    Information

    Information is an abstract concept that refers to something which has the power to inform. At the most fundamental level, it pertains to the interpretation (perhaps formally) of that which may be sensed, or their abstractions. Any natural process that is not completely random and any observable pattern in any medium can be said to convey some amount of information. Whereas digital signals and other data use discrete signs to convey information, other phenomena and artifacts such as analogue signals, poems, pictures, music or other sounds, and currents convey information in a more continuous form. Information is not knowledge itself, but the meaning that may be derived from a representation through interpretation. The concept of information is relevant to and connected with various concepts, including constraint, communication, control, data, form, education, knowledge, meaning, understanding, mental stimuli, pattern, perception, proposition, representation, and entropy. Information is often processed iteratively: Data available at one step are processed into information to be interpreted and processed at the next step. For example, in written text each symbol or letter conveys information relevant to the word it is part of, each word conveys information relevant to the phrase it is part of, each phrase conveys information relevant to the sentence it is part of, and so on until at the final step information is interpreted and becomes knowledge in a given domain. In a digital signal, bits may be interpreted into the symbols, letters, numbers, or structures that convey the information available at the next level up. The key characteristic of information is that it is subject to interpretation and processing. The derivation of information from a signal or message may be thought of as the resolution of ambiguity or uncertainty that arises during the interpretation of patterns within the signal or message. Information may be structured as data. Redundant data can be compressed up to an optimal size, which is the theoretical limit of compression. The information available through a collection of data may be derived by analysis. For example, a restaurant collects data from every customer order. That information may be analyzed to produce knowledge that is put to use when the business subsequently wants to identify the most popular or least popular dish. Information can be transmitted in time, via data storage, and space, via communication and telecommunication. Information is expressed either as the content of a message or through direct or indirect observation. That which is perceived can be construed as a message in its own right, and in that sense, all information is always conveyed as the content of a message. Information can be encoded into various forms for transmission and interpretation (for example, information may be encoded into a sequence of signs, or transmitted via a signal). It can also be encrypted for safe storage and communication. The uncertainty of an event is measured by its probability of occurrence. Uncertainty is proportional to the negative logarithm of the probability of occurrence. Information theory takes advantage of this by concluding that more uncertain events require more information to resolve their uncertainty. The bit is the standard unit of information. It is 'that which reduces uncertainty by half'. Other units such as the nat may be used. For example, the information encoded in one "fair" coin flip is log2(2/1) = 1 bit, and in two fair coin flips is log2(4/1) = 2 bits. A 2011 Science article estimates that 97% of technologically stored information was already in digital bits in 2007 and that the year 2002 was the beginning of the digital age for information storage (with digital storage capacity bypassing analogue for the first time). == Etymology and history of the concept == The English word "information" comes from Middle French enformacion/informacion/information 'a criminal investigation' and its etymon, Latin informatiō(n) 'conception, teaching, creation'. In English, "information" is an uncountable mass noun. References on "formation or molding of the mind or character, training, instruction, teaching" date from the 14th century in both English (according to Oxford English Dictionary) and other European languages. In the transition from Middle Ages to Modernity the use of the concept of information reflected a fundamental turn in epistemological basis – from "giving a (substantial) form to matter" to "communicating something to someone". Peters (1988, pp. 12–13) concludes: Information was readily deployed in empiricist psychology (though it played a less important role than other words such as impression or idea) because it seemed to describe the mechanics of sensation: objects in the world inform the senses. But sensation is entirely different from "form" – the one is sensual, the other intellectual; the one is subjective, the other objective. My sensation of things is fleeting, elusive, and idiosyncratic. For Hume, especially, sensory experience is a swirl of impressions cut off from any sure link to the real world... In any case, the empiricist problematic was how the mind is informed by sensations of the world. At first informed meant shaped by; later it came to mean received reports from. As its site of action drifted from cosmos to consciousness, the term's sense shifted from unities (Aristotle's forms) to units (of sensation). Information came less and less to refer to internal ordering or formation, since empiricism allowed for no preexisting intellectual forms outside of sensation itself. Instead, information came to refer to the fragmentary, fluctuating, haphazard stuff of