However, cognitive tutors were originally developed to test ACT-R theory for research purposes since the early 1980s and they are developed also for other areas and subjects such as computer programming and science. Cognitive Tutors can be implemented into classrooms as a part of blended learning that combines textbook and software activities. The Cognitive Tutor programs utilize cognitive model and are based on model tracing and knowledge tracing. Model tracing means that the cognitive tutor checks every action performed by students such as entering a value or clicking a button, while knowledge tracing is used to calculate the required skills students learned by measuring them on a bar chart called Skillometer. Model tracing and knowledge tracing are essentially used to monitor students' learning progress, guide students to correct path to problem solving, and provide feedback. Public First Action is a bipartisan group that advocates for AI transparency, safeguards, and export controls on advanced AI chips. The organization is aligned with the political action committees Jobs and Democracy, Defending Our Values and Public First. == History == Public First Action was formed in 2025 by former Congressmen Brad Carson, a Democrat, and Chris Stewart, a Republican, to advocate for federal, state, and local regulations related to AI. The group's formation followed the founding of a super PAC network, Leading the Future, which advocates for deregulation of the AI industry and faster development of the new technology. Public First Action supports measures that would increase transparency at frontier AI companies and impose export controls on advanced AI chips, in addition to opposing the preemption of state-level AI laws. In February 2026, Public First Action received $20 million from the AI company Anthropic. That same month, the group announced plans to support 30 to 50 Democrats and Republicans in state and federal races, with Public First Action and aligned super PACs launching advertisements in Nebraska, Tennessee, and other states. In one ad, Public First Action touted Senator Marsha Blackburn for her work on child online safety. As of 2026, the group plans to raise between $50 and $75 million for public oversight of AI and related reforms. == Organization == === Leadership and funding === Public First Action is led by Carson and Stewart.     The Ratio Club was a small British informal dining club from 1949 to 1958 of young psychiatrists, psychologists, physiologists, mathematicians and engineers who met to discuss issues in cybernetics. == History == The idea of the club arose from a symposium on animal behaviour held in July 1949 by the Society of Experimental Biology in Cambridge. The club was founded by the neurologist John Bates, with other notable members such as W. Ross Ashby. The name Ratio was suggested by Albert Uttley, it being the Latin root meaning "computation or the faculty of mind which calculates, plans and reasons". He pointed out that it is also the root of rationarium, meaning a statistical account, and ratiocinatius, meaning argumentative. The use was probably inspired by an earlier suggestion by Donald Mackay of the 'MR club', from Machina ratiocinatrix, a term used by Norbert Wiener in the introduction to his then recently published book Cybernetics, or Control and Communication in the Animal and the Machine. Wiener used the term in reference to calculus ratiocinator, a calculating machine constructed by Leibniz. The initial membership was W. Ross Ashby, Horace Barlow, John Bates, George Dawson, Thomas Gold, W. E. Hick, Victor Little, Donald MacKay, Turner McLardy, P. A. Merton, John Pringle, Harold Shipton, Donald Sholl, Eliot Slater, Albert Uttley, W. Grey Walter and John Hugh Westcott. Alan Turing joined after the first meeting with I. J. Good, Philip Woodward and William Rushton added soon after. Giles Brindley attended several meetings as a guest. Warren McCulloch made presentations to the club twice, the first time at its inaugural meeting (a talk which the members found disappointing), and became a correspondent with and supporter of a number of its members. Others who attended at least one Ratio Club event as guests included Walter Pitts, Claude Shannon, J.Z. Young, C.H. Waddington, Peter Elias, J. C. R. Licklider, Oliver Selfridge, Benoît Mandelbrot, Colin Cherry and Anthony Oettinger. One one occasion I.J. Good brought along the then director of the USA's National Security Agency (presumably either Ralph Canine or John Samford given the dates). Several members admired the work of psychologist and philosopher Kenneth Craik and considered him an important influence; according to Husbands and Holland "there is no doubt Craik would have been a leading member of the club" had he not died young in 1945. The club has been considered the most influential cybernetics group in the UK, and many of its members went on to become prominent scientists.

