    Five safes

    The Five Safes is a framework for helping make decisions about making effective use of data which is confidential or sensitive. It is mainly used to describe or design research access to statistical data held by government and health agencies, and by data archives such as the UK Data Service. It is not an internationally accepted standard. Two of the Five Safes refer to statistical disclosure control, and so the Five Safes is usually used to contrast statistical and non-statistical controls when comparing data management options. == Concept == The Five Safes proposes that data management decisions be considered as solving problems in five 'dimensions': projects, people, settings, data and outputs. The combination of the controls leads to 'safe use'. These are most commonly expressed as questions, for example: These dimensions are scales, not limits. That is, solutions can have a mix of more or fewer controls in each dimension, but the overall aim of 'safe use' independent of the particular mix. For example, a public use file available for open download cannot control who uses it, where or for what purpose, and so all the control (protection) must be in the data itself. In contrast, a file which is only accessed through a secure environment with certified users can contain very sensitive information: the non-statistical controls allow the data to be 'unsafe'. One academic likened the process to a graphic equalizer, where bass and treble can be combined independently to produce a sound the listener likes, which has proven to be a very useful metaphor. This 2023 Data Foundation webinar is an expert discussion of how the elements interact, including an excellent introductory representation. There is no 'order' to the Five Safes, in that one is necessarily more important than the others. However, Ritchie argued that the 'managerial' controls (projects, people, setting) should be addressed before the 'statistical' controls (data, output). The Five Safes concept is associated with other topics which developed from the same programme at ONS, although these are not necessarily implemented. Safe people is associated with 'active researcher management', while safe outputs is linked with principles-based output statistical disclosure control. The Five Safes is a positive framework, describing what is and is not. The EDRU ('evidence-based, default-open, risk-managed, user-centred') attitudinal model is sometimes used to give a normative context == The 'data access spectrum' == From 2003 the Five Safes was also represented in a simpler form as a 'Data Access Spectrum'. The non-data controls (project, people, setting, outputs) tend to work together, in that organisations often see these as a complementary set of restrictions on access. These can then be contrasted with choices about data anonymisation to present a linear representation of data access options. This presentation is consistent with the idea of 'data as a residual', as well as data protection laws of the time which often characterised data simply as anonymous or not anonymous. A similar idea had already been developed independently in 2001 by Chuck Humphrey of the Canadian RDC network, the 'continuum of access'. More recently, The Open Data Institute has developed a 'Data Spectrum toolkit' which includes industry-specific examples. == History and terminology == The Five Safes was devised in the winter of 2002/2003 by Felix Ritchie at the UK Office for National Statistics (ONS) to describe its secure remote-access Virtual Microdata Laboratory (VML). It was described at this time as the 'VML Security Model'. This was adopted by the NORC data enclave, and more widely in the US, as the 'portfolio model' (although this is now also used to refer to a slightly different legal/statistical/educational breakdown). In 2012 the framework as was still being referred to as the 'VML security model', but its increasing use among non-UK organisations led to the adoption of the more general and informative phrase 'Five Safes'. The original framework only had four safes (projects, people, settings and outputs): the framework was used to describe highly detailed data access through a secure environment, and so the 'data' dimension was irrelevant. From 2007 onwards, 'safe data' was included as the framework was used to a describe a wider range of ONS activities. As the US version was based upon the 2005 specification, some US iterations uses have the original four dimensions (eg). Some discussions, such as the OECD, use the term 'secure' instead 'safe'. However, the use of both these terms can cause presentational problems: less control in a particular dimension could be seen to imply 'unsafe users' or 'insecure settings', for example, which distracts from the main message. Hence, the Australian government uses the term "five data sharing principles". The 'Anonymisation Decision-Making Framework' uses a framework based on the Five Safes but relabelling "projects", "people", and "settings" as "governance", "agency" and "infrastructure", respectively; "Output" is omitted, and "safe use" becomes "functional anonymisation". There is no reference to the Five Safes or any associated literature. The Australian version was required to include references to the Five Safes, and presented it as an alternative without comment. == Application == The framework has had three uses: pedagogical, descriptive, and design. Since 2016, it has also been used, directly and indirectly in legislation. See for more detailed examples. === Pedagogy === The first significant use of the framework, other than internal administrative use, was to structure researcher training courses at the UK Office for National Statistics from 2003. UK Data Archive, Administrative Data Research Network, Eurostat, Statistics New Zealand, the Mexican National Institute of Statistics and Geography, NORC, Statistics Canada and the Australian Bureau of Statistics, amongst others, have also used this framework. Most of these courses are for researchers using restricted-access facilities; the Eurostat courses are unusual in that they are designed for all users of sensitive data. === Description === The framework is often used to describe existing data access solutions (e.g. UK HMRC Data Lab, UK Data Service, Statistics New Zealand) or planned/conceptualised ones (e.g. Eurostat in 2011). An early use was to help identify areas where ONS' still had 'irreducible risks' in its provision of secure remote access. The framework is mostly used for confidential social science data. To date it appears to have made little impact on medical research planning, although it is now included in the revised guidelines on implementing HIPAA regulations in the US, and by Cancer Research UK and the Health Foundation in the UK. It has also been used to describe a security model for the Scottish Health Informatics Programme. === Design === In general the Five Safes has been used to describe solutions post-factum, and to explain/justify choices made, but an increasing number of organisations have used the framework to design data access solutions. For example, the Hellenic Statistical Agency developed a data strategy built around the Five Safes in 2016; the UK Health Foundation used the Five Safes to design its data management and training programmes. Use in the private sector is less common but some organisations have incorporated the Five Safes into consulting services. In 2015 the UK Data Service organized a workshop to encourage data users from the academic and private sectors to think about how to manage confidential research data, using the Five Safes to demonstrate alternative options and best practice. Early adopters for strategic design use were in Australia: both the Australian Bureau of Statistics and the Australian Department of Social Service used the Five Safes as an ex ante design tool. In 2017 the Australian Productivity Commission recommended adopting a version of the framework to support cross-government data sharing and re-use. This underwent extensive consultation and culminated in the DAT Act 2022. Since 2020 the Five Safes has been the overriding framework for the design of new secure facilities and data sharing arrangements in the UK for public health and social sciences. This has been promoted by the Office for Statistics Regulation, the UK Statistics Authority, NHS DIgital, and the research funding bodies Administrative Data Research UK and DARE UK. === Regulation and legislation === Three laws have incorporated the Fives Safes. They are explicit in the South Australian Public Sector (Data Sharing) Act 2016, and implicit in the research provisions of the UK Digital Economy Act 2017.     Algorithmic management