sense. Information, like the early modern worldview in general, shifted from a divinely ordered cosmos to a system governed by the motion of corpuscles. Under the tutelage of empiricism, information gradually moved from structure to stuff, from form to substance, from intellectual order to sensory impulses. In the modern era, the most important influence on the concept of information is derived from the Information theory developed by Claude Shannon and others. This theory, however, reflects a fundamental contradiction. Northrup (1993) wrote: Thus, actually two conflicting metaphors are being used: The well-known metaphor of information as a quantity, like water in the water-pipe, is at work, but so is a second metaphor, that of information as a choice, a choice made by :an information provider, and a forced choice made by an :information receiver. Actually, the second metaphor implies that the information sent isn't necessarily equal to the information received, because any choice implies a comparison with a list of possibilities, i.e., a list of possible meanings. Here, meaning is involved, thus spoiling the idea of information as a pure "Ding an sich." Thus, much of the confusion regarding the concept of information seems to be related to the basic confusion of metaphors in Shannon's theory: is information an autonomous quantity, or is information always per SE information to an observer? Actually, I don't think that Shannon himself chose one of the two definitions. Logically speaking, his theory implied information as a subjective phenomenon. But this had so wide-ranging epistemological impacts that Shannon didn't seem to fully realize this logical fact. Consequently, he continued to use metaphors about information as if it were an objective substance. This is the basic, inherent contradiction in Shannon's information theory." (Northrup, 1993, p. 5). In their seminal book The Study of Information: Interdisciplinary Messages, Almach and Mansfield (1983) collected key views on the interdisciplinary controversy in computer science, artificial intelligence, library and information science, linguistics, psychology, and physics, as well as in the social sciences. Almach (1983, p. 660) himself disagrees with the use of the concept of information in the context of signal transmission, the basic senses of information in his view all referring "to telling something or to the something that is being told. Information is addressed to human minds and is received by human minds." All other senses, including its use with regard to nonhuman organisms as well to society as a whole, are, according to Machlup, metaphoric and, as in the case of cybernetics, anthropomorphic. Hjørland (2007) describes the fundamental difference between objective and subjective views of information and argues that the subjective view has been supported by, among others, Bateson, Yovits, Span-Hansen, Brier, Buckland, Goguen, and Hjørland.     Environmental informatics is the science of information applied to environmental science. As such, it provides the information processing and communication infrastructure to the interdisciplinary field of environmental sciences aiming at data, information and knowledge integration, the application of computational intelligence to environmental data as well as the identification of environmental impacts of information technology. Environmental informatics thus acts as a bridge, providing an interdisciplinary means of analysing, describing and understanding the complex interactions between humans, nature and technology. Since each field of applied computer science has its own subject matter, terminology and methods, specialised disciplines, such as environmental, bio- and geoinformatics have emerged, each of which combines computer science with a specific field of application such as environmental, bio- or geosciences. Environmental informatics, bioinformatics and geoinformatics all deal with computer-based processing of environmental phenomena. However, environmental informatics is the only field that pursues normative goals (e.g., political goals of environmental protection, environmental planning, and sustainability). This also influences the choice of methods. This also distinguishes it from application areas such as numerical weather prediction, which is considered an early and important example of computer simulation of environmental phenomena. The UK Natural Environment Research Council defines environmental informatics as the "research and system development focusing on the environmental sciences relating to the creation, collection, storage, processing, modelling, interpretation, display and dissemination of data and information." Kostas Karatzas defined environmental informatics as the "creation of a new 'knowledge-paradigm' towards serving environmental management needs." Karatzas argued further that environmental informatics "is an integrator of science, methods and techniques and not just the result of using information and software technology methods and tools for serving environmental engineering needs." Environmental informatics emerged in early 1990 in Central Europe. Current initiatives to effectively manage, share, and reuse environmental and ecological data are indicative of the increasing importance of fields like environmental informatics and ecoinformatics to develop the foundations for effectively managing ecological information. Examples of these initiatives are National Science Foundation Datanet projects, DataONE and Data Conservancy. == Subject matter and objectives == The subject of environmental informatics are environmental information systems (EIS). An EIS 'is a computer-based system that integrates and stores data collected