    Shane Legg (born 1973 or 1974) is a machine learning researcher and entrepreneur. With Demis Hassabis and Mustafa Suleyman, he cofounded DeepMind Technologies (later bought by Google and now called Google DeepMind), and works there as the chief AGI scientist. He is also known for his academic work on artificial general intelligence, including his thesis supervised by Marcus Hutter. == Early life and education == Legg attended Rotorua Lakes High School in Rotorua, on New Zealand's North Island. He completed his undergraduate studies at Waikato University in 1996. Also in 1996, he obtained his MSc degree with a thesis entitled "Solomonoff Induction", with Cristian S. Calude at the University of Auckland. == Research interests == In the early 2000s, Legg re-introduced and popularized with Ben Goertzel the term "artificial general intelligence" (AGI), to describe an AI that can do practically any cognitive task a human can do. At that time, talking about AGI "would put you on the lunatic fringe". Legg is known for his concern of existential risk from AI, highlighted in 2011 in an interview on LessWrong and in 2023 he signed the statement on AI risk of extinction. == Career == Before his PhD and before cofounding DeepMind, Shane Legg worked at "a number of software development positions at private companies", including the "big data firm Adaptive Intelligence" and the startup WebMind founded by Ben Goertzel. === Research === Legg later obtained a PhD at the Dalle Molle Institute for Artificial Intelligence Research (IDSIA), a joint research institute of USI Università della Svizzera italiana and SUPSI. He worked on theoretical models of super intelligent machines (AIXI) with Marcus Hutter, and completed in 2008 his doctoral thesis entitled "Machine Super Intelligence". He then went on to complete a postdoctoral fellowship in finance at USI, and began a further fellowship at University College London's Gatsby Computational Neuroscience Unit. === DeepMind === Demis Hassabis and Shane Legg first met in 2009 at University College London, where Legg was a postdoctoral researcher. In 2010, Legg cofounded the start-up DeepMind Technologies along with Demis Hassabis and Mustafa Suleyman. DeepMind Technologies was bought in 2014 by Google. After the merge with Google Brain in 2023, the company is now known as Google DeepMind. According to a 2017 article, a significant part of his job as the chief scientist was to supervise recruitment, to decide where DeepMind should focus its efforts, and to lead DeepMind's AI safety work. As of July 2023, Legg works at Google DeepMind as the Chief AGI Scientist. == Awards and honors == Legg was awarded the $10,000 prize of the Singularity Institute for Artificial Intelligence for his PhD done in 2008. Table format enforces rules to be structured and format itself is close to tables found in various business documents. OpenL Tablets is based on OpenL framework for creating custom languages running on Java VM. The engine is designed to allow pluggable language implementations. Currently, it uses 2 languages: table structure for rules format and java-like for code snippets in rules. Java-like language is Java 5.0 implementation with Business User Extensions. OpenL Tablets rules are mixture of declarative programming for rules logic and imperative programming for workflow control. Table formats are flexible enough to match the semantics of the problem domain. Tests, traces, benchmarks are integral part of the engine. It also provides powerful type definition capabilities to handle rules domain model inside rules files.     Chainer

    Chainer is an open source deep learning framework written purely in Python on top of NumPy and CuPy Python libraries. The development is led by Japanese venture company Preferred Networks in partnership with IBM, Intel, Microsoft, and Nvidia. Chainer is notable for its early adoption of "define-by-run" scheme, as well as its performance on large scale systems. The first version was released in June 2015 and has gained large popularity in Japan since then. Furthermore, in 2017, it was listed by KDnuggets in top 10 open source machine learning Python projects. In December 2019, Preferred Networks announced the transition of its development effort from Chainer to PyTorch and it will only provide maintenance patches after releasing v7. == Define-by-run == Chainer was the first deep learning framework to introduce the define-by-run approach. The traditional procedure to train a network was in two phases: define the fixed connections between mathematical operations (such as matrix multiplication and nonlinear activations) in the network, and then run the actual training calculation. This is called the define-and-run or static-graph approach. Theano and TensorFlow are among the notable frameworks that took this approach. In contrast, in the define-by-run or dynamic-graph approach, the connection in a network is not determined when the training is started. The network is determined during the training as the actual calculation is performed. One of