    BREACH (a backronym: Browser Reconnaissance and Exfiltration via Adaptive Compression of Hypertext) is a security vulnerability against HTTPS when using HTTP compression. BREACH is built based on the CRIME security exploit. BREACH was announced at the August 2013 Black Hat USA conference by security researchers Angelo Prado, Neal Harris and Yoel Gluck. == Details == While the CRIME attack was presented as a general attack that could work effectively against a large number of protocols, only exploits against SPDY request compression and TLS compression were demonstrated and largely mitigated in browsers and servers. The CRIME exploits against HTTP compression has not been mitigated at all, even though the authors of CRIME have warned that this vulnerability might be even more widespread than SPDY and TLS compression combined. BREACH is an instance of the CRIME attack against HTTP compression—the use of gzip or DEFLATE data compression algorithms via the content-encoding option within HTTP by many web browsers and servers. Given this compression oracle, the rest of the BREACH attack follows the same general lines as the CRIME exploit, by performing an initial blind brute-force search to guess a few bytes, followed by divide-and-conquer search to expand a correct guess to an arbitrarily large amount of content. == Mitigation == BREACH exploits the compression in the underlying HTTP protocol. Therefore, turning off TLS compression makes no difference to BREACH, which can still perform a chosen-plaintext attack against the HTTP payload. As a result, clients and servers are either forced to disable HTTP compression completely (thus reducing performance), or to adopt workarounds to try to foil BREACH in individual attack scenarios, such as using cross-site request forgery (CSRF) protection. Another suggested approach is to disable HTTP compression whenever the referrer header indicates a cross-site request, or when the header is not present. This approach allows effective mitigation of the attack without losing functionality, only incurring a performance penalty on affected requests. Another approach is to add padding at the TLS, HTTP header, or payload level. Around 2013–2014, there was an IETF draft proposal for a TLS extension for length-hiding padding that, in theory, could be used as a mitigation against this attack. It allows the actual length of the TLS payload to be disguised by the insertion of padding to round it up to a fixed set of lengths, or to randomize the external length, thereby decreasing the likelihood of detecting small changes in compression ratio that is the basis for the BREACH attack. However, this draft has since expired without further action. A very effective mitigation is HTB (Heal-the-BREACH) that adds random-sized padding to compressed data, providing some variance in the size of the output contents. This randomness delays BREACH from guessing the correct characters in the secret token by a factor of 500 (10-byte max) to 500,000 (100-byte max). HTB protects all websites and pages in the server with minimal CPU usage and minimal bandwidth increase.

    In cryptography, plaintext usually means unencrypted information pending input into cryptographic algorithms, usually encryption algorithms. This usually refers to data that is transmitted or stored unencrypted. == Overview == With the advent of computing, the term plaintext expanded beyond human-readable documents to mean any data, including binary files, in a form that can be viewed or used without requiring a key or other decryption device. Information—a message, document, file, etc.—if to be communicated or stored in an unencrypted form is referred to as plaintext. Plaintext is used as input to an encryption algorithm; the output is usually termed ciphertext, particularly when the algorithm is a cipher. Codetext is less often used, and almost always only when the algorithm involved is actually a code. Some systems use multiple layers of encryption, with the output of one encryption algorithm becoming "plaintext" input for the next. == Secure handling == Insecure handling of plaintext can introduce weaknesses into a cryptosystem by letting an attacker bypass the cryptography altogether. Plaintext is vulnerable in use and in storage, whether in electronic or paper format. Physical security means the securing of information and its storage media from physical, attack—for instance by someone entering a building to access papers, storage media, or computers. Discarded material, if not disposed of securely, may be a security risk. Even shredded documents and erased magnetic media might be reconstructed with sufficient effort. If plaintext is stored in a computer file, the storage media, the computer and its components, and all backups must be secure. Sensitive data is sometimes processed on computers whose mass storage is removable, in which case physical security of the removed disk is vital. In the case of securing a computer, useful (as opposed to handwaving) security must be physical (e.g., against burglary, brazen removal under cover of supposed repair, installation of covert monitoring devices, etc.), as well as virtual (e.g., operating system modification, illicit network access, Trojan programs). Wide availability of keydrives, which can plug into most modern computers and store large quantities of data, poses another severe security headache. A spy (perhaps posing as a cleaning person) could easily conceal one, and even swallow it if necessary. Discarded computers, disk drives and media are