about the natural environment and provides powerful methods for accessing and evaluating it.' This allows environmental data to be processed by computers for environmental protection, planning, research and technology. According to Jaeschke and Bossel, environmental informatics has three interrelated objectives: Environmental informatics serves to procure data and information for describing the state and development of the environment. Of particular importance is information that is needed to prevent or limit undesirable changes and to support desirable changes. Based on the evaluation and analysis of data, environmental informatics improves our understanding of the environment and the interactions between nature, technology and society. It thus supports environmentally relevant decisions. This enables the influence of development (system correction), the assessment of the effects and side effects of potential measures, and the creation of tools for the routine planning, implementation and monitoring of measures. == History == The simulation model World3, which formed the basis of the highly acclaimed study The Limits to Growth, is considered the starting point of environmental informatics. It incorporated environmental information, among other things, to calculate scenarios for global development. In the mid-1980s, interest grew in structuring environmental protection as an area of application for computer science. One of the first publications in German was the book Informatik im Umweltschutz. Anwendungen und Perspektiven (Computer science in environmental protection. Applications and perspectives) from 1986. The term 'environmental informatics' did not appear until around 1993, which is why the development of environmental informatics is usually referred to as having taken place in the 1990s. In 1993, the first university chair for environmental informatics was established in Cottbus. In 1994, the anthology Umweltinformatik. Informatikmethoden für Umweltschutz und Umweltforschung (Environmental Informatics: Informatics Methods for Environmental Protection and Environmental Research) was published. The development of environmental informatics was 'primarily initiated by German computer science.' In the English-speaking world, the volume Environmental Informatics was published in 1995, mainly based on the German anthology of 1994. An article in the conference proceedings of the World Computer Congress of the International Federation for Information Processing (IFIP) in Hamburg in 1994 describes the initial situation of environmental informatics as follows: 'On the one hand, we suffer from the huge amount of available data – people sometimes speak of data graveyards – on the other hand, the really relevant data may still be missing.' This statement indicates the need that led to the emergence of environmental informatics as a specialised discipline of applied computer science. Furthermore, the specific characteristics and processing requirements of environmental data necessitated the emergence of environmental informatics. The special features of environmental data include: The data structures required are highly heterogeneous due to specific processes and differing perspectives on environmental aspects (e.g., water protection, emission control, hazardous substances). In addition to the heterogeneity of the data, heterogeneous databases also play a role, as environmental data is often obtained and presented in an interdisciplinary manner. Obligations change frequently as a result of new legislation, whether regional (e.g. state regulations on water protection), national (e.g. federal emission control regulations) or international (e.g. Registration, Evaluation, Authorisation and Restriction of Chemicals|REACH). The objects represented are often multidimensional and, therefore, require complex geometric representation using curves or polygons. It is often necessary to process uncertain, imprecise or incomplete data, which is, for example, the result of extrapolations or forecasts. A new "knowledge paradigm" has emerged to meet the requirements of environmental management. Environmental informatics produces its own concepts, methods and techniques and is not merely the result of using information and communication technology methods and tools to meet environmental requirements. The development of environmental informatics since the 1990s has been significantly influenced by the newly established conferences EnviroInfo, ISESS and ITEE and is documented in the respective proceedings. Aspects of sustainability and sustainable development were increasingly integrated into environmental informatics after 2000, thereby expanding the field. In 2004, the Working Group on Sustainable Information Society of the Gesellschaft für Informatik e. V. (German Informatics Society, GI) published the Memorandum on a Sustainable Information Society, which formulates recommendations for an information society that is compatible with human, social and natural needs. Since 2007, environmental informatics has often been described in more detail as informatics for environmental protection, sustainable development and risk management. The increased focus on sustainability has also contributed to the formation of the research focus Information and Communications Technology for Sustainability (ICT4S) and to the emergence of the international conference ICT4S in 2013. ICT-ENSURE, the European Commission's funding measure for the establishment of a European research area on "ICT for Environmental Sustainability Research" (2008–2010), has also contributed to the structuring of environmental informatics. == Environmental informatics and sustainable development == Efforts to place environmental informatics within the context of sustainable development have been growing since 2000 and were significantly influenced by the Memorandum on a Sustainable Information Society.     