    Algorithmic management is a term used to describe certain labor management practices in the contemporary digital economy. In scholarly uses, the term was initially coined in 2015 by Min Kyung Lee, Daniel Kusbit, Evan Metsky, and Laura Dabbish to describe the managerial role played by algorithms on the Uber and Lyft platforms, but has since been taken up by other scholars to describe more generally the managerial and organisational characteristics of platform economies. However, digital direction of labor was present in manufacturing already since the 1970s and algorithmic management is becoming increasingly widespread across a wide range of industries. The concept of algorithmic management can be broadly defined as the delegation of managerial functions to algorithmic and automated systems. Algorithmic management has been enabled by "recent advances in digital technologies" which allow for the real-time and "large-scale collection of data" which is then used to "improve learning algorithms that carry out learning and control functions traditionally performed by managers". The term does not refer to a specific underlying technology, and encompasses the design choices, organisational policies, and governance that surround the managerial use of algorithms in workplaces. In the contemporary workplace, firms employ an ecology of accounting devices, such as "rankings, lists, classifications, stars and other symbols' in order to effectively manage their operations and create value without the need for traditional forms of hierarchical control." Many of these devices fall under the label of what is called algorithmic management, and were first developed by companies operating in the sharing economy or gig economy, functioning as effective labor and cost cutting measures. The Data&Society explainer of the term, for example, describes algorithmic management as 'a diverse set of technological tools and techniques that structure the conditions of work and remotely manage workforces. Data&Society also provides a list of five typical features of algorithmic management: Prolific data collection and surveillance of workers through technology; Real-time responsiveness to data that informs management decisions; Automated or semi-automated decision-making; Transfer of performance evaluations to rating systems or other metrics; and The use of "nudges" and penalties to indirectly incentivize worker behaviors. Proponents of algorithmic management claim that it "creates new employment opportunities, better and cheaper consumer services, transparency and fairness in parts of the labour market that are characterised by inefficiency, opacity and capricious human bosses." On the other hand, critics of algorithmic management claim that the practice leads to several issues, especially as it impacts the employment status of workers managed by its new array of tools and techniques. == History of the term == "Algorithmic management" was first described by Lee, Kusbit, Metsky, and Dabbish in 2015 in their study of the Uber and Lyft platforms. In their study, Lee et al. termed "software algorithms that assume managerial functions and surrounding institutional devices that support algorithms in practice" algorithmic management. Software algorithms, it was said, are increasingly used to "allocate, optimize, and evaluate work" by platforms in managing their vast workforces. In Lee et al.'s paper on Uber and Lyft this included the use of algorithms to assign work to drivers, as mechanisms to optimise pricing for services, and as systems for evaluating driver performance. In 2016, Alex Rosenblat and Luke Stark sought to extend on this understanding of algorithmic management "to elucidate on the automated implementation of company policies on the behaviours and practices of Uber drivers." Rosenblat and Stark found in their study that algorithmic management practices contributed to a system beset by power asymmetries, where drivers had little control over "critical aspects of their work", whereas Uber had far greater control over the labor of its drivers. Since this time, studies of algorithmic management have extended the use of the term to describe the management practices of various firms, where, for example, algorithms "are taking over scheduling work in fast food restaurants and grocery stores, using various forms of performance metrics ad even mood... to assign the fastest employees to work in peak times." Algorithmic management is seen to be especially prevalent in gig work on platforms, such as on Upwork and Deliveroo, and in the sharing economy, such as in the case of Airbnb. Furthermore, recent research has defined sub-constructs that fall under the umbrella term of algorithmic management, for example, "algorithmic nudging". A Harvard Business Review article published in 2021 explains: "Companies are increasingly using algorithms to manage and control individuals not by force, but rather by nudging them into desirable behavior — in other words, learning from their personalized data and altering their choices in some subtle way." While the concept builds on nudging theory popularized by University of Chicago economist Richard Thaler and Harvard Law School professor Cass Sunstein, "due to recent advances in AI and machine learning, algorithmic nudging is much more powerful than its non-algorithmic counterpart. With so much data about workers' behavioral patterns at their fingertips, companies can now develop personalized strategies for changing individuals' decisions and behaviors at large scale. These algorithms can be adjusted in real-time, making the approach even more effective." == Relationships with other labor management practices == Algorithmic management has been compared and contrasted with other forms of management, such as Scientific management approaches, as pioneered by Frederick Taylor in the early 1900s. Henri Schildt has called algorithmic management "Scientific management 2.0", where management "is no longer a human practice, but a process embedded in technology." Similarly, Kathleen Griesbach, Adam Reich, Luke Elliott-Negri, and Ruth Milkman suggest that, while "algorithmic control over labor may be relatively new, it replicates many features of older mechanisms of labor control." On the other hand, some commentators have argued that algorithmic management is not simply a new form of Scientific management or digital Taylorism, but represents a distinct approach to labor control in platform economies. David Stark and Ivana Pais, for example, state that, "In contrast to Scientific Management at the turn of the twentieth century, in the algorithmic management of the twenty-first century there are rules but these are not bureaucratic, there are rankings but not ranks, and there is monitoring but it is not disciplinary. Algorithmic management does not automate bureaucratic structures and practices to create some new form of algorithmic bureaucracy. Whereas the devices and practices of Taylorism were part of a system of hierarchical supervision, the devices and practices of algorithmic management take place within a different economy of attention and a new regime of visibility. Triangular rather than vertical, and not as a panopticon, the lines of vision in algorithmic management are not lines of supervision." Similarly, Data&Society's explainer for algorithmic management claims that the practice represents a marked departure from earlier management structures that more strongly rely on human supervisors to direct workers. In analyzing the difference and the similarities to previous management styles, David Stark and Pieter Vanden Broeck expand the applicability of algorithmic management beyond the workplace. They develop a theory of algorithmic management in terms of broader changes in the shape and structure of organization in the 21st century, attentive to the erosion of organization's boundaries whereby heterogeneous actors, assets, and activities, are coopted regardless of their place in organizational space.     Amira (ah-MEER-ah) is a software platform for visualization, processing, and analysis of 3D and 4D data. It is being actively developed by Thermo Fisher Scientific in collaboration with the Zuse Institute Berlin (ZIB), and commercially distributed by Thermo Fisher Scientific — together with its sister software Avizo. == Overview == Amira is an extendable software system for scientific visualization, data analysis, and presentation of 3D and 4D data. It is used by researchers and engineers in academia and industry. It is a tool for processing, analysis and visualization of data from various modalities; e.g. micro-CT, PET, Ultrasound. It is used in many fields, such as microscopy in biology and materials science, molecular biology, quantum physics, astrophysics, computational fluid dynamics (CFD), finite element modeling (FEM), non-destructive testing (NDT), and many more. One of the key features, besides data visualization, is Amira's set of tools for image segmentation and geometry reconstruction. This allows the user to mark (or segment) structures and regions of interest in 3D image volumes using automatic, semi-automatic, and manual tools. The segmentation can then be used for a variety of subsequent tasks, such as volumetric analysis, density analysis, shape analysis, or the generation of 3D computer models for visualization, numerical simulations, or rapid prototyping or 3D printing. Other key Amira features are multi-planar and volume visualization, image registration, filament tracing, cell separation and analysis, tetrahedral mesh generation, fiber-tracking from diffusion tensor imaging (DTI) data, skeletonization, spatial graph analysis, and stereoscopic rendering of 3D data over multiple displays and immersive virtual reality environments, including CAVEs. A time-limited, but full-featured evaluation version is available for download free of charge. == History == === 1993–1998: Research software === Amira's roots go back to 1993 and the Department for Scientific Visualization, headed by Hans-Christian Hege at the Zuse Institute Berlin (ZIB). The ZIB is a research institute for mathematics and informatics. The Scientific Visualization department's mission is to help solve computationally and scientifically challenging tasks in medicine, biology, engineering and materials science. For this purpose, it develops algorithms and software for 2D, 3D, and 4D data visualization and visually supported exploration and analysis. At that time, the young visualization group at the ZIB had experience with the extendable, data flow-oriented visualization environments apE, IRIS Explorer, and Advanced Visualization Studio (AVS), but was not satisfied with these products' interactivity, flexibility, and ease-of-use for non-computer scientists. Therefore, the development of a new software system was started in a research project within a medically oriented, multi-disciplinary collaborative research center. Based on experiences that Tobias Höllerer had gained in late 1993 with the new graphics library IRIS Inventor, it was decided to utilize that library. The development of the medical planning system was performed by Detlev Stalling, who later became the chief software architect of Amira. The new software was called "HyperPlan", highlighting its initial target application – a planning system for hyperthermia cancer treatment. The system was being developed on Silicon Graphics (SGI) computers, which at the time were the standard workstations used for high-end graphics computing. The software was based on libraries such as OpenGL (originally IRIS GL), Open Inventor (originally IRIS Inventor), and the graphical user interface libraries X11, Motif (software), and ViewKit. In 