the advantages of this approach is that it is intuitive and flexible. If the network has complicated control flows such as conditionals and loops, in the define-and-run approach, specially designed operations for such constructs are needed. On the other hand, in the define-by-run approach, programming language's native constructs such as if statements and for loops can be used to describe such flow. This flexibility is especially useful to implement recurrent neural networks. Another advantage is ease of debugging. In the define-and-run approach, if an error (such as numeric error) has occurred in the training calculation, it is often difficult to inspect the fault, because the code written to define the network and the actual place of the error are separated. In the define-by-run approach, you can just suspend the calculation with the language's built-in debugger and inspect the data that flows on your code of the network. Define-by-run has gained popularity since the introduction by Chainer and is now implemented in many other frameworks, including PyTorch and TensorFlow. == Extension libraries == Chainer has four extension libraries, ChainerMN, ChainerRL, ChainerCV and ChainerUI. ChainerMN enables Chainer to be used on multiple GPUs with performance significantly faster than other deep learning frameworks. A supercomputer running Chainer on 1024 GPUs processed 90 epochs of ImageNet dataset on ResNet-50 network in 15 minutes, which is four times faster than the previous record held by Facebook. ChainerRL adds state of art deep reinforcement learning algorithms, and ChainerUI is a management and visualization tool. == Applications == Chainer is used as the framework for PaintsChainer, a service which does automatic colorization of black and white, line only, draft drawings with minimal user input.

    DreamLab was a volunteer computing Android and iOS app launched in 2015 by Imperial College London and the Vodafone Foundation. It was discontinued on 2nd April 2025. == Description == The app helped to research cancer, COVID-19, new drugs and tropical cyclones. To do this, DreamLab accessed part of the device's processing power, with the user's consent, while the owner charged their smartphone, to speed up the calculations of the algorithms from Imperial College London. The aim of the tropical cyclone project was to prepare for climate change risks. Other projects aimed to find existing drugs and food molecules that could help people with COVID-19 and other diseases. The performance of 100,000 smartphones would reach the annual output of all research computers at Imperial College in just three months, with a nightly runtime of six hours. The app was developed in 2015 by the Garvan Institute of Medical Research in Sydney and the Vodafone Foundation. In May 2020, the project had over 490,000 registered users.

    Leading the Future is an American super PAC network focused on lobbying for policies friendly to the artificial intelligence industry. It was launched in 2025 with over $100 million from industry stakeholders including Andreessen Horowitz, OpenAI President Greg Brockman and Palantir co-founder Joe Lonsdale. The launch was preceded by talks between Collin McCune, head of government affairs at Andreessen Horowitz, and Chris Lehane, chief global affairs officer at OpenAI. Among the members of the network are the American Mission PAC, which supported Chris Gober, and the Think Big PAC, which targeted Alex Bores. Leading the Future is affiliated with the nonprofit Build American AI, which Axios describes as a dark money advocacy "offshoot" operating alongside the super PAC. NBC News states that the network’s efforts are modeled after the pro-cryptocurrency group Fairshake. Leading the Future is led by Zac Moffatt and Josh Vlasto, the latter of whom previously served as an advisor to Fairshake. In response to the creation of Leading the Future, former members of Congress Brad Carson and Chris Stewart co-founded the super PAC network Public First, aiming to counter the group’s influence. In April 2026, an investigation by Model Republic linked Leading the Future to The Wire By Acutus, an automated news website that allegedly used AI agents posing as human journalists to solicit interviews. The site's content was found to closely mirror the PAC's deregulatory policy goals while targeting researchers and advocates skeptical of rapid AI development. In May 2026, Wired revealed that Build American AI used a "dark money" campaign to pay TikTok and Instagram influencers $5,000 per video to promote scripted narratives framing Chinese AI as a "national security threat." According to internal documents and staff at the marketing agency managing the project, the campaign's explicit goal was to "subtly shift public debate" toward the deregulation of AI industries while intentionally avoiding technical discussions regarding AI quality or safety. During the 2026 primary season Leading the Future went on to endorse several candidates in both Democratic and Republican races with several of them going on to win.

