The divide-and-conquer technique is the basis of efficient algorithms for many problems, such as sorting (e.g., quicksort, merge sort), multiplying large numbers (e.g., the Karatsuba algorithm), finding the closest pair of points, syntactic analysis (e.g., top-down parsers), SAT solving, and computing the discrete Fourier transform (FFT). Designing efficient divide-and-conquer algorithms can be difficult. As in mathematical induction, it is often necessary to generalize the problem to make it amenable to a recursive solution. The correctness of a divide-and-conquer algorithm is usually proved by mathematical induction, and its computational cost is often determined by solving recurrence relations. == Divide and conquer == The divide-and-conquer paradigm is often used to find an optimal solution of a problem. Its basic idea is to decompose a given problem into two or more similar, but simpler, subproblems, to solve them in turn, and to compose their solutions to solve the given problem. Problems of sufficient simplicity are solved directly. For example, to sort a given list of n natural numbers, split it into two lists of about n/2 numbers each, sort each of them in turn, and interleave both results appropriately to obtain the sorted version of the given list (see the picture). This approach is known as the merge sort algorithm. The name "divide and conquer" is sometimes applied to algorithms that reduce each problem to only one sub-problem, such as the binary search algorithm for finding a record in a sorted list (or its analogue in numerical computing, the bisection algorithm for root finding). The name decrease and conquer has been proposed instead for the single-subproblem class. An important application of divide and conquer is in optimization, where if the search space is reduced ("pruned") by a constant factor at each step, the overall algorithm has the same asymptotic complexity as the pruning step, with the constant depending on the pruning factor (by summing the geometric series); this is known as prune and search. == Early historical examples == Early examples of these algorithms are primarily decrease and conquer – the original problem is successively broken down into single subproblems, and indeed can be solved iteratively. Binary search, a decrease-and-conquer algorithm where the subproblems are of roughly half the original size, has a long history. While a clear description of the algorithm on computers appeared in 1946 in an article by John Mauchly, the idea of using a sorted list of items to facilitate searching dates back at least as far as Babylonia in 200 BC. Another ancient decrease-and-conquer algorithm is the Euclidean algorithm to compute the greatest common divisor of two numbers by reducing the numbers to smaller and smaller equivalent subproblems, which dates to several centuries BC. The reason is that once a sub-problem is small enough, it and all its sub-problems can, in principle, be solved within the cache, without accessing the slower main memory. Documentation, understood as a set of instructional materials, should not be confused with documentation science, which is the study of the recording and retrieval of information. == Principles for producing documentation == While associated International Organization for Standardization (ISO) standards are not easily available publicly, a guide from other sources for this topic may serve the purpose.     In computer science, an in-place algorithm is an algorithm that operates directly on the input data structure without requiring extra space proportional to the input size. In other words, it modifies the input in place, without creating a separate copy of the data structure. An algorithm which is not in-place is sometimes called not-in-place or out-of-place. In-place can have slightly different meanings. In its strictest form, the algorithm can only have a constant amount of extra space, counting everything including function calls and pointers. However, this form is very limited as simply having an index to a length n array requires O(log n) bits. More broadly, in-place means that the algorithm does not use extra space for manipulating the input but may require a small though non-constant extra space for its operation. Usually, this space is O(log n), though sometimes anything in o(n) is allowed. Note that space complexity also has varied choices in whether or not to count the index lengths as part of the space used. Often, the space complexity is given in terms of the number of indices or pointers needed, ignoring their length. In this article, we refer to total space complexity (DSPACE), counting pointer lengths. Therefore, the space requirements here have an extra log n factor compared to an analysis that ignores the lengths of indices and pointers. An algorithm may or may not count the output as part of its space usage. Since in-place algorithms usually overwrite their input with output, no additional space is needed. When writing the output to write-only memory or a stream, it may be more appropriate to only