A speech transcription feature was removed in December 2014. == History == Adobe announced that on April 23, 2012 Adobe OnLocation would be shut down and Adobe Prelude would launch on May 7, 2012. Adobe stated OnLocation's production was stopping because of the growing trend in the industry toward tapeless, native workflows, Adobe stresses that Adobe Prelude is not a direct replacement for OnLocation. Adobe OnLocation was available in CS5 but not in CS6 and Adobe Prelude is only available in CS6. Adobe still offers technical support for OnLocation. In 2021, Adobe announced they would be discontinuing Adobe Prelude, starting by removing it from their website on September 8, 2021. Support for existing users will continue through September 8, 2024. == Features == Prelude is used to tag media, log data, create and export metadata and generate rough cuts that can be sent to Adobe Premiere Pro. A user can add a tag to a piece of media that will show up on Premiere Pro or if another user opens that media with Prelude. Ingest Footage Prelude can ingest all kinds of file types. Once ingested, Prelude can duplicate, transcode and verify the files. Log Footage Prelude can log data only using the keyboard. Create Rough Cuts Prelude is able to generate Rough Cuts. Rough Cuts are a combination of sub clips that will hold any metadata a user feeds into it. Rough cuts can hold metadata such as markers and comments, and this metadata will stay on this footage. Workflow Accessibility Prelude is an XMP - based open platform that allows for custom integration into many video editing platforms. == Features from OnLocation == Many features from Adobe OnLocation went to Adobe Prelude or Adobe Premiere Pro. Adobe OnLocation thrived on tape - based cameras and setting up a shot before shooting it, with the change in the industry, this problem is irrelevant in post production. Adobe OnLocation also allowed the user to add tags and scripting metadata that would carry over to Premiere Pro.     The Short Signal Code, also known as the Short Signal Book (German: Kurzsignalbuch), was a short code system used by the Kriegsmarine (German Navy) during World War II to minimize the transmission duration of messages. == Description == The transmission of radio messages had the potential risks of revealing the submarine's presence and direction; if decoded the content was also revealed. Submarines need to provide information, mostly in standard form (position of convoy to attack and of submarine, weather information), to their bases. Initially Morse code transmissions could be used. To inhibit detection, the duration of messages needed to be minimised; for this, Kurzsignale short-coding was used. To prevent interception, messages needed to be encrypted by the Enigma machine. To shorten transmission even further, the message could be sent by a fast machine instead of a human radio operator. For example, the Kurier system – not implemented in time – decreased the time to send a Morse dot from around 50 milliseconds for a human to 1 millisecond. == Short Signal book == The Kurzsignale code was intended to shorten transmission time to below the time required to get a directional fix. It was not primarily intended to hide signal contents; protection was intended to be achieved by encoding with the Enigma machine. A copy of the Kurzsignale code book was captured from German submarine U-110 on 9 May 1941. In August 1941, Dönitz began addressing U-boats by the names of their commanders, instead of boat numbers. The method of defining U-boat meeting points in the Short Signal Book was regarded as compromised, so a method was defined by B-Dienst cryptanalysts to disguise their positions on the Kriegsmarine German Naval Grid System (German:Gradnetzmeldeverfahren) was introduced and used until the end of the war == Radio direction finding == Aware of the danger presented by radio direction finding (RDF), the Kriegsmarine developed various systems to speed up broadcast. The Kurzsignale code system condensed messages into short codes consisting of short sequences for common terms such as "convoy location" so that additional descriptions would not be needed in the message. The resulting Kurzsignal was then encoded with the Enigma machine and subsequently transmitted as rapidly as possible, typically taking about 20 seconds. Typical length of an information or weather signal was about 25 characters. Conventional RDF needed about a minute to fix the bearing of a radio signal, and the Kurzsignale protected against this. However, the huff-duff system which was in use by the Allies could cope with these short transmissions. The fully automated burst transmission Kurier system, in testing from August 1944, could send a Kurzsignal in not more than 460 milliseconds; this was short enough to prevent location even by huff-duff and, if deployed, would have been a serious setback for Allied anti-submarine and code-breaking activities. Although the terms e-marketing and digital marketing are still dominant in academia, social media marketing is becoming more popular for practitioners and researchers. Social media platforms such as Facebook, LinkedIn, Instagram, and Twitter, among others, have built-in data analytics tools that companies can use to track the progress, success, and engagement of social media marketing campaigns. Companies address a range of stakeholders through social media marketing, including current and potential customers, current and potential employees, journalists, bloggers, and the general public. On a strategic level, social media marketing includes the management of a marketing campaign, governance, setting the scope (e.g. more active or passive use) and the establishment of a firm's desired social media "culture" and "tone". Firms that use social media marketing can allow customers and Internet users to post user-generated content (e.g., online comments, product reviews, etc.), also known as "earned media", rather than use marketer-prepared advertising copy. == Purposes and tactics == Social media may be employed in marketing as a communications tool that makes companies accessible to those who are interested in their product and visible to those who are not familiar with their products. It is used by companies to create buzz, learn from customers, and target them. Of the top 10 factors that correlate with a strong Google organic search, seven are social media-dependent. This means that if brands with little to no social media presence tend to show up less on Google searches. While platforms such as Twitter, Facebook and—in the past—Google+ have a larger number of monthly users, the visual media-sharing-based mobile platforms garner a higher interaction rate in comparison, and have registered the fastest growth, and have changed the ways in which consumers engage with brand content. Instagram has an interaction rate of 1.46% with an average of 130 million users monthly as opposed to Twitter, which has a .03% interaction rate with an average of 210 million monthly users. Unlike traditional media that are often cost-prohibitive to many companies, a social media strategy does not require significant financial investment. To this end, companies make use of platforms such as Facebook, Twitter, YouTube, TikTok and Instagram to reach audiences much wider than through traditional print, television, or radio advertisements alone at a fraction of the cost, as most social networking sites can be used at little or no cost (however, some websites charge companies for premium services). This has changed the ways that companies approach and interact with customers, as a substantial percentage of consumer interactions are now being carried out over online platforms with much higher visibility. Customers can post reviews of products and services, rate customer service, and ask questions or voice concerns directly to companies