also a potential source of plaintexts. Most operating systems do not actually erase anything— they simply mark the disk space occupied by a deleted file as 'available for use', and remove its entry from the file system directory. The information in a file deleted in this way remains fully present until overwritten at some later time when the operating system reuses the disk space. With even low-end computers commonly sold with many gigabytes of disk space and rising monthly, this 'later time' may be months later, or never. Even overwriting the portion of a disk surface occupied by a deleted file is insufficient in many cases. Peter Gutmann of the University of Auckland wrote a celebrated 1996 paper on the recovery of overwritten information from magnetic disks; areal storage densities have gotten much higher since then, so this sort of recovery is likely to be more difficult than it was when Gutmann wrote. Modern hard drives automatically remap failing sectors, moving data to good sectors. This process makes information on those failing, excluded sectors invisible to the file system and normal applications. Special software, however, can still extract information from them. Some government agencies (e.g., US NSA) require that personnel physically pulverize discarded disk drives and, in some cases, treat them with chemical corrosives. This practice is not widespread outside government, however. Garfinkel and Shelat (2003) analyzed 158 second-hand hard drives they acquired at garage sales and the like, and found that less than 10% had been sufficiently sanitized. The others contained a wide variety of readable personal and confidential information. See data remanence. Physical loss is a serious problem. The US State Department, Department of Defense, and the British Secret Service have all had laptops with secret information, including in plaintext, lost or stolen. Appropriate disk encryption techniques can safeguard data on misappropriated computers or media. On occasion, even when data on host systems is encrypted, media that personnel use to transfer data between systems is plaintext because of poorly designed data policy. For example, in October 2007, HM Revenue and Customs lost CDs that contained the unencrypted records of 25 million child benefit recipients in the United Kingdom. Modern cryptographic systems resist known plaintext or even chosen plaintext attacks, and so may not be entirely compromised when plaintext is lost or stolen.     In cryptography, format-preserving encryption (FPE), refers to encrypting in such a way that the output (the ciphertext) is in the same format as the input (the plaintext). The meaning of "format" varies. Typically only finite sets of characters are used; numeric, alphabetic or alphanumeric. For example: Encrypting a 16-digit credit card number so that the ciphertext is another 16-digit number. Encrypting an English word so that the ciphertext is another English word. Encrypting an n-bit number so that the ciphertext is another n-bit number (this is the definition of an n-bit block cipher). For such finite domains, and for the purposes of the discussion below, the cipher is equivalent to a permutation of N integers {0, ... , N−1} where N is the size of the domain. == Motivation == === Restricted field lengths or formats === One motivation for using FPE comes from the problems associated with integrating encryption into existing applications, with well-defined data models. A typical example would be a credit card number, such as 1234567812345670 (16 bytes long, digits only). Adding encryption to such applications might be challenging if data models are to be changed, as it usually involves changing field length limits or data types. For example, output from a typical block cipher would turn credit card number into a hexadecimal (e.g.0x96a45cbcf9c2a9425cde9e274948cb67, 34 bytes, hexadecimal digits) or Base64 value (e.g. lqRcvPnCqUJc3p4nSUjLZw==, 24 bytes, alphanumeric and special characters), which will break any existing applications expecting the credit card number to be a 16-digit number. Apart from simple formatting problems, using AES-128-CBC, this credit card number might get encrypted to the hexadecimal value 0xde015724b081ea7003de4593d792fd8b695b39e095c98f3a220ff43522a2df02. In addition to the problems caused by creating invalid characters and increasing the size of the data, data encrypted using the CBC mode of an encryption algorithm also changes its value when it is decrypted and encrypted again. This happens because the random seed value that is used to initialize the encryption algorithm and is included as part of the encrypted value is different for each encryption operation. Because of this, it is impossible to use data that has been encrypted with the CBC mode as a unique key to identify a row in a database. FPE attempts to simplify the transition process by preserving the formatting and length of the original data, allowing a drop-in replacement of plaintext values with their ciphertexts in legacy applications. == Comparison to truly random permutations == Although a truly random permutation is the ideal FPE cipher, for large domains it is infeasible to pre-generate and remember a truly random permutation. So the problem of FPE is to generate a pseudorandom permutation from a secret key, in such a way that the computation time for a single value is small (ideally constant, but most importantly smaller than O(N)). == Comparison to block ciphers == An n-bit block cipher technically is a FPE on the set {0, ..., 2n-1}. If