consider the working space of the algorithm. These algorithms require only a few pointers, so their space complexity is O(log n). Quicksort operates in-place on the data to be sorted. However, quicksort requires O(log n) stack space pointers to keep track of the subarrays in its divide and conquer strategy. Consequently, quicksort needs O(log2 n) additional space. Although this non-constant space technically takes quicksort out of the in-place category, quicksort and other algorithms needing only O(log n) additional pointers are usually considered in-place algorithms. Most selection algorithms are also in-place, although some considerably rearrange the input array in the process of finding the final, constant-sized result. Some text manipulation algorithms such as trim and reverse may be done in-place. == In computational complexity == In computational complexity theory, the strict definition of in-place algorithms includes all algorithms with O(1) space complexity, the class DSPACE(1). This class is very limited; it equals the regular languages. In fact, it does not even include any of the examples listed above. Algorithms are usually considered in L, the class of problems requiring O(log n) additional space, to be in-place. This class is more in line with the practical definition, as it allows numbers of size n as pointers or indices. This expanded definition still excludes quicksort, however, because of its recursive calls. Identifying the in-place algorithms with L has some interesting implications; for example, it means that there is a (rather complex) in-place algorithm to determine whether a path exists between two nodes in an undirected graph, a problem that requires O(n) extra space using typical algorithms such as depth-first search (a visited bit for each node). This in turn yields in-place algorithms for problems such as determining if a graph is bipartite or testing whether two graphs have the same number of connected components. == Role of randomness == In many cases, the space requirements of an algorithm can be drastically cut by using a randomized algorithm. For example, if one wishes to know if two vertices in a graph of n vertices are in the same connected component of the graph, there is no known simple, deterministic, in-place algorithm to determine this. However, if we simply start at one vertex and perform a random walk of about 20n3 steps, the chance that we will stumble across the other vertex provided that it is in the same component is very high. Similarly, there are simple randomized in-place algorithms for primality testing such as the Miller–Rabin primality test, and there are also simple in-place randomized factoring algorithms such as Pollard's rho algorithm. == In functional programming == Functional programming languages often discourage or do not support explicit in-place algorithms that overwrite data, since this is a type of side effect; instead, they only allow new data to be constructed. However, good functional language compilers will often recognize when an object very similar to an existing one is created and then the old one is thrown away, and will optimize this into a simple mutation "under the hood". Note that it is possible in principle to carefully construct in-place algorithms that do not modify data (unless the data is no longer being used), but this is rarely done in practice.

    Five safes

    The Five Safes is a framework for helping make decisions about making effective use of data which is confidential or sensitive. It is mainly used to describe or design research access to statistical data held by government and health agencies, and by data archives such as the UK Data Service. It is not an internationally accepted standard. Two of the Five Safes refer to statistical disclosure control, and so the Five Safes is usually used to contrast statistical and non-statistical controls when comparing data management options. == Concept == The Five Safes proposes that data management decisions be considered as solving problems in five 'dimensions': projects, people, settings, data and outputs. The combination of the controls leads to 'safe use'. These are most commonly expressed as questions, for example: These dimensions are scales, not limits. That is, solutions can have a mix of more or fewer controls in each dimension, but the overall aim of 'safe use' independent of the particular mix. For example, a public use file available for open download cannot control who uses it, where or for what purpose, and so all the control (protection) must be in the data itself. In contrast, a file which is only accessed through a secure environment with certified users can contain very sensitive information: the non-statistical controls allow the data to be 'unsafe'. One academic likened the process to a graphic equalizer, where bass and treble can be combined independently to produce a sound the listener likes, which has proven to be a very useful metaphor. This 2023 Data Foundation webinar is an expert discussion of how the elements interact, including