1998, X11/Motif/Viewkit were replaced by the Qt toolkit. The HyperPlan framework served as the base for more and more projects at the ZIB and was used by a growing number of researchers in collaborating institutions. The projects included applications in medical image computing, medical visualization, neurobiology, confocal microscopy, flow visualization, molecular analytics and computational astrophysics. === 1998–today: Commercially supported product === The growing number of users of the system started to exceed the capacities that ZIB could spare for software distribution and support, as ZIB's primary mission was algorithmic research. Therefore, the spin-off company Indeed – Visual Concepts GmbH was founded by Hans-Christian Hege, Detlev Stalling, and Malte Westerhoff. In Feb 1998 the HyperPlan software was given the new, application-neutral name "Amira". This name is not an acronym, but was chosen for being pronounceable in different languages and providing a suitable connotation, namely "to look at" or "to wonder at", from the Latin verb "admirare" (to admire), which reflects a basic situation in data visualization. A major re-design of the software was undertaken by Detlev Stalling and Malte Westerhoff in order to make it a commercially supportable product and to make it available on non-SGI computers as well. In March 1999, the first version of the commercial Amira was exhibited at the CeBIT tradeshow in Hannover, Germany on SGI IRIX and Hewlett-Packard UniX (HP-UX) booths. Versions for Linux and Microsoft Windows followed within the following twelve months. Later Mac OS X support was added. Indeed – Visual Concepts GmbH selected the Bordeaux, France and San Diego, United States based company TGS, Inc. as the worldwide distributor for Amira and completed five major releases (up to version 3.1) in the subsequent four years. In 2003 both Indeed – Visual Concepts GmbH, as well as TGS, Inc. were acquired by Massachusetts-based Mercury Computer Systems, Inc. (NASDAQ:MRCY) and became part of Mercury's newly formed life sciences business unit, later branded Visage Imaging. In 2009, Mercury Computer Systems, Inc. spun off Visage Imaging again and sold it to Melbourne, Australia based Promedicus Ltd (ASX:PME), a leading provider of radiology information systems and medical IT solutions. During this time, Amira continued to be developed in Berlin, Germany and in close collaboration with the ZIB, still headed by the original creators of Amira. TGS, located in Bordeaux, France was sold by Mercury Computer systems to a French investor and renamed to Visualization Sciences Group (VSG). VSG continued the work on a complementary product named Avizo, based on the same source code but customized for material sciences. In August 2012, FEI, to that date the largest OEM reseller of Amira, purchased VSG and the Amira business from Promedicus. This brought the two software sisters Amira and Avizo back into one hand. In August 2013, Visualization Sciences Group (VSG) became a business unit of FEI. In 2016 FEI has been bought by Thermo Fisher Scientific and became part of its Materials & Structural Analysis division in early 2017. Amira and Avizo are still being marketed as two different products; Amira for life sciences and Avizo for materials science, but the development efforts are now joined once again.     Affective computing

    Affective computing is the study and development of systems and devices that can recognize, interpret, process, and simulate human affects. It is an interdisciplinary field spanning computer science, psychology, and cognitive science. While some core ideas in the field may be traced as far back as to early philosophical inquiries into emotion, the modern idea originated with Rosalind Picard's 1995 paper entitled "Affective Computing" and her 1997 book of the same name published by MIT Press. One motivation for researching affective computing is the ability to give machines emotional intelligence, including simulating empathy. The goal is that a machine should interpret the emotional state of humans and adapt its behavior to those emotions, responding appropriately. Recent experimental research has shown that subtle affective haptic feedback can shape human reward learning and mobile interaction behavior, suggesting that affective computing systems may not only interpret emotional states but also actively modulate user actions through emotion-laden outputs. == Areas == === Detecting and recognizing emotional information === Detecting emotional information usually begins with passive sensors that capture data about the user's physical state or behavior without interpreting the input. The data gathered is analogous to the cues humans use to perceive emotions in others. For example, a video camera might capture facial expressions, body posture, and gestures, while a microphone might capture speech. Other sensors detect emotional cues by directly measuring physiological data, such as skin temperature and galvanic resistance. Recognizing emotional information requires the extraction of meaningful patterns from the gathered data. This is done using machine learning techniques that process different modalities, such as speech recognition, natural language processing, or facial expression detection. The goal of most of these techniques is to produce labels that would match the labels a human would give in the same situation. For example, if a person makes a facial expression furrowing their brow, then the computer vision system might be trained to label their face as appearing "confused" or as "concentrating" or "slightly negative" (as opposed to positive, which it might say if they were smiling in a happy-appearing way). This response is based on the data used to train the system. These labels may or may not correspond to what the person is actually feeling. === Emotion in machines === Another area within affective computing is the design of computational devices proposed to exhibit either innate emotional capabilities or that are capable of convincingly simulating emotions. A more practical approach, based on current technological capabilities, is the simulation of emotions in conversational agents in order to enrich and facilitate interactivity between human and machine. Marvin Minsky, one of the pioneering computer scientists in artificial intelligence, relates emotions to the broader issues of machine intelligence stating in The Emotion Machine that emotion is "not especially different from the processes that we call 'thinking.'" The innovative approach "digital humans" or virtual humans includes an attempt to give these programs, which simulate humans, an emotional dimension as well, including reactions, facial expressions, and gestures in accordance with the reaction that a real person would have in certain emotionally stimulating situations. Emotion in machines often refers to emotion in computational, often AI-based, systems. As a result, the terms 'emotional AI' is being used. Some modern large language models simulate emotions in their chats with humans. ChatGPT's simulated emotion leans more positive than that of most human responses. == Technologies == In psychology, cognitive science, and in neuroscience, there have been two main approaches for describing how humans perceive and classify emotion: continuous or categorical. The continuous approach tends to use dimensions such as negative vs. positive, calm vs. aroused. The categorical approach tends to use discrete classes such as happy, sad, angry, fearful, surprise, and disgust. Different kinds of machine learning regression and classification models are used for machines to produce continuous or discrete labels. Sometimes, models are also built that allow combinations across the categories (e.g. a happy-surprised face or a fearful-surprised face). The following sections consider many of the kinds of input data used for the task of emotion recognition. === Emotional speech === Various changes in the autonomic nervous system can indirectly alter a person's speech, and affective technologies can leverage this information to recognize emotion. For example, speech produced in a state of fear, anger, or joy becomes fast, loud, and precisely enunciated, with a higher and wider range in pitch, whereas emotions such as tiredness, boredom, or sadness tend to generate slow, low-pitched, and slurred speech. Some emotions have been found to be more easily computationally identified, such as anger or approval. Emotional speech processing technologies recognize the user's emotional state using computational analysis of speech features. Vocal parameters and prosodic features such as pitch variables and speech rate can be analyzed through pattern recognition techniques. Speech analysis is an effective method of identifying affective state, having an average reported accuracy of 70-80% in research from 2003 and 2006. These systems tend to outperform average human accuracy (approximately 60%) but are less accurate than systems which employ other modalities for emotion detection, such as physiological states or facial expressions. However, since many speech characteristics are independent of semantics or culture, this technique is considered to be a promising route for further research. ==== Algorithms ==== The process of speech/text affect detection requires the creation of a reliable database, knowledge base, or vector space model, broad enough to fit every need for its application, as well as the selection of a successful classifier which will allow for quick and accurate emotion identification. As of 2010, the most frequently used classifiers were linear discriminant classifiers (LDC), k-nearest neighbor (k-NN), Gaussian mixture model (GMM), support vector machines (SVM), artificial neural networks (ANN), decision tree algorithms, and hidden Markov models (HMMs). Various studies showed that choosing the appropriate classifier can significantly enhance the overall performance of the system. The list below gives a brief description of each algorithm: LDC – Classification happens based on the value obtained from the linear combination of the feature values, which are usually provided in the form of vector features. k-NN – Classification happens by