an FPE is needed on one of these standard sized sets (for example, n = 64 for DES and n = 128 for AES) a block cipher of the right size can be used. However, in typical usage, a block cipher is used in a mode of operation that allows it to encrypt arbitrarily long messages, and with an initialization vector as discussed above. In this mode, a block cipher is not an FPE. == Definition of security == In cryptographic literature (see most of the references below), the measure of a "good" FPE is whether an attacker can distinguish the FPE from a truly random permutation. Various types of attackers are postulated, depending on whether they have access to oracles or known ciphertext/plaintext pairs. == Algorithms == In most of the approaches listed here, a well-understood block cipher (such as AES) is used as a primitive to take the place of an ideal random function. This has the advantage that incorporation of a secret key into the algorithm is easy. Where AES is mentioned in the following discussion, any other good block cipher would work as well. === The FPE constructions of Black and Rogaway === Implementing FPE with security provably related to that of the underlying block cipher was first undertaken in a paper by cryptographers John Black and Phillip Rogaway, which described three ways to do this. They proved that each of these techniques is as secure as the block cipher that is used to construct it. This means that if the AES algorithm is used to create an FPE algorithm, then the resulting FPE algorithm is as secure as AES because an adversary capable of defeating the FPE algorithm can also defeat the AES algorithm. Therefore, if AES is secure, then the FPE algorithms constructed from it are also secure. In all of the following, E denotes the AES encryption operation that is used to construct an FPE algorithm and F denotes the FPE encryption operation. ==== FPE from a prefix cipher ==== One simple way to create an FPE algorithm on {0, ..., N-1} is to assign a pseudorandom weight to each integer, then sort by weight. The weights are defined by applying an existing block cipher to each integer. Black and Rogaway call this technique a "prefix cipher" and showed it was provably as good as the block cipher used. For larger values, the size of the lookup table and the required number of encryptions to initialize the table gets too big to be practical. ==== FPE from cycle walking ==== If there is a set M of allowed values within the domain of a pseudorandom permutation P (for example P can be a block cipher like AES), an FPE algorithm can be created from the block cipher by repeatedly applying the block cipher until the result is one of the allowed values (within M). CycleWalkingFPE(x) { if P(x) is an element of M then return P(x) else return CycleWalkingFPE(P(x)) } The recursion is guaranteed to terminate. (Because P is one-to-one and the domain is finite, repeated application of P forms a cycle, so starting with a point in M the cycle will eventually terminate in M.) This has the advantage that the elements of M do not have to be mapped to a consecutive sequence {0,...,N-1} of integers. It has the disadvantage, when M is much smaller than P's domain, that too many iterations might be required for each operation. If P is a block cipher of a fixed size, such as AES, this is a severe restriction on the sizes of M for which this method is efficient. For example, an application may want to encrypt 100-bit values with AES in a way that creates another 100-bit value. With this technique, AES-128-ECB encryption can be applied until it reaches a value which has all of its 28 highest bits set to 0, which will take an average of 228 iterations to happen. ==== FPE from a Feistel network ==== It is also possible to make a FPE algorithm using a Feistel network. A Feistel network needs a source of pseudo-random values for the sub-keys for each round, and the output of the AES algorithm can be used as these pseudo-random values. When this is done, the resulting Feistel construction is good if enough rounds are used. One way to implement an FPE algorithm using AES and a Feistel network is to use as many bits of AES output as are needed to equal the length of the left or right halves of the Feistel network. If a 24-bit value is needed as a sub-key, for example, it is possible to use the lowest 24 bits of the output of AES for this value. This may not result in the output of the Feistel network preserving the format of the input, but it is possible to iterate the Feistel network in the same way that the cycle-walking technique does to ensure that format can be preserved. Because it is possible to adjust the size of the inputs to a Feistel network, it is possible to make it very likely that this iteration ends very quickly on average.     