an excellent introductory representation. There is no 'order' to the Five Safes, in that one is necessarily more important than the others. However, Ritchie argued that the 'managerial' controls (projects, people, setting) should be addressed before the 'statistical' controls (data, output). The Five Safes concept is associated with other topics which developed from the same programme at ONS, although these are not necessarily implemented. Safe people is associated with 'active researcher management', while safe outputs is linked with principles-based output statistical disclosure control. The Five Safes is a positive framework, describing what is and is not. The EDRU ('evidence-based, default-open, risk-managed, user-centred') attitudinal model is sometimes used to give a normative context == The 'data access spectrum' == From 2003 the Five Safes was also represented in a simpler form as a 'Data Access Spectrum'. The non-data controls (project, people, setting, outputs) tend to work together, in that organisations often see these as a complementary set of restrictions on access. These can then be contrasted with choices about data anonymisation to present a linear representation of data access options. This presentation is consistent with the idea of 'data as a residual', as well as data protection laws of the time which often characterised data simply as anonymous or not anonymous. A similar idea had already been developed independently in 2001 by Chuck Humphrey of the Canadian RDC network, the 'continuum of access'. More recently, The Open Data Institute has developed a 'Data Spectrum toolkit' which includes industry-specific examples. == History and terminology == The Five Safes was devised in the winter of 2002/2003 by Felix Ritchie at the UK Office for National Statistics (ONS) to describe its secure remote-access Virtual Microdata Laboratory (VML). It was described at this time as the 'VML Security Model'. This was adopted by the NORC data enclave, and more widely in the US, as the 'portfolio model' (although this is now also used to refer to a slightly different legal/statistical/educational breakdown). In 2012 the framework as was still being referred to as the 'VML security model', but its increasing use among non-UK organisations led to the adoption of the more general and informative phrase 'Five Safes'. The original framework only had four safes (projects, people, settings and outputs): the framework was used to describe highly detailed data access through a secure environment, and so the 'data' dimension was irrelevant. From 2007 onwards, 'safe data' was included as the framework was used to a describe a wider range of ONS activities. As the US version was based upon the 2005 specification, some US iterations uses have the original four dimensions (eg). Some discussions, such as the OECD, use the term 'secure' instead 'safe'. However, the use of both these terms can cause presentational problems: less control in a particular dimension could be seen to imply 'unsafe users' or 'insecure settings', for example, which distracts from the main message. Hence, the Australian government uses the term "five data sharing principles". The 'Anonymisation Decision-Making Framework' uses a framework based on the Five Safes but relabelling "projects", "people", and "settings" as "governance", "agency" and "infrastructure", respectively; "Output" is omitted, and "safe use" becomes "functional anonymisation". There is no reference to the Five Safes or any associated literature. The Australian version was required to include references to the Five Safes, and presented it as an alternative without comment. == Application == The framework has had three uses: pedagogical, descriptive, and design. Since 2016, it has also been used, directly and indirectly in legislation. See for more detailed examples. === Pedagogy === The first significant use of the framework, other than internal administrative use, was to structure researcher training courses at the UK Office for National Statistics from 2003. UK Data Archive, Administrative Data Research Network, Eurostat, Statistics New Zealand, the Mexican National Institute of Statistics and Geography, NORC, Statistics Canada and the Australian Bureau of Statistics, amongst others, have also used this framework. Most of these courses are for researchers using restricted-access facilities; the Eurostat courses are unusual in that they are designed for all users of sensitive data. === Description === The framework is often used to describe existing data access solutions (e.g. UK HMRC Data Lab, UK Data Service, Statistics New Zealand) or planned/conceptualised ones (e.g. Eurostat in 2011). An early use was to help identify areas where ONS' still had 'irreducible risks' in its provision of secure remote access. The framework is mostly used for confidential social science data. To date it appears to have made little impact on medical research planning, although it is now included in the revised guidelines on implementing HIPAA regulations in the US, and