among users in cloud computing environments, where each user may require a different combination of resources. DRF was presented by Ali Ghodsi, Matei Zaharia, Benjamin Hindman, Andy Konwinski, Scott Shenker and Ion Stoica in 2011. == Motivation == In an environment with a single resource, a widely used criterion is max-min fairness, which aims to maximize the minimum amount of resource given to a user. But in cloud computing, it is required to share different types of resource, such as: memory, CPU, bandwidth and disk-space. Previous fair schedulers, such as in Apache Hadoop, reduced the multi-resource setting to a single-resource setting by defining nodes with a fixed amount of each resource (e.g. 4 CPU, 32 MB memory, etc.), and dividing slots which are fractions of nodes. But this method is inefficient, since not all users need the same ratio of resources. For example, some users need more CPU whereas other users need more memory. As a result, most tasks either under-utilize or over-utilize their resources. DRF solves the problem by maximizing the minimum amount of the dominant resource given to a user (then the second-minimum etc., in a leximin order). The dominant resource may be different for different users. For example, if user A runs CPU-heavy tasks and user B runs memory-heavy tasks, DRF will try to equalize the CPU share given to user A and the memory share given to user B. == Definition == There are m resources. The total capacities of the resources are r1,...,rm. There are n users. Each users runs individual tasks. Each task has a demand-vector (d1,..,dm), representing the amount it needs of each resource. It is implicitly assumed that the utility of a user equals the number of tasks he can perform. For example, if user A runs tasks with demand-vector [1 CPU, 4 GB RAM], and receives 3 CPU and 8 GB RAM, then his utility is 2, since he can perform only 2 tasks. More generally, the utility of a user receiving x1,...,xm resources is minj(xj/dj), that is, the users have Leontief utilities. The demand-vectors are normalized to fractions of the capacities. For example, if the system has 9 CPUs and 18 GB RAM, then the above demand-vector is normalized to [1/9 CPU, 2/9 GB]. For each user, the resource with the highest demand-fraction is called the dominant resource. In the above example, the dominant resource is memory, as 2/9 is the largest fraction. If user B runs a task with demand-vector [3 CPU, 1 GB], which is normalized to [1/3 CPU, 1/18 GB], then his dominant resource is CPU. DRF aims to find the maximum x such that all agents can receive at least x of their dominant resource. In the above example, this maximum x is 2/3: User A gets 3 tasks, which require 3/9 CPU and 2/3 GB. User B gets 2 tasks, which require 2/3 CPU and 1/9 GB. The maximum x can be found by solving a linear program; see Lexicographic max-min optimization. Alternatively, the DRF can be computed sequentially. The algorithm tracks the amount of dominant resource used by each user. At each round, it finds a user with the smallest allocated dominant resource so far, and allocates the next task of this user. Note that this procedure allows the same user to run tasks with different demand vectors. == Properties == DRF has several advantages over other policies for resource allocation. Proportionality: each user receives at least as much resources as they could get in a system in which all resources are partitioned equally among users (the authors call this condition "sharing incentive"). Strategyproofness: a user cannot get a larger allocation by lying about his needs. Strategyproofness is important, as evidence from cloud operators show that users try to manipulate the servers in order to get better allocations. Envy-freeness: no user would prefer the allocation of another user. Pareto efficiency: no other allocation is better for some users and not worse for anyone. Population monotonicity: when a user leaves the system, the allocations of remaining users do not decrease. When there is a single resource that is a bottleneck resource (highly demanded by all users), DRF reduces to max-min fairness. However, DRF violates resource monotonicity: when resources are added to the system, some allocations might decrease. == Extensions == Weighted DRF is an extension of DRF to settings in which different users have different weights (representing their different entitlements). Parkes, Procaccia and Shah formally extend weighted DRF to a setting in which some users do not need all resources (that is, they may have demand 0 to some resource). They prove that the extended version still satisfies proportionality, Pareto-efficiency, envy-freeness, strategyproofness, and even Group strategyproofness. On the other hand, they show that DRF may yield poor utilitarian social welfare, that is, the sum of utilities may be only 1/m of the optimum. However, they prove that any mechanism satisfying one of proportionality, envy-freeness or strategyproofness may suffers from the same low utilitarian welfare. They also extend DRF to the setting in which the users' demands are indivisible (as in fair item allocation). For the indivisible setting, they relax envy-freeness to EF1. They show that strategyproofness is incompatible with PO+EF1 or with PO+proportionality. However, a mechanism called SequentialMinMax satisfies efficiency, proportionality and EF1. Wang, Li and Liang present DRFH - an extension of DRF to a system with several heterogeneous servers. == Implementation == DRF was first implemented in Apache Mesos - a cluster resource manager, and it led to better throughput and fairness than previously used fair-sharing schemes.