Web development tools (often abbreviated to dev tools) allow web developers to test, modify and debug their websites. They are different from website builders and integrated development environments (IDEs) in that they do not assist in the direct creation of a webpage, rather they are tools used for testing the user interface of a website or web application. Web development tools come as browser add-ons or built-in features in modern web browsers. Browsers such as Google Chrome, Firefox, Safari, Microsoft Edge, and Opera have built-in tools to help web developers, and many additional add-ons can be found in their respective plugin download centers. Web development tools allow developers to work with a variety of web technologies, including HTML, CSS, the DOM, JavaScript, and other components that are handled by the web browser. == History and support == Early web developers manually debugged their websites by commenting out code and using JavaScript functions. One of the first browser debugging tools to exist was Mozilla's Firebug extension, which possessed many of the current core features of today's developer tools, leading to Firefox becoming popular with developers at the time. Safari's WebKit engine also introduced its integrated developer tools around that period, which eventually became the basis for both Safari and Chrome's current tooling. Microsoft released a developer toolbar for Internet Explorer 6 and 7; and then integrated them into the browser from version 8 onwards. In 2017, Mozilla discontinued Firebug in favour of integrated developer tools. Nowadays, all modern web browsers have support for web developer tools that allow web designers and developers to look at the make-up of their pages. Alternatively the F12 key tends to be another common shortcut. === HTML and the DOM === HTML and DOM viewer and editor is commonly included in the built-in web development tools. The difference between the HTML and DOM viewer, and the view source feature in web browsers is that the HTML and DOM viewer allows you to see the DOM as it was rendered in addition to allowing you to make changes to the HTML and DOM and see the change reflected in the page after the change is made. With this information developers can improve the performance of their scripts. Auditing features may provide developers suggestions, after analyzing a page, for optimizations to decrease page load time and increase responsiveness.     Tokenization (data security)

    Tokenization, when applied to data security, is the process of substituting a sensitive data element with a non-sensitive equivalent, referred to as a token, that has no intrinsic or exploitable meaning or value. The token is a reference (i.e. identifier) that maps back to the sensitive data through a tokenization system. The mapping from original data to a token uses methods that render tokens infeasible to reverse in the absence of the tokenization system, for example using tokens created from random numbers. A one-way cryptographic function is used to convert the original data into tokens, making it difficult to recreate the original data without obtaining entry to the tokenization system's resources. To deliver such services, the system maintains a vault database of tokens that are connected to the corresponding sensitive data. Protecting the system vault is vital to the system, and improved processes must be put in place to offer database integrity and physical security. The tokenization system must be secured and validated using security best practices applicable to sensitive data protection, secure storage, audit, authentication and authorization. The tokenization system provides data processing applications with the authority and interfaces to request tokens, or detokenize back to sensitive data. The security and risk reduction benefits of tokenization require that the tokenization system is logically isolated and segmented from data processing systems and applications that previously processed or stored sensitive data replaced by tokens. Only the tokenization system can tokenize data to create tokens, or detokenize back to redeem sensitive data under strict security controls. The token generation method must be proven to have the property that there is no feasible means through direct attack, cryptanalysis, side channel analysis, token mapping table exposure or brute force techniques to reverse tokens back to live data. Replacing live data with tokens in systems is intended to minimize exposure of sensitive data to those applications, stores, people and processes, reducing risk of compromise or accidental exposure and unauthorized access to sensitive data. Applications can operate using tokens instead of live data, with the exception of a small number of trusted applications explicitly permitted to detokenize when strictly necessary for an approved business purpose. Tokenization systems may be operated in-house within a secure isolated segment of the data center, or as a service from a secure service provider. Tokenization may be used to safeguard sensitive data involving, for example, bank accounts, financial statements, medical records, criminal records, driver's licenses, loan applications, stock trades, voter registrations, and other types of personally identifiable information (PII). Tokenization is often used in credit card processing. The PCI Council defines tokenization as "a process by which the primary account number (PAN) is replaced with a surrogate value called a token. A PAN may be linked to a reference number through the tokenization process. In this case, the merchant simply has to retain the token and a reliable third party controls the relationship and holds the PAN. The token may be created independently of the PAN, or the PAN can be used as part of the data input to the tokenization technique. The communication between the merchant and the third-party supplier must be secure to prevent an attacker from intercepting to gain the PAN and the token. De-tokenization is the reverse process of redeeming a token for its associated PAN value. The security of an individual token relies predominantly on the infeasibility of determining the original PAN knowing only the surrogate value". The choice of tokenization as an alternative to other techniques such as encryption will