locating the object in the feature space, and comparing it with the k nearest neighbors (training examples). The majority vote decides on the classification. GMM – A probabilistic model used for representing the existence of subpopulations within the overall population. Each sub-population is described using the mixture distribution, which allows for classification of observations into the sub-populations. SVM – A type of (usually binary) linear classifier which decides in which of the two (or more) possible classes, each input may fall into. ANN – is a mathematical model, inspired by biological neural networks, that can better grasp possible non-linearities of the feature space. Decision tree algorithms – work based on following a decision tree in which leaves represent the classification outcome, and branches represent the conjunction of subsequent features that lead to the classification. HMMs – a statistical Markov model in which the states and state transitions are not directly available to observation. Instead, the series of outputs dependent on the states are visible. In the case of affect recognition, the outputs represent the sequence of speech feature vectors, which allow the deduction of states' sequences through which the model progressed. The states can consist of various intermediate steps in the expression of an emotion, and each of them has a probability distribution over the possible output vectors. The states' sequences allow us to predict the affective state which we are trying to classify, and this is one of the most commonly used techniques within the area of speech affect detection. It has been proven that having enough acoustic evidence available the emotional state of a person can be classified by a set of majority voting classifiers.     NCSA Brown Dog is a research project to develop a method for easily accessing historic research data stored in order to maintain the long-term viability of large bodies of scientific research. It is supported by the National Center for Supercomputing Applications (NCSA) that is funded by the National Science Foundation (NSF). == History == Brown Dog is part of the DataNet partners program funded by NSF in 2008. DataNet was conceived to address the increasingly digital and data-intensive nature of science, engineering and education. Brown Dog is part of a follow-on effort called Data Infrastructure Building Blocks (DIBBs), focused on building software to support DataNet. The project was proposed by researchers at NCSA and the University of Illinois Urbana-Champaign as well as researchers from Boston University and the University of North Carolina at Chapel Hill. == Unstructured, uncurated, long tail data == Much scientific data is smaller, unstructured and uncurated and thus not easily shared. Such data is sometimes referred to as "long tail" data. This borrows a term from statistics and refers to the tail of the distribution of project sizes. The majority of smaller projects lack the resources to properly steward the data they produce. This so-called "long tail" data, both past and present, has the potential to inform future research in many study areas. Much of this data has become inaccessible due to obsolete software and file formats. The resulting impossibility of reviewing data from older research disrupts the overall scientific research project. == Approach == Brown Dog describes itself as the "super mutt" of software (thus the name "Brown Dog"), serving as a low-level data infrastructure to interface digital data content across the internet. Its approach is to use every possible source of automated help (i.e., software) in existence in a robust and provenance-preserving manner to create a service that can deal with as much of this data as possible. The project sees the broader impact of its work in its potential to serve the general public as a sort of "DNS for data", with the goal of making all data and all file formats as accessible as webpages are today. == Technology == Brown Dog seeks to address problems involving the use of uncurated and unstructured data collections through the development of two services: the Data Access Proxy (DAP) to aid in the conversion of file formats and the Data Tilling Services (DTS) for the automatic extraction of metadata from file contents. Once developed, researchers and general public users will be able to download browser plugins and other tools from the Brown Dog tool catalog. === Data Tilling Service === Data Tilling Service (DTS) will allow users to search data collections using an existing file to discover other similar files in a collection. A DTS search field will be appended to configured browsers where example files can be dropped. This tells DTS to search all the files under a given URL for files similar to the dropped file. For example, while browsing an online image collection, a user could drop an image of three people into the search field, and the DTS would return all images in the collection that also contain three people. If DTS encounters a foreign file format, it will utilize DAP to make the file accessible. DTS also indexes the data and extract and appends metadata to files and collections enabling users to gain some sense of the type of data they are encountering. This service runs on port 9443. === Data Access Proxy === Data Access Proxy (DAP) allows users to access data files that would otherwise be unreadable. Similar to an internet gateway or Domain Name Service, the DAP configuration would be entered into a user's machine and browser settings. Data requests over HTTP would first be examined by DAP to determine if the native file format is readable on the client device. If not, DAP converts the file into the best available format readable by the client machine. Alternatively, the user could specify the desired format themselves. This service runs on port 8184. == Use cases == Brown Dog targets three use cases proposed by groups within the EarthCube research communities. Developers and researchers from these communities will work together on use cases that span geoscience, engineering, biology and social science. === Long tail vegetation data in ecology and global change biology === This use case is led by Michael Dietze, Boston University Data on the abundance, species composition, and size structure of vegetation is critically important for a wide array of sub-disciplines in ecology, conservation, natural resource management, and global change biology. However, addressing many of the pressing questions in these disciplines will require that terrestrial biosphere and hydrologic models are able to assimilate the large amount of long-tail data that exists but is largely inaccessible. The Brown Dog team in cooperation with researches from Dietze's lab will facilitate the capture of a huge body of smaller research-oriented vegetation data sets collected over many decades and historical vegetation data embedded in Public Land Survey data dating back to 1785. This data will be used as initial conditions for models, to make sense of other large data sets and for model calibration and validation. === Designing green infrastructure considering storm water and human requirements === This use case is led by Barbara Minsker], University of Illinois at Urbana-Champaign]; William Sullivan, University of Illinois at Urbana-Champaign; Arthur Schmidt, University of Illinois at Urbana-Champaign. This case study involves developing novel green infrastructure design criteria and models that integrate requirements for storm water management and ecosystem and human health and well being. To address the scientific and social problems associated with the design of green spaces, data accessibility and availability is a major challenge. This study will focus on identified areas of the Green Healthy Neighborhood Planning region within the City of Chicago where existing local sewer performance is most deficient and where changes in impervious area through green infrastructure would be beneficial to under served neighborhoods. Brown Dog will be used to extract long-tail experimental data on human landscape preferences and health impacts. This data will be used to develop a human health impacts model that will then be linked together with a terrestrial biosphere model and a storm water model using Brown Dog technology. === Development and application for critical zone studies === This use case is led by Praveen Kumar, University of Illinois at Urbana-Champaign Critical Zone (CZ) is the "skin" of the earth that extends from the treetops to the bedrock that is created by life processes working at scales from microbes to biomes. The Critical Zone supports all terrestrial living systems. Its upper part is the bio-mantle. This is where terrestrial biota live, reproduce, use and expend energy, and where their wastes and remains accumulate and decompose. It encompasses the soil, which acts as a geomembrane through which water and solutes, energy, gases, solids, and organisms interact with the atmosphere, biosphere, hydrosphere, and lithosphere. A variety of drivers affect this bio-dynamic zone, ranging from climate and deforestation to agriculture, grazing and human development. Understanding and predicting these effects is central to managing and sustaining vital ecosystem services such as soil fertility, water purification, and production of food resources, and, at larger scales, global carbon cycling and carbon sequestration. The CZ provides a unifying framework for integrating terrestrial surface and near-surface environments, and reflects an intricate web of biological and chemical processes and human impacts occurring at vastly different temporal and spatial scales. The nature of these data create significant challenges for inter-disciplinary studies of the CZ because integration of the variety and number of data products and models has been a barrier. On the other hand, CZ data provides an excellent opportunity for defining, testing and implementing Brown Dog technologies. In this context "unstructured" data is viewed broadly as consisting of a collection of heterogeneous data with formats that reflect temporal and disciplinary legacies, data from emerging low cost open hardware based sensors and embedded sensor networks that lack well defined metadata and sensor characteristics, as well as data that are available as maps, images and text. == NSF Award == CIF21 DIBBs: Brown Dog was awarded in the winter of 2013 with a start date of October 1, 2013.     