Moral outsourcing is the placing of responsibility for ethical decision-making onto external entities, often algorithms. The term is often used in discussions of computer science and algorithmic fairness, but it can apply to any situation in which one appeals to outside agents in order to absolve themselves of responsibility for their actions. In this context, moral outsourcing specifically refers to the tendency of society to blame technology, rather than its creators or users, for any harm it may cause. == Definition == The term "moral outsourcing" was first coined by Dr. Rumman Chowdhury, a data scientist concerned with the overlap between artificial intelligence and social issues. Chowdhury used the term to describe looming fears of a so-called “Fourth Industrial Revolution” following the rise of artificial intelligence. Moral outsourcing is often applied by technologists to shrink away from their part in building offensive products. In her TED Talk, Chowdhury gives the example of a creator excusing their work by saying they were simply doing their job. This is a case of moral outsourcing and not taking ownership for the consequences of creation. When it comes to AI, moral outsourcing allows for creators to decide when the machine is human and when it is a computer - shifting the blame and responsibility of moral plights off of the technologists and onto the technology. Conversations around AI and bias and its impacts require accountability to bring change. It is difficult to address these biased systems if their creators use moral outsourcing to avoid taking any responsibility for the issue. One example of moral outsourcing is the anger that is directed at machines for “taking jobs away from humans” rather than companies for employing that technology and jeopardizing jobs in the first place. The term "moral outsourcing" refers to the concept of outsourcing, or enlisting an external operation to complete specific work for another organization. In the case of moral outsourcing, the work of resolving moral dilemmas or making choices according to an ethical code is supposed to be conducted by another entity. == Real-world applications == In the medical field, AI is increasingly involved in decision-making processes about which patients to treat, and how to treat them. The responsibility of the doctor to make informed decisions about what is best for their patients is outsourced to an algorithm. Sympathy is also noted to be an important part of medical practice; an aspect that artificial intelligence, glaringly, is missing. This form of moral outsourcing is a major concern in the medical community. Another field of technology in which moral outsourcing is frequently brought up is autonomous vehicles. California Polytechnic State University professor Keith Abney proposed an example scenario: "Suppose we have some [troublemaking] teenagers, and they see an autonomous vehicle, they drive right at it. They know the autonomous vehicle will swerve off the road and go off a cliff, but should it?" The decision of whether to sacrifice the autonomous vehicle (and any passengers inside) or the vehicle coming at it will be written into the algorithms defining the car's behavior. In the case of moral outsourcing, the responsibility of any damage caused by an accident may be attributed to the autonomous vehicle itself, rather than the creators who wrote the protocol the vehicle will use to "decide" what to do. Moral outsourcing is also used to delegate the consequences of predictive policing algorithms to technology, rather than the creators or the police. There are many ethical concerns with predictive policing due to the fact that it results in the over-policing of low income and minority communities. In the context of moral outsourcing, the positive feedback loop of sending disproportionate police forces into minority communities is attributed to the algorithm and the data being fed into this system--rather than the users and creators of the predictive policing technology. == Outside of technology == === Religion === Moral outsourcing is also commonly seen in appeals to religion to justify discrimination or harm. In his book What It Means to be Moral, sociologist Phil Zuckerman contradicts the popular religious notion that morality comes from God. Religion is oftentimes cited as a foundation for a moral stance without any tangible relation between the religious beliefs and personal stance. In these cases, religious individuals will "outsource" their personal beliefs and opinions by claiming that they are a result of their religious identification. This is seen where religion is cited as a factor for political beliefs, medical beliefs, and in extreme cases an excuse for violence. === Manufacturing === Moral outsourcing can also be seen in the business world in terms of manufacturing goods and avoiding environmental responsibility. Some companies in the United States will move their production process to foreign countries with more relaxed environmental policies to avoid the pollution laws that exist in the US. A study by the Harvard Business Review found that "in countries with tight environmental regulation, companies have 29% lower domestic emissions on average. On the other hand, such a tightening in regulation results in 43% higher emissions abroad." The consequences of higher pollution rates are then attributed to the loose regulations in these countries, rather than on the companies themselves who purposefully moved into these areas to avoid strict pollution policy.