    Strategic Computing Initiative

    The United States government's Strategic Computing Initiative funded research into advanced computer hardware and artificial intelligence from 1983 to 1993. The initiative was designed to support various projects that were required to develop machine intelligence in a prescribed ten-year time frame, from chip design and manufacture, computer architecture to artificial intelligence software. The Department of Defense spent a total of $1 billion on the project. The inspiration for the program was Japan's fifth generation computer project, an enormous initiative that set aside billions for research into computing and artificial intelligence. As with Sputnik in 1957, the American government saw the Japanese project as a challenge to its technological dominance. The British government also funded a program of their own around the same time, known as Alvey, and a consortium of U.S. companies funded another similar project, the Microelectronics and Computer Technology Corporation. The goal of SCI, and other contemporary projects, was nothing less than full machine intelligence. "The machine envisioned by SC", according to Alex Roland and Philip Shiman, "would run ten billion instructions per second to see, hear, speak, and think like a human. The degree of integration required would rival that achieved by the human brain, the most complex instrument known to man." The initiative was conceived as an integrated program, similar to the Apollo moon program, where different subsystems would be created by various companies and academic projects and eventually brought together into a single integrated system. Roland and Shiman wrote that "While most research programs entail tactics or strategy, SC boasted grand strategy, a master plan for an entire campaign." The project was funded by the Defense Advanced Research Projects Agency and directed by the Information Processing Technology Office (IPTO). By 1985 it had spent $100 million, and 92 projects were underway at 60 institutions: half in industry, half in universities and government labs. Robert Kahn, who directed IPTO in those years, provided the project with its early leadership and inspiration. Clint Kelly managed the SC Initiative for three years and developed many of the specific application programs for DARPA, such as the Autonomous Land Vehicle. By the late 1980s, it was clear that the project would fall short of realizing the hoped-for levels of machine intelligence. Program insiders pointed to issues with integration, organization, and communication. When Jack Schwarz ascended to the leadership of IPTO in 1987, he cut funding to artificial intelligence research (the software component) "deeply and brutally", "eviscerating" the program (wrote Pamela McCorduck). Schwarz felt that DARPA should focus its funding only on those technologies which showed the most promise. In his words, DARPA should "surf", rather than "dog paddle", and he felt strongly AI was not "the next wave". The project was superseded in the 1990s by the Accelerated Strategic Computing Initiative and then by the Advanced Simulation and Computing Program. These later programs did not include artificial general intelligence as a goal, but instead focused on supercomputing for large scale simulation, such as atomic bomb simulations. The Strategic Computing Initiative of the 1980s is distinct from the 2015 National Strategic Computing Initiative—the two are unrelated. == Results == Although the program failed to meet its goal of high-level machine intelligence, it did meet some of its specific technical objectives, for example those of autonomous land navigation. The Autonomous Land Vehicle program and its sister Navlab project at Carnegie Mellon University, in particular, laid the scientific and technical foundation for many of the driverless vehicle programs that came after it, such as the Demo II and III programs (ALV being Demo I), Perceptor, and the DARPA Grand Challenge. The use of video cameras plus laser scanners and inertial navigation units pioneered by the SCI ALV program form the basis of almost all commercial driverless car developments today. It also helped to advance the state of the art of computer hardware to a considerable degree. On the software side, the initiative funded development of the Dynamic Analysis and Replanning Tool (DART), a program that handled logistics using artificial intelligence techniques. This was a huge success, saving the Department of Defense billions during Desert Storm. Introduced in 1991, DART had by 1995 offset the monetary equivalent of all funds DARPA had channeled into AI research for the previous 30 years combined.