A technical data management system (TDMS) is a document management system (DMS) pertaining to the management of technical and engineering drawings and documents. Often the data are contained in 'records' of various forms, such as on paper, microfilms or digital media. Hence technical data management is also concerned with record management involving technical data. Technical document management systems are used within large organisations with large scale projects involving engineering. For example, a TDMS can be used for integrated steel plants (ISP), automobile factories, aero-space facilities, infrastructure companies, city corporations, research organisations, etc. In such organisations, technical archives or technical documentation centres are created as central facilities for effective management of technical data and records. TDMS functions are similar to that of conventional archive functions in concepts, except that the archived materials in this case are essentially engineering drawings, survey maps, technical specifications, plant and equipment data sheets, feasibility reports, project reports, operation and maintenance manuals, standards, etc. Document registration, indexing, repository management, reprography, etc. are parts of TDMS. Various kinds of sophisticated technologies such as document scanners, microfilming and digitization camera units, wide format printers, digital plotters, software, etc. are available, making TDMS functions an easier process than previous times. == Constituents of a technical data management system == Technical data refers to both scientific and technical information recorded and presented in any form or manner (excluding financial and management information). A Technical Data Management System is created within an organisation for archiving and sharing information such as technical specifications, datasheets and drawings. Similar to other types of data management system, a Technical Data Management System consists of the 4 crucial constituents mentioned below. === Data planning === Data plans (long-term or short-term) are constructed as the first essential step of a proper and complete TDMS. It is created to ultimately help with the 3 other constituents, data acquisition, data management and data sharing. A proper data plan should not exceed 2 pages and should address the following basics: Types of data (samples, experiment results, reports, drawings, etc.) and metadata (data that summarizes and describes other data. In this case, it refers to details such as sample sizes, experiment conditions and procedures, dates of reports, explanations of drawings, etc.) Means of researches and collections of data (field works, experiments in production lines, etc.) Costs of researches Policies for access, sharing (re-use within the organisation and re-distribution to the public) Proposals for archiving data and maintaining access to it === Data acquisition === Raw data is collected from primary sites of the organisations through the use of modern technologies. As a result, data is flowing within the organisation under effective management through the use of TDMS. == Advantages and disadvantages of usage of technical data management systems == There are strengths and weakness when using technical data management systems (TDMS) to archive data. Some of the advantages and disadvantages are listed below. === Advantages === ==== 1. Faster and easier data management ==== Since TDMS is integrated into the organisation's systems, whenever workers develop data files (SolidWorks, AutoCAD, Microsoft Word, etc.), they can also archive and manage data, linking what they need to their current work, at the same time they can also update the archives with useful data.     Trello is a web-based, kanban-style list-making application developed by Atlassian. Created in 2011 by Fog Creek Software, it was spun out to form the basis of a separate company in New York City in 2014 and sold to Atlassian in January 2017. == History == The name Trello is derived from the word trellis, which had been a code name for the project at its early stages. Trello was released at a TechCrunch event by Fog Creek founder Joel Spolsky. In September 2011 Wired magazine named the application one of "The 7 Coolest Startups You Haven't Heard of Yet". Lifehacker said "it makes project collaboration simple and kind of enjoyable". In 2014, it raised US$10.3 million in funding from Index Ventures and Spark Capital. Prior to its acquisition, Trello had sold 22% of its shares to investors, with the remaining shares held by founders Michael Pryor and Joel Spolsky. In May 2016, Trello claimed it had more than 1.1 million daily active users and 14 million total signups. In May 2015, Trello expanded internationally with localized interfaces for Brazil, Germany, and Spain. In 2016 Trello launched the Power-Up platform, allowing 3rd party developers to build and distribute extensions known as Power-Ups to Trello. Initial integrations included Zendesk, SurveyMonkey and Giphy. By January 2022 there were a total of 247 power-ups listed in the Power-Up directory. On 9 January 2017, Atlassian announced its intent to acquire Trello for $425 million. The transaction was made with $360 million in cash and $65 million in shares and options. In December 2018, Trello announced its acquisition of Butler, a company that developed a leading power-up for automating tasks within a Trello board. Trello announced 35 million users in March 2019 and 50 million users in October 2019. In 2020 Craig Jones, then cybersecurity operations director at Sophos, found that the company exposed the personally identifiable information (PII) data of its users, exposed through public Trello boards; the researcher first tweeted about this issue in the year 2018. On 16 January 2024 Trello suffered a data breach containing over 15 million unique email addresses, names and usernames, when the data was posted on a popular hacking forum. The data was obtained by enumerating a publicly accessible resource using email addresses from previous breach corpuses; it was then added on 22 January 2024 to the famous website collecting data breaches "Have I Been Pwned?". == Uses == Users can create task boards with different columns and move the tasks between them. Typically columns include task statuses such as To Do, In Progress, Done. The tool can be used for personal and business purposes including real estate management, software project management, school bulletin boards, lesson planning, accounting, web design, gaming, and law office case management. == Architecture == According to a Fog Creek blog post in January 2012, the client was a thin web layer which downloads the main app, written in CoffeeScript and compiled to minified JavaScript, using Backbone.js, HTML5 .pushState(), and the Mustache templating language.     Knowledge spillover

    Knowledge spillover is an exchange of ideas among individuals. Knowledge spillover is usually replaced by terminations of technology spillover, R&D spillover and/or spillover (economics) when the concept is specific to technology management and innovation economics. In knowledge management economics, knowledge spillovers are non-rival knowledge market costs incurred by a party not agreeing to assume the costs that has a spillover effect of stimulating technological improvements in a neighbor through one's own innovation. Such innovations often come from specialization within an industry. There are two kinds of knowledge spillovers: internal and external. Internal knowledge spillover occurs if there is a positive impact of knowledge between individuals within an organization that produces goods and/or services. An external knowledge spillover occurs when the positive impact of knowledge is between individuals outside of a production organization. Marshall–Arrow–Romer (MAR) spillovers, Porter spillovers and Jacobs spillovers are three types of spillovers. == Conceptualizations == === Marshall–Arrow–Romer === Marshall–Arrow–Romer (MAR) spillover has its origins in 1890, where the English economist Alfred Marshall developed a theory of knowledge spillovers. Knowledge spillovers later were extended by economists Kenneth Arrow (1962) and Paul Romer (1986). In 1992, Edward Glaeser, Hedi Kallal, José Scheinkman, and Andrei Shleifer pulled together the Marshall–Arrow–Romer views on knowledge spillovers and accordingly named the view MAR spillover in 1992. Under the Marshall–Arrow–Romer (MAR) spillover view, the proximity of firms within a common industry often affects how well knowledge travels among firms to facilitate innovation and growth. The closer the firms are to one another, the greater the MAR spillover. The exchange of ideas is largely from employee to employee, in that employees from different firms in an industry exchange ideas about new products and new ways to produce goods. The opportunity to exchange ideas that lead to innovations key to new products and improved production methods. Research on the Cambridge IT Cluster (UK) suggests that technological knowledge spillovers might only happen rarely and are less important than other cluster benefits such as labour market pooling. === Porter === Porter (1990), like MAR, argues that knowledge spillovers in specialized, geographically concentrated industries stimulate growth. He insists, however, that local competition, as opposed to local monopoly, fosters the pursuit and rapid adoption of innovation. He gives examples of Italian ceramics and gold jewellery industries, in which hundreds of firms are located together and fiercely compete to innovate since the alternative to innovation is demise. Porter's externalities are maximized in cities with geographically specialized, competitive industries. === Jacobs === Under the Jacobs spillover view, the proximity of firms from different industries affect how well knowledge travels among firms to facilitate innovation and growth. This is in contrast to MAR