through social media platforms. According to Measuring Success, over 80% of consumers use the web to research products and services. Thus social media marketing is also used by businesses in order to build relationships of trust with consumers. To this aim, companies may hire personnel to specifically handle these social media interactions, who usually report under the title of online community managers. Handling these interactions in a satisfactory manner can result in an increase of consumer trust. The effectiveness of social media marketing campaigns is dependent on the promotion of online engagement. With the advent of social media marketing, it has become increasingly important to gain customer interest in products and services, which can eventually be translated into buying behavior, or voting and donating behavior in a political context. New online marketing concepts of engagement and loyalty have emerged which aim to build customer participation and brand reputation. Engagement in social media for the purpose of a social media strategy is divided into two parts. The first is proactive, regular posting of new online content, which can be seen through digital photos, digital videos, text, and conversations. It is also represented through sharing of content and information from others via weblinks. The second part is reactive conversations, with social media users responding to those who reach out to others' social media profiles through comments or messages. == Campaigns == === Local businesses === Small businesses use social networking sites as a promotional technique. Businesses can follow individuals' social media usage in their local area and advertise specials and deals, which can be exclusive and in the form of "get a free drink with a copy of this tweet". Social networking sites are also used by small businesses to develop their own market research on new products and services. Most traditional communication media, including telephone, radio, television, paper mail, newspapers, and print publishing, have been transformed by the Internet, giving rise to new media such as email, online music, digital newspapers, news aggregators, and audio and video streaming websites. The Internet has enabled and accelerated new forms of personal interaction through instant messaging, Internet forums, and social networking services. Online shopping has also grown to occupy a significant market across industries, enabling firms to extend brick and mortar presences to serve larger markets. Business-to-business and financial services on the Internet affect supply chains across entire industries. The origins of the Internet date back to research that enabled the time-sharing of computer resources, the development of packet switching, and the design of computer networks for data communication. National PTTs and commercial providers developed the X.25 standard and deployed it on public data networks. === 1980s === The ARPANET initially served as a backbone for the interconnection of regional academic and military networks in the United States to enable resource sharing. Access to the ARPANET was expanded in 1981 when the National Science Foundation (NSF) funded the Computer Science Network (CSNET). In 1982, the Internet Protocol Suite (TCP/IP) was standardized, which facilitated worldwide proliferation of interconnected networks. TCP/IP network access expanded again in 1986 when the National Science Foundation Network (NSFNet) provided access to supercomputer sites in the United States for researchers, first at speeds of 56 kbit/s and later at 1.5 Mbit/s and 45 Mbit/s. The NSFNet expanded into academic and research organizations in Europe, Australia, New Zealand and Japan in 1988–89. Although other network protocols such as UUCP and PTT public data networks had global reach well before this time, this marked the beginning of the Internet as an intercontinental network. Commercial Internet service providers emerged in 1989 in the United States and Australia. The ARPANET was decommissioned in 1990. === 1990s === The linking of commercial networks and enterprises by the early 1990s, as well as the advent of the World Wide Web, marked the beginning of the transition to the modern Internet. Steady advances in semiconductor technology and optical networking created new economic opportunities for commercial involvement in the expansion of the network in its core and for delivering services to the public. In mid-1989, MCI Mail and Compuserve established connections to the Internet, delivering email and public access products to the half million users of the Internet. Just months later, on 1 January 1990, PSInet launched an alternate Internet backbone for commercial use; one of the networks that added to the core of the commercial Internet of later years.     PitchYaGame or #PitchYaGame (sometimes abbreviated to PYG) is a volunteer movement hosted on the social media platform Twitter to showcase, and present awards for, independent video games from around the world. == Description == PitchYaGame is hosted on the social media platform Twitter to showcase independent video games from around the world. Video pitches are presented by developers in June and November each year, and use the hashtag #PitchYaGame to identify and reference news about the showcase and the individual pitches, and the presentation of awards. The showcase was founded in May 2020 by Liam Twose, with the mission of recognising independent video games, and "focused on empowering indie game developers to strengthen their position in the industry." Twose has made clear that PitchYaGame is a showcase and not a hardcore competition, with "[j]ust enough of a push to make sure people put their best pitch forward." The team now comprises Twose (@LiamTwose at Twitter), operations manager "Indie Game Lover" (@IndieGameLover), and host Sarah Clancy (@ImSarahNow). The pitches were originally made monthly, with entries split into a number of categories, but this proved unmanageable. PitchYaGame collaborator, Sarah Clancy reported that judging the many entries on a monthly basis was "difficult and unwieldy." Therefore, pitches were later switched to six monthly, "feature creep" was reduced, and awards streamlined into gold, silver, bronze, runners-up, and most viral. == Sponsorship == In June 2021, PitchYaGame prizes were sponsored by Xsolla, and in November 2021 by Aurora Punks and Cold Pixel. You have to sell people, maybe even a publisher, to take your idea seriously. Most of the time, it's an obfuscated process that leaves the average developer scratching their heads, but Liam Twose and his team behind #PitchYaGame, 'PYG' for short, are looking to change all that with some clever social engineering." In March 2021, Cameron Koch at GameSpot wrote that "Using the #PitchYaGame, thousands of indie developers tweeted out pitches for their games on November 2 as part of a social media contest, and the results are astounding." He went on to say that "There is no arguing with the results. According to Twose, around 1100-1300 games were shared with the hashtag, and some real gems look to have shined through." In November 2021, Stafano "Stef" Castelli at IGN Italia wrote that "I myself enjoyed 'browsing through' the competitors, discovering a handful of intriguing video games in development." (translated from Italian). In November 2022, Eric Bartelson at Premortem Games wrote that "It's a great way to get games noticed by fellow developers, but also publishers, investors and press." In June 2023, Mark Plunkett in Kotaku wrote about the impossibility of keeping up with all the video game releases, and described PitchYaGame, which has attracted over 10,000 pitches since 2020, as an "astoundingly simple idea" that has "become an increasingly useful spot to catch up on some excellent-looking games that we may have otherwise completely slept on."