depend on varying regulatory requirements, interpretation, and acceptance by respective auditing or assessment entities. This is in addition to any technical, architectural or operational constraint that tokenization imposes in practical use. == Concepts and origins == The concept of tokenization, as adopted by the industry today, has existed since the first currency systems emerged centuries ago as a means to reduce risk in handling high value financial instruments by replacing them with surrogate equivalents. In the physical world, coin tokens have a long history of use replacing the financial instrument of minted coins and banknotes. In more recent history, subway tokens and casino chips found adoption for their respective systems to replace physical currency and cash handling risks such as theft. Exonumia and scrip are terms synonymous with such tokens. In the digital world, similar substitution techniques have been used since the 1970s as a means to isolate real data elements from exposure to other data systems. In databases for example, surrogate key values have been used since 1976 to isolate data associated with the internal mechanisms of databases and their external equivalents for a variety of uses in data processing. More recently, these concepts have been extended to consider this isolation tactic to provide a security mechanism for the purposes of data protection. In the payment card industry, tokenization is one means of protecting sensitive cardholder data in order to comply with industry standards and government regulations. Tokenization was applied to payment card data by Shift4 Corporation and released to the public during an industry Security Summit in Las Vegas, Nevada in 2005. The technology is meant to prevent the theft of the credit card information in storage. Shift4 defines tokenization as: "The concept of using a non-decryptable piece of data to represent, by reference, sensitive or secret data. In payment card industry (PCI) context, tokens are used to reference cardholder data that is managed in a tokenization system, application or off-site secure facility." To protect data over its full lifecycle, tokenization is often combined with end-to-end encryption to secure data in transit to the tokenization system or service, with a token replacing the original data on return. For example, to avoid the risks of malware stealing data from low-trust systems such as point of sale (POS) systems, as in the Target breach of 2013, cardholder data encryption must take place prior to card data entering the POS and not after. Encryption takes place within the confines of a security hardened and validated card reading device and data remains encrypted until received by the processing host, an approach pioneered by Heartland Payment Systems as a means to secure payment data from advanced threats, now widely adopted by industry payment processing companies and technology companies. The PCI Council has also specified end-to-end encryption (certified point-to-point encryption—P2PE) for various service implementations in various PCI Council Point-to-point Encryption documents. == The tokenization process == The process of tokenization consists of the following steps: The application sends the tokenization data and authentication information to the tokenization system. It is stopped if authentication fails and the data is delivered to an event management system. As a result, administrators can discover problems and effectively manage the system. The system moves on to the next phase if authentication is successful. Using one-way cryptographic or random generation techniques, a token is generated and kept in a highly secure data vault. The new token is provided to the application for further use, replacing the sensitive data for processing and storage. Tokenization systems share several components according to established standards. Token generation is the process of producing a token using any means, such as one-way nonreversible cryptographic functions (e.g., a hash function with a strong, secret salt) or assignment via a randomly generated number. Random number generator (RNG) techniques are often the best choice for generating token values. Token mapping – this is the process of assigning the created token value to its original value. To enable permitted look-ups of the original value using the token as the index, a secure cross-reference database must be constructed. Token data store – this is a central repository for the token mapping process that holds the original sensitive values and their related token values. Sensitive data and token values must be securely kept in an encrypted format. Management of cryptographic keys. Strong key management procedures are required for sensitive data encryption on token data stores. == Difference from encryption == Tokenization and "classic" encryption effectively protect data if implemented properly, and a computer security system may use both.     