spillovers, which focus on firms in a common industry. The diverse proximity of a Jacobs spillover brings together ideas among individuals with different perspectives to encourage an exchange of ideas and foster innovation in an industrially diverse environment. Developed in 1969 by urbanist Jane Jacobs and John Jackson the concept that Detroit’s shipbuilding industry from the 1830s was the critical antecedent leading to the 1890s development of the auto industry in Detroit since the gasoline engine firms easily transitioned from building gasoline engines for ships to building them for automobiles. == Incoming and outgoing spillovers == Knowledge spillover has asymmetric directions. The focal entity and receives or outflows know-how to others, creating incoming and outgoing spillovers. Cassiman and Veugelers (2002) use survey data and estimate incoming and outgoing spillover and study the economic impacts. Incoming spillover increases growth opportunity and productivity improvements of receivers, while outgoing spillover leads to free rider problem in the technology competition. Chen et al. (2013) use econometric method to gauge incoming spillover, a way that applies for all companies without survey. They find that incoming spillover explains R&D profits of industrial firms. == Policy implications == As information is largely non-rival in nature, certain measures must be taken to ensure that, for the originator, the information remains a private asset. As the market cannot do this efficiently, public regulations have been implemented to facilitate a more appropriate equilibrium. As a result, the concept of intellectual property rights have developed and ensure the ability of entrepreneurs to temporarily hold on to the profitability of their ideas through patents, copyrights, trade secrets, and other governmental safeguards. Conversely, such barriers to entry prevent the exploitation of informational developments by rival firms within an industry. For example, Wang (2023) indicates that technology spillovers are reduced by 27% to 51% when trade secrets laws are implemented by the Uniform Trade Secrets Act in the US. On the other hand, when the research and development of a private firm results in a social benefit, unaccounted for within the market price, often greater than the private return of the firm's research, then a subsidy to offset the underproduction of that benefit might be offered to the firm in return for its continued output of that benefit. Government subsidies are often controversial, and while they might often result in a more appropriate social equilibrium, they could also lead to undesirable political repercussions as such a subsidy must come from taxpayers, some of whom may not directly benefit from the researching firm's subsidized knowledge spillover. The concept of knowledge spillover is also used to justify subsidies to foreign direct investment, as foreign investors help diffuse technology among local firms. == Examples == Business parks are a good specific example of concentrated businesses that may benefit from MAR spillover. Many semiconductor firms intentionally located their research and development facilities in Silicon Valley to take advantage of MAR spillover. In addition, the film industry in Los Angeles, California, and elsewhere relies on a geographic concentration of specialists (directors, producers, scriptwriters, and set designers) to bring together narrow aspects of movie-making into a final product. A general example of a knowledge spillover could be the collective growth associated with the research and development of online social networking tools like Facebook, YouTube, and Twitter. Such tools have not only created a positive feedback loop, and a host of originally unintended benefits for their users, but have also created an explosion of new software, programming platforms, and conceptual breakthroughs that have perpetuated the development of the industry as a whole. The advent of online marketplaces, the utilization of user profiles, the widespread democratization of information, and the interconnectivity between tools within the industry have all been products of each tool's individual developments. These developments have since spread outside the industry into the mainstream media as news and entertainment firms have developed their own market feedback applications within the tools themselves, and their own versions of online networking tools (e.g. CNN’s iReport).

    Knowledge organization (KO), organization of knowledge, organization of information, or information organization is an intellectual discipline concerned with activities such as document description, indexing, and classification that serve to provide systems of representation and order for knowledge and information objects. According to The Organization of Information by Joudrey and Taylor, information organization: examines the activities carried out and tools used by people who work in places that accumulate information resources (e.g., books, maps, documents, datasets, images) for the use of humankind, both immediately and for posterity. It discusses the processes that are in place to make resources findable, whether someone is searching for a single known item or is browsing through hundreds of resources just hoping to discover something useful. Information organization supports a myriad of information-seeking scenarios. Issues related to knowledge sharing can be said to have been an important part of knowledge management for a long time. Knowledge sharing has received a lot of attention in research and business practice both within and outside organizations and its different levels. Sharing knowledge is not only about giving it to others, but it also includes searching, locating, and absorbing knowledge. Unawareness of the employees' work and duties tends to provoke the repetition of mistakes, the waste of resources, and duplication of the same projects. Motivating co-workers to share their knowledge is called knowledge enabling. It leads to trust among individuals and encourages a more open and proactive relationship that grants the exchange of information easily. Knowledge sharing is part of the three-phase knowledge management process which is a continuous process model. The three parts are knowledge creation, knowledge implementation, and knowledge sharing. The process is continuous, which is why the parts cannot be fully separated. Knowledge creation is the consequence of individuals' minds, interactions, and activities. Developing new ideas and arrangements alludes to the process of knowledge creation. Using the knowledge which is present at the company in the most effective manner stands for the implementation of knowledge. Knowledge sharing, the most essential part of the process for our topic, takes place when two or more people benefit by learning from each other. Traditional human-based approaches performed by librarians, archivists, and subject specialists are increasingly challenged by computational (big data) algorithmic techniques. KO as a field of study is concerned with the nature and quality of such knowledge-organizing processes (KOP) (such as taxonomy and ontology) as well as the resulting knowledge organizing systems (KOS). == Theoretical approaches == === Traditional approaches === Among the major figures in the history of KO are Melvil Dewey (1851–1931) and Henry Bliss (1870–1955). Dewey's goal was an efficient way to manage library collections; not an optimal system to support users of libraries. His system was meant to be used in many libraries as a standardized way to manage collections. The first version of this system was created in 1876. An important characteristic in Henry Bliss' (and many contemporary thinkers of KO) was that the sciences tend to reflect the order of Nature and that library classification should reflect the order of knowledge as uncovered by science: The implication is that librarians, in order to classify books, should know about scientific developments. This should also be reflected in their education: Again from the standpoint of the higher education of librarians, the teaching of systems of classification ... would be perhaps better conducted by including courses in the systematic encyclopedia and methodology of all the sciences, that is to say, outlines which try to summarize the most recent results in the relation to one another in which they are now studied together. ... (Ernest Cushing Richardson, quoted from Bliss, 1935, p. 2) Among the other principles, which may be attributed to the traditional approach to KO are: Principle of controlled vocabulary Cutter's rule about specificity Hulme's principle of literary warrant (1911) Principle of organizing from the general to the specific Today, after more than 100 years of research and development in LIS, the "traditional" approach still has a strong position in KO and in many ways its principles still dominate. === Facet analytic approaches === The date of the foundation of this approach may be chosen as the publication of S. R. Ranganathan's colon classification in 1933. The approach has been further developed by, in particular, the British Classification Research Group. The best way to explain this approach is probably to explain its analytico-synthetic methodology. The meaning of the term "analysis" is: breaking down each subject into its basic concepts. The meaning of the term synthesis is: combining the relevant units and concepts to describe the subject matter of the information package in hand. Given subjects (as they appear in, for example, book titles) are first analyzed into a few common categories, which are termed "facets". Ranganathan proposed his PMEST formula: Personality, Matter, Energy, Space and Time: Personality is the distinguishing characteristic of a subject. Matter is the physical material of which a subject may be composed. Energy is any action that occurs with respect to the subject. Space is the geographic component of the location of a subject. Time is the period associated with a subject. === The information retrieval tradition (IR) === Important in the IR-tradition have been, among others, the Cranfield experiments, which were founded in the 