    An application delivery network (ADN) is a suite of technologies that, when deployed together, provide availability, security, visibility, and acceleration for Internet applications such as websites. ADN components provide supporting functionality that enables website content to be delivered to visitors and other users of that website, in a fast, secure, and reliable way. Gartner defines application delivery networking as the combination of WAN optimization controllers (WOCs) and application delivery controllers (ADCs). At the data center end of an ADN is the ADC, an advanced traffic management device that is often also referred to as a web switch, content switch, or multilayer switch, the purpose of which is to distribute traffic among a number of servers or geographically dislocated sites based on application specific criteria. In the branch office portion of an ADN is the WAN optimization controller, which works to reduce the number of bits that flow over the network using caching and compression, and shapes TCP traffic using prioritization and other optimization techniques. Some WOC components are installed on PCs or mobile clients, and there is typically a portion of the WOC installed in the data center. Application delivery networks are also offered by some CDN vendors. The ADC, one component of an ADN, evolved from layer 4-7 switches in the late 1990s when it became apparent that traditional load balancing techniques were not robust enough to handle the increasingly complex mix of application traffic being delivered over a wider variety of network connectivity options. == Application delivery techniques == The Internet was designed according to the end-to-end principle. This principle keeps the core network relatively simple and moves the intelligence as much as possible to the network end-points: the hosts and clients. An Application Delivery Network (ADN) enhances the delivery of applications across the Internet by employing a number of optimization techniques. Many of these techniques are based on established best-practices employed to efficiently route traffic at the network layer including redundancy and load balancing In theory, an Application Delivery Network (ADN) is closely related to a content delivery network. The difference between the two delivery networks lies in the intelligence of the ADN to understand and optimize applications, usually referred to as application fluency. Application Fluent Network (AFN) is based on the concept of Application Fluency to refer to WAN optimization techniques applied at Layer Four to Layer Seven of the OSI model for networks. Application Fluency implies that the network is fluent or intelligent in understanding and being able to optimize delivery of each application. Application Fluent Network is an addition of SDN capabilities. The acronym 'AFN' is used by Alcatel-Lucent Enterprise to refer to an Application Fluent Network. Application delivery uses one or more layer 4–7 switches, also known as a web switch, content switch, or multilayer switch to intelligently distribute traffic to a pool, also known as a cluster or farm, of servers. The application delivery controller (ADC) is assigned a single virtual IP address (VIP) that represents the pool of servers. Traffic arriving at the ADC is then directed to one of the servers in the pool (cluster, farm) based on a number of factors including application specific data values, application transport protocol, availability of servers, current performance metrics, and client-specific parameters. An ADN provides the advantages of load distribution, increase in capacity of servers, improved scalability, security, and increased reliability through application specific health checks. Increasingly the ADN comprises a redundant pair of ADC on which is integrated a number of different feature sets designed to provide security, availability, reliability, and acceleration functions. In some cases these devices are still separate entities, deployed together as a network of devices through which application traffic is delivered, each providing specific functionality that enhances the delivery of the application. == ADN optimization techniques == === TCP multiplexing === TCP Multiplexing is loosely based on established connection pooling techniques utilized by application server platforms to optimize the execution of database queries from within applications. An ADC establishes a number of connections to the servers in its pool and keeps the connections open. When a request is received by the ADC from the client, the request is evaluated and then directed to a server over an existing connection. This has the effect of reducing the overhead imposed by establishing and tearing down the TCP connection with the server, improving the responsiveness of the application. Some ADN implementations take this technique one step further and also multiplex HTTP and application requests. This has the benefit of executing requests in parallel, which enhances the performance of the application. === TCP optimization === There are a number of Request for Comments (RFCs) which describe mechanisms for improving the performance of TCP. Many ADN implement these RFCs in order to provide enhanced delivery of applications through more efficient use of TCP. The RFCs most commonly implemented are: Delayed Acknowledgements Nagle Algorithm Selective Acknowledgements Explicit Congestion Notification ECN Limited and Fast Retransmits Adaptive Initial Congestion Windows === Data compression and caching === ADNs also provide optimization of application data through caching and compression techniques. There are two types of compression used by ADNs today: industry standard HTTP compression and proprietary data reduction algorithms. It is important to note that the cost in CPU cycles to compress data when traversing a LAN can result in a negative performance impact and therefore best practices are to only utilize compression when delivering applications via a WAN or particularly congested high-speed data link. HTTP compression is asymmetric and transparent to the client. Support for HTTP compression is built into web servers and web browsers. All commercial ADN products currently support HTTP compression. A second compression technique is achieved through data reduction algorithms. Because these algorithms are proprietary and modify the application traffic, they are symmetric and require a device to reassemble the application traffic before the client can receive it. A separate class of devices known as WAN Optimization Controllers (WOC) provide this functionality, but the technology has been slowly added to the ADN portfolio over the past few years as this class of device continues to become more application aware, providing additional features for specific applications such as CIFS and SMB. == ADN reliability and availability techniques == === Advanced health checking === Advanced health checking is the ability of an ADN to determine not only the state of the server on which an application is hosted, but the status of the application it is delivering. Advanced health checking techniques allow the ADC to intelligently determine whether or not the content being returned by the server is correct and should be delivered to the client. This feature enables other reliability features in the ADN, such as resending a request to a different server if the content returned by the original server is found to be erroneous. === Load balancing algorithms === The load balancing algorithms found in today's ADN are far more advanced than the simplistic round-robin and least connections algorithms used in the early 1990s. These algorithms were originally loosely based on operating systems' scheduling algorithms, but have since evolved to factor in conditions peculiar to networking and application environments. It is more accurate to describe today's "load balancing" algorithms as application routing algorithms, as most ADN employ application awareness to determine whether an application is available to respond to a request. This includes the ability of the ADN to determine not only whether the application is available, but whether or not the application can respond to the request within specified parameters, often referred to as a service level agreement.     