by Cancer Research UK and the Health Foundation in the UK. It has also been used to describe a security model for the Scottish Health Informatics Programme. === Design === In general the Five Safes has been used to describe solutions post-factum, and to explain/justify choices made, but an increasing number of organisations have used the framework to design data access solutions. For example, the Hellenic Statistical Agency developed a data strategy built around the Five Safes in 2016; the UK Health Foundation used the Five Safes to design its data management and training programmes. Use in the private sector is less common but some organisations have incorporated the Five Safes into consulting services. In 2015 the UK Data Service organized a workshop to encourage data users from the academic and private sectors to think about how to manage confidential research data, using the Five Safes to demonstrate alternative options and best practice. Early adopters for strategic design use were in Australia: both the Australian Bureau of Statistics and the Australian Department of Social Service used the Five Safes as an ex ante design tool. In 2017 the Australian Productivity Commission recommended adopting a version of the framework to support cross-government data sharing and re-use. This underwent extensive consultation and culminated in the DAT Act 2022. Since 2020 the Five Safes has been the overriding framework for the design of new secure facilities and data sharing arrangements in the UK for public health and social sciences. This has been promoted by the Office for Statistics Regulation, the UK Statistics Authority, NHS DIgital, and the research funding bodies Administrative Data Research UK and DARE UK. === Regulation and legislation === Three laws have incorporated the Fives Safes. They are explicit in the South Australian Public Sector (Data Sharing) Act 2016, and implicit in the research provisions of the UK Digital Economy Act 2017. In January 2024, its MathGPT, a math-specific small large language model set a new world record, surpassed Microsoft's 'ToRA 13B', the previous record holder in benchmarks assessing mathematical performance such as 'MATH' (high school math) and 'GSM8K' (grade school math). 'MathGPT' was co-developed with Upstage and KT. In March 2024, Mathpresso launched 'Cramify' (formerly known as Prep.Pie), an AI-powered study material generator designed to create personalized exam prep materials for U.S. college students. It uses generative AI to create customized study materials uploaded by students. Its features include a range of tools including study summarizer and question solver. == History == Co-founder Jongheun ‘Ray’ Lee first came up with the idea of QANDA during his freshman year in college. While he was tutoring to earn money, Lee realized that the quality of education a student receives is greatly based on their location. Lee saw his K-12 students were regularly asking similar questions and realized that these questions were from a pre-selected number of textbooks currently being used in schools. He decided to team up with his high school friend, Yongjae ‘Jake’ Lee to build a platform whereby, one uses a mobile app to scan and submit questions, and students can ask and receive detailed responses. Lee's school friends, Wonguk Jung and Hojae Jeong, joined the team. In June 2015, Mathpresso, Inc. was founded in Seoul, South Korea. In January 2016, Mathpresso's first product QANDA was launched. It supported a Q&A feature between students and tutors. In October 2017, QANDA introduced an AI-based search capability that permitted users to search for answers in seconds.     In computer science, an enumeration algorithm is an algorithm that enumerates the answers to a computational problem. Formally, such an algorithm applies to problems that take an input and produce a list of solutions, similarly to function problems. For each input, the enumeration algorithm must produce the list of all solutions, without duplicates, and then halt. The performance of an enumeration algorithm is measured in terms of the time required to produce the solutions, either in terms of the total time required to produce all solutions, or in terms of the maximal delay between two consecutive solutions and in terms of a preprocessing time, counted as the time before outputting the first solution. The preprocessing phase is generally assumed to be polynomial in the input. == Common techniques == Backtracking: The simplest way to enumerate all solutions is by systematically exploring the space of possible results (partitioning it at each successive step). However, performing this may not give good guarantees on the delay, i.e., a backtracking algorithm may spend a long time exploring parts of the space of possible results that do not give rise to a full solution. Flashlight search: This technique improves on backtracking by exploring the space of all possible solutions but solving at each step the problem of whether the current partial solution can be extended to a partial solution. If the