1950s, and the TREC experiments (Text Retrieval Conferences) starting in 1992. It was the Cranfield experiments, which introduced the measures "recall" and "precision" as evaluation criteria for systems efficiency. The Cranfield experiments found that classification systems like UDC and facet-analytic systems were less efficient compared to free-text searches or low level indexing systems ("UNITERM"). The Cranfield I test found, according to Ellis (1996, 3–6) the following results: Although these results have been criticized and questioned, the IR-tradition became much more influential while library classification research lost influence. The dominant trend has been to regard only statistical averages. What has largely been neglected is to ask: Are there certain kinds of questions in relation to which other kinds of representation, for example, controlled vocabularies, may improve recall and precision? === User-oriented and cognitive views === The best way to define this approach is probably by method: Systems based upon user-oriented approaches must specify how the design of a system is made on the basis of empirical studies of users. User studies demonstrated very early that users prefer verbal search systems as opposed to systems based on classification notations. This is one example of a principle derived from empirical studies of users. Adherents of classification notations may, of course, still have an argument: That notations are well-defined and that users may miss important information by not considering them. Folksonomies is a recent kind of KO based on users' rather than on librarians' or subject specialists' indexing. === Bibliometric approaches === These approaches are primarily based on using bibliographical references to organize networks of papers, mainly by bibliographic coupling (introduced by Kessler 1963) or co-citation analysis ( independently suggested by Marshakova 1973 and Small 1973). In recent years it has become a popular activity to construe bibliometric maps as structures of research fields. Two considerations are important in considering bibliometric approaches to KO: The level of indexing depth is partly determined by the number of terms assigned to each document. In citation indexing this corresponds to the number of references in a given paper. On the average, scientific papers contain 10–15 references, which provide quite a high level of depth. The references, which function as access points, are provided by the highest subject-expertise: The experts writing in the leading journals. This expertise is much higher than that which library catalogs or bibliographical databases typically are able to draw on. === The domain analytic approach === Domain analysis is a sociological-epistemological standpoint that advocates that the indexing of a given document should reflect the needs of a given group of users or a given ideal purpose. In other words, any description or representation of a given document is more or less suited to the fulfillment of certain tasks.     Artificial intelligence in government

    Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.

    AI Security Institute

    The AI Security Institute (AISI) is a research organisation under the Department for Science, Innovation and Technology, UK, that aims "to equip governments with a scientific understanding of the risks posed by advanced AI". It conducts research and develop and test mitigations. Previously, it was known as the AI Safety Institute. Its creation followed world's first major AI Safety Summit that was held in Bletchley Park in 2023. The institute's professed goal is "building the world's leading understanding of advanced AI risks and solutions, to inform governments so they can keep the public safe". It is designed like a startup in the government "combining the authority of government with the expertise and agility of the private sector". AISI has made access agreements with Anthropic, Google and OpenAI to test their models before release. It has an open source platform called Inspect that permits companies, governments and academics to run standardised safety tests for AI usage. Among the works AISI has done is the reported detection of multiple serious vulnerabilities that could enable development of biological weapons; the vulnerabilities were fixed before the model was launched. It conducts research on diverse fields of AI application. One study by AISI found that LLMs post-trained for political persuasiveness became systematically less accurate and up to 51% more persuasive on political issues. AISI has also worked on the usage of AI for emotional needs. It found that nearly 10 percent of UK citizens used systems like chatbots for emotional purposes on a weekly basis. It found that "systems are now outperforming PhD-level researchers on scientific knowledge tests and helping non-experts succeed at lab work that would previously have been out of reach" in a report published in December 2025.     TurboQuant

    TurboQuant is an online vector quantization algorithm for compressing high-dimensional Euclidean vectors while preserving their geometric structure. It was proposed in 2025 by Amir Zandieh, Majid Daliri, Majid Hadian, and Vahab Mirrokni in the paper TurboQuant: Online Vector Quantization with Near-optimal Distortion Rate. The paper lists Zandieh and Mirrokni as affiliated with Google Research, Daliri with New York University, and Hadian with Google DeepMind. The method was developed for applications including large language model (LLM) inference, key–value (KV) cache compression, vector databases, and nearest neighbor search. TurboQuant consists of two related algorithms: TurboQuantmse, which is optimized for mean squared error (MSE), and TurboQuantprod, which is optimized for unbiased inner product estimation. The algorithm uses a random rotation of input vectors, applies scalar quantizers to the rotated coordinates, and, for inner-product estimation, applies a one-bit Quantized Johnson–Lindenstrauss (QJL) transform to the residual error. == Background == Vector quantization is a compression method that maps high-dimensional vectors to a finite set of codewords. The problem has roots in Shannon's source coding theory and rate–distortion theory. In machine learning and information retrieval, vector quantization is used to reduce the memory required to store embeddings, activation vectors, and other numerical representations. In Transformer-based large language models, the KV cache stores key and value vectors from previous tokens during autoregressive decoding. The size of this cache grows with context length, the number of attention heads, and the number of concurrent requests, making it a major memory bottleneck in LLM serving. Similar compression problems appear in vector search, where large collections of embedding vectors must be stored and searched efficiently. Earlier approaches to vector quantization include product quantization, scalar quantization, and data-dependent k-means codebook construction. The TurboQuant paper argues that many existing methods either require offline preprocessing and calibration or suffer from suboptimal distortion guarantees in online settings. == Algorithm == === TurboQuantmse === TurboQuantmse is the version of the algorithm optimized for mean-squared error. For a unit vector x ∈ S d − 1 {\displaystyle x\in S^{d-1}} , the algorithm first applies a random rotation matrix Π ∈ R d × d {\displaystyle \Pi \in \mathbb {R} ^{d\times d}} and sets z = Π x {\displaystyle z=\Pi x} . Each coordinate of the rotated vector follows a shifted and scaled beta distribution, which converges to a normal distribution in high dimensions. The authors report that, for KV cache quantization, TurboQuant achieved quality neutrality at 3.5 bits per channel and marginal degradation at 2.5 bits per channel. In long-context LLM experiments using Llama 3.1 8B Instruct, the paper evaluated the method on a "needle-in-a-haystack" retrieval task with document lengths from 4,000 to 104,000 tokens. It reported that TurboQuant matched the uncompressed full-precision baseline while using more than 4× compression, and compared the method against PolarQuant, SnapKV, PyramidKV, and KIVI. Google Research stated that TurboQuant was evaluated on long-context benchmarks including LongBench, Needle in a Haystack, ZeroSCROLLS, RULER, and L-Eval using open-source models including Gemma and Mistral. According to a report in Tom's Hardware, Google described the method as reducing KV-cache memory by at least six times and achieving up to an eightfold improvement in attention-logit computation on Nvidia H100 GPUs compared with unquantized 32-bit keys. TurboQuant has also been applied to nearest-neighbor vector search. The original paper reports experiments on DBpedia entity embeddings and GloVe embeddings, comparing TurboQuant with product quantization and other vector-search quantization baselines. == Relationship to other methods == TurboQuant is related to several methods for efficient large language model inference and high-dimensional search: Product quantization – a vector quantization technique widely used for approximate nearest-neighbor search Quantization (machine learning) – reducing the numerical precision of weights, activations, or cached tensors in machine learning models PagedAttention – a memory-management algorithm for LLM serving that reduces fragmentation in the KV cache Johnson–Lindenstrauss lemma – a result in high-dimensional geometry used in random projection methods Lloyd's algorithm – an algorithm for scalar and vector quantization, including k-means-style codebook construction Unlike PagedAttention, which focuses on memory allocation and cache layout, TurboQuant reduces the numerical storage cost of the vectors themselves. Unlike many product-quantization methods, TurboQuant is designed to be data-oblivious and online, avoiding dataset-specific codebook training. == Limitations == The strongest performance claims for TurboQuant come from the original paper and Google Research's own publication. Coverage in technology media has noted that the broader impact of the method will depend on real-world implementation details, workloads, and hardware architectures.