In software engineering, more specifically in distributed computing, observability is the ability to collect data about programs' execution, modules' internal states, and the communication among components. To improve observability, software engineers use a wide range of logging and tracing techniques to gather telemetry information, and tools to analyze and use it. Observability is foundational to site reliability engineering, as it is the first step in triaging a service outage. One of the goals of observability is to minimize the amount of prior knowledge needed to debug an issue. == Etymology, terminology and definition == The term is borrowed from control theory, where the "observability" of a system measures how well its state can be determined from its outputs. Similarly, software observability measures how well a system's state can be understood from the obtained telemetry (metrics, logs, traces, profiling). The definition of observability varies by vendor: Observability is the process of making a system’s internal state more transparent. Systems are made observable by the data they produce, which in turn helps you to determine if your infrastructure or application is healthy and functioning normally. a measure of how well you can understand and explain any state your system can get into, no matter how novel or bizarre [...] without needing to ship new code software tools and practices for aggregating, correlating and analyzing a steady stream of performance data from a distributed application along with the hardware and network it runs onobservability starts by shipping all your raw data to central service before you begin analysisthe ability to measure a system’s current state based on the data it generates, such as logs, metrics, and traces Observability is tooling or a technical solution that allows teams to actively debug their system. Observability is based on exploring properties and patterns not defined in advance. proactively collecting, visualizing, and applying intelligence to all of your metrics, events, logs, and traces—so you can understand the behavior of your complex digital system The term is frequently referred to as its numeronym o11y (where 11 stands for the number of letters between the first letter and the last letter of the word). This is similar to other computer science abbreviations such as i18n and l10n and k8s. === Observability vs. monitoring === Observability and monitoring are sometimes used interchangeably. As tooling, commercial offerings and practices evolved in complexity, "monitoring" was re-branded as observability in order to differentiate new tools from the old. The terms are commonly contrasted in that systems are monitored using predefined sets of telemetry, and monitored systems may be observable. Majors et al. suggest that engineering teams that only have monitoring tools end up relying on expert foreknowledge (seniority), whereas teams that have observability tools rely on exploratory analysis (curiosity). == Telemetry types == Observability relies on three main types of telemetry data: metrics, logs and traces. Those are often referred to as "pillars of observability". === Metrics === A metric is a point in time measurement (scalar) that represents some system state. Examples of common metrics include: number of HTTP requests per second; total number of query failures; database size in bytes; time in seconds since last garbage collection. Monitoring tools are typically configured to emit alerts when certain metric values exceed set thresholds. Thresholds are set based on knowledge about normal operating conditions and experience. Metrics are typically tagged to facilitate grouping and searchability. Application developers choose what kind of metrics to instrument their software with, before it is released. As a result, when a previously unknown issue is encountered, it is impossible to add new metrics without shipping new code. Furthermore, their cardinality can quickly make the storage size of telemetry data prohibitively expensive. Since metrics are cardinality-limited, they are often used to represent aggregate values (for example: average page load time, or 5-second average of the request rate). Without external context, it is impossible to correlate between events (such as user requests) and distinct metric values. === Logs === Logs, or log lines, are generally free-form, unstructured text blobs that are intended to be human readable. Modern logging is structured to enable machine parsability. As with metrics, an application developer must instrument the application upfront and ship new code if different logging information is required. Logs typically include a timestamp and severity level. An event (such as a user request) may be fragmented across multiple log lines and interweave with logs from concurrent events. === Traces === ==== Distributed traces ==== A cloud native application is typically made up of distributed services which together fulfill a single request. A distributed trace is an interrelated series of discrete events (also called spans) that track the progression of a single user request. A trace shows the causal and temporal relationships between the services that interoperate to fulfill a request. Instrumenting an application with traces means sending span information to a tracing backend. The tracing backend correlates the received spans to generate presentable traces. To be able to follow a request as it traverses multiple services, spans are labeled with unique identifiers that enable constructing a parent-child relationship between spans. Span information is typically shared in the HTTP headers of outbound requests. === Continuous profiling === Continuous profiling is another telemetry type used to precisely determine how an application consumes resources. === Instrumentation === To be able to observe an application, telemetry about the application's behavior needs to be collected or exported. Instrumentation means generating telemetry alongside the normal operation of the application. Telemetry is then collected by an independent backend for later analysis. In fast-changing systems, instrumentation itself is often the best possible documentation, since it combines intention (what are the dimensions that an engineer named and decided to collect?) with the real-time, up-to-date information of live status in production. Instrumentation can be automatic, or custom. Automatic instrumentation offers blanket coverage and immediate value; custom instrumentation brings higher value but requires more intimate involvement with the instrumented application. Instrumentation can be native - done in-code (modifying the code of the instrumented application) - or out-of-code (e.g. sidecar, eBPF). Verifying new features in production by shipping them together with custom instrumentation is a practice called "observability-driven development". == "Pillars of observability" == Metrics, logs and traces are most commonly listed as the pillars of observability. Majors et al. suggest that the pillars of observability are high cardinality, high-dimensionality, and explorability, arguing that runbooks and dashboards have little value because "modern systems rarely fail in precisely the same way twice." == Self monitoring == Self monitoring is a practice where observability stacks monitor each other, in order to reduce the risk of inconspicuous outages.     Social media use in African politics