answer is no, then the algorithm can immediately backtrack and avoid wasting time, which makes it easier to show guarantees on the delay between any two complete solutions. In particular, this technique applies well to self-reducible problems. Closure under set operations: If we wish to enumerate the disjoint union of two sets, then we can solve the problem by enumerating the first set and then the second set. If the union is non disjoint but the sets can be enumerated in sorted order, then the enumeration can be performed in parallel on both sets while eliminating duplicates on the fly. If the union is not disjoint and both sets are not sorted then duplicates can be eliminated at the expense of a higher memory usage, e.g., using a hash table. Likewise, the cartesian product of two sets can be enumerated efficiently by enumerating one set and joining each result with all results obtained when enumerating the second step. == Examples of enumeration problems == The vertex enumeration problem, where we are given a polytope described as a system of linear inequalities and we must enumerate the vertices of the polytope. Enumerating the minimal transversals of a hypergraph. This problem is related to monotone dualization and is connected to many applications in database theory and graph theory. Enumerating the answers to a database query, for instance a conjunctive query or a query expressed in monadic second-order. There have been characterizations in database theory of which conjunctive queries could be enumerated with linear preprocessing and constant delay. The problem of enumerating maximal cliques in an input graph, e.g., with the Bron–Kerbosch algorithm Listing all elements of structures such as matroids and greedoids Several problems on graphs, e.g., enumerating independent sets, paths, cuts, etc. Enumerating the satisfying assignments of representations of Boolean functions, e.g., a Boolean formula written in conjunctive normal form or disjunctive normal form, a binary decision diagram such as an OBDD, or a Boolean circuit in restricted classes studied in knowledge compilation, e.g., NNF. == Connection to computability theory == The notion of enumeration algorithms is also used in the field of computability theory to define some high complexity classes such as RE, the class of all recursively enumerable problems.     In computer science, the Knuth–Eve algorithm is an algorithm for polynomial evaluation. It preprocesses the coefficients of the polynomial to reduce the number of multiplications required at runtime. Ideas used in the algorithm were originally proposed by Donald Knuth in 1962. His procedure opportunistically exploits structure in the polynomial being evaluated. Examples for such characteristics encoded in human speech are a speaker's emotion, age, gender, and personality, as well as speaker states like depression, intoxication, or vocal pathological disorders. The software further includes music classification technology for automatic music mood detection and recognition of chorus segments, key, chords, tempo, meter, dance-style, and genre. The openSMILE toolkit serves as benchmark in manifold research competitions such as Interspeech ComParE, AVEC, MediaEval, and EmotiW. == History == The openSMILE project was started in 2008 by Florian Eyben, Martin Wöllmer, and Björn Schuller at the Technical University of Munich within the European Union research project SEMAINE. The goal of the SEMAINE project was to develop a virtual agent with emotional and social intelligence. In this system, openSMILE was applied for real-time analysis of speech and emotion. The final SEMAINE software release is based on openSMILE version 1.0.1. In 2009, the emotion recognition toolkit (openEAR) was published based on openSMILE. "EAR" stands for "Emotion and Affect Recognition". In 2010, openSMILE version 1.0.1 was published and was introduced and awarded at the ACM Multimedia Open-Source Software Challenge. Between 2011 and 2013, the technology of openSMILE was extended and improved by Florian Eyben and Felix Weninger in the context of their doctoral thesis at the Technical University of Munich. The software was also applied for the project ASC-Inclusion, which was funded by the European Union. For this project, the software was extended by Erik Marchi in order to teach emotional expression to autistic children, based on automatic emotion recognition and visualization. In 2013, the company audEERING acquired the rights to the code-base from the Technical University of Munich and version 2.0 was published under a source-available research license. Until 2016, openSMILE was downloaded more than 50,000 times worldwide and has established itself as a standard toolkit for emotion recognition. == Awards == openSMILE was awarded in 2010 in the context of the ACM Multimedia Open Source Competition. The software tool is applied in numerous scientific publications on automatic emotion recognition. openSMILE and its extension openEAR have been cited in more than 1000 scientific publications until today.