    Query rewriting is a typically automatic transformation that takes a set of database tables, views, and/or queries, usually indices, often gathered data and query statistics, and other metadata, and yields a set of different queries, which produce the same results but execute with better performance (for example, faster, or with lower memory use). Query rewriting can be based on relational algebra or an extension thereof (e.g. multiset relational algebra with sorting, aggregation and three-valued predicates i.e. NULLs as in the case of SQL). The equivalence rules of relational algebra are exploited, in other words, different query structures and orderings can be mathematically proven to yield the same result. For example, filtering on fields A and B, or cross joining R and S can be done in any order, but there can be a performance difference. Multiple operations may be combined, and operation orders may be altered. The result of query rewriting may not be at the same abstraction level or application programming interface (API) as the original set of queries (though often is). For example, the input queries may be in relational algebra or SQL, and the rewritten queries may be closer to the physical representation of the data, e.g. array operations. Query rewriting can also involve materialization of views and other subqueries; operations that may or may not be available to the API user. The query rewriting transformation can be aided by creating indices from which the optimizer can choose (some database systems create their own indexes if deemed useful), mandating the use of specific indices, creating materialized and/or denormalized views, or helping a database system gather statistics on the data and query use, as the optimality depends on patterns in data and typical query usage. Query rewriting may be rule based or optimizer based. Some sources discuss query rewriting as a distinct step prior to optimization, operating at the level of the user accessible algebra API (e.g. SQL).     Xulvi-Brunet–Sokolov algorithm

    Xulvi-Brunet and Sokolov's algorithm generates networks with chosen degree correlations. This method is based on link rewiring, in which the desired degree is governed by parameter ρ. By varying this single parameter it is possible to generate networks from random (when ρ = 0) to perfectly assortative or disassortative (when ρ = 1). This algorithm allows to keep network's degree distribution unchanged when changing the value of ρ. == Assortative model == In assortative networks, well-connected nodes are likely to be connected to other highly connected nodes. Social networks are examples of assortative networks. This means that an assortative network has the property that almost all nodes with the same degree are linked only between themselves. The Xulvi-Brunet–Sokolov algorithm for this type of networks is the following. In a given network, two links connecting four different nodes are chosen randomly. These nodes are ordered by their degrees. Then, with probability ρ, the links are randomly rewired in such a way that one link connects the two nodes with the smaller degrees and the other connects the two nodes with the larger degrees. If one or both of these links already existed in the network, the step is discarded and is repeated again. Thus, there will be no self-connected nodes or multiple links connecting the same two nodes. Different degrees of assortativity of a network can be achieved by changing the parameter ρ. Assortative networks are characterized by highly connected groups of nodes with similar degree. As assortativity grows, the average path length and clustering coefficient increase. == Disassortative model == In disassortative networks, highly connected nodes tend to connect to less-well-connected nodes with larger probability than in uncorrelated networks. Examples of such networks include biological networks. The Xulvi-Brunet and Sokolov's algorithm for this type of networks is similar to the one for assortative networks with one minor change. As before, two links of four nodes are randomly chosen and the nodes are ordered with respect to their degrees. However, in this case, the links are rewired (with probability p) such that one link connects the highest connected node with the node with the lowest degree and the other link connects the two remaining nodes randomly with probability 1 − ρ. Similarly, if the new links already existed, the previous step is repeated. This algorithm does not change the degree of nodes and thus the degree distribution of the network.