CryptoParty (Crypto-Party) is a grassroots global endeavour to introduce the basics of practical cryptography such as the Tor anonymity network, I2P, Freenet, key signing parties, disk encryption and virtual private networks to the general public. The project primarily consists of a series of free public workshops. == History == As a successor to the Cypherpunks of the 1990s, CryptoParty was conceived in late August 2012 by the Australian journalist Asher Wolf in a Twitter post following the passing of the Cybercrime Legislation Amendment Bill 2011 and the proposal of a two-year data retention law in that country, the Cybercrime Legislation Amendment Bill 2011. The DIY, self-organizing movement immediately went viral, with a dozen autonomous CryptoParties being organized within hours in cities throughout Australia, the US, the UK, and Germany. Many more parties were soon organized or held in Chile, The Netherlands, Hawaii, Asia, etc. Tor usage in Australia itself spiked, and CryptoParty London with 130 attendees—some of whom were veterans of the Occupy London movement—had to be moved from London Hackspace to the Google campus in east London's Tech City. As of mid-October 2012 some 30 CryptoParties have been held globally, some on a continuing basis, and CryptoParties were held on the same day in Reykjavik, Brussels, and Manila. The first draft of the 442-page CryptoParty Handbook (the hard copy of which is available at cost) was pulled together in three days using the book sprint approach, and was released 2012-10-04 under a CC BY-SA license. === Edward Snowden involvement === In May 2014, Wired reported that Edward Snowden, while employed by Dell as an NSA contractor, organized a local CryptoParty at a small hackerspace in Honolulu, Hawaii on December 11, six months before becoming well known for leaking tens of thousands of secret U.S. government documents. During the CryptoParty, Snowden taught 20 Hawaii residents how to encrypt their hard drives and use the Internet anonymously. The event was filmed by Snowden's then-girlfriend, but the video has never been released online. In a follow-up post to the CryptoParty wiki, Snowden pronounced the event a "huge success." == Media response == In 2013, CryptoParty received messages of support from the Electronic Frontier Foundation and (purportedly) AnonyOps, as well as the NSA whistleblower Thomas Drake, WikiLeaks central editor Heather Marsh, and Wired reporter Quinn Norton. Eric Hughes, the author of A Cypherpunk's Manifesto nearly two decades before, delivered the keynote address, Putting the Personal Back in Personal Computers, at the Amsterdam CryptoParty on 2012-09-27. Marcin de Kaminski, founding member of Piratbyrån which in turn founded The Pirate Bay, regarded CryptoParty as the most important civic project in cryptography in 2012, and Cory Doctorow has characterized a CryptoParty as being "like a Tupperware party for learning crypto."     Aadhaar eSign is an online electronic signature service in India to facilitate an Aadhaar holder to digitally sign a document. The signature service is facilitated by authenticating the Aadhaar holder via the Aadhaar-based e-KYC (electronic Know Your Customer) service. To eSign a document, one has to have an Aadhaar card and a mobile number registered with Aadhaar. With these two things, an Indian citizen can sign a document remotely without being physically present. == Procedure == The notification issued by Government of India in this regard stipulates the following procedure for the e-authentication using Aadhaar e-KYC services. Authentication of an electronic record by e-authentication technique, which shall be done by the applicable use of e-authentication, hash function, and asymmetric cryptosystem techniques, leading to issuance of digital signature certificate by Certifying Authority, a trusted third party service by subscriber's key pair generation, storing of the key pairs on hardware security module and creation of digital signature provided that the trusted third party shall be offered by the certifying authority (the trusted third party shall send application form and certificate signing request to the Certifying Authority for issuing a digital signature certificate to the subscriber), issuance of digital signature certificate by Certifying Authority shall be based on e-authentication, particulars given in the prescribed format, digitally signed verified information from Aadhaar e-KYC services and electronic consent of digital signature certificate applicant, the manner and requirements for e-authentication shall be as issued by the Controller from time to time, the security procedure for creating the subscriber's key pair shall be in accordance with the e-authentication guidelines issued by the Controller, the standards referred to in rule 6 of the Information Technology (Certifying Authorities) Rules, 2000 shall be complied with, in so far as they relate to the certification function of public key of Digital Signature Certificate applicant, and the manner in which information is authenticated by means of digital signature shall comply with the standards specified in rule 6 of the Information Technology (Certifying Authorities) Rules, 2000 in so far as they relate to the creation, storage and transmission of Digital Signature. == eSign Service Providers == Organisations and individuals seeking to obtain the eSigning Service can utilize the services of various service providers. There are empanelled service providers with whom organisations can register as an Application Service Prover after submitting the requisite documents, getting UAT access, building the application around the service and going through an IT Audit by an CERT-IN empanelled auditor. However, the process of registering as an Application Service Provider is cumbersome, and requires huge investments of time, money and resources in complying with the regulations and building a suitable application. Most organisations prefer using services of plug-n-play gateway providers who take the responsibility of complying with the regulations, hence simplifying the process for the market.