    Smart object

    A smart object is an object that enhances the interaction with not only people but also with other smart objects. Also known as smart connected products or smart connected things (SCoT), they are products, assets and other things embedded with processors, sensors, software and connectivity that allow data to be exchanged between the product and its environment, manufacturer, operator/user, and other products and systems. Connectivity also enables some capabilities of the product to exist outside the physical device, in what is known as the product cloud. The data collected from these products can be then analysed to inform decision-making, enable operational efficiencies and continuously improve the performance of the product. It can not only refer to interaction with physical world objects but also to interaction with virtual (computing environment) objects. A smart physical object may be created either as an artifact or manufactured product or by embedding electronic tags such as RFID tags or sensors into non-smart physical objects. Smart virtual objects are created as software objects that are intrinsic when creating and operating a virtual or cyber world simulation or game. The concept of a smart object has several origins and uses, see History. There are also several overlapping terms, see also smart device, tangible object or tangible user interface and Thing as in the Internet of things. == History == In the early 1990s, Mark Weiser, from whom the term ubiquitous computing originated, referred to a vision "When almost every object either contains a computer or can have a tab attached to it, obtaining information will be trivial", Although Weiser did not specifically refer to an object as being smart, his early work did imply that smart physical objects are smart in the sense that they act as digital information sources. Hiroshi Ishii and Brygg Ullmer refer to tangible objects in terms of tangibles bits or tangible user interfaces that enable users to "grasp & manipulate" bits in the center of users' attention by coupling the bits with everyday physical objects and architectural surfaces. The smart object concept was introduced by Marcelo Kallman and Daniel Thalmann as an object that can describe its own possible interactions. The main focus here is to model interactions of smart virtual objects with virtual humans, agents, in virtual worlds. The opposite approach to smart objects is 'plain' objects that do not provide this information. The additional information provided by this concept enables far more general interaction schemes, and can greatly simplify the planner of an artificial intelligence agent. In contrast to smart virtual objects used in virtual worlds, Lev Manovich focuses on physical space filled with electronic and visual information. Here, "smart objects" are described as "objects connected to the Net; objects that can sense their users and display smart behaviour". More recently in the early 2010s, smart objects are being proposed as a key enabler for the vision of the Internet of things. The combination of the Internet and emerging technologies such as near field communications, real-time localization, and embedded sensors enables everyday objects to be transformed into smart objects that can understand and react to their environment. Such objects are building blocks for the Internet of things and enable novel computing applications. In 2018, one of the world's first smart houses was built in Klaukkala, Finland in the form of a five-floor apartment block, using the Kone Residential Flow solution created by KONE, allowing even a smartphone to act as a home key. == Characteristics == Although we can view interaction with physical smart object in the physical world as distinct from interaction with virtual smart objects in a virtual simulated world, these can be related. Poslad considers the progression of: how humans use models of smart objects situated in the physical world to enhance human to physical world interaction; versus how smart physical objects situated in the physical world can model human interaction in order to lessen the need for human to physical world interaction; versus how virtual smart objects by modelling both physical world objects and modelling humans as objects and their subsequent interactions can form a predominantly smart virtual object environment. === Smart physical objects === The concept smart for a smart physical object simply means that it is active, digital, networked, can operate to some extent autonomously, is reconfigurable and has local control of the resources it needs such as energy, data storage, etc. Note, a smart object does not necessarily need to be intelligent as in exhibiting a strong essence of artificial intelligence—although it can be designed to also be intelligent. Physical world smart objects can be described in terms of three properties: Awareness: is a smart object's ability to understand (that is, sense, interpret, and react to) events and human activities occurring in the physical world. Representation: refers to a smart object's application and programming model—in particular, programming abstractions. Interaction: denotes the object's ability to converse with the user in terms of input, output, control, and feedback. Based upon these properties, these have been classified into three types: Activity-Aware Smart Objects: Are objects that can record information about work activities and its own use. Policy-Aware Smart Objects: Are objects that are activity-aware Objects can interpret events and activities with respect to predefined organizational policies. Process-Aware Smart Objects: Processes play a fundamental role in industrial work management and operation. A process is a collection of related activities or tasks that are ordered according to their position in time and space. === Smart virtual objects === For the virtual object in a virtual world case, an object is called smart when it has the ability to describe its possible interactions. This focuses on constructing a virtual world using only virtual objects that contain their own interaction information. There are four basic elements to constructing such a smart virtual object framework. Object properties: physical properties and a text description Interaction information: position of handles, buttons, grips, and