    Harold Borko (1922-2012) was an American psychologist and researcher working primarily in the field of information science. == Biography == Borko was born in 1922 in New York City, New York. After serving in the US Army from 1942 to 1946 he obtained a BA in Psychology from the University of California, Los Angeles in 1948 and both his MA and PhD from the University of Southern California in Psychology in 1952. He returned to the army as a psychologist until 1956 after which he began a career working in and teaching information science. He died in California in 2012. == Information Science Career == After leaving the military Borko began working at the RAND Corporation as a Systems Training Specialist in 1956 and moved to the Systems Development Corporation a year later working in the Language Processing and Retrieval department. Alongside this work he taught Psychology at USC from 1957-65 and then moved into teaching Library Science at UCLA from 1965. In 1967 Borko left his role at the Systems Development Corporation and continued as a full-time professor at UCLA until his retirement in 1993.. From 1961 to 1995 Borko authored and co-authored over 100 articles on new developments in the field as well as the historiography of information science. Information retrieval is the science of searching for information in a document, searching for documents themselves, and also searching for the metadata that describes data, and for databases of texts, images, or sounds. Cross-modal retrieval implies retrieval across modalities. Automated information retrieval systems are used to reduce what has been called information overload. An IR system is a software system that provides access to books, journals, and other documents, as well as storing and managing those documents. Web search engines are the most visible IR applications. == Overview == An information retrieval process begins when a user enters a query into the system. Queries are formal statements of information needs, for example search strings in web search engines. In information retrieval, a query does not uniquely identify a single object in the collection. Instead, several objects may match the query, perhaps with different degrees of relevance. An object is an entity that is represented by information in a content collection or database. User queries are matched against the database information. However, as opposed to classical SQL queries of a database, in information retrieval the results returned may or may not match the query, so results are typically ranked. This ranking of results is a key difference of information retrieval searching compared to database searching. Depending on the application the data objects may be, for example, text documents, images, audio, mind maps or videos. Often the documents themselves are not kept or stored directly in the IR system, but are instead represented in the system by document surrogates or metadata. Most IR systems compute a numeric score on how well each object in the database matches the query, and rank the objects according to this value. The top ranking objects are then shown to the user. The process may then be iterated if the user wishes to refine the query. == History == there is ... a machine called the Univac ... whereby letters and figures are coded as a pattern of magnetic spots on a long steel tape. By this means the text of a document, preceded by its subject code symbol, can be recorded ... the machine ... automatically selects and types out those references which have been coded in any desired way at a rate of 120 words a minute The idea of using computers to search for relevant pieces of information was popularized in the article As We May Think by Vannevar Bush in 1945. It would appear that Bush was inspired by patents for a 'statistical machine' – filed by Emanuel Goldberg in the 1920s and 1930s – that searched for documents stored on film. The first description of a computer searching for information was described by Holmstrom in 1948, detailing an early mention of the Univac computer. Automated information retrieval systems were introduced in the 1950s: one even featured in the 1957 romantic comedy Desk Set. In the 1960s, the first large information retrieval research group was formed by Gerard Salton at Cornell. By the 1970s several different retrieval techniques had been shown to perform well on small text corpora such as the Cranfield collection (several thousand documents). Large-scale retrieval systems, such as the Lockheed Dialog system, came into use early in the 1970s. In 1992, the US Department of Defense along with the National Institute of Standards and Technology (NIST), cosponsored the Text Retrieval Conference (TREC) as part of the TIPSTER text program. The aim of this was to look into the information retrieval community by supplying the infrastructure that was needed for evaluation of text retrieval methodologies on a very large text collection. This catalyzed research on methods that scale to huge corpora. The introduction of web search engines has boosted the need for very large scale retrieval systems even further. By the late 1990s, the rise of the World Wide Web fundamentally transformed information retrieval. While early search engines such as AltaVista (1995) and Yahoo! (1994) offered keyword-based retrieval, they were limited in scale and ranking refinement. The breakthrough came in 1998 with the founding of Google, which introduced the PageRank algorithm, using the web's hyperlink structure to assess page importance and improve relevance ranking. During the 2000s, web search systems evolved rapidly with the integration of machine learning techniques. These systems began to incorporate user behavior data (e.g., click-through logs), query reformulation, and content-based signals to improve search accuracy and personalization. In 2009, Microsoft launched Bing, introducing features that would later incorporate semantic web technologies through the development of its Satori knowledge base. Academic analysis have highlighted Bing's semantic capabilities, including structured data use and entity recognition, as part of a broader industry shift toward improving search relevance and understanding user