Artificial intelligence has been used in applications throughout industry and academia. Within the field of Artificial Intelligence, there are multiple subfields. The subfield of machine learning has been used for various scientific and commercial purposes, including language translation, image recognition, decision-making, credit scoring, and e-commerce. In recent years, massive advancements have been made in the field of generative artificial intelligence, which uses generative models to generate text, images, videos, and other forms of data. This article describes applications of AI in different sectors. == Agriculture == In agriculture, AI has been proposed as a way for farmers to identify areas that need irrigation, fertilization, or pesticide treatments to increase yields, thereby improving efficiency. AI has been used to attempt to classify livestock pig call emotions, automate greenhouses, detect diseases and pests, and optimize irrigation. == AI-assisted software develoment == == Architecture and design == == Business == A 2023 study found that generative AI increased productivity by 15% in contact centers. Another 2023 study found it increased productivity by up to 40% in writing tasks. An August 2025 review by MIT found that of surveyed companies, 95% did not report any improvement in revenue from the use of AI. A September 2025 article by the Harvard Business Review describes how increased use of AI does not automatically lead to increases in revenue or actual productivity. Referring to "AI generated work content that masquerades as good work, but lacks the substance to meaningfully advance a given task" the article coins the term workslop. Per studies done in collaboration with the Stanford Social Media Lab, workslop does not improve productivity and undermines trust and collaboration among colleagues. In telehealth, agentic AI is reportedly facilitating the creation of large business models (millions in annual profit) with 1-2 employees, such as MEDVi, which as of August 2025 only had 2 employees and ~$75M in annual profit for GLP-1 weight-loss telehealth services. == Chatbots == == Computer science == === Programming assistance === ==== AI-assisted software development ==== AI can be used for real-time code completion, chat, and automated test generation. These tools are typically integrated with editors and IDEs as plugins. AI-assisted software development systems differ in functionality, quality, speed, and approach to privacy. Creating software primarily via AI is known as "vibe coding". Code created or suggested by AI can be incorrect or inefficient. The use of AI-assisted coding can potentially speed-up software development, but can also slow-down the process by creating more work when debugging and testing. The rush to prematurely adopt AI technology can also incur additional technical debt. AI also requires additional consideration and careful review for cybersecurity, since AI coding software is trained on a wide range of code of inconsistent quality and often replicates poor practices. ==== Neural network design ==== AI can be used to create other AIs. For example, around November 2017, Google's AutoML project to evolve new neural net topologies created NASNet, a system optimized for ImageNet and POCO F1. NASNet's performance exceeded all previously published performance on ImageNet. ==== Quantum computing ==== Research and development of quantum computers has been performed with machine learning algorithms. For example, there is a prototype, photonic, quantum memristive device for neuromorphic computers (NC)/artificial neural networks and NC-using quantum materials with some variety of potential neuromorphic computing-related applications. The use of quantum machine learning for quantum simulators has been proposed for solving physics and chemistry problems. === Historical contributions === AI researchers have created many tools to solve the most difficult problems in computer science. Many of their inventions have been adopted by mainstream computer science and are no longer considered AI. Studies on these programs have identified tendencies for gender bias, favoring male names and male-coded characteristics, as well as bias against disabled candidates and racial minorities. === Online and telephone customer service === AI underlies avatars (automated online assistants) on web pages. It can reduce operation and training costs. Pypestream automated customer service for its mobile application to streamline communication with customers. A Google app analyzes language and converts speech into text. The platform can identify angry customers through their language and respond appropriately. Amazon uses a chatbot for customer service that can perform tasks like checking the status of an order, cancelling orders, offering refunds and connecting the customer with a human representative. Generative AI (GenAI), such as ChatGPT, is increasingly used in business to automate tasks and enhance decision-making. === Hospitality === In the hospitality industry, AI is used to reduce repetitive tasks, analyze trends, interact with guests, and predict customer needs. AI hotel services come in the form of a chatbot, application, virtual voice assistant and service robots. == Education == In educational institutions, AI has been used to automate routine tasks such as attendance tracking, grading, and marking. AI tools have also been used to monitor student progress and analyze learning behaviors, with the goal of facilitating timely interventions for students facing academic challenges. == Energy and environment == === Energy system === The U.S. Department of Energy wrote in an April 2024 report that AI may have applications in modeling power grids, reviewing federal permits with large language models, predicting levels of renewable energy production, and improving the planning process for electrical vehicle charging networks. Other studies have suggested that machine learning can be used for energy consumption prediction and scheduling, e.g. to help with renewable energy intermittency management (see also: smart grid and climate change mitigation in the power grid). === Environmental monitoring === Autonomous ships that monitor the ocean, AI-driven satellite data analysis, passive acoustics or remote sensing and other applications of environmental monitoring make use of machine learning. For example, "Global Plastic Watch" is an AI-based satellite monitoring-platform for analysis/tracking of plastic waste sites to help prevention of plastic pollution – primarily ocean pollution – by helping identify who and where mismanages plastic waste, dumping it into oceans. === Early-warning systems === Machine learning can be used to spot early-warning signs of disasters and environmental issues, possibly including natural pandemics, earthquakes, landslides, heavy rainfall, long-term water supply vulnerability, tipping-points of ecosystem collapse, cyanobacterial bloom outbreaks, and droughts. === Economic and social challenges === The University of Southern California launched the Center for Artificial Intelligence in Society, with the goal of using AI to address problems such as homelessness. Stanford researchers use AI to analyze satellite images to identify high poverty areas. == Entertainment and media == === Media === AI applications analyze media content such as movies, TV programs, advertisement videos or user-generated content. The solutions often involve computer vision. Typical scenarios include the analysis of images using object recognition or face recognition techniques, or the analysis of video for scene recognizing scenes, objects or faces. AI-based media analysis can facilitate media search, the creation of descriptive keywords for content, content policy monitoring (such as verifying the suitability of content for a particular TV viewing time), speech to text for archival or other purposes, and the detection of logos, products or celebrity faces for ad placement.