the like Object behavior: different behaviors based on state variables Agent behaviors: description of the behavior an agent should follow when using the object Some versions of smart objects also include animation information in the object information, but this is not considered to be an efficient approach, since this can make objects inappropriately oversized. === Categorization === The terms smart, connected product or smart product can be confusing as it is used to cover a broad range of different products, ranging from smart home appliances (e.g., smart bathroom scales or smart light bulbs) to smart cars (e.g., Tesla). While these products share certain similarities, they often differ substantially in their capabilities. Raff et al. developed a conceptual framework that distinguishes different smart products based on their capabilities, which features 4 types of smart product archetypes (in ascending order of "smartness"). Digital Connected Responsive Intelligent == Advantages == Smart, connected products have three primary components: Physical – made up of the product's mechanical and electrical parts. Smart – made up of sensors, microprocessors, data storage, controls, software, and an embedded operating system with enhanced user interface. Connectivity – made up of ports, antennae, and protocols enabling wired/wireless connections that serve two purposes, it allows data to be exchanged with the product and enables some functions of the product to exist outside the physical device. Each component expands the capabilities of one another resulting in "a virtuous cycle of value improvement". First, the smart components of a product amplify the value and capabilities of the physical components. Then, connectivity amplifies the value and capabilities of the smart components. These improvements include: Monitoring of the product's conditions, its external environment, and its operations and usage. Control of various product functions to better respond to changes in its environment, as well as to personalize the user experience. Optimization of the product's overall operations based on actual performance data, and reduction of downtimes through predictive maintenance and remote service.     The World Congress of Universal Documentation was held from 16 to 21 August 1937 in Paris, France. Delegates from 45 countries met to discuss means by which all of the world's information, in print, in manuscript, and in other forms, could be efficiently organized and made accessible. == The Congress in the history of information science == The Congress, held at the Trocadéro under "the auspices" of the Institut International de Bibliographie, was "the apotheosis" of a general movement in the 1930s towards the classification of the growing mass of information and the improvement of access to that information. For the first time in the history of information science, technological means were beginning to catch up with theoretical ends, and the discussions at the conference reflected that fact. Its participation in the Congress was one of the first projects of the American Documentation Institute (ADI). Participants in the conference discussed what has been more recently called "a continuously updated hypertext encyclopedia." Joseph Reagle sees many of the ideas considered at the conference as forerunners of some of the key goals and norms of Wikipedia. == Microfilm == The main resolution adopted by the congress proposed that microfilm be used to make information universally available. Watson Davis, chairman of the American delegation and president of the ADI, stated that the volume of information being produced created difficult problems of access and preservation, but that these could be solved by the use of microfilm. In his address to the Congress, Davis said: Most immediate and practical to put into operation is the microfilming of material in libraries upon demand. It will become fashionable and economical to send a potential book borrower a little strip of microfilm for his permanent possession instead of the book and then badgering him to return it before he has had a chance to use it effectively. I believe that reading machines for microfilm will become as common as typewriters in studies and laboratories. If the principal libraries and information centers of the world will cooperate in such "bibliofilm services," as they are called, if they exchange orders and have essentially uniform methods, forms for ordering, standard microfilm format and production methods and comparable if not uniform prices, the resources of any library will be placed at the disposal of any scholar or scientist anywhere in the world. All the libraries cooperating will merge into one world library without loss of identity or individuality. The world's documentation will become available to even the most isolated and individualistic scholar. The Congress included two separate exhibits on microfilm. One was of the equipment used at the Bibliothèque nationale de France and the other, coordinated by Herman H. Fussler of the University of Chicago, consisting of "an entire microfilm laboratory," complete with cameras, a darkroom, and various kinds of reading machines. Emanuel Goldberg presented a paper on an early copying camera he had invented. Other resolutions passed by the Congress concerned uniform standards for the preparation of articles, for classifying books and other documents, for indexing newspapers and periodicals, and for cooperation between libraries. == H. G. Wells == In his address to the Congress, H. G. Wells said that he thought that his idea of the "world brain" was a precursor to the ideas other delegates were proposing, and explicitly linked the projects being discussed to the work of the encyclopédistes: I am speaking of a process of mental organization throughout the world which I believe to be as inevitable as anything can be in human affairs. All the distresses and horrors of the present time are fundamentally intellectual. The world has to pull its mind together, and this [Congress] is the beginning of its efforts. Civilization is a Phoenix. It perishes in flames and even as it dies it is born again. This synthesis of knowledge upon which you are working is the necessary beginning of a new world. It is good to be meeting here in Paris where the first encyclopedia of power was made.