    Since the Egyptian Revolution in 2011 and the Tunisian Revolution, social media, especially Facebook, Twitter, and YouTube, began to gain traction as a political tool in Africa. Various political actors have used social media to pursue a wide range of political objectives. State actors can use social media to encourage political discourse, campaign, or implement censorship and surveillance. Non-state actors, such as civil society organizations and opposition movements, can use social media to address political concerns and to organize widespread uprisings, such as the 2014 Burkinabé uprising. Meanwhile, extremist organizations can use social media to further their propaganda and recruitment. However, social media has been criticized for its limited accessibility and for facilitating the spread of misinformation, causing some skepticism about its effectiveness. Due to low entry barriers and user-generated content, social media provides a platform where people from different social classes can engage and interact with one another. Under traditional media, the public had limited opportunities to voice their political opinions. Social media enables people to both create and consume content. The public has become increasingly comfortable and confident in expressing political opinions online, often away from government scrutiny. Scholars argue that social media use has democratizing effects in African countries. == State actors == === Promoting political discourse === Through social media, the government and its citizens can discuss policy ideas, policy implementation, and political actions. Regardless of geographical location and distance, people are able to voice their opinions to the government. Social media includes citizens who were previously not able to express their discontent or share their ideas to the government. As state actors keep the public informed, social media can increase civic engagement. With more civic engagement, policies can be discussed without politicization. Before the commonplace use of social media, African countries faced weak feedback mechanisms that effectively excluded the average African citizen from policy discourse. In South Africa, the government uses social media to connect with constituencies. The South African president runs an official Twitter, Facebook, YouTube, and Flickr accounts to engage with the public. === Campaigning === Political parties also use social media for political campaigns during election periods. In South Africa, the ANC (African National Congress) and DA (Democratic Alliance) use social media for political purposes. These parties specifically use Facebook as a tool for campaigning and engaging with the public to improve their relationship with citizens. Nigerian President Goodluck Jonathan employed social media to campaign for the presidential election in 2011, which he won. When President Goodluck Jonathan announced his bid for the presidency on social media in 2010, it reached about 217,000 people. As his campaign progressed, President Goodluck Jonathan was able to increase his followers to half a million by early 2011. === Censorship & Surveillance === While state actors can use social media to encourage their party or discourse, social media can be used to censor and surveil citizens. For example, the ANC and DA use Facebook to monitor South Africans. The government is able to track down people who have spoken against the government and translate this information into physical action to stop any possibility of a revolution. Social media platforms can be shut down to manipulate the flow of information. In Chad, citizens cannot access information through online platforms. This censorship blocked "Facebook, Twitter, WhatsApp and Viber". In the Democratic Republic of Congo, the government shut down the internet before contested elections. In Zimbabwe, the government shut down the internet to hide civilian protests against fuel price increases. == Non-state actors == === Civil society organizations (CSOs) === Civil society organizations have also used social media networks in an effort to recruit supporters and communicate with the public. CSOs can use social media to mobilize people to support their cause, such as the Ghanaian Committee for Joint Action (CJA). In 2005 and 2006, the CJA gathered support to protest against the 50% fuel price increase. CSOs can play the role of a counterforce against state actors and state propaganda during times of crises, such as protests and military clashes. In some cases, CSOs release their own videos and photos on social media which challenges traditional forms of media. CSOs have also served to monitor elections to reduce corruption and violence during election day. For instance, the Zambian Bantu Watch started the #bantuwatch social media campaign to monitor the 2011 presidential election. Zambians used Facebook and Twitter to report polling station results to mitigate election fraud and election violence. In South Africa, CSOs created 'amandla.mobi' to campaign for public policies by creating petitions. Through 'amandla.mobi', CSOs are able to circulate petitions on social media to collect signatures. South African CSOs reported how social media helped their organizations to gain support and share ideas. However, CSOs struggle to attract media attention and often have to pay for media coverage. === Opposition forces against the government === Social media is also used by the public or opposition forces against the government. Through horizontal social media, organizing can lead to street protests and revolutions, some of which are successful. For instance, during the Egyptian revolution of 2011, "The Day of the Revolution Against Torture, Poverty, Corruption, and Unemployment" and "We Are All Khaled Said" gathered support against President Hosni Mubarak. In particular, "We Are All Khaled Said" had Egyptian citizens gather around the death of Khaled Said who was brutally tortured and killed by the Egyptian government because Said wanted to uncover government corruption. As unrest erupted into public demonstrations, President Hosni Mubarak was forced to resign. Witnessing the success of social media during the Egyptian revolution, the Tunisian Revolution, or the Jasmine Revolution, mobilized through Facebook and Twitter. Likewise, in South Africa, Malawi, and Mozambique, these countries have used social media as "new protest drums." Due to social media's low entry barrier, opposition forces against the government can facilitate political discourse that can lead to accountability. Whistleblowers and opposition forces are able to expose corruption through social media, where they face less repression while reaching a larger audience. For example, the youth of Zimbabwe and South Africa use Facebook to discuss politics without judgment. Specifically, in Zimbabwe, political youth used Facebook to avoid state surveillance. Social media is used as a supplemental tool for activism. In 2015, South African student activists started the hashtag #RhodesMustFall to push the issue of colonialism and racism at the forefront of the public. === Extremist organizations === Social media is easily accessible and created by user-based content. Therefore, marginalized groups are able to use social media to spread extremist ideas. For instance, Boko Haram created the Media Office of West Africa Province and perpetuated propaganda through Twitter and YouTube. Boko Haram's online propaganda campaign targets and persuades young dissuaded Nigerians to join their cause. It is important to note that social media has also been used against Boko Haram. In April 2014, Boko Haram kidnapped 276 schoolgirls and an international campaign fought for their return through #BringBackOurGirls. Another extremist group, Al-Shabaab, has created an online presence through Twitter and YouTube. Through these social media networks, Al-Shabaab recruits new members to their extremist group through their propaganda which emphasizes the group's successes. Albeit their efforts, Al-Shabaab has not been very successful in coordinating their members but they are successful in financing their group. Furthermore, the Islamic State of Iraq and the Levant (ISIL) use social media to target and recruit individuals to their cause. ISIL's social media usage is more diverse compared to Boko Haram and Al-Shabaab; ISIL uses "Facebook, Twitter, YouTube, WhatsApp, Telegram, JustPaste.it, Kik and Ask.fm." Since ISIL's Twitter accounts kept getting shut down, ISIL uses Telegram and WhatsApp chat rooms to privately conduct meetings. Due to the spread of extremist ideology, Zhuravskaya et al. acknowledge social media's potential to be misused. == Challenges == Although social media can be used as a political tool, it faces challenges in Africa.     Short Weather Cipher