    Diella (Albanian pronunciation: [djɛɫa], from diell 'sun') is an artificial intelligence system developed by the National Agency for Information Society of Albania (AKSHI). Introduced in January 2025 as a virtual assistant integrated into the eAlbania platform, it assists citizens with online public services and issuing digital documents. In September 2025, following a presidential decree authorizing Prime Minister Edi Rama to oversee the creation of a virtual AI minister, Diella was formally appointed as "Minister of State for Artificial Intelligence" of Albania in the fourth Rama government, making it the first AI system in the world to be named in a cabinet-level government role. == History == Diella was developed by AKSHI's Artificial Intelligence Laboratory in cooperation with Microsoft, with the latter providing large language models from OpenAI via its Azure platform, and AKSHI designing workflows and scripts guiding the system's behavior when responding to citizens' requests. Announced in January 2025, its initial version (Diella 1.0) was a text-based chatbot on the eAlbania portal (the official digital services platform of the Albanian government, which provides citizens and businesses with access to a wide range of online administrative services), responding to citizens' questions by guiding them to the correct service. Diella 2.0, introduced several months later, included voice interaction and an animated avatar, a woman in the traditional Albanian clothing of Zadrima, a historical region in northern Albania. Albanian actress Anila Bisha provided both the likeness and the voice used for Diella's avatar on the e-Albania platform, under an agreement valid until December 2025. By mid-2025, the system had facilitated access to more than 36,000 documents and nearly 1,000 services (although those outputs were still being generated by the eAlbania backend, rather than Diella itself). On 26 October 2025, according to Prime Minister Edi Rama, Diella is "pregnant and will give birth to 83 children". It is the usage of a metaphor indicating that each minister of the Albanian parliament of the Socialist Party will receive their own AI assistant. == Ministerial role == On 11 September 2025, Diella was formally appointed "Minister of State for Artificial Intelligence". The appointment followed a presidential decree authorizing the Prime Minister to oversee the creation and operation of a virtual AI minister. Procurement responsibilities are planned to be transferred gradually to the system to reduce political influence in tender procedures. The appointment is part of broader anti-corruption reforms and measures intended to align Albania with European Union accession requirements. Prime Minister Edi Rama stated that Diella would help ensure that "public tenders will be 100% free of corruption". == Reception == An article in Balkan Insight commented that "The ambition behind Diella is not misplaced. Standardised criteria and digital trails could reduce discretion, improve trust, and strengthen oversight" in public procurement, but warned that the use of AI in evaluating bids also posed "profound" risks such as accountability gaps, undermining of due process and cybersecurity failures. On 18 September 2025, Edi Rama presented a video of Diella delivering a speech to the Albanian parliament, where she stated: "I'm not here to replace people, but to help them." The presentation prompted protests from opposition MPs, who objected to the use of an artificial intelligence system in the parliamentary session. Gazment Bardhi, head of the opposition Democratic Party's parliamentary group, described Diella as "a propaganda fantasy" and "a virtual façade to hide this government's gigantic daily thefts." The parliamentary session, which was scheduled to include debate on the new cabinet and government programme, ended after 25 minutes. Eighty-two Socialist MPs voted in favour, while opposition MPs did not participate in the ballot as they were protesting the presentation of Diella's speech. Political analyst Andi Bushati characterised the session as "unprecedented" because it concluded without the customary debate between government and opposition MPs. This has been criticized not just by the opposition but by regular citizens regardless of politics. Most have criticized Diella's uselessness and the funds wasted for this project, some have criticized the non-traditional attire.