intent through natural language processing. A major leap occurred in 2018, when Google deployed BERT (Bidirectional Encoder Representations from Transformers) to better understand the contextual meaning of queries and documents. This marked one of the first times deep neural language models were used at scale in real-world retrieval systems. BERT's bidirectional training enabled a more refined comprehension of word relationships in context, improving the handling of natural language queries. Because of its success, transformer-based models gained traction in academic research and commercial search applications. Simultaneously, the research community began exploring neural ranking models that outperformed traditional lexical-based methods. Long-standing benchmarks such as the Text REtrieval Conference (TREC), initiated in 1992, and more recent evaluation frameworks Microsoft MARCO(MAchine Reading COmprehension) (2019) became central to training and evaluating retrieval systems across multiple tasks and domains. MS MARCO has also been adopted in the TREC Deep Learning Tracks, where it serves as a core dataset for evaluating advances in neural ranking models within a standardized benchmarking environment. As deep learning became integral to information retrieval systems, researchers began to categorize neural approaches into three broad classes: sparse, dense, and hybrid models. Sparse models, including traditional term-based methods and learned variants like SPLADE, rely on interpretable representations and inverted indexes to enable efficient exact term matching with added semantic signals. Dense models, such as dual-encoder architectures like ColBERT, use continuous vector embeddings to support semantic similarity beyond keyword overlap. Hybrid models aim to combine the advantages of both, balancing the lexical (token) precision of sparse methods with the semantic depth of dense models. This way of categorizing models balances scalability, relevance, and efficiency in retrieval systems. As IR systems increasingly rely on deep learning, concerns around bias, fairness, and explainability have also come to the picture.     Ontology merging defines the act of bringing together two conceptually divergent ontologies or the instance data associated to two ontologies. This is similar to work in database merging (schema matching). This merging process can be performed in a number of ways, manually, semi automatically, or automatically. Manual ontology merging although ideal is extremely labour-intensive and current research attempts to find semi or entirely automated techniques to merge ontologies. These techniques are statistically driven often taking into account similarity of concepts and raw similarity of instances through textual string metrics and semantic knowledge. These techniques are similar to those used in information integration employing string metrics from open source similarity libraries.

    Reference data

    Reference data is data used to classify or categorize other data. Typically, they are static or slowly changing over time. Examples of reference data include: Units of measurement Country codes Corporate codes Fixed conversion rates e.g., weight, temperature, and length Calendar structure and constraints Reference data sets are sometimes alternatively referred to as a "controlled vocabulary" or "lookup" data. Reference data differs from master data. While both provide context for business transactions, reference data is concerned with classification and categorisation, while master data is concerned with business entities. A further difference between reference data and master data is that a change to the reference data values may require an associated change in business process to support the change, while a change in master data will always be managed as part of existing business processes. For example, adding a new customer or sales product is part of the standard business process. However, adding a new product classification (e.g. "restricted sales item") or a new customer type (e.g. "gold level customer") will result in a modification to the business processes to manage those items. == Externally-defined reference data == For most organisations, most or all reference data is defined and managed within that organisation. Some reference data, however, may be externally defined and managed, for example by standards organizations. An example of externally defined reference data is the set of country codes as defined in ISO 3166-1. == Reference data management == Curating and managing reference data is key to ensuring its quality and thus fitness for purpose. All aspects of an organisation, operational and analytical, are greatly dependent on the quality of an organization's reference data. Without consistency across business process or applications, for example, similar things may be described in quite different ways. Reference data gain in value when they are widely re-used and widely referenced.     A wide-column store (or extensible record store) is a type of NoSQL database. It uses tables, rows, and columns, but unlike a relational database, the names and format of the columns can vary from row to row in the same table. A wide-column store can be interpreted as a two-dimensional key–value store. Google's Bigtable is one of the prototypical examples of a wide-column store. == Wide-column stores versus columnar databases == Wide-column stores such as Bigtable and Apache Cassandra are not column stores in the original sense of the term, since their two-level structures do not use a columnar data layout. In genuine column stores, a columnar data layout is adopted such that each column is stored separately on disk. Wide-column stores do often support the notion of column families that are stored separately. However, each such column family typically contains multiple columns that are used together, similar to traditional relational database tables. Within a given column family, all data is stored in a row-by-row fashion, such that the columns for a given row are stored together, rather than each column being stored separately.     Artificial intelligence in government

    Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.