    The Short Weather Cipher (German: Wetterkurzschlüssel, abbreviated WKS), also known as the weather short signal book, was a cipher, presented as a codebook, that was used by the radio telegraphists aboard U-boats of the German Navy (Kriegsmarine) during World War II. It was used to condense weather reports into a short 7-letter message, which was enciphered by using the naval Enigma and transmitted by radiomen to intercept stations on shore, where it was deciphered by Enigma and the 7-letter weather report was reconstructed. == History == During World War II, during various times, different versions of the cipher were in operation. The first issue carried the codename Weimar. It was replaced by the edition Eisenach on 20 January 1942. On 10 March 1943, the third edition of the weather key, bearing the codename Naumburg, entered into force. On May 9, 1941, during Operation Primrose, the operation to occupy Åndalsnes and create a diversion south of Trondheim in Norway as part of the Norwegian Campaign, an intact Naval Enigma (M3) cipher machine, a copy of the "Weimar" version of the short weather cipher and a copy of the short signal book (German: Kurzsignalbuch or Kurzsignale for short) was recovered from the submarine U-110, that was captured in the North Atlantic east of Cape Farewell, Greenland. This enabled the cryptanalysts in Bletchley Park to break the encryption of the M3 and to decipher the German submarine radio messages. The Short Weather Cipher was critical in the cryptanalysis of the Naval Enigma M4 and yielded excellent cribs. On 30 October 1942, a copy of the Wetterkurzschlüssel, the short weather cipher, and of the short signal book, the Kurzsignale, were recovered as part of a daring raid on the U-boat U-559, when three Royal Navy sailors, Lieutenant Anthony Fasson, Able Seaman Colin Grazier and NAAFI canteen assistant Tommy Brown, then boarded the abandoned submarine, and recovered the documents after a 90-minute search. They reached the Government Code and Cypher at Bletchley Park after a three-week delay, on 24 November 1942. The documents which cost the lives of Fasson and Grazier proved to be particularly important in breaking the Naval Enigma M4. The version of the short weather cipher recovered was the Eisenach version. Unlike the first version Weimar, the Eisenach did not list the 26 rotor positions that were indicated by a letter, to be used in enciphering weather reports. Thus, Hut 8 cryptanalysts thought that all four rotors were used to encipher weather reports. Testing on the Bombes began to surface weather kisses (identical messages in two cryptosystems). On 13 December 1942, a crib obtained using the Short Weather Cipher gave a key with the Naval Enigma M4 rotatable Umkehrwalze (reversing roller or reflector) in the neutral position, making it equivalent to a standard Enigma and thus making B-Dienst messages potentially breakable on existing bombes. Hut 8 learned that the 4-letter indicators for regular U-boat messages were the same as 3-letter indicators for weather messages the same day, except for one extra letter. This meant that once the key was found for a weather message on any day, the fourth rotor had to be only tested in 26 positions to find the full 4-letter key. By the end of the day on Sunday 13 December, Rodger Winn of the Submarine Tracking Room at Bletchley Park knew that Shark Enigma Cipher was broken. When the third edition of the short signal book was introduced on 10 March 1943, Hut 8 was immediately deprived of cribs. However, by the 19 March, cribs were again being used by Hut 8 personnel, using the method of employing short signal sighting reports. These were reports made by U-boats when contact was made with Kurzsignalheft code book. Hut 8 managed to solve Shark for 90 out of 112 days before the end of June. Kurzsignalheft short sighting reports also used M4 in M3 mode. By the end of June, four-rotor bombes had entered service at Bletchley Park, and by August had been introduced by the US Navy. From September onwards, Shark was generally solved within 24 hours. == Operation == The U-boat encoded weather reports using the Short Weather Cipher, before being enciphered on the Naval Enigma. The shore patrol of the Kriegsmarine, deciphered the message and decoded it, then forwarding it to a central meteorological station, which rebroadcast the data as ship synoptics, after enciphering it with additive tables using a cipher, which was called Germet 3 by Hut 8 personnel. The short weather cipher coded weather reports using a polyphonic single-letter code with X missing. A = +28° ◦ B = +27° ◦ C = +26° ◦ D = +25° ◦ . . . ◦ W = +6° ◦ Y= +5° ◦ Z = +4° ◦ A = +3° ◦ B = +2° ◦ C = +1° ◦ D = 0° ◦ E =−1° ◦ F =−2° ◦ . . . ◦ Z = −21° ◦ In a similar way, water temperature, atmospheric pressure, humidity, wind direction, wind velocity, visibility, degree of cloudiness, geographic latitude, and geographic longitude had to be coded in a prescribed order with the weather report consisted of a single short word. Based on the approximate knowledge of the position of the submarine, the Kriegsmarine telegraphist who received the message could translate the letter "S", according to the above table, which could mean 10 °C or −15 °C, back to the correct temperature.     Instapoetry is a style of poetry that emerged after the advent of social media, especially on Instagram. The term has been used to describe poems written specifically for being shared online, most commonly on Instagram, but also other platforms including Twitter, Tumblr, and TikTok. The style usually consists of short, direct lines in aesthetically pleasing fonts that are sometimes accompanied by an image or drawing, often without rhyme schemes or meter, and dealing with commonplace themes. Literary critics, poets, and writers have contended with Instapoetry's focus on brevity and plainness compared to traditional poetry, criticizing it for reproducing rather than subverting normative ideas on social media platforms that favor popularity and accessibility over craft and depth. == History == Instapoetry developed as a result of young, predominantly women, amateur poets sharing their output to expand their readership, who began using social media as their preferred method of distribution rather than traditional publishing methods. The term "Instapoetry" is a portmanteau of the words "Instagram" and "poetry," and was created by other writers trying to define and understand the new extension of "instant poetry" shared via social media, most prominently Instagram. In its most basic form, Instapoetry usually consists of bite-sized verses that consider political and social subjects such as immigration, domestic violence, sexual assault, love, culture, feminism, gun violence, war, racism, LGBTQ rights, and other social justice topics. All of these elements are usually made to fit social media feeds that are easily accessible through applications on smartphones. == Scholarship == Despite the diversity of poetry on Instagram, the Brazilian linguist Bruna Osaki Fazano found that shared "aspects of the compositional form, theme and style" mean that it can be understood as a specific genre. Camilla Holm Soelseth argues that taking on the platform-specific tasks of a social media creator is a prerequisite for being an Instapoet. Writing in Poetics Today, JuEunhae Knox combined quantitative and qualitative analysis to show that Instapoetry is a cohesive genre, in part because "the sheer volume and rapidity of content production in turn encourages posts that are not only visually appealing but also immediately recognizable as Instapoems". Instapoetry has been seen as a practice that serves as a form of self-staging for poets and "[crafts] authenticity". Eirik Vassenden describes the work of Norwegian poet Trygve Skaug as appearing to offer a "simple, almost direct access to the inner self". Vassenden writes that poems such as Rupi Kaur's "if you are not enough for yourself / you will never be enough / for someone else" are "authentic" to such an extent that they are not literary. Kiera Obbard describes how Rupi Kaur uses humour as a rhetorical device in her poetry performances to tell personal stories of trauma and challenge social inequalities. Scholars have also studied the work of specific Instapoets, such as Rupi Kaur, R.M. Meanwhile, it has been argued that since Instapoets avoid critical evaluations, academics, and the publishing industry, Instapoets qualify more as online celebrities than literary figures. Additionally, although Instapoetry has been characterized as anti-establishment, Alyson Miller noted traditional or even conservative views in the online posts of Instapoets in contrast with the activist views the style is associated with, and that there is a contradiction between "the extra-textual commentary surrounding Instapoetry, particularly by way of interviews and artistic statements, and the content of works which repeatedly reinscribe conservative, patriarchal, and heteronormative worldviews". Thom Young, a poet and high school English teacher, created a parody Instagram page as a way to mock Instapoets and their work, describing it as "fidget-spinner poetry. Like they're just scrolling on their devices, to read something instantly, while the libraries are empty. I think people today don't want to read anything that causes a whole lot of critical thinking." According to Johnathan Ford's piece in the Financial Times, as Instagram's algorithms have limited prospective Instapoets' reach-per-post, it has pushed them to pay to promote their material.     In software engineering, more specifically in distributed computing, observability is the ability to collect data about programs' execution, modules' internal states, and the communication among components. To improve observability, software engineers use a wide range of logging and tracing techniques to gather telemetry information, and tools to analyze and use it. Observability is foundational to site reliability engineering, as it is the first step in triaging a service outage. One of the goals of observability is to minimize the amount of prior knowledge needed to debug an issue. == Etymology, terminology and definition == The term is borrowed from control theory, where the "observability" of a system measures how well its state can be determined from its outputs. Similarly, software observability measures how well a system's state can be understood from the obtained telemetry (metrics, logs, traces, profiling). The definition of observability varies by vendor: Observability is the process of making a system’s internal state more transparent. This is similar to other computer science abbreviations such as i18n and l10n and k8s. === Observability vs. monitoring === Observability and monitoring are sometimes used interchangeably. As tooling, commercial offerings and practices evolved in complexity, "monitoring" was re-branded as observability in order to differentiate new tools from the old. The terms are commonly contrasted in that systems are monitored using predefined sets of telemetry, and monitored systems may be observable. Majors et al. suggest that engineering teams that only have monitoring tools end up relying on expert foreknowledge (seniority), whereas teams that have observability tools rely on exploratory analysis (curiosity). == Telemetry types == Observability relies on three main types of telemetry data: metrics, logs and traces. Those are often referred to as "pillars of observability". === Metrics === A metric is a point in time measurement (scalar) that represents some system state. Examples of common metrics include: number of HTTP requests per second; total number of query failures; database size in bytes; time in seconds since last garbage collection. Monitoring tools are typically configured to emit alerts when certain metric values exceed set thresholds. Thresholds are set based on knowledge about normal operating conditions and experience. Metrics are typically tagged to facilitate grouping and searchability. Application developers choose what kind of metrics to instrument their software with, before it is released. As a result, when a previously unknown issue is encountered, it is impossible to add new metrics without shipping new code. Furthermore, their cardinality can quickly make the storage size of telemetry data prohibitively expensive. Since metrics are cardinality-limited, they are often used to represent aggregate values (for example: average page load time, or 5-second average of the request rate). Without external context, it is impossible to correlate between events (such as user requests) and distinct metric values. === Logs === Logs, or log lines, are generally free-form, unstructured text blobs that are intended to be human readable. Modern logging is structured to enable machine parsability. As with metrics, an application developer must instrument the application upfront and ship new code if different logging information is required. Logs typically include a timestamp and severity level. An event (such as a user request) may be fragmented across multiple log lines and interweave with logs from concurrent events. === Traces === ==== Distributed traces ==== A cloud native application is typically made up of distributed services which together fulfill a single request. A distributed trace is an interrelated series of discrete events (also called spans) that track the progression of a single user request. A trace shows the causal and temporal relationships between the services that interoperate to fulfill a request. Instrumenting an application with traces means sending span information to a tracing backend. The tracing backend correlates the received spans to generate presentable traces. To be able to follow a request as it traverses multiple services, spans are labeled with unique identifiers that enable constructing a parent-child relationship between spans. Span information is typically shared in the HTTP headers of outbound requests. === Continuous profiling === Continuous profiling is another telemetry type used to precisely determine how an application consumes resources. === Instrumentation === To be able to observe an application, telemetry about the application's behavior needs to be collected or exported. Instrumentation means generating telemetry alongside the normal operation of the application. Telemetry is then collected by an independent backend for later analysis. In fast-changing systems, instrumentation itself is often the best possible documentation, since it combines intention (what are the dimensions that an engineer named and decided to collect?) with the real-time, up-to-date information of live status in production. Instrumentation can be automatic, or custom. Automatic instrumentation offers blanket coverage and immediate value; custom instrumentation brings higher value but requires more intimate involvement with the instrumented application. Instrumentation can be native - done in-code (modifying the code of the instrumented application) - or out-of-code (e.g. sidecar, eBPF). Verifying new features in production by shipping them together with custom instrumentation is a practice called "observability-driven development". == "Pillars of observability" == Metrics, logs and traces are most commonly listed as the pillars of observability. Majors et al. suggest that the pillars of observability are high cardinality, high-dimensionality, and explorability, arguing that runbooks and dashboards have little value because "modern systems rarely fail in precisely the same way twice." == Self monitoring == Self monitoring is a practice where observability stacks monitor each other, in order to reduce the risk of inconspicuous outages. Self monitoring may be put in place in addition to high availability and redundancy to further avoid correlated failures.

    A data steward is an oversight or data governance role within an organization, and is responsible for ensuring the quality and fitness for purpose of the organization's data assets, including the metadata for those data assets. A data steward may share some responsibilities with a data custodian, such as the awareness, accessibility, release, appropriate use, security and management of data. A data steward would also participate in the development and implementation of data assets. A data steward may seek to improve the quality and fitness for purpose of other data assets their organization depends upon but is not responsible for. Data stewards have a specialist role that utilizes an organization's data governance processes, policies, guidelines and responsibilities for administering an organizations' entire data in compliance with policy and/or regulatory obligations (e.g., GDPR, HIPAA). The overall objective of a data steward is the data quality of the data assets, datasets, data records and data elements. This includes documenting metainformation for the data, such as definitions, related rules/governance, physical manifestation, and related data models (most of these properties being specific to an attribute/concept relationship), identifying owners/custodian's various responsibilities, relations insight pertaining to attribute quality, aiding with project requirement data facilitation and documentation of capture rules. Data stewards begin the stewarding process with the identification of the data assets and elements which they will steward, with the ultimate result being standards, controls and data entry. The steward works closely with business glossary standards analysts (for standards), with data architect/modelers (for standards), with DQ analysts (for controls) and with operations team members (good-quality data going in per business rules) while entering data. Data stewardship roles are common when organizations attempt to exchange data precisely and consistently between computer systems and to reuse data-related resources. Master data management often makes references to the need for data stewardship for its implementation to succeed. Data stewardship must have precise purpose, fit for purpose or fitness. == Data steward responsibilities == A data steward ensures that each assigned data element: Has clear and unambiguous data element definition Does not conflict with other data elements in the metadata registry (removes duplicates, overlap etc.) Has clear enumerated value definitions if it is of type Code Is still being used (remove unused data elements) Is being used consistently in various computer systems Is being used, fit for purpose = Data Fitness Has adequate documentation on appropriate usage and notes Documents the origin and sources of authority on each metadata element Is protected against unauthorised access or change Responsibilities of data stewards vary between different organisations and institutions. For example, at Delft University of Technology, data stewards are perceived as the first contact point for any questions related to research data. They also have subject-specific background allowing them to easily connect with researchers and to contextualise data management problems to take into account disciplinary practices. == Types of data stewards == Depending on the set of data stewardship responsibilities assigned to an individual, there are 4 types (or dimensions of responsibility) of data stewards typically found within an organization: Data object data steward - responsible for managing reference data and attributes of one business data entity Business data steward - responsible for managing critical data, both reference and transactional, created or used by one business function. The data steward may also serve as a liaison between the organization's data users and technical teams, helping to bridge the gap between business needs and technical requirements. They may also play a role in educating others within the organization about best practices for data management, and advocating for data-driven decision-making. Process data steward - responsible for managing data across one business process System data steward - responsible for managing data for at least one IT system == Benefits of data stewardship == Systematic data stewardship can foster: Faster analysis Consistent use of data management resources Easy mapping of data between computer systems and exchange documents Lower costs associated with migration to (for example) service-oriented architecture (SOA) Mitigation of data risk Better control of dangers associated with privacy, legal, errors, etc. Assignment of each data element to a person sometimes seems like an unimportant process. But multiple groups have found that users have greater trust and usage rates in systems where they can contact a person with questions on each data element. == Examples == Delft University of Technology (TU Delft) offers an example of data stewardship implementation at a research institution. In 2017 the Data Stewardship Project was initiated at TU Delft to address research data management needs in a disciplinary manner across the whole campus. Dedicated data stewards with subject-specific background were appointed at every TU Delft faculty to support researchers with data management questions and to act as a linking point with the other institutional support services. The project is coordinated centrally by TU Delft Library, and it has its own website, blog and a YouTube channel. The [1]EPA metadata registry furnishes an example of data stewardship. Note that each data element therein has a "POC" (point of contact). In 2023, ETH Zurich launched the Data Stewardship Network (DSN) to facilitate collaboration among employees engaged in data management, analysis, and code development across research groups. The DSN serves as a platform for networking and knowledge exchange, aiming to professionalize the role of data stewards who support research data management and reproducible workflows. Established by the team for Research Data Management and Digital Curation at the ETH Library, the DSN collaborates with Scientific IT Services to provide expertise in areas such as storage infrastructure and reproducible workflows. == Data stewardship applications == Information stewardship applications are business solutions used by business users acting in the role of information steward (interpreting and enforcing information governance policy, for example). These developing solutions represent, for the most part, an amalgam of a number of disparate, previously IT-centric tools already on the market, but are organized and presented in such a way that information stewards (a business role) can support the work of information policy enforcement as part of their normal, business-centric, day-to-day work in a range of use cases. The initial push for the formation of this new category of packaged software came from operational use cases — that is, use of business data in and between transactional and operational business applications. This is where most of the master data management efforts are undertaken in organizations. However, there is also now a faster-growing interest in the new data lake arena for more analytical use cases.

    Caste census is a proposed census to be conducted in India by the Central Government of India. The proposed census was decided under the leadership of Prime Minister Narendra Modi by the cabinet committee of political affairs (CCPA) on 30 April 2025. It has been decided that a caste enumeration should be included with the forthcoming census. The exact time has not been declared yet. It is unclear that when the next census will be held. The decision of the cabinet was announced by the Central Railway Minister Ashwini Vaishnaw. It has been seen as a step that would help in drafting "equitable and targeted" policies by the present Central Government of India led by the Bhartiya Janta Party in India. The Central Home Minister Amit Shah has described the decision as a "historic decision". He has also described that the historic decision as “committed to social justice”. The leader of opposition Rahul Gandhi has welcomed the decision. He said "We have shown we can pressure govt" He has demanded a clear timeline for its completion. He has called it "The first step towards deep social reform". == Description == The caste census is a systematic recording of individuals’ caste identities during the nationwide census in the country. The Central minister Ashwini Vaishnaw expressed his view on the proposed census and said that it would "strengthen the social and economic structure of our society while the nation continues to progress”. The Caste census will happen for the first time in 100 years by the Central Government of India. It will be the part of the upcoming census in India. == History == According to Peabody, the first systematic caste-wise enumeration of households in the Indian subcontinent was conducted between 1658 and 1664 across seven districts of the then Marwar Kingdom, including Jodhpur city which was its capital. It was conducted by the then home minister Munhata Nainsi of the kingdom for the purpose of tax documentation. It was not to for classification of society or creation of social hierarchies but solving a tax related problem. During the period of the British rule in India, caste census was included in the decadal censuses to categorise the population by caste, religion and occupation. In 1871–72, the first detailed caste census was conducted by the government of British Raj in India. It was practiced between the period 1881 to 1931. The last caste census was conducted in the year 1931 in which 4,147 castes were recorded. The largest population in the whole of British India (including Pakistan and Bangladesh) was of Brahmins. The population of Brahmins was recorded more than 1.5 crores. After Brahmin community, the second place was of Jatav (Chamar)community. The population of Jatav was a little more than 1.23 crores. On the third place were Rajputs. The population of Rajputs was 81 lakhs. The Rajput caste was followed by the Kunbi caste of Maharashtra. The population of Kunbi caste was 64 lakhs and 34 thousands. The Kunbi caste was followed by Yadav (Ahir) caste. The population of Yadav (Ahir) community was 56 lakhs and 82 thousands. The Yadav (Ahir) caste was followed by Teli community. The population of Teli community was 42 lakhs and 58 thousands. The Teli community was followed by Gwala community. The population of the Gwala community was 40 lakhs. After the independence of India, the caste enumeration was stopped by the newly independent Government of India led by the prime minister Pandit Jawahar Lal Nehru in 1951. The caste enumeration was stopped to avoid reinforcing social divisions in the Indian society. But, there was an exception made for the enumeration of the Scheduled Castes (SCs) and Scheduled Tribes (STs) in the decadal censuses. Therefore, the enumeration of the Scheduled Castes and the Scheduled Tribes is being conducted in every census since 1951. In 1961, the Government of India permitted states for conducting their own surveys to compile OBC lists, but national caste census was not conducted.
